    NEC approves community policing, security operatives/intelligence agencies’ synergy

    The National Economic Council (NEC) has recommended the implementation of community policing and collaboration between security operatives and intelligence community for prompt response to crimes, especially terrorism.

    This is contained in the highlights of the deliberations of its Security Summit last Thursday issued by the Mr Laolu Akande, the Spokesman to the Vice President on Sunday.

    The Summit, presided over by the chair of NEC and then Acting President, also urged prompt action in the arrest and prosecution of perpetrators of terrorist acts, kidnapping and purveyors of hate speeches.

    The presidential directive to the Inspector-General of Police initiating community policing is pursuant to provisions of section 215(3) of the Constitution of the Federal Republic of Nigeria 1999, as amended and section 10(1) of the Police Act Cap. P19, LFN 2004.

    He said the retreat highlighted the need for a more effective coordination between the security and intelligence agencies to build a security community that was well synergized.

    He said the meeting noted that without the synergy optimal performance of different security and intelligence agencies might be difficult.

    “The retreat discussed concerns about the delay in the entire criminal justice system and NEC members concluded that prompt action by law enforcement agencies was imperative.

    “To facilitate this, NEC advocated the designation of special courts through collaboration of judicial and executive arms of the Federal and State Governments.

    “The participants agreed that FG should help States to develop a template on how such special courts would be established, and managed,” he said.

    NEC members recognized that the conflict between farmers and herdsmen were essentially a problem of land use, which had however taken an ethnic and religious coloration.

    It was agreed that both the FG and States needed to properly define the problems and eschew the ethno-religious construction of what was otherwise an economic challenge.

    NEC members stated that it would be useful bringing the different herdsmen and the farmers together to discuss and also work out some of the issues that concern them.

    The NEC also criticized hate speech and adopted the directive by the federal government that the issue would be regarded as an act of terror and punished as such.

    Akande added that NEC noted that hate speech was retrogressive and constituted a threat to national unity.

    “On the funding of security agencies, NEC agreed that it was key especially with respect to the provision of equipment.

    “It, however, noted that defense budget and funding for other security agencies of government always formed some of the biggest component of the budget and called for greater accountability of the budget.

    Akande quoted Osinbajo  thanking members of the Council for their “patience and commitment to this whole process, saying it was “not surprising at all because every State Government as you know must be primarily concerned with security”.

    The retreat also commended the Armed Forces, Police and other uniformed forces for their extraordinary professionalism and dedication to the enforcement of law and order, despite the obvious challenges.

    FG spends N6.2bn to feed three million pupils, hires 33,000 cooks – Akande

    The Federal Government says it has so far spent N6.2 billion under the National Homegrown School Feeding Programme, one of its four ongoing Social Investment Programmes (SIP).

    The Senior Special Assistant to the President on Media and Publicity (Office of the Vice-President), Mr Laolu Akande, made this known in a statement issued in Abuja on Sunday.

    He said the expenditure was in fulfillment of the Federal Government’s plan to ramp up the Social Investment Programmes, this year.

    According to him, the Buhari administration is now close to its target of feeding three million primary school pupils this year under the Homegrown School Feeding Programme.

    “Specifically, at the last count, a total of N6, 204,912,889  has been paid out to 14 states during the school year ending August 2017.

    “The 14 states that have been covered under the School Feeding Programme are: Anambra, Enugu, Oyo, Osun, Ogun, Ebonyi, Zamfara, Delta, Abia, Benue, Plateau, Bauchi, Taraba and Kaduna.

    “So far, a total of 2,827,501 school children are currently benefiting from the School Feeding Programme, which is well on course to achieve the Federal Government’s projection to feed over three million pupils this year,’’ he said.

    According to the presidential aide, 33,895 cooks have been engaged in the communities where the schools are located across the 14 states.

    Akande gave the breaking of the payment to each state and the number of school children being fed under the programme.

    He said that Anambra received N693, 013,300 while 103,742 children had been fed thus far, with 1,009 cooks paid.

    “Enugu state got a total of N 571,877,400 and 108,898 children have been fed so far, with 1,276 cooks paid.

    “In Oyo state, a total of N490,296, 800 was released by the Federal Government for the feeding of 107,983 children, with 1,372 cooks engaged.

    “Osun state received a total of N1,000, 394,888 for the feeding of 151,438 children. A total of 2,863 cooks were engaged in the state.

    “Similarly, Ogun received a total of and N1,042,217,400 for the feeding of 231,660 schoolchildren, while a total of 2,205 cooks were paid.’’

    Akande further stated that Ebonyi received N344,633, 100 for the feeding of 163,137 pupils so far, with a total of 1,453 cooks paid while Zamfara received N402,295,600 for the feeding of 107,347 school children while 1,127 cooks were engaged.

    He also disclosed that Delta received N225,896,300 for the feeding of 141,663 pupils and 1,364 cooks engaged in the state.

    Akande also said, “Abia and Benue received a total of N128,763,600 and N337,157,800 respectively to feed a total of 61,316 and 240,827 pupils.

    “In Abia, a total of 750 cooks were engaged, while 3,344 cooks were paid in Benue.

    “Plateau and Bauchi states received a total of N133,187,600 and N214,909,101 for the feeding of a total of 95,134 and 307,013 pupils respectively in the states.

    “Also, 1,418 cooks have so far been engaged in Plateau state, with 3,261 in Bauchi state.’’

    The presidential aide also said Taraba received N120,284, 500, adding that 171,835 pupils had been fed while 2,596 cooks were paid.

    He said that Kaduna state received N499, 985, 500 while 835,508 pupils had been fed so far and 9,857 cooks were paid under the programme in the state.

    According to him, more states and primary school pupils across the country are expected to benefit from the feeding programme by the time schools re-open next month for a new session.

    Kogi promises employment for N-Power teach volunteers

    Gov. Yahaya Bello of Kogi has assured the N-Power teach volunteers in the state that they will be absorbed into the civil service at the end of their service.

    He gave the assurance while addressing the volunteers in Lokoja during the interactive session with  partners and the federal government’s monitoring and evaluation team.

    Bello noted that the government appreciated the services of the volunteers, especially in the schools and said those with the requisite teaching qualifications stood the chance of being absorbed in the state service.

    The governor gave the assurance that Kogi would continue to partner the N-Power volunteers during and after the programme.

    “You will be ready materials to be engaged by the state,’’ he said, adding that the state executive council had decided to engage qualified hands to help in the education sector.

    He, therefore, advised the volunteers to put their body and soul in the programme and also serious interest as well as carry out the assignments with passion.

    “Do it with passion because it is service to humanity,’’ he said, adding that in spite of the stipends the scheme was an opportunity to develop themselves, the society and give hope and future to the young ones.

    The governor thanked the Federal Government for initiating the youth job programme and following it through to ensure that the teeming youths across the country were empowered.

    He also said that the volunteers had demonstrated the spirit of patriotism and loyalty to the nation by joining in the programme.

    “We have been giving our support to ensure that the programme is a success in Kogi state.

    “This is a promise kept by Mr President  and this is a promise kept by our great party, APC, and this is a promise kept by this new direction administration,’’ he said.

    The governor requested that the state should be given large number of volunteers in the next recruitment.

    The Presidential aide on Job creation, Mr Afolabi Imoukhuede, had requested that the state did effective monitoring of the volunteers to derive maximum benefits from the scheme.

    Some volunteers who narrated their experiences in the scheme thanked President Muhammadu Buhari for giving them a sense of belonging and providing them with means of livelihood.

    NAN reports that the job scheme, known as ‘N-Power’, is one of the five initiatives of the Social Investment Programmes of the Federal Government.

    NAN reports that the Presidency said no fewer than 403,528 persons had so far successfully applied for jobs on the Federal Government’s newly-launched job portal since it opened for applicants.

    The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, who disclosed this, said as of noon on June 13, about 403,528 applicants had successfully registered on the site and were in the middle of completing the application process.

    According to the statement, the website has so far recorded over 35 million hits since Saturday midnight.

    Osinbajo swears in new ministers today

    Two ministers-designate, Stephen Ocheni (Kogi) and Suleiman Hassan (Gombe) would be inaugurated as Federal Executive Council (FEC) members on Wednesday, the Presidency has said.

    A Presidential spokesman, Mr Laolu Akande, announced this in his tweeter handle late Tuesday night, and said that Acting President Yemi Osinbajo would perform the ceremony.

    Akande said that the inauguration of the ministers would precede the FEC meeting at the council’s chamber of the Presidential Villa.

    “Ag. President Osinbajo would be swearing in the two new ministers already confirmed by the Senate tomorrow morning at the start of the Federal Executive Council meeting,’’ he said.

    Ocheni and Hassan were confirmed by the Senate in May.

    Ocheni replaces the late Minister of State for Labour, Mr James Ocholi, who died in a ghastly auto-crash along Kaduna-Abuja highway in 2016, while Hassan takes the place of Amina Mohammed.

    Mohammed resigned as Minister of Environment to take up the job of Deputy Secretary-General of the United Nations.

    FG to construct 3,000 new homes under Bama Initiative – Osinbajo

    The Federal Government says it will soon kick-off the implementation of a comprehensive rebuilding plan under the Bama Initiative scheme for the North-east areas that were ravaged by Boko Haram insurgency.

    The Acting President Yemi Osinbajo stated this in a statement issued by his Senior Special Assistant on Media and Publicity, Mr Laolu Akande.

    Akande said the acting President was speaking at a meeting that comprised the Gov. Kashim Shettima of Borno, some ministers and service chiefs in the Presidential Villa, Abuja on Monday.

    According to Osinbajo, the Bama Initiative will lead to the construction of 3000 new homes, 10 police stations, 18 primary and secondary schools, health centres, creation of Special Bama Squad for security and the recruitment of 1500 local hunters as Agro Rangers, among others

    He said: “Under what has been termed as the Bama Initiative, the Federal Government will contribute 67 per cent of the funding, while Borno State would provide the balance of 33 per cent.

    “It is a partnership that is certainly going to work.’’

    The Bama Initiative will cover towns such Bama, Banki, Gulumba Gara and others

    The Federal Government in partnership with the Borno State government is expected to carry out actual re-construction of houses for the return of Internally Displaced Persons (IDPs) as well as provide infrastructure such as roads for Bama town and adjoining communities.

    The Initiative will also see to the kitting and deployment of thousands of police officers and officers of the National Security, Civil Defence Corps who are expected to be trained for the special task.

    Equally, 20 doctors, 100 nurses and other relevant health officers are to be recruited to provide essential health services for the town, in addition to employment of teachers who will be deployed to 18 new schools to be constructed in the areas.

    Road re-construction projects are also featured under the Bama Initiative which is now under exploration, including the rehabilitation of Maiduguri-Bama-Daral Jamal-Banki road network.

    The welfare of returnees is also a major priority of the plan, ensuring a comprehensive support programme for IDPs as they return.

    It is expected that the implementation of the plan will kick-off in next few weeks.

    The meeting, which was presided over by the acting President, was attended by the Ministers of Defence, Mansur Dan-Ali; Interior, Gen. Abdulrahman Dambazau; the Budget & National Planning (of State), Zainab Ahmed and the Power, Works & Housing (of State); Alhaji Mustapha Shehuri.

    Other government functionaries at the meeting included the Chief of Staff to the President, Alhaji Abba Kyari and the National Security Adviser to the President, Baba Munguno.

    Others were the military, police and civil defence chiefs, and the Director-General of National Emergency Management Agency.

    Southern Kaduna killings: Osinbajo orders security reinforcements

    Acting President Yemi Osinbajo has ordered further security reinforcements in Kaduna State following reports of communal clashes that resulted in the loss of lives earlier this week in Kajuru, Kajuru Local Government Area of the State.

    Prof. Osinbajo, in a statement by the Senior Special Assistant on media and publicity, Laolu Akande, commiserated with families of the victims, the government and people of Kaduna State, and wished the injured victims speedy recovery.

    He also commended the prompt response and efforts of the State government, and those of the security agencies which contained the situation and restored the peace.

    While condemning the act of violence in strong terms, the Acting President noted that the security challenges in Southern Kaduna which has led to the needless deaths is a source of concern for the Federal government and indeed all well-meaning Nigerians.

    Noting previous and ongoing efforts of the Buhari administration to confront the situation, Prof. Osinbajo assured that no effort would be spared in identifying and bringing perpetrators of these dastardly acts, against innocent Nigerians to justice no matter how long or hard it may take.

    According to him, Nigerians in the area and everywhere in the country have a right to live in peace, and the Federal Government considers this its sacred duty.

    “We will not relent and won’t be deterred in our pursuit of securing the lives and property of all Nigerians, everywhere and in every part of this nation. In the end, we will not only secure the peace all around, but we shall enforce justice for the victims and all of those that are affected,” he declared.

    Acting President Yemi Osinbajo returned to Nigeria on Wednesday morning from London.

    He traveled out of the country on Tuesday to meet with President Muhammadu Buhari who had been in the United Kingdom since May 7th on medical ground.

    A tweet by the Senior Special Assistant on media and publicity, Laolu Akande, said that the Acting President has returned to Nigeria.

    It reads; “Acting President Osinbajo is back in Abuja from London and will be presiding over FEC starting @ 11am at the Council Chambers.

    “We will soon share more information about AgP Osinbajo’s London meeting with President Buhari. It was a very good meeting. God bless Nigeria,” it stated.

    Acting President Yemi Osinbajo will soon brief the nation on the outcome of his meeting with President Muhammadu Buhari in London.

    Mr Laolu Akande, the Senior Special Assistant to the Acting President on Media and Publicity, made this known on his twitter handle on late Tuesday night.

    He described the meeting as ““a very good meeting.”

    It would be recalled President Buhari on Tuesday summoned Acting President Osinbajo to a meeting with him in the United Kingdom where he is presently on medical vacation.

    Osinbajo jetted out of Abuja soon after presiding over the Quarterly Presidential Business Forum on Tuesday morning at the Presidential Villa, Abuja.

    Akande had earlier confirmed in a tweet on his twitter handle, “@akandeoj that Osinbajo had left for London to meet the President but did not give  details.

    He added that the Acting President would return to Abuja immediately after the meeting .

    Conflict: Osinbajo orders security reinforcement in Yala, Cross River

    Acting President Yemi Osinbajo on Thursday ordered security agencies to take urgent steps to avert further breakdown of law and order in Yala Local Government of Cross River.

    The order followed violence between the Wanikade and Wanihem communities which led to loss of lives and property.

    A statement by the Acting President’s Spokesman, Mr Laolu Akande, also directed the National Emergency Management Agency (NEMA) to liaise with the state government toward sending relief materials to affected communities.

    Osinbajo condemned the recent communal conflict in the area, and appealed to warring communities to embrace peace to enable government to find lasting solution to the crisis.

    This was not the first time both communities clashed over issues of land ownership.

    The June 27 and June 29 clash appeared to be the most devastating, as it left the community deserted.

    Wanikade and Wanihem communities both share boundaries with Benue.

    Persons displaced by the conflict were currently being camped at Efiola-Emokpe community in Oju Local Government Area of Benue.

    Osinbajo leaves Abuja for AU Summit in Ethiopia

    The Acting President, Prof. Yemi Osinbajo, on Monday morning, left Nigeria for Addis Ababa, Ethiopia, to participate in the 29th Ordinary Session of the Assembly of the African Union (AU).

    Mr Laolu Akande, the Senior Special Assistant to the President on Media and Publicity (Office of the Vice-President) confirmed this development on his twitter handle on Monday in Abuja.

    According to Akande, the acting president is expected back in Abuja later today .

    The presidential aide posted on the twitter handle as saying: “Acting President will be attending summit of the African Union in Addis Ababa, Ethiopia. He leaves Abuja this morning and expected back later today.’’

    The News Agency of Nigeria (NAN) reports that the acting president and other Heads of State and Government of the AU Member states will be attending the opening ceremony of the session at the African Union Headquarters, Nelson Mandela Plenary Conference Hall, at 11:00 am.

    The theme of the summit is: “Harnessing the Demographic Dividend through Investments in the Youth’’ while presentation on and moderation of the Theme will be handled by Mr Idriss Deby, President of the Republic of Chad.

    Other events expected at the 2017 AU summit include the inauguration of the Road Show for Dot Africa and the Annual AU Gender Score Card.
