    ‘Nigeria not conducive for learning’

Professor of Education, Bayo Okunade, has said the country is not conducive for learning.

Okunade, who doubles as the Director of Distance Learning Centre, University of Ibadan (UI), said the education system has been very unfair to students.

He spoke at the third joint matriculation ceremony of Foreign Links Campus, Moro, Ife North, Osun State.

Okunade said: “Education is a global commodity. There can’t be local standard.”

Commenting on the mass failure of students in the last Joint Admission and Matriculation Board (JAMB) examination, the director said students were not exposed to Information and Communication Technology (ICT) early enough, thereby making some of them to have failed the examination even before they started.

He said: “If our politicians were more humane and public oriented, with the aim to serve, Nigeria would have been a better nation for us all, as every kobo misappropriated translates to denial of certain necessary basic amenity.”

JAMB holds UTME exams in Yobe amidst tight security

The Unified Tertiary Matriculation Examination was held without any security breach across all centres in Yobe State yesterday, 24 hours after another round of attacks in neighbouring Borno State by members of the Islamist sect, Boko Haram.

One target of the attacks was a secondary school in Dikwa where six teachers and some students were killed.

Similar attacks took place in Kala-Balge towns and near Dalwa, according to Senator Ahmed Zanna, who represents the area in the National Assembly.

No fewer than 19 people are feared dead in the attacks.

Yesterday’s JAMB exam however took place in major towns in Yobe like Damaturu, Gashua, Potiskum, and Geidam.

Security was tight as the examination got underway with candidates screened by security personnel before being allowed into the exam hall.

Some centres in the state were collapsed to accommodate candidates from particularly volatile areas.

A candidate, Hafsat Abdullahi, said that though she attends school in Maiduguri her father registered her in Yobe for fear of Boko Haram.

Another candidate, Musa Mohammadu said that he was “just happy that Allah has seen us through”.

No official of JAMB was ready to speak with the press as many of them that were approached turned down the reporter’s request.

It was gathered that insurgents stormed the Dikwa school in the early hours of Thursday, killing six teachers and two security guards.

They also abducted an unspecified number of women, residents said.

A witness, Modu Kakarimi, who fled Dikwa to Maiduguri, the state capital, said he and some others ran away to safety when they heard sound of gunshots.

“Our fear was heightened when we saw the boarding school (college) in flames. We later gathered that they have killed eight there. We fled together with our women and children,” Kakarimi said.

Senator Ahmed Zanna confirmed the Dikwa killing to journalists but he said he could not provide full details.

“There was a siege on one of the schools in the town just after midnight… They also razed the school library and escaped into the night through the bushes,” he said.

A group of insurgents also attacked Kala-Balge town, killing three people and setting many houses ablaze, some local officials said on condition of anonymity.

On Friday, suspected Islamists blocked Maiduguri-Biu highway near Dalwa village and shot dead eight passengers, a passer-by Mustapha Ali, said.

Ali, who passed through Dalwa on his way to Maiduguri said the insurgents stormed the highway in broad daylight.

There was no immediate confirmation of the attacks by security agencies but a top security officer, who demanded anonymity, confirmed them.

“There were various attacks in the state …It is sad,” he said.

Violence in the Northeast has already killed some 1,500 people this year.

Over 1.5m candidates to write Saturday’s UTME

One million, six hundred and six thousand, seven hundred and fifty-three (1,606,753) candidates will on Saturday write the 2014 Unified Tertiary Matriculation Examination (UTME) across Nigeria and abroad.

The examination, which will end on the May 17, will hold in 392 examination towns in Nigeria and seven overseas.

The Registrar/Chief Executive of the Joint Admissions and Matriculation Board (JAMB), Prof. Dibu Ojerinde, spoke yesterday in Abuja on the examination.

He regretted that only 35 per cent of the 1,735,892 candidates who sat for the 2013 UTME secured admissions in Nigerian universities.

Ojerinde addressed reporters in Abuja to announce the beginning of the examination date and preparations for the task.

The registrar blamed the poor admission placement in the universities on the management of the institutions who he said did not utilise the prescribed carrying capacities of 50 per cent.

He said: “Most Federal universities do not admit up to their carrying capacities. The government has opened up accesses but universities’ management chooses not to utilise the spaces in their institutions. For instance, some departments may have space for 250 students, but the school may admit only 180, thereby denying admission to 70 students.

“I have spoken to most of these institutions but if I am pushed to the wall, I will not hesitate to publish their names in the national dailies.”

He said this year’s examination would be in three modes: Computer-Based Test (CBT), Dual-Based Test (DBT) and Paper Pencil Test (PPT).

The JAMB chief insisted on the 2015 deadline for PPT, adding that the board would ensure that only CBT examinations are conducted all over the country from 2015.

The foreign centres for the 2014 UTME include: Accra in Ghana; Buea in Republic of Cameroun; Cotonou in Republic of Benin; London in the United Kingdom (UK); Jeddah in the Kingdom of Saudi Arabia; Johannesburg in Republic of South Africa and Abidjan in Cote d’Ivoire.

Ojerinde said the figure for 2014 showed a decrease of 129,139 applicants, compared to 2013 figure of 1,735,892.

The JAMB chief said the decrease in the number of applicants was caused by the Boko Haram onslaught in the Northeast.

He assured that the examination would go on, despite the security condition.

The legislators also enjoined the National Assembly to take advantage of the ongoing constitution amendment to enshrine the principle of true federalism by devolving more powers to the states.

The Joint Admissions and Matriculation Board (JAMB) has  extended the closing date for the sale of application documents for the Computer Based Test (CBT) to Monday, 31st March, 2014.
The extension is to give access  for more candidates desirous of tertiary education who could not register for the Paper Pencil Test (PPT) mode.
According to the statement issued by Public Relations Officer Fabian Benjamin, JAMB said the development is to also ensure that every Nigerian is given equal educational opportunity.
The board said it would shut its site after the expiration of this new date to allow for proper logistics and planning in preparation for the 2014 Unified Tertiary Matriculation Examination (UTME) on Computer Based Test mode scheduled to begin from May 17.
Candidates are therefore advised to avail themselves of this opportunity the extension has provided.
  • Paper-based tests to end in 2015, says JAMB

Paper-based tests to end in 2015, says JAMB

The Joint Admissions and Matriculations Board (JAMB) yesterday said it will end paper-based examinations in 2015.

Its Deputy Director, Quality Assurance Department, Pastor Francis Ojo, spoke in Ado-Ekiti, the Ekiti State capital, at a national workshop on the use of computer-based tests for final year pupils of secondary schools in the state.

Ojo said no candidate wishing to gain admission into a university, polytechnic or college of education would have the option of writing the Unified Tertiary Matriculation Examination (UTME) by the usual paper-based option.

He explained that, as being speculated in some quarters, “there is no going back on the board’s resolve to stick to the computer-based test, because the paper and pencil option has ended”.

The JAMB director said there was “nowhere in the world today where public examinations, such as the UTME, are written with pencils or biros”.

He added: “The case of Nigeria cannot be an exception.”

Ojo urged parents and pupils to embrace the computer-based test, adding that it is to their advantage.

Some of the benefits of the computer-based test, according to him, include “release of result not lasting over 72 hours, absence of familiar examination malpractices, zero result seizure as well as absence of external influences”.

  • JAMB announces dates for tests

The Registrar of JAMB, Prof. Dibu Ojerinde, said on Thursday that the body’s paper-pencil test (PPT) and computer-based test (CBT) will hold on April 12 and May 17 respectively in 2,000 centres across the country.

Ojerinde stated this in a chat with the News Agency of Nigeria (NAN) in Bwari, Federal Capital Territory (FCT).

“We are ready for the examination even now; however we will give them time until April 12.

“We are going to do the examination on April 12, for paper, pencil and dual-based test all over the country, but the CBT (Computer-Based Test), will start on May 17, and it will continue for 12 days.

“In any case we are prepared; we have 300 centres for CBT while we have 2,000 centres for PPT (Paper-Pencil Test).

“This is the last time we are going to do PPT; it will be all CBT next year. We want education to move forward, one of the ways of moving it forward is to eradicate examination malpractice.

“That is our ambition and Nigeria will join the committee of nations in terms of technological development.”

Ojerinde enjoined candidates to study hard to be able to pass as it will use the PPT.

He, therefore, expressed the organisation’s resolve to eliminate examination malpractices.

The registrar explained that the choice of the CBT was to curb examination malpractices, release results at the same time and encourage candidates to prepare adequately.
