    FG to include Illegal refiners in proposed modular refineries

    Local “illegal” refiners in the oil-producing communities maybe co-opted as shareholders in the Federal Government’s proposed modular refineries, a presidency source has disclosed.

    The source who preferred to remain anonymous said the Presidency and the Nigeria Sovereign Investment Agency (NSIA) are collaborating to realize the plan, in fulfilment  of promises made by  Vice-President Yemi  Osinbajo  during  his tour of the oil region, on behalf of President Muhammadu Buhari.

    The core of the plan is to integrate the illegal refiners, rather than a scorched-earth policy that seeks to eliminate the operations of such refiners.

    The source however explained that there were a number of significant hurdles to be crossed especially issues around the engineering and technical ramifications of such a conversion, besides figuring out the financial models that would be workable and profitable.

    “At a meeting late last week at the Presidential Villa, issues around technical and engineering implications of how to integrate the refiners were discussed with industry experts and practitioners making presentations on how to implement the Buhari presidency modular refinery initiative said to have been first proposed by Dr. Ibe Kachikwu, the Minister of State for Petroleum Resources.

    “At the meeting the experts reported that they have worked closely with the NNPC, Oil & Gas operators, owners of marginal fields, operators of refineries and various technical services providers “to develop a workable system to develop this initiative,’’ the source further disclosed.

    A modular refinery is a refinery made up of smaller and mobile parts-(skid-mounted)-that are more easily fabricated and can be more quickly transported to site. They come in different sizes with varying capacities normally lower capacity than conventional refineries with more elaborate and complex  set-up.

    “Under the plan being considered in the presidency, the Federal Government could supply crude to the local refineries at a reasonably considered price, as an incentive to stop the current practice whereby the illegal refiners vandalise and steal the crude.

    The source maintained that the new concept, when operational, would also prevent the environment degradation that the spills and damaged trunk lines have been causing.

    He said, the marginal field operators could also supply crude to the new modular refineries that would have the illegal refiners integrated.

    “Another important component of the plan under consideration is to involve the current illegal refiners and their communities as shareholders while the NDDC and the NSIA will also hold substantial holdings/equity sufficient to make the smaller refineries operational as a business and a going concern.

    “To facilitate effective community engagements, an MOU would be established under the plan with the affected communities determining the communities share, while the FG would supervise the implementation, which would be driven largely by industry operators and the communities,” the source added.

    When contacted, Mr Laolu Akande, Senior Special Assistant to the President, Media & Publicity, Office of the Vice President, confirmed that a meeting was held last week on the issue adding that “the Buhari presidency is actively working on all fronts to speedily deliver on its promise of a ‘new vision,’ in the Niger Delta”.

    Weather stops Osinbajo’s rescheduled visit to Ondo

    The rescheduled trip by Acting President Yemi Osinbajo to Ondo State was again aborted on Monday by harsh and hazy weather conditions.

    The same weather conditions had prevented Osinbajo from visiting the state last Friday.

    The Senior Special Assistant on Media and Publicity to the Acting President, Laolu Akande, in a tweet apologized to the people of Ondo State on the latest development.

    “Weather conditions again prevent Ag. President Yemi Osinbajo’s scheduled visit to Akure today.

    “Sincere apologies to the government and people of Ondo State,” he tweeted.

     

     

  • One million pupils get daily meal in seven states – Presidency

    The Federal Government is now serving one hot meal a day to more than one million primary school pupils across seven states in the country, under the National Homegrown School Feeding Programme, the Presidency has said.

    The Senior Special Assistant on Media and Publicity to the Vice President, Laolu Akande, disclosed this in a statement on Monday.

    According to him, a total sum of N844, 360, 550 has been released for the commencement of the programme in Anambra, Ebonyi, Enugu, Oyo, Osun, Ogun and Zamfara as at last week.

    Despite the release of the funds to the states, he noted that not all of them have actually started the implementation of the programme.

    He said: “In Anambra, Enugu, Osun, Ogun, and Oyo, the feeding has actually started, while it is expected to start this week in the two other states of Ebonyi and Zamfara that have been funded already.

    “That means, the Buhari Presidency’s Homegrown School Feeding Programme would be feeding a total of 1, 043, 205 pupils in the seven states this week.

    “Equally a total number of 11,775 cooks have been employed to prepare the meals in those states already, while local farmers in the states are also the one producing the food prepared and served.

    “Of all the states, Anambra, which was the first state to receive FG funding late last year has now received three full funding tranches covering 30 school days, totaling N188, 769,000. The state has a total of 937 cooks and feeding 96,489 pupils.”

    FG releases N375m to feed 700,000 pupils in 5 states

    The Federal Government said it had so far released over N375 million toward the implementation of its school feeding programme in five states, this year.

    Mr Laolu Akande, Senior Special Assistant on Media and Publicity to the Vice-President, made this known in a statement on Sunday in Abuja.

    Akande said that the release of the amount was meant to feed almost 700,000 primary school pupils in the five states.

    According to him, all states of the federation, except two, are now being processed for the payment of N30, 000 monthly stipends to 200,000 graduates, the N-Power beneficiaries.

    Akande, who was giving update on the Federal Government’s Social Investment Programmes (SIP), noted that the programmes were proceeding at different stages of implementation.

    He revealed that the government, last week, released money for the smooth implementation of the Homegrown School Feeding Programme in Anambra, Ogun, Oyo, Osun and Ebonyi, to cover the feeding for 10 school days.

    “The sum of about N375, 434, 870 has just been released and paid to 7,909 cooks in those states for the feeding of a total of 677, 476 primary school pupils.’’

    According to him, Ogun got a total of N119, 648, 900 paid to 1,381 cooks to feed 170, 927 pupils while Ebonyi got N115, 218, 600 paid to 1,466 cooks to feed 164, 598 pupils.

    The presidential aide said that Anambra got N67.5 million paid to 937 cooks to feed 96,489 pupils; Oyo state got N72.2 million paid to 1,437 cooks to feed 103, 269 pupils, and Osun got N867,370 paid to 2,688 to feed 142, 193 pupils.

    He said that all monies were paid directly to the cooks and covered 10 days of school.

    Akande further disclosed that Zamfara and Enugu States would soon be paid N188.7 million and N67.2 million, respectively, later in the week.

    “In Zamfara, the sum would be paid to 2,738 cooks to feed 269, 665 pupils, and in Enugu, the sum would be paid to 1,128 cooks to feed 96, 064 pupils.

    “By then, over N631 million would have been released so far in 2017 for school feeding in seven states, paid to 11,775 cooks and meant to feed over one million primary school pupils,’’ he added.

    On N-Power, Akande stated that the process of payment of verified graduates, who were beneficiaries, had reached different stages of progress in the affected states.

    He said that “more and more of such beneficiaries are posting their glad experiences of receiving alerts on the social media’’.

    He maintained that the payment of the December, 2016, stipends which had gone across the country would be completed in all states except two that did not meet the extended deadline for the verification process for payment.

    Akande disclosed that the processing of January, 2017 stipends were also at advanced stages.

    He assured the beneficiaries with issues to remain patient as their cases were being looked into.

    Akande said the payment of the unemployed graduates which had created a huge buzz across the country, especially on the social media, was being done in batches.

    On the Conditional Cash Transfer (CCT), he said payments had continued in the nine pilot states of Bauchi, Borno, Niger, Kogi, Cross Rivers, Osun, Oyo Ekiti, and Kwara.

    “While payment challenges are being experienced with the banks in some of the states, beneficiaries continue to receive their stipends, which are being paid for two months.’’

    According to him, N10, 000 is being paid for the CCT beneficiaries to cover the months of December, 2016 and January, 2017.

    He said the CCT payments would be carried out six times in a year, with a payment of N10, 000 to cover two months.(NAN)

    Vice President Yemi Osinbajo on Friday started performing his role as the Acting President of Nigeria.

    President Muhammadu Buhari, before proceeding on 10 days medical vacation in the United Kingdom on Thursday had informed the National Assembly that Osinbajo will perform the duties of the President in his absence.

    Osinbajo, who was in Davos when the President left the country returned to Nigeria on Thursday night.

    After some engagements in Ibadan, Oyo State on Friday morning, Osinbajo returned to Abuja and perform some of his first functions as Acting President of Nigeria.

    According to posting on the Twitter handle of the Senior Special Assistant on Media and Publicity, Laolu Akande, said that Osinbajo received updates on the situation in The Gambia.

    Osinbajo, he said, also received some cabinet members on Friday.

    The posting reads: “VP Osinbajo on return to Abuja receives update & briefings on the situation in Gambia & also briefings from a number of cabinet ministers.”

  • No vendetta against past leaders – Presidency

    The Presidency on Friday denied allegations that the allowances due to a former President have been stopped and his bank accounts frozen.

    The allegations were made by demonstrators in Bayelsa State on Thursday.

    A statement issued by the Senior Special Assistant on Media and Publicity to the Vice President, Laolu Akande, said the claims were patently untrue.

    He said the Secretary to the Government of the Federation (SGF), Babachir David Lawal, has already confirmed that the former President and other past leaders were paid their allowances up to the second quarter of this year.

    According to him, the third quarter allowances for the past leaders will be paid as soon as the SGF gets remittances from the Ministry of Finance.

    The statement reads: “Also, the story of account closure is false. It is not known to the investigation agencies.

    “The National Security Adviser to the President is not aware of this bank account closure; the DG SSS is unaware of it, the EFCC is unaware and the IG of Police is not in the know.

    “With all of these agencies not being involved, how then could a thing like that happen? In a dream perhaps!

    “To put it starkly, we believe there is a clear motive for the demonstration that is different from that which was being canvassed.”

    The Presidency believed that the protest was a premeditated attempt to blame President Muhammadu Buhari for something he knew nothing about.

    “These claims are false and poorly sourced to present a picture of vendetta, and they should be disregarded by well-meaning members of the public.

    “President Buhari remains committed to the ideals of justice and fairness to all irrespective of creed, religion and political leanings. His administration will not engage in vendetta,” the statement added.

    FG expects better economic outlook for 2016 second half

    • Reveals highest increase in share of investment in GDP since 2010

    The National Bureau of Statistics while confirming a temporary decline in the newly released GDP figures for the 2016 second quarter, has also indicated an hopeful expectation in the country’s economic trajectory.

    This is contained in a statement signed by Laolu Akande, Senior Special Assistant-Media & Publicity to the Vice President, Prof Yemi Osinbajo, on Wednesday.

    According to him, besides the growth recorded in the agriculture and solid mineral sectors, the Nigerian economy in response to the policies of the Presidency Muhammadu Buhari presidency is also doing better than what the IMF had estimated with clear indications that the second half of the year would be even much better.

    “The Buhari presidency will continue to work diligently on the economy and engage with all stakeholders  to ensure that beneficial policy initiatives are actively pursued and the dividends delivered to the Nigerian people,” the statement read in part.

    Similarly, the Special Adviser to the President on Economic Matters, Dr. Adeyemi Dipeolu on the latest NBS report said: “The just recently released data from the National Bureau of Statistics showed that Gross Domestic Product declined by -2.06% in the second quarter of 2016 on a year-on-year basis.

    “A close look at the data shows that this outcome was mostly due to a sharp contraction in the oil sector due to huge losses of crude oil production as a result of vandalisation and sabotage.  

    “However, the rest of the Q2 data is beginning to tell a different story.  There was growth in the agricultural and solid minerals sectors which are the areas in which the Federal Government has placed particular priority.

    “Agriculture grew by 4.53% in the second quarter of 2016 as compared with 3.09% in the first quarter.  The metal ores sector showed similar performance with coal mining, quarrying and other minerals also showing positive growth of over 2.5%.  Notably also, the share of investments in GDP increased to its highest levels since 2010, growing to about 17% of Gross Domestic Product.

    “The manufacturing sector though not yet truly out of the woods is beginning to show signs of recovery while the service sector similarly bears watching.

    “Nevertheless, the data already shows a reduction in imports and an increase in local produced goods and services and this process will be maintained although it will start off slowly in these initial stages before picking up later.

    “The inflation rate remains high but the good news is that the month-on-month rate of increase has fallen continuously over the past three months.

    “Unemployment remains stubbornly high which is usually the case during growth slowdowns and for reasons of a structural nature.

    “The picture that emerges, barring unforeseen shocks, is that the areas given priority by the Federal Government are beginning to respond with understandable time lags to policy initiatives.  Indeed, as the emphasis on capital expenditure begins to yield results and the investment/GDP numbers increase, the growth rate of the Nigerian economy is likely to improve further.

    “As these trends continue, the outlook for the rest of the year is that the Nigerian economy will beat the IMF prediction of -1.8% for the full year 2016.

    “The IMF had forecasted a growth of -1.8% for 2016, however the economy is performing better than the IMF estimates so far. For the half year it stands at -1.23% compared to an average of -1.80% expected on average by the IMF.”

    What is more, it is likely the second half will be better than the first half of 2016. This is because many of the challenges faced in the first half either no longer exist or have eased.”

    Vice President Yemi Osinbajo on Monday called on African nations to work together towards developing their economies for the benefit of their people.

    He spoke while receiving the visiting Vice President of Liberia, Mr. Joseph Nyumah Boakai in his office at the Presidential Villa.

    Osinbajo, in a statement by the Senior Special Assistant on Media and Publicity, Laolu Akande, said: “We have to help ourselves first before others come, we should look for ways we can benefit each other.”

    He observed that there are Nigerian business people that can invest in Liberia, suggesting the creation of a bilateral economic council that can bring business interests from both countries together.

    “We must engender stronger relationships between our countries, that is what Africans need,” the Nigerian Vice President stated.

    Nigeria and Liberia, he said, need to work together to develop their economies.

    He said that the important task for African governments is to create enabling environments for agricultural and industrial development, noting that the  people depend on what government can do for them.

    In his own remarks, Vice President Boakai of Liberia commended Nigeria.

    He said: “Nigeria remains a very important big brother to Liberia. You have made a lot of sacrifices to our country, including through ECOMOG and the United Nations Mission in Liberia, UNMIL.”

    He also said that Nigerian businesses are helping the West Africa country in sectors like aviation, banking, insurance and investments.

    According to him, there are also teachers and doctors from Nigeria who are currently helping to set up schools and health infrastructure in Liberia.

    He said: “We are grateful to our brothers and sisters here. We want this relationship to go on, this is the way Africans should go.”

    The Liberian Vice President is in the country to participate in a public lecture.

    Osinbajo inaugurates committee on Railway concession

    Vice President Yemi Osinbajo on Friday inaugurated a Steering Committee on the concession of the Nigerian Railway system at the Presidential Villa, Abuja.

    Speaking at the event, Osinbajo said the purpose of the committee is to create a one-stop shop for the concession, fast track the process and beat the red tape and bureaucratic bottlenecks.

    He urged the committee headed by the Minister of Transportation, Rotimi Amaechi, to be innovative, and remove whatever obstacles that will stand in the way of a smooth process.

    A statement issued his Senior Special Assistant on Media and Publicity, Laolu Akande, said the vice president also expressed hopes that the committee will meet its deadlines and set an example on how such assignment should be done.

    Osinbajo said: “I think this steering committee is extremely important, because we have tried to bring together everybody that should be involved in this project in order to see to it that we deliver quickly and efficiently in a manner that justifies Federal Government’s expense in the project.

    “The whole idea of the steering committee raises the issue we are trying to address, to have a one-stop shop for all approvals, objections or problems so that we can realize our target.”

    Buhari’s anti-graft battle not one-sided, says Osinbajo

    Vice President Yemi Osinbajo on Monday declared that the fight against corruption under the current administration is not one-sided.

    A statement issued on Tuesday night by the Senior Special Assistant on Media and Publicity, Laolu Akande, said that the Vice President made the remark while speaking with journalists at the end of the 27th Ordinary session of the African Union (AU) in Kigali, Rwanda.

    According to Osinbajo, corruption in the country is being looked at from all possible facets.

    He said: “I think it’s entirely absurd, I think that view is absurd and without foundation or basis whatsoever. We look at corruption from all possible facets.

    “If you look at for example, corruption on the military, from military procurement, obviously the only individuals responsible for that could be persons who had held office within the period in question and that has been done and clearly the opposition was not in the office at that time.

    “Those who were in the office were not necessarily opposition individuals. These were Service Chiefs and other personnel who had served for a while.

    “The other issues for example is the fraud and the corruption that is associated with large sums of money given out by the past National Security Adviser which went to several political figures and again these were large huge sums of money, over 2 billion US Dollars and the sheet size and the enormity of what we are talking about,  must not be diminished in anyway or trivialised in anyway by any suggestion that it is partisan. How? in what way?” he queried.

    He said that those who made the suggestion that the anti-corruption fight is one-sided only want to trivialise a very important programme of the government.

    The allegation, he said, is aimed at working against the strong effort of the government to recover huge sums of money that have been stolen from Nigeria.
