    N3.2 bn earmarks for take-off of KWASU’s 2 campuses

The Kwara State Government has earmarked N3.2billion for the take-off of two new  campuses of the Kwara State University (KWASU) to be sited in Osi and Ilesa-Baruba.

The state Commissioner for Information and Communication, Alhaji Babatunde Ajeigbe, disclosed this on Thursday during a news conference on the outcome of the State Executive Council’s meeting held on Wednesday, Feb. 22.

The briefing was also attended by the Special Adviser to the governor on Legal Matters, Mr Suleiman Atolagbe, the Senior Special Assistant (SSA), Dr Muideen Akorede and the Chief Press Secretary (CPS), Alhaji Abdulwahab Oba.

Ajeigbe said the N3.2 billion was for the construction of roads, students’ hostels, lecture theatres, offices and water reticulation for the two campuses.

According to the Commissioner, the projects will be funded from the Kwara Infrastructural Fund (IF-K) based on Public-Private Partnership (PPP) framework.

He said that Gov. Abdulfatah Ahmed of Kwara would soon perform the ground-breaking of the projects.

He said the council deliberated on the white paper report of the visitation panel to KWASU and approved the appointment of two deputy vice-chancellors for Academic and Administration.

According to him, the approval was in line with the laws that set up the university that says deputy vice –chancellors should be appointed to assist the vice- chancellor in the running of the university.

Ajeigbe added that the council also looked into the various aspects that were considered to be militating against the smooth running of the university.

“The council resolves that all the university’s organs should work according to the ambit of the law that establishes the university,” Ajeigbe said.

The commissioner, therefore, said that all courses being offered in the university but not in tandem with the law should be scrapped.

The council has directed the university’s authority to scrap the Legal Administration and Portuguese Language department while it should establish a Faculty of Law.

The commissioner also said that the state executive council had approved the establishment of a new School of Governance and Business to be located in Ilorin, the state capital.

Ajeigbe also said that the state government would access the Central Bank of Nigeria (CBN)’s N1billion Agriculture loan to be disbursed to farmers in the state.

He said that a large expanse of land had been acquired in Kwara Central Senatorial District for the pilot project.

He said that the state government would screen the farmers that would benefit from the loan so as to be sure that they were genuine.

Ajeigbe said that the project would be an off-taker scheme whereby a farmer would identify what he wanted to plant.

The farmer would also be connected to an off-taker that would buy the produce from him after harvesting.

  • A different Quranic contest in Kwara

A different Quranic contest in Kwara

There are reasons why the 31st national Quranic recitation and memorisation competition held in Ilorin, the Kwara State capital, stood out. But the huge crowd was not one of those reasons. Nor was the mere fact that celebrities attended.

The distinction lay in the growing appeal of the contest: 33 states participated, a record. Then if the celebrities were classed, those who attended were at the very top. President Muhammadu Buhari was billed to grace the occasion, but had to attend to his health. The Sultan of Sokoto Muhammed Sa’ad Abubakar III was there; so were Senate President Bukola Saraki, and Kwara State Governor Abdulfatah Ahmed, among others.

Then came the best part: the dignitaries made a passionate plea for peace and religious tolerance.

At a time when the rumour mill is churning out unfounded tales of religious expansionism and domination, the celebrities’ plea helped to calm nerves.

The dignitaries also used the occasion to appeal to Nigerians to pray for President Muhammadu Buhari.

Sultan Abubakar urged “millions of Muslims in this country and beyond to live in peace with one another. As Muslims we do not want to dominate any religion or tribe whatsoever.

“As Muslims we only want to be allowed to practice our religion to the best of our ability as enshrined in the Holy Quran. We do not want any special attention or treatment from anybody.

“All what we want is a level playing ground for all of us as Nigerians to practice our religion.

“Therefore, those who keep on using social media and pages of newspapers to write articles that seem to divide us instead of uniting us should have and must have a rethink. Please be patriotic enough to write things that will unite this country rather than divide us.

“So we call on all of us to always preach peace, stability and love whatever religion we have in our minds. I want our political leaders to work on things that will unite us. Let’s us work together on common problems such as poverty, unemployment, extremism and so on and so forth. There are so many of the challenges that are threats to peaceful co-existence but not religion. We must use religion to bind all of us together. Let’s us face our common problems.

“I urge Nigerians to offer prayers to President Muhammadu Buhari, our governors and leaders for God to shine His light upon them for them to live aright. We should offer special prayers for the president for him to come back safely and continue to pilot the affairs of this country to greater height.

“For the first time we have 33 states including FCT participating in the Quranic memorisation competition. It goes to show the peace and stability of the state and I call on all Kwarans to support the current government to continue to ensure peace; so that each and every one of us will live freely and perform all our religious obligations. No matter the religion we choose to profess.

“One thing I always bring up in this type of gathering is the unity of Muslim ummahs. Today’s gathering like other years brought together Muslims from diverse background and from all sects of our religious belief. I urge us to always hold on to Muslim’s unity in spite of the small differences that we hold into our heart. But all of us are here for one thing. That is the Holy Quran and if you walk with the Quran all problems will be solved as Muslims and as a country Nigeria.

“I urge all our political leaders irrespective of their religious inclinations to hold on to their religious beliefs; to administer the people God put on their shoulders as best as they can. With that I believe there will be no problem.”

Saraki was optimistic that Nigerians would continue to cohabit peacefully.

He said, “It is my hope and prayers that as a country, we will continue to live in peace. We can always do that through teachings of the holy book. I use this opportunity to implore us all to continue to pray for this great country of ours. We don’t have any other country order than this. I also call on us to pray for President Muhammadu Buhari for good health, speed recovery and to come back home to join us soon. I urge us to pray for the unity of this country; to pray for understanding.”

The Senate President also assured that the National Assembly would not legislate any law that would discriminate aganist religious practices in the country.

“Let me seize this opportunity of my representing the Senate and the National Assembly to reassure you that we will not be part of any institution that will pass any law that is against the teaching of the Holy Quran,” he said. “I want to assure you that we that are representing you will not do anything that would hurt you.”

Governor Ahmed described the use of religion to perpetuate violence as unfortunate. He based his assertion on the emphasis placed on peace and justice by both Christianity and Islam.

Governor Ahmed said that it is the responsibility of all Nigerians to resist, through peaceful means, those who are bent on misrepresenting religion and fomenting conflict in its name.

The governor, who is married to a Christain, Omolewa, said that his government was focused on sustaining peaceful coexistence, adding that he would continue to ensure peace and harmonious relationship based on principles of justice, fairness and equity.

The governor said he remained committed to equitable distribution of infrastructure, socio-economic programmes, adding that no community in the state would be excluded from the benefits of prosperity on account of their religious or political inclinations.

  • NAPS praises Kwara’s vocational centre

The National Association of Polytechnic Students (NAPS) has called on state governments to replicate the International Vocational Centre established by the Kwara State government in Ajase-Ipo as means of diversifying the Nigerian economy.

Addressing reporters in Ilorin, the NAPS National President, Adeyeye Olugbenga, said members of the association had visited the Ajas-Ipo vocational centre and were convinced that such centres when replicated across Nigeria would end the problem of unemployment in “terms of self-reliance, advancement in creativity and technological development.”

Olugbenga said: “NAPS being an umbrella that comprises of polytechnics, monotechnics, colleges of technology and technical institutions, and having intensified advocacy for the development of Technical and Vocational Education in Nigeria, aside the campaign for the abolition of HND /B.Sc dichotomy, became attracted by the historic feat recently achieved by Kwara State government by the creation of international Vocational, training and entrepreneurship college (IVTEC), Ajase – ipo.

“While commending the government of Kwara State and congratulating the entire people of the state for the outstanding initiatives, we use this medium to encourage our fellow youths to embrace and explore the multi – faceted opportunities.”

  • A case for tax in Kwara

Transition Implementation Chairman (TIC), Ilorin West council of Kwara State, Alhaji Abdul-hameed Alli has urged residents of the council to pay their tax promptly.

Journalist-turned politician said this would bring development to the door steps of the people.

Alhaji Alli said this at the launch of this year’s maternal and child health week in Oko-Erin ward in Ilorin, the state capital.

He said that “like this programme now, it was derived from our internally generated revenue (IGR). So if people are paying their taxes we should be able to recoup that back into the society. So you will never hear me say that there is no money. Other people would have been hiding under the platform of paucity of funds. The magic wand of my success is sincerity to serve.

“I urge the beneficiaries to make use of the opportunity. Secondly, they should also support the government by paying their taxes. It is those that have paid that we have used their money to touch lives; they should see that this government is a very sincere one that is willing to assist at all times.”

He continued that: “This is actually the second place we are doing it. The first one was done by my wife at Pakata Health centre, but because of the uniqueness of Ilorin West local government and for the project to get to the grassroots i find it important to launch it here as advised by the health department of the council.  Just after this, all the 12 wards in the council will benefit from this.

“I have always been proud to be a journalist. We see and write to put public office holders on their toes. So we won’t want to be criticised. I adopt the policy of a good listener. Like the lady that attested to my achievements. I got a call that on a particular night they rushed a patient here and it was so bad that they had to use lantern to attend to the patient. It was a deplorable situation.

“On the 50th birthday of Governor Abdulfatah Ahmed’s wife, Omolewa I instituted Omolewa Health Scheme during which went around some hospitals assisting some with health challenges. At the end of the day we came here and based on their earlier request a brand new generating set was handed over to them.”

  • Land speculator poses as lawyer for 10 years in Kwara

A land speculator posing as lawyer and standing trial before an Ilorin Magistrate Court has allegedly practiced law for about 10 years in
    Ilorin, the Kwara state capital.
The fake lawyer named Peter Itopa Adogun, according to court records, even appeared before justices up to the Supreme Court.
The accused, falsely practiced under the name of Inufin David Taiwo, which belongs to a certified lawyer based in Abuja, the court was told
    on Wednesday.
The state police command arrested Adogun following a petition written by the leadership of the Nigerian Bar Association (NBA), Ilorin branch.
He  was first arraigned before Magistrate I.O. Olawoyin January 10th, 2017 on a five-count charge of  impersonation, resistance or obstruction of his lawful arrest or escape, using as genuine forged documents, fabricating false evidence and wearing or carrying token used by public servant contrary to Sections 179,172,366,158 and 133 of the Penal Code.
However, the court was told on Wednesday that Adogun, who has been remanded at Mandala Prison since January 10, 2017, was sick and could
    not appear.
The development made Magistrate Olawoyin to order the prison authorities to treat him properly or take him to a medical facility to ensure he can stand his trial at the next adjourned date.
The accused, according to the First Information Report (FIR) was arrested while hiding inside the roof of his house located along ‘F’ Division police station Road, Tanke, Ilorin on January 7, 2017, some few weeks after he had failed to honour an administrative bail granted him by the police.
According to the FIR, Adogun was practising with photocopies of a certificate issued by the Council of Legal Education, dated March 27, 2007, a certificate of call to the bar, dated May 8th, 2007 and a Bachelor of Law certificate of the University of Maiduguri, dated February 21, 2015 as well as a NYSC certificate dated March 5, 2008, all in the name of Inufin David Taiwo.

He was accused of collecting the said certificates from its original owner under the pretense of helping him to secure a job in a popular oil company based in Ilorin, Kwara state.
The FIR report states that: “It was further revealed that the suspect has practiced as a legal practitioner and appeared in several matters in all levels of Nigerian Courts up to Supreme Court with the adopted name ‘Barrister I.T.David’. The suspect has also prepared and signed several legal documents and court processes in the same adopted name.
“When the actual Barrister Inufin David Taiwo was contacted by the police investigator, he confirmed knowing the suspect as a land speculator in Abuja who was also a client at the law office where he observed his NYSC. He stated further that he actually gave the copies of his credentials to the suspect to assist him in securing employment and he is not aware that the suspect has been practising in his name with the photocopies of the documents.

Investigation into the case revealed that the suspect is not a legal practitioner as he presented himself to be and he did not undertake any law programme in any institution.”
The court adjourned the matter to February 16, 2017 for further mention.

  • Corporate organisations make case for tax in Kwara

High net-worth individuals (HNIs) and corporate organisations have met with Kwara State Governor Abdulfatah Ahmed, making suggestions as to how tax collection and payment can benefit everyone in the state.

The event dubbed “Breakfast meeting with Governor Ahmed,” was organised by the state Internal Revenue Service (KW-IRS). The occasion afforded the organisations and HNIs to bare their minds on the activities of tax consultants employed by KWIRS.

The stakeholders agreed that tax payment is a necessary and sufficient condition for infrastructural growth, but urged the state government to ensure judicious use of revenue from tax through provision of necessary infrastructure.

KW-IRS at the forum revealed that it raked in N17.4 billion as the state internally generated revenue in 2016 as opposed to N7.2 billion in 20l5.

Executive chairman, KW-IRS, Dr Muritala said that that the feat was a justification of the vision of the governor to transform the revenue generation process in the state.

“In appraising our 2016 revenue generation we realise that there are so many things tied to generation and because the government has played its part the corporate organisations are expected to play their role,” the former university teacher said.

He also hinged the success of the service to the cooperation of and support of tax payers in the state.

Commenting on the state government’s drive to improve IGR, Proprietor, Fossil Oil Nigeria Limited, Brigadier-General Saliu Bello (rtd) said hitherto the state was being administered with the money coming from the federation account.

The retired general added that the dwindling allocation from the centre informed the state to look inwards on how to generate revenue internally.

“I urge the governor to create a forum for frank interaction with the stakeholders on how to move the state forward. We will tell you the truth. Politicians will sing your praises and say awful things behind you,” he said.

Also speaking, Chairman, Mount Olives Nigeria Limited, Ajibola Ademola beseeched the state government to grant tax incentives through tax holidays to some companies that default in their social responsibility.

Governor Ahmed said, “Taxation is very necessary…Any state or local government that has not woken up to know that internally generated revenue (IGR) is the in-thing will not see physical and infrastructural development. Money for human capital development and infrastructure can only come from IGR.”

The aim of the programme is to ensure that all 193 wards across the senatorial districts of the state have improved access to infrastructural services that will bring about sustainable  development.

Fifty-eight communities are beneficiaries of the project, but 41 communities will be the first beneficiaries as they will be given various sums for community projects, Governor Abdulfatah Ahmed has said.

He added, saying, “The remaining communities will receive their funds in coming months.”

Ahmed said this in Ilorin, the state capital, during the project launch and cheque presentation ceremony organised by the state Community and Social Development Agency (KWCSDA).

He said, “The money disbursed is the first tranche of the programme under which the state government is responsible for about N165 million released, while the 58 participating communities are responsible for about N18.4 million.

“Furthermore, in order to facilitate the continuity of community development projects in the state, this administration injected the  sum of N50 million last year and an additional budgetary provision of N200 million in 2016 into CSDP as additional funding to consolidate government’s commitment to the project.

“The presence of the counterpart fund of N200 million as contained in the 2016 appropriation allowed for further draw-down of over N670m to scale up the implementation of projects across the state.”
