    Insist on fiscal federalism, Fayemi urges lawmakers

    Ekiti State Governor Kayode Fayemi has lamented the poor fortune of states in the “sham Nigerian federation”.

    In his “State of the State” address to the House of Assembly yesterday, Fayemi urged the lawmakers to join the struggle against “repressive federal power.”

    He said: “Because every state in Nigeria depends largely on the allocation from the federation account and the annual budgets of states are predicated upon earnings from the federation account, any major change, due to poor handling/depletion of the nations’ resources, will expectedly have ripple effects on the implementation of budgets at the state and local government levels.”

    Fayemi said Nigeria earned more revenue from oil sale in 2013 and 2014 than budgeted, given the fact that “the average oil benchmark prices in the national budget are $79 per barrel for 2013 and $77.5 per barrel for 2014”, adding: “At no time did Nigerian oil sell less than $95 in 2013 and $110 in 2014.”

    He urged the Assembly to critically assess the revenue going into the federation account and direct that they should be reported in the consolidated revenue fund.

    The governor called for the abolition of the excess crude account, saying it allows the Federal Government to “manipulate” the proceeds into the federation account.

    He urged the Assembly to join in the struggle to ensure the separation of the Office of the Accountant-General of the Federation and the Office of the Accountant-General of the Federal Government; creation of the Office of the Auditor-General of the Federation, which shall be separate from the Office of the Auditor-General of the Federal Government; audit of Nigeria National Petroleum Corporation (NNPC) account; payment of outstanding revenue due to the federation account by NNPC; and review of the revenue allocation formula, which was last done 15 years ago.

    Fayemi said N4.929 trillion had not been remitted into the federation account in the last three years, noting that the country’s oil proceeds had consistently shrunk due to the alleged schemes of the Federal Government through the consolidated revenue earnings.

    On the Sovereign Wealth Fund for the excess crude account, Fayemi said the deductions by the Federal Government were “insensitive and criminal”, adding: “Ekiti was shortchanged of N481 million in terms of monthly allocations from the federation account between September, 2013 and February, 2014.

    “What we are doing today is necessary to ensure that our people are not left in the dark because Nigeria’s economy depends largely on oil.”

    The governor urged members of the Assembly to alert people of the state’s unstable earnings and the “mismanagement of funds by the Federal Government”.

    He urged the Supreme Court to hear cases of illegal deductions before it to halt the impending financial crisis facing some states due to the paucity of funds.

    Fayemi has made Ekiti welfare state, says Ajibola

    A retired judge of the World Court in The Hague, Netherlands, Prince Bola Ajibola (SAN) has commended the Ekiti State Governor, Dr. Kayode Fayemi, for what he described as “his impressive welfarist programmes.”

    The former Attorney General of the Federation and Minister of Justice spoke in Ikere-Ekiti in Ikere Local Government Area of the state on Friday when he led a delegation of Senior Citizens Care Foundation to observe the payment of N5,000 Social Security stipend to elderly individuals by the state government for the month of February.

    Ajibola maintained that while there were some states in Nigeria that are implementing welfare programmes, the “Ekiti model,” according to him, “is clearly exemplary”, adding, “I am overwhelmed with what we saw and I will write the national confab to adopt the model.”

    Expressing joy that the programme is being implemented without hitches by the Fayemi administration, Ajibola added that this is a clear indication that the “programme can be replicated across the states of the federation.”

    The international jurist further pointed out, “It is important that more people have to be taken out of extreme poverty; we should not encourage a situation where we have a lot of poor people. Those who are deprived must be supported. The benefit of good life must be spread to everybody. Things must go round and it must be done every time.”

    Speaking at the occasion, Governor Fayemi said the social security scheme was an idea whose time has come, noting, “It is a crucial part of my administration’s objective of banishing poverty among the people.”

    Ekiti State Governor Kayode Fayemi has named Chairman of the defunct Movement for Ekiti State Creation Chief Oladeji Fasuan is to lead the state’s delegates to the National Conference.

    Others on the delegation are International Law expert Prof. Akin Oyebode; Prof. Bisi Aina; Catholic Bishop of Ekiti Diocese Rev. Felix Ajakaye; Secretary, Yoruba Unity Group (YUG), Dr. Kunle Olajide and Chairman, Ekiti State Council of Traditional Rulers, Oba Idowu Babalola.

    According to a letter to the President from Governor Kayode Fayemi, Fasuan fills the Elder Statesman’s slot. Prof. Oyebode, Prof. Aina and Bishop Ajakaye represent Ekiti North, Ekiti Central and Ekiti South senatorial districts.

    Dr. Olajide and Oba Babalola fill the two slots allocated to Ekiti out of the 15 slots to ethnic groups in the zone.

    The All Progressives Congress (APC) governors yesterday said the party is different from the Peoples Democratic Party (PDP) because it is people-centred.

    The party also described President Goodluck Jonathan’s visit to churches ahead of the 2015 elections as “church tourism,”.

    The governors spoke at the first Progressive Governance Lecture in Ibadan, the Oyo State capital. The lecture has “Unemployment and the Crisis of Governance in Nigeria: the Way Forward” as the theme.

    It was organised by the Progressive Governors Forum (PGF).

    Ekiti State Governor Kayode Fayemi said of the difference between the APC and the Peoples Democratic Party (PDP): “Some people now say that both PDP and APC are the same. They say there is no difference. Governor Kwankwanso was in PDP, he is now in APC. Governor Rotimi Amaechi was in PDP, he now is in APC. I urge you to also check what those governors were doing when they were in the PDP.

    “We have never said that all the people in PDP are bad leaders. That has never been our argument. Our argument has been that the influence of the-end-justifies-the-means politicians in the PDP is overwhelming. And that is why they are not making any progress beyond this jobless growth that we are witnessing. When you go there, you can see it. Governor Kwankwanso runs a free education programme now in Kano. Governor Amaechi runs free education in Rivers. Governor Nyako does the same in Adamawa. So, there are many ties that bind us together and we believe that ideologically, we are Siamese twins. And that is why they are here. We also want to enrich what we are doing with the examples they have shown in their states and other states. Of course, you can see the difference in Ibadan. I am not saying this just to humour my brother, the governor of Oyo State. I was born, grew up here and know this city like the back of my hand and I know the progress that it has witnessed in the short period of time that Governor Ajmobi has taken on the reins of power. You know what is going on in Lagos, Ogun, Edo, Osun and Ekiti states.”

    Fayemi and other party leaders, who spoke at the lecture, said the 2015 election would be a contest of ideas, not of physical strength, sentiment or violence.

    On the determination of the party to revitalise Nigerian economy through job creation and other initiatives, Fayemi said: “The reason why we are progressive is that we believe that we owe a duty to our people, that it is not a favour to our people to empower them to become people who have self worth in their own right. And job is not about earning a wage. It is about the dignity that it gives our people. That is why we are making this the first in the series if the PGF lectures. And there is a direct nexus between governance and employment. The disconnections that the lecturer have pointed out, the issues that have been raised are also borne by the evidence before us. The strategic committee of this group headed by Governor Fashola has been receiving results from the polls that we commissioned in the 36 states of the federation. The polls we have been doing make it clear to us that the number one issue for Nigerians across the length and breadth of the country is joblessness. Next is insecurity. But as Governor Kwankwanso has highlighted, there is a connection between joblessness and insecurity. When you look at what we are witnessing in the Northeastern part of the country today, there are those who say it is religious, there also those who want to make us believe it is ethnic. But as a student of security, the most critical factor responsible for crisis in the North is economy. That is what has made it possible for some Nigerians to believe that they have no future than to throw themselves in arms way in the name of creating an alternative republic. That, for us, is what we need to tackle. When we cut off the oxygen that is fueling the crisis in Borno, Adamawa, Yobe and other parts, we clearly must understand the connection between insecurity and poverty.”

    Earlier, welcoming the guests to the state, Oyo State Go ernor, Abiola Ajimobi, reeled out his achievements in the last 1000 days, stressing that his administration has redefined governance. He pointed out that it has also brought back an enabling environment for businesses to thrive

    “The revolution is unprecedented. From the ashes of the second dirtiest city, we have raised the level of cleanliness to make Ibadan one of the neatest. We are attracting investors due to conducive atmosphere.

    Your presence here today adds to our huge intellectual account.”

    Highlighting the danger of unemployment, Ajimobi said it has become urgent for any responsible government to act fast.

    “By taking on this challenge, we are telling the world that when we eventually take over federal governance, we will tackle this and other challenges confronting the country.” He said.

    The Chairman of the occasion and former Lagos State Governor Asiwaju Bola Tinubu said irrespective of the position various Nigerians hold about the country or the party, the APC governors and its leaders came together for the progress of Nigerians.

    He said they embraced progressive politics in order to lift citizens out of their frustration, adding that party leaders and members laid down their differences and political idiosyncrasies in the larger interest of the country.

    The guest lecturer, Dr Ayo Teriba, dissected the current state of the economy, particularly unemployment. He disclosed that though Nigeria is among the five fastest growing economies in the world, the country has double digit unemployment rate, which he put at 23 per cent.

    As a way out of the current parlous state, Teriba recommended that government must take data reading more seriously, revamp rail transportation, support economic intelligence and reform policy processes, among others.

    He said: “To make democratic governance a tool for delivering economic tangible and enduring economic benefits in the future, Nigeria needs to make monthly employment data available before the end of each month, fix rail transportation, rethink fiscal policy, refocus monetary policy, and ensure that elected officials accept responsibility for policy formulation and coordination. Appointees can implement but elected officials must adopt modalities for ensuring transparency and accountability in policy mplementation. Examples of successes in using democracies as a tool for economic advancement abound.”

    The Chairman of the Progressive Governors Forum and Imo State Governor Rochas Okorocha, said agreements at the lecture would be implemented in APC-controlled states .

    The governors and party leaders visited the Lekan Salami Stadium, Adamasngba where they addressed crowd of party supporters who came to welcome them to Oyo State.

    They were led by the National Chairman, Chief Bisi Akande and National Leader Gen. Mohammadu Buhari. The governors include Rotimi Amaechi (Rivers), Murtala Nyako (Adamawa), Rabiu Kwankwanso (Kano), Borno State Deputy Governor Alhaji Umaru Mustapha, his Osun State counterpart, Titilayo Laoye-Tomori, Dr Kayode Fayemi (Ekiti), Ibikunle Amosun (Ogun) and the Edo State Secretary to the State Government, Prof Julius Ihonvbere.

    Former Ogun State Governor Aremo Olusegun Osoba and former governor of Ekiti State, Chief Niyi Adebayo were also there.

    Olubolade joins Ekiti governorship race

    Former Minister of Police Affairs, Navy Capt. Caleb Olubolade, on Saturday, declared that he would contest the 21st June governorship election.

    He made the declaration in Ado-Ekiti, the state capital, at a reception organised for him by members of the Peoples Democratic Party (PDP), where he declared his intention to contest the election.

    Olubolade berated the Ekiti State Governor, Dr. Kayode Fayemi, for obtaining a N25billion bond from the capital market, noting that, “borrowing of money by Fayemi is a product of failure of governance. It is a sign that he is running a failed government.”

    Olubolade added, “I want to assure you that I will not borrow a dime to finance the state and all I am going to execute as programmes will align with the transformation agenda of President Jonathan.”

    Meanwhile, a swift reaction by the spokesperson of the Fayemi Campaign Organisation, Mr. Dimeji Daniels, clarified that “Olubolade’s puerile outbursts are products of a befuddled power seeker.”

    Daniels said, “Navy Captain Caleb Olubolade is not in tune with governance, because if he is, he would know that borrowing from the capital market to execute regenerative projects and bring about infrastructural development is not tantamount to failure in governance.

    “In all their seven and a half years of profligate and rudderless governance in Ekiti, they never in their wildest thoughts felt Ire Burnt Bricks Industry could be resuscitated because the PDP does not resuscitate, rather it kills.”

    2014 election: ‘External forces’ must be checked, says Fayemi

    Ekiti State Governor, Dr. Kayode Fayemi, has said the June 21 governorship election in the state would only be ‘free, fair and credible’ if the influence of ‘external forces’ could be reined in.

    Fayemi expressed fears that “some politicians are of the belief that the Ekiti election is the beginning of the 2015 Presidential election,” insisting that “the two are distinct and different from each other and should not be lumped as one.”

    He said, “I quite believed that something was fishy when the Independent National Electoral Commission (INEC) lumped up the date of the Ekiti and Osun elections with that of the presidential election coming up in 2015.

    “Ordinarily, what the Electoral Act stipulated is that the timetable should be announced four months to the date of election. So, immediately INEC took the step, some people now see Ekiti as a gateway to the Southwest ahead of the presidential election, because the north seems to be a no-go-area.

    “But I want to believe that the two elections are different and approach to them must be handled differently.”

    The governor made the statement on Friday in Ado-Ekiti, the state capital, while receiving some media executives who were in his office on a courtesy visit.

    Fayemi maintained that the people of the state would resist any attempt to upturn ‘the popular verdict of the people’ through the election, citing the experience of the state between 2007 and 2010.

    According to him, “An average Ekiti man doesn’t want a flawed election. They don’t care about who wins or loses the election provided the election is free and fair. Ekiti is a different state, because everybody is interested in who governs him unlike states where the people may decide not to raise a eyebrow even when elections are rigged.

    “The popular notion that Ekiti will be a test case to the 2015 election has been causing the crisis and that was why they were heating up the polity in Ekiti to attract the attention of those external forces who are interested in the outcome of Ekiti election,” he said.

    THE All Progressives Congress (APC) in Ekiti State registered 226,527 people in its just concluded membership registration.

    The Interim Chairman, Chief Jide Awe, said despite provocations from the opposition, the exercise was successful.

    He thanked the people for coming out to register and urged intending members to register at their wards, adding that the registration was “continuous.”

    Awe, who earlier forecasted that the party would register 100,000 members, said he based his earlier permutation on a 100 per polling unit.

    He said the large turn out showed that the people have confidence in the APC and the Governor Kayode Fayemi administration.

    A breakdown of the figures, according to local governments, is as follows: Ado, 30,070; Oye, 23,130; Ekiti Southwest, 19,972; Ijero, 16,379; Ikole, 16,294; Ekiti West, 16,020; Irepodun/Ifelodun, 15,389; Ido/Osi, 13,100; Gbonyin, 12, 656; Moba, 11,028; Ikere, 10,568; Ekiti East, 10,070; Ise /Orun, 9,586; Efon, 8,594; Emure, 8,156 and Ilejemeje, 5,515.

    Awe said the February 12 closing date announced by the party was intended to assess the turnout, adding that the registration continues in wards.

    He debunked the allegation that civil servants were compelled to register as members of the party.

    In Oyo State, the party registered over 500,000 members.

    A source said the party was still collating data on the number of people registered in each local government.

    Former Speaker of the House of Representatives and Interim Deputy National Secretary of the All Progressives Congress (APC) Alhaji Aminu Masari has charged the Independent National Electoral Commission (INEC) to conduct a credible governorship poll in Ekiti State.

    The APC leader gave the charge in Ado Ekiti during a courtesy call on Governor Kayode Fayemi. He said the APC is worried by the lip service paid by INEC to conduct free and fair elections in recent time.

    Masari, who urged Ekiti people to carefully monitor the electioneering process, asked the electoral umpire to justify people’s confidence in the commission by making sure that the governorship election in Ekiti state is not a repeat of the Anambra hicupps.

    “The INEC should walk the talk. The director of ICT made available the presentation at the stakeholders meeting in Ado, but the presentation is not the issue, implementation is the solution. From our experience in Anambra and other places where INEC made presentations, promising that they were going to conduct credible election, it never happened. So even here in Ekiti, we are not comfortable and then we are comfortable. The election has to be free and fair because Ekiti is an enlightened society with the highest number of educated elite in Nigeria. I hope they will be able to monitor it to ensure the election is free and fair”, he said.

    He asserted that the APC would allow rigging in Ekiti.

    The former Speaker, who described the programmes of the Dr. Fayemi-led administration as second to none in the history of the state, expressed confidence that the party will defeat his opponents.

    On the return of some of the House of Representative members to the PDP, Alhaji Masari said regret is inevitable for the defectors, saying it is better to be people-oriented and principled politicians than being sycophants.

    ‘NHIS’ll improve health care delivery’

    The Ekiti State government unfolded a plan yesterday to fast-track the implementation of its health programmes, including free health care services to infants and expectant mothers.

    It said it would use the National Health Insurance Scheme (NHIS) to fulfill its health obligations to residents.

    Deputy Governor Prof. Modupe Adelabu spoke in her office in Ado-Ekiti while hosting a delegation led by NHIS Executive Secretary Dr. Femi Thomas.

    She said the Governor Kayode Fayemi administration was determined to give every resident access to quality health care services, adding: “To provide free health care for every class of people in the society, the government has taken its free health care missions to every corner of the state. The free medical check-up and treatment for civil servants is part of the strategies to ensure that every citizen enjoys good health and contributes to the state’s growth.”

    Prof. Adelabu said the government has found a veritable platform in the NHIS to fast-track its health care agenda.

    Thomas, a former commissioner for Health in the state, hailed the administration’s accomplishments in the health sector, particularly on maternal and child health.

    He said the administration’s free health had reduced maternal and child mortality and increased life expectancy.

    Thomas said he was in the state to discuss how the state could key into NHIS programmes and the Universal Health Scheme.

    He urged the government to incorporate the formal sector, such as labour unions, in the scheme.

    Thomas requested for a piece of land in a good location in Ado-Ekiti, where the organisation could build its office.

    Minister of Industry, Trade and Investments Olusegun Aganga has described Ekiti State Governor Kayode Fayemi as a purposeful leader guided by values.

    He said Fayemi “is one of the few astute managers of men and resources in the country”.

    Speaking in Lagos on Sunday at the First Distinguished Alumni Lecture of the Christ’s School, Ado-Ekiti, Alumni Association, Lagos Branch, Aganga described Fayemi as an example of “genuine service to humanity.”

    The minister, who spoke on: “The Emerging Industrial & Investment Climate in Nigeria: New Opportunities for the Nigerian People”, said he was not surprised by Fayemi’s achievements, adding that the governor imbibed the values of service and selflessness taught at Christ’s School, Ado-Ekiti.

    Aganga, a former Christ’s School pupil, said many of the school’s alumni were good ambassadors.

    He said: “Every big success is a product of breaking away from old tradition. Nigeria needs commitment, re-orientation and moral values from individuals and organisation to excel. We had the values before but it got eroded. There is need for value re-orientation, if we must achieve our economic growth.”

    On the Federal Government’s efforts to transform the economy, Aganga said the government would continue to provide an enabling business environment, urging individuals to take advantage of the opportunities.

    He mentioned power, transportation and manufacturing as areas where the government’s efforts were yielding results.

    Aganga described the privatisation of the power sector as the best decision to rescue the sector.
