  • Lagos launches rape kits

    In line with the mandate of Governor Akinwunmi Ambode, the Lagos State Domestic and Sexual Violence Response Team (DSVRT) in partnership with the Ministry of Health and the Primary Health Care Board at the weekend launched the Sexual Assault Standing Order and Sexual Assault Evidence Examination Kit, also known as rape kits.

    Coordinator of the DSVRT, Mrs. Titilola Vivour-Adeniyi said the launch was done at a training session for Health workers of Primary Health Care Centres.

    She listed the five pilot centres to include Ogudu, Ita-elewa in Ikorodu, Ajilete in Ifako-Ijaiye, Palm Avenue in Mushin and Oshodi in Oshodi-Isolo.

    She said the selection of the pilot PHC’s was methodically done as statistic reveals that sexual and gender based assault related crimes are most prevalent in these areas. These centres render 24 hours service, laboratory, HIV Counselling and Testing, and Maternal and Child Health Services.

    According to her: “the Rape Kits contain the necessary instruments used for evidence gathering and examination some of which include microscope slides, saline water, swabs for collecting fluids from delicate body parts like the lips, cheeks, thighs, private parts.

    “The Kit also includes materials for blood samples, comb, paper sheets for evidence collection such as clothing fibres and hairs, nail pick for scraping debris from beneath the nails, gloves. The documentation forms which include the consent form and Patient History/ Sexual Assault History are also in the rape kit.

    Mrs. Vivour-Adeniyi said the Lagos State Sexual Assault Standing Order, the first of its kind in Nigeria, was produced to guide the provision of health care services as well as set the minimum acceptable standards for the provision of quality health care to the survivors of sexual assault.

    She expressed optimism that The Standing Order will equip healthcare providers with tools to facilitate examination, treatment and management of sexual assault patients.

    “The output of this training in terms of knowledge shared with the workers will ultimately facilitate examination and management of patients after sexual assault, and also improve the quality and documentation of evidence collection.

    “The protocol response to be adopted is now clearly enumerated, some of which include taking the survivor/patient to a designated area, getting the informed consent of the survivor to have the examination, obtaining the medical history, and then proceeding to collect the different samples necessary for forensic examination and testing.

    The Training was organised by the Lagos DSVRT with technical support from United Nations Programme on HIV and AIDS (UNAIDS), United Nations Population Fund (UNFPA) and FHI 360.

    RRS arrest 46 suspected cultists in Lagos

    The Lagos State Rapid Response Squad (RRS) over the weekend arrested no fewer than 46 suspected members of the Awawa confraternity including six women.
    Members of the Awawa cult group have reportedly held Agege and its environs hostage for some months now, robbing and raping their victims.
    The cultists, who are identified by similar tattoo symbols beside their eyes, on their backs and hands, usually moved in scores to unleash terror on their victims.
    It was gathered that the suspects were nabbed on Saturday morning, during a three-hour operation led by an Assistant Superintendent of Police (ASP)Timothy Ojetunde.
    Operatives were said to have responded swiftly to a tip-off from two victims who were dispossessed of their valuables in Agidingbi towards Omole and Akilo Roads.
    The operation was said to have been triggered by complaints from residents on the activities of the hoodlums around Agege, Ogba and Agidingbi, Ifako Ijaiye, Iyana Ipaja and Abule Egba.
    It was gathered that the suspects who attempted to resist arrest by pelting security agents with stones, threatened to make life unbearable for the policemen.
    According to a police source: “Apart from incessant complaints from the residents which we received on daily basis in our office alleging that some group of young boys and girls with ages ranging between 15 and 22 years, were making lives difficult for residents and disrupting the peaceful atmosphere in Agege and its environs, they equally raped, looted, snatched and dispossessed law-abiding citizens of their belongings.
    “During their recent attack along Agindigbi Road, we were able to arrest 46 of them including 6 female while others manage to escape.
    “Having studied their black spots and based camps around Agege and its environs, and several petitions received by the policemen from the residents of the area, we carried out a special operation on the areas identified as their hideouts.
    “Before we could make arrest these suspects, they engaged us in a fight, stoning us with pebbles and broken bottles but our men remained unshaken.
    “On arrival at the RRS Headquarters in Alausa, the suspects were still threatening to make life unbearable for policemen, shouting vociferously that no one can arrest them and go scot free.
    “They still have the guts to be threatening us that if we don’t let them go, their colleagues who are yet to be arrested, would besiege our base the following day and set them free. But we are more than ready for them.”
    One of the suspects, Arowoseni who confessed to being a member said he was forced into the group.
    “I was forced to join them on the account that I would be very powerful among my peers. They promised me that I would have free access to girls who are members of the group. One thing is certain, once you join the group, it would be very difficult to dissociate yourself again.
    “And you must also be part of their proceedings and operations anytime they are set to go out. We loot, rape and rob innocent members of the public everytime we were at operation. We don’t fear anybody even police because we are always in hundreds.”
    Confirming the arrest, Police Public Relations Officer, PPRO, Dolapo Badmus, a Superintendent of Police said that Awawa cult group is a violent group whose activities are under the close watch of the police.
    “We are after them. Their financiers and leaders are our targets, with those in our dragnet, the tide is against them,” she said

    Lagos keeps working

    One popular slogan of former Enugu State Governor Chimaroke Nnamani’s administration was, Enugu is working, to God be the glory. The slogan was meant to drum it into the ears of everyone, in the state and outside, who cares to listen that the government was living up to the expectations of the people.

    Long after his tenure, the citizens of the states are in a better position to say if the state really worked then or not.

    However, if there is a state the citizens and residents should count themselves lucky, going by the accomplishments of successive civilian governors since the return to civil rule, it should be Lagos.

    From the tenure of Asiwaju Bola Tinubu, to that of Raji Fashola and now Akinwunmi Ambode, so much has been accomplished in the state in terms of social and economic development.

    Unlike some states with huge federal allocations with not much to show for it over the years,  Lagos has continued to have governors who have clear visions about what is required to make it a model state for others to emulate.

    Notwithstanding that the state has been ruled by governors from the opposition party until now, the past governors have implemented programmes and policies that even the ruling party then could not but acknowledge as examplary.

    True to his slogan, Eko o ni baje, (Lagos will not get bad) Fashola built on Tinibu’s achievements and earned himself recognition as the governor to beat among his colleagues.

    President Muhammed Buhari obviously appointed Fashola as a ‘super minister’ because he wants him to replicate his Lagos magic at the federal level.

    When he initially took over from Fashola, there were concerns that Ambode may not be able to sustain his predecessor’s record, not to talk of surpassing them.

    Ambode has, however, since been doing his best to prove his critics wrong with many projects and new policy direction to his credit. By the way he his fulfilling his election promises, the new governor has, indeed, confirmed his campaign slogan, Eko sese bere ni, which means Lagos has just started.

    If Lagosians think Fashola was an outstanding governor, my understanding of Ambode’s slogan is that, we have not seen anything yet. I take it that he is prepared to take the state to greater heights.

    In the ‘outland’ part of the state I live and drive through daily, Abule Egba/Agege, the governor’s imprint is clearly visible with street lights and road construction completed in record time. A particular road that has remained uncompleted under his two predecessors was completed within weeks.

    Motorists along the Abule Egba junction of the Lagos/Abeokuta road can’t wait to have the overhead bridge which the governor has promised to build.

    I am aware of many other parts of the state which Ambode has spread out his ‘rapid development’ agenda to and hope that in the years ahead, he will do more.

    His huge support for the police to ensure safety is commendable and everything possible must be done to reduce the crime rate in the state.

    Transportation, both on land and waterways, remains a major challenge to crack but the steps already being taken should be improved on.

    The light rail system commenced by Fashola should be one of the priority projects of the Ambode administration to cater for the mass movement of people in the part of Lagos it is meant to serve.

    Many parts of the state are overdue for urban renewal and the governor must not hesitate to take necessary action in line with the mega city status of the state.

    Rural Lagos communities are crying for attention and they deserve to be provided basic amenities.

    Ambode has enough time on his hands to leave Lagos better than he met it. His performance so far suggests that he has what it takes to provide the kind of leadership Lagos deserves.

    He must disappoint those who still think the shoes of his predecessors are too big for him.

    Africa’s largest technological and new media conference, Social Media Week Lagos, has set the stage for Lufthansa to introduce its new regional social media customer experience.

    On the same panel with the Commissioner for Tourism, Arts and Culture in Lagos State, Mr Folorunsho Folarin-Coker, Senior Manager Customer, Product and Marketing Sub-Saharan Africa, Mrs Adenike Macaulay, introduced Lufthansa’s new social media strategy.

    “Our customers can now get in touch with us through our Facebook platform in a direct way,” said Macaulay.

    Lufthansa, social media activities are centralized in Frankfurt, Lufthansa’s hub in Germany. However, Lagos will from now on function as the social media centre for Sub-Saharan Africa.

    “We will engage more with our fans who have been following us for years, and respond to enquiries quicker , while inspiring them to travel to and from Nigeria with Lufthansa,” she added.

    This was in the same spirit with Commissioner for Tourism, Arts and Culture in Lagos State, Folorunsho Folarin-Coker, who at the panel pointed out the need for soft power approach to make Lagos and Nigeria more attractive as a tourist destination.

    ”Let’s give Lagos a chance. Let us consume more of Lagos and Nigeria and drive local consumption“,  said Folarin-Coker.  The Commissioner for Tourism introduced the Lagos initiative “One Lagos“, a marketing platform with a focus of a „new Lagos story“. Already, the megacity has the most number of hotel rooms of any African city.

  • Lagos hails verdict

    Moments after the Supreme Court affirmed the death sentence given to the General Overseer of the Christian Praying Assembly, Chukwuemeka Ezeugo (Rev. King) by a Lagos High Court for murder,the Lagos State Government hailed the ruling as  further evidence  that criminals in the state will not go scot free no matter how long it takes to prosecute them.

    The apex court dismissed King’s appeal for lacking in merit.

    Reacting to the verdict, the Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem, vowed that Governor Akinwunmi Ambode’s administration “ is going to be very strong on fighting crime.”

    “Wherever a crime is committed, no matter how long it takes, the government of Lagos State will ensure that the perpetrators of those crimes face justice eventually.”

    Kazeem  assured the public that “we will continue and we will not relent in our fight to make Lagos a safer, secure and more prosperous state.”

    ýKazeem, who led the prosecution team, comprising Idowu Alakija, the Director of Public Prosecution (DPP), and other senior counsel from the Lagos State Ministry of Justice, had urged the Supreme Court to dismiss the appeal and uphold the judgment of the lower courts.

    Rev. King was arraigned on September 26, 2006 before a Lagos High Court on a six-count charge of attempted murder and murder.

    He pleaded not guilty to the allegation, but was sentenced to death by the then Justice Joseph Oyewole of the Lagos High Court, Ikeja, on January 11, 2007 for the murder of one of his church members, Ann Uzoh.

    Justice Oyewole is now a judge of the Appeal Court sitting in the Calabar Division.

    The Lagos State Government had said that the convict poured petrol on the deceased and five other persons and that Uzoh died on August 2, 2006 – 11 days after the act was perpetrated on her.

    Specifically, Rev. King was convicted and sentenced to 20 years imprisonment for the attempted murder and death by hanging for the offence of murder.

    Dissatisfied, he challenged the verdict before the Court of Appeal in Lagos, but the appeal was thrown out.

    “I hereby rule that the prosecution effectively discharged the burden of proof on it. This appeal is devoid of any basis and accordingly fails,” Justice Fatimo Akinbami had said while reading the judgment.

    ”The judgment of the High Court is hereby affirmed, and the conviction imposed on the appellant (which is death by hanging) is also affirmed,” Amina Augie and Ibrahim Saulawa, the two other members of the Appeal Court panel of Justices, concurred with the lead judgment.

    King, not being satisfied with the Appeal Court verdict, approached the Supreme Court for invalidation of the judgment, but has now failed with the final decision of the apex court.

    The President, Lagos State Chambers of Commerce and Industry (LCCI), Chief Nike Akande has urged the State House of Assembly to work in collaboration with the Federal Government to address the issue of multiple taxation and traffic congestion  to aid economic development of the state.

    Speaking when she led other members of LCCI on a courtesy visit to the Speaker, Hon. Mudashiru Obasa at the Assembly complex Alausa, Ikeja, she said:  “Lagos being the home for all, and commercial capital of Nigeria cannot but show the lead by tackling the menace of multiplicity of taxes, challenges associated with certificate of occupancy, tenancy related issues, waste disposal and traffic congestion among others.

    “We believe that this is the time for Lagos State to work with the Federal Government to address the factors that are stifling the investment climate in the state, especially in

    Akande pointed out that the lawmakers should also look into the issue of late invitation to the LCCI for public hearing, adding that “an investment-friendly legislation and oversight is critical for good governance and the progress of the Lagos economy.”

    While congratulating Obasa on his emergence as the Speaker, she noted that there has been a cordial relationship between the executive and legislature, which according to her has been responsible for the stability of democracy in the state.

    Lagos to establish DNA Forensic Centre

    The Lagos State Government is to establish a DNA Forensic Laboratory to aid investigation of crime, Commissioner for Justice and Attorney General Adeniji Kazeem said yesterday.

    The laboratory, which will be known as Lagos State DNA Forensic Centre (LSDFC), is expected to take off in six to 12 months.

    Addressing reporters at the Bagauda Kaltho Press Centre in Alausa, Ikeja, Kazeem said the proposed centre was another proof of Governor Akinwunmi Ambode’s seriousness in fighting crime.

    According to him, when operational, the centre would fulfil the need for DNA profiling which is a unique forensic technique now being used worldwide.

    The Commissioner said the facility which would be driven by the Ministry of Justice would focus on DNA analysis to support the justice sector in “collecting and preserving reference and evidentiary DNA which can later be used in identifying criminals; decoding familial relationships of individuals which could also be a tool for the judicial system; and identifying victims and remains after natural and man-made calamities.”

    Explained that DNA profiling is an extraction of DNA from body fluids, semen, nails, hair and other DNA generic sources, he said the proposed centre would help to confirm physical presence of suspects at the scene of a crime and the origin of DNA to such suspects.

    Kazeem said: “Even though the role of DNA in forensic, law enforcement and the justice sector is well known globally, a high-powered DNA analysis centre is not available in Nigeria. This means that most, if not all the DNA testing needs are performed outside Nigeria, a situation that leads to longer turnaround times and an overall higher cost of bringing closure to investigation and prosecution of crimes.”

    When operational, the centre, he said, would serve the DNA needs of the state, the public, other states and neighbouring countries, adding that it would be of international standard which all stakeholders including security agencies would benefit from.  Kazeem said the proposed centre would be deployed in investigation to identify suspects with incredible accuracy and exonerate those mistakenly accused or convicted of crimes.

    The proposed Centre, according to the Commissioner, would also aid investigation of domestic and sexual violence cases, boost family and paternity proceedings, and help in identifying victims of natural and man-made disasters.

    When Governor Ambode took over the mantle of leadership in Lagos State, he promised to give the city a new look through rigorous interventions in areas that would give it the megacity status. One of the areas he hoped to achieve this is illumination of Lagos which will give it an aesthetic appeal, especially at night. MIRIAM EKENE-OKORO reports that Ambode has embarked on aggressive street lighting to accomplish this purpose.

    The world over, street lighting is always part of strategic plans for socio-economic development, especially in major cities. It is also a means of tackling crimes and criminal activities. Roads are designed with street lights because of their aesthetic values, their contributions to socio-economic life of the people and perhaps, their security importance.

    Before now, some streets and highways in Lagos were bereft of street lights and even where the poles were erected, the light never comes on due to the activities of vandals and the erratic power supply in the country.

    But the situation is being addressed gradually, following the decision of the State Governor, Mr. Akinwumi Ambode to improve the state security and restore the usually booming night life in the metropolis.

    With the initiative tagged “Light up Lagos” project, the government is taking steps to ensure that every nook and cranny of the state is well lit.

    So far, work has commenced on major high ways. Some major areas such as Victoria Island, Lagos Island through Berger and some other streets across the metropolis now wear new look at night.

    Governor Ambode, who addressed residents at the second quarterly Town Hall Meeting on this development, assured that no part of the state will be left out in the government’s plan to create better economy for residents.

    He said to make the project a reality, the government set up an advisory committee chaired by the Deputy Governor. This, he said, was  to ensure that the government delivers on its promise.

    “In the past few months, we have fixed street lights from Berger in Ojodu to Lekki, Ikorodu to Lagos Island, the entire Ikeja axis, Victoria Island and Ikoyi. We are taking this project to every part of the state.

    “As we light up the state, we expect crime to reduce as criminals will have nowhere to hide and operate, ” he said.

    But he was quick to add that government alone cannot achieve the objective, hence, the need for support from individuals and corporate organisations.

    “I call on individuals and corporate bodies to join our “Light up Lagos” project by adopting a street and lighting it up either by connecting it to your metre or your generator. In return, these individuals and institutions will receive special concessions on Land Use Charge and commendation from the state and local governments,” Governor Ambode assured.

    He further explained that the government also provided 49 transformers to communities that had been in darkness for years and restored electricity to 63 communities.

    “We also inaugurated the 33KVA Electrical Sub-Station in Gberigbe community, Ikorodu. This is expected to improve the electricity situation in that axis,” he said.

    Also speaking, the Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo said arrangement has been concluded for Bus Rapid Transport (BRT) buses to operate at night once the light up Lagos is completed.

    “This is one of the campaign promises made to the people by the Governor and just like he has fulfilled others, this project will not be an exception.

    “Recall that the Governor also promised to make Lagos city a 24-hour economy. This exactly is the change that the people voted for.

    “We are assuring Lagosians that the process of lighting up every corner of the state has begun in earnest and we are not going to stop until we achieve our aim,” Oluwo said.

    Shedding more light on the project, Acting Permanent Secretary Ministry of Energy and Mineral Resources, Mr. Taofeek Fashola, said efforts were in top gear to illuminate major roads in the state, including all adjourning boundaries in Ogun State as well as federal and state roads.

    He said work would be delivered in phases, starting with Ikorodu to the Lagos Island, Ojodu Berger to Lagos Island and in addition, about 67 communities in Ibeju Lekki, which have been in darkness for about five years, will be connected to the National Grid.

    He said: “Berger to Lagos, Ikorodu to Lagos street light installation is ongoing. We have entered into an agreement to ensure safe and reliable power supply to residents of Lagos. We are working with contractors that are well experienced so that they will deliver quality jobs,” Williams said.

    He said that in line with the Governor‘s directive, most parts of the metropolis would be lit up by December.

    Commenting on the development, some residents described the initiative as worthwhile.

    A resident, Mr. Stephen Johnson said: “If one moves from Berger to Lekki, Ikorodu to Lagos Island, the entire Ikeja axis, Victoria Island, Ikoyi and so on, one notices that more street lights have been installed.”

    He said this boosts the confidence of residents in the sincerity of the Ambode administration, even as he pleaded that such initiative should be sustained.

    The Road Transport Employers’ Association of Nigeria (RTEAN), Lagos State chapter has commended Ambode for measures so far taken to light up the roads and improve security.

    The Chairman of RTEAN, Mr Musa Muhammed said the ongoing ‘Light up Lagos’ programme of the governor would assist in curbing crimes in the state.

    Muhammed further stated that security on roads would not only enhance motorists’ safety, but also those of commuters and pedestrians at night.
