    Summit asks Kano govt to domesticate law against gender based violence

    A summit held at the Bayero University (BUK), Kano, has sought to strengthen legal protections and ensure community accountability structures for zero tolerance on Gender Based Violence (GBV) in the state.

    Convener of the gender justice summit, Barr. Aisha Hamman, said the event was to reflect, test responsibility and call for the protection and dignity of women and girls.

    “It (GBV) lives with us every single day, in our homes, schools, streets, and now, increasingly, in our digital spaces.

    “So, the question before us is: are our systems truly doing enough to protect the most vulnerable amongst us?,” she asked.

    Hamman, who is the founder of Lift Africa which organised the summit, disclosed that the Foundation was inspired as a dream, during her 23 years as a public defense lawyer, during which she worked closely with survivors of gender-based violence.

    She lamented her experience: “I met girls who were abused simply because they were selling groundnuts on the street.

    “I met girls raped while selling rogo (boiled cassava). Girls assaulted for carrying kola nuts worth as little as ₦2,000—leaving home early in the morning and returning late at night.

    “These girls had dreams. They wanted to be educated. They wanted dignity. They wanted to contribute meaningfully to society.

    “But poverty stood in the way. Their parents could not afford school. So they dropped out, turned to street trading, and became exposed to danger. That is where abuse happened.”

    She pointed out that on May 28, 2015, Nigeria signed into law the Violence Against Persons (Prohibition) Act, which criminalised rape, domestic violence, emotional abuse, harmful traditional practices, female genital mutilation, forced isolation, and other forms of violence against women, children, and vulnerable groups.

    She queried that 10 years on, Kano remains the only state in Nigeria yet to domesticate the law against GBV.

    “Kano is home to over 15–16 million people. Yet the entire state relies on one Sexual Assault Referral Centre serving the 44 Local Government Areas. One centre. 44 LGAs.

    “This means thousands of survivors face limited access to medical care, forensic evidence, psychosocial support, and justice.

    “Kano is also one of Nigeria’s highest Gender Based Violence hotspots, yet, Kano operates with weaker coordination, fewer resources, and outdated legal tools, which means that the state lacks the comprehensive legal systems to address this painful menace that has eaten deep and torn the very fabric our society is weaved with. This gap is not merely legal, it is human,” she said.

    She explained that the Kano Gender Justice Summit 2025 is the flagship event of Nigeria’s commemoration of the United Nations 16 Days of Activism Against Gender-Based Violence.

    According to her, the summit was not a gathering to trade blame, but to share responsibilities as leaders and coordinate action.

    “Together, we are here to push for the passage of the Kano State Penal Code Amendment Bill 2021 containing the Harmonised Violence Against Persons Prohibition Act Provisions.

    “A society is not judged by the laws it drafts, but by the speed, sincerity, and fairness with which justice is delivered.

    “Today, Kano has a choice to move from intention to action, from dialogue to decision and from delay to protection,” Barr. Hamman said.

    Ganduje slams Kano govt’s call for his arrest as baseless, reckless

    Former national chairman of the All Progressives Congress (APC), Dr. Abdullahi Umar Ganduje, has dismissed as baseless and reckless the recent call by the Kano state government for his arrest over alleged comments linked to the formation of a militia group.

    In a statement issued on Saturday by his Chief Press Secretary, Edwin Olofu, in Abuja, Ganduje described the move as a reflection of Governor Abba Kabir Yusuf’s desperation and incompetence.

    The immediate past governor of Kano State said the allegation amounted to an abdication of responsibility by an administration that has repeatedly failed to secure the lives and property of residents.

    “It is deeply unfortunate that rather than addressing the escalating insecurity ravaging the state, Governor Yusuf has chosen to chase shadows while searching for scapegoats to conceal his glaring failures,” he said.

    Ganduje lamented that communities such as Bagwai, Shanono, Tsanyawa and others were living in fear, yet the governor had neither visited the affected areas nor shown empathy to victims.

    “His continued absence in moments that require leadership speaks volumes of his disconnect from the people he claims to serve,” he added.

    The Chairman of the Federal Aviation Authority of Nigeria (FAAN) stressed that he had never been associated with violence or any act capable of undermining peace in Kano. 

    He recalled that during his eight-year tenure as governor, Kano remained secure, earning national commendation for maintaining peace and protecting lives and property—an achievement he said stands in sharp contrast to the current administration’s “ineptitude and lack of direction.”

    The statement urged Governor Yusuf to focus on his constitutional duty of safeguarding residents instead of engaging in political theatrics and unfounded allegations.

    Ganduje added that true leadership is demonstrated through purposeful action, responsibility and compassion—not through press conferences and frivolous statements aimed at diverting public attention from government failures.

    Kano govt hails Appeal Court judgement on emirate dispute

    Kano State government yesterday hailed the Court of Appeal judgement on the emirate council dispute involving the dethroned 15th Emir of Kano, Aminu Bayero and the reinstated 16th Emir Muhammadu Sanusi II.

    This was made known in a press conference jointly addressed by the Attorney General and Commissioner for Justice, Haruna Dederi; Commissioner for Local Government and Chieftaincy Affairs, Mohammed Tajo Othman

    Commissioner, and that of Information, Ibrahim Abdullahi Waiya.

     Also at the press conference were all the chairmen of the state’s 44 local government councils as well as the Special Adviser on the Emirates Council, Prof. Tijjani Muhammad Naniya.

     The Court of Appeal in Abuja on Friday set aside the June 20 order by Justice Abubakar Liman of the Federal High Court, Kano, nullifying the steps/actions taken by the Kano State Government pursuant to the Kano State Emirate Council (Repeal) Law 2024, including the appointment of Muhammadu Sanusi II as the 16th Emir of Kano.

     Speaking at the NUJ Press Centre, Kano, the commissioner for Justice said the verdict overturns earlier decisions by the Federal High Court and validates the government’s lawful actions regarding the chieftaincy appointments and reforms in the state’s traditional institutions.

     “This ruling reaffirms the government’s commitment to justice, fairness, and

    adherence to due process in our efforts to modernise traditional structures

    while preserving the cultural heritage of Kano State.

     “The judgment further clarifies the rightful jurisdiction over chieftaincy matters, underscoring the constitutional boundaries of the courts in such affairs,” he said.

     He urged all public and private institutions, as well as individuals, to comply with the Court of Appeal decision and act accordingly to give full effect to the Judgment.

     Dederi said: “The decision by the appellate court to void previous judgments that questioned the state’s lawful appointments underscores the correctness of our actions and strengthens our resolve to continue reforms for equitable representation and inclusive governance.

     “For the avoidance of doubt, all decisions, pronouncements, and orders made by the Federal High Court Kano have been quashed and set aside by the Court of Appeal.

     “Furthermore, the law enacted by the Kano state House of Assembly relating to Emirates and all actions taken by the Governor of Kano State pursuant to that law have been fully upheld and legalised by the Court of Appeal.”

     He added that the state government was grateful to the judiciary “for upholding the principles of justice and fairness,” assuring the Abba Yusuf administration’s commitment to  working with traditional institutions, ensuring harmony, and fostering development across all emirates.

     “We urge all parties to respect the court’s Judgment and join hands with the government to promote peace, unity, and progress in our beloved state.

     “Let us continue to prioritise the collective good of Kano State above all individual interests,” he said.

    Sallah: Kano govt faults police on durbar ban

    The Kano State Government yesterday  deplored the decision of the State Police Command to   ban the traditional Durbar during this year’s  Eid-el Kabir in Kano.

    Attorney General of the state and Justice Commissioner on Saturday said the Durbar was an integral part of Eid-el Kabir celebrations in Kano, and claimed that  “some enemies of the state” were bent on causing a breakdown of law and order with a view to  destroying  the state.

    Dederi spoke at a press conference.

    In his  prepared speech  entitled “Who is Plotting to Cause Anarchy in Kano?”, the commissioner accused the state Police Command of undermining the constitutional authority of the governor.

    “Some people are dishing out instructions to security chiefs in the state so much that the state Commissioner of Police (CP), without any consultation with the State‘s Chief Officer, has issued an order banning Eid-el Kabir festivities in Kano State,” Dederi said.

    Governor Abba Yusuf, according to the commissioner, got to hear of the ban through the media.

    “Who is pushing the police commissioner to usurp the authority of the governor?” he wondered.

    He accused  the same CP  of  “consistently disobeying the legitimate instructions of the governor as chief security officer of the state.”

    In his reaction however,Police  Commissioner Ussain Gumel, said he has never disrespected the governor.

    He described the Attorney General’s allegation of being disrespectful  to the governor  as  unfounded.

    “I mean well for Kano State and my actions speak louder than words,” he said.

    Gumel said he banned the Sallah Durbar to sustain the peace in Kano.

    “In this trying period, the police will enforce the existing court order and prevail on the two contending parties regarding the Kano emirate tussle.

    “We urge them (emirs) to remain apart and respect the court order,” he said.

    Gumel advised worshippers to conduct their normal Eid Prayers at the various designated praying grounds, as usually done.

    The Kano state government has said that the political actors inciting violence over the reinstatement of the Emir of Kano, Alhaji Muhammadu Sanusi II were driven by ulterior motives.

    In a statement released on Monday, May 27, the state commissioner of Information, Baba Halilu Dantiye, stated that the government was gravely concerned about reports from certain media outlets about “the grossly exaggerated violent protests” that have taken place in certain parts of the state in response to the recent abrogation of the four emirates and Sunusi’s reinstatement as the Emir of Kano.

    The statement read: “In view of the current tense situation in the state, the need to allay the fears of the public following the reports, reassure them of government commitment in ensuring the protection of their lives and properties and set the record straight has become necessary to clarify the inaccuracies in the media reports and present the true situation on the ground.

    “Contrary to media reports, there have been no widespread violent protests in Kano State. While the government is aware of isolated incidents in a few areas by a handful of small children and hired miscreants and thugs, these do not in any way reflect the overall situation. These hired unpatriotic individuals were only aiming to destabilize the state for the personal gain and selfish interests of their paymasters. The great majority of Kano state’s citizens have shown remarkable restraints and understanding of the sincere action of the state government.

    “It also behoves to reiterate that the decision by the administration of Abba Kabir Yusuf to legally abrogate the emirates and reinstate the 14th Emir of Kano State was made after careful consideration of the best interests of the state. The move has been welcomed by a significant portion of the populace who understands and cherishes the long-term benefits of a unified emirate structure.”

    “Additionally, the administration claimed that certain political actors were using the media to propagate false information and instigate public disruption, as well as manipulating the situation to cause turmoil and unrest.

    “Their actions and those of their agents are not representative of the genuine feelings of the citizens of Kano State but are instead driven by selfish ulterior motives.

    “The administration of Abba Kabir Yusuf remains steadfast in its commitment to maintaining peace and stability in Kano State. The government will not renege in its responsibility to take all measures to ensure that law and order are upheld and the rights of the citizens are protected,” it added.

    The government urged the general public to disregard “the sensational and grossly exaggerated media reports and support the efforts of the government to create a more cohesive and unified state while calling on the media to exercise responsible journalism and verify facts before publishing any report that has the potential to cause unnecessary tension.”

    “Kano State government under the leadership of Abba Kabir Yusuf remains committed to the progress and development of the state and call on all citizens to join hands in this regard,” the statement added.

    • Victims: We’ve lost over 30 persons

    Leaders of Masallacin Eid Shop Owners and Traders Association, yesterday, said over 30 people lost their lives during and after the demolition of shops at Eid Ground by Kano state government.

    Legal counsel to the traders, Ma’aruf Muhammad Yakasai, said the state government has paid the sum of N1 billion for the demolition of his clients’ properties but insisted justice must be done to those who died or suffered injuries as a result of the demolition.

    The victims said they also want the “criminal aspect of the demolition” investigated and the culprits punished according to the law.

    The association had dragged Kano state government to court, claiming damages of N250 billion. But the court ordered the state government to pay N30 billion as compensation for the demolition of more than 6,000 of their shops at the Eid Ground.

    However, through out-of-court settlement, an agreement was reached that the state government will pay N3 billion in three tranches.

    Briefing journalists at Kano Press Centre, lawyer to the victims Yakasai, said: “We have already received alert of N1 billion for the demolition, but justice must be done to their members who died as a result of the demolition, including those who sustained varying degrees of injuries.”

    Yakasai said he has written the Kano State Commissioner of Police asking him to treat the case as criminal conspiracy, theft, misappropriation and mischief, contrary to sections 97, 286, 308 and 326 against Governor Abba Kabir Yusuf, Rabi’u Musa Kwankwaso and others.

    Part of the letter to the police reads: “We are only known as peaceful traders who only carry out lawful businesses within the area curved out from the Kofar Mata Eid-ground by Kano State Government and allocated to various individuals for commercial purpose.

    “Shortly before the 2023 Governorship election, some people were heard and seen physically and over the media repeatedly, stating unequivocally, that if his party wins the election, they would demolish all the structures/shops (own by our members) at the Kofar Mata Eid-ground.

    “Subsequently, NNPP emerged as the winner of the election, and Governor Abba Kabir Yusif, was sworn in. Unfortunately, even before cabinet members were nominated and appointed, Governor Yusif formed a committee with the sole responsibility of carrying out the demolition exercise. Our shops were demolished. Some criminal minds were also encouraged by the government to loot our properties as the demolishing was on going. They described our hard own properties as public properties and declared same as free for all.

    “Consequently, the suspects succeeded in destroying all the structures; goods and monies (cash) kept in shops were stolen. Some of the victims lost their lives, some are now patients with different sickness, including the killer ‘stroke.’

    “The victims’ orphans and children are left with no parental care and attention, many are rendered homeless. The total estimated value of the properties lost and destroyed is N260 billion…”

    Court gives Kano Govt seven days to respond to claims by councils

    A Federal High Court, Abuja, yesterday, gave Kano State government seven-day ultimatum to show cause why the ex-parte orders sought by the 44 local government areas (LGAs) of the state should not be granted.

    Justice Donatus Okorowo gave the order, in a ruling, shortly after counsel for the plaintiffs and lawyers to the defendants presented their arguments for and against the application.

    The News Agency of Nigeria (NAN) reports that Justice Okorowo had, on December 28, declined to grant the application seeking to bar Governor Abba Yusuf of Kano State from disbursing or spending funds and allocations belonging to the 44 LGGs.

    The judge, rather, ordered the defendants to appear before him on January 3 to show cause why the restraining orders should not be granted.

    He equally granted the plaintiffs’ plea for an order of substituted service on the defendants.

    NAN reports that the ex-parte motion, marked: FHC/ABJ/CS/1733/2023, was filed by the 44 LGAs and the Association of Local Government of Nigeria (ALGON), Kano State Chapter on December 27.

    In the suit, Kano State government, the Kano State Attorney-General and Commissioner for Justice and the state’s Accountant-General were sued as 1st to 3rd defendants respectively

    They had prayed the court for an order restraining the defendants/respondents from controling, managing, further administering, disbursing and spending the funds and allocations belonging to the 44 LGAs of Kano State in the Kano State Joint Local Account, pending the hearing and determination of the plaintiffs’ substantive suit.

    Upon resumed hearing yesterday, the plaintiffs’ counsel, Ibrahim Nasarawa, informed the court that the matter was adjourned for the defendants to show cause why the interim orders should not be granted.

    Nasarawa said the defendants were served in line with the court order but they had failed to file their processes to show cause within the three days prescribed by rule of the court.

    The lawyer, therefore, prayed the court to grant the orders sought in their ex-parte motion in accordance with Order 26, Rule 11 of the FHC.

    But Hafeez Matanmi, who appeared for the 1st and 2nd defendants, disagreed with Nasarawa’s submission.

    He told the court that he was only briefed the previous day (Tuesday) by his clients and had filed a memorandum of conditional appearance today (Wednesday).

    Matanmi, who said that Nasarawa was served with the application earlier in the morning, stated that he was yet to see all the plaintiffs’ processes in the matter

    He argued that he could not have put up a defence in the case without seeing the processes filed, including the motion on notice and the orders.

    He said there is no way he can show cause without seeing all the processes including the motion on notice as well as the orders.

    The Kano State Agropastoral Development Project (KSADP) in collaboration with Japanese firm, Sasakawa Africa Association (SAA) have trained 45 local fabricators in manufacturing of agricultural machines. 

    The local fabricators were empowered with welding and fabrication kits such as; a pair of welding Helmets, Safety Glasses, Welding inverter machines, Angle grinders, safety booths, and protective gloves worth N8.5 million to enhance their trade. 

    The project which is funded by the Islamic Development Bank (IsDB), Lives and Livelihoods Funds is being executed in collaboration with the Agricultural Engineering Department workshop at the Institute of Agricultural Research (IAR) of Ahmadu Bello University (ABU), Zaria. 

    Speaking during a media tour in the state, the Communication Officer for SAA, Moses Nongoatse, said the program aims to enhance the skills of local fabricators and welders, enabling them to produce high-quality agricultural machines that meet the needs of smallholder farmers. 

    Nongoatse noted that the training program facilitated by the Sasakawa Africa Association, implementing the crop component of the KSADP, focused on practical skills development, with 90 percent of the training dedicated to hands-on activities. 

    He said the training is expected to provide participants with the skills necessary to operate and maintain machinery efficiently, reducing reliance on manual labour. It also aims to equip participants with the technical knowledge and skills required to design, fabricate, and supply high-quality agricultural machines.

    ”The training will also emphasise the quality and durability of locally manufactured machines, dispelling any misconceptions about their performance. Through the training, participants will also be provided with basic business management skills, helping them to run their fabrication businesses effectively.

     ”The agricultural sector in Kano State, Nigeria, is undergoing a transformation driven by the increasing adoption of mechanization. 

    ”While this shift is promising for boosting productivity and reducing labour burdens, the local manufacturing of agricultural machines faces several challenges. These include erratic power supply, high raw material costs, inefficient automation, and a lack of technical know-how”, he added. 

     The Nation learnt that the trainees, selected from the 44 local government areas of the state, were taught general safety precautions, how to read manufacturing drawings, operate machine tools, balance rotating parts, and weld components effectively.

    The New Nigeria People’s Party (NNPP) and the Kano state government on Friday, November 24, dismissed claims by the members of the All Progressives Congress (APC) in the state, alleging plots to attack them on Saturday, November 25.

    Both the party and the government said the APC in Kano was probably planning to use political thugs to cause trouble in the state and blame it on them.

    A member of the National Working Committee of the party loyal to the presidential candidate and the national auditor of the party, Oladipo Johnson told The Nation that the allegations by the APC were baseless and without any iota of truth.

    Johnson said: “It’s just a lie. They are just trying to weep up sentiments and do what they have been asked to do by the leaders of their party in other to blackmail the NNPP.

    “Our members are peace-loving people.  The elections came, they didn’t fight. The tribunal judgment came, and they didn’t fight. That is a clear indication that they are peace-loving people.

    “All they want is for justice to prevail. So, let the APC members in Kano stop projecting.  They are projecting what they want to do because our people have never said the plan to do such things.  The public should know that the NNPP and Kwankwasiyya movement stand for peace.”

    The chief press secretary to the Kano state governor, Sanusi Bature also dismissed the allegations saying the matter in court will be settled in the court.

    Bature said: “There is no activity happening on Saturday that has any relationship directly or indirectly with the government, especially protest.

    “As a government, we are responsible for the protection of the lives of the people of Kano state be they citizens, residents, or neighbours. So, it is a mere allegation to say that the state is sponsoring any activity against the people.

    “The issue in court is a legal matter. It has started in court and will be settled in court.  They are probably trying to sponsor some thugs to orchestrate some evil activities in the name of the government or NNPP. 

    “So I want to dismiss this assertion that the government is sponsoring any protest because there is nothing like that. It is just propaganda sponsored by the APC.”

    The Kano State government has released N2 billion to the accounts of 1,313 pensioners as their pension arrears and gratuity.

    The Abdullahi Umar Ganduje administration had set up an eight-member committee to facilitate the settlement of outstanding retirement benefits for pensioners in the state.

    Kick-starting the payment at the Government House in Kano, Governor Ganduje said the payment covered November 2015 to June, last year, based on the report submitted by the committee.

    He said: “Just recently, a committee, under the Permanent Secretary in the Establishment Office of the Head of Civil Service, Hajiya Uwani Musa, was set up by this administration to complement the effort of the Pension Fund Trustees in the payment of retirement benefits.

    “In this regard, the committee submitted its first report covering November 2015 to June 2017, in which N2 billion will be distributed to 1,313 beneficiaries, which we are witnessing today.”

    Ganduje, who was represented by his deputy, Dr. Nasiru Yusuf Gawuna, noted that the administration had spent over N36 billion as monthly pensions.

    The governor said the administration also paid over N9 billion to 5,858 pensioners as outstanding pension benefits covering gratuity/death benefits and pension arrears inherited from the previous administration.

    Assuring for the sustainability of the pension payment in the state, he said: “This committee has just concluded the compilation of its second report, covering June to December 2016. If the financial commitment is submitted to the government, it will be given special consideration.”

    Ganduje added that a Technical Committee on Pension had been inaugurated to improve the 2006 pension law and examine the possibility of amending the relevant sections of the law to strengthen the pension fund and insulate it from Executive arbitrariness.

    He said: “I will like to use this medium to draw the attention of the Kano State Judiciary, particularly the Shari’a Court, as a matter of urgency, to disburse all the money to the heirs of deceased civil servants immediately after the payment.”

    The Head of Civil Service (HOCS), Alhaji Auwal Muhammad Na’iya, noted that the numerous achievements being recorded by the present administration under the civil service operation had become a clear testimony of its commitment to the welfare of the civil servants and pensioners.

    “The state government, under the leadership of Governor Ganduje, makes the prompt payment of salary to civil servants at N1.6 billion monthly and over N1 billion to pensioners, apart from the issue of annual increment, promotion and training of workers.”

    The Chairman of the State Pension Fund Trustees, Alhaji Sani Dawaki Gabasawa, thanked the government for supporting the pension trustees.

    He said there was no single month in which the state’s pensioners did not get their pension.
