    Ahmed presents N135bn budget to Kwara Assembly

    Kwara State Governor, Dr Abdulfatah Ahmed, has presented a 2017 budget estimate of N135, 064, 529, 461 to the State House of Assembly for consideration and approval.

    The governor presented the appropriation bill tagged: “Budget of Introspection and Sustenance” to the House on Thursday.

    He said the budget showed an increase of N23, 682, 157, 934 representing 21.2% of the 2016 revised budget.

    According to the Gov Ahmed, the sum of N57, 479, 632, 894 representing 42.5% was earmarked as recurrent expenditure.

    He also told the House that N70, 986, 667, 592 representing 52.5% of the budget went to capital expenditure, while N6, 798, 228, 975 representing 5% of the total budget is for public debt service.

    Under Sectoral allocation, Ahmed said that Economic Affairs took the lion share of N35, 437, 302, 393 representing 26% of the total budget, followed by Education with a sum of N29,936,179,606 representing 22% of the total budget.

    General Public Services came third with the sum of N26, 497, 822, 611 presenting 20% of the 2017 total budget.

    The Governor said the 2017 budget was anchored on current economic realities and determination to look inwards for sustained prosperity and development.

    “Mr Speaker, Honorable Members, the 2017 Budget proposal builds on the prevailing macroeconomic realities in the country as a result of

    “We have therefore maintained a prudent approach to estimating revenues for the 2017 financial year in order to cushion the economy from possible fiscal shocks that may arise.

    “Mr Speaker, Honorable Members, in formulating the 2017 Budget proposal, we maintained a zero-based budgeting to arrive at our projections,” Gov Ahmed added.

    According to him, the 2017 budget was based on oil price benchmark of $42.5 per barrel, oil production of 2.2 million barrels per day, average Exchange Rate of N1 to 305/$ and inflation Rate of 10.28%.

    The Governor said the 2017 appropriation bill is expected to be financed through Federal Allocations to the state, Internally Generated Revenue (IGR) and Value Added Tax (VAT).

    Ahmed also said the budget would be funded through Capital Development Fund Receipt/Aid and Term Loan facility from Financial Institutions.

    The Governor told the House that about N23, 703, 893, 175 representing 17.6 percent of the budget would be sourced from Federation Account, while IGR would fetch N29.3 billion, representing 21.5 percent.

    Gov Ahmed reassured the people of the state of the commitment of his administration to implement result oriented policies and programmes that will boost economic activities, unlock growth and create jobs in the 2017 financial year.

    “All on-going capital projects under the General Public Service Sector will be accorded the highest priority to ensure their completion in 2017 financial year.

    “The State government will continue to accord high premium to the wellbeing of its workers in all ramifications”, the governor said.

    He stated that more qualified youths will be engaged to address staff shortage created by voluntary retirement and resignation in 2017.

    Ahmed also said that attention will be given to the provision of operational vehicles to all MDAs in the 2017 fiscal year.

    Kwara shuts down 132 illegal schools

    The Government of Kwara State said on Thursday that it had closed 132 illegal private schools operating in the state.

    Hajia Zainab Bello, the Director of Quality Assurance in the Ministry of Education and Human Capital Development, said apart from being illegal, the schools were operating within unhygienic environments.

    Bello, who spoke on behalf of Alhaji Musa Yeketi, State Commissioner for Education and Human Capital Development while closing 19 other private schools, said the government had begun verification of tertiary institutions in the state.

    She said that the objective of the exercise was to fish out those violating the laws that established them.

    Bello said that the government had previously shut down schools which were either built with wooden planks or operating without due authorisation from the state government.
    The director assured of the state government’s commitment to ensuring quality education, stressing that government would continue to close private schools operating illegally.

    Ahmed, Saraki absent at Ilorin Eid Prayers

    Governor Abdulfatah Ahmed of Kwara state and Senate president, Dr Bukola Saraki as well as top government functionaries were conspicuously absent at the Eid-el-Fitri prayers on Wednesday in Ilorin.

    The News Agency of Nigeria (NAN) reports that both the governor and Saraki were usually present at the Eid praying ground during Salah celebrations.

    No reason was given for their absence although a top Government House source told NAN that the governor prayed at a private mosque in the state capital.

    NAN also reports that the duo usually paid the traditional homage to the Emir, Alhaji Sulu Gambari, immediately after the Eid prayers.

    They were, however, absent for the traditional homage and the accompanying Durbar which often followed the Eid prayers.

    NAN further reports that Ahmed had last year stayed away from the Eid praying ground while those who attended with the senate president were pelted with stones and sachet water by angry workers whose salaries were not paid.

    NAN also reports that there was a fracas at the palace of the emir who was hosting this year’s traditional “ night of prayers’’ on Sunday.

    A palace source confided in NAN that mid-way into the programme, a cleric rose to defend government’s inability to pay workers’ salaries and this drew the anger of the people.

    The source told NAN that the crowd went berserk, disconnecting the electricity supply to the venue and freely throwing chairs at dignitaries at the event.

    The Secretary of Sheikh Alimi Foundation, Abdulazeez Arowona, in a statement confirmed there was fracas at the palace during the programme.

    I was ‘extremely rich’ before becoming Kwara gov – Saraki

    The Senate President, Bukola Saraki said Tuesday that he was “extremely rich” before he became Kwara State governor in 2003.

    He said he had $22million US dollars, about 12million pounds, 2.6m Euro and about N4billion in cash in his various accounts.

    Aside the liquid asset, Saraki said he also possessed landed property estimated at N2billion and 15 vehicles valued at about N263.4m.

    He gave details of the vehicles he acquired as at 2003 to include: Mercedes X320, valued at N16m; Mercedes X500 worth N20m; Mercedes G500, valued at N6m; Mercedes V220 worth 2m and Ferrari456GT, valued at N25m.

    Others are:  Navigator, N15m, MN240 worth N8.5m; Peugeot 406, valued at N2.9m; Mercedes CLK 320 worth N9m; Mercedes E320 valued at N11m; Mercedes G500 bullet proof, worth N45m; Mercedes X500 worth N300m; Lexus jeep Bullet proof, valued at N30m and Lincoln Navigator Bullet Proof worth N25m.

    Saraki’s lawyer, Paul Erokoro (SAN) made this public Tuesday at the resumption of the Senate President’s trial for false asset declaration before the Code of Conduct Tribunal (CCT), Abuja.

    Erokoro, who was cross-examining the first prosecution witness, Michael Wetkas, identified the assets as claimed by Saraki in the asset declaration form he submitted to the Code of Conduct Bureau (CCB) in 2003.

    Erokoro said he needed to point out that his client was very rich before he became Kwara State governor to erase the wrong impression created by the prosecution that, he could not have acquired the property he claimed to have, without obtaining loans from banks

    The lawyer was however silent on the source of his client’s wealth and how he came about all the property and cash he claimed to have possessed before he became governor in 2003.

    However, Saraki’s profile, as contained in “Wikipedia, the online encyclopedia,” indicated that he was born on 19 December 1962 and studied at the London Hospital Medical College of the University of London from 1982 to 1987, when he obtained his M.B.B.S (London).

    He worked as a medical officer at Rush Green Hospital, Essex, from 1988 to 1989 and was a director of Société Générale Bank (Nig) Ltd from 1990 to 2000. The bank founded by his now late father, Olusola Saraki, had its operating licence withdrawn in January 2006, the Central Bank of Nigeria (CBN).

    In 2000, President Olusegun Obasanjo appointed Saraki as Special Assistant to the President on Budget, a position he held until he became governor.

    When asked if it was possible for Saraki to have made anticipatory declaration of asset, Wetkas insisted it was not about whether or not such practice was possible, but that investigation and evidence have shown that the Senate President actually engaged in anticipatory asset declaration.

    The witness pointed out that, in the asset declaration form submitted to the CCB by Saraki in 2003, he claimed to have acquired houses Nos: 15A and 15B Macdonald Street, Ikoyi, Lagos, when in actual fact, such property do not exist.

    Wetkas, a detective with the Economic and Financial Crimes Commission (EFCC), said, investigation revealed that the only property with similar description was No15 and Block 15 Flat 1 to 4 Mcdonald Street, Ikoyi, Lagos.

    “In the course of our investigation, when we came across this No.15 A and B, Ikoyi, Lagos, we wrote to the Presidential Implementation Committee on the disposal of Federal Government Landed Property. We also wrote to the Lagos Land Registry.

    “The Lagos Land Registry said they do not have records of No.15A and B, McDonald. The Presidential Committee said the record they have on their system is No.15 Mcdonald, which was sold to the company, TinyTee Ltd, and Block 15, Flat 1 to 4 Mcdonald Ikoyi, which was sold to another company, Bitti Oil Ltd.

    “The evidence I gave was that No: 15 Mcdonald was sold to TinyTee Ltd, belonging to the defendant, which we did not see declared as part of his assets in all the declaration forms, about 6 in all.

    In my testimony on 5th April 2016 I had said the defendant declared, in his asset declaration form – Exhibit 1, in appendix 3, that he bought No: 15A and B, McDonald, Ikoyi, Lagos sometime in 2000 through his company called Calile Properties Ltd, whereas our findings reveals that  No:15 was actually purchased by his company, TinyTee, not Calile sometime in 2006.

    “We also found that the second property : Block 15 Flat 1 -4 was sold to Bitti Oil Ltd, investigation is yet to link the defendant with that company,” Wetkas said.

    As Wetkas testified, Saraki, who wore white agbada and a cap, sat quietly in the “accused box.”

    At a point, Erokoro attempted to discredit the form submitted by Saraki in 2003, which he signed on September 16, 2003, by claiming that it must have been tampered with.

    Erokoro hinged his suspicion on his belief that it was impossible for Saraki to have contemplated as at 2003, of buying the Ikoyi property in 2006 and thereby included it in his 2003 asset declaration form.

    In reacting to Erokoro’s position, Wetkas said it was only Saraki, who signed the document, admitting his claims on it that could explain the reason for what Erokoro thinks seems impossible.

    “The Exhibit 1 (the 2003 form) was signed and dated by Saraki on September 16, 2003. As far as I am concerned, Exhibit 1 was duly signed and dated by the defendant on September 16, 2003.

    “I did not insert the properties in the form. Asset declaration form is not just any document. The person declaring his assets is expected to go before a High Court judge to swear on oath. They swear to affidavit, so it is believed that all he swore to, and appended his signature to the truth.  I do not need to see him in person or confront him to believe that his declaration in the form is true,” Wetkas said.

    Earlier, the witness, who was handed an electric calculator by Erokoro, to calculate the value of Saraki’s asset, as stated in the 2003 form, said inquiry into some of his bank accounts and those of some members of his immediate family revealed that Saraki was worth more than N1.5billion as at 2003

    “By Appendix 7A of Exhibit 1, the defendant’s wife’s account in EcoBank showed N1, 500,000 as cahs balance.

    “At page 6 of Exhibit 1: Cash at bank in Nigeria added up to N1, 100,000 in Société General Bank, in the name of Tosin and Seni Saraki (his children below 18 years as at 2003).

    At 3.30 pm, lead defence lawyer, Kanu Agabi (SAN) sought an adjournment, which the tribunal Chairman, Danladi Umar reluctantly agreed to.

    Umar reminded Agabi that parties had agreed at the commencement of proceedings, that the tribunal will only rise at 4pm.

    The tribunal Chairman however changed his mind when other fence lawyers, including Paul Usoro (SAN) added their voices to Agabi’s request.

    Only about three Senators were identified at yesterday’s proceedings as against the practice in the past when up to 20 Senators were always attending every sitting.

    The regulars: Dino Melaye (who occasionally served food and drinks to other Senators when they attend proceedings), Samuel Anyawu and Tayo Alasoadura were absent at yesterday’s proceedings.

    Also, Ajibola Oluyede, the lawyer, who suddenly appeared in the defence team at the previous proceedings to move a motion seeking Umar’s disqualification, was also absent yesterday.

    Further hearing resumes Wednesday.

    Man stabs girlfriend to death in Kwara

    Jilted lover boy Monday allegedly stabbed his girlfriend to death in Ilorin, Kwara state capital over the refusal of the lady to agree to his marriage proposal.

    The young man is said to be officer with one of the franchise leading mobile telecommunication operators.

    The man was also said to have allegedly stabbed his girl friend’s mother who had waded into the matter.

    But older woman, it was gathered escaped the attack with serious injuries.

    Sources said she was rushed to the University of Ilorin Teaching Hospital (UITH) where she has since been receiving treatment at the Emergency unit of the hospital.

    It was gathered that the hitherto two lovebirds had been involved in a serious argument over the issue of marriage with the girl insisting that she could not marry the young man because he allegedly was dating several other women at the same time.

    It was gathered that they went out on Sunday night and returned to the girl’s house at Tanke area of Ilorin where the mother had also come on a visit to her daughter.

    Early Monday morning, the argument resurfaced with the girl still maintaining her position.

    The young man was said to have allegedly threatened to kill the lady if she refused his proposal.

    It was at the height of the argument that the lady’s mother reportedly came out of her room with the intention of settling the dispute.

    The young man was said to have dashed to the kitchen where he allegedly brought tout a knife with which he attacked the two women. While he succeeded in killing his lover, the mother escaped with serious injuries before neighbours were alerted to the scene by the series of cries for help.

    However, another version of the incident claimed that  the  young man, who is currently on the run, had first reported for duty at his office located along the University of Ilorin Road before he told his colleagues he wanted to go and pick something at home.

    A source who saw the deceased said that the woman was stabbed several times at the neck and around the back of the armpit. She was said to have been in her early thirties.

    One of the sources who saw the corpse when it was freshly brought to the hospital said “she was very pretty.”

    Spokesman of the Kwara state police Command, Mr. Ajayi Okasanmi confirmed the incident.

    He added that the command was already on the trail of the suspect.

    Tough time awaits cultists in Kwara, says Ahmed

    Kwara State Governor Abdulfatah Ahmed has warned cultists and law breakers in the state that tough time awaits them.

    He added that there would be no hiding place for them.

    The governor disclosed this  in a statement by his Chief Press Secretary (CPS), Alhaji Abdulwahab Oba.

    Ahmed said further that everything would be done to ensure that the enduring peace in the state is not truncated by hoodlums.

    Governor Ahmed urged parents and guardians to take proper care of their wards as the state government would ensure that those found culpable of disrupting peace and harmony with which the state is known would be made to face the law.

    The governor said that “the law is very clear on crime. Anybody who is caught under any guise will face the wrath of the law as cultism is unacceptable in Kwara State.”

    Suspected cultists Sunday shot one person dead in Ilorin, Kwara state.

    The victim simply identified as Wasiu was said to have been killed around Ikokoro/Sakamo area of Ilorin at about 4pm.

    Wasiu, in his 30s, it was gathered had hitherto fled the area to avoid being attacked returned recently.

    He was said to have belonged to a rival cult group.

    The gunmen said to be four in number, were said to have arrived the area in a commando style and shot the victim at a close range.

    An eyewitness said the armed men shot the deceased in the face.

    There was anxiety at the scene of the incident as residents and passersby scamperwd for safety.

    It was learnt that the sporadic shooting rented the air forcing motorists and motorcycles plying the area to run for their lives.

    “It was like a theatre scene when the gunmen arrived. They started shooting that everybody around had to runaway. We didn’t know what happened, we only discovered that the style of operation of the gunmen appeared like they are cultists.

    “Before now, we have been observing Wasiu (the victim) because his action too was suspicious. He might be a cult member that is why he was away for sometime now before yesterday’s incident,” a source said.

    It was learnt that the remains of the victim were evacuated from the scene by a relative before the arrival of a detachment from the state police command.

    Immigration repatriates 47 illegal Nigeriens from Nigeria

    The Nigeria Immigration Service (NIS) said it has repatriated no fewer than 47 illegal Nigeriens in Kwara state back to their country.

    Briefing reporters Friday in Ilorin, the Kwara state capital, the state Comptroller, Mrs. Abimbola Abiodun-Ojo said that the illegal immigrants were arrested from their base in Budo-Sunday-Kinikini, Kaiama local government area of the state.

    The comptroller, represented by NIS spokesperson in the state, Adeyemi Adeshola said: “Following a tip off that was made available to us, we sent our men on intelligence gathering. We were able to find out that there are some non-Nigerian residing in Kaiama LG, specifically at Budo-Sunde-Kinikini. We went for a raid and were able to arrest about 47 Nigeriens, nine males, 11 females and 27 minors. They have been repatriated to Niger.

    “We went there for the raid and after the raid, we had to do profiling and screening. We actually invited the Department of State Services to join us in the screening. We discovered that they did not have proper documents to reside in the country. They came in through illegal means. That was why we eased them out of the country.

    “Their stay in the country was already a threat because it is a threat to the social life in that environment, to our economy and the infrastructure. It is a threat because they did not come in through the appropriate channel or route. With time, if they were allowed to stay there jobless, they can take to crime.

    “I thank the people that made information available to us and I also want them to continue to make available necessary information especially when they see influx of new faces in their environment. They should contact the necessary security agencies so that we can do our jobs and make sure that everything is okay.”

    Police wades into DPR, IPMAN feud in Kwara

    The Police in Ilorin have waded into the feud between the Department of Petroleum Resources (DPR) and members of the Kwara State Branch of the Independent Petroleum Marketers Association of Nigeria (IPMAN).

    The Head of Operations of the DPR office in Ilorin, Mr Ibitayo Oyedele, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Tuesday in Ilorin.

    He said that the Controller of the DPR in the state, Mr Philips Salvation, had petitioned the police and the DSS over an alleged manhandling of some DPR workers by IPMAN members.

    According to him, the police have invited some officers of IPMAN for questioning on the development.

    NAN recalls that both DPR and IPMAN members have been at loggerhead since 2015 when the DPR controller refused to allow them to sale fuel above the approved pump price of N86.50.

    Oyedele told NAN that it was not true that independent marketers bought their fuel at higher prices from private depots.

    The head of operations said that fuel sold by the independent marketers were imported by NNPC and sold to them at the official price.
    He also said that independent marketers who bought fuel from distant PPMC depots were paid for bridging.

    “It is not correct that marketers lift petrol at higher prices from distant depots, every extra expenses incurred by marketers is defrayed by the Federal Government,” he said.

    Oyedele said that because the controller refused to shift grounds and allow the marketers to sell at exorbitant prices, they had refused to sell their products to the public.

    According to him, this is the main cause of the acute fuel scarcity in Kwara, particularly in Ilorin, the capital.

    Oyedele alleged that a factional leader of IPMAN, Mr Olanrewaju Okanlawon, had led some members of the body to assault DPR officials, who had come to seal off his filling station at Ajase Ipo Road, Ilorin.

    Efforts to get the reaction of the IPMN chief on the matter yielded no dividend as his mobile phone was switched off.

    Justice Ofili-Ajumogobia ‘transferred’ to Illorin 

    A week after the National Judicial Council (NJC) barred her from elevation to the Court of Appeal, Justice Rita Ofili-Ajumogobia of the Federal High Court, Lagos, has been transferred to Illorin Division in Kwara State.

    It was learnt that the Chief Judge, Justice Ibrahim Auta, approved her transfer.

    It could not be confirmed when she will resume in her new division.

    Sources said Justice Ofili-Ajumogobia may return to deliver judgment in cases she has concluded, such as the one involving a former Nigerian Maritime Administration and Safety (NIMASA) Director-General Temisan Omatseye who was charged with contracts splitting.

    Other cases before her, such as trial of a former Union Bank Managing Director ‎Bartholomew Ebong, may begin afresh.

    Deputy Chief Registrar, Lagos Division, Mr Bello Okandeji, said he was not aware that Justice Ofili-Ajumogobia has been transferred.

    “I’m hearing about it for the first time from you,” he said when our correspondent sought confirmation from him.

    A week ago, the NJC, in a statement by its Acting Director, Information, Soji Oye, placed Justice Ofili-Ajumogobia on its “watch list” for four years over misconduct.

    She is also not to be considered for any elevation to the Court of Appeal or included in any ad hoc judicial appointment till her retirement from the Bench.

    The penalties took immediate effect.

    The NJC’s decision, taken at its meeting on February 24 and 25, was based on its findings that the judge failed to deliver judgement in a pre-election case.

    It was alleged she delayed her verdict until the expiration of the tenure of the person whose qualification for election was being challenged.

    NJC statement reads: “The NJC, under the Chairmanship of Justice Mahmud Mohammed, at its meeting on February 24 and 25, 2016 decided to warn Justice Rita Ofili-Ajumogobia and put her on the ‘watch-list’ of the council for the next four years.

    “The judge will also not be considered for any elevation to the Court of Appeal or any ad hoc judicial appointment till her retirement from the Bench.

    “The decision was sequel to the petition written against her by Victoria Ayeni, alleging misconduct and injustice on the part of Justice Ofili-Ajumogobia for failing to deliver judgment in Suit No FHC/AB/CS/31/2011, a pre-election matter between Victoria A. A. Ayeni and Olusola Sonuga and two Ors.

    “She was also alleged to have adjourned the pre-election matter severally until the termination of the life span of the Ogun State House of Assembly.

    The decision of the Council on Justice Ofili-Ajumogobia is with immediate effect.”
