Resident doctors commence indefinite strike in Kaduna

Residents doctors in Kaduna State have began an indefinite strike on Tuesday over “sorry state” of healthcare facilities in state government hospitals.

Dr. Joseph Jokshan, President, Association of Resident Doctors in the state, said at a press briefing Monday night in Kaduna that the state government had not responded to any of the doctors’ demands issued 21 days ago.

He said that the doctors were pained to begin the strike, but “unfortunately, we cannot effectively carry out these tasks in the current sorry state of our healthcare facilities.”

Jokshan listed issues that prompted the strike to include poor funding, equipping and staffing of hospitals and non provision of living environment for medical, health workers and patients.

He said that members of the association were also demanding for payment of House Officers salaries and arrears and immediate and full implementation of “corrected” CONMESS.

“Immediate implementation of already approved funding for residency training of Kaduna state doctors in their chosen fields, as well as promotion of our doctors that are due.”

He urged the general public to “join us in this struggle and push the government to do the needful.”

“This is the struggle we intend to see through to the end, not because we are unaware of the implication of this action but because we are left with no other option,” he added.

    Buhari mourns AVM Mohammed

President Muhammadu Buhari has described late retired Air Vice Marshal Mukhtari Mohammed as “one of the finest, most principled, patriotic and loyal military officers’’ he had ever known and respected.

President Buhari stated this in a condolence message issued by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja on Monday.

The president also described late Mohammed, one-time Military Administrator of Kaduna State and Chairman of Freedom Radio Kano, as a fountain of inspiration who loved the progress of Nigeria at all times.

“AVM Mohammed was so passionately committed to his principles and beliefs that he had to leave his military career earlier than expected on account of those principles.

“Very few Nigerians are ready to lose their jobs or offices on account of their beliefs, but the late Mohammed was an exception to this ugly reality of Nigeria, a society where public office holders respect power more than principles,’’ he said.

The President also recalled the significant role played by the late Air Force Officer in the realization of his people’s desire for the creation of the present Jigawa State.

He extended his condolences to the government, the family and people of Jigawa and Kano States over the loss of this illustrious public figure.

President Buhari prayed to Allah to forgive his gentle soul.

Late Muhammad, who was the Wazirin Dutse in Jigawa, died on Sunday in a London hospital after a protracted illness.

He was also the first Governor of Kaduna State, after its creation in 1977, by the defunct military administration of Olusegun Obasanjo.

An Assistant Commissioner of Police (ACP), Emmanuel Agene, serving in Gusau, Zamfara State, who was abducted while travelling with members of his family on Birnin-Gwari–Funtua Road last Wednesday, has been rescued in Kaduna State.

Police Commissioner Mr. Agyole Abeh, who briefed reporters yesterday in his office, said:

“Immediately we received the news of the kidnap of the ACP and his family, we began a manhunt for the kidnappers, led by the Inspector-General of Police (IGP) intelligence team and anti-kidnappers squad of the Kaduna command.

“I’m happy to inform you that the police officer and others have been rescued. He is in a stable condition at a police facility, undergoing checkup.”

He said the abductors gave the officer an opportunity to speak with them, perhaps not knowing who he was, adding that being a senior police officer; he used a coded language that aided his rescue.

Abeh said: “Immediately, we mounted air surveillance at a low level, following the coded information he gave as to the location and we secured their release.”

He said the kidnappers had not been arrested, but assured people that they would be nabbed.

The police boss said effort was on to track the officer’s phone in possession of the kidnappers.

Agene and three members of his family were reportedly travelling in a Hi-lux van when they ran into hoodlums, who forced their vehicle to stop and whisked them away in another vehicle.

He is of the Criminal Investigation Department (CID) in Zamfara State, travelling to Niger State on permission for an assignment.

The Kaduna State Police Command on Sunday confirmed the release of Assistant Commissioner of Police Emmanuel Adeniyi and his driver, who were abducted on Wednesday.

The News Agency of Nigeria (NAN) reports that the police chief and driver were abducted on Funtua-Birnin Gwari road.

The command Public Relation Officer, ASP MukhtarAliyu, told NAN that the two regained their freedom on Saturday at about 11:00 PM.

According to him, the abductors released the two following intense pressure by the police anti kidnapping unit, aerial surveillance and activities of the IGP Intelligent Response Team.

“The pressure made the abductors to tactically release the victims; so far no arrest was made but we are putting every effort to trail the criminals,” he said.

Sources had earlier informed NAN that the abductors had demanded for N50 million as ransom before releasing the assistant police commissioner, but the command spokesman denied any knowledge of that.

He urged “the good citizens of Kaduna state to always give security operatives useful information to stem criminal activities and protect lives and property.”

‘Customs generates 75% revenue in Kaduna’

The Nigeria Customs Service, Zone B, Kaduna, has generated over 75 per cent of its revenue target for 2017, outgoing coordinator of the zone, Assistant Controller of Customs, Aminu Dahiru, has said.

Dahiru said in an interview shortly handing over to the new zonal coordinator, that the command had a revenue target of N24 billion for the year.

He attributed the success to the commitment of customs personnel in the zone, and expressed confidence that the zone would surpass its revenue target by the end of the year.

“As tradition demands, I am not supposed to blow my trumpet, but the truth of the matter is that we have done well in the area of revenue generation.

“I may not be able to give the exact figure right away, but from our calculation what we have achieved so far is almost 75 per cent in the first, second and third quarters.

“So definitely meeting the balance may not be a problem, more so, we are expecting more revenue from the Kaduna international airport when Ethiopian airline begins cargo operation.”

On smuggling, Dahiru said the zone had fought it to a standstill, and had made several interceptions and seizures especially of illicit drugs and other contraband.

He put the total value of the seizures made during the year at over N1.4 billion, adding that 1,500 different items including vehicles and rice were confiscated.

The customs official commended communities in the zone for their support to customs personnel, which had facilitated effective patrols and protection of the land borders from smugglers.

“We have taken sensitive security measures in all identified illegal routes used by smugglers and it will be a continue process,” he added.

Dahiru commended customs personnel in the zone for their support and sacrifice and urged them to extend the same level of cooperation to his successor.

Reports that Dahiru has been moved to Lagos to take charge of the Nigeria Customs Service, Zone A.

El-Rufa’i inaugurates N5bn animal feed company

Gov. Nasiru El-Rufa’i of Kaduna State, has said that his administration would continue to create more job opportunities for the youth in the areas of agriculture and mining.

The governor made the pledge at the opening of a new animal feed mill, constructed by Sunseed Nigeria Ltd, in Zaria.

The News Agency of Nigeria (NAN) reports that it is the second animal feed mill unveiled in the state in last two weeks.

“The state is gearing toward diversification of its economy away from dependence on government by developing its natural endowment especially in agriculture and mining.

“While mining will take some time to begin to give us the results that we need, agriculture can bring immediate results and this is why our investment policy in Kaduna state is focused on agricultural industrialization.

“Kaduna state is Nigeria’s leading producer of maize, Soya beans and Ginger, and we are also second in the production of Sorghum, Millet, Tomatoes, White beans and Potatoes.

“Therefore every serious business in the world should be in Kaduna state,” he said.

The governor Nasiru El-Rufa’i also stressed that the target was to create jobs and take the youth off the street.

“As a government, the overriding economic imperative is to create jobs.

“89 per cent of the population of Kaduna state consists of young people below the age of 35, and if we do not find ways to create jobs for them we will have a major social problem.

“This is why this administration is committed to attracting investment into the state, so that we will have jobs for our young people.

“This plant and even the hospital are the contributions towards creating jobs in Kaduna state.

“Today we are commissioning a Five Billion Naira investment that will produce 100,000 tonnes of animal feeds yearly.”

The governor disclosed that the administration was working to enhance the capacity of farmers to produce rice and wheat, as well as a special beans consumed in India, which would be exported to that country.

He also said that the government was working with a group of investors to resuscitate the moribund Ikara Food Processing Company, adding: “we are working to privatise it fully to encourage investors and create more jobs.”

El-Rufa’i commended the animal feed company for constructing a 15-bed hospital for use by its host community as part of its corporate social responsibility.

Earlier, the Emir of Zazzau, Dr Shehu Idris said the opening of the company would add value to Federal Government efforts at diversifying the nation’s economy, as it would provide needed jobs to a large number of people in the agric value chain.

The monarch called on government to reintroduce marketing boards which would purchase farm produce directly from farmers for export.

He appealed to all Nigerians to live in peace with one another irrespective of tribe, creed, social and political affiliation.

  • NLC against proposed amendment of Pension Reform Act 2014

NLC against proposed amendment of Pension Reform Act 2014

The Nigerian Labour Congress (NLC) on Thursday kicked against the proposed amendment of the Pension Reform Act 2014 to exclude some agencies of government from the contributory pension scheme.

Mr Issa Aremu, NEC member of NLC, made this known on Thursday in a statement issued in Kaduna.

Aremu urged stakeholders on pension matters to reject the proposed controversial bill seeking to exclude members of the Nigeria Police, the Nigerian Security and Civil Defense Corps, Nigeria Customs Service, Nigeria Prison Service, Nigeria Immigration Service and Economic and Financial Crimes Commission from the Contributory Pension Scheme.

He said the bill is sponsored by Rep. Oluwole Oke and has passed its second reading.

“Pension reform Acts of 2004 and 2014 were outcomes of executive bills, which addressed the delicate interests of the pensioners, government and the economy.

“In principle, a private member bill informed by narrow and vested interest consideration cannot do justice to all.

The labour leader also said that any private member bill, which seeks to erode the gains of the 13-year-old Contributory Pension Scheme in terms of coverage and resource pool is “counterproductive” and should not be encouraged.

Aremu said pensions of the nation’s working men and women in security services are better secured in a national contributory Scheme than the old “unfunded and unsustainable discredited ‘Defined Benefits Scheme’ ( DBS ).

According to him, until the recent contributory pension reform “all stakeholders bore witness to ugly features of corruption, inefficiency and share looting”.

He added that this characterized the old Defined Benefits Scheme ( DBS ), adding that to return to the old era would mean bringing back corruption to pension administration through the National Assembly.

Aremu advised the National Assembly against what he called “the pitfalls of frequent self-serving out sourced amendments” of the Pension Act.

He observed that the pension Act has just been amended through executive and all inclusive review two years ago.

The labour leader said with all its globally acknowledged successes, the contributory pension covers only 7 million workers.

Aremu lamented that to ask for exclusion of the security agencies will undermine the scheme with all the attendant negative implications for Nigerian economy just coming out of recession.

He, therefore, called all members of the Assembly to reject the private bill, which will return pensioners to the bad old days of non-payment of pensions.

Aremu urged legislators to through their oversight ensure appropriate budgetary appropriation for the accrued benefits arising from the old unfunded scheme is paid.

He also said that 60 million workforce in both informal and formal private sectors and states civil services are covered in the compulsory Contributory pension scheme.
