    ‘How Lagos will integrate land matters’

    The Bill to pass into Law the  Lagos State Geographic Information Service  Information (LAGIS) for the harmonisation of all  Geographic Information projects, to provide a computerised central data base and for all other connected matters is set to be passed by the Lagos State House of Assembly.

    At a Retreat in Lagos with broad stakeholders on Friday the Chairman, House Committee, Physical Planning, Urban Development and E- GIS, Sylvester Ogunkelu, said the Agency will be a key step at improving land management, Urban Development and secure land tenure for all.

    He said it would be the future of land governance in the state through transparency, accountability and digital land administration.

    Furthermore, Ogunkelu assured that LAGIS will have budget  by 2025 as it’s importance to the growth and prosperity of the state is immeasurable.

    Earlier,  the Special Adviser, e- GIS & Urban Development, Dr. Olajide Abiodun Babatunde said LAGIS will aid land related Ministries, Departments and Agencies to have a seamless Building Approval process through technology.

    According to him the World Bank has staked $40 million in support of the Agency in recognition of its positive effects in Lagos and the rest of the country.

    He regretted that less than 10 percent of buildings are without Building Approvals though the State through the ministry of Physical Planning & Urban Development has offered amnesty to Lagosians to regularise their papers.

    He said it would incorporate satellite technology to capture images and monitor constructions across the state to check violations and nip it in the bud and ensure that building failure becomes a thing of the past.

    The SA said the system will  make use of Spatial  Data  infrastructure as it will  connect to the users who can access the system from the comfort of their homes anywhere in the world.

    He said: “ All Land must be mapped, surveyed in the computerisation  of land cadastral. This GIS centre will have a land archive, electronic CofO”.

     He promised the training and retraining of Land Officers in the current technology needed to have a  seamless interaction with the members of the publicity stunt.

    NDLEA uncovers illicit drugs at shrine, underground storage in Lagos

    Operatives of the National Drug Law Enforcement Agency (NDLEA) at the weekend uncovered illicit substances at Igbo-Igunuko shrine located at Alfa Beach in Ajah as well as an underground storage in Lekki areas of Lagos.

    The illicit substance suspected to be Ghanaian Loud, a strain of cannabis, weighing 2,760kg were recovered on Friday and two suspects, Gbenga Abiodun and Sunday Abiodun arrested, said the NDLEA in a statement. 

    Spokesman for the agency, Femi Babafemi, in a statement said that total of 11,786 pills of tramadol, molly, rohypnol and diazepam, as well as 64 bottles of codeine syrup were recovered from an underground storage that one Muhammad Warnos Abdullahi dug in his bedroom at Marwa Coastal Road, Lekki Phase 1 Lagos.

    He said the underground storage was uncovered during a raid of the suspect’s residence on Friday, saying the storage was dug in his bedroom, covered it with padlocked iron slate and rug before putting his mattress on top to avoid detection.

    Babafemi said another suspect, Ademola Oyelakin was arrested the same Friday with 770kg of suspected cannabis along the Lagos-Ibadan expressway.

    According to Babafemi, consignments of opioids concealed in soles of shoes and hair attachments heading to the United States, United Kingdom and Cyprus were intercepted by the agency’s operatives at the Murtala Muhammed International Airport, MMIA, Ikeja Lagos and three courier companies in the state.

    He said a total of 2,118 pills of tramadol concealed in soles of 13 pairs of shoes going to Cyprus were seized at the export shed of the Lagos airport on October 12, and additional 380 tablets recovered from the home of the sender, Okenwa Kelvin Uchenna during a follow up operation in Enugu on Thursday, October 24, adding that N968,880 cash and a Toyota Avalon car marked UWN389AS, were also recovered from the suspect at the time of his arrest.

    Continuing, Babafemi said the agency intercepted at least 293 ampoules of promethazine and pentazocine injection, and 1.690kg cannabis and tramadol tablets concealed in hair attachments and soles of shoes going to the United States, United Kingdom and Oman at three courier firms on Thursday.

    “In the same vein, a total of 26,250,000 pills of tramadol as well as 508,400 bottles of codeine based syrup worth Sixteen Billion Six Hundred and Eighty Three Million Eight Hundred Thousand Naira (N16, 683, 800,000) in street value were intercepted by NDLEA operatives during 100 percent joint examination of watch-listed containers with men of Customs Service and other security agencies at the Tincan Port in Lagos and Port Harcourt port, Onne, Rivers states between Tuesday 22nd and Wednesday 23rd October. 

    “Other illicit consignments intercepted during the joint inspection of the containers include 10 million tablets of Toradol Benzhexol and 28 plastic drums of methamphetamine weighing 700kg at Tincan and Onne respectively, while 56 parcels of Loud, a synthetic strain of cannabis weighing 28kg were also recovered from a container that arrived the Lagos port from Canada. 

    “A suspect, Tsolaye Eburajolo, 40, was arrested at Ago Palace area of Okota Lagos in connection with the cannabis seizure while a bribe of N10million paid NDLEA officers to free the suspect has been kept as part of the exhibits for the prosecution of the case,” he said. 

    In Plateau, a suspect Fadan Bindom, 39, was arrested at Pilgani village in possession of 65.85kg cannabis and 18 grams of tramadol, while another suspect Sunday Agbata, 42, was nabbed at Pavwei-Rayfield Jos South LGA with 5,830 tablets and ampoules of bromazepam, diazepam and pentazocine injection on Wednesday 23rd October.

    A major distributor of illicit drugs in FCT Abuja, Umar Muhammed, 40, was on Monday October 21, nabbed following the earlier seizure of a consignment of 198.5kg cannabis linked to him at Wuse Market park. 

    In Edo state, NDLEA operatives recovered 640kg cannabis concealed in 80 jumbo bags of fresh vegetables at Ewu junction, Irrua, Esan Central LGA and arrested a suspect, Austin Oruamen, 27, while  another suspect Adereti Kazeem, 35, was nabbed with 200 blocks of cannabis weighing 133kg at Obalayan, Ile-Ife, Osun state on Thursday  October 24.

    Labour Party’s inter-LGA football tournament begins in Lagos

    The Lagos State chapter of the Labour Party has organized a football tournament to promote social cohesion among youths of diverse ethnic and religious backgrounds in the state’s 20 local government areas.

    Speaking with journalists at the match draws held at the party’s secretariat in the Ikeja G.R.A ahead of the kick-off of the tournament scheduled for  Saturday, October 26,  the Chairman of the party, Pastor Dayo Ekong, who was represented by the state secretary of the party,  Chief Sam Okpala  explained that the tournament ”would unify the people, youths, wards, local government areas and the entire Lagos state without being tribalistic or on religious grounds but to engage the youths in a positive way devoid of negative vices amongst the youths.”

    He said that adequate security measures have been put in place to prevent thugs from disrupting the matches.

     He added that ”mouthwatering prizes for winners would be announced at the end of the tournament.”

    In his remarks, the deputy state chairman of the party, Olasupo Ajayi, advised the participating teams to exhibit sportsmanship on and off the pitch.

    The youth leader of the party, Pius Omodaratan said the tournament is an inter-LGA.The draw is being held today to identify each match order ( teams facing each other) and the football kick-off shall commence by  Saturday the 26th of October 2024.’’

    Lagos pays N740m accrued pensions

    The Lagos State Government has paid N740 million accrued pension rights to another set of 348 retirees.

    Mr Babalola Obilana, Director General, Lagos State Pension Commission (LASPEC), confirmed this at the 107th batch retirement bond certificate presentation ceremony on Friday in Lagos.

    Obilana said the payment was for the retirees’ past service benefits before the start of the Contributory Pension Scheme (CPS) in 2007.

    According to him, the state government is committed to supporting retirees throughout their retirement journey.

    Obilana commended Gov. Babajide Sanwo-Olu for his prompt support payment of pension obligations.

    He also lauded the governor for the various policies initiated to better the lives of the retirees.

    The director general explained that Lagos State has made significant strides in enhancing transparency, efficiency, and sustainability of its pension systems.

    He stated that implementation of the CPS provided a more equitable distribution of benefits, ensuring that all workers had access to a reliable pension at retirement.

    According to him, LASPEC is committed to maintaining an efficient and robust pension process.

    He said: “My team is consistently focused on improving our processes, ensuring timely payments, and enhancing the overall experience for retirees.

    “Our dear state has transited to paying retirement benefits in the same year our officers retire.

    “This is an accomplishment that reflects our dedication to fulfilling Gov. Sanwo-Olu’s goal of financial security for Lagos State retirees.”

    LASPEC has also launched sensitisation programmes to educate current employees and those close to retirement about the CPS and the necessary documents for processing retirement benefits.

    These events featured experts, who are specialists in financial literacy and investment options.

    Obilana said this was to ensure that the state’s retirees were well-equipped to manage their finances effectively in their new phase of life.

    He added that the state government had also implemented free health insurance and subsidised public transportation for Lagos State retirees, demonstrating its commitment to their welfare.

    “I extend my heartfelt congratulations to each retiree receiving their retirement bond certificate today.

    ” This is a moment to celebrate your achievements, contributions, and the legacy you left behind.

    “We celebrate the culmination of years of dedicated service by our retirees, who have tirelessly contributed to the growth and development of the state.

    ‘Lagos will aid public servants to achieve goals’

    Lagos State Head of Service (HoS) Mr. Bode Agoro has said  government would continue to provide an enabling environment for public servants to achieve their goals.

    He said workers’ welfare would remain a priority.

    Agoro spoke yesterday in Alausa, Ikeja at a public lecture and long service merit award ceremony, during which the government honoured 361 public servants with long service merit awards for their dedication and contributions to the development of the state.

    The awardees, who had each served for 30 years or more, comprised 128 men and 233 women.

    The HoS acknowledged the significant roles the awardees played in promoting inclusive development.

    Tax payment is a statutory responsibility as entrenched in section 24 of the Nigerian 1999 constitution as amended. That section states that everybody who earns an income must declare the same to the authority and that this declaration must be honest. That is why tax payment is considered a civic responsibility.

    It is also a moral responsibility because we are morally bound to pay taxes so that the government can have the required resources to address identified gaps in infrastructural development, and also deliver on its social responsibilities.

    Holly Sklar said, “Taxes and levies are how the government pools resources for public health safety, security, education, infrastructure, research, intervention programs, and all social services”.

    Many do not know that when they default, the government can take them to court and upon conviction, can be criminally liable or forfeit their properties.

    Also, the government has the right to put a lien on your business as well as sanction you for community service and so on. You may even be denied access to some government services.

    It is important to stress that tax is a type of revenue, while revenue is an income that comes to the government be it through Internally Generated Revenue (IGR), federal transfers, capital gains, sales of assets, rents, leases, or grants and loans.

    So far there is an income in monetary terms, to offset your budgetary allocation, it is revenue. The tax falls under IGR, which includes Pay As You Earn (PAYE).

    Other revenues are IGR in nature but not taxes. This includes Motor Vehicle License, Building Permit, Land Title approval, and the Land Use Charge (LUC) among others. The LUC is a combination of your tenement rate, neighbourhood improvement levy, and ground rent.

    But then, one must stress that statutorily, if you do not earn an income and if you are a pensioner, aged and you are not into making any form of income; you are not entitled to pay tax.

    Aged pensioners are exempted from some levies and charges. For instance, an aged landlord will not pay for LUC provided the said property is not used for commercial or rental purposes.

    But if a retiree receives rental income from any property he has to pay the LUC on the property.

    Being the nation’s pacesetter, Governor Babajide Sanwo-Olu recently unveiled the Lagos Revenue Portal (LRP) as a way to make payment of taxes seamless in the state.

    The LRP is a revenue collection application in the simplest form.  The government understands the importance of “ease-of-doing -business” and wants to simplify the way citizens get these bills.

    Woodrow Wilson, the 28th US President, said “Simplification of the taxes and levies has become an immediate necessity”. LRP is, thus, a deliberate platform to intentionally improve the experience of payers in Lagos State.

    To put the implementation of LRP in proper context, if, for instance, you have a Land Use Charge (LUC) Bill to pay alongside other bills like LAWMA, LASEPA, Water Corporation, Vehicle Licensing, etc., instead of moving from one point to the other on a queue waiting for your bills, you will rather stay in the comfort of your office or home, log onto LRP and access your bills for all Ministries, Departments and Agencies (MDAs) with a single-payer ID.

    This is possible because every bill that is generated by all MDAs is preloaded on LRP. So, you can now go independently to the revenue portal, as it offers a self-service option. You can go into the revenue portal to view your bills on a page and you can click and make payments to any of the revenue-generating agencies that have generated bills for you as a payer.

    It is a one-stop shop for revenue collection, especially for those in the non-tax category. The LRP is designed to make payment of taxes easy for everyone.

    It is simple, available, and confidential. It has a level of integrity in the course of deployment and it allows you to view your bills in real-time, download your payment history, download your remittance statement, and validate your payment so that you do not pay into the wrong hands.

    Part of the feedback before now is that payers sometimes cannot easily get their receipts. So, LRP has finally come as a succour to put a stop to all these challenges.

    An email address, revenueoffice@lagosstate.gov.ng, and lrp@lagosstate.gov.ng, where enquiries could be swiftly responded to have been created as part of efforts to ensure prospective taxpayers enjoy a seamless experience.

    Besides the LRP, the government has been deploying technology in diverse ways to ease the payment of taxes and ultimately to improve the ease of doing business.

    For instance, there is e-tax, the end-to-end application being currently used by the Lagos Internal Revenue Service (LIRS). It is a one-stop shop for tax administration.

    The role that e-tax is playing to the LIRS is what LRP will be playing to non-tax revenue. LRP will take the major stage for non-tax revenue.

    There is also an application called ‘Madam Shikini’, which is an Artificial Intelligence (AI) chatbot. It is about to be launched. It is an application where Lagosians can interact with a bot any time of the day.

    Despite all these efforts, there are still noticeable gaps and a need for improvement. Consequently, the government is working very hard on continuous improvements to achieve the global status of our dream. It may not be perfect yet, but work is ongoing towards ensuring improved compliance. It is a work in progress.

    On the issue of multiple taxation, although many are of the view that residents experience this, it needs, nonetheless to be emphasized that this is merely a perception issue. It is a misconception.

    We must reference the Act which is called the Taxes and Levies (Approved List for Collection) Act. The act is centred on what every tier of government can collect; it is a federal government law. It means that all revenue being collected in Lagos today is one way or the other legislated.

    I must give a practical example of how people perceive multiple taxation. Let us use, for instance, a barbing shop in a place like Ikeja as an example. Because the local government is empowered by that act to collect lock-up shop permits and radio licenses; local government consultants or their agents will approach the barber to pay for the permit and radio license. If the same barber wants to advertise his trade, he will be required to put out signage that requires the approval of the Lagos State Signages and Advertising Agency (LASAA).

     So, he will pay LASAA, as he experiences growth in his trade, he will employ five or more stylists, and he is expected to pay the Lagos Inland Revenue Service (LIRS) for their PAYE, based on the minimum wage rule. But if he pays below the minimum wage, he is not expected to pay LIRS. Then, LAWMA comes for his waste, and if he has a car, he is required to renew his vehicle license.

    That is just a simple scenario. It’s a circle that has legal backing. So, it is not multiple taxation. What we can clamour for is the harmonization and simplification of taxation.

    To conclude: it is important to urge Lagos residents to keep performing their civic responsibilities. Tax compliance is one of such. It is their taxes that make the difference in the state. Without it, there will be no development.

    Residents in Lagos neighbourhood get two weeks to vacate distressed building

    Lagos State Building Control Agency (LASBCA) has identified over 15 distressed buildings to be pulled down by at the Iponri Estate, Surulere, due to their distressed conditions.

    General Manager of LASBCA, Gbolahan Oki, said the occupants have been served several notices and warnings to vacate the area to prevent loss of lives and properties.

    Oki reiterated that asking residents to vacate  distressed buildings is in the public’s best interest. He warned that the deteriorating condition of some of the distressed buildings poses great danger as their integrity has been compromised and  could give way any time.

    He reiterated the agency’s commitment to enforcing building safety standards, and urged residents to comply with evacuation orders to avoid any casualties.

    Oki also assured the people that LASBCA will continue to monitor buildings across the state to identify other structures that may pose similar risks to avert dangers.

    Lawmaker representing Surulere 1, Desmond Elliot,  and Special Adviser to the Governor on Housing, Barakat Bakare, implored the residents not to compromise standards but abide by the building codes and regulations.

    Elliot praised Elliot for its dedication in ensuring sanity in three built environment, and implored residents to vacate the area to safeguard lives and properties.

    BOS on the bus

    Lagos is known for many things. It is me, it is you and it is us. It is our universal psyche.

    Every Nigerian can find their place and rhythm in its variegated soul. For the artist and the cultural, Lagos bubbles with stars of the song and stage.

     For the entrepreneurial, money seeps from every street.

    For the political, to be elected is to be human.

    For the young, every hub is a hubbub. It is a city of lights but like the words of the poet Lucy Larcom, “no ray is shining for itself alone.” As it is for the hush in the GRAs, so it is for the rush in Oshodi, as it is for the Omo’onile in Ipaja, so it is for the patrician in Ikoyi.

    The city domes out a big, amoebic tent, a sweet whore for every comer. It is also a city without stop, always heading for the next stop.

    There was no better metaphor of Lagos on the move last week. Governor Babajide Sanwo-Olu, the BOS of Lagos, was on the bus at Oyingbo, where the new rail line known as Red Line hooted off. Decked out at once like a proprietor and a staff with a cap, a badged blue  shirt, a red tie and dark trousers, he appeared among some of the big wigs of his government at the iconic station in Lagos.

    At first, he played proprietor, as he summoned all around, regular pedestrians and reporters, to see his new wonder. It is the second of the colour-coded buses, dreamed of since the days of President Bola Tinubu when he was the steward of the state. Before this was the blue line, whose work began with the then governor of example, Babatunde Raji Fashola (SAN). Today, the blue line is taken for granted by those who commute daily, sometimes forgetting that just about a year ago, it was a source of controversial hot air as to whether it was ever going to start. The Red Line provoked the same cynics to banter.

    The BOS had said its mechanical integrity ought to be ascertained before unleashing it to the people. We don’t want any error, because a little squeak of a spoke here or oil leak there could me a family in mourning clothes. He walked in as guest hedged in front, behind and on his sides by men and women. On his face was the pride and swagger of success as he looked around, his steps slow and dignified. He took his seat as a governor, but also as a special guest but also as a passenger. Others were on the train, including Information Commissioner Gbenga Omotoso and of course Oluwaseun Osiyemi, the Transport Commissioner, also dressed in the casual style of the governor.

     The BOS became a sort of inspector, moving from coach to coach like a ticketer trying to be sure all had paid. In fact, the governor made a joke in that colour as he exchanged pleasantries.

     This was not your dour, querulous conductor who is either uncouth in his jokes or calm as an omen. He was debonair, an example too high for the qualifiers for the job. The train covers a big swath of the city, from Oyingbo to Yaba, to Mushin, to Oshodi to Ikeja, where the governor disembarked.

     The journey took less than 40 minutes all the way to Ikeja, the normal commute in the giddy Lagos roads took hours.

    It is miracle of a shortcut, the marvel of technology. But the train also chugged away towards Agege, Iju and ultimately to Agbado that abuts on neighbouring Ogun State.

     The cost is N1,500 all the way from Oyingbo to Agbado, a subsidized fare, although some have caviled that it is not fair. The governor has said transport is always subsidized. If passengers were to pay for it, it would be much higher. Even then, the governor has not shut the door on the possibility of bringing down the fare.

     Recently, the BOS visited China along with the president and signed a deal for another colour-coded train: Green. One might have wondered why the first one – the Blue line, that is – was not called green, as the first shoot.

     But on a second thought, it might be because the Lekki corridor is the newest subdivision of the city, and so the greenest with new buildings, businesses, institutions and ideas, including the Dangote Refinery, suburbs, infrastructure, seaport and an airport, a hint of the new Lagos. So, green is right. It is also to benefit the Fourth Mainland bridge, a project the governor says is held by finance.

     The fall of the naira has imperiled the ability to crunch the numbers for that project for now. We hope our currency can get back to life and enable us enjoy that all-important bridge. The image of Lagos on the move is not just for commuters but in other aspects of the state. For instance, just as the Red Train roars through the city, the governor announced a spike in minimum wage to N85,000 naira. This is a tough act to most other  states.

     Many will have to come up with some numbers as it is inevitable that they cannot fall below N70,000  in lieu of labour’s agreement with the Federal Government. The government hopes, given its financial robustness, to raise it to N100,000. We must understand this in the context of financial engineering in the state. Its IGR that began its revolution in Tinubu’s time has grown from governor to governor, and BOS is no exception. He has tripled his own budget size since he climbed the saddle in 2019. It is now N2.3 trillion, and it tops 90 percent performance.

    While hoping to close the year’s budge at N2.5 trillion. It is, like the train, hooting towards a N3 trillion mark next year. We have seen what he is doing with food and its Ounje Eko project, its various housing projects. As the food master of the west, he is coordinating efforts of the region to make food available through investments in agriculture. He says the Imota farms will soon start mass production of rice.

     For all its many ins and outs, the road network of the state is undergoing facelifts. As he himself said, work is going on in every local government area. A big-ticket chief executive, he is building a logistics hub in the city that will become where heavy-duty goods can be stored and move around the country. More to come.

    Residents of Lagos have been urged to prepare for imminent flash flooding following the intensity of rain exprieced last week Wednesday and Thursday.

    Commissioner for the Environment and Water Resources Tokunbo Wahab, in a statement, described the rainfall as the ‘heaviest’ in many months. 

    Wahab explained that coupled with the release of water from the Oyan Dam, the channels can no longer discharge into the rivers. 

    It reads: “The intensity of the rainfalls between Wednesday and Thursday has led to the levels of the major rivers rising, thus making it difficult for the major drainage channels to discharge until it goes down which is just happening gradually.

    “This latest flash flood advisory is necessary because various data gathered from the weather monitoring stations in the state showed that Thursday’s average and maximum values was the highest so far this year.

    “In the past few weeks, the overall conditions observed show there’s a drastic increase in water level at our four gauge stations within the state, and knowing fully well that Ogun Osun River Basin Development Authority is releasing water from two gates of the Oyan Dam as announced earlier. 

    “A few days ago, at Kara (calibrated), the water level recorded 2.2m, and which most likely might hit the threshold any time soon. At Isheri-North GRA, the water level recorded 20.015m which is above the flood threshold. These show that the catchment areas along these axes are already experiencing river flooding. 

     “At Majidun, in the whole year, the peak water level was recorded on October 14 at 1.466m, while the minimum value was at 0.538m. At Falomo, with the incessant rainfall coupled with water releases from OORBDA, both upstream and downstream of Lagos State will definitely experience flooding along the corridors.”

    Wahab therefore reiterated the need for people living in low lying areas and the banks of the Ogun River to put their safety first by moving upland to prevent avoidable loss of lives and properties because the state will still experience more rainfalls this month.
