    Lagos govt’s application stalls hearing of Al-Mustapha’s appeal

    Lagos State Government’s application for extension of time on Monday stalled hearing in the appeal filed by Major Hamza Al-mustapha, Chief Security Officer (CSO) to late General Sani Abacha.

    Also involved in the appeal was Alhaji Lateef Shofolahan, an aide to late business mogul, Chief M.K.O Abiola.

    The duo were challenging the death sentence passed on them by Justice Mojisola Dada of a Lagos High Court, Ikeja, over their involvement in the murder of Alhaja Kudirat Abiola in June 1996.

    Counsel to the state government, Femi Adamson, informed the Court of Appeal presided over by Justice Chuma Nweze, that the application was to enable the state government file its respondent’s brief of argument.

    He, however, apologised for the late filing, noting that it was as a result of hitches beyond his control.

    Although counsel to Al-Mustapha, Joseph Daudu (SAN) and Shofolahan’s lawyer, Olalekan Ojo, did not object the application, they expressed their displeasure with the development.

    Commenting on the application, the court held that the attitude of the Lagos State government in its approach towards hearing of the appeal is not encouraging.

    “Gentlemen, as you can see, it is not the fault of the court not to hear the appeal.

    “Counsels should desist from the attitude of filing applications late in any case,” Justice Nweze emphasised.

    While granting the application, Nweze ordered the state counsel to serve Ojo the respondent’s brief of argument, having served Daudu and adjourned hearing of the appeal till May 30.

    Lagos State Lotteries Board has arrested a Serbian and 10 other people who engaged in illegal lottery and online sports betting without being licensed by the board.

    The Chief Executive Officer, Lagos State Lotteries Board, Mr. Lanre Gbajabiamila, who confirmed the arrests, gave the name of the Serbian, as Mr. Nenad Inkovic.

    He said Inkovic was caught while operating illegal online sports betting at Ilaje Street, Ajah area of the state..

    He said the illegal activity was a breach of Section 43 (1) (b) of the Lagos State Lotteries Law.

    The Serbian was charged to court at the Special Offences Court, Alausa, for operating online sports betting illegally. He was granted bail, while his international passport has been seized.

    However, the board’s CEO disclosed that two illegal sports betting operators and nine public online lottery operators were arrested between January and this month.

    Gbajabiamila stated that the arrests were carried out at Iju/ishaga, Ojodu Berger, Lagos Island, Ajah, Ikeja and Olowo Ira.

    He disclosed that eight of the offenders were awaiting trial.

    He stated that the board would not relent in its effort to rid the state off illegal lottery activities.

    N600m loan: Reps intervene in FG, Lagos row

    The House of Representatives in Abuja has intervened in the row between the Federal Government and the Lagos State government over the $600 million World Bank loan.

    Lagos State government on Tuesday filed a petition against the Federal Government, alleging frustration in accessing the World Bank loan.

    The Chairman of House of Representatives Committee on Aids, Loans and Debt Management, Adeyinka Ajayi , said the committee had invited the state government to throw more light on the loan.

    In a presentation, Lagos State Governor, Babatunde Fashola (SAN), said that the sudden stoppage of the loan had terribly affected the financial plans of the government.

    “We have a commitment with the World Bank for a loan of 600 million Dollars offered to Lagos.

    “It is supposed to be in three tranches, and the first tranche was paid in 2011.

    “We were expecting the payment of the second tranche when we got the shocking information that the loan facility had been stopped.

    “As I speak, we have not received any official communication from the Federal Ministry of Finance about it concern,” the News Agency of Nigeria quoted the governor as saying during the presentation.

    Fashola said that the Minister of Finance told him in a telephone conversation that the state could not accommodate the loan in its 2013 borrowing plan.

    The governor pleaded that the second tranche of the loan should be included in the 2013 borrowing plan and the third in the 2014 borrowing plan.

    He lamented that before the sudden stoppage of the loan, the state 2013 budget had already been planned in line with the requirements of the World Bank.
