    NDLEA seizes drugs worth N13 million in Kaduna

    National Drugs Law Enforcement Agency (NDLEA) in Kaduna State Friday paraded suspected fake drug dealer, Uche Chinyere in possession of expired tramadol drugs worth over 13 million naira.

    Parading the suspect before newsmen in Kaduna, the State Commander, Samuel Azige said the suspect was arrested in possession of 1,544 cartoons of expired tramadol drugs since 2014 and each cartoon cost N9060.

    Azige said the suspect was not just arrested because the drugs were expired but that it will increase crime activities in the state.

    He said the suspect was arrested after a tip off by members of the public.

    According to him, “NDLEA Friday in Zaria arrested a man by name Uche Chinyere. The suspect was arrested in his shop in Kano but has ware house in Zaria where he stores his goods.

    “So we got intelligence on him. It took us about two months and yesterday finally got him arrested.

    “The total number of 1544 cartons of Tramadol drug. It weigh over 15 tonnes of tramadol and each of the carton cost N9060.

    “He has been in the business for long. He told us he expended over N12million on the drugs. The most disturbing aspect is that the drugs are expired since 2014 but he is still stocking them and selling them which is very dangerous. NAFDAC has been campaigning and creating awareness on the dangers of taking expiry drugs.

    “This is someone that does not have the interest of the people at heart but after making money. So he sells these drugs whether they are useful or not useful. As far as he is concerned let him make his money. That is the bottom line.

    “Initially we didn’t know that the drug were expired until after we recovered the drug and we went through the sachet. It was then we discovered that the drugs have expired as far back as 2014. But the bottom line is that this man was arrested because he stored these drugs and he is not trained to handle this drug but only a pharmacist that can dispense the drugs. So he was arrested base on the fact that he was not suppose to be in possession of the drug.

    “Again, you can imagine the gravity of crime the police will battle with if these have been allowed to go into the society.

    “But honestly, I have to thank my officers because I must commend them for a wonderful job. They work diligently and were able to arrest this man.

    “We want to thank the Kaduna state government for the logistics support we have continued to receive from them. These has also enhanced our performance and lead to the recent achievement and arrests made in the state,” he said.

    Azige however said investigation is already on into the matter and in the next one week the suspect will be charged to court.

    Meanwhile, interrogating the suspect, Uche Chinyere who claimed to be a patient medicine dealer admitted that the drugs were expired and that he has been planning to contact the NDLEA and NAFDAC to dispose the drugs before his arrest.

    Members of the Sisters Forum of the Islamic Movement in Nigeria (SFIMN), popularly called the Shi’ite, yesterday protested at the Kaduna Central Market to demand the unconditional release of their leader, Sheik Ibrahim El-Zakzaky.

    He has been in custody for over 50 days.

    Addressing reporters, their  leader, Lubabatu Alhassan, urged Nigerians to join them to oppose misuse of power and authority against unarmed citizens by the government.

    She said: “The indiscriminate and extra-judicial killing of unarmed civilians by the Army calls for condemnation within and outside the country. It calls for investigation into the worst crime against humanity.

    “Following this senseless and inhuman act perpetrated by the state, using the Army, hundreds of children have become orphans and women widows.

    “Since the pogrom, the government and Army have embarked on propaganda, including the use of sectarian sentiments to induce phobia against the Islamic Movement and its members, to cover up for and justify their crime against humanity.”

    The group accused the Kaduna State government of joining forces with the Army to demolish their centre and their leader’s home in Zaria, to cover up the evidence left by the Army.

    It vowed not to be part of the Judicial Commission of Enquiry set up by the government until its leader is released.

    Alhassan said: “The Judicial Commission of Enquiry can better be described as a commission of indictment, where carefully selected arch-enemies of the Movement, and core sectarians were sworn in to investigate the incident along selected points of reference that are inconsiderate of the brutal and indiscriminate killing of our brothers and sisters.”

    Kaduna: Police intercept 33 bags of Indian hemp 

    Kaduna State Police Command Monday intercepted 33 bags of Indian hemp and 34 baskets of hard drugs in Kaduna metropolis.

    This was also as National Agency for Food and Drug Administration and Control (NAFDAC), Kaduna State office, arrested one Mr. Emeka Mbonu in Kaduna for production and sale of unregistered drug product.

    The fake pharmacist was arrested while trying to purchase pharma bottles used by pharmaceutical companies and realizing that he was not a pharmacist or owns a pharmaceutical outlet; NAFDAC was alerted by his would be seller.

    Briefing Journalists, the State Coordinator of NAFDAC, Mr. Kenneth Azikiwe urged the general public to partner with the Agency in the reduction of unwholesome products from the state.

    Azikiwe said, they can do this by alerting the Agency of counterfeiter in their domain so that the health of the populace can be safeguarded.

    He added that on further interrogation, it was discovered that Mr. Mbonu has been on the run from the Agency, Kaduna State for the past six months on suspicion of the production and sale of unregistered Mist Potassium Citrate B.P.C in Kaduna Central Market where he used to have a shop.

    He said it was also discovered that the suspect  was still involved in the illegal manufacturing which led the NAFDAC officers to his residence in Mararaba Rido; outskirt of the state.

    “At his residence, he was found to be using one of his rooms for production and producing under unhygienic conditions. He informed the officers that he only produces on order and distributes to the rural areas because he was being haunted in the city by NAFDAC and people were not patronizing him.

    “The Mist Potassium Citrate B.P.C found in his residence had fake NAFDAC registration number, manufacturing and expiry dates including batch number. The manufacturing address reads Renge Production (Nig.) Ltd. 107 Ibrahim Shakaru Street, Tudun Wada, Kano State which is fake.

    “Mist Potassium Citrate B.P.C is used in the treatment of urinary tract infection and with the use antibiotics change the alkaline/acidity of the urine”. NAFDAC Officer said.

    He said that the culprit will be prosecuted in the law court to deter others from engaging in such activity.

    In a related development, Kaduna State Police Command intercepted 33 bags of Indian hemp and 34 baskets of hard drugs in Kaduna metropolis.

    The Commissioner of Police, Umar Shehu who displayed the drugs said the Police arrested over 150 suspects who are presently being prosecuted in courts.

    The Police Commissioner added that, the Police also recovered 10 bags of Indian hemp in ‘Bacco Bags’, 10 cartoons of hard drugs and 17 jerrycans of liquid toxicant acid.

    The Commissioner of Police thanked Governor Nasir Ahmad El-Rufai for steering the campaign against illicit drugs in the State.

    “As you can see we recorded this achievement in Kaduna town where we intercepted these drugs. We will continue to do our best in containing this menace in view of the negative consequences of drugs in the society.

    “Hard drugs are a strong motivation to crime, rape and other vices and we will continue to do our best without a break.

    “As you know, the government of Kaduna state under the leadership of Governor El-Rufai has been supportive and we are grateful.”

    He said that the Command will hand over the intercepted drugs to National Drug Law Enforcement Agency (NDLEA).

    Last January 18, Kaduna State Governor Nasir El-Rufai launched the free feeding programme for 1.8 million pupils in public primary schools. Some praise the initiative; others give it the thumbs down. ABDULGAFAR ALABELEWE reports

    January 18, the first day of the second term of the 2015/2016 session, brought change to public primary schools in Kaduna State. It was the day the Kaduna State government toed the path of Osun State government to provide free mid-day meals for the 1.8 million pupils of its public primary schools

    Governor Nasir El-Rufai launched the school feeding programme at the Aliyu Makama Road Primary School in Barnawa area of Kaduna metropolis, where he also joined the pupils to eat.

    El-Rufai said 60 per cent of the cost of the programme is being re-imbursed by the Office of the Vice-President, Prof Yemi Osinbajo. The initiative is also getting technical support from The Imperial College London’s Partnership for Child Development.

    He acknowledged the enormity of the responsibility the government had taken by adopting the project, which costs N90 million per day at N50 per meal. However, El-Rufai pledged his commitment to ensuring its success despite challenges? because of its benefits to the pupils in terms of nutrition and enrolment, and to the Kaduna people in terms of job creation for farmers, suppliers and caterers.

    “Every school day, the Kaduna State Government will be providing a meal for 1.8million primary school pupils.  It is an unprecedented undertaking in this state, but one that we solemnly pledged to do when we were campaigning. It is a challenge in terms of its scale, cost and the logistics required to deliver the meals every day. But our children deserve this, and more,” El-Rufai said at the launch.

    It only took only a few days into the project for the teething problems to start emerging – enrolment shot up and contractors struggled to cope.  Also, corruption soon crept into the disbursement of funds to contractors to implement the programme.

    By the third day, schools were reporting that demand had over-stripped supply.  In one school in Sabon-Gari Local Government Area, Bomo Primary School, after feeding 1,235 pupils formally enrolled in the school, 55 pupils were left.

    Teachers at Meyeye One Primary School in Markafi Local Government also reported that many more than the 1,322 pupils had to be fed.  The story was not different in other schools.

    From figures received from all over the state, the Commissioner for Education, Shehu Adamu-Danfulani, said that the enrolment rate had increased by about 64 per cent. The teachers found that the population explosion was as a result of pupils sending siblings to join registered pupils in school.

    By the end of the first week, teachers at Local Education Authority (LEA) Primary School, Maiduguri Road told The Nation found that the school’s population increased by 400 pupils.  Similarly, at Kabala Costain LEA Primary School, the population had grown from 1,200 to 1,850.

    The Nation also observed that the authorities seemed to have found solution to the population problem. This is because the lists of newly enrolled primary school pupils from all the schools have been forwarded to the state government through the State Universal Basic Education Board.

    Assistant Head Teacher (who refused to give his name) Kabala Costain LEA Primary School told this reporter that the food now goes round all the pupils.

    “The food has been going round.  We sometimes get remnant of food from LEA Ja’afaru Estate to give to our pupils,” he said.

    In addition to now being able to cater for the additional 400 pupils that have been enrolled at LEA Primary School, its enrolment officer (names withheld) said the school has found ways to make the pupils stay in school after the meals.

    She said that at the start of the programme, some pupils left the school after eating.  To address that problem, the school started serving the pupils in the classroom.

    “When we found that the children left the school after leaving, we adopted the idea of serving them in the classroom, while lessons continue after the breakfast,” she said.

    The state is also addressing the problem of corruption that caused hitches early in the programme, particularly in Giwa, Jaba and Kachia Local Government Areas (LGA) where the programme did not take off as expected due to the vendors’ inability to access the funds.

    The development led to suspension of a senior education official in Zaria LGA for tampering with funds meant for the programme’s food vendors.

    Adamu-Danfulani said the officer is being investigated.

    He said:”Based on our arrangement, the money for the vendors would be deposited weekly in banks where each of the vendors’ cooperative societies opened their account.

    “The heads of the cooperative societies will thereafter access the money and distribute same to each vendor accordingly, based on the number of pupils expected to be fed in a week at N50 per plate.

    “But it was alleged that the suspended officer gathered all the heads of the cooperative societies within the local government in his office.

    “He collected the money from them and was personally sharing it to the vendors which lasted up to the middle of Monday night, thereby affecting the implementation of the programme in Zaria.

    “That is not his responsibility, and therefore, he is suspended to enable the ministry carry out full investigation into the matter.”

    He added that other LGAs where such cases were reported are also under investigation, adding that any official found involved in such practices would also be prosecuted.

    He also said the ministry had received allegations that some of the heads of the cooperative societies collect money and disbursed to the vendors in bits or in some cases divert the money to their friends instead of the vendors.

    He said that some of the women are already in police net under investigation and would be charged to court if found wanting.

    While the programme has attracted praises in some quarters, it has been criticized by some people.  The most prominent critic has been Senator Danjuma La’ah, who represents the Southern Kaduna Senatorial District in the National Assembly.

    La’ah, in a statement, described the free feeding programme as a misplaced priority considering that many public schools lack basic facilities.  He said the programme was not sustainable.

    “There is no way the feeding programme can be sustainable in Kaduna State when the targeted pupils are about two million and are expected to be fed on daily basis. So, it is a political gimmick and I am not in support of it. I therefore call on the government to do the right things for our education system to move forward instead of spending public resources on what is not tenable among the citizenry,” he said.

    However, a Kaduna-based Nutritionist, Mrs. Hajara Yahaya, said the programme would go a long way to boost nutrition status of children, which is a problem in northern Nigeria.

    “Some documented comparative studies have shown dramatic effects of school food programme on attendance and school achievements.  Low anthropometric measurement, that is, height for age, weight for height and head circumference is associated with poor school achievements. Similarly, Iron deficiency anaemia, missing breakfast and helminthic infections, all of which are nutritional disorders have negative effects on school performance.

    “So, malnutrition hinders cognitive development and it is one of the contributing factors to generally poor school performance among children from low socio-economic communities, who are obviously the majority in Nigeria and Northern Nigeria in particular.

    “So, it is natural that if appropriate correction of nutrition deficiencies is done, it can lead to measurable improvement in cognition, and even in situation of good nutritional status, the brain can be very sensitive to short-term fluctuation of glucose availability,” she said.

    On his part, El-Rufai said the government has other plans to improve education in the state, and is not just focused on school feeding.

    He said: “School feeding is a separate plan of our initiative to expand access to education, to ensure that every child can have nine years of free, decent basic education, no matter the income level of their parents.

    “We began our education programme with the recruitment of teachers for core subject areas, conducted a needs-assessment to identify how we can strengthen the capacity of current teachers and then announced the removal of all bureaucratic impediments to the career advancement and sense of fulfillment of professional teachers in the public school system. We made it clear that a professional teacher can rise to Grade Level 17, without having to stop being a teacher.

    “Having taken steps to raise the morale and capacity of teachers as the frontline workers in delivering quality education, the government began addressing the question of the physical condition of the theatre in which they work: the schools.

    “We inherited a baleful legacy of dilapidated schools, inadequate classrooms, and no furniture for 50 per cent of the pupils. The schools also often lacked water and toilet facilities.

    “The APC government of Kaduna State responded by launching a school rehabilitation programme. It is a massive commitment to fix the more than 4,000 public primary schools in the state and transform them into conducive places for the delivery of quality education. We will strive to complete the rehabilitation within our term of office.”

    Kaduna: Commercial driver suffers epilepsy on wheel, kills pedestrian

    Multiple deaths of passengers and pedestrians in Kaduna city was averted Friday as a commercial driver of an intra-city bus services lost control as a result of epilepsy attack while conveying passengers from the popular Central Market towards Kakuri end of the metropolis.

    However, an eyewitness account said, the driver killed one of the pedestrians who was identified as a female street beggar.

    It was gathered that the said epileptic driver lost control from Jos road side of Ahmadu Bello Way onto Gwandu road, about 500 metres apart, with loud noise from the wobbling vehicle.

    Several passersby were said to have sustained injuries, and were rushed to different hospitals in the metropolis by Good Samaritans.

    According to an eye witness, Ibrahim Ali “We were sitting in front of this shop, all of a sudden, we saw a bus skidding off Ahmadu Bello Way, from Jos road area to as far to Gwandu road area, before Katsina roundabout.

    “The driver was foaming at the mouth as soon as he was brought out of the vehicle, and from all indications, he was suffering from epilepsy, and some people rushed him to hospital.

    “One female beggar by the road side was killed by the driver, and many people were injured, and taken to hospitals,” he said.

    Meanwhile, the Federal Road Safety Commission (FRSC) claimed ignorance of the accident, saying that the Commission did not have record of such accident.

    Efforts to get the Kaduna State Police Command Spokesman; DSP Abubakar Zubairu to respond on the accident was fruitless as he did not pick his phone as at the time of filing this report.

    Members of the Islamic movement in Nigeria (IMN) Wednesday embarked on another peaceful demonstration in Kaduna metropolis demanding unconditional release of their leader, Sheik Ibrahim El-Zakzaky who has been detained for the past 50 days by security agents.

    The protesters who are mostly student came under auspices of Academic Forum of the movement said; “it is pathetic that contrary to Nigerian constitution that said nobody can be detained more than 24 hours without being charged to the court, sheik El-Zakzaky has been in custody for 50days which is a violation of his constitutional right.”

    The leader of the protest Mikaeel Yusuf said, following the military assault on the residents of sheik El-Zakzaky and two of their centers 730 of their members have been missing while 220 are in Kaduna prison, among them women and students.

    “We must accept the fact that students lay the foundation stone of the future of all societies because the youthful stage of a student is a prominent stage compare to all stages of life. It is a stage where students learn life issues and how to tackle challenges ahead and how to build a beautiful life. This is a stage where the growth and development of every Nation is determined.

    “It is now six weeks on, since when the Nigerian Army launched a coordinated crackdown massacre on members of the Islamic Movement in Nigeria under the guardianship of his eminence Allamah Shaikh Ibraheem Zakzaky. Tens of students were brutally killed by the Nigerian Army and hundreds more are still under illegal detentions.

    “This is a display of inhumane and gross violation of fundamental human rights against fellow Nigerian Citizens. Based on the list that the Islamic Movement compiled, 750 men and women are either in military detentions or murdered.

    “Amongst them are dozens of students, excluding the 220 others that are presently in Kaduna, some Prison languishing with gun shots injuries without medical treatment. Children killed in 2014 by the same Army also blocked way? Does the house of Shaikh Zakzaky that was set on fire with people inside and later demolished blocked way?

    “What about killing of finally, we are calling for the immediate release of Allamah Shaikh Ibraheem Zakzaky and his wife as well as all others in detention. The perpetrators of these demonic acts be brought to book for the crime against humanity we demand Justice right now,” he said.

    They however protested from Katsina Roundabout to Kano Road junction on Ahmadu Bello Way, before turning to Kano Road down to Tudun Wada. The streets were shut for the period of the protest.

    Ahead of the inauguration of the commission of inquiry set up by the government over the last December clash between members of the Islamic Movement in Nigeria (IMN), known as the Shi’ite sect, the group at the weekend insisted that it will not appear before the commission, except its leader, Sheikh Ibrahim Yakubu El-Zakzaky is released.
    The group which embarked on a peaceful demonstration in Kaduna at the weekend however said it will never take arm against the constituted government in the country and will not engage in any act of violence to redress the killing of its members in the Army/Shiites clashed that occurred in Zaria.
    Speaking to newsmen after the demonstration, Murktar Abdullahi Sherief said the Movement will engage all legal means to see that justice is done to the members who are killed by the Army.
    He also said that the Shiites Group does not have confidence in the composition of the Judicial Commission set up by the Kaduna state government because some of the members of the commission are arc enemies of the movement and has come out openly to condemned the group’.
    According to him, “As said earlier, one of the conditions for us to appear before the commission is for the government to release of leader Zakzakky and others was held unconditionally.
    “We are saying 730 of our members have yet to be accounted for since the incident and the corpse of those killed are still with the Army let them release the corpse to us for burial in line with Islamic rites.” He said.
    The 40th day Prayer for the repose of the soul of the killed members of the movement was held at the Rigasa central Mosque while the protests started from Katsina Road roundabout to the Leventis roundabout.

    Embrace dialogue, national leadership urges APC Kaduna

    The national leadership of the All Progressives Congress (APC) yesterday urged the Kaduna State chapter to embrace dialogue in resolving crisis, following the alleged suspension of Senator Shehu Sani.

    It warned against insubordination, saying it had consequences.

    “The party will not accept any act that will lead to the loss of any of its prominent members.”

    The Deputy National Publicity Secretary, Comrade Timi Frank, said the decision of the Northwest Zonal Vice Chairman, Inuwa Abdulkadir, reflected the position of the national leadership of the party in the controversial suspension of Senator Sani by the Kaduna State chapter.

    He said Abdulkadir was mandated by the National Working Committee to resolve the crisis.

    After a meeting with party stakeholders in Kaduna last Monday, the Northwest zonal vice chairman announced that the suspension of Senator Sani was null and void, a move that did not go down well with the state chapter, which said the lawmaker’s suspension remained valid.

    The Kaduna State Publicity Secretary of the APC, Salisu Tanko Wusono, faulted Abdulkadir for lifting the suspension, saying he acted without the consent of the national leadership, contrary to Section 21 of the APC constitution.

    Frank said the action of the zonal vice chairman was in line with the party constitution and in accordance with the directive of the national leadership, which wanted an amicable resolution of the crisis.

    He warned the state chapter to desist from making further utterances on Sani’s purported suspension, as the decision of the zonal chairman was the position of the national leadership, which must be respected.

    Frank asked them to desist forthwith from further actions, which might tend to embarrass the party.

    “The position taken by Abdulkadir subsists and has the backing of the national body. It is pertinent that party stakeholders and members take note of this and submit to the will of the party, no matter their interests.

    “Instead of sowing seeds of discord, we must foster unity. All hands must be on deck to achieve this.”

    The General Officer Commanding, (GOC) 1 Mechanized Division of the Nigerian Army, Major General Adeniyi Oyebade has said that, the Nigerian Army has no apology for its recent encounter with members of the Islamic Movement in Nigeria, popularly known as the Shi’ite sect.

    The GOC said that, the Army cannot fold its arms and watch any group or sect threaten the peace and stability of the country.

    Addressing newsmen at the headquarters of 1 Division in Kaduna on Wednesday, the GOC said, the Army has no issue with the Shi’ites, saying “they are like any other sect in the land, but as long as they obey the law of the land no problem, but if any group chooses to challenge the authority of the land, it means they do not value the sanctity of life and the constitution of Nigeria.”

    The GOC added that the military has no issue with the Islamic sect, pointing out that even some military personnel are Shiites by religious calling, but they respected and obeyed constituted authority, and the military has no issue with them.

    According to him, “Army has paid heavily with the blood of its officers and men to protect this country, and so we have no apology any group, either Shiites Islamic sect, Christian sect, even pagan sect that is threatening the peace of the country.

    “We don’t have any issue with the Shiites or any sect at all in the land as long as they obey the law of the land. But if any group tends to challenge the constituted authority of the land, it means that such group does not respect the constitution of the land.

    “Even in the military, we have Shiites members, but there is no issue with them because they are law abiding citizens.

    “But we have issues with those who creates a State within a State, and our rules of engagement are very clear, that is, when there is threat to a constituted authority, it must be arrested before it goes full blown.

    “We know the business of violence but we apply it professionally if the peace of the land is being threatened, so we are appealing to Nigerians who are bent on causing violence stay off,” he said.

    The GOC however insisted that the Army remains the guidance of Nigerian democracy, but stated that, an attempt on the Chief of the nation’s Army is akin to an attempt on a sitting president.

    Giving an overview of the activities of the division in 2015, the GOC said, “We want to re assure the members of the North West zone that the army will do everything possible as mandated by the constitution of Nigeria to protect our people and to enable the people go about their activities without molestation.”

  • Suspected thugs ‘stab’ man to death in Kaduna

    A 29-year-old man, Nansoh Emmanuel Wardam, has been allegedly stabbed to death by suspected thugs at the Television village, Kaduna for mistakenly splashing dirty water on them.

    The suspected hoodlums were reportedly smoking Indian hemp and taking hard drugs on the Jaba Road near the village head’s home.

    The suspects also allegedly stabbed the deceased’s friend, Monday, who was hospitalised at the intensive care unit of St. Gerald’s Catholic Hospital, Kakuri, Kaduna.

    Wardam, son of the Chairman of Kaduna State chapter of the Coalition of Closed Unpaid Textiles Workers, Comrade Wordom Simdik, was married and had a child. He was into aluminum roofing.

    Our reporter learnt that Wardam came from Nassarawa to collect money from his friend, when he mistakenly stepped on a plank that fell into a drainage and splashed water on the suspected thugs playing snooker and smoking Indian hemp. An argument ensued and the hoodlums stabbed him and his friend.

    It was gathered that Wardam was taken to COCCIN Hospital at the Television village, to Gwamna Awan Hospital in Nassarawa and to Barau Dikko Hospital before being brought to St. Gerald’s Hospital where he died.

    Four suspects were arrested and taken to the police post at the Television village, but they were later taken to the police station in Sabon-Tasha because youths threatened to invade the police post and mete out ‘jungle justice’ to the suspects.

    A friend to the deceased’s father, Ishar Iorngulun, said Jaba Road was notorious for crimes.

    Police spokesman Zubairu Abubakar confirmed the incident.

    He said four people were arrested, adding that investigation was on.
