  • Malnutrition: Jigawa lawmakers, health ministry at loggerheads over N5m deductions

    THE Jigawa State Ministry for Health has demanded that the 30 members of the State House of Assembly facilitate the allocation of the sum of N5 million from each N100 million constituency project to support nutrition interventions in the state.

    This was contained in a communiqué issued after a day sensitisation meeting of members of Jigawa State House of Assembly, the state’s Ministry of Health and Civil Society Organisations.

    The communiqué also called on the lawmakers to prioritise the appropriation, release and oversight for all nutrition budgets in the state.

    “The Jigawa State Ministry of Health through the State Primary Health Care Development Agency (SPHCDA) is concerned with the poor nutritional indices in the state as evidenced by national nutrition surveys,” it read.

    The communiqué further stated that “deeper engagement with the members of the State House of Assembly will go a long way in fast-tracking nutrition budget appropriation, release and oversight at implementation level, in order to curtail the menace of childhood malnutrition in the state.”

    The SPHCDA approached UNICEF for support in this engagement, which it says is the best way to coordinate nutrition funding from all stakeholders working within the state and outside.

    Meanwhile, the lawmakers in the state have turned down the health ministry’s request.

    The legislature entered into a heated debate while the Executive Secretary of the Primary Health Care Management Board, Dr. Kabir Ibrahim, was presenting the communiqué at the end of a two-day workshop organised by UNICEF.

    The lawmaker representing Kanya Constituency, Mr Usman Haladu, first kicked against the idea when it was read by the Executive Secretary, saying that more deliberations were needed in order for the matter to be concluded.

    Another lawmaker, Mr Abubakar Muhammad, representing Hadejia Constituency, also argued that there are some modalities to be considered before it can be presented in the communiqué.

    Reports from the state indicate that each of the 30 members of the state House of Assembly has the sum of N100 million for constituency projects of their choice in their respective constituencies.

    Jigawa is one of the states in the country with the highest cases of children suffering from malnutrition, with 54 per cent of the children in the state reported to be having stunted growth.

  • Lawmaker blames governor for insecurity in Jigawa

    A member of the House of Repeesentatives, Sani Zorro (Gagarawa, Maigateri, Sule Tankarkar Constituency), Jigawa State, has called for the resignation of Governor Badaru Abubakar, accusing him of incompetency and highhandedness.

    Zorro, a former President of Nigeria Union of Journalists (NUJ), said the best thing that will happen to Jigawa State is the resignation of Badaru who he said can no longer defend his position as the Chief Security Officer of the state, following pockets of security problems disurbing the state in recent times.

    But, Jigawa State Government has dismissed Sani Zorro’s call, describing it as the aftermath of one who is still suffering from election defeat.

    It also described the lawmaker as, “ a frustrated mind that have suffered defeat and total rejection from his constituency due to lack of peformance at the House of Representatives.”

    The Special Adviser to Governor Badaru on Political Matters, Alhaji Yahya Muhammad (Big Man), said: “Zorro should not be taken seriously because he has lost touch with the realities of recent  political events in Jigawa state.”

    Zorro, who cited prevailing invasion of bandits and killing of innocent villagers in Jigawa state insisted that Governor Badaru lacked the competence to protect the lives and property of citizens in the  state., Even though  Yahaya Muhammad claimed that Jigawa in the last four years has been peaceful.

    Muhammad noted that, “in the last four years of Governor Badaru, Jigawa has never faced any form of attacks; even the ones that happened are the normal attacks by armed robbers, not bandits or Insurgents as claimed by Zorro.”

    Zorro berated Badaru for his engaging in, “endless and fruitless foreign trips,” while bandits are gradually taken over Jigawa state, adding that, “just recently, Badaru  traveled to China for 14 times in three years on personal businesses instead of focusing on the social economic development and governance in Jigawa state.”

    The lawmaker alleged that Badaru had invited Chinese companies who are his business partners to forceful take over farm lands in the name of industrialisation.

    According to him:  “Badaru gave out over 20,000 hectares of lands to the Chinese company without compensation commiserate to the value of the lands. And when people complain or reject the stipend call compensation, they jail them.”

    Zorro lamented that the worsening security situation in Zamfara started as a result of negligence and called for urgent action from Jigawa state government before the bandits take over the state.

    “This was how Zamfara governor neglected his primary responsibility for Governor forum in Abuja. He spent more time in Abuja more than he did in Zamfara while  bandits take over the state.

    “Now it has gone out of control and we don’t want Jigawa to get to that level. Governor Badaru spend more time out side Jigawa now and ignoring bandits attack in some villages. We want him to resign now before it is too late,” Zorro added.

    However, Muhammad disclosed that, “the Farms said to be allocated to Chinese was nothing but a baseless lies. Jigawa state government only engages one Mr Lee who has been in Nigeria almost all his life. He is a renowned farmer in partnership with the government a s people of Jigawa state.”

    He said in the partnership, “a farmer would release half of his farm to Mr Lee while he would be operating half, and in this context instead of the previous one season farming now a local farmer would be doing three times farming with the help of the partnership.”

    According to him, “most part of Jigawa suffered lack of adequate rainy season to enable them have complete farming activities of thrice season and because of this problem,  the government entered into partnership with Mr Lee who would be supplying Water for the farmlands while a farmer would be getting free water, seedlings and other farming implements. Mr Lee would be farming on half of the farm land, all on  leasing arrangement.”

     

  • Suspected motorcycle snatchers kill 33-year-old motorcyclist in Jigawa

    Suspected motorcycle snatchers on Friday allegedly killed a 33-year-old motorcyclist in Dutse Local Government Area of Jigawa, the Police have said.

    SP Abdu Jinjiri, the Spokesman, Jigawa Police Command told the News Agency of Nigeria (NAN) on Friday in Dutse that the incident occurred at about 8.30 a.m.

    Jinjiri said the deceased, Musa Usaini, a resident of Jigawa Habiba village was attacked while on his motorcycle by suspected motorcycle snatchers.

    He explained that the suspects allegedly hit the deceased with a club on his head, he was suspected to have died on the spot.

    “Today (Friday), at about 8.30 a.m., one Ibrahim Isah aged 30 of Jigawa Habiba by Dutse International Airport reported to the police that one Musa Usaini of same address was attacked on his motorcycle.

    “He was hit with a club on the head by unknown hoodlums where he died on the spot and the suspects went away with the said motorcycle,” he said.

    The spokesman added that upon receipt of the information, the police rushed to the scene and took the victim to Rasheed Shekoni Teaching Hospital, Dutse, where he was confirmed dead by a medical doctor.

    According to him, the remains of the deceased had been handed over to his family for burial.

    Jinjiri added that the police had commenced investigation into the matter, to arrest the fleeing suspect and recover the motorcycle. (NAN)

  • “How Badaru saved Jigawa from abandoned projects”

    Born in 1963, a certified Electrical Engineer, Alhaji Aminu Usman was until his appointment as commissioner of Works and Transport in Jigawa state, the project manager of the multi billion naira Gwarimpa Housing Estate, Abuja. In this interview, the Gumel-born politician said but the for the coming of the current administration under Governor Abubakar Badaru, the state would have been littered with abandoned projects. Dare Odufowokan, Assistant Editor, reports.

    NIGERIANS will like to know what the Abubakar Muhammed Badaru administration has done in the almost four years in charge here in Jigawa?

    So far so good, it is still work in progress. We inherited a lot of projects. And one of the resolutions of the governor at the inception was that all the inherited projects must be completed before starting new ones. So what the governor did was to pass the instruction to all of us to key into that vision. So far o good, a lot have been achieved. We inherited  about 476 kilometers of roads which were awarded from 2012 to 2015 amounting to about N54,5075,222,82. That is for the rural roads.

    On the feeder roads, we had 97.4 kilometers of roads inherited amounting to N1,652,180,700. On township roads, we inherited about  142 kilometers amounting to N32,12,342. Then we had road at the airport  which was about three kilometers of runway in the airport and access road of the airport, we had some scanning machines, fire trucks, field lightings inherited as well amounting to N10,291,711. These are were some of inherited liabilities we met on ground.

    During the transition, a committee was set up by the government to assess all the projects after going through the hand-over notes, we went round all the projects listed in the notes. We went across all parts of the state and analyze the projects, look at the scope of work done, amount paid b the previous administration. We then called all the contractors, ministries responsible for the projects, verified all the projects.

    After all this, we advised the governor to call on all the contractors if they were ready to continue with the job because there were some jobs that were 85% completed, there were some 20%,some 0%. There were certain amount of money that were paid by the previous administration and there were some that the outstanding balance  as shown through the vouchers with the finance ministry, have not been paid. We called the contractors  and appealed to  them to give certain discount on what is being owed  so that  it  could help the government to take off as the treasury was empty when the administration took over government.

    We met only 16 million naira in the government coffers. From the records, it was obvious that there was no money to do  all the basics like payment of salaries, pension, commitments  here  and there like the government contractual obligations.  A lot of them accepted. Some gave 20%, some gave 15%, some gave 10% of what they are having on the outstanding balances owed by the state government.  From this action of the government, out of about N55b, the government was able to save about on roads,  out of N1.6b,  we were able to save about 91m on the feeder roads.

    On the township roads, we were able to save N3b out of  N32b. the outstanding balance that were supposed to be paid  from regional road, we had N32b to pay to the contractor but we eventually paid N22b.  Out of the balance of N491m on feeder roads, we paid N445m. out of almost about 15b, this government paid about 8b to all these contractors. These were some of the breakdown of what was owed and paid. Presently, we have about three  projects remaining from the previous administrations.

    Every other ones from the last government have all been completed. And the contractors have all been paid fully. Then, shortly after, we started awarding new contracts in 2016. We awarded 174 kilometers of township roads at N16b. Presently, the road projects have been completed. N20b has been awarded for the length of 366 kilometer of road, that is about 20 roads. 2017, we didn’t award any projects. April 2018, we award 149 kilometer of road at N23m, that is about 9 roads.  By the end of last year, we awarded another 260 kilometer of road, about 22 roads at N22b.

    Were all the roads awarded last year township roads?

    Governor Badaru decided to award contracts for the construction of 18 roads. These roads project consist of different types that are regional, feeder and township. And the total amount for these contracts was over N22.4 billion. Let me explain that the contracts were awarded to different contractors that bided and complied with the rules of due process. This administration accords special priority to the provision of good roads across the state.

    According to the governor himself, the government embarked on the projects to boost economic growth through transportation of goods and services. These particular roads and many others across the state are also meant to open up the state for agricultural development and enhance easy movement of farm produces to markets. This, we believe, will also make farming attractive to people, particularly our youths.

    You talked about downward review of the amount of the contracts, how does  that affect the quality of projects?

    Where it affect the drainage system is usually where you have the township roads. In the township roads, of course there would be drainage system in the road construction. Any township road awarded by this administration must have drainage system. And talking about the quality of the job, of course, it was not reduced, never. The discount given from the contract notwithstanding, the quality of the projects still remain. The quantity and quality must be the same. Nothing was tampered with and most of the contractors were all mobilized with the 20% to move to sites.

    Are these contractors indigenous of foreign?

    We are doing a lot to encourage our local contractors here in Jigawa state. We are very concerned about quality still. We have lot of indigenous  contractors here in the state doing quality works. We have about 18 slots for contracts, out of this 18, the local contractors got most of them. And those contractors we inherited, they continued because of the quality of job they exhibited.

    What is the commercial viability of the state airport because it appears  the traffic is not  much  compared to other airports in he country?

    That is true. However, I also need to remind you that there is an airport in Ibadan, there is one in Akure. You cannot compare the level of traffic of these two airports with say for instance, Lagos, Enugu, Port -Harcourt or even Abuja airports. These are national assets. In as much as our airport is been built, there is nothing we can do but to maintain it. Yes, it may  not be our priority as a government, but it is still ours nevertheless.

    It has to be maintained. Look at  all the roads we met on ground, they were not our projects, but we ensured that we continued and completed it because ultimately, these projects are for the good people of Jigawa, not the governor or former governors or me, not  it is the people of Jigawa that owns it. So the airport is there, well maintained and functioning. Yes, it might have the kind of traffic flow but it is still functioning.

    Why is it that some roads here does not have no streets lights?

    Whichever road you see here that has no street lights are mostly federal roads. On all the federal roads, you can see that there are no street lights. However, we are still working on ensuring that we see what we can do to attend to such roads. Some of these federal roads built more than 16 years ago had street lights in the contracts. From Shuwari to Gumel, the contractors are presently working on the roads.

    The street lights are supposed to be there. But unfortunately, it is this Badaru administration, because of the importance of the light to the roads, to the community and more importantly, for security purposes, that wrote the federal Ministry of Works, Housing and Power  severally, to allow us install the street lights. But they are yet to reply us. Nonetheless, the governor decided to go ahead and install the lights in some of the federal roads in the state.

    But governments in Jigawa always complain of lean purses. How are you able to do so much?

    This question is not meant for me but the governor. He is the manager of this government. Well, I think it all boils down to the governor. He is an accountant by profession. Whatever  we want to do here, he plans ahead for  it. It is not about getting money and then begin to look for where to use the money.  That is why I said he would be in best position to tell you how he is able to sustain the state such that debts are not owed, those owed are paid and still being paid.

    Salaries are paid on the 24th of every month. Similarly, pensions have never been defaulted and more projects are being established. Like I said, it is the governor alone that will be able tell you the how all of these came about in a state with lean resources.  But I can tell you that his background as an accountant and an astute administrator who understand what the people want and how to prioritize, contributed to this success story.

    Unity Bank Plc has received the ‘2018 Best Participating Bank in the Central Bank of Nigeria’s Development Finance activities award’ in Jigawa State, Northwest, Nigeria.

    The recognition came at the Dutse Bankers Forum organised by the CBN bringing together financial stakeholders in Jigawa State including CBN, Representative of Chartered Institute of Bankers (CIBN) North West Zone, NIRSAL, 16 Commercial Banks in Jigawa State, the Controller of Prison Service, Jigawa State and Turaki of Dutse who represented the Emir of Dutse.

  • Breaking: Police arrest two with specimen of ballot papers

    The Kano State Police command has impounded 14 sacks of specimen ballot papers in the state.

    The command also said two people have been arrested in connection to the discovery of the ballot papers.

    Addressing reporters Thursday at the police headquarters at Bompai area in the Kano metropolis, the spokesman of the command, DSP Haruna Abdullahi said, ” two persons had been arrested with 14 sacks of specimen ballot papers.”

    Abdullahi explained that, the suspects were apprehended within the Kano metropolis loaded on a vehicle.

    He said, “Let me categorically state that the ballot papers are not thumbprinted and not real. They are just specimen used to enlighten voters.

    He added that the suspects confessed that the ballot papers were on transit to Dutse, Jigawa State capital, with the intention to distribute it to the rural areas for election enlightenment.

    The spokesman said that the two suspects are now under interrogation, while investigation is ongoing.

  • ‘I fulfilled over 90% of my first term campaign promises’

    The Jigawa state governor, Alhaji Muhammad Badaru Abubakar said his administration fulfilled over 90 percent of his 2015 campaigns made to electorate before his first term election.

    The governor made the disclosure on Sunday at Ringim town the headquarter of Ringim local government area in the state while addressing political crowd during his campaign visit to the town, said “apart from that, all the projects abandoned by the People’s Democratic Party (PDP) have now being completed by the All Progressive Congress (APC)’s government both at the state and federal levels”.

    Alhaji Muhammadu Badaru Abubakar pointed out that APC as a party is willing to take the state through various developmental projects to the next level.

    According to him “roads such as Shuwarin to Kwanan Huguma, Kano Maiduguri which was awarded several years ago and were not completed by the past administration are now almost completed”.

    He faulted the statement made by the former Jigawa state Governor Sule Lamido on the River Hadejia Jama’are Basin Development as misleading.

    “As he said that there are one Million hectres of farm land (hectre1M) waiting for Atiku to do the job is not true. If he had used calculator, he would have known the exactly hectres of farm land that there.

    “And already the work is ongoing now, because the contract has been re-awarded by the present APC’s led federal government to remove the typher grasses and expand the river bank”, he stressed.

    He therefore urged members of the APC to continue supporting the party and take it to the next level to enable them continue with the good works they are presently.

     

  • JSHA pass appropriation bill with increase of N2.6b

    The Jigawa state House of Assembly increased the 2019 appropriation bill with the sum of N2.6 billion and created the provision on the N30, 000 new minimum wage and passed it in to law last Friday.

    The state budget was passed into law after the chairman of the house committee on appropriation Honourable Sule Musa Dutse presented the report of his committee which recommended the increase of the budget with N2.6 billion from N157.540 billion proposed by the state executive to N160.140 billion.

    Honourable Musa Sule told the house that, his committee recommended the increases of the budget to adequately capture and provide provision of enough funds for  projects and programs proposed in the budget.

    The committee chairman also revealed that, the budget has properly captured the new minimum wage in case of its approval and eventual immediate take up.

    According to him the budget presented to the house by the state governor Alhaji Muhammadu Badaru Abubakar titled ‘Budget for Sustainable Development “has properly captured the social and economic needs of the state.

    He then requested the house to accept his committee recommendation and pass the budget in to law accordingly.

    In his remarks after presentation of the appropriation committee the speaker of the house Hon. Isa Idris Gwaram has commended the committee for doing of good job, and requested the house to deliberate on the report.

    In his submission the majority leader of the house also member representing Gumel,  Hon. Sani Isyaku Abubakar forwarded a motion for adoption of the report, the motion was unanimously supported by the house.

    However the speaker Hon Idris  promised to work hands in hands with the executives and all other stakeholders for the successful implementation of the budget which designed to improve economic and social life of the people of the state in according to All Progressive Congress “APC” philosophy.

  • Badaru awards 18 roads contract at over N22b

    The Jigawa State government has approved the awarding the contract of 18 number of roads projects at the total cost of over N22.3 billion.

    This was disclosed by the states commissioner of Information, Youth, Sports and Culture, Alhaji Bala Ibrahim said the decision was taken in the state executive council meeting.

    Alhaji Bala Ibrahim explained that the roads projects had been awarded to different roads construction firm whom won the project contracts bidding before award of the works.

    According to him the “Contracts includes the construction of Kwanar. Medi- Danzomo- Garki 29.51km, to Messrs Traicta Nigeria Limited at the cost of over N3,59b at the completion period of 20 months,reconstruction of Taura- Garki road, 29.68Km at the sum of over N2.9b to Messrs ALREN Construction Company Limited at a Contract to be completed within 16 months, construction of 42.2km which started from Balago- Kadowawa- Dumadumin Kyaure- Dumadumin Toka- Auyo to Messrs Gerawa Global Engineering Limited at the cost N5.3b with a completion period of two years etc.

    The information commission maintained that this is in line with the present administration under governor, Muhammadu Badaru Abubakar’s improve the socio-economical lives of the people in the state through the improvements of infrastructure.

    He also stated that “Since the inception of the APC government at the federal and state level we constructed over 1,200 kilometers across the state”.

    He commended governor Muhammadu Badaru Abubakar for his judicand utilization of public founds and providing dividends of democracy.

     

  • Poverty alleviation: Jigawa earmarks N175m as grant for rural women

    The wife of Jigawa State governor, Hajiya Magajiya Badaru Abubakar on Tuesday flag off the distribution of N 5,000 empowerment grant to 35,270 women across the state in Kafinhausa town, Kafinhausa local government headquarter.
    Speaking at the  distribution of the empowerment grant held at Kafin Hausa local government area of the state, Her Excellency Hajiya Magajiya Badaru Abubakar said, empowering woman is equal to empowering the whole family.
    She said, the N 5,000 empowerment grant can be look as small, but it is not small in the content of small scale business women and it can make difference.
    According to her N5,000 is enough take up capital for rural business woman such as groundnut oil seller, food vendor, etc.
    Hajiya Magajiya added that, through women empowerment you can tackle so many challanges militating our society, such as child malnutrition and domestic disturbances/violence.

    “The total sum of N176,350,000 were approved for the disbursement to the targeted beneficiaries.” Said First Lady.
    Speaking on behalf of 2,030 beneficiaries women in Kafin Hausa local government, Talatu Garba expressed their gratitude to the state government on the gesture, and also promised to continue supporting governor Badaru administration to achieve its desire goals of taking Jigawa state to next level.
