    Hate speech: Don’t offer your platform for use, Minister warns Media

     

    The Minister of Information and Culture,  Alhaji Lai Mohammed has advised media houses in the country against offering their platforms for use to communicate hate speech.

    Mohammed warned that if not check, hate speech could be the precursor of violence and genocide.

    He made the call while declaring open a Workshop on Hate Speech titled “Hate Communication in Nigeria:  Identifying its Roots and Remedies”

    The workshop organized by the Nigeria Press Council in collaboration with Word and Image Ltd. was chaired by the Managing Director of the News Agency of Nigeria, Mr Bayo Onanuga.

    The minister noted that the fastest way to nip the dangers of hate speech in the bud was for journalists to out rightly turn its back to the trend.

    He said: “The fact that the media takes this issue seriously is very encouraging, because, in most cases, the media – wittingly or unwittingly – provides the platform for the dissemination of hate speech. But I can say here, unequivocally, that the Nigerian media understands the dangers of hate speech.

    “I have always said that hate speech is not free speech. For example, while the Nigerian constitution guarantees freedom of speech, it does not guarantee freedom of hate speech. That’s because hate speech could be the precursor of violence, of genocide!”

    Citing the 1994 genocide in Rwanda, which left at least 800,000 people dead, the Minister said “hate speech, or what later became known as ‘Hate Media’, was a major catalyst of that genocide.”

    This fact, he noted was confirmed by  the International Criminal Tribunal for Rwanda when it sentenced two Rwandan journalists to life in prison and a third to 35 years in jail for their roles in fuelling the genocide.

    He therefore stressed, “The lesson here is that journalists must never offer their platforms for use to communicate hate speech. They must say NO to hate speech. That’s one of the fastest ways to nip the dangers of hate speech in the bud.

    “This is why this workshop is very important. I have no doubt that with the quality of the resource persons who have been assembled for this workshop; it will achieve its purpose and also go a long way in stemming the tide of hate speech in our country. A multi-ethnic, multi-lingual and multi-religious society like ours cannot afford to allow hate speech to thrive. A fledgling democracy like ours is too fragile to luxuriate in hate speech. We must all say NO to hate speech.”

    FG saves N4.5 trillion from high profile cases 

    The Federal Government on Wednesday disclosed that it has saved over N4.5 trillion from high profile cases prosecuted by the Ministry of Justice between 2015 and 2017.

    The Attorney General of the Federation and Minister of Justice, Abubakar Malami briefed State House correspondents at the end of about seven hours Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    He was with the Minister of Information, Lai Mohammed, Minister of Transportation, Rotimi Amaechi, Minister of Science and Technology, Ogbonnaya Onu and Minister of the Federal Capital Territory, Mohammed Bello.

    According to Malami, his Ministry presented its score card to Council in the last two and a half years.

    He said “In respect of Federal Ministry of Justice what was presented to the Council today is the score card from 2015 to 2017

    “We presented a score card as to cases both civil, criminal that were prosecuted by the Federal Ministry of Justice and their implications as to savings that were done for the government commencing from 2015 to the present time.

    “Fundamentally arising from the cases that were conducted by the Federal ministry of Justice, the Ministry has succeeded in saving the government around N4.5 trillion relating to the claims that were presented in respect of these cases which were indeed conducted and concluded.” he

    Continuing, the Minister said “The Federal Government has put in place a committee saddled with the responsibilities of coming up with policies and strategies that will ease off congestion of prisons.

    “Over 70 percent of the inmates are awaiting trials there are sizeable number that couldn’t afford to pay limited fine that have been imposed by them arriving from their convictions.

    “There are those awaiting trials that have never seen the court room for over five years and above and indeed there are multiple legislation that are before the national assembly that are intended to support the decongestion of prison formation process.” he said

    He said that another area the Ministry presented its score card was the ongoing prosecution of Boko Haram cases.

    On Boko Haram suspected terrorists ongoing trial, he said that the total number of convictions so far is 255 and those discharged is 737.

    He said “We presented a position as to the number of cases that were prosecuted, number of convictions that were procured and the number of discharges that were made relating to the cases and then made a presentation as to the road maps for the continuation of the process.

    “There were other presentations that were made particularly as it relates to plea bargain. There are a lot of pending criminal cases in respect of the accused persons standing trials, who made offers for plea bargain.

    “Again there are high profile cases that we made our score card and gave an insight as to their respective positions.

    “A presentation was made relating to national prosecution team as it relates to the cases they are expected to prosecute.” he said

    The Minister of Transportation, Rotimi Amaechi also disclosed that FEC has approved the construction of the  Ibadan – Kaduna rail lines at the cost of $6.7 billion.

    The project, he said, is expected to be completed in three years.

    According to him, the contract for the Kaduna to Kano aspect of the rail line was awarded last year.

    The Minister of Science and Technology, Ogbonnaya Onu, also briefed on the progress made based on the recently approved executive order, the national strategy for competitiveness and the entire science and technology innovation road map.

    As part of the score card of the Ministry in the past two and half years, he presented new biscuits being produced in conjunction with Nasco Food.

    He said “High nutrient density products developed and proposed for inclusion in the current Nigerian School Feeding program will provide at least a third of the desired major macro and micro nutrients requirement stipulated by the World Health organization, Food and Nutrition Board.

    “Additionally, the products will be produced by NASCO Foods Limited, Jos that have state-of-the-art processing equipment with vast experience in Food processing, Food Safety and quality for production and supply chain nationwide.

    “The developed nutritious products have been tested using Nasco Food processing facilities in Jos and have been found to be technically and economically viable.

    “The pupils in the schools in Jos and Lagos where the sensory evaluation and consumer acceptability studies were done showed strong likeness for the products and are ready to consume the products if including in the school feeding program.” he said

    On his part, the Minister of Foreign Affairs, Geoffrey Onyeama, said that the major projects which were rolled out by his ministry, including the citizens diplomacy program, desk to desk review initiatives and the economic diplomacy innovation, are recording successes.

    He also gave score card of his Ministry in the past two and half years to the Council.

    He listed the special interventions by the Buhari’s administration for the ministry, foreign missions and embassies to include N16.3 billion, N933 million, N7 billion, $32 million and $28 million.

    According to him, all the interventions were made as the President decided that he would not entertain sending Nigerians abroad without the necessary funding.

    He said “Special intervention fund to rescue many embassies in several countries of the world. First was in 2016 when the Naira was fluctuating terribly and of course the dollars to our embassies were too low to sustain them.

    “We received initially N16.3 billion, and was successfully distributed to all embassies. The second one was N933 million for renovations and other debts released in October, 2017.

    “The third was $32 million that were released for critically distressed 65 missions that were in serious debts and crisis. This was approved in November 2017 and we are in the process of distributing to the embassies around the world another one, $28 million and is the process of also being distributed and finally for ministry headquarters, the sum of N7 billion was made.” he said

    He added “A lot of the debts and the crisis in our embassies and missions around the world have been building over the last 10 years and Mr. President decided that he will no longer accept the situation where we are sending Nigerians out to represent this country and not given them the resources to be able to carry out their tasks. Hence he made provisions and directed that these funds should be released to them.

    “So the situation is still not perfect but this has come in very handily and of course in the interest of transparency we wanted to show how these funds had been disbursed.” he stated

    The Minister of FCT disclosed that FEC approved N1.9 billion for road reconstruction of Clinton Drive and N273 million for water treatment chemicals.

    Looters now posing as messiahs, says minister

    Minister of Information and Culture Alhaji Lai Mohammed has urged the media to contextualise their reporting so that those who destroyed Nigeria would not be made to look like its messiahs.

    The minister made the call when the Chief Executive Officer of TVC Communications, Mr. Andrew Hanlon, visited him in Abuja.

    He noted that “the same people who presided over yesterday’s looting of our treasury are today posing as would-be saviours of Nigerians”.

    Mohammed said: “We are on a rescue mission. However, the way a section of the media is reporting the challenges facing the country today does not reflect that understanding.

    “They are making a corrective administration to look like the culprit, to give the impression that the rain started beating us in Nigeria only from May, 29 2015, to play down the challenges that this administration has faced and which it is successfully tackling.

    “For example, we did not get to where we are today in just three years. It has taken successive decades of bad governance, unbridled corruption, and lack of probity, a culture of impunity and a near state of anarchy.

    “These are the ills this administration inherited and which it has set out to tackle, and this is what the media must reflect in their reporting.”

    The minister said the situation of the country was prevented from becoming worse because of the prudence, probity and the anti-corruption stance of the present administration.

    He added: “Instead of recession, Nigeria could have had a total collapse of the economy and the power grid could have collapsed.”

    Mohammed added that the manner in which the government handled Boko Haram, prevented the insurgents from overrunning Abuja just as it did in major towns in the Northeast.

    He also said the country’s “food imports could have tripled what it was pre-May 29, 2015 and the Naira might have been worse hit.”

    Hanlon assured the minister of his company’s commitment to the country’s audio-visual landscape and announced plan to open a new radio station in Abuja in April.

    FG not unmindful of unemployment, poverty – Minister

    The Federal Government is not unmindful of unemployment and poverty situation in the country, the Minister of Information and Culture, Alhaji Lai Mohammed said on Tuesday.
    Such problems among others structural conditions which are responsible for violent extremism in the country are being addressed on daily basis by the administration of President Mohammadu Buhari, the Minister added.

    The Minister made the remarks at the Sheraton Hotel, Abuja, while delivering a keynote address at the public presentation of Policy Framework and National Action Plan For Preventing and Countering Violent Extremism, organised by the Office of the National Security Adviser, ONSA.

    Alhaji Mohammed said for instance the Anchors Borrowers Programmes has created over 6.3 million jobs for farmers through rice farming.

    Listing the achievements of the present administration, the minister said the federal government served no fewer than 246.4 million meals to primary school pupils across 20 states under the National Home Grown School feeding programmes.

    He said 10.27 million children have been enrolled in schools in the Northwest and North Central zones of the country in the last one year.

    He said the N-Power programme which has engaged and deployed about 200,000 Nigerians would increase with about 300,000 this year following the steps of government to expand the programme.

    According to the Minister the Boko Haram terrorist group has been decimated and put on the run by the nation’s military due largely to President Muhammadu Buhari’s leadership and political will which served as morale booster for the troops.

    Said he: “Thanks to the leadership and political will demonstrated by President Muhammadu Buhari, which has served as a morale booster for our gallant men and women in uniform, Boko Haram has been decimated and put on the run by our gallant military.

    “The record of success is there for all to see: At least 30,000 hostages kidnapped by Boko Haram extremist group, including women and Children, have been rescued by the military. More than 100 Chibok girls have so far been rescued.

    “The government is committed to the safe return of the remaining Chibok girls while rehabilitating and reuniting them with their families and communities. Sambisa Forest has become too hot for Boko Haram and they are now escaping to neighbouring communities.

    “Boko Haram is no longer able to carry out organized attacks. They hold no territory and their flag, which they were flying in Bama and other territories they used to occupy, has become a shroud”.

    The Minister assured that his ministry would parner with all critical stakeholders to ensure the smoth implementation of the policy framework and action plan against violent extremism in the country.

    He said as a soft approach towards tackling the current security challenges in the country, the administration would engage critical stakeholders in dialogue aimed at finding lasting solutions to the problems of herder/farmer conflicts, among others.

    He added that government is taking a bold step to recharge the Lake Chad Basin which has shrunk by 90 percent since 1963, stressing that the holistic approach of government on the Basin would make lives more bearable for people within the area whose economic activities have been affected negatively.

    In his remarks, the National Security Adviser to President Muhammadu Buhari, Major General Babagana Monguno , said following President Buhari’s directive on the implementation of the framework on the 24 August 2017, it was therefore expidient to make a public presentation of the document to enable key stakeholders and principal actors key into its goals and objectives.

    He said the framework which is in tandem with international laws and best practices adopted a whole-of-government and a whole-of-society approach for maximum benefits.

    “Accordingly, it encourages the active participation of line ministries, departments and agencies as well as critical stakeholders from the different sectors of the civil society such as reliogious actors, youths, teachers, women and community based organisations.

    “It provides a National Plan of Action at Federal , States and local government levels to ensure the delivery of targeted intervention that are both PCVErelevant and PCVE-specific”, General Monguno said.

    TV advertisement market to generate $400m revenue – FG

    The Federal Government said on Monday that it would catalyse the Nigerian TV advertisement market to generate additional 200 million dollars to 400 million dollars revenue to the industry.

    The Minister of Information and Culture, Alhaji Lai Mohammed said this at the launch of the Digital Switch Over (DSO) in Enugu.

    The switch over from analogue to digital terrestrial broadcasting was performed by Gov. Ifeanyi Ugwuanyi of Enugu State and the minister.

    Mohammed said that the feat could be easily achieved by bringing the nation’s TV advertisement market in line with global​ ​best practice.

    He disclosed that his ministry would establish Task Team of​ ​industry experts, with best practices related to Audience Measurement​ ​Systems.

    According to the minister, Audience Measurement​ ​Systems is key to DSO sustainability, growth in TV and value creation in the creative industry.

    ​He said the Task Force to be established would, therefore, identify best practice Audience Measurement System to support the sustainable growth of the industry.

    According to him, this will also recommend framework for supporting the sustainability of the​ ​Audience Measurement System, independent of the Federal Government.

    The Task Force, according to the minister, will recommend a payment and disbursement framework among the key
    stakeholders in the industry.

    “The existing model of TV in the country, stunts quality of the content that can be created and limits the capacity of Television platforms to invest in.

    “As it is now, the value of Nigeria’s Broadcasting Advertising Market is not proportionate with its ​population when compared to the Top 3 Markets in Sub-Saharan​ ​Africa region.

    “Despite having a population more than three times that of South​ ​Africa, Nigeria’s Television Advertising Revenue in 2016, at 309 million dollars, was 76 per cent behind that of South Africa.

    “Similarly, in the Radio sector, the value of Nigeria’s 2016 Advertising Revenue of 81 million dollars was 75 per cent behind its peers,​ ​South Africa and Kenya, both at 343 million dollars.

    “In both​ ​territories, the value and growth rate of the Broadcasting Advertising​ ​Revenue is largely influenced by the availability of a scientific​ ​Audience Measurement System,’’ he said.

    The minister solicited the cooperation of all​ ​well-meaning practitioners of the industry to join hands with the government to achieve it.

    He also underscored the commitment of the government to rapidly spread​ ​the massive benefits of digital television to the people.

    “We are now at the cruise level of the journey we started in Jos,​ ​Plateau State in April 2016, as the DSO train has now transverse​ ​Abuja, Ilorin, Kaduna, to arrive here in Enugu, its latest stop.

    “From​ ​here, the DSO train will proceed to Osun State, as we continue our​ ​rapid rollout of digital television across the country,’’ he said.

    NAN reports that the minister also donated 100 Set-Top Boxes to the state government for free distribution to the people.

    Gov. Ugwuanyi said that the journey to DSO was not an easy ride and thanked the Federal Government and in particular the minister for his doggedness and commitment to the project.

    He said the state would distribute 10,000 free Set-Top Boxes to low-income earners in its 475 autonomous communities.

    The Director-General, National Broadcasting Commission, Modibbo Kawu said that DSO would enhance broadcasting chain, deliver crystal clear TV signals and offer wide job opportunities in the sector.

    Digitization: Gov Ugwuanyi offers free 10,000 setup boxes

    Gov Ifeanyi Ugwuanyi of Enugu State has offered to distribute 10,000 setup boxes valued N15 million free to low income households in rural areas to enable them access digital television.

    Ugwuanyi made the disclosure in Enugu on Monday at the launch of Digital Switchover in the state by the Minister of Information, Alhaji Lai Mohammed.

    The governor described the launch as a ‘landmark’ in television broadcasting in Nigeria.

    He said that the gesture was to ensure that low income households were not denied opportunities of accessing digital television contents.

    Ugwuanyi said that the setup boxes which were the major accessory that would, henceforth, enable television viewers in the state watch more channels would be distributed immediately.

    The governor said that the state government was fully conscious of the possible discomfort economically challenged families would face as a result of disruption in accessing free to air television contents.

    “This, in our judgment, is the major reason the Federal Government has committed to subsidise 10 million setup boxes for distribution to poor households in Nigeria,” he said.

    Ugwuanyi said that Enugu had the distinction of being the first state in Southern Nigeria to be switched on to the digital terrestrial television broadcast.

    “As a government, we have intervened on behalf of our people by purchasing 10,000 setup boxes which will be distributed free to low income households identified in our rural areas.

    “Our goal is to enable less economically endowed families to continue to receive even more television channels after this ceremony.

    “The boxes will be distributed after this ceremony in such a manner that it will reach all the 475 autonomous communities in the state,” he said.

    The governor said that local government councils would also cease the opportunity offered by the process to increase the internally generated revenue.

    Ugwuanyi thanked the Information Minister for donating 100 setup boxes to the state government, adding that the boxes would in turn be distributed to security agencies in the state.

    He said that it was gratifying to bid farewell to analogue broadcasting in the state.

    “This underscores the pragmatism the government and leadership of the Nigerian Broadcasting Commission ( NBC ) have brought to bear in broadcasting industry,” Ugwuanyi said.

    Earlier, the Director General of the NBC, Mr Is’haq Kawu said that the digital switchover would enhance the broadcast value chain and open up jobs for Nigerians.

    Kawu said that the switchover would afford television viewers watch new generation of Nigerian contents.

    The DG said that it would also address poor reception of television signals especially in rural areas.

    The highlight of the event was the official switchover from analogue to digital television broadcasting at the Nigerian Television Authority ( NTA ) in Enugu by Ugwuanyi in company of the minister and NBC DG.

    Nigeria as a member of International Telecommunication Union ( ITU ) had in 2006 signed the agreement for member states to switch over from analogue to digital broadcasting.

    Borno Governor, Kashim Shettima has called for more support from the Federal Government to the military to end the onslaught on the Boko Haram before the start of the rain.

    He spoke when he received the Minister of Information and Culture, Lai Mohammed who is in the state for the 2nd special edition of the Town Hall meeting in Miaduguri, Borno state to showcase the current government efforts and that of the military in the fight against insurgency.

    Other Ministers at the Town Hall meeting are: Minister of Interior, Abudulrahman Danbazau, Minister of Defence, Mansur Ali and Minister of state, Budget and National Planning, Zainab Ahmed. 

    Governor Shettima said everything must be done to sustain the tempo of the ongoing fight so as to end the activities of the Boko Haram sect as soon as possible before the rainfalls.

    He explained that once the rain begins, it might become difficult for the military to push further because of the terrain of the Sambisa forest, this he feared might give the terrorist group the opportunity to regroup again. 

    The governor was full of praises to the military, especially the current leadership of the military operation under the command of Gen. Nicholas Rogers.

    While appealing for unity across the country, he noted that the military operation has been able to achieve so much in the last three weeks when compared to the last three years.

    Buttressing his call for national unity, the governor said that officers from the southern part of the country have contributed to the relative peace achieved so far in the North east.

    He also used the opportunity to lambast the immediate past Commander of the military operation, Lafia Doyle for incompetence. 

    In his remark, the Minister of Information and Culture, Lai Mohammed reassured the gathering that the Federal Government is committed to return of the remaining Chibok girls who were abducted in 2014.

    To this, he called on the people of the state to cooperate with the military by providing necessary information to the security agency.

    He also warned the people on the need to be very vigilant, especially now when the battle against insurgency is almost over; saying that the Boko Haram elements out of desperation have resort to bombing of soft targets. On the town hall meeting holding in Maiduguri and return of night life in the state capital, the minister said it is an attestation of the successes achieved by the military in degrading of the Boko Haram sect. 

    He also cited the return of football matches at Maiduguri stadium as another  success story of the military activities since the the current government came on board. 

    This, he however said it did not just come over but as a result of a well thought out plan and programmes of the government in changing the military architecture and also motivating the military in the fight. 

    He said: “The mere fact that we are gathered here in Maiduguri, the epicentre of the Boko Haram insurgency, for this meeting is a testimony to the success that has been recorded in fighting the insurgency. In the heat of the insurgency, this would have been impossible. I am told that at least three airlines now have scheduled flights into Maiduguri. None was flying this route at the height of the insurgency.

    In any case, the airport was not even open for such flights due to safety and security concerns.

    “My Special Assistants, who flew into Maiduguri on Saturday, have told me of how they were pleasantly surprised to see a city that was in sharp contrast to what is being painted out there: busy roads, people going about their daily chores as you would have in any normal city, and even a bubbling nightlife. On Sunday, the 30 local and international Journalists who came from Abuja to cover this Town Hall Meeting were taken on a guided tour of the city, both during the day and at night, by the Hon. Commissioner for Information.

    The Journalists even chanced on a football league match that has just been concluded between El-Kanemi FC and Enyimba.

    The fact that football matches are now being played in Maiduguri is a clear testament to the return of normalcy to the city.

    “We have come a long way from those days, when Boko Haram could strike at a place and time of their own choosing, when Boko Haram conquered and administered territories. That time, not even Abuja, the heartland of the nation, was safe from the insurgents’ attacks.

    Today, Boko Haram is no longer capable of carrying out coordinated attacks anywhere. All they do now is to engage in cowardly attacks on soft targets.

    That, in itself, is a sign of weakness.

    “Let’s be clear: We didn’t get to where we are today by accident. Our gallant men and women in uniform have made all the sacrifices, including the supreme sacrifice, to bring us here. Our political and military leaders have shown leadership in getting us here, unlike in the past when, in the words of Mr. President, official bungling, negligence, complacency or collusion made Boko Haram a terrifying force. The ordinary folks have also shown great resilience and support to bring us here. We are eternally grateful to all.

    “President Muhammadu Buhari charted the path to where we are today. In his inaugural speech on May 29, 2015, he gave the nation a roadmap for the defeat of Boko Haram, which he described as the most immediate of the security challenges facing the nation. The President said victory cannot be achieved by basing the Command and Control Centre in Abuja and directed the relocation of the command centre to Maiduguri until Boko Haram is completely subdued. He also visited our neighbouring countries, including Chad, Niger and Cameroon, and some Western countries, to rally their support for the fight against the insurgency.

    “The efforts have paid off. Let me quote the President: ”We have since beaten Boko Haram. Isolated attacks still occur, but even the best-policed countries cannot prevent determined criminals from committing terrible acts of terror as we have seen during the past years in Europe, Asia, Middle East, elsewhere in Africa and in America.”

    “The last phase of the war on Boko Haram is on now. The military is punching deep into the enclaves of the insurgents, rescuing women and children and catalysing the surrender of many insurgents. Over this past weekend alone, the military handed over more than 82 women and children rescued from the insurgents to the Borno State Emergency Management Agency (SEMA) right here in Maiduguri. Among them is Rabi Abu-Yasir, said to be the wife of Boko Haram’s chief physician.

    This is commendable.

    “Since this last phase of the war is intelligence-driven, we will like to appeal to the people in the affected areas to cooperate with the military in terms of providing information, especially about fleeing Boko Haram insurgents. There is the need for vigilance now, more than at any other time. More than 100 Chibok girls have so far been rescued.

    The government is committed to the safe return of the remaining Chibok girls, and we need every useful information we can get on their whereabouts.

    “With Boko Haram beaten and on the run, we are now tackling the post-war challenges of reintegration and rehabilitation. The schools that have been destroyed as a result of years of the insurgency are being rebuilt. The health facilities are being revamped.

    Overall, our humanitarian response is being scaled up, with the support of our international friends.”

    The minister also commended the state government  for its massive post-war reconstruction programme; assuring the people of the state ” that you are not alone in your efforts to rebuild the state, and indeed to put in place measures to combat poverty, thus reducing the number of people who are available for recruitment by fringe elements who later metamorphous into a terrifying fighting machine.”

    Senator Ali Ndume in his remark challenged the Federal Government on the need to do more for the state.

    While commending international Organisations for coming to the aide of the state in addressing the challenges as a result of the activities of the Boko Haram, he said the Federal Government has not done in enough.

    Citing the N45 billion budget of the Federal Government for the North East in the 2018 budget which he said is grossly inadequate to do anything, especially when compared to $750 million (N130billion) from the development partners. 

    The law maker also expressed his displeasure over the activities of some Non-Governmental Organisation who are doing one thing or the other in the state without working with the state government. 

    He therefore urged them to either align with the state government or get out of the state instead of embarking on projects without any recourse to the government.

    THE Federal Government has created millions of jobs in sectors of the economythrough its various programmes, according to Minister of Information and Culture Alhaji Lai Mohammed.

    Mohammed spoke at the Sixth Graduation Ceremony of the Empowerment Support Initiative (ESI) founded by former Rivers First Lady Dame Judith Amaechi in Port Harcourt at the weekend.

    A statement by Senior Adviser (media) tothe minister, SegunAdeyemi, quoted him as saying over seven million jobs have been created in the agriculture sector alone.

    He said: “In agriculture, for example, this administration has created over seven million jobs. When the administration assumed office in May 2015, about five million farmers were engaged in rice production. Thanks to the administration’s Anchor Borrowers Programme, the number of farmers engaged in rice production today stands at 12.2 million. These are verifiable facts, not fiction.”

    Mohammed said 69,736 jobs have been created in the Power, Works and Housing Sector. The administration’s National Social Investment Programmes, he added, have created about200,000 jobs, in addition to empowering 500,000 others under the Government Enterprise and Empowerment Programme (GEEP).

    “The Federal Ministry of Power, Works and Housing has created 69,736 jobs (direct and indirect) across the country. The power sector projects created 1,740 jobs, the Works Sector created 38,391 jobs while the Housing Sector created 29,605 jobs,” he said.

    The minister also said the Home-Grown School Feeding Programme, through which 6.4 million school children in 33,981 schools across 20 states are being fed with one meal a day, has created jobs for 61,352 cooks.

    He hailed Dame Amaechi for establishing the ESI programme, which is an entrepreneurial and skills acquisition programme for youths and women of the Niger Delta.

    Such programmes, he said,  complement the Federal Government’s efforts to provide jobs for the citizens.

    “National development is not just the duty of the government, but that of the citizens. In other words, all of us, as citizens, have a role to play in ensuring the development of our nation. This has been amply demonstrated by Dame Judith Amaechi in setting up this Empowerment Support Initiative,” Mohammed said.

    The minister urged the graduands to make the best use of the opportunities that the ESI programme has given them.

    The Federal Government has accused the Indigenous People of Biafra ( IPOB ) of using fake videos of mass killings, harvested from other parts of Africa and doctored to look current, to mislead the international community and win their support.

    The Minister of Information and Culture, Alhaji Lai Mohammed, stated this when he addressed Online Publishers in Lagos on Monday.

    ”We must warn the nation against IPOB’s next line of action, which is to externalize their lies and propaganda. Now they are writing to the governments and the national parliaments of some Western nations to give the impression that they are victims of an ethno-sectarian violence orchestrated by the government, hence they need protection.

    ”Some of the tools that have been employed by IPOB include blatant lies and cheap propaganda, and the medium of choice for the organization is the Social Media. IPOB has harvested gory videos and pictures from other lands and the distant past, which they are now circulating via the Social Media, to deceive the international community into believing that the people of the South-east are being subjected to state-sponsored, ethno-religious violence.

    ”Such videos, which have very high emotive quotient, are circulating on the Social Media as we speak. These videos are doctored to make them look current. They are fake!” he said.

    Alhaji Mohammed said some ill-informed foreign individuals are already trumpeting IPOB’s lies and propaganda and even alleging genocide, adding: ”It is either they do not understand the meaning of genocide or are being mischievous. Either way, there is nothing like genocide anywhere in our country today. What we have in the South-east is a clampdown on a band of lawless people who have no regard for the laws of the land.”

    He appealed to the Online Publishers to help counter the fake narrative on the Social Media on the situation in the South-east

    ”In the interest of the nation and your own interest, you must counter this fake narrative, report the issues responsibly and without sensationalism and present the truth to the public. If the Social Media, your platform, is discredited because of the activities of quacks and Internet Trollers, you too will be discredited and your publications will simply go down.

    ”That is why you must distinguish yourselves, as trained and tested

    professionals, from the charlatans who have seized the Social Media by the jugular, those who have no regard for the truth and who do not care whether their fake posts set the nation ablaze,” the Minister said.

    He reiterated his earlier statement that IPOB is being sponsored by a coalition of politically-disgruntled and treasury looters, and that the organization is a contraption against the Buhari Administration.

    Minister to NBC: sanction violators of Broadcast Code

    The Minister of Information and Culture, Alhaji Lai Mohammed, has directed the National Broadcasting Commission (NBC) to sanction broadcasting organizations that violate the nation’s Broadcast Code.

    The minister, who gave the directive yesterday while addressing participants at the DSO Stakeholders’ Retreat in Uyo, Akwa Ibom State, said that the serial violation of the code by many radio and television stations constitute a threat to national peace, security and unity.

    ‘’As I have said on a number of occasions, this administration will neither stifle press freedom nor tamper with freedom of expression. But it will also not condone a situation in which broadcast stations will set the nation on fire by ignoring the minimum standard as contained in the Broadcast Code.

    ‘’If we set the country on fire by our actions, none of us will escape the consequences. For those who may think this is far-fetched, let me remind them that a radio station, Radio Télévision Libre des Mille Collines (RTLM), played a (catalytic) role during the 1994 Rwandan Genocide that left some 800,000 people dead,’’ he said.

    Alhaji Mohammed said the Broadcast Code was clear when it said in Section 0.2.1: ‘’Broadcasting shall influence society positively, setting the agenda for the social, cultural, economic, political and technological development of a nation, for the public good.’’

    He also quoted three other relevant sections of the code: Section 3.1.2 (Materials likely to incite or encourage to the commission of a crime or lead to public disorder shall not be broadcast); Section 3.9.1 (Language or scene likely to encourage or incite to crime, or lead to disorder, shall not be broadcast) and Section 0.2.3g (Broadcasting shall be mindful of the degree of harm and offence likely to be caused by the inclusion of any material in programming, in general or in specific terms).

    ‘’Unfortunately, many of our broadcasters today are wilfully flouting these critical sections of the code by broadcasting inciting materials and language that can encourage or incite crime or lead to disorder.

    The situation has become worse in recent times, in the wake of the farmers/herders’ clashes.

    ‘’The killings in Benue in the new year are unfortunate, condemnable and unacceptable. But the coverage of the aftermath of the killings by many broadcast stations has shown a flagrant disregard for the Broadcast Code, lack of professionalism and outright irresponsibility. Many broadcast stations are guilty of this,’’ the minister said.
