    Lagos Speaker to build resource centre in Agege

    •200 pupils get free GCE forms

    Lagos State House of Assembly Speaker Mudashiru Obasa has promised to build a resource centre in Agege for the training and empowerment of youths and women.

    The project, he said, would begin soon.

    He spoke during the distribution of free General Certificate of Education (GCE) form to some pupils on Sunday.

    He said: “This resource centre will have all the necessary modern information and communication technology (ICT) equipment and vocational training machines of different types and it will be responsible for training and empowering youths and women not only in Agege but also in the entire state.”

    The aim of establishing the resource centre, Obasa said, is to make youths and women self dependent adding:

    “Our aim is to teach you how to fish rather than giving you fish to eat. By training and empowering youths and women, we are not only making them independent but also making them employers of labour,” he said.

    Obasa described the free GCE forms distribution as one of his educational development programmes aimed at assisting indigent pupils in realising their dreams.

    “We have been doing this since 2003 and this is the 12th edition. Annually the number of beneficiaries keeps increasing. Last year, we gave out 100 forms, this year, we are giving out 200 forms and I want to assure you that the number will increase next year by the special grace of God,” he said.

    Co-operate with Buhari to end insurgency —Lagos Speaker

    Speaker of the Lagos State House of Assembly, Mudashiru Obasa, has urged Nigerians to give adequate co-operation to President Muhammadu Buhari in his effort at putting an end to insurgency in the country.

    Obasa gave the advice shortly after observing his Eid el-Fitri prayers at Oyewole Primary School, Mulero, Agege, Lagos, yesterday.

    He said: “We are all aware of what is happening in Ukraine. The whole world is in support as regards their challenges. We have similar problems in the Arab world. So, there is no problem if our president is seeking the support of the world on insurgency.

    “We must all support the president in this regard. Our concern should be on the way to put an end to the crisis,” Obasa said.

    While commenting on his plans for Lagos as the newly elected Speaker, Obasa premised the anticipated success on collective readiness of all members of the House.

    “Success of any Assembly lies on the members. It is not about a single person; it is about collective responsibilities. Whatever achievements recorded are collective,” he said.

    The Speaker urged Muslims to be law-abiding as citizens, adding that virtue exhibited during Ramadan should not be discarded.

    Earlier, the Chief Imam of the Papa-Ashafa Central Mosque, Sheik Shereefdeen Ali, called on Muslims to continue  to uphold virtues already acquired during Ramadan fasting.

    He said: “Fasting has endowed us righteousness; it is incumbent on every one of you to be upright as you did during Ramadan.”

    While praying for a successful tenure for the Speaker, Sheik Ali stated that as the Speaker it would be a glorious moment for him and the entire Lagos residents.

  • Be agents of positive change, Lagos speaker advises Muslims

    Lagos State House of Assembly Speaker Mudashiru Obasa has appealed to Nigerians in general, and Muslims in particular to be agents of positive change.

    Obasa stated this at a Ramadan Lecture organised by Citinet in Ikeja, where he delivered a keynote address.

    He  called on leaders to hasten the process of revamping the socio-economic structure of the nation in order to effect real change in the life of Nigerians.

    The speaker said the country needed to do away with the regime of impunity.

    According to him, for real change to occur in governance ‘’our leaders, in their respective positions, must love Allah, obey His will, shun corruption, entrench respected institution of shura, allow rule of law, justice, and equity, transparency in governance, accountability and selfless service to govern their conducts in office.’’

    The clamour for change in the running of the affairs of our nation, he pointed out, became necessary ‘’when poverty and injustice in the land had become the order of the day; oppression of the masses by the government through various methods pervaded the whole federation.’’

    He stated that Islamic concept of change in governance presupposes the establishment of Rule of Law, khilafah (succession of God-fearing leaders) accountability, transparency, justice, equity and doing good and running away from all evils that can truncate dividends of democracy for our people.

    CJ solicits Lagos speaker’s assistance on autonomy for judiciary

    Lagos State Chief Judge, Justice Olufunlayo Atilade, has sought the assistance of Speaker of the State House of Assembly, Hon. Mudashiru Obasa, for financial autonomy of the judiciary with a view to managing its activities and resources effectively just as obtainable in the House of Assembly.  The Chief Judge said the call for assistance has become necessary because of the challenges it has had to contend with in the recent past due to dearth of resources and or failure of the relevant agencies to release its money when due.

    Atilade who was represented at a courtesy visit to the speaker by the Chief Registrar, Emmanuel Ogundare, said if the judiciary has  financial autonomy it will help dispense justice faster and more efficiently and also deal with other issues confronting it.  The CJ also advised the lawmakers to always furnish her office with a copy of any bill it intends to pass in order to have input of her office for more robust legislation.

    According to her, it is unfortunate that despite the fact that bills being attended to by the House is normally published before passage, the judiciary don’t normally get copies on time to make meaningful contribution, she urged the speaker to look into it so that they can make full contribution to it.

    While congratulating the Speaker for his election as the leader of the eight Assembly, the Chief Registrar who was accompanied by Mr. Olumide Lawal, Director Finance and Admin, Mrs. Adio BJ, Director of Account, Mrs. Deni Ajayi, Deputy Chief Registrar, also pleaded with the House to look at its budget favourably by the time the next budget is presented to the House.

    Responding, Obasa commended the Chief Judge for her efforts at ensuring speeding delivering of justice in the state since assumption of office, he also commended her effort at ensuring that innocent persons who are held behind bars for number of years are set free through her recent effort.   He assured the CJ that the House will look into the judiciary budget when the time comes with a view to assisting them to achieve their aims and objectives.

    The speaker also said on the financial autonomy the judiciary seeks the House will work with the ministry of justice to see how it can be done.  He noted that the issue of autonomy for the judiciary is not new as the issue came up during the 7th Assembly but the problem with the autonomy of the judiciary at that time was that they wanted their capital budget to be given to them directly.

    He assured however that they would look at how the autonomy can be achieved by working with relevant agencies to get the best result.  He also promised that the Assembly will ensure that copies of bills being processed by the House are forwarded to the judiciary to ensure its comprehensive input.  With the speaker to receive the team from the judiciary were Deputy Speaker, Hon. Wasiu Eshilokun-Sanni, Majority Leader, Sanai Agunbiade, Hon. Bayo Oshinowo, among others.

    Pray for peace, unity, says Lagos speaker

    Speaker of the Lagos State House of Assembly Mudashiru Obasa has urged Nigerians, particularly the Muslim faithful, to use the Ramadan fasting period to pray for peace and unity in the country.

    In a statement by his Chief Press Secretary, Musbau Rasak, Obasa described the fasting period as a time of sober reflection, which affords Muslims the opportunity to move closer to Allah and seek His favours.

    “It is not Muslims alone who should make positive use of this  spiritual period but also all Nigerians, irrespective of their religious belief,” the Speaker said.

    Obasa said with the present situation of things in the country, there is a need for Nigerians to seize the opportunity of the fasting to pray for Nigeria’s unity and for peace to reign in the country.

    He stated further that one major feature of the period is sharing of love, hence the need for Muslims to share love not only among themselves but also among adherents of other religions to engender brotherliness among Nigerians.

    “Islam means peace, thus this is the period Muslims can display the peaceful nature of the religion to people, especially adherents of other religions,” Obasa said.

    Speaker of the Lagos State House of Assembly,  Mudashiru Obasa, has described the publisher of the Vanguard newspapers, Chief Sam Amuka, OFR, as an icon who has brought honour and dignity to the profession of journalism not only in Nigeria but also throughout the world.

    Obasa disclosed this in a statement congratulating the media icon on his 80th birthday.

    In the statement signed by his Chief Press Secretary, Mr. Musbau Rasak, the Lagos Assembly Speaker described the celebrator as a man worthy of emulation by all, having led by example through his belief in discipline, hard work and dignity in attaining success in life.

    The speaker stated further that but for the pioneering efforts of people like Chief Sam Amuka, the journalism profession in Nigeria would not have attained such high standard.

    “People like Sam Amuka laid the foundation for the development of modern media practice in Nigeria. Therefore, it is no surprise that the Vanguard newspapers founded by Chief Sam Amuka is one of the leading national newspapers in Nigeria today and well respected globally,” Obasa said.

    He also commended the celebrator for using his publications to champion democratic growth in the country.

    “It is on this note that my colleagues and I in the Lagos State House of Assembly join your friends, associates and family members spread across the world in wishing you a befitting 80th birthday and we pray to God to continue to give you good health,” he said.

    Obasa emerges Lagos Speaker

    Mudashiru Obasa, a fourth term lawmaker from Agege 1 Constituency, has emerged the Speaker of the eighth Lagos Assembly, which was inaugurated yesterday by Governor Akinwunmi Ambode.

    Obasa was the sole candidate. He was nominated by Moshood Oshun  (Lagos Mainland 2) and seconded by Shola Giwa (Lagos Island 2).

    Wasiu Sanni Eshilokun  (Lagos Island 1) is the Deputy Speaker.  He was nominated by Yishawu Gbolahan (Eti Osa 2) and seconded by Solaja Nurudeen (Ikorodu 2).

    Others are: Sanai Agunbiade (Majority Leader); Rotimi Abiru (Chief Whip); Olumuyiwa Jimoh (Deputy Majority Leader); Omotayo Oduntan (Deputy Chief Whip).

    The Minority Leader position,  to be filled by one Peoples Democratic Party (PDP) lawmaker, was put on hold.

    Ambode told the lawmakers that they have a great task ahead.

    He sought their support and commitment in ensuring that all government policies are given legitimacy by the House.

    The governor urged them to be close to their constituents.

    “Great opportunities beckons with the All Progressives Congress (APC) at the center.

    “ I intend to take advantage of this opportunity and engage the Federal Government on issues that will bring the best to Lagosians”, Ambode said.

    Obasa thanked his colleagues for electing him.

    He urged all fellow contenders for the position “to set aside all our differences”.

    “We must all come together in the interest of Lagosians.

    “We are stewards, our employers gave us the mandate to keep Lagos working and make life better for all.

    “My job is to coordinate efforts to fulfil that desire. Our people want to see a prosperous state full of opportunities, let us work to achieve goals desired by our constituents”, Obasa said.

    The Clerk, Ganiyu Abiru, reminded the members that the mandate given to them is a sacred trust which must not be compromised.

    My successor will be close friend, says Lagos Speaker

    Speaker of the Lagos State House of Assembly, Adeyemi Ikuforiji, whose tenure expires on June 4, is optimistic that his successor will be his close pal.

    He said his optimism is due to his closeness to all the contenders currently interested in the seat.

    He disclosed this at the Quarterly Interaction and Long Service Award ceremony, which took place at the assembly complex over the weekend.

    The struggle over who becomes the next Speaker of the State Assembly has generated controversy in recent weeks heightened by unconfirmed speculations that the National Leader of All Progressives Congress (APC), Asiwaju Bola Tinubu, has allegedly anointed a particular candidate.

    The ceremony was attended by the Deputy Speaker, Musibau Taiwo Kolawole, the Deputy Whip, Rotimi Abiru, the Chairman, House Committee on Public Accounts, Bolaji Yusuf Ayinla, Chairman, Lagos State House of Assembly Service Commission (LAHASCOM), Wale Mogaji, the Clerk, Ganiyu Abiru and members of staff.

    Ikuforiji, who has served as Speaker for 10 years, admitted that the APC leaders and the house leadership did not envisage the controversy that has trailed the emergence of his would-be successor.

    He pointed out that all the aspirants for the position are his close ally, while expressing optimism that whoever among them that emerge as the next speaker would deliver.

    He said, “The speaker that will succeed me should be less egocentric, must be a team player and must have the interest of taking the house to a higher level.”

    He added that many of those contending for the seat are only thinking about the glamour associated with the office, saying, however, that the challenges attached to it are numerous.

    While tendering his apology for whatever he might have done wrong inadvertently, the Speaker, however, advised his successor to leverage on the achievements of the 7th Assembly and take it to the next level.

    As the race for the next Speaker of Lagos State House of Assembly peaks, Assistant Editor, Dare Odufowokan, reports on the leading aspirants’ chances against the debate on zoning

    There are strong indications that a certain zoning formula expected to be adopted by members of the All Progressives Congress (APC) in the Lagos State House of Assembly to fill leadership positions in Assembly may be jettisoned.

    As the 8th session of the Assembly is expected to convene in June to elect its leadership and commence its proceedings, the expectation within and outside the party is that the position of the Speaker of the Assembly will be ceded to only lawmakers from the Lagos Central Senatorial District.

    The assumption that the position will be zoned to the zone may have been informed by the need for the party to carry the people of Lagos Central along in the scheme of things. With the emergence of Akinwunmi Ambode from Lagos East as governor and Oluranti Adebule from Lagos West as deputy governor, many observers have given the speakership to the Central Senatorial District.

    However, ahead of the inauguration of the 8th session in June, strong indications have emerged that the party’s leadership in the state may have decided to allow the Assembly members a free hand in selecting its leadership, especially the next Speaker.

    Party sources told The Nation that a pressing need to ensure the emergence of a capable and dependable individual as the next helmsman of the state legislature is responsible for the decision to lay less emphasis on the alleged expected zoning arrangement that would have kept lawmakers outside the central district out of the race.

    The Nation also learnt that previous precedence where expectations of zoning formula were dashed in preference for stability and competence in the leadership of the legislature are being cited by the promoters of the new thinking within and outside the ruling party, to support their call for the election of the next House leadership based on merit and competence.

    “The situation we found ourselves as party leaders after the last general election is such that we must be very cautious and proactive in the way we handle the management of Lagos State henceforth. Things are rapidly changing and we must also adjust with the change if we are to remain in government for a longer time.

    In the next Assembly, we are going to have eight vibrant opposition members from our arch-rival, the Peoples Democratic Party (PDP). Not only are they PDP members, some are also non-indigenes elected into the House with bloc votes. We have never had such situations on our hands before. Such a large and critical opposition has never been in the legislature before now.

    We must consider all these in deciding who leads the next House if we are desirous of a peaceful and effective administration. The Speaker must be the most competent and the most capable of the people qualified to aspire. For this to happen, less emphasis must be placed on zoning,” a state party official from Lagos Mainland Local Government, told our reporter.

    The Nation learnt that the possibility of the zoning arrangement being ignored in the emergence of the next Speaker may be responsible for the ongoing scramble for the coveted positions by about six ranking returning legislators, including those who are not from Lagos Central.

    Currently, the list of those keenly interested in the speakership include Honourables S.O.B Agunbiade, a third term legislator from Ikorodu area of Lagos East Senatorial District, Mudasiru Obasa from Agege in the Lagos West Senatorial District and Funmilayo Tejuoso, who was Deputy Speaker between June 2007 and August 2009 before she was impeached, from Mushin in the West Senatorial District too.

    Others are Olanrewaju Osun from Lagos Mainland in the Central Senatorial District, Wasiu Esinlokun, who is the immediate past chairman of Lagos Island Local Government in the Central Senatorial District, and once served in the Lagos Assembly 1999 to 2003 and Rotimi Abiru from Somolu Local Government Area of Lagos East Senatorial District.

    Of the six, some pundits readily put the race down to a contest among Agunbiade, Oshun, Tejuoso and Eshilokun. Reasons adduced for this permutation range from competence to popularity as well as party influence. But with the party likely to allow the legislators make their own choices, some say it may be difficult for both Eshilokun and Tejuoso to go far in the race.

    Following her impeachment as Deputy Speaker of the House in 2009, Tejuoso has tried severally to return as a principal officer of the House but have always been turned down by her colleagues who feel she is not deserving of another opportunity.

    “Hon. Tejuoso is a fantastic lawmaker in her own right but it is unlikely she will get the support of our people in her aspiration to be Speaker. This is because a good number of us who witnessed the events that led to her removal in 2009 are still around. About ten of us who were in the House then have been re-elected. So, with such records as hers, it is unlikely if we would want to elect her Speaker,” a member of the House said.

    Speaking further, our source said Eshinlokun’s major challenge is the fact that only three of his colleagues in the 1999 to 2003 session would be returning to the House.

    “We really cannot say much about Eshinlokun’s capability as a leader. We didn’t meet him in the House. Only three of his colleagues would be returning to the Assembly when we reconvene. So, I don’t see how we will decide to give the speakership to a man we really don’t know as a legislator,” he said.

    For Agunbiade, who is being urged on by some of his colleagues based on his credentials, zoning remains the only albatross. And with the indications that an open contest may be declared, he is looking very good to emerge as the next helmsman of the Lagos Assembly.

    Reacting to insinuations that he may not be keen about the speakership, Agunbiade said he is very much interested in the job but quickly added that he is also committed to the decision of his party.

    “I am not in any way lukewarm about this aspiration. I want to serve Lagos State in the capacity of the Speaker of the next session of the Assembly. It is an aspiration I am very serious about. But like every loyal party man, I am conscious of the fact that the party must be respected at all times,” he said.

    Giving reasons why he is in the race, Agunbiade said, “I would expect that the leadership of the new dispensation should be crisis managers, they should be able to anticipate crisis of opinions, ideas, perceptions and when you anticipate, you would prepare to harmonise opinions with the transparency of your leadership to win the confidence of everybody such that when you disagree with a man, he would have confidence in you that you are not disagreeing out of malice, but out of principle and procedure.

    The leadership should bring all of the people together, both new and old, legislators of the ruling party and those of the opposition party. We must be futuristic and at the end of the 8th Assembly, they should think of where they want the Assembly to be and it should be higher than where we are now to uphold the principle of the Lagos State House of Assembly being above the common standard of excellence. These are the reasons why I think I am the next man for the job,” he explained.

    For Oshun, the zoning argument remains his best chance to get the job. Following the low rating of Eshinlokun for the speakership by his critics, many pro-zoning agitators have thrown their weight behind the Lagos Mainland lawmaker.

    “The central district cannot afford to lose the speakership for whatever reason. Even if Eshinlokun is not fit for the job, we have another candidate in Lanre Oshun from the Mainland. What is fair is fair and we will insist on this till the end,” a party leader from Lagos Island told our reporter.
