  • Lagos schools urged to be security conscious

Lagos State Government has advised Principals and Head Teachers of its secondary and primary schools in the state to be safety and security conscious in their schools.

The Special Adviser to the State Governor on Education, Otunba Fatai Olukoja and the State Head of Service, Mrs. Josephine Williams gave the advice in Lagos over the weekend at an interactive session with the schools managers in the state.

They noted that the advice became imperative in view of the prevailing security challenges in some parts of the country.

They noted that the government was concerned about the security of pupils and students in their schools adding that everything must therefore be done to prevent any security breaches in public schools in the State hence the renewed call on schools’ managers to be security conscious.

They both concurred that the lives of the pupils and students are entrusted into the care of the school managers from the time they assembled in the Schools in the morning till afternoon when schools closes for the day hence the managers should be security conscious at all times so that the state will not experience serious security breaches as being experienced in some states in the country.

They advised the school managers not to allow any strange person  within their school without challenging such a person, adding that they should  report such activity to the appropriate security agency that is better trained and equipped to handle the problem.

“I wish to specifically charge principals of Boarding Schools not to release their students to anybody that is unknown to them and the child, even the drivers except their parents. Schools’ Managers should always be conscious of the next person beside you. Government is concerned about our safety, security and the general well being of every Lagosians,” Olukoga enthused

The Head of Service stressed that the renewed call on Schools’ Managers to be security conscious was not informed by any suspected imminent untold security breaches in the state stressing that the need for people to be security conscious at this particular time in the nation’s development cannot be over emphasised.

She added that it is imperative for everybody to learn from the experience of what is happening in other states so that such will not happen in Lagos State, adding that Schools’ Managers of the state primary and secondary schools should continue to inform the pupils/students to also be more aware of what happens within their surroundings.

Mrs. Williams urged people to desist from spreading unverified security related text messages to their friends, family members or neighbours as they cannot do anything about the contents of the message but rather forward such messages to security agencies who can do something about such text messages.

She disclosed that the government  would step up the improvement of infrastructure in our schools, particularly perimeter fencing of schools to beef up security in the schools.

The Head of Service implored the school managers to always educate their pupils/students not to pick what does not belong to them and whenever they observe any strange item they should report same appropriately just as she urged the schools’ managers to also educate their staff and even food vendors on the need for safety and security consciousness.

Sect: we did it in Abuja

    Police ‘studying video’

    Arewa rejects terror

Lagosians got yesterday perhaps the first hint of Boko Haram’s imprint in the city.

Abubakar Shekau, leader of the violent Islamist sect, claimed responsibility for the explosion in Apapa – one of the key homes of businesses with national and international relevance, including the port.

It also owned up to the bombing in Abuja, in the 16-minute video given to the French news agency AFP.

Shekau said his group was responsible for a bombing in the capital Abuja and an attack at the fuel depot in Lagos on June 25.

The Lagos attack was described by government officials as an industrial accident, but an AFP investigation revealed it was a deliberate explosion.

“I ordered (the bomber) who went and detonated it,” Shekau said. “You said it was an accidental blaze. You can hide before the people, but not before Allah.”

“We were the ones who detonated the bomb in filthy Abuja” that killed at least 22 people, the leader of Boko Haram added.

In the same recording, Shekau voices support for the extremist militant group ISIS, which has taken over large swathes of Iraq and Syria.

“My brethren… may Allah protect you,” Shekau said in the video, listing ISIS chief Abu Bakr al-Baghdadi, Al-Qaeda head Ayman al-Zawahiri and Taliban leader Mullah Omar.

He also mocked the “Bring back our girls” campaign, calling for the release of more than 200 schoolgirls kidnapped in Chibok, Borno State, on April 15. Boko Haram claimed responsibility for the abductions, showing some of the girls in a video as they recited part of the Holy Quran.

Shekau released his video as Malala Yousafzai, the teenage Pakistani schoolgirl who became an education campaigner after she was shot by militants, spoke in Abuja where she met the missing girls’ relatives.

“Thank you so much for telling the world that this is happening here,” Yousafzai said. “We need to raise our voices for them so that they can be released and be free as well as other girls in Nigeria who also need full protection and security.”

Police spokesman Frank Mba, an Assistant Commissioner of Police, said last night on telephone:   “We are studying the video. It will go through information technology and forensic analyses in order to confirm the motion picture. It is only after that we would take an evidence-based stand.”

A state government official declined to speak on the development, saying only security agents could comment on it.

The Arewa community in Lagos has said it will neither aid nor tolerate terrorist activities in Lagos.

In a statement yesterday by the Chairman, Council of Arewa Chiefs and the leader of the Hausa in Lagos, Alhaji Sani Kabir, the group assured that “ the Arewa community will neither hide nor aid terrorists in any way”.

It also condemned the activities of the Boko Haram sect, saying they do not represent the teachings of Islam.

“Nigeria is facing challenges that are unprecedented in our recent history perpetrated by terrorists disguising as a religious group.

“We have enjoyed peace in Lagos and for that reason, we are sensitising our people on the need to maintain peace and to be security conscious.

“We have also directed all our Imams to consistently intensify the message of peace among the community. We have also directed that people should not be allowed to sleep in mosques and other places designated for worship” the statement said.

The group also said that its leadership had instructed its members against sleeping or camping under the bridge or indiscriminate parking of vehicles along major highways.

It urged its members in Lagos to participate in the proposed registration of residents.

“We believe that these measures will further strengthen the bond of friendship among other ethnic groups in Lagos,” it said.

Some suspected Boko Haram men at the weekend bombed a bridge linking Maiduguri with Biu and Damboa using Improvised Explosive Devices (IEDs).

A large portion of the Madafuma Bridge was damaged, thereby making it impossible to link Maiduguri from Biu, Garkida, Numam and parts of Taraba.

A resident, Mallam Musa Yakubu, said the incident took place on Saturday at about 2am. “We heard a loud bang and when we gathered in Madafuma village we found out that the bridge linking us with Biu Local Government Area and MA Dara Girau had been blown off.  Motorists heading for Maiduguri from Biu especially long vehicles, had no option than to turn back to Gombe. Small vehicles managed to pass through the remaining thin portion which has not been affected by the blast.”

  • Ambode: Making Lagos work after Fashola

Ambode: Making Lagos work after Fashola

Aquintessential public servant, those who know him quite intimately, see him as an exemplar in accountable governance, selflessness and unalloyed uprightness whose only “weakness” is his implacable commitment to public good, no matter whose ox is gored!

Oh, your surmise is damn right! The man I’m discussing here is the one who, today, many in the Lagos State public service environment fondly address as Mr Public Service –Akinwunmi Ambode. His name is synonymous with the pivotal aspect of a promising public administration. He hugged the limelight when he became the Permanent Secretary, Ministry of Finance of Lagos State in January 2005; a year after, he rose to the position of Accountant-General of the state.

The magic wand he brought into the service in good measure readily became an integral ingredient of the evergreen accomplishments of the then state government led by Asiwaju Bola Ahmed Tinubu (now national leader of the All Progressives Congress (APC), who has since earned himself the sobriquet: Architect of a modern Lagos State!

Even Tinubu’s most virulent foes and Ambode’s (if there is any), would testify to the incontrovertible fact that the symbiosis between Tinubu’s administrative genius and the sublime professional expertise of Ambode and his ilk, oiled by the shared passion for public good, ensured the historic feat of the Tinubu-led bailout of the state from the hands of interlopers.

Ambode’s Midas touch in the state’s public service under Tinubu, coupled with his achievements as Managing Consultant/CEO of Brandsmiths Consulting Limited, a public finance and management-consulting firm with vast knowledge of public sector administration, readily threw him up as a primary subject of public discourse since his interest in the 2015 governorship tussle in the state sneaked into public domain.

“From recording the second best result in the entire West Africa in the Higher School Certificate (HSC) in 1981 to graduating with honours in Accounting from the University of Lagos at 21 and a Masters’ degree in Accounting combined with being a Chartered Accountant all at 24, the stage was set for a brilliant career in Accounting. One could therefore re-write his biography with the title: Ambode and the Power of Focus.” These lines were contained in a writer’s recent thoughts about Ambode, who was born at Epe in Lagos on June 14, 1964, with an impressive educational voyage through St. Jude’s Primary School, Ebute Metta on Lagos Mainland, Federal Government College, Warri and the prestigious University of Lagos.

Even the cynics of the deepest dye would find it hard to disagree with Tinubu when he described him at a forum as “an uncommon civil servant” in whom he discovered an embodiment of the sterling attributes of a great accountant.

Tinubu’s workaholic successor, Babatunde Raji Fashola, a Senior Advocate of Nigeria (SAN), in a letter of commendation to the accounting icon, appreciated “the high sense of dedication, selflessness, loyalty and integrity” which he brought to bear during his glorious public servant days.

The few who were hitherto in the dark about what Ambode stands for, perhaps knew better at a recent public presentation of his biography, The Art of Selfless Service, written by Marina Osoba.

Thunderous ovation threatened the venue to its foundation. Even those who had known him intimately for the past five decades had their jaws pleasantly set apart. “This is indeed an illustrious son that Lagos and indeed, Nigeria must be proud of,” many presumably soliloquised.

Much as I thought I knew the astute accountant, I was more enlightened when a fortnight ago, I found myself in the midst of those who, to me, knew him from Adam at a gathering in Lekki. On virtually everyone’s lips is the aspect of his upbringing which, in the discussants’ view, should be internalised and imbibed by the youth of today who see it as a waste of time working towards their life goals. Their discussion and eventual conclusion on the man, reminded me of the immortal words of the late Sage, Chief Obafemi Awolowo, who once admonished: “After rain comes sunshine; after darkness comes the glorious dawn. There is no joy without its alloy of sorrow; behind the ugly terrible mask of misfortune lies the beautiful soothing countenance of prosperity. So, tear the mask!”

As a growing youth, he was said to have brave all odds and trudged on to put his life on a sound footing in the first 27 years of his exemplary life, especially after the death of his father when he was barely 18 – thus contributing to his uniqueness as a man.

A further lesson for youths: Quite a negligible few in his shoes would rather spend eternity looking for plum jobs that would put them in the league of the Aliko Dangotes of this world overnight. But no; Ambode did not behave like his peers today would. He willingly embraced civil service which people see as acutely impoverishing – if only for its snail-speed opportunities for self fulfilment.

But the consummate accountant was not idiotic after all. He was simply dancing to the irrepressible dictates of his destiny and his unique psychological disposition to the forces of his uncommon foundational familial impetus!

I feel compelled to believe without a scintilla of doubt that his sterling personality traits and abundant trainings, which combined to midwife his leadership capabilities, recently, prompted the respected Oba of Lagos, Rilwanu Okikiola, the Akiolu 1, to urge the state chapter of the APC, to prod Ambode into the ring for the next governorship election in the state.

“Myself, other traditional rulers and some notable elders have met and decided that Ambode should be the next governor of Lagos,” the esteemed monarch declared, albeit to the discomfort of some who I guessed, knew Ambode not, especially in the rival Peoples Democratic Party (PDP).

There is no gainsaying that fact that the monarch and others like him, are armed with the belief that Ambode possesses enough mental and professional ammunition needed to sustain and improve on the world-acclaimed achievements of Governor Fashola in the state.

“I have taken my time to study the goings-on in the political circles of this state for months now as we prepare for the 2015 polls. I have discovered that people want the sustenance of all the indices of the new Lagos that we are celebrating today and from all indications, the man called Ambode, from what I have gathered from many people, is the one with the character needed to keep the ball rolling in the best interest of Lagos residents,” a reader insisted at a newsstand recently. It was during a heated discussion of the fate of the state after Fashola at the popular Ojuelegba Under-bridge in Surulere. I think the man said it all!

Soldiers unleash mayhem in Lagos over death of colleague

It was all fury at  Palmgrove,Lagos yesterday  after soldiers  seized  a  stretch of the ever busy Ikorodu Road, vandalising vehicles ,beating up motorists and commuters and disrupting traffic flow for several hours.

Thousands of motorists and commuters  caught in the  breakdown of law and order ran  helter skelter   for their lives. Many motorists abandoned their cars.Commuters  were harassed by the soldiers and street urchins who cashed in on the situation to deprive people of  money, handsets and other valuables.

Newspaper photographers who rushed to the scene were  also attacked by the soldiers and hoodlums.Their cameras were either seized or smashed.

No fewer than four buses belonging to the Lagos State –owned Bus Rapid Transit (BRT) were burnt and eight others vandalised.

The soldiers were venting  their anger over the alleged killing of a fellow soldier in a  motor cycle accident at the Idi-Iroko Bus Stop on the road earlier in the day.

They  blamed a BRT bus for killing the soldiers.

There were two versions of how the soldier died.

One was that the soldier rammed into the broken-down BRT bus  and died instantly.

The vehicle was said to have been parked on that spot since Wednesday after developing a fault.

Apparently, there was no hazard warning  to alert other road users  to danger ahead.

The other version was that  two soldiers were  riding  motorcycle on a BRT lane when they were hit by a LAGBUS at 9 am.

One died instantly and the other slightly injured.

The deceased soldier was said  to be  on the back seat of the motorcycle when tragedy struck. Small motorcycles are banned from plying Lagos highways.

Witnesses said the second soldier then rushed to a nearby barracks and mobilised his colleagues to the accident scene. About a hundred of them rushed to the scene and immediately went on the rampage.

They were soon joined by the area boys  to unleash terror on passers-by.

There were no deaths or injuries in the incident. The soldiers blocked the road and s gridlock soon ensued.

Policemen looked on as the soldiers and the street urchins terrorised innocent citizens.

Drivers and passengers inside BRT buses fled as the rampaging soldiers went for them. Passengers of smaller buses had to abandon the buses and run for their lives.

As the traffic situation on the road deteriorated, commercial vehicle drivers hiked their fares.

Commercial activites in and around the area were paralysed for as long as the rampage lasted  as shops and offices shut down

Television stations broadcast pictures of the buses up in flames.  Twitter  and Facebook buzzed with comments from  residents lampooning the soldiers for their action.

NURTW 1st BRT,the transport company which is in charge of the operation of the  Bus Rapid Transit buses plying Mile 12 to TBS route  denied  that its vehicle killed any soldier yesterday.

Public Relations Officer of the company, Nonye Onwumere, said in a statement that the deceased soldier  ran into a stationary LAGBUS bus and died in the process.

She said: “On Thursday night, a red LAGBUS, which is run by Mutual Assurance and marked Mo63, broke down on Ikorodu Road before Palmgrove Bus Stop. Early in the morning, around 7.15am, a military personnel on a bike, driving on top speed, ran into the stationary bus.

“After the accident, three female and two male soldiers going to work, alighted from a vehicle to help their colleague. After seeing the extent of the accident, they gathered and became violent, stopping all BRT buses and ordering the passengers down. They beat some of the passengers and BRT personnel and then set some of our vehicles ablaze. They did not even care to know that our BRT are different from the red buses.

“The accident, which was not caused by our vehicle, has caused enormous losses as four of the buses which are not up to a month old have been burnt beyond repair while 13 others have been seriously vandalised. We lost over N100m”

“According to corridor supervisors at the scene, four BRT personnel were beaten and abducted by the soldiers but were later released.”

An eyewitness who gave his name as Bade said: “  a few minutes after the incident occurred, we just saw a lorry load of armed military men. They set a BRT bus ablaze.

“ An officer among them  who probably was averse to the action tried to put out the fire.  The situation went out of hand after another officer who was boiling with rage charged the junior officers to show what makes them different from civilians.

“Immediately he made the statement, the soldiers   went wild , setting ablaze every BRT bus that came their way  and vandalizing several others.  They vandalized no fewer  than seven buses. They did not limit their anger to the buses alone. They also unleashed terror on innocent road users who were trying to use their Ipads, camera phones and other devices to take shots of the burning buses. Some of the victims had their devices seized and smashed by the soldiers. Others were thoroughly beaten and later released for attempting to take photographs of the scene.”

A BRT bus driver  who preferred anonymity said he and  his passengers were  forced to disembark from the bus by the angry soldiers. “Immediately they ordered us to get down, they instructed us to frog jump. I can’t remember the last time I did such a strenuous exercise.  ”

A  resident  who  gave his name as Sunday  berated the military for the action saying: “Even if their colleague was truly killed by a BRT bus driver, they shouldn’t have gone ahead to unleash terror on the people.   ”It was an accident which could have happened to anyone. If all of us act like this every time someone is killed in an accident, what would become of the state and the country at large?

Spokesperson for  the  81 Division of the Nigerian Army , Lt Col OA  Ochagwub said of the development: “This morning  (yesterday) between 6:30 – 6:45am, a BRT bus knocked down and killed a soldier around Obanikoro area while on his way to the office.

“The driver of the bus took the body of the soldier into the bus and attempted to drive away. But when the other soldiers who witnessed the incident rushed to the scene, the driver of the bus ran away with the key. The soldiers then secured the vehicle which was later towed away to safety in our custody.

“Area boys then took advantage of the incident and started attacking BRT Buses. From observation you  will discover that, the BRT buses bunt are far away from the scene of the incident and that the BRT bus in particular that killed the soldier was not attacked nor vandalized and it is still intact.

“Our personnel were immediately dispatched to the scene to restore normalcy. So that traffic could flow. .
