    2017 Budget: Fashola replies NASS, decries resort to name-calling

    The Minister of Power, Works and Housing, Mr Babatunde Fashola, has expressed concern over the reaction of the National Assembly to his observations on the 2017 Budget as passed by the legislature.

    Fashola had in a recent interview, complained that the legislators had in approving the budget, reduced funds for some key projects of his ministry and allocated the money to some frivolous ones.

    He had disagreed with the practice where the legislature unilaterally altered the budget after putting members of the Executive through budget defence sessions and committee hearings.

    According to him, it amounted to a waste of tax-payers money and unnecessary distortion of orderly planning, for the lawmakers to unilaterally insert items not under the exclusive or concurrent lists.

    Specifically, Fashola had said that the lawmakers altered the budgetary allocations for rehabilitation of Lagos-Ibadan Expressway, the Bodo-Bonny road and the Kano-Maiduguri road.

    Other projects whose funds were tampered with the national assembly, he alleged, were the second Niger Bridge and the long-drawn Mambilla Hydropower project.

    He said the allocations were diverted to construction of scores of boreholes and primary health care centres, which were never discussed during the ministerial budget defence at the parliament.

    But the spokespersons of the Senate and the House of Representatives, in separate responses, had accused the minister of spreading “half-truths” and making “fallacious’’ statements.

    They accused the minister of wanting to hold on to the projects he complained about in order that he may continue to award contracts.

    In a statement on Monday in Abuja, Fashola said it was sad that the lawmakers could resort to name-calling even without understanding the facts of what they were getting into.

    He insisted that there was no subsisting concession agreement on the Lagos–Ibadan expressway as alleged by the national assembly.

    He explained that what the Infrastructure Concession Regulatory Commission (ICRC) had was a financing agreement from a consortium of banks, saying that there was no fallacy or half-truth in the allegation that the budgets were reduced.

    “The spokespersons admitted this much and now sought to rationalise it by a concession or financing arrangement that has failed to build the road since 2006.

    “The biggest momentum seen on the road was in 2016,” the minister said.

    On the second Niger Bridge, whose 2016 allocation, the lawmakers claimed, was not spent and had to be returned, Fashola said, “this displays very stark and worrisome gaps in knowledge of the spokesperson about the budget process he was addressing.’’

    According to him, a budget is just an approval of estimates of expenditure to be financed by cash from the Ministry of Finance.

    He said that the Ministry of Finance did not yet release any cash for the 2nd Niger Bridge and that no money was returned.

    The minister said that the continuation of early works could not start in May, 2016 when the budget was passed because of high water level in the River Niger.

    He also dismissed the allegation that the ministry under him was holding on to projects that could be funded through Public-Private-Partnership (PPP) as a tissue of lies.

    On the budget for Mambila Power Project, which was slashed because it contained a whopping N17 billion for Environmental Impact Assessment (EIA), the minister said that there was indeed a “mis-description’’ of the expenditure.

    According to him, what was described as a Budget Head for EIA was actually the nation’s counterpart funding to the China- EXIM loan to fund the building of the project.

    He said that the information on the budget for Mambilla project was brought to his attention only after it had been slashed.

    “In any event, allegations of half-truths are only a flawed response to the constitutional and developmental issues that have plagued Nigeria from 1999 about how to budget for the critical infrastructure in Nigeria.

    “It shows the conflict between the Executive that wants to build big federal highways, bridges, power plants, rail and dams on one hand and a Parliament that wants to do small things.

    “The parliament wants to do things like boreholes, health centres, street lights and supplying grinding machines,” he said.

    “As long as budgets, planned to deliver life-changing infrastructure, are cut into small pieces, Nigeria will continue to have small projects that are not life-changing and big projects that have not been completed in 17 years.

    “If a project would cost N15 billion and the contractor gets only a fraction of that, then things won’t move.

    “Success should be defined by how many projects an administration is able to complete or set on the path of irreversible completion and not how many poorly funded contracts are awarded,” Fashola added.

    Two die, six injured in Lagos-Ibadan Expressway crash

    Two persons were at the weekend killed and six others injured in a multiple accident along Lagos-Ibadan Expressway.

    The accident occurred around 6:30am, at Kara Bridge, Isheri. It was gathered that a trailer marked JJC572XG and laden with 10cm iron rods colluded with an Xterra Sports Utility Vehicle (SUV) with registration number LND151XG and three commercial vehicles.

    The accident was said to have led to an explosion of one of the commercial buses marked EPE606XH, which was later put out by emergency workers.

    Two of the buses, The Nation gathered, were interstate transport vehicles and had full passengers in them.

    It was gathered that the accident was as a result of mechanical fault from the heavy duty truck.

    A source who hinted on the accident said the injured victims were rushed to the hospital after having administered first aid treatments.

    The source said officials of the Lagos State Emergency Management Agency (LASEMA), Lagos State Ambulance Services (LASAMBUS), Fire Service, Nigeria Police and Federal Road Safety Commission (FRSC) were at the scene to control the situation.

    Bodies of the victims were taken by FRSC officials, who also ensured free flow of traffic.

    Efforts to get reaction from the FRSC Sector Commander, Hygenus Omeje, failed at the time of filing this report.

    The Oyo State Police Command on Wednesday paraded a serving soldier and a police inspector for allegedly hijacking   fuel-laden trucks on the Lagos-Ibadan Expressway.

    The News Agency of Nigeria (NAN) reports that 38 other  suspects were also paraded for offences ranging  from armed robbery, kidnapping and  stealing to  cultism.

    Addressing  newsmen at the police headquarters in  Eleyele, Ibadan, Mr Abiodun Odude, the Oyo State Commissioner of Police,  said  the suspected hijackers often wore camouflage and police uniforms to carry out their operations.

    “The alleged hijackers of fuel-laden trucks usually wore military camouflage and police uniform in their operations.

    “They were nabbed by the Federal Anti-Robbery Squad of Oyo State during one of their operations on April 15 at about 8.am after they waylaid a fuel-laden DAF tanker with registration number  APC 937 XB on a bad portion at Shasha, near Ojoo, on Ibadan-Oyo Road.

    “The suspected policeman would be recommended for dismissal from the Nigeria Police for professional misconduct,’’ he said.

    Odude said both the soldier and the policeman confessed that they actually participated in the crime.

    In another incident,  a suspect  allegedly conspired with others to abduct his  own father.

    Odude said that the kidnapping of the suspect’s  father took place at Igboora in Ibarapa Central Local Government Area on May 17 at about 6pm.

    “ The suspect said he got a share of less than N1 million in the ransom collected although he confessed that his father never offended him,’’ he said.

    He said that the suspects would be charged to court as soon as investigation was completed.

    Similarly, six suspects said to be  involved in the kidnapping of  popular Ibadan-based oil magnate and Chief Executive Officer of Bovas Oil and Gas Limited were also paraded.

    Items recovered from the suspects included  firearms,  nine  vehicles, one motorcycle,  N1.2 million,  musical instruments, knife and phones.

    The Ogun State Police Command has arrested four member robbery syndicate while robbing victims at the Sagamu Interchange stretch of the Lagos – Ibadan expressway.

    The suspects were said to have attacked their victims last Sunday night in bids to dispossess them of the belongings but following a tip off to the Police, the Divisional Police Officer, Sagamu division, Mr Moses Aduroja, led a team of Anti–Robbery squad to the scene  and apprehended four of them.

    The Police Public Relations Officer in the state, Abimbola Oyeyemi, gave the names of the suspects as Sulaiman Fatai (21), Ayobami Alao(21), Yusuf Sodiq (20) and Emmanuel Adeleke (18).

    Abimbola added that cutlasses, iron rod, knife, and other dangerous weapons were recovered from the suspects.

    According to him, the suspects claimed they usually come from Oshodi in Lagos to carry out robbery operation at Sagamu interchange.

    Fifty-one percent of section one of the ongoing Lagos-Ibadan Expressway Rehabilitation/ Reconstruction Project has been completed, the supervisor has said.

    Mr Kayode Ibrahim, the Federal Ministry of Power, Works and Housing engineer supervising the project, disclosed this to newsmen on Tuesday after inspecting it.

    Recall that the section one of the project which extends from Ojota in Lagos State to the Sagamu Interchange in Ogun was awarded to Julius Berger Plc by the former President Goodluck Jonathan-led administration.

    Correspondents of the News Agency of Nigeria (NAN) who joined the engineer on the inspection of the project observed that workers of Julius Berger Construction Company were working round the clock to ensure its completion within the stipulated period.

    The workmen were seen using various machines to grade and fill some portions of the road edges with laterite on both carriageways between Redeemers’ University gate and the Sagamu Interchange.

    NAN also observed that the drainage channels were being constructed on the Ibadan-bound carriageway around Christopher University area while asphalt was being laid between NASFAT camp and the Mountain of Fire and Miracles Ministries (MFM) axis.

    Also, some of the workers were seen working on three portions on the Lagos-bound carriageway on the popular ‘Long Bridge’ and on other portions of the road.

    Ibrahim told NAN that, “The project achieved 51 percent completion as at end of April. We do our project analysis at the end of every month.

    “We are still fixing new expansion joints on the Long Bridge, and this is a painstaking job that has to been done slowly and accurately.

    “On the Lagos-bound carriageway, we have fixed 30 expansion joints out of 42 expansion joints there; and as soon as we finish, we will move to the Ibadan-bound carriage.

    “We are doing earthworks at MFM, Ibafo, Change 27 near the Redeemed Christian Church of God camp.

    “We are also doing side drainages, catch pits, and outfalls which take surface water to gorges or streams,” he said.

    He explained that the construction company was making efforts to prevent the road retaining stagnant water and be unnecessary flooding before and during the raining season.

    Ibrahim said that to achieve this, the workers had started opening up and cleaning all weep holes on the Long Bridge.

    He also said that his organisation had decided to construct rigid pavements along the road shoulders instead of carrying out temporary repairs on them.

    The engineer said that temporary repairs on them would waste public funds.

    “We cannot work on the road shoulders because they require massive work; we will construct rigid pavements there when the construction reaches there.

    “If we face road-shoulder work, it will be a waste of fund to do massive temporary repairs but we will keep the road accessible as we reconstruct.

    “The existing carriageway is our focus for now and we have made tremendous progress because traffic is better now,” he said.

    The engineer, however, advised drivers to desist from their reckless driving on the Lagos-Ibadan Highway.

    He said that this had been responsible for accidents there and slowing the pace of work.

    Meanwhile, motorists expressed mixed feelings over the project when NAN asked them for their views.

    While some expressed satisfaction, others appealed to the Federal Government to increase funding for the project to speed up work.

    A truck driver, Mr Moses Ocholi, told newsmen that the repair had reduced travel time on the highway.

    “Now, I can tell my wife to expect me in two hours in Lagos if I am at Ibadan; that could not happen in the past,” he said.

    A trader, Mrs Felicia Amanze, also commended the efforts of government on the project which she said had eased movement for the various settlers in communities along the axis.

    However, a transporter, Mr Ahmed Suleiman, appealed to the government to inject more funds into the project to speed up construction.

    “We saw the speed with which the Abuja Airport runway was completed by the contractors that handled the project.

    “So, it is a question of funding, the government should release money fast to contractors so that they can finish this work quick,” he said.

    Twenty-six travellers were burnt to death yesterday at the Ibadan end of the Lagos-Ibadan expressway when two commercial buses collided and caught fire immediately.

    Eleven others were injured while a baby escaped unhurt.

    His father was said to have thrown him out of one of the vehicles apparently after realizing that he (father) had a little chance of getting out of the fire.

    An eye witness told the News Agency of Nigeria (NAN) that the baby “escaped death because his father threw him out through the window of the bus.”

    The two buses were said to have collided when one was trying to overtake another vehicle.

    Time was about 7:00 am at a portion where there was diversion caused by road rehabilitation.

    Once the vehicles collided, they burst into flames, leaving most of the passengers trapped.

    The victims were burnt beyond recognition.

    Personnel of the Nigeria Police and the Federal Road Safety Corps (FRSC) who rushed to the scene evacuated the dead to the Adeoyo Hospital, Yemetu, Ibadan for autopsy while the injured were taken to the University College Hospital (UCH) and Ibadan Central Hospital for treatment.

    Many passers-by wept on seeing the charred bodies.

    The commissioner of Police, Abiodun Odude visited the scene.

    Confirming the accident, the Police Public Relations Officer (PPRO) in Oyo State, SP Adekunle Ajisebutu, said 26 people died in the accident while 11 were injured.

    “The fatal motor accident occurred at about 7.00am on Saturday along the Lagos/Ibadan Expressway by Quarry.

    “The two commercial buses involved had a head on collision and burst into flames. As a result, 26 people died while 11 others including three children were injured.

    “Corpses of the dead have been deposited at the Adeoyo General Hospital, Yemetu, Ibadan, for autopsy while the injured have been taken to Ibadan Central Hospital and UCH Ibadan for medical attention.” Ajisebutu said.

    Multiple vehicles accident on the Lagos – Ibadan expressway has claimed the lives of four persons and injured 12 others on Monday morning.

    The accident involving IVECO Truck, White Toyota car and a bus in the fleet of Delta State based   transport firm occurred at the ASCON filling station – near the Redeemed Christian Church of God (RCCG) Camp, stretch of the expressway.

    The Sector Commander, Ogun State Command of Federal Road Safety Corps (FRSC), Mr. Oladele Clement, told The Nation that four persons were burnt to death while the injured 12 others have been taken to the RCCG hospital for treatment.

    According to Oladele, Operatives of the FRSC and other traffic and emergency agencies are on ground clearing obstruction and controlling traffic.

    The Nation gathered that motorists have been advised to use alternate routes out of Lagos via Ikorodu or Sango Ota and same for those connecting Lagos should avoid Mowe end into Lagos.

    No fewer than five persons died in an accident involving a truck and an 18-seater commercial bus at Makun area on the Lagos-Ibadan Expressway on Thursday.

    Mr Babatunde Akinbiyi, the Public Relations Officer (PRO), Traffic Compliance and Enforcement Agency (TRACE) in Ogun, confirmed the accident to journalists in Abeokuta.

    He said that the deceased included one female and four males who were inside the commercial bus.

    Akinbiyi said both vehicles were heading to Lagos when the accident occurred at New Makun City area on the Lagos-Ibadan Expressway.

    He said that the accident involved a white Mazda Bus with Registration number LAGOS LSD 454 XT and Mack truck marked LAGOS AKD 39 XU.

    The TRACE spokesman explained that officials of the agency at the scene reported that the commercial bus rammed into the truck from the rear during a rain storm in the area.

    He said that the accident consequently led to a gridlock which affected Gov. Ibikunle Amosun of Ogun, who was travelling to Lagos.

    The road traffic official said that the governor ordered his security details to commence rescue operations and those injured were rushed to the Olabisi Onabanjo University Teaching Hospital, Sagamu.

    According to him, corpses of two passengers who died instantly were also taken to the mortuary.

    “The governor was on his way to Lagos when his convoy suddenly met the gridlock caused by the accident which occurred at the New Makun City along the Lagos-Ibadan Expressway.

    “Immediately, the governor was aware of the accident, he ordered that the injured should be quickly conveyed to the Olabisi Onabanjo University Teaching Hospital, Sagamu.

    “The two victims who died instantly at the scene were equally taken to the morgue of the same hospital.

    “Three others among the injured later died in the hospital,” he said.

  • FRSC begins clampdown on unlatched containers — Official

    The Corps Marshal, Federal Road Safety Corps (FRSC), Mr Boboye Oyeyemi, said on Tuesday in Lagos that the corps would soon resume full enforcement on articulated vehicles whose containers are not properly latched.

    Oyeyemi disclosed this when he spoke with the News Agency of Nigeria (NAN) during his ongoing traffic assessment on the Lagos-Ibadan Expressway on Tuesday.

    He said that the major concern of the FRSC was to prevent the trailers and flat belt containers from falling unnecessarily.

    “Our major concern has to do with the flat belt trailers because in 2015, we started the enforcement in which over 3,000 trailers were impounded.

    “We later entered into an agreement with their union executives on full compliance but recently, we just discovered some non-compliance among the trailer drivers.

    “Enforcement is supposed to be a deterrent, such that if you don’t want to be penalised, you have to stay away from violating traffic rules and regulations.

    “We are resuming full enforcement of the flat belt trailers and containers that are not properly latched to the vehicles,’’ he said.

    The Corps Marshal said that the enforcement would also focus on the quality of tyres of the trailers, trucks and other articulated vehicles.

    Oyeyemi said that the corps had decided that every vehicle had to comply with minimum safety standards, in term of tyres and other safety gadgets.

     

    “Using fake and second hand tyres is an act of irresponsibility, which must be stopped.

    “Enough is enough of wasting the lives of innocent persons unnecessarily on the highways.

    “Motorists must produce effective C-caution signs; gone are the days when vehicles used leaves, stones and tyres as C-caution signs.

    “Tyres, for instance, are not reflective as warning signs and I have warned those still using them on the implications,’’ the Corps Marshal added.

     

  • Four persons charred, two others injured in fuel tanker explosion

    Four persons were charred and two others gravely injured on Tuesday in a fire which erupted from a truck conveying fuel when it fell and exploded on them.

    The incident occurred around Fidiwo stretch of the Lagos – Ibadan Expressway in the afternoon as the truck driver travelling in the direction Ibadan lost control of the wheel following bids to overtake another fuel tanker and fell on a side of the road.

    The fire – fighters fought for over two hours to put out the raging fire and  rescue victims who were said to have been trapped by the burning fuel tanker.

    The state Commandant, Federal Road Safety Corps, Mr. Clement Oladele, who confirmed the accident to journalists, said two trucks were involved and gave the number plate of the ill-fated tanker as FFA 752 XA.

    “The incident occurred when the burnt tanker with the number plate FFA 752 XA brushed the other tanker by the side while overtaking it.

    “This resulted to loss of control and subsequent crash with the resultant impact of fire outbreak on both vehicles,” Oladele said.

    According to him, a corpse was seen at the scene of the accident.

    But the Public Relations Officer, Ogun State Traffic Compliance and Enforcement Corps (TRACE), Tunde Akinbiyi said four persons were burnt to death while two others suffered with varying degrees of burns.

    “The TRACE personnel on ground at the scene of the accident said four persons died inthe tanker inferno.

    “They told me the four victims were trapped inside the ill-fated tanker. Two others were also said to have been injured,” he said.
