    ‘Lagos memorandum scuttled at National Conference’

    There was deliberate discrimination against Lagos State delegates by the leadership of the National Conference, Chief Olorunfunmi Basorun, a chieftain of the All Progressives Congress (APC), has said.

    He accused the conference chairman, Justice Idris Kutigi (rtd), of preventing Lagos delegates from presenting a memorandum for debate.

    Basorun, a former Secretary to the Lagos State government, is a delegate to the conference.

    He said: “Why was there discrimination against Lagos State? Why did they not allow our delegates at the conference to present a memorandum, which they all signed, irrespective of political affiliation? They were prevented from making their contributions. I am at pain that the two eminent Nigerians at the leadership of the conference allowed the conference to be botched just the way the 2005 Conference was botched.”

    The delegates have, however, published the memorandum in newspapers.

    Basorun added: “For instance, 80 per cent of Value Added Tax (VAT) collected by the Federal Government comes Lagos State, but the state gets only 20 per cent of the total revenue. This is a lopsided arrangement, which is making the government at the centre to rob states of the lawful share of revenue generated within states.

    “Where a body in Abuja would be disciplining a judge in Lagos or have a report on a judge in a state is bad. They have agreed that it should be changed. The Federal Government, through the National Judicial Council, should no longer interfere with judges’ appointment procedure. Where they don’t appoint, they cannot discipline.

    “Those at the conference should have some other way of bringing sanity to the aspect of revenue sharing than to talk of creating more states. Some states are not viable; they depend on monthly allocation from Abuja. If they create new states, would they bring money from abroad to run the states?”

    Assistant Editor, Dare Odufowokan, reports on the political battles currently being fought by Akin Ambode, one of the major aspirants for Lagos State governorship seat in 2015 

    The political camp of Akin Ambode, a leading governorship aspirant in Lagos State, remains agog with activities as his handlers battle criticism and opposition to his bid to succeed Governor Babatunde Raji Fashola of the state in 2015. Following the wave of endorsements that trailed his declaration for the plum job, the former Accountant-General’s ambition has been generating discussions across the state.

    In spite of his growing popularity within and outside his party, the ruling All Progressives Congress (APC), Ambode’s candidacy continues to receive serious knocks from some quarters within and outside his party as the 2015 governorship election draws nearer. Consequently, his handlers left with no breathing space in their bid to position him as the man for the job.

    “In spite of funny attempts by a few persons to tar his aspiration with the brush of needless controversies, various groups, individuals and the youths are daily declaring their support for the young man’s aspiration, with the strong conviction that his quest to be governor is beyond just another ambition, but a selfless desire to serve.

    “Ambode is the right man to take over the mantle of leadership of the state from Governor Babatunde Fashola come 2015. He is the best man for the job at a time like this. We are convinced that his is not just another ambition, but a selfless desire to serve the people of Lagos State,” Adeola Mejuyipin, one of the leaders of Team Forthright Lagos (TFL), said in Ikorodu at the weekend.

    But Mejuyinpin and his co-travelers in TFL may not be speaking the minds of all Lagosians as some people have constantly argued that Ambode’s ambition is against the interests of known party men and women who have been nursing similar aspirations for years.

    “His ambition is like a jolt from the blues. We have people who have been around in the party for years. It is not good to leave such people and follow a new entrant who just left public service not quite long,” Chief Adebari Saula, a chieftain of the ruling party in Kosofe Local Government posited.

    Aside his not being a politician, how prepared is he for the herculean job of governing Lagos? He should allow those who have been planning for this for a long time to take the saddle,” Saula added.

    Saula’s position is a reference to the fact that until two years ago, Ambode was buried in bureaucratic obscurity;  hard to be seen, as he was just another civil servant earning his pay by serving the government. Analysts say not many people would have confidently pinned the toga of a “budding politician” on him back then.

    But Mejuyinpin, who argued that Ambode has become a household name in the state and unarguably one of the leading aspirants in the 2015 gubernatorial race, disagreed vehemently with the APC chieftain’s position.

    The young man, an entrepreneur who said he and many of his colleagues are grateful for the kind of leadership provided by Fashola since 2007, warned Lagosians against voting for “someone with just an ambition” as the next governor.

    “Fashola had no ambition in 2003, so they say, but he had the genuine will to serve the people of Lagos selflessly. That will thrust him forward and today we can see the result of voting for a man with more than just an ambition,” argued Mejuyinpin.

    Continuing, he said “Yes, he was a civil servant until recently but all the trappings of leadership were trailing him very early in life. Although he might not have set his mind on any particular political ambition, I have no doubt that even Ambode himself knew all along he was cut out for leadership. While all he wanted to do was put in his best as a civil servant and be remembered for good afterwards, fate had more in stock for him.

    “So, against any personal ambition of his, as early as when he was in his mid- thirties, against all odds, he became the youngest Accountant-General of the state at the age of 37. And given his position as the chief custodian of the treasury, it was not long before his path crossed that of the then leaders of the state.

    “This happened at a time the state government was bothered about the finances of the state on account of the political war he was waging against the then president, Chief Olusegun Obasanjo who through legal technicalities impounded the funds earmarked for the state’s local government councils following the controversy that trailed the creation of additional local councils in the state.

    “Ambode became a quiet star in the eyes of those in government when he invented the financial system that helped the state survive those challenging times. It was as such inevitable that Ambode would be noticed and appreciated by leaders of the ruling party.

    “So, it is easy to conclude that fate prepared Ambode for leadership. More so because after the enviable feat he performed with the finance of the state in those troubled days, he went ahead to perform other miracles within and outside his purview as the Accountant-General of the state.”

    But it is not only the issue of being a new entrant that is standing on the way of   the Epe-born politician. There have also been talks about his not having what it takes to govern a state like Lagos. According to those opposed to him, Lagos needs a man in the mould of Fashola to keep the state on the path of development.

    “Lagos cannot afford anything short of another performer. With what Fashola has done in Lagos, it will be disastrous to elect an untested hand to take over from him,” Comrade Fola Ajayi of the Voters’ Vanguard, told The Nation.

    Responding, an aide of the politician, Seni Abimbolu, said Ambode is the most tested of all those jostling to succeed Fashola today. According to him, this became evident in the submission of Governor Fashola about his ability, when it was time for him to bow out of active civil service.

    Explaining further, Seeni said with lots of accolades for the retiring Ambode, Governor Fashola wrote: “I write on behalf of the people of Lagos to commend your high sense of dedication, selflessness and integrity which you brought to bear on the civil service. I wish to specifically remark that working closely with you has been of tremendous mutual benefit, particularly in the present administration.

    “You have displayed high sense of professionalism and have been a good team player, guided by the philosophy of a true public officer, who must place himself last while rendering service to the public. We are convinced that your brilliance and zeal will make you excel in your future endeavours.”

    “With Fashola virtually confirming his ability and preparedness through statements like the ones above, what more does Ambode need to convince the good people of Lagos that he possesses the leadership qualities to continue the great works embarked upon by Fashola?

    “His vast experience in the civil service and long period spent in crucial positions would stand him in good stead in the prudent and efficient management of the state’s resources. The immense exposure and connections he garnered while in those positions, analysts argued will be of immense benefit to the people of the state if he is allowed to steer the ship of the state.

    “I have also heard some people saying Ambode has the reach and capacity to attract new interests to the state with that critical paradigm shift in additional ideas to deepen our democracy and development aspirations as a state. And I willingly agree that he has the capacity to further reposition the state with prudent management of scarce resources,” the politician said.

    On the rumour surrounding the authenticity of Ambode as an indigene of Epe, a sleepy town in the outskirt of Lagos, his aides said Lagosians should critically read between the lines by pondering on the following confirmation of the politician’s origin by no other person but the Olu-Ilara of Ilara, Oba Okunola Adesanya, one of the paramount rulers of Epe.

    The Oba who said he has been on the throne for 54 years said; “The Ambode family had always been part and parcel of Epe. The Epes have always been looking for a Messiah and that indeed Akinwunmi Ambode fits it so perfectly to actualising this age long dream. He is the jewel of the people of Epe land and as an illustrious son of the land, who used his position as the Accountant- General of Lagos State to better the lot of the people of Epe.”

    Liberian with Ebola-like symptoms dies in Lagos

    The  Liberian who was  hospitalised in Lagos for suspected  Ebola virus has  died, the Lagos State government announced  yesterday.

    The  Commissioner for Health Dr. Jide Idris,his Information and Strategy counterpart, Mr. Aderemi Ibirogba, the Special Adviser to the Governor on Public Health, Dr. Yewande Adeshina and the Special Adviser on Information and Strategy Mr. Raji Lateef  confirmed to reporters that  the Lberian, Patrick Sawyer, 40, tested positive to Ebola virus disease in the test conducted in the country.

    He was a consultant to his country’s ministry of finace.

    He arrived in Nigeria  on Sunday and was admitted to hospital after suffering from severe vomiting and diarrhoea.

    He was subsequently quarantined   because his symptoms were associated with the virus which has killed more than 650 people across West Africa in recent months, the worst-ever outbreak since Ebola first emerged in 1976.

    Dr.Idris  said the immediate task before government now is now to dispose of the body ‘properly’  and identify  and treat everyone  who had  contact with the deceased.

    He said: ”There is  protocol.The people involved, we are talking with the hospital involved, the staff  over there.After dealing with the body we have to deal with the hospital, to sanitize the hospital, more importantly too there is the need for us to do contact tracing. We are doing that with the World Health Organization people .We are going to trace all the contacts that the man came in with on the air plane ,where they went to.

    “ Since we have got the manifest , we are going to trace all of them .Ech one of them is going to be questioned.There is protocol for questioning  and they are going to be followed in the next 21 days to see if any one of them develops  any symptom.This is what we are in the process of doing. “

    He said appropriate personnel have been deployed at the borders, seaports and  airports in Lagos with a view to ensuring that infected people are not allowed to spread the virus.

    Idris urged Lagos residents not to panic over the situation, saying treatment centers will be set up to deal with possible spread of the disease.

    Liberia has recorded 172 cases of the disease, including 105 deaths, since the outbreak began.

    Experts say that limiting the spread of the virus in a chaotic mega-city like Lagos  poses added complications compared to infections in more rural areas.

    Ebola is believed to be carried by animals hunted for meat, notably bats.

    It spreads among humans via bodily fluids including sweat, meaning you can get sick from simply touching an infected person.

    With no vaccine, patients believed to have caught the virus must be isolated to prevent further contagion.

    In Sierra Leone, officials yesterday appealed for help to trace the first known resident in the capital with Ebola whose family forcibly removed her from a Freetown hospital after testing positive for the deadly disease.

    Radio stations in Freetown, a city of around 1 million inhabitants, broadcast the appeal to locate a woman who tested positive for the disease that has killed 660 people across Guinea, Liberia and Sierra Leone since an outbreak was first identified in February.

    “Saudatu Koroma of 25 Old Railway Line, Brima Lane, Wellington,” the announcement said. “She is a positive case and her being out there is a risk to all. We need the public to help us locate her.”

    Koroma, 32, a resident of the densely populated Wellington neighbourhood, had been admitted to an isolation ward while blood samples were tested for the virus, Health ministry spokesman Sidi Yahya Tunis. The results came back on Thursday.

    “The family of the patient stormed the hospital and forcefully removed her and took her away,” Tunis said. “We are searching for her.”

    Fighting one of the world’s deadliest diseases is straining the region’s weak health systems, while a lack of information and suspicion of medical staff has led many to shun treatment.

    Earlier this year, a man in Freetown tested positive for Ebola although he is believed to have caught it elsewhere.

    According to health ministry data and officials, dozens of people confirmed by laboratory tests to have Ebola are now unaccounted for in Sierra Leone, where the majority of cases have been recorded in the country’s east.

    While international medical organisations have deployed experts to the field in an attempt to contain the outbreak, the World Health Organisation (WHO) said poor health infrastructure and a lack of manpower were hindering their efforts.

    “We’re seeing many of these facilities simply don’t have enough people to provide the constant level of care needed,” WHO spokesman Paul Garwood told a news briefing in Geneva on Friday.

    There is no cure or vaccine for Ebola, which causes diarrhoea, vomiting and internal and external bleeding. It can kill up to 90 percent of those infected, although the mortality rate of the current outbreak is around 60 percent.

    The West African outbreak is the first time that Ebola, which was first discovered in what is now Democratic Republic of Congo in 1976, has appeared in heavily populated urban areas and international travel hubs.

    Cases have already been confirmed in Conakry and Monrovia, the capital cities of Guinea and Liberia.

    The Nigeria Medical Association, (NMA) Lagos Chapter, yesterday offered to partner the Lagos State government on the suspected case of Ebola Virus Disease to prevent an outbreak.

    Its chairman, Dr Tayo Ojo ,speaking  at the inaugural briefing of the newly elected executives of the association in Lagos said the association owes it a duty ensure that the state is free of the virus.

    But he advised the public  to imbibe environmental and personal hygiene culture.

    Controversy trails SSS invasion of Lagos company

    State Security Service (SSS) operatives yesterday invaded the premises of a Lagos-based research and marketing company, TNS RMS, in Ojodu and whisked away some of its staff.

    The SSS men stormed the company’s premises about 11a.m and left about 2.pm.They were said to have ransacked its office and carted away materials from past research activities carried by the company.

    It was not clear at press time the reason for the invasion as initial online media reports linked the invasion of the company to an opinion poll currently being conducted by the company on the forthcoming governorship election in Osun State.

    An impeccable source who spoke in confidence, however, said that the invasion of the  company by SSS operatives may not be unconnected with a recent assignment carried out by the firm in Enugu State.

    “Some officials of the company had allegedly taken photographs of a military facility in Enugu during field research and were trailed by security operatives to the company’s head office in Ojodu, a Lagos suburb.”

    TNS RMS is a research company that engages in business, marketing and political research and surveys. The company has conducted election polls in Edo, Ekiti and is currently handling the pre-election poll for the forthcoming Osun State governorship election.

    When our correspondents visited the company about 3pm yesterday, many of its employees were seen going about their normal duties while a patrol van was parked at the main gate of the company.

    Attempts to speak with some members of the staff of the company proved abortive as many of them declined comments.

    A statement by the Emirates  said the new Dubai Visa Application Centre would offer greater comfort, convenience and enhance the visa application experience of applicants and travel agents from the country.

    The police in Lagos have launched a counter–terrorism campaign.

    Police spokesperson Ngozi Braide, a deputy superintendent (DSP) at a news conference yesterday, urged citizens to be vigilant.

    She said: “You must strive to know not only the person living in your house but in the surrounding environment. Find out their means of livelihood. Observe what your neighbour normally brings home at night and what he normally leaves with in the morning.

    ‘’Landlords should conduct background checks on all their prospective tenant. They should meet with their tenants from time to time. Community leaders, working in conjunction with the local police, are encouraged to form neighbourhood associations to appraise the security situation in their areas. Do not keep any object that will aid criminals to have easy access to your premises, like ladder beside the wall. Owners of uncompleted buildings must clear them of undesirable persons or request the assistance of security agencies to do so where necessary.

    “Park owners, garage operators and operators of shopping malls must ensure that they thoroughly scan, search and take stock of all vehicles parked within and around the premises of such public places.

    “Hotels and hospitality industries should always screen their guests and lodgers properly and ensure that they obtain accurate details of all guests. Corporate citizens high0end commercial and residential establishments, institutions mega churches/ mosques and individuals with valuable assets, including hotel an park owners are encouraged to install Closes Circuit Television (CCTV) and other surveillance systems strategically on their promises to help in monitoring and capturing criminal activities.

    “Draw the attention of the police or other security agencies to vehicles parked or abandoned by unknown persons. Empty containers, gas cylinders, dustbins and other receptacles not in use must be properly disposed of or kept away from the reach of unauthorised persons.

    “Do not allow unknown persons to drop or abandon bags, boxes, fruit barrows or trolleys, articles of trade, cartons or any wrapped or sealed containers around your premises. Legitimate sellers of chemicals such as fertilizer, ammonium products, acid, etc should be wary of persons they sell such products to. All suspicious orders should be immediately reported to the security agencies.

    “Always check your surroundings for suspicious, unexplained and dangerous objects and immediately inform the police where any such object is found. Never accept to take possession of or watch over any bag or object kept by unknown person or persons. Be vigilant at public places as objects such as bombs can be kept by unscrupulous person in unattended bags, packages, containers, cars. In the unforeseen circumstances of a bomb blast, stay away from the blast scene.

    “Avoid the temptation of rushing to the scene (except your work with any of the Security or Emergency Management Agencies). Remember, terrorist often detonate secondary explosives in order to harm innocent by standers and on-lookers. Always report suspicious person or movement with your neighbourhood to the police  or other security agencies through available means of communication”.

    Suspected case of Ebola found in Lagos

    A Liberian suspected to have the Ebola virus is being kept in a Lagos hospital, the government said yesterday.

    The 40-year-old Liberian arrived in Lagos from Monrovia last Sunday, Special Adviser to Governor Babatunde Fashola on Public Health, Dr Yewande Adesina told reporters.

    The briefing was attended by the Director, Nigeria Centre for Disease Control, Prof. Abdulsalami Nacidi; Head, Virology Reference Laboratory, Lagos University Teaching Hospital (LUTH) Dr. Sunday Omilabu; Commissioner for Information and Strategy Mr. Lateef Ibirogba, and representatives of national and international agencies involved in the prevention and control of the disease.

    Dr. Adesina said the victim’s history revealed that he never had contact with a person infected with the virus.

    According to her, it was also found that he had no records of partaking in the funeral of any person who died of Ebola Virus.

    Dr. Adesina said: “The patient was admitted and detained on suspicion for possible EBV infections while blood sample collection and testing were initiated, including samples of the Virology Reference Laboratory LUTH, Idi-Araba. Blood samples were also sent to a World Health Organisation (WHO) Reference Laboratory in Dakar Senegal which is actively in process and results are pending.

    “Presently, the patient’s condition is stable and he is recovering. The diarrhoea and vomiting have stopped … Universal Infection Prevention and Control has been instituted to prevent spread of the disease and guarantee safety of other patient and staff of the health facility.”

    Nacidi said the Federal Government was not leaving Lagos State alone in the struggle to prevent the disease from spreading.

    According to him, the choice of MM2 for the pilot project was because of the consideration for heavy traffic among other airports in Lagos because of the presence of many airlines and people travelling. We have the plan to expand to other airports across the country to enable us create value for our customers because they want to have value for their money by purchasing quality products at company recommended prices in friendship centers”
