    • Reassures residents of safety

    The statewide exercise to free Lagos of visible security risks has continued after the arrest of some suspects under the Dolphin Estate Bridge.

    A statement by the Commissioner for Information and Strategy, Gbenga Omotoso, said 450 miscreants were rescued at the weekend.

    “Of the lot, 371 pleaded for assistance to relocate to their states due to the hardship they are facing in Lagos; 79 have been absorbed into some government facilities for rehabilitation after showing signs of being unwell.

    “The exercise will continue as part of the government’s responsibility to keep our citizens safe and secure,” he said.

    The government will from today enforce the removal of over 100 shanties under the Adeniji Adele Bridge.

    Commissioner for the Environment and Water Resources Tokunbo Wahab said the exercise is coming after the 48- hour removal notice served occupants expired.

    According to the commissioner, operatives of the Kick Against Indiscipline (KAI/LAGESC) and officials from the Monitoring Enforcement and Compliance (MEC) Department of the ministry would be given security back up to conduct the operation.

    Wahab emphasised that the exercise was part of the government’s effort to reclaim ungoverned spaces in the metropolis.

    According to him, unsightly shanties, which dot the city, represent a distorted image of what a smart city like Lagos should be, and serve as hiding places for criminals

    Lagos State contributes N41 trillion (20 per cent) to the country’s Gross Domestic Product (GDP), Commissioner for Economic Planning and Budget, Ope George, has said.

    According to him, despite many challenges, such as COVID-19 and Endsars protest, the state has devised strategies to keep its economy afloat and boost investor confidence. He said the state would continue to move based on world economic reality.

    He said: “You hear sometimes when they say Lagos is one of the largest economies in Africa and, truly, it’s not static, we will continue to move based on what’s going on in the world.

    “As we speak, I believe we are currently ranked seventh in terms of GDP in Nigeria. We contribute at least over 20 per cent of Nigeria’s GDP.

    “We are moving in the right direction and I think our GDP has moved from about 27 to 41 trillion; everything shows that our indices are climbing in the right direction despite all the shocks and problems we witnessed in the past.”

    Determined to ease the pain of economic hardship on residents, the Lagos State Government has rolled out more programmes such as Eko Cares and Ounje Eko, notably distributing food to 500,000 households. Sunday markets also offer discounted staple foods, alleviating burdens and providing much-needed support at a time when responsive governance is badly needed. Associate Editor ADEKUNLE YUSUF reports that these measures underscore the administration’s focus on residents’ well-being.

    Once again, Lagos State has reaffirmed its unwavering commitment to prioritising the well-being of its residents. Last week, in a proactive response to the pervasive economic challenges gripping Nigerians, Lagos State launched a comprehensive set of initiatives aimed at cushioning the excruciating effects of hardship on its residents.

    Announcing the new initiatives, Governor Babajide Sanwo-Olu said the new initiatives, Eko Cares and Ounje Eko, among several others, signify a concerted effort to provide vital relief and support to Lagosians during these challenging times. The state government explained that newly unveiled Eko Cares is a groundbreaking initiative aimed at providing vital support to 500,000 households in the first phase. Through this initiative, vulnerable individuals and families will receive essential foodstuffs, including 10kg rice, 5kg garri, 5kg beans, and tomatoes, among other items.

    “We are out here today again to assure that we are in government to make life better for you, to provide succour that is required, security of lives and property and to be an activator so that you can leave a decent life. That is what we have promised you and again today. And for anything in life, we both have roles to play and duties to partake. So as we are doing ours, we expect you to do your as citizens by ensuring that all of the things that we say we don’t want in our environment, let us shy away from it,” Governor Sanwo-Olu said.

    To ensure the success of Eko Cares, Governor Sanwo-Olu has established a non-partisan 11-man Special Dispensation Advisory Committee on Social Interventions (SPEDAC). This committee comprises a diverse array of members, including rights activists, religious leaders, a youth representative, and politicians, including opposition chieftains. Chaired by the Governor himself, with Deputy Governor Dr. Kadri Obafemi Hamzat serving as the alternate chairman, SPEDAC is tasked with overseeing the implementation and effectiveness of the initiative.

    One of the integral components of Eko Cares is Ounje Eko, a scheme that aims to provide affordable food options to residents. Every Sunday, designated markets offer a wide array of food items at discounted prices, allowing families to stretch their budgets further. This initiative not only addresses immediate hunger needs but also fosters a sense of community resilience as neighbors come together to support one another. Ounje Eko, an integral part of the Eko Cares initiative, has been up and running for the sixth consecutive week. Lagosians have continued to commend Governor Sanwo-Olu and his team for the innovative programme, describing it as a product of sound thinking and an embodiment of responsive governance.

    The Sunday food markets, operating exclusively from 11 am to 4 pm across 57 locations in the state, commenced their pilot phase on Sunday, March 17th. Residents turned out in significant numbers to these markets, with 27 locations in Ikeja, 6 in Lagos Island, 9 in Ikorodu, 5 in Epe, and 10 in Badagry divisions facilitating transactions simultaneously. These markets offer residents the opportunity to purchase essential food items at discounted rates, with the government subsidizing 25% of the cost while buyers contribute 75%. Staple foods such as rice, beans, garri, eggs, bread, pepper, and tomatoes are among the commodities available at these markets, sold by designated vendors.

    To ensure a seamless, equitable, and beneficial market experience for Lagosians, several measures have been implemented. Independent payment solution providers and food vendors have been carefully selected and vetted to oversee the process, guarding against potential abuses such as bulk purchases for resale at inflated prices. These precautions are in place to safeguard the integrity of the market and ensure that its benefits reach those who need them most. And to prevent reselling and double-buying, and to ensure equitable distribution of goods, certain measures have been implemented at the Sunday food markets. Children accompanying their parents are prohibited from making purchases, while priority is given to the elderly, expectant women, and individuals living with disabilities. Transactions at these markets are conducted exclusively through Cowry and ATM cards, with cash payments being prohibited. Each family is permitted to purchase goods worth up to 25 thousand naira, a quantity deemed sufficient for a family of five. This restriction helps prevent hoarding and ensures that a larger number of families can benefit from the discounted prices.

    Initially, customers encountered challenges with outdated payment systems due to the cashless policy mandated as part of the discount market initiative. However, the adoption of modern payment options has significantly improved the payment experience for buyers across all locations. Embracing contemporary payment solutions allows customers to seamlessly pay for goods by logging into their Mobile Banking Apps, accessing the NQR menu, and scanning QR codes provided at the payment points to complete transactions. This eliminates the need for physical cash and reduces reliance on a limited number of POS terminals. The implementation of modern payment options at the Sunday food markets serves as a prime example of how innovative payment solutions are revolutionizing transactions and enhancing customer experiences. By embracing technology, the initiative not only ensures fair and efficient transactions but also sets a precedent for future advancements in payment systems across various sectors.

    To further facilitate transactions and ensure inclusivity, a LASRRA ID card is also required at the Sunday food markets. However, provisions have been made at the locations for the registration of residents without a LASRRA ID card, emphasizing the government’s commitment to ensuring that a larger number of residents can benefit from the programme. In a bid to promote transparency, the prices of food items have been listed and made available through various media outlets. According to a release by the Commissioner for Information and Strategy, Mr. Gbenga Omotoso, “A 5kg bag of rice is sold for N5,325, while a 1kg bag goes for N1,065; a 5kg bag of beans is sold for N6,225 while a 1kg bag is sold for N1,245.”

    To maintain order and security at the markets, men and officers of the Nigeria Police, Nigeria Security and Civil Defence Corps (NSCDC), Lagos Neighborhood Safety Corps (LNSC), and Lagos State Traffic Management Authority (LASTMA) are strategically stationed at the food markets. Their presence ensures a flawless process and instills confidence in both buyers and sellers. Despite the large turnout of residents, Governor Sanwo-Olu has commended the smooth conduct at the Sunday markets. He expressed his elation at the reports of calmness and orderliness, reaffirming his administration’s commitment to stand by Lagosians during these challenging times. Governor Sanwo-Olu emphasized, “It is all about assuring Lagosians that our administration will continue to stand by them. We will continue to find and deploy creative ways of easing their burden.”

     According to the state government, the feedback received thus far from the programme has been profoundly inspiring, with residents expressing deep appreciation for the government’s efforts. As part of its comprehensive socio-economic intervention, the Lagos State government has implemented measures to enhance the working conditions of public servants. Governor Sanwo-Olu announced during his recent media chat that civil servants from Grade Level 1 to 14 will now work from the office a maximum of three times a week, while those on levels 15 to 17 will work four times weekly. This flexible working arrangement has not only reduced pressure on the roads but has also alleviated economic tension among workers.

    Furthermore, the government is actively working to provide additional transport support for public school teachers, ensuring their prompt attendance in classes. As part of this initiative, a 25% rebate on public transportation fares has been introduced for commuters using BRT, train, and ferry services. Discussions are also underway with various transport unions to further reduce fares, making transportation more affordable for residents. In addition to these measures, the government is considering covering the costs of free child deliveries across its 31 General Hospitals. Whether through normal birth or cesarean section, the aim is to alleviate the financial burden on families and ensure access to essential healthcare services for expectant mothers.

    Recognising the importance of access to healthcare, the Lagos State government has incorporated a medical outreach programme into its relief efforts. This initiative provides free medical services to residents across the state, ensuring that those who may otherwise be unable to afford healthcare can receive the support they need. From basic medical check-ups to the distribution of essential medications, this outreach programme embodies the government’s commitment to prioritising the health and well-being of its citizens. In addition to providing direct relief to households, the Lagos State government has implemented measures to empower public servants. Since January, the minimum wage for public officers has been increased, ensuring that workers receive a more livable wage. This increase not only addresses immediate financial needs but also serves as a testament to the government’s dedication to improving the lives of its workforce.

    According to Omotoso, the administration’s unwavering commitment to the well-being of its citizens is evident in its multifaceted approach to governance – whether it’s repairing and expanding road networks, constructing hospitals, clearing drainage systems, investing in intermodal transportation, empowering residents, or creating opportunities for economic growth, improving the lives of the people remains the primary focus. Through its actions, the state government continues to demonstrate its understanding that effective governance is measured not by rhetoric but by tangible improvements in the lives of the people it serves. By placing the needs of residents at the forefront of every decision and initiative, the administration embodies the essence of responsive and people-centric governance, he stressed.

    Omotoso further highlighted that since assuming office in May 2019, Governor Sanwo-Olu has consistently demonstrated a commitment to honouring his promises. “It is, thus, not surprising that “Mr. Talk and Do” is fulfilling the promise which he made during the media chat on February 22 – to unveil a comprehensive package of socio-economic interventions to reduce the current hardship in the land. This gathering is a continuation of the government’s bold efforts to lighten the burden of residents, especially the most vulnerable among us; the poorest of the poor; those who do not know where the next meal will come from. Eko Cares, which is being unveiled today, is an aggregate of all the measures designed to ease the pain of our vulnerable citizens who have no one else to turn to for succour,” he said.

    N4b Lagos leather hub 90 per cent completed’

    Lagos State Governor Babajide Sanwo-Olu has spent N4 billion on the Lagos Industrial Leather Hub which is now 90 per cent completed and would be opened soon, it has been learnt.

    Commissioner for Wealth Creation and Employment, Akinyemi Ajigbotafe, said this at the 2024 Ministerial Press briefing where he gave account of the ministry’s activities in the last one year.

    According to him, the government, in staying true to its mandate of tackling challenges militating against the growth of Nano, Micro, Small and Medium Scale businesses, especially the informal sector, introduced initiatives developed to aid Startups, Artisans and Entrepreneurship development. 

    He said: “One of such major initiatives is the establishment of industrial hubs, which entails creating a congregation of related enterprises in a close location for enhanced productivity, wealth creation and business development through provision of access to business accommodation, workshop, standard equipment and infrastructural facilities at affordable costs. A multiplier effect is to create value chains in such enterprises such as leather works. 

    “The government is about to complete the Lagos Industrial Leather Hub at Matori, Mushin, to create employment, develop capacity of artisans and provide necessary equipment and infrastructure for MSMEs operating in the leather value chain. The Hub facilities include the Production Area with industrial equipment (for mass production of leather products) and shopping area that comprises shops, training rooms, work stations, office space, showroom etc. The project is about 90 per cent completed and will be opened soon.”

    Ajigbotafe added that the Lagos State Employment Trust Fund has empowered residents with job and wealth creation opportunities in its bid to tackle unemployment and promote entrepreneurship in the state. 

    According to him, the MSME loan programme, which attracts a five to nine per cent interest rate per annum, is available to registered business owners resident in Lagos. 

    “In 2023, we disbursed N859 million to 1,271 MSMEs. This support helped these businesses grow, creating 51,822 direct and indirect jobs.

    “The LSETF implements this initiative in partnership with international development organisatons such as the United States African Development Foundation (USADF) and United Nations Development Programme. In 2023, LSETF also trained 2,170 young persons across various vocational trades, and 1,172 were placed in jobs,” he added.

    Acting Executive Secretary of the Fund, Mrs. Feyisara Alayande, appealed to beneficiaries of its various loans to repay and avoid the embarrassment of being blacklisted by the Credit Bureau, and so the purse is not depleted.

    She noted that the Fund has so recorded eight-two per cent repayment of loans while officials had been following up on debtors to see how their businesses were fairing.

    Lagos state spent N849.5 million on scholarship and bursary awards in 2023, Commissioner for Tertiary Education, Tolani Sule has said. 

    According to him, N335,600,000 was approved for 1,591 students for the 2022/2023 Scholarship Award for undergraduate & PhD recipients, and the 2022/2023 Governor’s Discretionary Awards, while N513,955,000 was approved for as bursary 6,884 undergraduates and Law School students. 

    The commissioner added that in alignment with the THEMES Plus Agenda, which prioritises inclusive development, a special category of scholarship was unveiled for special needs students. 

    “This initiative is designed to support people living with disabilities and the multi-dimensionally poor, empowering them to pursue their educational aspirations and contribute meaningfully to the society. 

    “It is crucial to note that the Special Scholarship for Inclusion extends beyond Lagos State indigenes, it encompasses all residents enrolled in Lagos State-owned tertiary institutions, irrespective of their state of origin. This underscores our commitment to fostering inclusivity and providing equal opportunities for all residents of Lagos State.

    “I am also pleased to announce that the Lagos State government has made provisions in the 2024 budget to accommodate free education for persons living with disabilities in regard to the People with Disability Law of Lagos State, which promises free education for all PWDs. We are committed to ensuring that every individual, regardless of their abilities or socio-economic background, have access to quality education,” he said. 

    Sule also said the Lagos State University of Health and Medical Sciences will kick off this year with Direct Entry students.

    He noted that the government is working to admit students for the 2024/2025 academic session, as the three components needed for take-off had been met.

     He maintained that government is committed to the project and Governor Babajide Sanwo-Olu has given all for its take-off.

    Lagos is the host city for the Annual Conference and Venture Capital Summit (AVCA) slated for 2025, the African Private Capital Association has announced.

    The African Private Capital Association is the nexus of private capital in Africa, championing and enabling private capital investment in Africa.

    After 10 years, Africa’s largest private capital gathering will return to the region’s largest economy, Nigeria.

    This follows the successful AVCA Conference and Venture Capital (VC) summit held in Johannesburg last week, which attracted 700+ delegates from more than 60 countries.

    More than 300 delegates attended the 3rd Annual VC Summit where panelists took stock of the global decline of VC funding and explored a range of solutions to catalyse growth.

    Speakers marked the influence of rapidly emerging technologies shaping African innovation and driving the digital economy, creating new skills and increasing efficiency, such as artificial intelligence, blockchain and quantum computing.

    Speaking on the panel, ‘The DeepTech Potential in African Tech’, Partner, Modus Capital, Andre Jr. Ayotte, highlighted how founders can apply technology to build companies solving problems at scale.

    Despite progress in tech-enabled sectors, Managing Partner, Savant, Nick Allen, noted that gaps in Africa’s tertiary education system have led to a lack of skilled graduates with sufficient engineering knowledge.

    He added that in comparison to more developed markets such as Europe and the US, there is a lack of investors who understand how to finance deep tech in Africa.

    Speaking during the panel, ‘Seasons Change: Lessons Learned in Winter and the Path to Spring’, panelists took stock of the global decline of funding within the VC ecosystem.

    Seasoned investor/Senior Partner, AfricInvest,  Khaled Ben Jilani, raised the importance of active strategies to make businesses less capital intensive in order to anticipate new risks and navigate a lack of liquidity in the market.

    Co-founder and Managing Partner, Novastar Ventures, Steve Beck, said private equity firms and Development Finance Institutions (DFIs) with dedicated VC teams had stepped in to partially fill the funding gaps, particularly in the early stages.

    Looking ahead, Nigeria’s position at the forefront of venture capital and private equity investment in Africa, backed up by a tech-savvy population and the recent rise in local investment funds and angel investors, sets the scene for a dynamic summit in 2025. 

    Chief Executive Officer, AVCA, Abi Mustapha-Maduakor, said: “Nigeria has emerged over the last decade as an investment hotspot in Africa.     The Lagos State government has set up a Cybersecurity Advisory Board to facilitate the design, implementation and management of an effective Cybersecurity programme.
    Lagos thus becomes the first state to proactively constitute such ‘forward thinking and strategic board – in consonance with its status as the pace setter for technology, innovation and governance’, a statement by the Commissioner for Information and Strategy, Gbenga Omotoso said.

    Hajj: Lagos begins medical screening of pilgrims

    The Lagos State Muslim Pilgrims Welfare Board will today begin medical screening and vaccination of intending pilgrims for the 2024 Hajj.
    Screening would hold from today till May 9, at the Shamsi Adisa Thomas (SAT) Mosque hall, Old Secretariat, GRA, Ikeja, from 8am daily. It will be done according to local governments.
    The Board Secretary, Saheed Onipede, who visited Mushin Sensitisation Centre for pilgrims yesterday, said the screening is designed to ascertain the health status of each pilgrim in fulfillment of the requirements for international travels.
    Onipede emphasised that medics from Lagos State University Teaching Hospital (LASUTH) will screen pilgrims for diabetes, malaria, typhoid, Hepatitis B, pregnancy, etc, while officials from Port Health Service (PHS) in the Federal Ministry of Health would vaccinate them against diseases such as polio, meningitis and yellow fever.

    According to the schedule, intending pilgrims from Agege, Amuwo Odofin, Badagry and Mushin would be screened and vaccinated tomorrow, Ajeromi Ifelodun, Eti-Osa, Kosofe and Oshodi- Isolo (May 2); Alimosho, Epe, Ifako-Ijaiye and Lagos Mainland (May 6); Apapa, Surulere, Ikeja and Lagos Island (May 7); Shomolu, Ojo and Ikorodu (May 8) while all outstanding and leftovers would be attended to May 9.
    Onipede added that collection of results and consultations shall be done simultaneously.
    He urged intending pilgrims to make themselves available for the screening which ‘is one of the important stages in the Hajj process because any pilgrim who fails to appear for the screening would forfeit the chances of performing the Hajj rites through the state’.
    The Board Secretary also appealed to the intending pilgrims to be good ambassadors of the state and Nigerian while in Saudi Arabia.
    Onipede, while monitoring the ongoing weekend lectures/sensitisation programme across the Local Government Areas of the state, appealed to them not to travel to the Holy Land with prohibited items such hard drugs, kolanut, bitter kola, etc, or collect bags from strangers. He stressed that Saudi Arabia does not tolerate the trafficking of banned substances, and anyone caught will be dealt with or given capital punishment.
    The sensitisation, which kicked off in Badagry Local Government penultimate week, is aimed at educating the intending pilgrims, especially first timers, on the requirements of Hajj rites.

    Lagos state will partner with Naija Brand Chick (NBC) on a trade fair which is projected to raise sales to about N5 billion.

    The trade fair, slated for June 14-16, will include lifestyle and home, fashion and personal care, services and innovation, arts and crafts, adventure and recreation, travel and hospitality, and cultural and recreational attractions.

    Governor Babajide Sanwo-Olu‘s special adviser on tourism, arts, and culture, Idris Aregbe, during a press briefing, said the historic event will mark the beginning of a new era in hospitality and trade fair. ‘The sales will speak volumes about our commitment to driving economic growth and prosperity’, he noted.
