    Jigawa, Argentina strengthen livestock ties as Nigeria advances Alfalfa‑led export strategy

    Governor Umar Namadi-led Jigawa State Government is translating federal livestock reforms into subnational action through strategic partnerships aligned with the Jigawa State Agricultural Transformation Policy.

    A major milestone in this effort was the Memorandum of Understanding (MoU) between the Jigawa State Government and El‑Meena Farms Ltd, which launched the Jigawa Alfalfa Value Chain Development Initiative.

    The project targets a 100,000-hectare mega-estate from a 1,000-hectare pilot, an annual output of 2.0 million metric tonnes of alfalfa, and over 100,000 jobs, positioning Jigawa as the hub of livestock feed production and agro-exports in Nigeria and West Africa.

    To ensure evidence-based execution and learn from proven global models, Governor Namadi recently led a high-level delegation of public and private stakeholders on a technical and investment engagement to Córdoba Province, Argentina.

    Argentina, well advanced in research-driven agriculture, smart irrigation, mechanisation, and agro-industrial development, is currently the world’s second-largest producer of alfalfa, with Córdoba serving as its largest production hub.

    The Nigerian mission included officials of the Jigawa Government, the National Information Technology Development Agency (NITDA), El-Meena Farms Ltd, Jigawa El-Meena Farms (the SPV), Nigeria Export‑Import Bank (NEXIM), Ministry of Finance Incorporated (MOFI), Jaiz Bank, Saudi Arabia’s Alkhorayef Group, and Cape Mano Agriculture.

    The delegation toured major forage processing and animal nutrition facilities, including Megafardos del Norte, Nafosa, Pellfood, and Biofarma S.A., gaining first-hand exposure to large-scale alfalfa production, feed processing, livestock nutrition systems, and export logistics.

    The mission also visited the Governor of Córdoba Province, culminating in the signing of an additional MoU between Jigawa State and Córdoba Province. It formalises cooperation in livestock development, sustainable alfalfa production, irrigation innovation, applied research, and agro-industrial value chains.

    Facilitated by NITDA, under its Regional Digital Innovation and Investment Programme (RegDIIP), the Argentina engagement demonstrates how technology, applied research, and international partnerships can unlock regional competitive advantage.

    Insights from NITDA and the MIT Regional Entrepreneurship Acceleration Programme (MIT-REAP) further validate alfalfa as an impactful feed input capable of improving livestock productivity, reducing feed shortages, easing farmer–herder tensions, and supporting export-driven systems.

    The Jigawa-El‑Meena MoU signed in December 2025 aims to cultivate 100,000 hectares of premium alfalfa, with projected annual export revenues estimated between $440 million and $540 million. Alkhorayef Group is the technical partner for irrigation infrastructure.

    At the signing ceremony in Dutse, Governor Namadi, who described the project as a cornerstone of his administration’s economic agenda, noted that it represents an economic bridge between Nigeria and the Middle East.

    “By combining Jigawa’s vast land resources with El-Meena’s operational expertise and Saudi Arabia’s superior irrigation technology, we are building a secure, high-value export corridor that aligns with President Tinubu’s Renewed Hope Agenda,” the governor said.

    The scheme is structured around the NEXIM Bank–Saudi EXIM Bank export-financing window, with an initial $5 million capital outlay earmarked for advanced centre-pivot irrigation systems for the 1,000-hectare pilot phase.

    Jigawa State Governor, Malam Umar Namadi, has reaffirmed his loyalty to President Bola Ahmed Tinubu and the All Progressives Congress (APC), pledging continued support for the success of the Tinubu administration.

    The governor made the pledge while receiving members of the National Executive Council of the National Association of Nigerian Students (NANS), who paid him a courtesy visit at the Government House in Dutse following their election at the association’s national delegates’ congress held in the state.

    The development was disclosed in a statement issued by the Chief Press Secretary to the Governor, Mr Hamisu Gumel.

    According to the statement, Governor Namadi commended President Tinubu for introducing the Nigerian Education Loan Fund (NELFUND), describing the initiative as a timely and far-reaching intervention aimed at easing students’ financial burden and expanding access to higher education nationwide.

    He also noted that the NANS leadership was in Jigawa State for its North-West zonal elections, which involve Kano, Katsina, Kaduna, Jigawa, Sokoto and Kebbi states, and expressed appreciation to the association for choosing the state as host.

    “Governor Namadi reaffirmed the state government’s readiness to continue supporting NANS activities and all student-centred engagements,” the statement said.

    The governor stressed that the NELFUND initiative reflects President Tinubu’s strong commitment to education, youth development and social inclusion, particularly at a time when many students are struggling with rising tuition fees.

    Recalling Jigawa State’s intervention to cushion the impact of increased school fees, Namadi disclosed that the state government had spent close to N700 million to support indigent students through the Students’ Affairs Office as part of its human capital development agenda.

    “I could remember when school fees were increased; many students found it difficult to pay, and some were on the verge of dropping out, which is unacceptable,” he said.

    “So the student loan scheme introduced by President Tinubu has shown clearly that this is a president who genuinely cares about youth education in Nigeria.”

    Governor Namadi also commended the NANS leadership for promoting dialogue, unity and constructive engagement among students, urging them to embrace accountability, transparency and responsible leadership.

    “As future leaders of this country, we must resolve our differences through dialogue and consultation, not conflict,” he added.

    In his remarks, the NANS National President, Comrade Olusola Ladoja, praised both the federal and Jigawa State governments for their student friendly policies, describing the education loan scheme as a groundbreaking initiative that signals a new era of responsive leadership.

    “Since the inception of democracy, this is the first time Nigerian students are truly feeling the impact of governance,” he said.

    “President Bola Ahmed Tinubu is the first president who listened to Nigerian students and deemed it fit to introduce loans to enable them to go to school.”

    The NANS leadership also lauded Governor Namadi for providing a peaceful and conducive environment that ensured the successful conduct of the zonal elections, while pledging continued collaboration with the Jigawa State Government.

    As Nigeria commences the implementation of its new tax laws, legislative momentum is gathering across the North Central region, with Jigawa, Plateau, Kogi, Nasarawa and Kwara states taking concrete steps to domesticate the reforms and strengthen their revenue frameworks.

    Separate statements from the Joint Revenue Board (JRB) said the moves, driven by recently enacted laws and executive assents, are aimed at boosting internally generated revenue (IGR), improving financial autonomy and creating a more transparent, predictable and business-friendly tax environment in line with the national tax reform agenda of President Bola Ahmed Tinubu.

    Jigawa State joined the reform drive following the passage of the Harmonised Taxes and Levies Bill by the Jigawa State House of Assembly. In a statement, the JRB congratulated the state on the development, describing it as a significant milestone in Jigawa’s efforts to modernise its revenue administration system.

    According to the Board, the bill—expected to be signed into law by the Executive Governor—seeks to streamline tax processes, eliminate multiple taxation, outlaw roadblocks for the collection of taxes and levies, deploy technology to enhance transparency and plug revenue leakages, while providing greater clarity on taxpayers’ obligations.

    The JRB noted that the harmonised framework is expected to improve taxpayer compliance, boost investor confidence and support Jigawa State’s economic development. It also commended the collaborative efforts of the state government, the legislature and the Jigawa State Internal Revenue Service in advancing the reform, noting that it aligns with the Tinubu administration’s national tax reform programme and underscores the state’s commitment to transparency and good governance.

    In Plateau State, Governor Caleb Mutfwang, on December 31, 2025, signed into law the Plateau State Harmonised Taxes and Levies (Approved List for Collection) Law. Officials described the legislation as a major milestone in the state’s revenue reform drive, saying it provides a clearer and more coordinated framework for tax and levy collection. The law is expected to eliminate duplication, reduce revenue leakages and support funding for critical infrastructure and social services.

    Nasarawa State has also taken decisive steps to modernise its fiscal system. Governor Abdullahi A. Sule signed into law the Nasarawa State Revenue Administration Law 2025 alongside the Harmonised Taxes and Levies Law 2025. The legislation establishes a unified and transparent system for administering both tax and non-tax revenues, clearly defining approved levies and strengthening institutional oversight.

    Government sources said the Nasarawa reforms are designed to address long-standing challenges such as fragmented revenue practices, multiple taxation and inconsistent enforcement. Beyond improving coordination among revenue agencies, the laws are expected to enhance transparency, curb arbitrary collections and restore public confidence in revenue institutions, while supporting investment and economic activity, particularly among small and medium-sized enterprises (SMEs).

    Similarly, Kogi State joined the reform push on January 1, 2026, when Governor Ahmed Usman Ododo assented to the Kogi State Internal Revenue Service (Establishment) Law 2025 and the Kogi State Taxes and Levies (Approved List for Collection) Law 2025. The laws provide a stronger legal and institutional foundation for a more efficient and professional revenue service, while aligning tax collection practices with national standards.

    Although specific legislative actions were not detailed for Kwara State, it is among the North Central states identified as moving to domesticate the reforms, reinforcing the region’s collective commitment to modernising sub-national revenue administration.

    Analysts say the new laws reflect a broader shift away from outdated and fragmented collection methods towards a harmonised, technology-driven and people-centred tax framework. Key provisions include the harmonisation of sub-national taxes into nine approved tax types, the outlawing of roadblocks for tax and levy collection, and measures to improve certainty, fairness and efficiency in the system.

    The reforms are also expected to reduce arbitrary and illegal collections, enhance transparency and create a more predictable operating environment for businesses, with SMEs projected to benefit significantly from the streamlined framework.

    Observers say the growing legislative momentum across the states signals a new phase in Nigeria’s fiscal governance, as sub-national governments increasingly position themselves to generate sustainable revenue while supporting economic growth and development.

    The Jigawa State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has intensified security operations with the massive deployment of personnel to international border areas adjoining the Niger Republic, as well as major entry and exit routes into the state.

    The move is aimed at strengthening surveillance and carrying out stop-and-search operations where necessary.

    This was disclosed in a press statement signed by the Command’s Public Relations Officer, ASC Badruddeen Tijjani Mahmud, and made available to journalists in Dutse.

    According to the statement, the deployment is part of the NSCDC’s special security operation put in place for the Christmas and New Year festivities.

    “Major entry and exit routes into the state, including border areas, are being adequately manned to enhance surveillance and conduct stop-and-search operations where necessary,” the statement said.

    ASC Mahmud added that special attention is being paid to the protection of places of worship, public utilities, recreational centres, government installations, motor parks, markets, shopping malls and other identified vulnerable locations across the state.

    To ensure a peaceful, safe and hitch-free Yuletide and New Year celebrations, the State Commandant of the NSCDC in Jigawa has ordered the deployment of officers and men across the state’s 27 local government areas before, during and after the festive period.

    The deployment, according to the command, cuts across both regular and specialised units of the Corps, including Operations, Anti-Vandal Unit, Agro Rangers, Armed Squad, Counter-Terrorism Unit, CBRNE, Intelligence and Investigation, Disaster Management and Medical Units. 

    These units have been strategically positioned to guarantee effective security coverage.

    Badaruddeen stated that the State Commandant charged them to strictly adhere to the Corps’ Standard Operating Procedures (SOPs), maintain professionalism and civility in the discharge of their duties, and apply minimal force except where absolutely necessary.

    He also stressed the importance of effective synergy and collaboration with other security agencies to ensure the overall success of the operation.

    The command further urged members of the public to remain law-abiding, vigilant and cooperative with security personnel, and to promptly report any suspicious movements or activities to the nearest security formation.

    “Parents and guardians are advised to closely monitor the activities of their wards, while the general public is cautioned against the use of fireworks, knockouts and other dangerous items capable of causing panic or fire outbreaks,” the statement added.

    The State Commandant also issued a stern warning to vandals and other criminal elements to desist from targeting government installations, critical infrastructure and public utilities, noting that anyone apprehended would be dealt with in accordance with the law.

    The forum of former local government chairmen of the Peoples Democratic Party (PDP) in Jigawa State has criticised the party’s national leadership for allegedly sidelining former Governor Sule Lamido and blocking him from contesting for the position of national chairman.

    The forum stated its position in a communiqué issued after its meeting at the PDP state secretariat. 

    The statement, signed by its chairman, Hon. Ali Idris Diginsa, expressed concern over what it described as the party’s deepening internal crisis and the leadership’s failure to resolve long-standing disputes.

    According to the communiqué, the recent confrontation between Bauchi State Governor, Bala Mohammed, and the Minister of the Federal Capital Territory, Nyesom Wike, at the PDP national secretariat in Abuja was “shameful and embarrassing,” further exposing the party’s weakened state.

    “The PDP is no longer a formidable national platform due to persistent divisions, distrust and unending rancour among its members,” the forum stated.

    The former chairmen reaffirmed their loyalty to Lamido, describing him as a consistent party loyalist and a steadfast political figure whose pedigree spans decades—from his activism in the PRP youth wing, to his election to the House of Representatives in 1997, to his leadership roles in the SDP, where he served as national secretary during the 1992 Abiola presidential victory.

    They noted that Lamido remains the only surviving member of the historic G9 and G18 groups who has never abandoned the PDP, even at the height of the Buhari political wave in the North.

    The forum said it has mandated Lamido to “seek a viable political platform” that would allow his followers to pursue “the dream of a greater Jigawa and Nigeria,” insisting that they trust his judgement and leadership.

    They also urged the Jigawa State PDP leadership to facilitate an immediate meeting with Lamido so the group can formally present its position.

    The communiqué ended with a pledge of unwavering loyalty to the former governor: “Wherever he goes, we will follow.”

    Over 100 CSOs, CBOs unite under Jigawa OGP to drive, boost transparency, openness in state, LG

    No fewer than 100 registered Civil Society Organisations (CSOs) and Community-Based Organisations (CBOs) in Jigawa State have been consolidated under the Non-State Actors platform of the Open Government Partnership (OGP) to strengthen advocacy on inclusion, transparency and openness in government of state and local councils.

    The move followed a general meeting convened by the newly formed OGP leadership in the state, led by Comrade Isah Mustapha, with the aim of repositioning the coalition and activating the third phase of the state’s OGP Action Plan.

    Speaking to reporters after the meeting, Comrade Mustapha, who serves as the Non-State Actors co-chair, said the organisations agreed to collaborate around four key thematic areas: Fiscal Transparency and Accountability, Access to Justice, Climate Change, and Anti-Corruption.

    “The meeting was held in line with OGP’s principles of inclusion and transparency. We have begun the process of developing Jigawa State Action Plan III,” he said.

    According to him, invitations were sent via Google forms across various media platforms for interested organisations to register and select their preferred thematic areas.

    “As you can see, representatives of CSOs, CBOs, the private sector and the media are all here. Every organisation has equal opportunity to join, lead and contribute to the action plan. Since the OGP Step II leadership has ceased to exist, it became necessary to constitute a new and transparent leadership,” he explained.

    Comrade Mustapha said the platform has adopted an open-door policy to encourage participation, noting that registration with the Corporate Affairs Commission (CAC), the state or even a local government body is sufficient for membership.

    He added that sensitisation sessions have been held on the principles and concepts of OGP at national and sub-national levels to help organisations align their interests with the agreed thematic areas.

    “The current leadership will not allow any interference. Members will abide by acceptable procedures and guidelines to form their leadership structures within the thematic areas,” he stressed.

    He revealed that while some thematic areas have one commitment, others may have two, depending on identified priorities.

    “Our plan is to revive Jigawa OGP and make it competitive at the international level. We also intend to establish strong OGP structures across the 27 local government councils to promote accountability, transparency and openness in governance,” he stated.

    Comrade Mustapha emphasised the need to monitor local government spending, contract awards and project implementation in light of financial autonomy at that tier of government.

    He appealed to members for continued cooperation to position Jigawa as a model of inclusive governance and transparency in Nigeria and beyond under OGP Step III.

    In a landmark gesture aimed at strengthening the transport sector, the Jigawa State Government has donated 36 vehicles to the National Union of Road Transport Workers (NURTW), Jigawa State Council. 

    The official handover took place at the Dutse Sports Complex, drawing attendance from top government officials, union leaders, and transporting workers from across the state.

    NURTW Deputy National President, Alhaji Aliyu Isa Ore, led a high-powered delegation from the union’s national headquarters to the state. 

    Others in attendance included Vice President Alhaji Aliyu Tanimu Zaria and the Special Adviser to the NURTW President on Intergovernmental and International Relations, Alhaji Sulaiman Danzaki.

    Governor Umar Namadi, who presided over the ceremony, stated that the donation was part of his administration’s ongoing commitment to supporting key stakeholders in the state’s development.

    He emphasized that the transport sector plays a vital role in the movement of people, goods, and services, and deserves both infrastructural and institutional support.

    He added that the donation includes a mix of 18-seater buses, utility vans, and official cars meant to enhance the operational effectiveness of the NURTW across the state’s 27 local government areas. 

     Namadi urged the union to ensure the vehicles are well-maintained and used efficiently to serve both the union and the people of Jigawa State.

    Ore conveyed heartfelt appreciation from the National President of the NURTW, Alhaji Musiliu Ayinde Akinsanya (aka MC Oluomo), to Governor Namadi.

    He described the donation as a rare gesture that demonstrates true leadership and empathy for the working class. 

    According to him:  “Alhaji Musiliu Akinsanya sends his deepest gratitude to Your Excellency for this monumental support. It is not every day we see a governor go to this length to empower transport workers.”

    Ore further noted that the donated vehicles would go a long way in improving the efficiency of NURTW operations in Jigawa State and help in coordinating the activities of its members at various motor parks. 

    He commended the Governor for recognising the crucial role of road transport workers in driving economic activity across rural and urban areas.

    The emirate council in Jigawa State has promised the full commitment to the fight against gender-based violence and the protection of women and children across Jigawa State and Northern Nigeria.

    The Emir of Dutse, His Royal Highness Alhaji Muhammad Hamim Nuhu Sanusi, made the declaration while receiving a delegation from the Development Research and Projects Centre (dRPC) and the Centre for Islamic Civilisation and Interfaith Dialogue, Bayero University Kano. The visit was part of advocacy efforts under the Gender-Based Violence (GBV) Prevention Project in Northern Nigeria, supported by the Ford Foundation.

    Addressing the delegation, the Emir described violence against women as “un-Islamic and morally unacceptable,” stressing that Islam upholds the dignity, rights, and protection of women, children, and vulnerable members of society.

    “Violence against women is repugnant to Islamic values. Islam has provided comprehensive guidance to protect the rights of women and children. Their dignity is sacred,” he said.

    He commended the dRPC and the Ford Foundation for their support in driving change at the grassroots and called for stronger collaboration between politicians, religious scholars, civil society organisations, and academic researchers in addressing the growing cases of gender-based violence, particularly in rural communities.

    “GBV is a growing challenge, especially in our rural areas. We must act collectively to reverse this trend,” the Emir stated, urging civil society groups to intensify efforts to engage and educate religious leaders in preaching against violence and harmful cultural practices.

    Earlier, the Director of the Centre for Islamic Civilisation and Interfaith Dialogue, Professor Taufiq Abubakar, who led the delegation, described the Muslim Opinion Leaders GBV Prevention Project as a strategic intervention to address the alarming increase in GBV cases across Northern Nigeria.

    Jigawa State Governor Malam Umar Namadi has commissioned a N200 million state-of-the-art primary healthcare hospital built and donated by Senator Abdulhamid Ahmed Malammadori to the state government.

    The fully equipped health facility, located in Yayari Ward, Hadejia city, was personally initiated and funded by the senator representing Jigawa Northeast Senatorial District.

    Speaking at the commissioning ceremony, Governor Namadi praised the senator’s gesture, describing the hospital as a landmark contribution to healthcare delivery in the state.

    “This is a solid, high-standard project that could stand even in Abuja. It is commendable and the first of its kind by a Distinguished Senator,” he said.

    The governor noted that the donation aligns perfectly with the state’s ongoing plan to establish one primary healthcare clinic in each of the 281 political wards, adding that about 70% of the target had been achieved so far.

    “The senator has helped us complete one more. I urge other lawmakers to emulate this,” he added.

    Senator Malammadori, while handing over the facility, said the project was a personal initiative and not part of any federal or constituency scheme.

    “This is not a federal government project. I funded and implemented it to address the critical healthcare needs of the people of Yayari Ward and surrounding areas,” he explained.

    He emphasised that the project was motivated by a sense of responsibility and commitment to public service.

    “We are here to serve the people, and we’ll continue to do our best to meet their needs,” he said.

    Governor Namadi described the senator’s contribution as a testament to his dedication to improving the living standards of his constituents.

    Prices of livestock in Dutse, Shuwarin, Sara and Gujungu markets of Jigawa have remained stable, less than one week to Eid-El-Kabir, investigation by the News Agency of Nigeria (NAN) has revealed.

    A NAN correspondent who went round the markets on Tuesday, observed that prices of rams, cows and chickens had not increased as used to be the case in the past.

    A cross section of sellers in the markets attributed the stability in prices to limited cash flow among people.

    Malam Ibrahim Umaru, who brought his rams to the market for sale, said that nobody even cared to price his products.

    “I have spent about two hours now in this market but I am surprised nobody has come to even price them”, Umaru fumed.

    Another respondent, Malam Musa Ado, said that a ram that used to cost between N35,000 to N50,000, which price was expected to rise, had remained same.

    ” Even to have people price the rams is proving difficult, not to talk of buying.

    ” Its like the price may likely crash because the period for rushing to purchase livestocks for Sallah is gradually passing,” Ado said.

    Other livestock sellers narrated thesame experience, saying that the fate that had befallen price of food items this year (stable price), is also manifesting on livestocks.
