    Witnesses’ absence stalls Saraki’s false asset declaration trial

    The absence of prosecution witnesses on Thursday in Abuja at the Code of Conduct Tribunal (CCT) again stalled the trial of Senate President Bukola Saraki.

    The senate president is standing trial over alleged false assets declaration while serving as governor of Kwara.

    The News Agency of Nigeria (NAN) reports that the trial had suffered similar fate between April 18 and April 25.

    Both adjournments, however, were at the instance of the prosecution team.

    Saraki’s trial which began in September 2015 had suffered numerous setbacks, mostly at the instance of the prosecution.

    NAN recalls that the prosecution shortlisted eight witnesses who would testify against the senate president in the 13- count charge of alleged false assets declaration.

    Those to testify are Yahaya Bello, Michael Wetkas, Mustapha Musa, Nura Bako, Adamu Garba, Samuel Madojemu, Abdulrahaman Dauda and Nwachukwu Amazu.

    Some of the witnesses were said to be DSS operators who investigated the four forms submitted to the Code of Conduct Bureau by Saraki.

    The prosecutor, Mr Rotimi Jacobs (SAN) had asked for short adjournment to enable him produce his witnesses.

    The Chairman of the tribunal, Justice Danladi Umar adjourned the matter till May 4 for continuation.

  • Kwara releases details of its April Federal allocation

    Kwara Government on Thursday said it received N2.488 billion as its share of the federal allocation for April.

    The state’s Commissioner for Finance, Alhaji Demola Banu, who made the disclosure in a statement in Ilorin, said that the sum was an increase over the N2.232 billion the state got in March.

    Giving a breakdown of the allocation, Banu said the sum comprised statutory allocation of N1.244 billion; Value Added Tax (VAT) of N750 million; Exchange Difference of N371 million and excess Petroleum Profit Tax (PPT) of N121 million.

    He further said that 16 Local Governments in the state received a total of N1.822 billion as allocation for April as against the N1.658 billion they collectively got in March.

    Banu said the local councils’ sum was made up of statutory allocation of N1.071 billion; Value Added Tax (VAT) of N425 million; Exchange Difference of N245 million and excess Petroleum Profit Tax (PPT) of N80 million.

    The commissioner, however, noted that in line with the financial arrangement with the Federal Government, elements of the monthly allocation were received at separate intervals.

    He added that this action was usually responsible for the occasional delay in the payment of pensions, overheads and subventions to Ministries, Departments and Agencies (MDAs) in the State.

    The INEC Administrative Secretary in Kwara, Mr Paul Atser, has disclosed that a total of 240, 000 Permanent Voter Cards (PVCs) had yet to be collected by voters in the state.

    Atser made this known on Tuesday in Ilorin in his opening remarks at the INEC Stakeholders’ meeting on the commencement of the Distribution of Permanent Voters Cards (PVCs) and Continuous Voters’ Registration (CVR) in the state.

    He said INEC will release the PVCs to their rightful owners upon presentation of their Temporary Voters Card (TVCs) and fill the attestation forms to be supplied by INEC Distribution Officers.

    The Admin Secretary said the exercise will commence nationwide on Thursday, while that of Kwara will also kick off on that day at the INEC office in Ilorin West Local Government.

    He said the exercise will take place in all the 16 local government councils starting from 9:00 a.m. to 3:00 p.m. daily, except public holidays.

    According to Atser, the distribution of PVCs, and the registration of voters who have just turned 18 years and the transfer of PVCs from one location to the other will last till a month to the Permanent Voter Cards

    He, therefore, advised those who have registered during the last registration exercise and have not collected their PVCs to find time and collect same between now and one month to the 2019 Presidential election.

    Atser added that there was no need for people to rush to the collection or registration centers, as there was enough time to do so at their leisure.

    The Admin Secretary also said that those who were given Temporary Voter Cards (TVCs) but their names were not captured in the PVCs would be registered for fresh PVCs.

    He advised those that have already collected their PVCs not to bother to come for registration as double registration was not allowed.

    “No double registration, it is an offence to register more than once as this constitutes an electoral offence and it is punishable,’’ Atser added.

    He said print outs of the registered list will be on display during the last week of every quarter, for people to raise objections and claims.

    Atser said lost PVCs will be replaced upon presentation of an Affidavit from a High Court and a Police report at the registration center, where the person will fill a form containing the biometric data.

    The Stakeholders meeting was attended by representatives of the Commissioner of Police in Kwara, the Directorate of State Security, the NSCDC and the National Orientation Agency (NOA).

    It was also attended by chairmen and /secretaries of registered political parties in the state, representatives of civil society and women groups.

    Geologist bags first Islamic title in Kwara

    The Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari has turbaned a retired professor of geology Jamiu Oyawoye as the ‘Baba Adini of Kwara state. The event was historic as the honour was the first in the annals of the about 50 years old state. Prof Oyawoye is also a prince of Offa town in Offa local government area of the state. He is equally reputed to be the first professor of geology in Africa.

    On the day of the coronation the court yard of the Emir’s palace was brimful with crème de la crème of the society, especially sons and daughters of Offa. Dignitaries at the ceremony were Secretary to the State Government, Alhaji Sola Isiaka Gold; Vice-Chancellor of Summit University, Offa, Professor Oseni Bukoye Oloyede; Chairman, Transitional Implementation

    Committee, Offa Local Government Area, Hajia Iyabo Adisa-Ibiyeye; Chairman, Kwara State House of Assembly Committee on Information, Sports and Youth Development, Prince Saheed Popoola and Senior Special Assistant to the State Governor on Media and Communications, Dr Muideen Femi Akorede.

    The ceremony was also attended by traditional rulers such as Elese of Igbaja, Oba Ahmed Awuni Arepo; Elerin of Erin-Ile, Oba AbdulGaniyu Ibrahim Olusokun; Emir of Shonga, Dr Aliru Yahaya; Olosi of Osi, Oba Abdulkareem Adasofegbe Arowobeku; Elesie of Esie, Oba Yakub Babalola and Olukotun of Ikotun, Oba Abdulrazak Abioye.

    The arrival of the emir of Ilorin’s motorcade was hilarious and entertaining as palace drummers and trumpeters led the convoy accompanied by exotic cars of other custodians of tradition.

    It is in recognition of Oyawoye’s selfless sacrifice to the cause of Islam that Alhaji Sulu-Gambari conferred on the octogenarian the Islamic title.

    Apart from the academic realm where Oyawoye left his footprints, he has also made his mark in religion. He is known within the Islamic circle for his personal contributions to the growth and development of the religion. This, he does, through moral and financial support to Islam on one hand and organizations within it on another.

    The honoree, it was gathered, singlehandedly built a mosque for one of the foremost Islamic organizations, Jamaatul Nasril Islam, the project which has become a reference point.

    In a brief remark after the turbaning, the Ilorin monarch said the decision to bestow Oyawoye the title was to acknowledge his great contributions to the propagation of Islamic education and Islam in general.

    He said that the entire Muslim community was proud of the achievements of the octogenarian, which informed the resolve to confer on him the covetous title.

    Alhaji Sulu-Gambari said, “I salute you in view of your notable contributions in the development of Islam, the Kwara State Jamaatul Nasril Islam and Islamic education in Kwara State and Nigeria as a whole. You eminently deserved to be recognised for your landmark achievements.

    “The entire Muslim Ummah in Kwara State is proud of you for all your formidable achievements and express our delight for them. It is therefore our joy and pleasure to confer on you, Professor Muhammed Jimoh Mosobalaje Oyawoye, the title of Baba Adini of Kwara State.”

    In his acceptance speech, the new Baba Adini of Kwara described the title as a surprise and noted that it would spur him to work more for Islam. He recalled that his relationship with the emir was dated back in Ibadan when the Emir served as a jurist before his voluntary retirement.

    Speaking with The Nation, the Hajia Adisa-Ibiyeye, expressed delight over the conferment, saying it was apt and a clarion call for all to inculcate spirit of unity.

    She added that “actually, the entire community is very happy and pleased about it, and he (Oyawoye) is actually worthy of the title of Baba Adini of Kwara State, because as I know, he is very religious and God fearing man, and we are all happy to celebrate with him on this occasion.

    “The title is very apt at this moment, and it tells all of us that we should all come together and work in unity, and use religious as a pivot to draw everybody closer.”

    In his comment Prince Popoola observed that Professor Oyawoye has carved a niche for himself and assisted many people.

    “I feel so happy. Baba in Offa Local Government and Kwara State in general is not an ordinary person. He has assisted so many people and has done so many things for him to be remembered. I want to use this opportunity to thank our Emir for, at least, recognising the good that has come from our place in Offa.

  • NDSF selects 85 for Deaflympics, West Africa Deaf soccer tourney

    No fewer than 85 athletes in athletics, football, badminton and table tennis have been selected by the Nigeria Deaf Sports Federation (NDSF) from the just-concluded Deaflympic Games trial in Ilorin.

    The federation’s Secretary, Lukman Agbabiaka, made disclosure on Sunday in Ilorin while speaking with the newsmen.

    He said the athletes were selected for the forthcoming Deaflympics in Samsun, Turkey in July and the West Africa Deaf Football Championship scheduled for Bamako, Mali next month.

    The News Agency of Nigeria (NAN) reports that the trials began on April 18 and ended on Saturday, April 22, with all events decided at the Kwara Stadium Complex.

    Agbabiaka, who praised the standard of the trials, said that the selected footballers would report for a 10-day camping in Lagos from Monday, in preparation for the Mali championship.

    According to him, all the selected athletes will also be camped in preparation for the Deaflympic Games.

    He added that the aim was for the federation to surpass its previous achievements recorded in the Deaflympics.

    NAN reports that 23 players were selected for football after round robin matches among the participating states, while six players were selected in badminton.

    Forty-four athletes, both male and female, have been penciled down and are expected to compete in 100m, 200m, 400m, long jump, triple jump, discus, javelin, shot put, 1500m, 800m, 5000m and relays in the Deaflympics.

    The West Africa Deaf Football tournament will come up in Bamako, Mali in May, while the Deaflympics holds in Samsun, Turkey between July 18 and July 30.

    …JAMB sponsors with N25m

    The first edition of the Tertiary Institutions Football Competition sponsored by the Joint Admissions Matriculation Board (JAMB) will hold between July 23 and July 30 in Ilorin.

    The Kwara Commissioner for Sports and Youth Development, Kale Ayo, told newsmen in Ilorin on Tuesday that the examination body had approved N25 million to sponsor the competition.

    Ayo who is the Chairman, Main Organising Committee (MOC) said the participants would be drawn from those who excel in NUGA, NIPOGA, COEGA and innovative entrepreneur institutions tournaments.

    He commended the JAMB Registrar, Prof. Is-haq Oloyede, for allowing the body to collaborate with the Kwara State Government to sponsor an annual JAMB National Tertiary Institutions Football Championship.

    Ayo however appealed to wealthy individuals and corporate organisations to emulate JAMB and sponsor competitions in other sports such as athletics, judo, squash, badminton, cycling and swimming.

    “This should be part of their Corporate Social Responsibility (CSR),’’ he said.

    Also speaking, the Commissioner for Tertiary Education, Science and Technology in Kwara, Dr Aminah Ahmed, said sports should continue with its role of a unifying factor in the society.

    She encouraged Nigerians, particularly students of higher institutions in the state, to always engage in sports activities for physical and mental fitness.

    The state’s Director of Sports, Tunde Kazeem, disclosed that three venues would be used in Ilorin for the competition while 400 players and officials were expected at the seven-day event.

    He listed qualifiers for the tournament as the semi-finalists from the NUGA, NIPOGA and NICEGA football events, two institutions from hosts Kwara and other two from innovative entrepreneur institutions.

    `This makes it a competition for teams from 16 higher institutions,’’ Kazeem said.

    The Director of Sports said the top three winners would go home with  certificates and medals, while assuring that adequate security and medical care would be provided during the competition.

    He added that draws for the competition would be done a month before the event in Ilorin.

    In his contribution, Secretary of the MOC and General Manager of Radio Kwara, Abdullateef Adedeji, promised that the Committee would organise a befitting competition which stakeholders would be proud of.

    Senate President Bukola Saraki urged Nigerians to have confidence in the All Progressives Congress (APC)-led government in the country.
    He assured that government was working hard to overcome the current challenged bedevilling the nation.
    Saraki also called on the citizens to be optimistic and stay focused.
    He enjoined Nigerians to continue to live in peace and uphold the unity of the country.
    Senator Saraki spoke with reporters in Ilorin, the Kwara state capital after his turbaning as Baba Adini of Ansarul Islam Society of Nigeria.
    On his Easter message he said: “My message is for us to live in peace and unity. I know that we will continue to make sacrifice, and we should be hopeful that the country will get better.”
    ” We should be hopeful that we will attain our promises with time. We just have to stay focused and determined and should not get distracted. I’m sure at the end of the day, we will get there.
    “But the most important thing is that there must be unity and peace, and we must be able to come together and support government to be able to do our best. People should not give up. They should be rest assured that all is going to be well.”
    Dr Saraki also made a case for the provision of funds in the constitution for the execution of constituency projects by lawmakers across the country.
    He said such provision would allow the lawmakers to impact on the lives of their constituents.

    The Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari, on Friday turbaned the first African professor of geology, Mosobalaje Oyawoye, as the first Baba Adinni of Kwara.

    In his address, Sulu-Gambari said  Oyawoye was considered for the title because of his notable contributions to the development of Islamic education in the state.

    The monarch said Oyawoye deserved the honour for his numerous contributions to the  Jamatul Nasir Islam, among which was building  a mosque for the Islamic group.

    He said he was proud of the professor’s feat in the state and country as a whole.

    Sulu-Gambari recalled that Oyawoye was among the first scholars to portray Kwara in positive light when the state was still young.

    Responding, Oyawoye said he was overwhelmed with the title bestowed on him, particularly as it was done by the emir.

    He attributed his contributions to Islam as  the will of  God.

    The News Agency of Nigeria(NAN)  reports that eminent personalities that graced the occasion extolled the virtues of the front line geologist, describing him as a bridge builder.

    They, however, urged him to continue to work for the unity of Islam and the progress of  the state.

    Gov. Ahmed flags off N1.5bn varsity project

    Gov. Abdulfatah Ahmed of Kwara on Wednesday  flagged-off  the construction of the  N1.5 billion College of Social Science and Environmental Studies  building at Osi, Ekiti Local Government Area of the state.

    The governor  said in Osi that the  project was in keeping with the multi-campus model of Kwara State University, Malete.

    He said the project was also informed by the need to explore opportunities in the education sector as a catalyst for sustainable socio-economic development, especially at the grassroots.

    The News Agency of Nigeria (NAN) reports that the Osi campus project was expected to be completed within 52 weeks.

    NAN also reports that the project in Osi  marked  the third phase of the multi- campus project initiated by the government.

    The government had earlier flagged-off the Post Graduate Studies Centre of the School of Business and Governance of the university in Ilorin as well as  the Ilesha-Baruba campus in Baruten Local Government Area.

    Ahmed said the projects were an eloquent testimony that the Infrastructure Development Fund (IDF) introduced by his administration had strengthened the capacity of government in meeting its obligations.

    “This project, no doubt, will go a long way to improve the standard and quality of education as regards research and human capital development within the targeted communities.

    “It will, as well, impact positively on the socio-economic development and well-being of the people of the communities,” he said.

    Prof. Abdulrasheed Na’allah, the Vice-Chancellor of  Kwara State University,  said the institution would continue to be in  the forefront of exploring new ideas and cutting-edge research findings to impact on humanity.

    He said the global concern on climate change, air and water quality, clean environment and natural resources management were major concerns of  the global community.

    Na’allah said the Osi campus of the university, when completed, would host a world-class College of Environmental Sciences, with departments such as Environmental Management and Toxicology.

    Others are Plant Environment, Biology, Urban and Regional Planning, Geographic Information Science, Survey and Informatics and Fine Arts.

    Dr Amina Ahmed, the state Commissioner for Tertiary Education,  Science and Technology, listed the project segments for execution to include school administrative block, lecture hall and theatre, students’ hostels and staff quarters.

    The Olosi of Osi, Oba Solihu Adasofegbe, and Joseph Ajayi, the council Chairman, in their remarks, urged the people to take advantage of the location of the project to improve their education and socio-economic wellbeing.

    Mr Tunji Folaranmi, the Director of Project, Unicontinental International Ltd., the firm handling the project, promised to complete the project as scheduled.

  • South West states bid to prevent outbreak of communicable diseases

     

    As the outbreak of meningitis in some states continues  to elicit concern across the country, many states in the South West zone are making spirited efforts to prevent an epidemic.

    In Oyo State,  Dr Oyewole Lawal, the Director of Public Health  in the Ministry of Health, said government had beefed up its surveillance  and tracking  mechanism in order to check outbreak of communicable diseases.

    “Our surveillance committee has reported two patients in the Hausa community of  Ojoo  in Akinyele Local Government Area  who manifested some of the symptoms of meningitis.

    “ These  cases are  yet to be confirmed. We have beefed- up tracking and increased surveillance efforts in all primary health care centres at the local government level,  state hospitals (secondary health care level) and all private hospitals around Ojoo.

    “Oyo State Government is making spirited efforts to ensure that our officers at the Disease Notification and Surveillance unit are working assiduously to monitor suspects.

    “As soon as we got the alert at the state office, we immediately alerted the Disease Notification and Surveillance officers in the 33 local governments in the state.

    “The year 2014  was the last episode of meningitis outbreak we had in Oyo State and we had adequate and effective vaccines to tackle it.

    “In all areas and all fronts, I can say that Oyo State is fully equipped and ready to prevent or reduce the scourge of any outbreak of meningitis in the state,” he said.

    Lawal added that there was an ongoing  collaboration between the state Ministry of Health, Disease Control Unit and all the 33 local government health officers.

    “We hold meetings every first week of the month  where we analyse reports from these local governments.

    “Information on disease outbreak is strictly officially managed; the lcal government officer concerned usually sends alerts to us at the Ministry of  Health, we in turn send alert to the National Centre for Disease Control, a unit in the FMOH (Federal Ministry of Health)

    “The ministry then alerts the WHO office and Presidency at the same time. So we are on top of events in Oyo state,” he said.

    Lawal also explained that there was no cause for ordering for vaccines to combat meningitis,  saying such  procurement was the sole responsibility of the FMOH.

    According to him, the type of meningitis recorded in Oyo in 2014 is different from that of this year which is Zero Type C.

    Dr Mercy Popoola, the Director of Hospital Services in the state, told NAN that government was ready to treat those who might be carriers of  Zero Type C meningitis.

    “Our State Hospital at New Adeoyo has been prepared for any such emergency while other government hospitals and private hospitals have been alerted,” she said.

    Popoola also said  some NGOs were  involved in advocacy and sensitisation on communicable diseases while the media were assisting in publicity.

    She also said that officials of the Public Health Nursing Department often  visit  churches and mosques to administer vaccines to people.

    In  Ondo State,  government also gave an assurance that proactive measures had been put in place  to prevent an outbreak of communicable diseases.

    Dr Taye Oni, the Permanent Secretary in the Ministry of Health,  said a response team had swung into action to forestall an  outbreak.

    He, however, warned residents to avoid over crowding, ensure proper ventilation, increase hand washing, maintain proper hygiene and avoid shaking hands.

    Oni also urged residents to refrain from unnecessary petting and kissing while  ensuring  good coughing and sneezing behaviour.

    He enjoined residents to report to the hospital immediately they experience symptoms such as fever, headache, respiratory track infection, sneezing as well as pain in the neck and back which could lead to stiffness of the neck.

    In Osun, the state Epidemiologist,  Dr Adeola Musa, said government had set up a  Disease Surveillance Committee to monitor any outbreak of communicable  diseases in all the 30 local government areas in the state.

    Musa told NAN that committee members  as well as  notification officers had been going round  the state to vaccinate residents against communicable diseases.

    ” The state government has set up rapid response team to checkmate and prevent any epidemic of communicable diseases.

    ” Our health officers don’t sit down in the health facilities set up by the government but rather they move around to carry out surveillance.

    ” Their findings are in a weekly report which would be submitted to us for further analysis.

    “They also move round to give daily report of what they find on  the field,’’ she said.

    According to her, several sensitisation programmes had also been embarked on.

    Musa also said vaccines had also been despatched to all the local government areas, adding that surveillance would be an ongoing strategy.

    The expert, who noted that the state had not recorded any outbreak of communicable diseases, said surveillance had been effective.

    She said government’s epidemic preparedness committee was working hard to prevent any emergency.

    Musa said, the ministry from time to time held stakeholders meetings to forcast any outbreak of disease and what to do in terms of logistic and the necessary measures to put in place.

    In Kwara, a state in the North Central Zone, the Commissioner for Health, Dr Atolagbe Alege, said proactive measures were critical in putting in check communicable diseases.

    He told NAN that the state had not recorded any cases of Type C meningitis raging in some parts of the country.

    The commissioner said government had convened meetings with the state epidemiology and disease control officers.
    According to him, the meeting was to ensure all the 16 local government areas  of the state had  been adequately  sensitised  to report  any case  that may occur.

    Alege said the ministry also had meetings with the Nigeria Centre for Disease Control and the Department of Public Health on preventive measures.

    “We are on  alert and we are pooling  our resources together,” he said.

    Also speaking with NAN on the outbreak of meningitis, Dr Uthman Mubashir, a Public Health Physician at the University of Ilorin Teaching Hospital, urged Nigerians to be vigilant and report symptoms such as fever, stiff neck and seizure.

    Other symptoms, he said, are molten skin, cold hands and feet as well as severe headache.

    He also advised members of the public to live in a well ventilated environment, warning that over-crowded places were predisposing factors.

    Mubashir described meningitis as the swelling of the membranes of the brain and spinal cord, adding that this could be due to viral, fungal or bacterial infection.

    He, however, said that the most common cause of the epidemic is  viral infection although bacterial meningitis remained  one of the most dangerous forms of the disease.

    The medical practitioner said early diagnosis and treatment could  help to prevent  complications and potential long-term effect.
