  • ‘Militant General’ killed in gun battle with police, weapon recovered

    An alleged notorious kidnapper and vicious militant, Prosper David alias ‘Militant General’ was on Wednesday killed by operatives of the Inspector-General of Police’ (IGP) Intelligence Response Team (IRT).

    He was killed during a gun battle with the operatives at his hideout in a creek in Bayelsa State. An AK47 riffle, a magazine, 26 rounds of live ammunition, four  expended ammunition and one Nokia phone belonging to his kidnap victim with which Ransom negotiation was done were recovered.

    Although the kingpin had earlier surrendered arms and enrolled into the federal government’s amnesty programme, it was gathered that he was running a militant group underground and usually collected between N1 million and N2million from each vessel passing through Nembe creek to the high seas.

    The police also arrested three suspects including the kingpin’s driver, Johnson Denis, who had one of the kingpin’s phones, Benjamin Johnson and Anthony Joshua between February 21 and Wednesday.

    It was gathered that the police had trailed the kingpin since December last year following the kidnap of a businesswoman, Tina Bob-Manuel.

    According to the police, Militant General and his gang kidnapped the woman on November 22, at her shop located at 107, Nvuigwe Road, Woji, in Port-Harcourt, Rivers State.

    They were said to have gone there in an ash Honda Pilot vehicle around 1:30pm in police uniform and kidnapped her.

    It was gathered that the kidnappers collected N6million and $1,000 ransom in two installments before they released the victim on February 21, at Odua Local Government Area.

    It was gathered that the woman’s family first paid N2million and $1,000 on December 1, but with the refusal of the kidnappers to release her, another N4million was paid them on December 14.

    With the release of the victim, it was gathered that the police swooped on the kingpin’s driver, through the telephone inside his Highlander Sports Utility Vehicle (SUV).

    He was arrested and he led detectives to ‘Militant General’s’ residence at Victory Estate, Azikoro in Yenagoa last December, but the kingpin, it was gathered, had moved his family and went underground.

    Confirming the incident, police spokesman, Jimoh Moshood, an Assistant Commissioner (ACP) said: “After about 90 days of painstaking intelligence gathering with assistance from Technical Intelligence Unit (TIU), the suspect was traced to his rented apartment at Asiri in Yenagoa, Bayelsa State. “On sighting the police, he ran into the ceiling from where he engaged the operatives but was neutralised and fatally injured. Serious efforts are in top gear to arrest other gang members and recovery of more arms.”

    However, the driver denied knowing ‘Militant General’ was a kidnapper, claiming that he never followed them for the operation.

    According to him, the kingpin paid him N30,000 per month, adding that he usually drove him from Bayelsa to Port Harcourt.

    Johnson said: “I never knew he was into kidnapping. I used to drive his kids to school and I usually took him to Port Harcourt from Bayelsa. Each time we got to Port Harcourt, he would ask me to take the car back to Bayelsa. He has other drivers who drove him in Port Harcourt.

    “So, on that day, when we got to Port Harcourt, he put me in a hotel and gave me N5,000. He took the jeep away and told me that someone would bring it the next day. Around 1:30pm the next day, a man brought the vehicle and I left for Bayelsa.

    “On my way, I picked two ladies at University of Port Harcourt Gate. I used to do that whenever I dropped my boss so I can raise small money for upkeep. One of the women dropped on the way and while I was still with the second one, I had a flat tyre. We exchanged numbers and while I was trying to get the tyre fixed, I discovered the lady had put her simcard inside my boss’ phone she saw in the car. She said her battery was low and she needed to make a call.”

    The police have arrested a self-acclaimed Chairman of kidnappers operating in Niger state, Maitarari Isa Saidu.

    Saidu was paraded in Minna by the Force Public Relations Officer (FPPRO) Jimoh Moshood along with 48 suspects including two his children.

    35 stolen vehicles were recovered from him.

    In an interview with Newsmen, 63 years old father of 29 children and three wives stated that the business of kidnapping had become too risky which was the reason he switched receiving stolen cars

    He said that in his last two operations, he received N300m and N170m.

    According to Saidu, he operates Niger, Zamfara, Kaduna,Yobe and FCT adding that the police recovered 28 stolen cars from his depots in Niger and Abuja, 15 others Zamfara and a number of other stolen cars from Kaduna.

    The Kidnap Kingpin ran into trouble when his boys received and paid N400,000 for a car which he quickly took to sell at the cost of N800,000 in Kano.

    The Force Public Relations Officer, Jimoh Moshood said that they were arrested by men of ‘Operation Save Sanity’ deployed to deal with criminals within the five states including Niger state.

    He said that five AK 47 rifles were also recovered from the suspects adding that they will be charged to court as soon as investigations were completed.

    The Police on Tuesday paraded one, John Torsoo for allegedly impersonating Police Inspector.

    The force spokesman CSP Jimoh Moshood made this known, while briefing the press about the operations of the suspects.

    He said Torsoo has been parading himself as a Police officer and duping unsuspecting members of the public of their hard earned money and other valuebles.

    According to him, the police also paraded five other suspects for their alleged involvement in kidnapping, armed robbery and supply of firearms.

    The suspected kidnappers who operate in Kaduna State were said to be responsible for the kidnapp of 11 year old girl, Hadiza from her father’s house.

    The suspects who kidnapped Hadiza Danbala around 12:30am also demanded N500,000 ransom from her aged father.

    The suspected kidnappers and arms suppliers paraded at the Force Headquarters in Abuja on Tuesday include, Bello Musa, Ibrahim Rere, Musa Sani, Isah Aliyu and Hudu Yahaya.

    Items recovered from them include two locally made dane guns, one locally made pistol, one short dane gun, and six live cartridges.

    According to the  CSP,  “John Torsoo’s offence is obtaining money and property under false pretense, criminal conspiracy, cheating, forgery, and impersonation.

    “He was arrested on the 20th of October, 2017 by the operatives of the Force Criminal Intelligence and Investigation Department (FCIID) in possession of suspected fake documents of auctioned vehicles which he used to defraud unsuspecting members of the public.

    “He always takes unsuspecting members of the public including personnel of other security agencies to the open car park close to FCID in Area 10 and show them people’s vehicle telling them that the vehicles are about to be auctioned by the police and he can facilitate the sale.

    “He has obtained under false pretence the sum of N444,000.00 from four victims”, Moshood added.

    On the suspected kidnappers, the Force Spokesman said: “The suspects operate within Kaduna axis and they specifically operate in Angwa Bala village in Karu local government.

    “They were arrested in the act of kidnapping a young girl of 11 years. They kidnapped her and demanded the ransom of N500,000.

    “The police team attached to the Special Tactical Squad were moved to work with other Police personnel and success was earned.

    “She was kidnapped from her father’s house, she was dragged on the ground and the investigator traced the mark to the house of one of the suspects where the victim was kept.”

    The police said the suspects would be arraigned in court on completion of investigation.

    Police arrest killers of 19 Villagers and two Policemen

    The killers of 19 villagers and two policemen in Alawa In Shiroro local government area of Niger state have been arrested by the Police.

    The Force Public Relation Officer,  Jimoh Moshood while parading the bandits at the Niger state Police Command said that the 11 bandits were responsible for razing down the Police Station at Alawa and killing two policemen.
    He added that the bandits, who have been terrorising Tegina, Makera, Shiroro areas in Niger state and Zamfara state, have confessed to have kidnap and killed 19 people including seven people that were kidnapped in a mosque in Shiroro local government area. 
    Moshood added that the bandits were arrested by a special Tactical Squad under Operation Absolute Sanity set up by the Inspector General of Police. 
    It was gathered that the suspects were once vigilantes in Alawa community of Shiroro local government area who turned to kidnapping when they saw it would be more profitable for them.
    Questioning the leader of the gang,  Lawal Kwali ‘Mai saje’, he said that he was not commissioned to kidnap and kill any NJ ody adding that ‘I killed them just like that. ‘
    Accepting responsibility for the whole operation, Kwali said,  ‘what my boys did,  the people they killed were done under my directive. I was not paid or commissioned for their kidnap or killing, I did it and gave the orders out of my own discretion.”
    One of the suspects, Zakari Mamman recounted a scenario where a father was pleading that his son was spared but they ended up killing both father and son adding that he worked at the directive of Kwali confessing that they buried the bodies of their victims in a secondary school in Alawa.
    “I was the one who interviewed the seven people brought from the mosque, after interviewing them, we marked them for death. My master has those who specializes in slaughtering the people, I only supervise the killings. There was a 12 year old child whose father pleaded that he should be spared but we slaughtered the son at the presence of the father before killing the father. “
    An lucky victim identified Lawal Kwali and his team as vigilantes in his community saying that he and his brother were kidnapped on their way from the market and were released after his people paid a ransom of N350, 000.

    Police nab woman with 187 bags of Indian hemp

    The Nigeria Police Force has arrested a woman, Doris Ossai, with 187 bags of weeds suspected to be Indian hemp in Masaka, Karu local government area of Nasarawa State.

    The Force spokesman, Jimoh Moshood, disclosed this while addressing journalists in Abuja on Friday.

    He said the arrest followed a coordinated operation by the Inspector-General of Police’s Special Tactical Squad on December 12.

    “The Inspector-General of Police’s Special Tactical Squad working on active intelligence arrested the suspect on December 12 in Masaka area of Nasarawa Satate,”he said.

    Moshood added that efforts were being intensified to apprehend other suspects connected with the crime.

    He said the IGP had directed that all black spots across the country must be cleared of criminal elements terrorising Nigerians.

    The suspect, who spoke to journalists, denied the allegation, adding that she was a fish seller and owner of the house where the substance was found.

    She said the house was rented by one Monday Osaze who told her that he was going to bring his family to occupy it.

    The spokesman said the suspect would be charged to court on completion of investigation.

    Police kill two suspected killers of youth leader in Kaduna

    The Nigeria Police Force has killed two suspected killers of a Youth Leader, Haru Manya, in Sabon Gaya in Chikun Local Government Area of Kaduna State.

    Manya was killed by the suspects while working on his farm on Nov. 12.

    The Force spokesman, CSP Jimoh Moshood, disclosed this while addressing newsmen in Sabon Gaya on Tuesday.

    Moshood said that the two suspects were killed during a shoot-out with the members of Operation Absolute Sanity.

    He explained that the operation followed a directive from the Inspector-General of Police, Mr Ibrahim Idris, to arrest the killers.

    “The Inspector-General of Police commiserates with members of the community and directed Operation Absolute Sanity to arrest the killers,”he said.

    The spokesman said that investigation would be intensified to arrest other suspects connected to the heinous crime.

    In a related development, the Nigeria Police Force said it had arrested eight suspected kidnap-for-ransom and armed robbery gang.

    The suspects are: Umar Ibrahim, gang leader, Iliya Adamu, Ifeanyi Linus, informant to the gang, Jibril Adamu, Samaila Haruna, Ibrahim Mamman, Ibrahim Idris and Silas Chukwuemeka.

    The Force Spokesman said that the suspects had confessed to the various crimes they had committed along the Abuja-Kaduna road.

    He said that three victims were rescued form the suspects’ hideout, adding that a police officer was also injured during the shoot-out.

    He said that items recovered from them are: two Toyota Corolla cars, one with registration number: ABJ 893 NV, and one without a number plate, two locally made single barrel guns and one AK 47 rifle.

    Others are: one locally made revolver gun, one AK 47 magazine, one live cartridge, two expended cartridges and seven AK 47 am munitions.

    He said that investigation was ongoing and when concluded, the suspects would be arraigned in court for prosecution

    “They will be arraigned in court on completion of investigation and investigation is being intensified to arrest other suspects at large,”he said.

    Moshood urged owners of the vehicles to contact the Police command in Kaduna for identification and collection

    He said that the Inspector-General of Police (I-G), Mr Ibrahim Idris, had directed the Assistant Inspectors-General of Police (AIGs) and Commissioners of Police (CPs) in the zones and commands to replicate same feat on the highways and major roads.

    He said that they were also to beef up security in their areas of responsibility and ensure massive deployment of armed police personnel, patrol teams and undercover operatives to black spots, flash points and other vulnerable criminal spots.

    The Force had on July 25 commenced ‘Operation Absolute Sanity’ on Abuja-Kaduna Highway to check incessant cases of kidnappings and armed robbery.

    On July 31 and Aug. 3, the police also arrested 31 and 40 suspects at Katari and Rijana areas, along the Kaduna-Abuja road.

    Police to deploy additional 26,000 personnel for Anambra guber poll

    The Nigeria Police Force said it would deploy additional 26, 000 personnel for the Anambra governorship election scheduled for Nov. 18.

    It can be recalled that the Inspector-General of Police, Mr Idris Ibrahim on Nov. 3 at the Also Villa, announced the deployment of 21,000 personnel for the election.

    A statement by the force spokesman, CSP Jimoh Moshood, said that the personnel would comprised police special forces, Police Mobile Force ( PMF), Counter Terrorism Unit ( CTU) and Special Protection Unit ( SPU).

    Others are: Anti Bomb Squad, Marine Police, Force Armament Unit, FCIID, Mounted Troops, Dogs Section, Police Gun Boats and the Armoured Personnel Carriers ( APC ).

    He said that 303 police patrol vehicles were among vehicles deployed for the operations to cover the entire state including the riverine areas.

    Moshood said that the Deputy Inspector-General of the force in charge of operations had also been deployed to the state and would be assisted an Assistant Inspector-General.

    He said that three commissioners of police would be in charge of each senatorial district, to coordinate the security operations and deployment of security personnel throughout the election.

    The spokesman said that personnel deployed for the election were under strict instruction to be polite and civil in discharging their duties,

    He said that there would be no vehicular movement in and out of the the state during the election from midnight on Nov. 17 till after the voting period on the day of the election.

    Moshood warned the outlawed IPOB and its members, to steer clear of the state as the force would not hesitate to use all legal means to checkmate them.

    He advised political parties, their leadership and traditional rulers to prevail on their supporters to be law abiding during and after the election.

    Moshood also warned public office holders, politicians and other VIPs that they would not be allowed to go to the polling unit with their security details among others.

    Abuse of office: Senate threatens to issue arrest warrant on IGP

    The Senate on Wednesday threatened to issue an arrest warrant against the Inspector-General of Police (IGP), Mr. Ibrahim Idris if he fails to appear before its ad-hoc committee investigating allegations of abuse of office against him.

    Chairman of the ad-hoc committee, Senator Francis Alimikhena, gave the threat after waiting endlessly for the IGP for a scheduled investigative hearing in the Senate.

    The Edo North Senator told reporters that the IGP was summoned on October 16th, 2017 to appear before the panel to respond to allegations made against him by Senator Isah Hamman Misau.

    The panellists expressed dissatisfaction that the IGP failed to appear before the panel.

    Alimikhena noted that instead of appearing before the panel the IGP, through his lawyer, Alex Iziyon, wrote to the committee informing it that the matter was already in court.

    He said that the letter expressly stated that IGP will not appear before the panel because the matter for which he was invited was before the court.

    Alimikhena who appeared to have been angered by the letter, thundered nobody, including court, can stop the Senate from carrying out its constitutional duties.

    The lawmaker who is also Senate Deputy Chief Whip noted that the separation of powers guaranteed by law made it explicit that the Senate cannot be prevented in carrying out its constitutional duties by any other arm of government.

    He threatened that if the IGP fails to appear on November 7th, 2017, the committee would invoke Section 89 of the Constitution of the Federal Republic of Nigeria to compel him to appear.

    Alimikhena who quoted copiously Section 89 of the 1999 Constitution as amended, insisted that the IGP “will be summoned again and must appear next Tuesday, 7th of November.

    Section 89 of the 1999 Constitution as amended, which the committee is relying on to issue a warrant of arrest on the IGP, reads: “For the purposes of any investigation under section 88 of this Constitutional and subject to the provisions thereof, the Senate or the House of Representatives or a committee appointed in accordance with section 62 of this Constitution shall have power to procure all such evidence, written or oral, direct or circumstantial, as it may think necessary or desirable, and examine all persons as witnesses whose evidence may be material or relevant to the subject matter

    “Require such evidence to be given on oath; summon any person in Nigeria to give evidence at any place or produce any document or other thing in his possession or under his control, and examine him as a witness and require him to produce any document or other thing in his possession or under his control, subject to all just exceptions.

    “Issue a warrant to compel the attendance of any person who, after having been summoned to attend, fails, refuses or neglects to do so and does not excuse such failure, refusal or neglect to the satisfaction of the House or the committee in question, and order him to pay all costs which may have been occasioned in compelling his attendance or by reason of his failure, refusal or neglect to obey the summons, and also to impose such fine as may be prescribed for any such failure, refused or neglect; and any fine so imposed shall be recoverable in the same manner as a fine imposed by a court of law.

    “A summons or warrant issued under this section may be served or executed by any member of the Nigeria Police Force or by any person authorised in that behalf by the President of the Senate or the Speaker of the House of Representatives, as the case may require.”

    Alimikhena said: “We invited the IGP to appear before our committee. This morning (yesterday), we got a letter from his lawyer, Alex Iziyon, that he will not appear before this committee. He said the IGP has already gone to court and appearing will be sub-judiced.

    “It is our duty as a parliament to investigate the allegations raised. This committee was set up before they went to court. We cannot be stopped. No court can stop us from carrying out our duties. There is a separation of powers. No court can stop us.

    “We will invite him again next Tuesday. There are issues about virement in the 2017 budget which Misau also raised. We need him to respond to these allegations. We will invite him again and he will appear before us. If he fails to appear, we will invoke Section 89 of the 1999 constitution, as amended.”

    Misau,(Bauchi central) had while testifying before the probe panel, claimed that the IGP purchased two jeeps for the wife of the President, Mrs. Aisha Buhari.

    He also alleged that the IGP misused over N120 billion generated by the Force in one year.

    Misau further alleged that the police boss impregnated a serving police officer and hurriedly arranged a marriage ceremony in Kaduna.

    The Police boss, through the Force spokesman, Jimoh Moshood, dismissed the claims as unfounded and smear campaign against the IGP.

    The police spokesman asked Nigerians to disregard the allegations against the IGP

    In like manner, Mrs. Buhari also denied the purchase of cars for her by the IGP.

    The police yesterday declared Senator Isa Misau, a former Deputy Superintendent of Police (DSP), as a deserter from the force.

    Police spokesman Jimoh Moshood, who addressed a news conference in Abuja, called on other security agencies to step into the matter with the police deserter.

    But the senator told The Nation that the police stepped out of its authority and showed unfairness towards him.

    Jimoh, who read a statement entitled: “Re: Senator accuses IG of cornering N10 billion monthly IGR and taking a bribe to post CPs to juicy states,”  accused Misau of making a fake allegation, forging a purported resignation letter and absconding from duty.

    He claimed that Misau’s real names are Mohammed Isa Hamman.

    He said: “The Nigeria Police Force is constrained once again to react to the media briefing by one Senator Isah Hamman Misau, who has been found out to still exist on the Nigeria Police Force Officers Staff List as AP. No 57300 DSP Mohammed Isa Hamman on posting to Niger State Police Command on September 24, 2010.

    “Senator Isah Hamman Misau dubiously absconded and deserted the Nigeria Police Force on September 24, 2010 when he was redeployed to Niger State Command and he refused to report, consequent upon which he was queried in line with the Public Service Rules Sections 030301(b)(g) (m)&(o) and  030402 (a)(b)(c)(e)&(w), in addition to the previous queries and disciplinary process he was facing when he refused to proceed on Junior Command Course(JCC) 49/2008 at Staff College Jos between 5th January, 2009 and 19th June, 2009.”

    Jimoh added: “The retirement letter presented to the Journalists by DSP Mohammed Isa Hamman is suspiciously forged and dubiously obtained.

    “The letter, which was dated 5th March, 2014, a period of more than four years after AP No 57300 DSP Mohammed Isa Hamman (Senator Isah Hamman Misau) deserted the Force is now being investigated by the Force.”

    He added that extant rules under the Police Act and Regulations, the Criminal and Penal Codes, stipulating a deserter as a suspected criminal under the law are applicable to Misau.

    However, in a telephone call to The Nation yesterday, the embattled senator expressed anger over the police allegation.

    He noted that Inspector-General of Police Ibrahim Kpotun Idris sought his official assistance at the Senate last week.

    The senator added that the air flight ticket to Morocco and hotel bookings made for him by the IG last week remain unused because he did not understand the motivation behind the gesture.

    “It is wrong for them to say these things because issues of appointment, promotion, discipline and disengagement of officers are the sole responsibility of the Police Service Commission, not the Nigeria Police Force.

    “So, it is wrong for the police to allege that I did not resign properly because I have an official letter from the Police Service Commission on my departure from the police.

    “Moreover, under the Public Service rules, if you want to disengage from the public service, you have two options to fulfil all requirements of the law – either you pay one month in lieu of notice or to give a formal notice of three months.

    “When did they realise that I  am a deserter because even last week, the IG phoned me to assist and talk to the Senate President and Senate Leader concerning kidnappings on Abuja-Kaduna road; I helped the IG arrange the meeting.

    “Also, I have been writing letters to the IG on my letterhead and referring to myself as a retired police officer on the floor of the Senate; the press should ask police authorities about when they realised that I am now a deserter, seven years after leaving the police force.”

    Police arrest 40 more suspected kidnappers

    The Nigeria Police Force said it had arrested 40 suspects in connection with Kidnapping and armed robbery in Rijana area of Kaduna State.

    The suspects are : Ali Bello, the leader of the gang, Guma Shehu, a vicious and notorious criminal, Daniel Iwobi, Bashir Haruna, Aminu Mohammed,Buba Takuti, Egwuonu Ogiri, Abba Aliyu and Abdullahi Adamu among others.

    The Force Spokesman, CSP Jimoh Moshood who disclosed this at a news conference on Thursday in Rijana , said some of the suspects had been identified by their victims.

    He said that items recovered from them include: 10 double barrel guns, two single barrel guns, 30 live cartridges, 10 9mm ammunition and assorted cell phones.

    Others are: wrist watches, jewelries, two magazines, 10 locally made Sub-Machine Guns, three AK 47 rifles, five laptop computers, three Ipads and one revolver pistol .

    Moshood said that in the process of arresting the suspects, the police were able to locate their camp and equally rescue some of their victims.

    “Most of these suspects we are parading today were arrested during the act,” he said.

    The spokesman said that the suspects belonged to different groups that operated at different locations on the Kaduna- Abuja highway.

    The spokesman said the suspects have made confessional statements to the police on the various roles each of them played in the commission of the crime along the route.

    The spokesman said the suspects would be arraigned in court on completion of investigation.

    He said that the police would continue to build on the current successes to ensure that the last kidnapper was removed from the Kaduna-Abuja highway.

    He enjoined members of the communities to always avail police with vital information to provide security for them, adding that the operation would be sustained to curtail crime across the country.

    Moshood said that the Inspector-General of Police, Mr Ibrahim Idris, had commended members of the community for their support.

    A resident of the community, Mr Labaran Abu, who spoke to newsmen, called for the sustenance of the operation along the Kaduna-Abuja highway.

    Abu said that the community would have some respite with the coming of the security personnel to the area.

    He said that members of the community were ready to give police all the necessary information for provision of security.

    The News Agency of Nigeria (NAN) reports that the Force had on July 25 begun ‘Operation Absolute Sanity’ on Abuja-Kaduna Highway.

    The team include: Police Mobile Force, Counter Terrorism Squad, Anti-Kidnapping Unit, Intelligence Response Team, Special Tactical Squad, Force Intelligence Branch and Police Helicopters.

    The operations is to complement the on-going Joint Police/Military operations on ground before now.

    The police had also on July 31 arrested 31 suspects at Katari area along the Kaduna-Abuja road.
