    Jigawa establishes five special courts for sanitation offenders

    • Gov leads Environmental Sanitation exercise

    The Jigawa State government has established five special courts to try violators of the environmental sanitation laws in the state, as Governor Malam Umar Namadi leads the state executives, legislators, civil servants and party stalwarts to observe the monthly environmental sanitation.

    The Commissioner of Environment, Dr Nura Ibrahim Dandoka, disclosed this while fielding questions from newsmen during this month’s environment sanitation exercise in Dutse, the state capital.

    Dandoka said the courts are aimed at enforcing the environment and sanitation laws in the state.

    He explained that the courts are in Dutse, Hadejia, Kazaure, Gumel and Ringim headquarters of the five emirate councils.

    He said the state monthly environmental sanitation law restricts movement, including of all economic and social activities from 7:00 am to 10:00am for every householder and members of the families to clean and sanitise their environment on every last Saturday.

    “Currently all the 27 local government area of the state are directed to mobilise community organisations, Self- help Groups and the general public to join the exercise while all necessary support will be given from the state government  for achieving the desired goals ” the commissioner declared.

    ‘86 Jigawa Civil Service Died, 577 retired in 2023’

    No fewer than 86 civil servants died in active service, 577 retired from service in Jigawa state last year (2023).

    A statement by the Public Relations Officer in office of the Head of Civil Service, Ismaila Ibrahim said the state government has released N292,961,356.02 to their families as the  benefits.

    The statement stated that 577 workers in the state, local government and local education authority retired from service by reaching the mandatory retirement age of 35 years in service or 60 years by birth.

    According to statement, the state government has released over N1.8 billion as retirement and death benefits to 702 civil servants who left service or died in active service in 2023.

    He added: “The payment was categorised into four categories, indicating that the first batch of 577 retired staff consist of those who retired either by reaching the mandatory retirement age of 35 years in service or 60 years by birth were paid N1,5 billion. The second categories of 86 staff are those who died while on active service.”

    Ibrahim maintained that “the third batch consist of 38 retirees who retired from service and started receiving monthly pension but died before reaching their minimum period of five years after retirement.”

    Jigawa releases N1.5b for NG-CARES counterpart fund

    Jigawa State Governor Malam Umar Namadi has released the sum of N1.5 billion as counterpart fund for COVID-19 Economic Recovery and Economic Stimulus programme under Word Bank project.

    The governor made the announcement in a speech delivered at the kicking off of the distribution of the multi-million Naira agricultural inputs to dry season farmers for an upcoming rice dry season farming in the state.

    Namadi explained a total of 1,950 farmers were drawn from various FADAMA farmers association across the state were to benefited from the government support as parts of efforts improve food production to ensure food security in the country.

    The governor explained that the state government earlier released its counterpart found under the NG CARES on II-FADAMA where the beneficiaries drown for the dry season farming in the state.

    According to the governor, the project is under the Jigawa COVID-19 Action Recovery and Economic Stimulus (J-Cares) programme under the supervision and targeting, selection and implementation monitoring committee by NG-CARES to avoid any problem.

    Malam Namadi also announced another release of N1.5 billion for the next target distribution said, the committee is not just a temporary but a standing committee to serve till the end of the project.

    He assured more empowerment programmes with aims to reduce unemployment and extreme poverty among the people in the state.

    Chairman of the committee, Dr Saifullahi Umar, explained that the committee was constituted  by the governor to develop equitable, transparent and accessible process of beneficiaries targeting selection and implementation monitoring.

    According to him, a total of 120 communities were visited across 27 local government within 25 days and about 1,950 beneficiaries were selected from poor and vulnerable hard-to-reach areas with little or non-government presence.

    “We considered factors such as poverty and vulnerability, social status and community needs to ascertain the most deserving recipients”, Dr Saifullahi said.

    He maintained that, the breakdown of the beneficiaries per package allocation were 320 rice, 160 maize, 170 Millet, 120 Sorghum, 99 Sheep, 320 goat, 193 water pumps, 138 processing machine, and 86 broiler day old chick.

    Jigawa targets production of 2m tonnes of wheat production

    The Jigawa State Governor, Umar Namadi, on Thursday, said his state is aiming the production of two million tonnes of wheat to compliment Nigeria’s target at food sufficiency.

    Governor Namadi, who disclosed this while speaking to journalists after a meeting with President Bola Tinubu at the Presidential Villa, Abuja, explained that Jigawa’s production target will be achieved through both the National Wheat Development Programme and the state’s programme.

    The governor, who said he was at the Villa to thank President Tinubu for giving his state an opportunity to cultivate 40,000 hectares out of 120,000 hectares of land set aside for wheat farming in Nigeria, also said Nigeria was capable of exporting wheat with the current deliberate plan to attain self-sufficiency.

    This is even as he said President Bola Tinubu has thrown his weight behind his state’s efforts and has assured of full support to ensure their projections become a reality.

    The governor made the disclosure after briefing President  Tinubu on some development issues in the state as well as thanked him for allocating 40,000 hectares of land in the state to the National Wheat Development Programme.

    The federal government had in November 2023, flagged off the dry season programme in Jigawa, allocating 100,000 hectares to wheat farming in the country, with Jigawa alone allocated 40,000 hectares for the programme. 

    Namadi said President Tinubu assured him that he was ready to give us all the support required to his government to achieve the set goals, saying “whatever we need, we should tell him and he’s ready to support us.”

    Asked about the difference Jigawa State could make in wheat production for Nigeria, he said: “We are number one in wheat in Nigeria. So, the issue is we have already made a difference because we are number one. And then today like I told you out of 120,000 hectares for Nigeria, Jigawa State alone is given 40,000 hectares and that shows that we are making a difference.”

    On whether Nigeria could attain wheat sufficiency in Nigeria, he said: “Certainly, we will. In Jigawa State, we have a FADAMA land of over 400,000 hectares. So, that is only FADAMA land that we can cultivate both in rainy and dry season.”

    On the possibility of exporting the wheat, Namadi said: “Certainly, we are going to export wheat over time….We’re doing the first one, and then after this one, we’re going for rice, and the next one, we’re going to wheat, that’s how the cycle will continue to go. Definitely, we’re going to have food sufficiency and we’ll definitely have surplus to export.”

    Asked to give projection about the number of tonnes of wheat to expect from Jigawa State, the governor said: “The issue is what we’re doing now, the minimum we’re expecting is about four tonnes per hectare. Now four tonnes per hectare and we’re doing 40,000 hectares. in fact, this 40,000 are the ones which we have received support from the federal government. We are doing more than that. We can have about 50,000 hectares going on of people that are doing it on their own. 

    “So, at least with the essential services we have provided and with all the support we have provided for land clearing, especially for harrowing that we have supported the farmers, that has given them an opportunity to cultivate more. 

    “Somebody who was doing one hectare now is ready to do more hectares because of the support he has from the federal government and from the support he has from the state government, multiply that by 40,000 hectares, official one, we are doing plus about 10,000 hectares. 

    “We are doing, plus minimum of four tonnes per hectare, some people are making 6 tonnes per hectare, but we are taking just the minimum, so definitely, I think the future is very bright”, he said.

    Multi-billion naira water project for Jigawa

    The Federal Ministry of Water Resources’s team of experts arrived Jigawa for technical discussion and possible commencement of multi-billion Naira Dutse Greater Water project in the state.

    The team led by a Deputy Director of Urban Water Supply in the ministry, Abu Hassan, visited to Governor Malam Umar Namadi at the Government House.

    Receiving the team in his office governor, Mallam Namadi assured his administration efforts in collaboration with the ministry for timely completion of the project.

    The governor said: “This is a project that is very dear to us as a government and the people. We have a target: Dutse as a state capital must have an adequate water supply, and together, we are going to make this project a reality, in sha Allah. We already have the design, the bill of quantity, and other necessary documents needed for the project’s execution.

    “The Dutse water project is a key priority of our government. As such, the state government remains resolute in its efforts to meet the water needs of the people, with the Dutse Water project standing as a testament to its commitment to improving the lives of residents.

    “The administration looks forward to the successful collaboration with the Federal Ministry of Water Resources and the timely realization of the Dutse Water Project, marking a significant milestone in the provision of clean and adequate water to the residents of Dutse and its environs”.

    Hassan told the governor that the project is captured in the 2024 budget.

    He said the team is in the state to have a technical discussion with the state ministry of water resources on the project, “also to inspect the area and see by ourselves an earlier plans and survey made by the state government”.

    He started further that their visit was part of a fact-finding mission to gather information in collaboration with the state government’s technical team.

    “The commitment demonstrated by Governor Namadi aligns with our shared goal of providing essential services, particularly in the critical area of water supply,” he said.

    • CBN blames uneven cash flow, huge withdrawal ahead festivities

    Some states are experiencing cash crunch as the Automated Teller Machines (ATMs) no longer dispense money and banks ration cash withdrawal Over The Counter (OTC) by depositors.

    The Central Bank of Nigeria (CBN) blamed the situation on ‘uneven cash flow and huge withdrawal by depositors ahead of the festivities.

    Many Nigerians in some of the states already hit by the cash crunch expressed frustrations in accessing cash.

    Some of the states already hit by the cash crunch, with commercial and other business activities experiencing some hitches, include Ondo, Edo, Kwara, Delta, Plateau, Jigawa and Osun among others.

    In Plateau State, commercial banks were experiencing acute scarcity of cash, development that took a toll on business activities.

    The Nation learnt that banks rationed cash to customers OTC in the banking hall. The ATMs were programmed to dispense limited cash. The queues were long.

    In some of the banks within the Jos metropolis, only few ATMs dispensed cash. The others were deactivated because they were not loaded with cash.

    The situation was, however, different in Katsina, the capital of Katsina State and other urban towns, where businesses continued without glitches.

    In Dutse, Jigawa State, customers making bulk withdrawals from their banks had harrowing tales as commercial banks in the state cut the amount of cash paid they gave to their customers to a maximum of N20, 000.

    Residents of Ilorin and environs in Kwara State were also hit by the cash crunch due to failure of commercial banks to load their ATMs with cash.

    Investigations by our correspondent revealed that some of the banks within the Ilorin metropolis that had cash in their ATMs pegged the amount collectable at between N5000 and N10, 000.  OTC withdrawals ranged between N10, 000 and N50, 000.

    Residents of Warri, Effurun and environs in Delta State, also expressed concerns over the stress they went through to access cash.

    It was learnt that the cash squeeze in these areas had been on for over a month, arising from the failure of banks to facilitate adequate cash withdrawals.

    A PoS operator at the popular Robinson Plaza, off Deco Road, Warri South Local Government Area, said several operators had resorted to buying cash from traders to keep doing their businesses because banks have been issuing little or no cash.

    In Akure, the Ondo State capital, residents found it difficult accessing their money in commercial banks in the state. OTC maximum withdrawal was N20, 000.

    There were no cash available in many ATMs visited in Akure. The few ones that dispensed cash could only get N20, 000

    Osun State residents also groaned as PoS agents hiked withdrawal charges by 50 per cent.

    Bank customers in Benin, Edo State also groan over the cash crunch.

    Our reporter gathered yesterday in Benin that most of the crowded banks paid only N10, 000 to customers OTC.  In Lagos State, banks commenced cash rationing for customers as the lenders contended with scarcity of both old and new naira notes.

    Cash rationing had worsened in the past few days as customers found it difficult to access the required volume of cash for their daily expenditure.

    Customers of some commercial banks in Ajose Adeogun, Victoria Island, Lagos branches of banks complained that lenders were not meeting their cash needs.

    Customers could only make N10, 000 cash withdrawals from ATMs and N20, 000 from the banking halls of banks’ branches.

    But in Anambra, Ogun, Bayelsa, Niger, Akwa-Ibom and Benue states, banks attended to customers without conditions.

    Reacting to the cash crunch, the CBN put the blame on the doorstep of customers’ withdrawal patterns and the Supreme Court ruling.

    Speaking to The Nation, a CBN official from the Currency Operations Department, explained that the current situation was primarily driven by two key factors namely, the uneven cash flow dynamics and the uncertainty over old naira notes.

    According to the official, “during the festive season, individuals and businesses tend to withdraw large sums of money for holiday expenses, placing a strain on the banking system’s ability to meet the surging demand for cash.”

    He said those rushing to have access to cash were still unaware of the latest Supreme Court verdict that the old and new notes remain legal tender indefinitely.

    The CBN official said the apex bank was working closely with commercial banks to ensure adequate cash circulation.

    He urged the public to play their part by depositing more money and utilising digital payment options.

    The chairman, Jigawa State Universal Basic Education Board (SUBEB), Professor Haruna Musa, Friday, escaped lynching from aggrieved teachers popularly known as J-Teach staff at the Federal University Dutse (FUD), venue of a planned aptitude test.

    The teachers also blocked the entrance of the Government House, preventing Governor Umar Namadi from going out to attend the national conference holding at the nearby Manpower Development Institute.

    The teachers attacked the chairman in protest against what they alleged was an attempt to replace some of them with politicians and sons and daughters of privileged people after long years of suffering and sacrifice.

    Speaking to The Nation at the Federal University Dutse premises, the secretary of the J-Teach Association, Comrade Abbas Muazu Aujara said: “We are the teachers who were recruited under the J-Teach programme initiated by the former governor of the state, Alhaji Muhammad Badaru Abubakar in the last two years.”

    Aujara explained that Governor Namadi, having recognised their efforts and sacrifice, offered them permanent and pensionable appointment.

    He added that “the Ministry of Basic Education, through the State Basic Education Board, also re-screened and re-documented all of us. What remains is to receive our permanent and pensionable offers and capture into the state Intergraded Payroll for Public Information System Management (IPPISM).

    “To our greatest disappointment, we were told that we were to hold another aptitude test and screening, despite that just yesterday (Friday) we had completed a round of screening”.

    “It appears now some people want sabotage the governor’s effort in revitalizing the state education with provision of adequate and qualified teachers for selfish interest. That is why we blocked this test from taking place.

    “We are calling on the state governor, Malam Umar Namadi, to investigate and take appropriate action before his 12-point agenda drifts into the ocean.”

    Meanwhile, the governor has condemned the protest, stating their action may discourage the government on its good plans on youth and education.

    Gov. Namadi said he is aware of the examination’s aim at justice and fairness to candidates in the selection processes.

    “To ensure justice for all, instead of making random selection, we organised this aptitude test for selecting the 3,000 out of the 4,500, and those who did not scale through now will continue to work as J-Teach before next round of recruitment”.

    He assured the teachers that the state government will not disenfranchised any one of them from getting employment but insisted on the aptitude test.

    House deputy spokesman knocks Jigawa Rep over comments on 2024 budget

    Deputy Spokesperson of the House of Representatives, Philip Agbese, has knocked the member representing Gwaram Federal Constituency of Jigawa State, Yusuf Galambi, for “making a careless and unpatriotic” comments about the 2024 budget presented by President Bola Ahmed Tinubu.

    Galambi, a member of the New Nigeria People’s Party (NNPP) from Kano, had, during an interview with BBC Hausa Service, on Friday, alleged Tinubu presented empty boxes at the National Assembly while presenting the budget.

    President Tinubu had on Wednesday, presented the 2024 Appropriation Bill of N27.5 trillion representing the 2024 budget estimates, to a joint session of the National Assembly.

    According to Agbese, Galambi’s comments were due to “post-election petition tribunal fatigue and lack of diligent attention during plenary.”

    Agbese said, “The House of Representatives has passed that stage long ago. The 10th National Assembly of the House of Representatives doesn’t entertain frivolities from the executive or members of the public.”

    Agbese, who represents Ado/Okpokwu/Ogbadibo Federal Constituency of Benue State, said the Committee on Appropriation had long distributed the details of the budget proposal to the respective Committees.

    He added that the relevant Ministries Departments and Agencies (MDAs) would be invited from Monday, to give justification for the estimates (budget defence), as soon as possible.

    He also assured that “Mr. Speaker in his usual style, will monitor the activities of all the Committees during the period of scrutiny and Nigerians can be rest assured of the best from the People’s House.”

    Jigawa SUBEB chair escapes lynching by protesting teachers

    The chairman of JIgawa State Universal Basic Education Board(SUBEB) Professor Haruna Musa on Saturday escaped being lynched by aggrieved teachers popularly know as J-Teach at the Federal University Dutse (FUD), the venue of the proposed aptitude test for recruitment of 3,000 teachers. 

    The prospective teachers, mostly youths, also blocked the entrance of the Government House, preventing the Governor Umar Namadi to attend attend the national conference on Zakkat and Waq’fiq at the Manpower Development Institute few metres from the Government House Dutse in the state capital.

    The teachers, in their thousands, attacked the chairman in protest for allegedly attempting to replace them with candidates from politicians and privileged individuals years after they are close to securing permanent, pensionable appointments.

    Secretary of the J-Teach association, Comrade Abbas Muazu Aujara, told The Nation:  “We are the teachers recruited under the J-Teach programme initiated by the former Governor Muhammad Badaru Abubakar in the last two years. 

    “We were screened, wrote several examinations and interviews where about 3000 out of over 5000 were recruited on a stipend allowances under the J-Teach programme and posted to primary and junior secondary schools and teaching since that time. 

    ” The current Governor, Malam Umar Namadi recognised our efforts and offered us permanent and pensionable appointments. 

    “The Ministry of Basic Education through the State Basic Education Board also re-screened and re-documented all of us. What remains is to receive our permanent and pensionable offers and captured in to the the State Intergrade Payroll for Public Information System Management (IPPISM).

    “We all expected that we were to collect our offers of appointment. To our greatest disappointment, we were told that we were to hold another aptitude test and screening despite that just yesterday (Friday) completed a round of screening. 

    “From the beginning of this programme in the last government to today, we conducted more than five tests and examinations and numbers of screening and verifications. 

    “We know Governor Umar Namadi approved new rules for teachers recruitment starting from placing candidates to temporary teachers to ensure only qualified and those with passion to the job are observed to a permanent classroom teachers

    “Unfortunately it appears now some people want to sabotage the Governor’s effort in revitalising the State education with provision of adequate and qualified teachers for selfish interest. That is way we blocked this test from taking place.”

    The protesting teachers later moved to the Government House and blocked the entrance in protest over the planned examinations. 

    They blocked the Governor and his entourage from moving to the venue of a State function, leaving all the five first class emirs and high dignitaries personalities awaiting the Governor’s arrival stranded. 

    Receiving the aggrieved J-Teach staff at Dutse Government house, the Chief of Staff Government House, Senator Mustapha Makama Kiyawa, promised to channel all their grievances to the Governor and assured them of justice.

    Foreign trip: Jigawa Assembly Suspend three council chairmen

    Jigawa State House of Assembly has suspended three local government council chairmen for alleged illegal foreign trip.

    The three council chairmen were said to have left the country without seeking permission from the state executive or legislative in accordance with the Jigawa State Local Government Law.

    The suspended chairmen are Mubarak Ahmed of Birniwa Local Government, Rufai Ahmed, Gumel Local Government and Umar Baffa of Birniwa Local Government who was said to have traveled to Rwanda.

    The House took the decision, after Chairman House Committee on Local Government Affairs Aminu Zakari Tsubut forwarded a motion for their suspension.

    He narrated that, prior to their travelling; the house gave an order for the local government council chairmen in the state to not travel anywhere due to the preparation of 2024 state appropriation bill and its presentation to the assembly by Governor Malam Umar Namadi.

    Tsubut described the action of the chairmen as an insubordination, nonchalant attitude to the primary responsibility which ought to be investigated and punish according to the law.

    Members representing Malam Madori and Guri constituencies Usman Abdullahi Tura and Hamza Guri seconded the motion moved by Tsubut.

    The House than unanimously approved for the suspension of the three local government chairmen and directed their vice to take over.

    The house constituted a committee led by the Majority Leader Lawan Muhammad Dansure to investigate the matter.
