    25 teams set for National Handball Premier League

    A total of 25 teams are expected to participate in the National Handball Premier League beginning on April 13 in Kaduna.

     

    John Jatau, the President, Nigerian Handball Coaches Association told the News Agency of Nigeria (NAN) in an interview on Tuesday in Kaduna that 13 male and 12 female teams would participate in the competition..

     

    He said that the league would be staged between April 13 and April 24 at the Murtala Square Handball pitch in Kaduna, adding that the event was arranged to further develop the game of handball in the country.

     

    “Handball have been a little silent since we lost sponsorship few years back, I am sure with this league, we shall be moving forward and bring back the glory of the game,“ Jatau said.

     

    According to him, a seminar will be held for coaches during the last two days of the event.

     

    “We are also expecting retired coaches to participate in the event to assess and evaluate the event.“

     

    Teams in the male category are: Mega United of Minna, FRSC Safety Shooters, Jos Wipers, Kano Pyramid, Owena Kings, Borno Spiders,

    Nigerian Army COAS Shooters, Yobe Desert Stars, Kada Stars of Kaduna, Nigeria Prison Service T-Boys, NSCDC Defenders, Rima Strikers of Sokoto, and Sea-Tigers of Lagos.

     

    In the female category, the teams include, FRSC Safety Babes, Imo Grasshoppers, Abia Violet, Borno Faro, Owena Queens of Ondo, Dynamous of Edo, Katsina Desert Queens, Lagos Seasiders, Beshima Babes of Benue, NSCDC Defenders Babes, Tin City Babes of Jos, and KADA Queens of Kaduna.

    Zaria clash: Zakzaky’s brother backs Army action

    Elder brother of the leader of the Islamic Movement in Nigeria otherwise known as Shiite group, Sheikh Ibraheem Yaqoob El-Zakzaky, Muhammad Sani Yaqoob, yesterday said he is very happy with the actions taken by the Nigerian Army in the last December clash between the Army and the Shi’ites in Zaria.

    Muhammad Sani Yaqoob, made this submission at the ongoing Judicial Commission of inquiry probing the clash in Kaduna on Monday.

    He continued when he said, the Nigerian Army would have been useless if they had made a u-turn on the spot of the Zaria clash where the members of the Shi’ites group barricaded the convoy of the Chief of Army Staff, Lieutenant General Tukur Buratai.

    Muhammad, who spoke in Hausa told the gathering that he shared the same father with El-Zakzaky, but different mothers. He said there was no clash between him and El-Zakzaky while growing up except that he has different ideology.

    He said El-Zakzaky is 4th child in the family of 16, describing him as very sharp and intelligent.

    Muhammad Sani Yaqoob who is also the Chairman of Jama’atu Izalatil Bid’ah Wa’iqamatis Sunnah, (JIBWIS) in Zaria  said the Shiite group were being funded by Iran.

    According to him, “They are funded by Iran. They go to Iran twice in a year and they meet there. I have people who after they come back from their trip do come and tell me,” he said.

    He said the Second in Command to Sheikh El-Zakzaky, Muhammad Turi fueled the Army/Shiite clash, with the Sheikh himself as the root cause.

    However, he recommended to the sitting that whoever is found wanting after compilation of its report should be made to face the wrath of the Law.

    Why preaching law is a must for Kaduna

    Kaduna State is in the cusps of an economic, social, ethical and political renaissance. It is a mission that the governor, Mallam Nasir El Rufai is fervently and feverishly committed to; and in less than one year in office, he is at the verge of meeting the set targets. But Kaduna State is a peculiar state: sentiments, particularly religious sentiments are easily amplified and often blown out of proportion, leading to very damning consequences. This is hardly surprising given the rather generous population of adherents of both Islam and Christianity in the state. This diversity, ordinarily ought to be a blessing and a strength that could easily be harnessed for the greatest good of all. However, over the years, zealots, religious contractors, extremists, crisis profiteers and unscrupulous political and community leaders have for pecuniary or political reasons, perfected the nefarious act of using religion to unnecessarily destabilize Kaduna State.

    As a child of the 70s, I recall ever so vividly growing up in both Zaria and Kaduna metro with the trauma of the several extremely acrimonious and destructive religious upheavals in our dear state. Between 1980 and 2011 alone, over 25 avoidable religious or ethnic-inspired crises led to the unfortunate loss of thousands of lives, destruction of properties worth several billions of Naira.  Some of the most unfortunate previous crises include the Kafachan riots of 1987, the Ahmadu Bello University (ABU), Zaria riots of 1992, the Kaduna North/Kaduna South and Kafachan crisis of 1999, the so-called Sharia riots of 2000, another Zaria Crisis of 2001, the aborted Miss Nigeria riot of 2002 and of course the post-election riots of 2011 to name but just a few. Sadly, the ordinarily boisterous and welcoming Kaduna State eventually gained notoriety as a hotbed of sorts of religious and ethnic crises. This of course had telling effects on the economic, social and ethical well-being of the state and its long-suffering people.

    Successive administrations in Kaduna State who had contended with bloody and destructive religious riotshad at one point or the other resorted to legislations to rein in religious extremism in the state. So far, the most far reaching of the legislations remains the Regulation of Religious Preaching Edict No. 7 of 1984, which has been amended twice – in 1987 and 1996. The original 1984 Edict was promulgated by the then Military Governor of Kaduna State, Air-Commodore UsmanMuazu, on July 17, 1984 following the Maitatsine riots in some parts of Northern Nigeria at the time. The Edict provided for the mandatory licensing of preachers. It also restricted the playing of religious cassettes to homes, banned the use of abusive language against any person or religious organisation or religious leader. The Edict expressly banned the use of loudspeakers for religious purposes other than in a Church or Mosque, the abuse of religious books and the use of such expressions as “infidels,” “non-Islamic,” or “pagans” in describing other religious groups.

    The penalty for violating the 1984 Edict was two years’ imprisonment with an option of fine.

    On March 9, 1987 the then Military Governor of Kaduna State, Lt. Col. Abubakar Umar, amended the 1984 Edict and expunged the option of fine and extended the term of imprisonment upon conviction to five years.

    On November 25, 1996, Lt. Col. Hamid Ibrahim Ali, the Military Administrator of the state at the time, further amended the 1984 Edict by limiting the validity of a preaching license in Section 7 (c) of the Edict to a period not exceeding six months subject to revocation at any time.

    For the avoidance of doubt, the Religious Preaching Regulation Bill that is currently before the Kaduna State House of Assembly is just a slightly amended version of the same law that has been in existence since 1984. So, why are certain persons going about creating the wrong impression that Governor Nasir el Rufai is introducing a new religious preaching law in Kaduna State?

    Contrary to the impression some political jobbers and enemies of the state are currently creating, in revisiting this law, the Government of Kaduna State under Mallam el Rufai is not only responding to current realities in most states in northern Nigeria but also proactively nipping in the bud the possibility of Kaduna State returning to its destructive ugly past. The truth is that in spite of the dogged efforts by critics and mischievous politicians to tar Governor El Rufai with the wicked brush of religious extremism, this lie is just refusing to stick especially given that Islamic clerics have opposed the bill much more than Christian leaders. It is indeed an open secret that religious zealotry is not one of weaknesses of Nasir El Rufai.

    I have extensively studied the bill and have consulted with lawyers, my clear take on the amended Kaduna State Religious Preaching Regulation Bill is that it does not in any way abridge, threaten to abridge or violate the freedom of worship as enshrined in the constitution of our great country. On the contrary, the bill, if passed into law will establish Kaduna State as a bastion of peace and tranquility in northern Nigeria. I can attest to the fact that Mallam Nasir el Rufai, whom I have worked closely with for more than two decades, will never be part of any scheme, plot, programme or legislation targeted at abolishing, abridging or derogating the freedom of religion and religious beliefs as enshrined in the constitution of our great country.

    Mention has been repeatedly made of the supposed opposition of religious leaders in the state to this bill. The initial apprehension about the law by the clerics were largely informed by the fact that enough information was not made available to them on time. Political opponents of the governor were quick to go to town with the falsehood that a new law that would emasculate religion was in the offing. All too easily, but expectedly though, our highly regarded Islamic and Christian leaders believed this crass misinformation by ill-intentioned political jobbers and panicked. However after due explanations and with several of our religious leaders now availed of copies of the bill, they now have a better understanding. They are now aware that it is not a new law; that the bill does not in any way seek to negate or infringe on the freedom of worship; they are now aware that this law is basically aimed at deepening safety and security in Kaduna State and they are well aware that a peaceful Kaduna State would unleash the huge and enviable economic and other potentials of our great state.

    For the records, salient features of the proposed law include the establishment of an inter-faith ministerial committee to regulate the practice of the two main religions  in  the  state,  Christianity  and  Islam.  The law provides for the establishment of  a  committee of the  Jama’atu Nasril  Islam  (JNI) with equal  representation  of  the  Izala  and  Darika  religious  groups,  for  Muslims  and  another  committee  by  the  Christian  Association  of  Nigeria  (CAN). The inter-faith ministerial committee  is  expected  to  exercise  supervisory  control  over  JNI  and  CAN with a view to stemming provocative or public hate preaching hence the restriction on  the  playing  or  blaring  of  religious  recordings  outside  churches  and  mosques. Indeed under the law, a preacher may  be  jailed  for  a  period  not  exceeding  two  years  if  he  preaches  without  a  valid  licence  or  engages  in  inciting  religious  teachings  and  uses  derogatory  terms  in  describing  any  religion.  The law also stipulates that a preacher visiting  Kaduna  from  outside  the  state  is  expected  to  obtain  a  permit  to  cover  the  period  of  his  stay.  For preachers who are resident in Kaduna State, the  licence  to  preach  has  a  life  span  of  one  year  which  may  be  renewed. If the truth must be told, incessant hate and inciting preaching have for years been the main cause of religious upheaval in Kaduna State. Equally damaging has been the inciting statements credited to  some overzealous or extremist  preachers.  Indeed the matter of hateful or provocative preaching was robustly addressed during the  JNI’s  2015  annual  pre-Ramadan  conference  in June 2015  in  Kaduna  when  it  noted  that  in  spite  of  repeated  calls  by  the  Muslim  leadership,  some  scholars  still  employed divisive  comments  during  their  Tafsir  preaching  in  the  month  of  Ramadan.  According to the JNI,   “there is a growing trend of mystic doctrines expressed by some unguided extremists which are completely contradictory to  the  Islamic  faith  and  principles”. The JNI leadership was also of the view that several of the media houses that air Tafsir during Ramadan do not care to censor statements capable of destabilizing the Ummah. It was also the view of the JNI at this very important conference that negative conducts contrary to the established creed of the Islamic faith were being exhibited by some scholars in  their Tafsir  sessions.

    Indeed the JNI insists that “the  (Muslim)  leadership  should  regulate  the  conduct  of  Tafsir,  to  control  erring  commentators  and  make  it  mandatory  for  any  Mufassir  to  be  screened  and  be  given  permission  by  the  JNI  or  any  authorized  body  before  he  can  be  allowed  to  venture  into  Tafsir.”

    The position of the JNI tallies with the resolve of governor that Kaduna State should not and will no longer be the hotbed of needless religious acrimony or riots. The state seeks to harness the beauty in its diversity to strengthen social ties and bolster its economy and eventually restore the glory of the state is a bastion of peace and a pacesetter in northern Nigeria.

    Falana to DSS: release Zakzaky within 24 hours

    Activist-lawyer Femi Falana (SAN) has demanded the unconditional release of leader of the Islamic Movement of Nigeria (IMN) Sheik Ibraheem Zakzaky and his wife, Hajia Zeenat Ibraheem from unlawful detention
    In an April 5 letter to the Director-General, Department of State Services (DSS), Falana said his clients were denied access to their family and doctors since their arrest.
    Falana said last December 12, thousands of armed soldiers allegedly unleashed violent attacks on IMN members in Zaria, Kaduna State on the orders of the Chief of Army Staff, General Tukur Buratai who claimed that the unarmed civilians wanted to assassinate him.
    The lawyer said although his clients were not at the scene of the attack, the rampaging troops invaded their residence at Wali Street, Zaria last December 14.
    “The troops set the building ablaze and killed three of our clients’ children in their presence and thereby subjected them to untold mental agony.
    “Thereafter, the armed soldiers shot our clients several times. As a result of the brutal attack Sheik Zakzaky lost his left eye while doctors are currently battling to save the right one.
    “While in custody, both of them have gone through many surgical operations to extract bullets from their bodies,” Falana wrote.
    To compound the physical pain and mental anguish his clients were subject to, Falana said the police and the DSS have held them incommunicado for over three months.
    He recalled that during a similar attack in 2014 allegedly by a detachment of the Army, three of Zakzaky’s children were also killed without any lawful justification.
    Falana said the report of the fact finding Commission of Enquiry set up by the government was yet to be released, while the military personnel who allegedly killed his clients’ children and other unarmed civilians have not been brought to justice.
    Some of the victims who survived the deadly attacks, Falana said, have been charged with culpable homicide and sundry offences by the Kaduna State Government.
    “Notwithstanding that  such criminal charges  are pending at the Kaduna High Court, the Kaduna State Government  has set up a judicial Commission of Enquiry to investigate the same subject matter.
    “Even though our clients have not been told that they breached any law, they have been denied access to their lawyers, personal physicians and family members for over three months.
    “Our clients were only permitted to meet with us last Friday after several requests made by us had been turned without any legal basis.
    “In the light of the foregoing, our clients and members of the IMN have resolved not to participate in the proceedings of the said Judicial Commission of Enquiry in any manner whatsoever and howsoever.
    “Finally, we hereby demand for the immediate and unconditional release of our clients from illegal detention within 24 hours of the receipt of this letter,” Falana said.

    Kaduna: Police nab 15 kidnap suspects

    Against the backdrop of incessant high profile kidnap cases in Kaduna State, the Kaduna State Police Command has nabbed 15 suspects, including those terrorising Kaduna-Abuja Express Way where three Pastors were recently kidnapped and an Army Colonel killed.

    The Police however rescued two kidnap victims, one Engr Mansur Musa and Elijah Afolabi from deadly kidnappers.

    The Police Commissioner, Umar Shehu while addressing Journalists shortly after parading the suspects said the gang included those who kidnapped Engr. Mansur Ahmed along Abuja/ Kaduna express way.

    According to the Commissioner, some of the suspects were in possession of foreign currencies and valuables suspected to have been snatched from their victims.

    Some of the suspects paraded before  newsmen confessed to be members of kidnapping gangs operating along Kaduna-Abuja express way.

    One of them told newsmen that he was among members of the gang that kidnapped a Pastor in Jere, Kaduna state.

    The Commissioner said the police were still investigating involvement of the suspects in alleged kidnapping of late Army Colonel Ismail Inusa, killed last week along the same road.

    According to him, “In two to three days all necessary information as regards to the suspects will be revealed as investigation is ongoing.”

    According to him, another suspects were arrested by the Anti-Crime Patrol team in Kabala West for threatening some prominent personalities from their village and demanding for Ransom.

    The Commissioner further reasured members of the public of police readiness to make Kaduna safe and habitable.

    He urged residents to assist the police with useful information to track down criminals in the state.

    The Nation recall that, three HEKAN Pastors were recently abducted at the site of their church permanent site along Kaduna-Abuja express way. While, Nigerian Army Colonel, Samaila Inusa was equally kidnapped at Kamazo area of Kaduna metropolis and killed along Kaduna-Abuja Road.

  • Kaduna economic summit: FCT, Port Harcourt golfers, others storm tournament

    As preparations for the Kaduna State Economic and Invest Summit (KadInvest) continued over the weekend, golfers from across the country on Saturday participated in the Kadinvest 2016 Golf tournament held in Kaduna.

    Wife of Kaduna State Governor, Hajiya Hadiza El-Rufai, who performed the tee-off as golfers from the host club, Kaduna Golf Club, were joined by players from golf cubs in Abuja, Kano, Minna, Jaji and Port-Harcourt.

    Hajiya El-Rufai was supported at the opening of the tournament  by senior government officials, including Dr. Manzo Maigari, Commissioner of Agriculture and Forestry, Hadiza Bala-Usman, Chief of Staff to the Governor and Chris Umar, Deputy Chief of Staff in the office of the Deputy Governor.

    Welcoming the golfers, Executive Secretary of the Kaduna Investment Promotion Agency (KADIPA), Gambo Hamza, explained the thrust of KadInvest as a platform to stimulate private sector investments in the many opportunities that Kaduna State offers.

    Hamza said: “Securing and fast-tracking investments is the best way to create sustainable jobs, grow the economy and improve livelihoods for our people,” he explained.

    Golfers like Senator Ben Birabi, His Royal Highness Alfred Diete-Spiff and General Zamani Lekwot participated in the tournament which was sponsored by Pinnacle Investments.

    Kaduna State Governor, Malam Nasir El-Rufai, who made a surprise appearance at the gala dinner for the tournament where trophies were presented told the golfers that he had just returned to Kaduna from Paris where he met the management of Peugeot Citroen to further discuss the bid for Peugeot Automobile Nigeria.

    According to the governor: “Jobs and prosperity are essential to restoring our Kaduna as a cosmopolitan city that welcomes all and provides opportunities to start and grow successful businesses.”

    El-Rufai commended the sponsors and participants in the golf tournament for providing such a wonderful platform for unveiling KadInvest 2016.

  • Kaduna youths protest one year blackout

    Youths numbering over 1000 on Friday blocked the Ibrahim Yakowa expressway around the popular Kamazo, a suburb of Kaduna metropolis to protest lack of electricity in their area for nearly a year now.

    The youths who came from Janruwa community said they had only one transformer covering the whole area and that the transformer broke down over one year, leaving the area in total darkness.

    ‎The youths, both male and female carried leaves and placards with different inscriptions. They also blocked the road on both lanes, hindering all vehicular movements.

    The military and police personnel who arrived the scene saw that it was a peaceful demonstration and did nothing to disperse the crowd. The leader of the military advised the youths to go about their demonstration peacefully after they explained their grievances to the security personnel. They‎ did not leave the road until a government functionary came and addressed them, assuring that their matter will be taken up.

    One of the demonstrators said: “We came out since 5:00 am to protest over the black out in our area for over a year now. Since last year we have not seen light with our eyes. Our transformer got spoilt and we were promised another. We did not get the other transformer neither did we see light. We have made repeated attempts to get the attention of the government, but all to no avail. That is why we decided to come out en mass to protest peacefully. With this, we are sure of getting government’s attention. Our protest is peaceful; we are not destroying anything and we are not harassing anyone. Our only aim is to make our predicament known, that is all.”

    ‎Meanwhile, a swift reaction from the Head, Corporate Communication of Kaduna Electric, Abdulazeez Abdullahi, has assured the Janruwa community of restoration of normal power supply through a statement.

    ‎”The Management of Kaduna Electric wishes to express its deep concern over the power supply situation in Janruwa, a community in the suburb of Kaduna. It is pertinent to state that since the failure of the transformer serving the community in August last year, the company has not rest on its oars. On two different occasions within the period under discussion, the company took transformers to the community to ensure restoration of normal power supply, but unfortunately the two transformers failed.

    “The current Management of Kaduna Electric appreciates and accord significant importance to constructive engagements with its customers and other stakeholders alike. It is in recognition of this fact that on Tuesday this week, 29th March, the Company held a very fruitful meeting with leaders of Janruwa community led by the Dakachin Janruwa at our Barnawa Area Office. The meeting of course among other things, reviewed the situation and the community leaders were properly briefed on the efforts being made by the company to ensure early restoration of power supply to the community,” the statement read.

    Following the new spate and dynamism of Kidnapping, and insurgency‎, currently facing the National Security, the Nigerian Military has commenced a joint inter-security agencies and other security stakeholders training to properly manage counter revolutionary warfare.

    Declaring the training, tagged ‘Operation Haske Biyu 2016″ open, Commandant, Armed Forces Command and Staff College, Jaji, Air Vice Marshal Suleiman Dambo charged Security Agents in the Country to always be conscious and observant at all times as they go about their respective duties.

    ‎He said the exercise has become imperative in the face of treats posed by the dynamism of the current security challenges in the country, where kidnapping and insurgency is the other of the day.

    “In view of the dynamics of global security and the dictates of our current national security challenges, the security agencies have found themselves deployed regularly on Internal Security Operations.

    “Such deployments require them to carry out operations against a blend of conventional, irregular, terrorist and criminal groups. Most of the groups are organised and they employ asymmetric tactics in carrying out their violent activities.

    “Thus, the relevance of an exercise such as HASKE BIYU, which engages all security agencies, the media and other stakeholders in the business of security.

    “The exercise is therefore apt and timely because it provides a platform for the cross fertilisation of ideas thereby allowing all stakeholders of the national security architecture to cooperate and collaborate for the development of sustainable conflict resolution and management mechanisms.” Air Vice Marshal Dambo, noted.

    He urged them, to ensure that their disclosure of information to outside sources, movement, association and other actions to reflect that of security personnel, saying, “this is in view of the current trends of suicide bombings, particularly when so much security agencies are mustered in one place.”

    The three weeks exercise which has one hundred and two (102) participants, we’re drawn from all security agencies, the media other civil agencies in the security sector, with the Nigerian Police having the bulk of participants.

  • Kidnapped Cleric found dead in Kaduna bush 

    President of the United Church of Christ in Nigeria, Rev. Emmanuel Dziggau and two other clergy men who were abducted along Kaduna-Abuja Express way by armed gun men have regained their freedom after ten days in captivity.

    Meanwhile, one of them, Rev. Iliya Anto was found dead in the bush. He was said to have died after he was left in the bush by the kidnappers following his health condition.

    Dziggau, Rev. Yakubu Dzarma and Rev.Iliya Anto were abducted on March 21 along the Kaduna-Abuja Express Way where they had gone to clear a piece of land for the foundation of the church seminary.

    A top official of United Church of Christ who pleaded anonymity said on Thursday, Dziggau and  Dzarma were freed on Wednesday in the night while the corpses of Rev. Anto was found, almost decomposing in the bush.

    According to him, the two clergy men were immediately taken to a private hospital in Kaduna after they were brought to the church along Katsina Road, Kaduna.

    “They were not looking too good and as soon as they brought them, a decision was taken that they needed to see a Doctor, so they were taken to a private hospital in Kaduna for medical check-up, but I will not tell you the hospital because they need some rest.

    “We don’t want people to disturb them until they are psychologically and physically fit to see people” the source explained.

    According to him, “they person who went to collect them drove them on a bike from where they dropped them for four hours before they could reach a motorable road. This is very traumatic and they need some rest.”

    The source team explained that Anto’s corpse was found in the bush after he was abandoned by the kidnappers because of his ill health.

    According to him, a day after their abduction, the kidnappers had called to inform that Anto was not well and they had dropped him at a location in the bush.

    “But when dispatched people to the location to carry him, we couldn’t get him after combing the area. The kidnappers who may have been watching us from their hideout said we sent too many people to pick him, so they refused to give further description of the location and we thought they must have gone with him,” he said.

    The source however declined to say whether a ransom was paid for the release of the two clergy men.

    Meanwhile hundreds of church members and well wishers have continued trooped to the church at Katsina road to see their leaders.

     

  • I never slapped my Deputy -El-Rufai

    Kaduna State Governor, Malam Nasir El-Rufai has debunked speculations  that he allegedly engaged his Deputy,  Barnabas Bala Bantex, in a fisticuffs over alleged argument on state matters.

    The cause of the alleged fisticuffs between El-Rufai and Bantex, according to reports was that, the Governor and the deputy have been having a cold war over alleged plans by the governor to sack top civil servants in the state.

    However, speaking at an interactive session with journalists on  Tuesday night, El-Rufai laughed over the rumour, and described the rumour mongers as, “Not quite intelligent enough”.

    He said if the alleged fisticuffs took place in the executive meeting as portrayed by the rumour mongers, there would have been video evident of the fight by some executive members of the State councils, “because nobody is prevented from entering the meeting with his or her phone”

    He said if there is anybody he so much trusted and respected, it is Bantex who he said he had known closely for the past 40 years at Ahmadu Bello University,  Zaria.

    El-Rufai explained that it was based on the trust he has for his deputy that whenever he travelled out of the country, he usually allowed him the rights of an acting governor.

    This rights of acting governor, according to the governor was  never observed by past governors, adding that as  acting governor,  Bantex signed documents and chaired security and executive council meetings.
