  • Ambode’s transformation agenda in Lagos

    Ambode’s transformation agenda in Lagos

There was apprehensions after the change in baton in Lagos State, as to whether Governor Akinwunmi Ambode can perform like his predecessor, Babatunde Fashola, who rode on the megacity agenda of former Governor Bola Tinubu. Ten months down the line, the consensus of opinion is that the governor has not only matched the pace of his predecessors, he has also raised the bar in many respects. ENITAN SERIKI reports.

Stakeholders have hailed Akinwunmi Ambode’s performance in the last 10 months as the governor of Lagos State. They said ‘the consolidator’ has kept the flag of excellence flying. A series of armed robbery incidents that took place immediately after he assumed office had attracted negative publicity for the government. It took the governor’s prompt intervention, by provision of high definition security equipment to assist the police to combat crime, the rescue of abducted Babington Macauley Junior School students, among other things, to change the perception that criminals are free in the state.

Analysts have hailed the silent and steady progresses achieved under the governor’s new agenda for a more prosperous and secure Lagos, through different programmes. For instance, under his watch, the state has taken a giant leap to cut the cost of governance through the merging of some ministries, departments and agencies.

Ambode may have opted for a smaller cabinet, compared to that of his predecessor; he has scrapped the Ministry of Rural Development, Monitoring Office, Political and Legislative Powers Bureau, Office of the Special Adviser on Taxation and Revenue, as well as Debt Management Office. He has also merged the Office of Works and Office of Infrastructure; Office of Drainage Services and Office of Environmental Service for effective execution of government services.

In the same vein, he has converted the Ministry of Home Affairs to Ministry of Tourism, Arts and Culture, which is saddled with responsibilities beyond home affairs alone. He has expanded the Ministry of Special Duties to accommodate Inter-governmental Relations, renaming it ministry of Special Duties and Inter-governmental relations while that of the Office of Transformation has been expanded and renamed the Office of Transformation, Creativity and Innovation. In addition, the responsibilities of the Ministry of Local Government and Chieftaincy Affairs have been expanded to include Community Affairs, renaming it Ministry of Local Government and Community Affairs.

On assumption of office last year, Ambode pursued aggressively his ‘Operation Light up Lagos Project’, which has made driving at night a pleasurable experience. He also embarked on rehabilitation of roads.

He has also made significant progress in the expansion of the existing waterway transportation system to ease road traffic since Lagos is blessed with abundant water resources by encouraging private participation in water transportation. Hitherto, the state was said to have the worst traffic in the world, which compelled Lagosians to remain locked up in traffic snarl, thereby wasting productive hours.

The governor has received accolades for his commitment to the development plan of the state targeted on social development and security, infrastructural and economic development, as well as sustainable environment. In this regard, he awarded the contract for construction of Ikotun road, which has been in very bad shape for more than a decade now and work is currently on-going on the road. Furthermore, following his inspection of certain areas notorious for traffic congestions in the state, such as Dopemu junction, Abule-Egbe, Mile 2, Oworonshoki, Mile 12, Ipaja, Alimosho and Apapa, he has awarded the construction of pedestrian bridges at the designated points.

Furthermore, Ambode has assured Lagosians that the light rail project from Orile to Lagos Island would be completed within 12 months. He has also embarked on the construction of more link and inner roads in the state. One of such is the on-going reconstruction of Creek road, Harold Wilson road and other major roads. The governor has also awarded the reconstruction of Brown Street and other major streets in Oshodi axis. On the other hand,

Besides, Ambode recently assured Lagosians of his administration’s determination to complete the Mile 2-Badagry Road Expansion project in good time. The governor, who gave the assurance when he inspected the Mile 2-Badagry road construction works, which was being expanded to a 10-lane expressway, said the contractor working on the project has been mobilised to ensure that he delivers on schedule.

He has equally commenced the building of a 1000-truck capacity park in Orile-Iganmu in order to resolve the perennial traffic gridlock in the commercial area of the city and also the daily loading of the tank trucks on the Apapa bridge by the tank farm owners has to be stopped to allow free flow of traffic on the bridge.

To tackle the growing youth unemployment in the state, the governor established a N25 billion Employment Trust Fund and also established the Ministry of Wealth Creation and Employment to drive the government’s vision in that regard. “This specifically addresses the promise he made during his campaign on employment trust fund, labour exchange and entrepreneurship,” a politician who does not want to be named told The Nation.

In line with his promise to attract investment and ease the difficulty of doing business in the state, the governor has set up the Office of Overseas Affairs and Investment (Lagos Global). Investors have been given the assurance that they can now fly into Lagos, start their business,  live, work and enjoy in the state.

To exploit tourism potentials , Ambode has launched the tree-planting campaign, as well as the Deep Sea Port project in Badagry, covering about 1000 hectares of land area. This is expected to become the biggest in the African continent when completed.

The governor has also fulfilled his promise of compensating the victims of the petroleum tanker explosion at Iyana-Ipaja and Idimu area Properties worth millions of naira were gutted when tankers laden with petroleum exploded. He donated N100,000 each to them to prove his deep concern for the welfare of the citizens. This token was given as palliative measures to cushion the losses incurred by the victims, as well as to enable them return to their normal lives prior to the outcome of the investigations into the cause of explosion.

To identify with the Federal Government’s anti-corruption stance, he set up a special force and adopted strategic approaches in fighting the scourge. By operating a single bank account, a lot of cost has been saved in an effort to efficiently improve  revenue collection and accountability. He has blocked existing loopholes for looting and embezzlement of funds.

In line with his campaign promises of running an inclusive government, he has appointed a non-indigene of Igbo extraction, Mr. Peter Nkedishuka Okonji, an an engineer, as the new General Manager of the State Electricity Board. Okonji succeeded Mrs. Damilola Ogunbiyi, who was appointed by the immediate past governor.

Within few days in office, Ambode declared the second Lekki-Epe Expressway toll-free, saying that his major concern was ensuring the completion of the road and not in the toll fees levied on the road users.

Ambode has responded to the call for the improvement in the quality of education in the state, by approving the recruitment of no fewer than 1300 teachers into public primary schools across the state. He has also approved the payment of the annual bursary awards for students in higher institution of learning across the country, stressing that his administration is determined to ensure that no child who seeks education is left behind. The governor has equally approved N188.5 million for the payment of 2014/2015 local scholarship and subsequent payments to students studying in various tertiary institutions across the country. About 886 students would benefit from the awards, which the governor had approved as part of efforts of the state government to reduce the financial burden of its citizenry.

    Retirees

As part of efforts to enhance retirees’ welfare, Ambode has approved the payment of N2.2 billion to 658 retirees in the state who had retired from the state civil service, local governments and other parastatals. This Retirement Benefit Bond presentation, being the 18th consecutive one since the inception of the Contributory Pension Scheme, signifies the strong commitment of the State Government to the implementation and continued sustainability of the Contributory Pension Scheme.

    Reforms

The state has embarked on local government reforms to make the 57 local councils more responsive to the needs of the people. He has rewarded self-help initiatives in local communities, by rewarding same though the provision of grants, assistance and other support through local governments and LCDAs.

    Agric

To support the Federal Government’s bid to diversify the country’s economic base, Ambode has entered into an unprecedented food security and rice production pact with Kebbi State. Similarly, he has put in place strategies that would engender sustainable food production, especially in fishery, by creating enabling environment, facilitate capacity building and create ground for easy access to credit facility for fish farmers. This may reduce the cost of production and enhance profitability since more than 22 per cent of the entire land mass of Lagos is covered by water and about 180 km is a coastline.

    Health

In the health sector, Ambode has commissioned 20 Mobile Intensive Care Units (MICU) and 26 Transport Ambulances, which were stationed at the 26 General hospitals in Lagos in his fulfillment of his administration’s commitment to bring quality healthcare service closer to the people. He has also approved the recruitment of more paramedic staff and special medical coordinators to ensure 24 hours service to the citizens. Alongside this, he has upgraded the General Hospitals within the state and constructed a Medical Park, while also ensuring the availability of Quality Drugs, new mobile x-ray machines and more hospitals.

Lawyer battles to regain sight after police assault

A Lagos lawyer identified as Sunday Elimihe, 42, is currently battling partial blindness after he was allegedly beaten up  by some policemen attached to the Onipanu Division in Lagos.
Elimihe was rushed to the Shomolu General Hospital Thursday, after he was assaulted by some policemen because he refused to give them N1,000 bribe.
The lawyer also claimed that his attackers collected N150,000 he kept in his car’s pigeon hole and urged President Muhamadu Buhari and Governor Akinwunmi Ambode to rescue innocent Nigerians from daily police brutality.
Trouble was said to have started after a certain Corporal Alonge accused the victim of using forged tinted glass permit.
Reliving his ordeal from his hospital bed, Elimihe said that he was beaten for 30 minutes inside the cell, after a policewoman collected Alonge’s gun who had threatened to shoot him.
He said: “On my way coming from Lekki where I went to check a property with my client, I decided to use the Onipanu police station road, by Apata.
“Immediately I drove into the street close to the station, one Corporal Alonge stopped me, demanded for my vehicle particulars. I gave them to him, then he demanded for my driver’s license, which  I also gave him.
“When he discovered I did not commit any offence, he asked for my tinted glass permit which I gave him. He told me I was using a forged tinted glass permit. I told him I could not have forged a police document as a lawyer.
“He became furious and said he was going to arrest me. He jumped into my vehicle and insisted I must give him N1,000 to bail myself. I said I was not going to give him any money since I have not committed any offence.
“He pounced on me and cocked his gun threatening to shoot me if I make a move. Another policewoman who sighted us came and dragged the gun from him.
“The policeman after being disarmed descended on me and gave me the beating of my life. He pushed me into the cell and another policeman came inside the cell, locked up the cell and beat me for 30 minutes.
“I see this as intimidation of the highest order, not because I am a lawyer, but because I am an average Nigerian. I was humiliated like a common criminal.
“This is oppression. One of my eyes is partially blind. I have been vomiting blood since yesterday. It was the intervention of a good policeman in the station who warned them not to kill me. I would have been dead by now,” he said.
Efforts to get the command’s spokesperson, Dolapo Badmos, a Superintendent of Police  (SP) for official comment failed as at press time
However, it was gathered that the state Commissioner, Fatai Owoseni has summoned the officers at the command’s headquarters for interrogation.

  • Healthy eating during pregnancy will guarantee baby’s well-being — Experts

A dietician, Mr Olusola Malomo, on Thursday advised pregnant women to imbibe the healthy eating habit during pregnancy for proper growth and development of the foetus.

Malomo, who works at the Massey Children Hospital, Lagos, told the News Agency of Nigeria (NAN) in Lagos that adopting the healthy eating habit at any stage of pregnancy would be beneficial to the mother and the foetus.

“Adopting a healthy eating plan before pregnancy is the best; a pregnant woman should begin to eat good food so as to keep the mother and baby healthy during pregnancy.
“A nutritious, well-balanced eating plan can be one of the greatest gifts you can give to your developing baby and it will pave way for easy labour.
“The food which expectant mothers eat determines the basic nutritional health which her child is born with, and provides a model for eating habits during childhood and thereafter.
“Try to incorporate vegetables, fruits, whole grains and legumes, lean protein, and other wise food choices into your eating plan before and during pregnancy, to give your baby a strong start in life.
“The food a woman eats on daily basis during pregnancy will affect how her body works, and how she maintains energy and strength for years to come,’’ he said.

Malomo said that mothers who do not eat good food during pregnancy place their babies at risk of severe complications such as premature birth and could cause lung and heart problems.
“Eat protein such as chicken, fish and lean beef. Calcium-based foods are milk, eggs, yoghurt and cabbage. Iron foods are bread, cornmeal, cereals, among others.

He also advised pregnant women to drink more water and avoid alcoholic beverages.

Also, a gynaecologist, Mr Oriola Idris, who works with the White Waters Hospital in Ikorodu, said that pregnant women should avoid tobacco smoking and alcohol consumption.
“Reduce caffeinated beverages from your daily intake, maintain a healthy eating habit throughout your pregnancy and do reasonable exercises, to ease labour and delivery.
“Always consult your healthcare provider before taking any strange step during pregnancy,’’ Idris added.

  • Fuel arrives at Lagos ports to end scarcity

Fuel arrives at Lagos ports to end scarcity

The Products Petroleum and Marketing Company (PPMC), yesterday in Lagos, assured Nigerians that the fuel scarcity will end soon in Lagos, Abuja, Kaduna and other cities.

Speaking during a media parley, which had representatives of major oil marketers in attendance, its Executive Director, Supply and Distribution, Justin Ezeale, said it has become necessary to solve the problems in the badly affected areas of the country so that normalcy could return.

He said the Federal Government was aware of the  problems arising from fuel distribution in the country, hence its decision to deploy proactive measures on the issue.

He said seven cargoes of petrol arrived the country on Tuesday for onward distribution to various parts of the country, adding that 294 trucks of fuel were distributed in Lagos yesterday ( Tuesday), while another 336 trucks of fuel would be supplied tomorrow.

Ezeale said Abuja has got its own supplies as well.

He said: ‘’The Federal Government has embarked on massive importation of fuel in order to end the lingering fuel scarcity. As at today, seven cargoes of fuel have arrived the country for distribution to major cities. We have taken into cognisance that the country consumes 40milliion litres of fuel daily, and we would ensure that fuel supply goes round the country.

‘’PPMC meets with major marketers and representatives of the Federal Government everyday since the fuel crisis started a few weeks ago. The government is feeling the pains going through by Nigerians, hence the decision to meet regularly with stakeholders in the value chain in order to strategise on the issue of ending the fuel problems.’’

He said the government is engaging the services of the Nigerian and Security and Civil Defence Corps (NSCDC), to monitor the supply of fuel from depots to the filling stations, stressing that the decision was borne out of the need to stop diversion of petroleum products.

Ezeale said the police has been helpful in this regard, stressing that officials of the NSCDC were drafted into the issue to complement the efforts of the police.

He warned that selling  fuel above official pump price by   marketers, was wrong, warning that PPMC and the Department of Petroleum Resources(DPR) have sent their officials to various parts of the country to monitor and sanction erring marketers.

Lagos partners France to upgrade slums

Lagos State Government will work with France to upgrade its slums and scale up its infrastructure development projects, Deputy Governor Dr Idiat Oluranti Adebule said yesterday.

She spoke when she received the Head of Sub- Saharan Africa Department, Agence  Francaise de Development (AFD) Headquarters in Paris Mr. Jean–Pierre Marcella who visited Governor Akinwunmi Ambode in his office.

Mrs Adebule said with a growing population of over 20 million, the government alone cannot provide the infrastructure need of its people.

The government’s desire to make life more comfortable for people and improve standard of living necessitated its partnership with organisations that have the capacity and technical requirements to add value to its urban renewal projects, she said.

The deputy governor, who led other members of the State Executive Council to receive the officials, said past partnership with the French agency yielded result in the provision of transportation, water and energy for the people.

She thanked the agency for partnering the government in the extension and execution of Bus Rapid Transport (BRT) Ikorodu/Mile 12  link road, which eased transportation problem  in that region.

Mrs Adebule said the government would upgrade its slums and bring development to the areas to make life more comfortable for the people.

Marcella said the team was in Lagos to strengthen the partnership between AFD and the government.

  • Fuel Scarcity: Travellers, airport users groan over hike fares

Travellers and other airport users are currently going through hard times following the increase in transport fares by shuttle operators at the Murtala Muhammed International Airport, Lagos.

The News Agency of Nigeria (NAN) reports that fares were hiked from N100 to N150 for all destinations within the airport environment while a journey to Ikeja from the airport now cost N200 instead of N150.

A NAN Correspondent who monitored the situation on Tuesday observed that some persons were seen trekking to their destinations due to lack of commercial vehicles and the increment in fares.

Those mostly affected by the increment were cleaners and other low income earners working within the international airport and the Nigerian Aviation Handling Company (NAHCO) premises.

However, Mr Olalekan Agboola, General Secretary, Airport Cab Operators, told NAN that they had to increase fares due to the lingering fuel scarcity in the country.

“The increment is because of the fuel scarcity. We are praying that the situation presently should return to normal. When everything is okay the transport fare will also drop.

“We are begging the government that it should intervene because people are seriously suffering right now,’’ Agboola said.

A cab operator, Mr Sule Ibrahim, said he queued for several hours to buy 20 litres of fuel at N4,000 to enable him to work for the day.

He said: “We buy fuel at very expensive prices and until the scarcity ends, we don’t have any option than to increase transport fares.

“We are appealing to government to look into the situation. It is affecting us negatively because we are spending so much time at petrol stations’’.

Mrs Ada Imohinmi, a ticket officer at the MMIA, said the situation was becoming unbearable, especially for low income earners working at the airport.

“We are really suffering because of this fuel scarcity. I live at Agbado Ijaiye and now I have to leave home very early.

“The cost of transportation not only within the airport has gone up and yet, my salary is still the same. So, it is not easy to cope,’’ she added.

On his part, a traveller, Mr Uche Emenike, said he had no choice other than to pay any amount demanded by the cab operators in order not to miss his flight.

Emenike said: “From the local airport to the international wing, they charged me N2,000 instead of the usual N1,500 but I had to pay because I was a bit late for my flight’’.

Another traveller, Mr Michael Ajayi, appealed to President Muhammadu Buhari to find a lasting solution to the lingering fuel scarcity.

“I just flew in from Abuja and the fuel situation is the same. The government should work harder to fulfill the change promises to Nigerians,’’ he said.

  • Lagos shut illegal slaughter slabs

Lagos State Government has shut two illegal slaughter slabs in Oke-Afa and Ejigbo in Oshodi-Isolo Local Government Area.

Commissioner for Agriculture Toyin Suarau said they were shut to curb unwholesome meat and meat products from unlicensed and illegal abattoirs and slaughter slabs.

Suarau warned operators of illegal and unlicensed abattoirs and slaughter slabs to desist.

He said the government has ordered an immediate stop to all slaughtering activities in Idi-Araba and Odo Ashimowu (both in Mushin Local Government)  and Ilupeju-Oshodi illegal sheep/goats slaughter slabs.

“Any butcher or group of butchers caught at any of these illegal and unlicensed abattoirs and slaughter slabs or who violates this order will be prosecuted and, henceforth, have their meat confiscated”, he warned

The commissioner said only Matori Modern Abattoir was approved slab for the areas where these illegal outfits were operating.

“Government will continue to close down illegal abattoirs and slaughter slabs which are not hygienic and not in compliance with the relevant laws governing meat slaughtering in the state”, Suarau said.

He said the issue of animal slaughtering was still a big problem because animals must be inspected before and after slaughtering according to the meat inspection law, adding: “The danger with unrecognised abattoirs is that the animals slaughtered there are not inspected by veterinary professionals to detect the one that has disease or pregnant ones because it is illegal to slaughter pregnant animals”.
