    Woman docked over N2.3m fraud

    A 60-year-old businesswoman, Christiana Oladipo, on Monday appeared before an Ikeja Magistrates’ Court in Lagos accused of defrauding a woman of N2.3 million.

    Oladipo was arraigned before Magistrate O.J. Awope on charges of obtaining money under false pretence and stealing.

    The accused, who resides at Ayobo area of Lagos, however, pleaded not guilty and was admitted to a bail of N500,000 with two sureties in like sum.

    Awope said that the sureties should be gainfully employed and show evidence of two years tax payment to the Lagos State Government.

    The prosecutor, ASP Ezekiel Ayorinde, had told the court the accused committed the offences sometime in November 2017 at Ayobo, Lagos.

    Ayorinde said that the accused fraudulently obtained N2.3 million from the complainant, Mrs Titilayo Olanrewaju, on pretext of selling a Lexus jeep LR 330 to her.

    “The accused, who claimed she was selling cars, showed the complainant some cars on her phone and the complainant made her choice.

    “After negotiation, the complainant paid the money but the accused relocated to Ogun,” he said.

    Ayorinde said that the accused was arrested through her son.

    “The accused son was seen in a club, he was apprehended and that led to the arrest of the accused,” he said.

    The offences contravened Sections 287 and 314 of the Criminal Law of Lagos State, 2015.

    Section 314 stipulates 15 years imprisonment for obtaining money under false pretence.

    The case was adjourned to Jan. 29, for mention.

    Eko Disco apologises to Lagos residents over irregular power supply

    The management of the Eko Electricity Distribution Company (EKEDC) on Sunday apologised to its consumers over the irregular power supply.

    General Manager Corporate Communications, Mr Godwin Idemudia, said the epileptic supply was due to last week’s system collapse on the national grid.

    Idemudia, said the system collapse resulted in nationwide blackout.

    The General Manager said for the past five days, power supply to electricity consumers under Eko Disco has been epileptic.

    “Until Generation goes up, there is nothing we can do now because National Grid (NG) is the only source of our supply.

    “We feel your pains.

    “We are, therefore, appealing to customers to bear with us, as supply will be restored as soon as these repairs are concluded.

    “EKEDC highly regrets any inconveniences caused by this irregular supply,” he said.

    Nigeria on Jan.2 was thrown into a nationwide blackout as the country suffered total collapse of its power system grid.

    The collapse followed a fire incident on Nigerian Gas Processing and Transportation Company Ltd (NGPTC’s) Escravos Lagos Pipeline System, which supplies gas to plants generating 3,182 Mega Watt (MW). All the plants shut down.

    These plants include Egbin 1,320MW; Olorunsogo National Integrated Power Plant (NIPP) 676MW; Olorunsogo 338MW; Omotosho NIPP 450MW; Omotosho 338 MW and Paras 60MW power stations.

    The Ministry of Power, Works and Housing, which confirmed the collapse and the shutdown of gas supply to the plants, described the incident as a setback to the power sector. (NAN)

    Town planning consultant calls for building audit in Lagos

    A town planning consultant, Mr Makinde Ogunleye, has called for a comprehensive auditing of all new and old buildings in Lagos State to curb the menace of incessant building collapse.

    Ogunleye, a former Chairman, Nigeria Institute of Town Planners (NITP), Lagos State Branch, made the call in an interview with news men on Friday in Lagos.

    He urged the state government to urgently embark on the building audit to enable it to take appropriate steps to avert the collapse of distressed buildings.

    According to him, majority of collapsed buildings in the state were dilapidated.

    “Audit of building is all about conducting an integrity test on a building, to ascertain the stability of the structure.

    “It will reveals the structural capacity of a building, giving the signs of dilapidation,” he said.

    Ogunleye said that audit of all buildings in the state would not take more than three months to be completed, if the government could be proactive about it.

    “After the audit, an immediate removal of all identified non-remedial distressed buildings, as well as structures blocking access and drainage alignment, must follow,” he said.

    Ogunleye also advised the state government and residents of the state to develop maintenance culture of the buildings, saying that poor maintenance could lead to early collapse of buildings.

    “If Lagosians can ensure proper maintenance and servicing of their buildings, the issue of building collapse will be curtailed,” he said.

  • Boosting Lagos infrastructure with tax revenues

    Nigerians usually get into the fray each time popular footballers are charged by the Spanish authorities for alleged tax offences. Lionel Messi, Cristiano Ronaldo and Neymar have at various times, been linked to tax fraud, triggering outbursts in Nigeria about the propriety of such actions. The emotional attachment to these footballers or their clubs often beclouds the underlying issues: tax evasion, manipulation or underpayments, which are unlawful.

    Messi and his Argentina teammate, Javier Mascherano, were found guilty of tax offences last year and sentenced to prison. But the convictions were suspended and replaced with fines. As a people not given to paying taxes, more so without corresponding social benefits to citizens, arresting anyone over tax issues, to an average Nigerian, represents an overreach by government. The finer details of how taxation is linked to development are lost in the heat of argument.

    In the modern world, the overarching purpose of taxation is to fund government expenditure. Taxation itself is a major tool with which to generate income for government, and employed in dealing with some non-revenue objectives such as curtailing objectionable conduct, reducing inequality, allocating resources and incomes in society as well as shielding local industries from unfavourable competition.

    Since taxation has become an acceptable practice in more advanced societies, which itself is anchored on the belief that sustaining government is a shared responsibility, everyone understands and respects the imperative of tax payment. It is a duty. Tax avoidance is seen and treated as criminal and despicable disservice.

    Regardless of how we feel about taxation, whether as individuals or corporate entities, there is no denying the fact that it is one of the tools that empower the people to hold their leaders and governments accountable. By paying your tax, you are handed an instrument to query the government and demand accountability and transparency. In doing so, the government will have no choice but to perform and strive to meet the people’s expectations in terms of social projects and developmental objectives.

    Using the instance of Lagos, Nigeria’s commercial capital, despite unwavering efforts of the state government, huge gaps still exist in the provision of pivotal infrastructure to drive economic development. Ranging from roads, power, housing, transportation, water, schools and hospitals, to even recreation centers and courts, there are so many things requiring attention. Everyone feels the need and effect.

    The government, according to available records, depends on three major sources of revenue, namely Internally Generated Revenue (IGR), Federal transfers and capital receipts. A closer look shows that IGR is the main income earner for the state, contributing an average of 66 per cent between 2012 and 2016. In 2016, this revenue source yielded N291 billion, translating to about N25 billion per month.

    However, owing to the huge infrastructure deficit and the vision to build a  Mega City that is safe, secure, functional and productive for all of its projected 24 million people, it is clear that the current revenue position is grossly inadequate to achieve the desired outcome. On the flip side, the state has the potential to improve on its IGR to the projected N50 billion per month from next year.

    This is what makes tax efficiency imperative. What is tax efficiency? There are several ways of looking at tax efficiency. Given a natural aversion to taxation, people consistently seek ways to get around paying taxes.  But in countries where payment of taxes is inevitable, the common resort is to seek ways to reduce the amount paid as tax. Amongst issues commonly cited for tax avoidance are high tax rates, lack of transparency, uncertainty and arbitrary exemptions; complexity and corruption as well as massive tax evasion by the rich and powerful. In a nutshell, people dodge taxes when the system is not efficient.

    Experts say that an efficient tax system is one that is fair, simple, well-organised and enforceable. Underlining this conclusion is the understanding that the wellbeing of society demands the contribution and cooperation of everyone. Therefore, people must be convinced that paying taxes is in their interest since the system has taken into account their interest and capacity and that the proceeds will be utilized for the common good. This is why a closer look at measures taken by the Lagos State Governor, Akinwunmi Ambode and his team to implement an efficient tax regime that is beneficial to all stakeholders.

    According to Ambode, “Even with the kind of resources we have in Lagos, it is very clear that there is a huge infrastructural deficit in the state. In addition, the resources are not so huge as to make Lagos globally competitive and deliver the social infrastructure we all crave. So, where will the money to drive the Lagos of our dreams come from? The economy is not doing as well as we want it to. We cannot tax the people any more than we are doing presently, but we have to become more efficient in tax collection because that is the major source of revenue with which we can protect the future, as well as improve the welfare and well-being of all Lagosians.”

    To the extent that tax policy in Lagos has two key objectives, efficiency and equity, which I expect would benefit me and the economy, I proclaim myself a tax ambassador and encourage everyone to key into this goal and support the government. Everyone suffers when taxes are not paid. Nonetheless, making every Lagosian understand the imperative of paying taxes is a task requiring extensive enlightenment, underpinned by transparency in the utilisation of taxes to address collective needs, more so in infrastructure development.

    Recent news reports indicating that the Lagos House of Assembly is looking at ways of enhancing Land Use Charge collection in the state are also encouraging. It is unfortunate that so far, only a relatively small fraction of houses pay Land Use Charge in Lagos. It is hoped that the House of Assembly will deploy the instrumentality of the law towards helping to ensure that many more houses are brought into the tax net to contribute towards developing the infrastructure that is so urgently needed in Lagos State, Nigeria’s economic nerve centre.

    Mechanic in court for alleged N200,000 engine fraud

    A 35-year-old mechanic,Adebori Sabitu, was on Thursday arraigned in an Ikeja Magistrates’ Court, Lagos, for allegedly obtaining N200,000 from a customer to fix his car engine.

    Sabitu, a resident of Igbogbo, Lagos, is standing trial on two count charge for fraud and stealing.

    The prosecutor, ASP. Ezekiel Ayorinde, told the court that the accused committed the offences on September 22, 2016 at Lagos-Abeokuta Expressway, Abule-Egba, Lagos.

    He said that the accused obtained N200, 000 from Mr Adeola Fadairo under the pretences of buying a new car engine to fix his Mitsubishi montero jeep but failed to fix it.

    Ayorinde said that the complainant also gave N18, 000 to the accused for workmanship.

    He added that 15 months after the complainant gave his vehicle to the accused to repair and all efforts to retrieve his money proved unsuccessful.

    According to the Prosecutor, the complainant reported the case to the police and the accused was arrested.

    The offence contravened Sections 287 and 314 of the Criminal Law of Lagos State, 2015 (Revised).

    The accused pleaded innocence of the offences and was granted bail in the sum of N200, 000 with two sureties in like sum by magistrate Mrs O.J Awope.

    Awope said that the sureties should be gainfully employed and show evidences of two years tax payment to the Lagos State Government.

    She adjourned the case until January 29, for mention.

    Lagos’ L.A.P.H. initiative to ride on technology

    •PPP to deliver 20, 000 housing units

    In its bid to reduce the three million housing deficit, the Lagos State government has signed a joint venture agreement (JVA) with a firm, Messers Echostone Development Nigeria Limited. The signing held a forthnight ago.

    The agreement was third in the series of JVAs signed under the Lagos Affordable Public Housing (LAPH) initiative aimed at constructing 20,000 housing units over a period of four years.  In 2012, the housing deficit in Lagos State was put at three million, while the national housing deficit was 17 million. To tackle the challenge, the state introduced the LAPH initiatives targetted at constructing 20,000 housing units in four years.

    According to Commissioner for housing, Gbolahan Lawal, the developer, Messers Echostone, under the agreement, is expected to build housing units in three locations within the state. They are: Idale in Badagry Local Government Area; Ayobo in Alimosho Local Government Area, and Imota in Ikorodu Local Government Area. The project will, however, commence with a 250 housing-unit construction in Idale.

    Lawal explained that the developer is expected to provide a total of 2,000 housing units comprising two-bedroom terraced bungalows and flats in the three locations. The developer will also produce infrastructure across the sites, which include: paved road network; safe portable water and water reticulation to each housing unit; electricity supply; street lights; car parks; sewage reticulation and green areas/playground.

    According to the Lawal, the project, which is expected to provide modern housing estates  comparable to the modern development, will be developed using technology that will ensure speedy delivery and reduce carbon footprint by 40 per cent in line with global climate change initiatives and efficient eco-friendly water and sewage systems.

    He explained the technology to be deployed in the project as the Echostone Housing System, comprising a specialised cellular lightweight concrete (CLC) material and a rapid and scalable construction process. The Echostone System, Lawal further said, combines “the “best-in-class” design, development and construction elements to achieve higher standards for communities”.

    “These projects in addition to providing decent and affordable housing for the citizens are also expected to considerably increase the value of all adjoining land thereby further economically empowering the people,” he said.

    Lawal revealed that to further actualise the project, the state has identified land in various locations across the state with the intention to collaborate with private investors under a JVA to provide houses for the residents. According to him, the land so identified will serve as the state’s equity while the private investor will contribute funding and technical expertise.

    He said the project is to underscore the intention of the administration of Governor Akinwunmi Ambode to ensure that the LAPH initiative impacts on every part of the state.

    “It is also the intention of Gov Ambode to ensure that development and urbanisation meet the citizens at their location. This we all know will reduce urban migration, density and over population in the metropolis,” Lawal added.

    It will be recalled that the state  in June last year, signed a JVA in respect of Ijora-Badiya with Messrs Brains and Hammers Nigeria Limited. It also signed another on Ikota with Messrs Multipurpose Infrastructure Development Company Limited (MIDC) and its subsidiary Ativa Riley Investment Limited (Aril) in October of the same year.

    Man docked for N6.75m petrol supply scam

    A man, who allegedly obtained N6,750,000 from a businessman under the pretext of supplying him petrol was yesterday docked at an Igbosere Magistrates’ Court, Lagos.

    Raphael Ajogu, 56, was arraigned by the Zone 2 Police Command before Chief Magistrate Patrick Adekomaya on a three-count charge of conspiracy to obatin under false pretence, fraud and stealing.

    According to Prosecuting Sergeant Friday Mameh, the defendant and his accomplices, who are now at large, committed the alleged offences atabout 11am, sometime in April 2016.

    Mameh told the court that Ajogu persuaded the complainant, Oguntelure Olusoye Isaac, that he would supply him 45,000 litres of Premium Motor Spirit (PMS), at N135 per litre, at a total value of N6,750,000, “a representation he knew to be false.”

    The court heard that Ajogu obtained the sum from Isaac, but failed to supply the fuel.

    According to Mameh, the alleged offences contravened sections 287, 314(a)(b) and 411 of the Criminal Law of Lagos State, 2015.
    Ajogu pleaded not guilty.

    Chief Magistrate Adekomaya granted him N1million bail with two sureties in the like sum.
    The case continues on January 30.

    NNPC orders assessment of Escarvo-Lagos gas pipeline fire 

    The Nigerian National Petroleum Corporation (NNPC) Group Managing Director, Dr. Maikanti Baru, has ordered an immediate assessment of the damage caused by a fire on the Escarvos to Lagos Pipeline (ELP), a natural gas pipeline which supplies gas from Escravos region of the Niger Delta area to Lagos.

    The pipeline also supplies gas to power plants in the South West, in addition to feeding the West Africa Gas Pipeline System.

    NNPC’s  Group General Manager,  Group Public Affairs Division,  Mr.  Ndu Ughamadu disclosed this in a statement yesterday.

    The incineration of the ELP, which was built in 1989, was suspected to have been caused by a bush fire January 2, 2018 at Abakila, in Ondo State.

    NNPC firemen were drafted to the scene and were able to contain the fire from the leak point of the pipeline incident. However, the fire could not be extinguished due to the high pressure of the line.

    To put off the fire, the line would require being isolated and depressurized, which might lead to a complete shutdown of the pipeline segment for repair works to be carried out.

    The exercise will affect gas supply to customers in Ondo, Ogun and Lagos State with subsequent shutdown of the following power plants with a combined generating capacity of 1,143MW: Egbin, Lagos, Olorunshogo, PEL Olorunshogo, Ogun, Paras Power Plant, Ogun and Omotosho plant, Ondo State.

  • Lagos trains staff to reduce building collapse

    The Lagos State Government has trained some of its workers  on how to reduce building collapse.

    The workers were trained in the areas of strengthening distressed buildings and the importance of proper foundation.

    The Acting General Manager of the State Materials Testing Laboratory (LSMTL), Olalekan Ajani, urged the workers to remain agents of change.

    One of the facilitators, Prof Funsho Falade, described strengthening of buildings as an improvement on weak structures.

    He stressed the need for proper investigation to maintaing the integrity of  existing structures.
