    Accreditation commences in South West states

    Accreditation for the Governorship and State House of Assembly elections commenced early on Saturday across many states in the South West Zone amidst tight security by police and army personnel.

    Correspondents of the News Agency of Nigeria (NAN) report that the accreditation process in many polling units was going on smoothly across the zone in contrast to the March 28 polls which were marred in many instances by challenges with the Smart Card Readers.

    In Ibadan, Oyo State, armed security personnel including soldiers, policemen and the NSCDC were seen in strategic places.

    At Bere, Molete, Challenge, Aleshinloye Junction, Mokola Roundabout, Sango, and Iwo Road Roundabout, road blocks were mounted by soldiers and other security personnel.

    The security personnel stopped vehicles and demanded to know where the drivers were going to and those with legitimate businesses were allowed to pass while others were asked to go back home.

    Also sighted at Mapo area were officers from the Special Intelligence Bureau who were busy patrolling some streets.

    At Sango area of the metropolis, the road leading to Ijokodo was sealed while a heavy security presence was noticed.

    At Agbowo Ward 12, Unit 8A, Ibadan North West Local Government Area, accreditation was ongoing peacefully under the watch of security agents. Speaking at the unit, Hon. Gboyega Makanjuola, a PDP House of Assembly candidate, commended the security arrangement which had ensured a peaceful accreditation process.

    NAN reports that accreditation began at Ward 9, Oluwo in Egbeda Local Government Area at about 9 a.m. amidst tight security and an impressive turnout.

    At Ward 6, Unit 16, Oke Padre, accreditation began at 8.20 a.m. in an orderly manner. But at Olopo Meta in Olorunsogo area of Ibadan, political thugs were said to have harassed voters.

    A resident, who simply identified himself as Alhaji Akintunde, urged security agencies to draft their personnel in the area. He told news men that the thugs had been disturbing the peace of the area since Friday night, adding that “ only a few of us were able to do accreditation.’’

    In Ogbomoso, voting materials arrived early at many polling units while accreditation commenced as early as 8am. Former Gov. Adebayo Alao-Akala and Labour Party Candidate in the governorship election was accredited at 8.20a.m at his Unit 13, Sabop/Tarra Ward 10 in Ogbomoso. Alao-Akala, who was accompanied by his wife, Oluwakemi, described the accreditation exercise so far as hitch-free. He urged the electorate to conduct themselves in a peaceful manner.

    A resident, Mr. Dele Abu, who was accredited at 9.07 a.m. at Unit 6, Isale-Ora.Sara Ward 5, described the exercise as smooth and fast. He said the Smart Card Reader was now more efficient and would give credibility to the electoral process.

    NAN reports that more than 21,000 policemen had been deployed in Oyo State for the elections in which no fewer than 277 candidates will be vying for elective posts.

    NAN also reports that 12 political parties will be presenting candidates for the governorship position while 14 parties will present 265 candidates in the contest for 32 seats in the state House of Assembly.

    In Osun, the Nigerian Security and Civil Defence Corps (NSCDC) deployed trained sniffer dogs to polling units across the state to detect Improvised Explosives Devices (IDEs).

    Alhaji Tajudeen Balogun, the State NSCDC Commandant, told journalists in Osogbo that the dogs would not disrupt voting process. He said the dogs would sniff around polling units to detect and apprehend anyone with explosive device with the aid of NSCDC officers.

    Balogun said that the dogs, which are well trained and have been part of the corps for some time, are now being deployed for election duty because of the security situation in the country. The commandant said that the dogs are well trained to detect what ordinary eyes cannot see and expressed confidence that the input of the dogs would further ensure safety during the elections. Security operatives took positions in strategic areas of Osogbo and other major towns in Osun as early as 7:30a.m., to enforce law and order.

    The law enforcement agents included men of the Nigerian Army, the police, and officials of the Nigeria Security and Civil Defence (NSCDC).

    NAN observed that soldiers mounted road blocks at popular junctions including Abere, Olaiya and Okefia among other areas to scrutinise human and vehicular movements. Also, policemen and NSCDC officials were stationed at polling units to ensure security of the electorate and election materials. A soldier at Olaiya junction, who did not want his name published, told NAN that movement of vehicles that were not on election duty was not allowed after 8.00a.m.

    The elections commenced in many parts of Ogun with the accreditation of voters around 8.15 a.m. NAN reports that INEC officials and electoral materials arrived many polling centres around 7.50 a.m. accompanied by security agencies.

    The exercise which was monitored by NAN at Remo, Ilaro, Abeokuta, Ijebu, Otta among others was peaceful and orderly. NAN reports that there was heavy presence of police officials and men of the Nigeria Security and Civil Defence Corps (NSCDC) at the polling centres while military personnel secured major junctions at the cities.

    NAN observed tremendous improvement in the operations of the card readers, though there were few cases of rejections. The turn-out of voters was also impressive as the number almost doubled that of the presidential polls in some of the polling centres. Some voters went with generating sets to some of the polling centres to assist INEC in case of need. Some of the voters interviewed by NAN attributed the large turn-out to renewed confidence in the electoral process. “Now that I am sure that my vote counts, I am encouraged to come out and vote,” Mr Ayodele Adejobi, a civil servant, told NAN at Unit 2, Ward Kuto area of Abeokuta South Council area.

    Polling units in Odogbolu and Ijebu-Ode Local Government Areas in Ogun witnessed a positive turnout of voters. A visit by NAN correspondent to some wards across the local government areas indicated a general positive mood on the side of voters. It was observed that both INEC officials and voting materials arrived on schedule for the accreditation exercise which started in most polling units at 8 a.m.

    At Ward 11, Polling Unit 2 in Odogbolu, voters turned out as early as 7 a.m. with most beginning their accreditation as soon as the INEC officials arrived.

    Olufayo Ibrahim, 42, said he was impressed with the arrangement this time around as compared to the presidential polls. Another respondent, Mr Tunji Okiji, a public official, said it was obvious INEC had resolved most of the challenges witnessed in the last elections.

    The voters were optimistic that the polls would be conducted peacefully without hitches.

    NAN reports a heavy presence of police and NSCDC officers at the polling units and those of the Nigerian Army at major highways.

    In Ekiti, a tight security cordon was thrown across the state as the accreditation process got underway.

    The police spokesman in the state, Albert Adeyemo, said the tight security was to prevent breakdown of law and order, especially in view of the political crisis in the state.

    The Deputy Governor in the state, Mr Kolapo Olusola, expressed satisfaction with the security arrangement in the state.

    In Ilorin, the Kwara capital, the accreditation exercise was also being conducted smoothly across many council areas. Officers drawn from the police, army, NSCDC, Nigeria Immigration Service, Nigeria Customs Service, NDLEA and FRSC were sighted at strategic points in the metropolis.

    The governorship and state house of Assembly elections began peacefully in most parts of Ogun state with accreditation of registered voters.

    Many of them turned up for the exercise as early as 7:45am and accreditation also took off seamlessly but the number of voters’ in some of the polling units were perceptibly low compared to what obtained during the March 28 Presidential and National Assembly elections.

    Former President, Chief Olusegun Obasanjo, who arrived at his polling centre 21 in wards 11, Abeokuta North Local Government Area was accredited at about 10: 30am.

    Also, governor Ibikunle Amosun of the All Progressives Congress (APC) and who is seeking re – election arrived his polling unit 004 at St John’s Nursery and Primary School, Ajura ward 4 in Obafemi Owode Local Government Area was accredited 1:05pm.

    His wife, Olufunso Amosun, was accredited few minutes later.

    However, former President Obasanjo who spoke to reporters after accreditation, lauded the voters for coming out in large number at his unit, said Nigeria is getting it with the 2015 general elections.

    He said subsequent polls in the country would be better with improvement.

    Meanwhile, no fewer than five Police officers including an Inspector and Divisional Police Officer, on election duty in Ogun state were injured when their vehicle crashed in Wasimi village (Ewekoro) along Lagos – Abeokuta expressway.

    It was gathered that the police driver of the Pick – Up patrol van conveying them lost control following bid to evade an obstruction on the road, crashed into a concrete median before it careened on the roadside.

    All Progressives Congress (APC) Lagos State House of Assembly candidate, Honourable Olarenwaju Layode has applauded the ongoing accreditation exercise in Badagry, describing it as an improvement on the March 28 elections.

    The lawmaker, who is seeking another term to represent Badagry Constituency 1 said, “It has been okay today compared to what happened in the last election.

    “The process is now part of our people and I can assure you that there would not be any problem. I have spoken with my colleagues across the area and the responses have been very commendable.

    “The INEC officials came early with the ballot papers unlike in the last election where the people had to wait after accreditation for the ballot papers to be brought,” he said.

    Layode predicted that Alhaja Safurat Layode Abdukareem, his sister and running mate to People’s
    Democratic Party’s governorship candidate, Jimi Agbaje, would soon defect to the APC.

    The lawmaker, who is seeking another term, said the family has always belonged to progressive parties; adding “My sister would soon quit the PDP to join the progressive party, APC. She lost gallantly here during the presidential election and would equally lose woefully today.

    “Our family has always belonged to progressive parties but I guess she joined the PDP because of marriage. She would soon return to where she truly belongs.”

    Speaking after being accredited, Alhaja Safurat Abdukareem noted that being in a different political party from his brother should not bring about any quarrel, adding:” In my family, we were all given the
    freedom to belong to  wherever we want, so, there shouldn’t be any reason to fight. We are one family.”

    Assessing the accreditation exercise, she said: “There is a remarkable improvement in the exercise today. They have designed ways to get the people accredited with ease and it is good to see that the people came out in large number.”

    The accreditation exercise commenced at exactly 8am across the area as electoral officers and security agents arrived few minutes after 7am with soldiers mounting road blocks at strategic points.

    The electorate also acknowledged that there is an improvement on the performance of the Card Reader machines being used for the accreditation.

    One of them, Hon Nasiru Abdugafar, said: “We are satisfied with how the Card Reader has worked today. The accreditation has been very smooth and fast but it could have been better if we were allowed to vote immediately. The implication of not doing so is that many people will go home and may not have the energy to come back again.”

    Independent National Electoral Commission (INEC) at polling unit 011 Shiya Jna of Tambuwal in Sokoto State accredited Speaker of the House of Representatives, Hon. Aminu Tambuwal.

    He was accompanied by a retinue of aides and a surging crowd of supporters to the polling unit.

    The speaker had on Friday urged eligible Nigerian voters to turn out enmass to vote for candidates of their choice in a peaceful manner.

    He appealed to voters to consolidate the peace that was recorded in the presidential election of March 28.

    He said: “I am appealing to Nigerians this time around (Saturday 11th of April) for eligible voters to come out enmass and peacefully to cast their votes and elect candidates of their choice. I believe we should be able to build on what we started last week of having a very peaceful election in Nigeria.”

    Tambuwal spoke with journalists in his Sokoto residence.

    As 21 candidates jostle for the Sokoto State governorship seat, Tambuwal, candidate of the All Progressive Congress (APC), said he was “very ready, good to go. By the grace of God victory is assured.”

    He commended the former Head of State, Gen. Abdulsalami Abubakar for championing the signing of peace pacts among candidates of different political parties.

    The speaker, who noted that he was very impressed about the way the committee conducted its affairs, stressed that the former head of state has immotalized his name.

    His words: “I commend members of that committee, especially Gen. Abdulsalami Abubakar for writing their names in gold for calming frayed nerves of stakeholders that were kind of interfaced. And we have seen the results and I commend them for that.”

    Accreditation begins on time in Kebbi, Kaduna

    Accreditation of voters commenced on time in parts of Kebbi and Kaduna states following early arrival of election officials.

    The officials were mostly at their polling units by 7:30 am and accreditation started by 8 am.

    In Kebbi the turnout of voters was far lower than what was witnessed during the presidential polls on March 28.

    In Kaduna however voters turnout was generally impressive.

    NAN reports that accreditation started as early as 8am in most polling units of Argungu Local Government in Kebbi.

    Some of the polling units visited in Argungu include Alwasa, Asarara, Gotomo, Race course, Sarki Sani Model Primary School, Garkan Danmaliki and Kitarawa 4.

    The situation was similar in Birnin Kebbi, the state capital, where election officials were out as early as 7:30am and accreditation commenced on time.

    Some of the areas visited included Garkan Maialelu,Joda one and two, Nasarawa one and two, Gulumbe, Badariya polling units among others.

    In all the places visited security personnel were present and the streets were empty of vehicular movement.

    In Kaduna metropolis, Kafanchan, Zaria and Birnin Gwari the accreditation of voters also commenced on time with large turnout of voters.

    At Kafanchan A and B, Garaje, Maigizo and Mabushi polling units where the process started peacefully, voters turnout was impressive.

    In Kaduna, voters in long queues were being accredited in most polling units including Unguwan Liman, Burji, LEA Katsina Road, Ori Akpata, Shaba, Alimi, Alkali Road in Ungwan Sarki and Jemaa Road in Ungwan Rimi.

    In Zaria accreditation also started on time with large turnout of voters in Gyallesu, Kwarbai, Kofar Kona, Tudun Wada and other polling units in the area.

    All Progressives Congress gubernatorial candidate, Abubakar Sani Bello is leading in early results of the  Niger State governorship elections held Saturday.

    Preliminary reports from Chanchaga, Bida, Shiroro, Magama, Kontagora, Borgu, Rijau, Rafi and Suleja local government areas areas showed that he is leading from the result collated at the various polling units. 

    The party is equally coasting home to victory in Lapai,Tafa, Edati, Lavun and Mokwa local government areas of the state.

    PDP’s Ishaku in early lead in 10 councils of Taraba

    The Peoples Democratic (PDP) was in early lead in the governorship and State Assembly elections in ten of the sixteen local government councils of Taraba state on Saturday.

    The PDP which fielded Darius Dickson Ishaku was leading in Wukari, Donga, Karimlamido, Kurmi, Bali, Takum, Ussa, Zing, Yorro and Jalingo -the state capital.

    Bali local government area had voted for the President Elect Gen. Muhammadu Buhari in the presidential election. but the people however voted for the PDP in Saturday’s guber polls.

    Ailing Governor Dambaba Suntai left the Government House in Jalingo early morning to his village Suntai to vote for his PDP candidate (Ishaku).

    A heavy crowd swarmed him, some shielding tears of love and joy. They queued behind him to vote for PDP.

    Suntai voted in his Maman 012 polling unit of Suntai Ward.

    The governor did his accreditation and voting in his official car.

    The PDP was also leading in the House of Assembly elections.

    The PDP candidates in Wukari I and II constituencies were already declared winners as at press time.

    Mean while the elections in Kashimbilla and Malushe areas of Takum were postponed for Sunday.

    14 thugs arrested in Kano

    Fourteen political thugs were on Saturday  arrested by the police over their  involvement in the burning of ballot papers and boxes in Kaura Mata in Madobi local Government Area.
    The Commissioner of Police in the state, lbrahim Idris said that thugs numbering 19 stormed Kaura Mata polling unit in attempt to disrupt the accreditation process .
    He said that the police swiftly responded and was enable to bring the situation under control  resulting in the arrest of 14 of them. Idris explained that lNEC immediately replaced those materials and  voting in area has since commenced.

    Agbaje’s running mate loses at polling unit

    Alhaja Safurat Layode Abdukareem, running mate of the Peoples Democratic Party’s governorship candidate, Jimi Agbaje,  lost at her polling unit to the APC. She polled 72 votes against APC’s 140.

    Shortly after casting her vote, she had pleaded that candidates of the leading political parties and their supporters should accept the outcome of the governorship  election in the state in good fate.

    • Unlike the March 28 Presidential election,violence and apathy Saturday marred the House of Assembly election held in Ondo state.It recorded low turn out of voters in some areas visited by our correspondent. In some places,there were pockets of crises.
      It was gathered that ballot boxes were snatched in more than five polling centres in Ugbo, Ilaje Local Government Area of the state and some units in Idanre Community by suspected Political thugs.

    One person has been shot dead by a security agent in Jos, the Plateau state capital during voting in the governorship and assembly election.

    The incident occurred at about 2:39pm happened at one of the polling units at Alikazaure, Jos North Local government of Plateau.

    The victim was suspected to be on a mission to disrupt voting process and snatch ballot box from the polling unit.

    The victim whose identity could not  be immediately ascertained died immediately as a result of the gun  shot by the security personnel.

    The Nation Correspondent reports that there is a general problem with card readers at Ward 10 Obalende as the card readers have failed to verify voters by their Polling Units.

    According to the report, once the PVC is slotted in, the card reader brings out the voter’s details & passport photograph but it will indicate that the voter was not registered in the PU.

    Thus, since it is the same issue at the ward level, INEC has resulted to manual accreditation.

    INEC shifts polls in eight constituencies in Bayelsa

    The Independent National Electoral Commission (INEC) has rescheduled the House of Assembly elections in eight of the 24 constituencies of Bayelsa State.

     Instead of holding today, the affected constituencies will hold their elections on April 18.

     The State Resident Electoral Commissioner (REC), Mr. Baritor Kpagih, said in a statement yesterday that the affected constituencies are Ekeremor Constituencies 1, 2, and 3; Kolokuma/Opokuma Constituencies 1 and 2; Sagbama Constituencies 1 and 2; and Southern Ijaw Constituency 1.

     Kpagih said the election would hold as scheduled in  other 16 constituencies today.

    Surprisingly, the REC failed to state the reason for the postponement.

     He, however, stated that the election was shifted because of the position of stakeholders that election should not hold ‘without full complements of the ballot papers.’

     He said: “Following the stand of the stakeholders that no election should take place in the state without full complement of ballot papers, having regard to the total PVCs distributed, the State House of Assembly election slated for today in Bayelsa State has been rescheduled to Saturday,  April 18.”

    It was gathered that the political parties and their candidates insisted on the postponement because of irregularities  in the ballot papers for the constituencies.

    It was further learnt that the numbers of ballot papers sent to the constituencies were inadequate.

    The Independent National Electoral Commission (INEC) insisted yesterday that only the Permanent Voter Card (PVC) will be accepted for the purpose of voting during today’s governorship/state assembly elections.

    The commission, which said it had been inundated with reports that some political leaders were misleading voters that they could go to polling stations with Temporary Voter Cards (TVCs), said that any statement contradicting the use of PVCs and Smart Card Readers (SCRs) today should be disregarded.

    The Chief Press Secretary to the INEC Chairman, Mr.Kayode Idowu, cited an unnamed governor in the North Central who allegedly told voters in his state that “they could come out to vote on Election Day with Temporary Voter Cards (TVCs) if they do not have the PVC, and that INEC will not be allowed to insist on the use of SCRs for voter accreditation.”

    He said it was unfortunate that some leaders would “misguide the public and thereby prepare ground for needless disruptions to the polling process on April 11” and warned that any obstruction to the processes it has put in place for the elections by any person, no matter how highly placed, will constitute an electoral offence punishable in law.

    Idowu advised the public to “disregard false assurances that contradict the regulations INEC has outlined for the Governorship and State Assembly elections.”

    The Commission stressed that “only voters with genuine PVCs should go to the polling units on Election Day, and that guidelines issued on the use of SCRs for the April 11 elections would be strictly applied. Any action infringing these guidelines will be an electoral offence, and security agents will be on hand to apprehend offenders.”

    The Commission commended voters for “their peaceful conduct and exemplary resilience, even in the face of minor challenges, during the Presidential and National Assembly elections on March 28, 2015,”.

    In a related development, INEC’s spokesman in Kwara State, Mr. Jacob Iyanda, yesterday assured voters in the state that the card readers will work efficiently in today’s elections.

     He said: “We have taken necessary steps to correct the issues because we discovered that the problem was not with the card readers but the way people used them. In some cases, they removed the batteries in the card readers when they were trying to use it for training and they didn’t work.

     “They didn’t know that the card readers had been configured to start working at exactly 8 am on election day and not before. So as the batteries were removed, it affected the date and time pre-configured on them, and that was why we had those problems.

     “Now we have educated our officials and we have prepared a working paper that will help them on the field. In the literature, we warned that they must ensure the card readers are properly charged before they are handed over to the election supervisor or presiding officers.

    “We also warn that all card readers have already been configured for the election and cannot be used for training purposes, and that if batteries are removed for any reason, they should contact the administrators who will then reconfigure it.

     “We have also advised them that they should ensure that the nylon film covering the finger capture area on the card reader is removed before use, for better performance.”

    Meanwhile, the Commission has assigned the Resident Electoral Commissioner (REC) of Kogi State, Alhaji Hussaini Halilu Pai, to supervise the conduct of the Governorship and State Assembly elections in Kano State, following the death of Alhaji Minkala Abdullahi last weekend. Before his posting as Kogi REC, Alhaji Pai was the Ekiti State REC, who conducted the Governorship Election of June 21, 2014. In his absence, the REC for the Federal Capital Territory (FCT), Professor Jacob Jatau, will supervise the April 11 conduct of State Assembly election in Kogi State.

    An angry mob yesterday almost lynched two policemen and an Independent National Electoral Commission (INEC) driver in Warri for alleged attempt to divert election materials meant for today’s governorship/state assembly polls.

    The trio were driving out of the commission’s complex on Esisi Road, Warri when some party agents grew suspicious of their movement and confronted them.

    The party agents, The Nation gathered, demanded to search the van with registration number Presidency FG 714V01, and to everyone’s surprise, they found bundles of incident forms and some result sheets concealed under one of the passenger’s seats.

    Although the Electoral Officer (EO) for Warri South, Fidelia Omoile, said the materials were not meant for Warri South and that they were being returned to Isoko South, sources said party agents in Isoko South disputed Omoile’s claims.

    They reportedly said materials for Isoko South were intact.

    Expressing sadness over the development, the All Progressives Congress (APC) House of Assembly candidate for Warri South 2 Constituency, Robinson Ariyo, who was one of the party representatives at the INEC office said the development was a confirmation of fears that the People’s Democratic Party (PDP) was bent on rigging today’s elections.

    He said: “The incident confirms our fears that the PDP plans to rig these elections. The position of PDP has always been that card readers should not be used to enable them perfect their rigging strategy. They do not want to relent.

    ‘’These incident report forms, in thousands, would have gone out of this INEC office if not for the vigilance of my party members and other parties around here. The implication of the form is that if a person is unable to vote with the card reader, the incident report form is filled by such person.

    ‘’We have a photograph of the bundles that were smuggled out. The materials were not kept inside the rear compartment of the van but underneath the front seat and a police officer was trying to use his legs to push them in. Eternal vigilance is the price we pay for liberty.We are prepared to pay the price, when election is not free and fair, it is a negation to the idea of democracy.’’

    Responding to the development, the Electoral Officer for Warri South, Fidelia Omoile, said she stopped at Isoko on her way from Asaba and that while offloading the materials in Warri, it was discovered the non-sensitive materials belonged to Isoko South.

    ‘’When I got to Warri, I discovered that the materials are in my vehicle and I had to take them back to Isoko. The party agents saw the materials and said no problem. It is unfortunate that the people did not trust their representatives.

    ‘’It took the securitymen to calm them and for peace to reign, I have dropped the materials to enable my vehicle leave for Asaba and give me more materials,’’ she said.

    Bayelsa: INEC shifts elections in eight constituencies

    The Independent National Electoral Commission (INEC) has rescheduled the House of Assembly elections in eight out of the 24 constituencies of Bayelsa State.

    The affected constituencies will hold their elections on April 18.

    The State Resident Electoral Commissioner (REC), Mr. Baritor Kpagih, said in a statement on Friday that the affected councils are Ekeremor Constituencies 1, 2, and 3, Kolokuma/Opokuma Constituencies 1 and 2, Sagbama Constituencies 1 and 2 and Southern Ijaw Constituency 1.

    But Kpagih said that the election would hold as scheduled in the other 16 constituencies on Saturday

    He, however, stated that the election was shifted because of the position of stakeholders that election should not hold ‘without full complements of the ballot papers.’

    He said: “Following the stand of the stakeholders ‎ that no election should take place in the State without full complement of ballot papers, having regard to the total PVC distributed, the State House of Assembly election slated for Saturday, the 11th of April, 2015, in Bayelsa State has been rescheduled to Saturday the 18th day of April, 2015 in the following constituencies…”

    It was gathered that the political parties and their candidates insisted on the postponement because of irregularities ‎in the ballot papers for the constituencies.

    It was further learnt that the number of ballot papers sent to the constituencies was inadequate.

    INEC was said to have sent only 13,000 ballot papers out of 27000 to Southern Ijaw Constituency.

    Also, it was learnt that 5000 ballot papers were available at the headquarters of the Ekeremor ‎Constituency 3, instead of 15,000 ballot papers.
