    Collapsed building: LASEMA releases preliminary report

    The Lagos State Emergency Management Agency (LASEMA), has released the preliminary report on the recently collapsed building at Ajegunle, Apapa , Lagos.

    According to the agency, upon arrival of its response team at the scene, it was observed that a three-storey building with a penthouse undergoing manual demolition was found to have collapsed trapping some workers under the rubbles.

    LASEMA  gathered from community members that the building was undergoing a manual demolition before it collapsed, trapping the workers on site.

    The building located at 28, Baale Alayabiagba Street, Alayabiagba Community, Ajegunle, Apapa, Lagos, was said to have collapsed on the October 30, 2025, at 11:09am.  Eight adult males were said to have been rescued alive while an adult male was recovered dead from the rubble of the collapsed building.

    According to the Permanent Secretary, LASEMA,  Dr Olufemi Damilola Oke –Osanyintolu, the  rescued injured victims were given first aid immediately by LASAMBUS and subsequently transported to Ajeromi General Hospital.

    “LASEMA team, alongside all other responders embarked on coordinated search of the incident scene, to ensure prompt rescue of victims trapped under the collapsed building.

    The Lagos State Emergency Management Agency (LASEMA) said one person had died while 26 others have been rescued after a two-storey building collapsed at Coast Street, Oyingbo, Lagos, in the early hours of Monday.

    The Permanent Secretary of LASEMA, Dr Olufemi Oke-Osanyintolu, disclosed this in Lagos.

    Oke-Osanyintolu, who led the coordinated rescue operation, told newsmen the agency received a distress call at 12:11 am. and immediately mobilised emergency responders to the scene.

    “Under the watch of Gov. Babajide Sanwo-Olu, when we received the distress call, all emergency responders, including members of the Local Emergency Management Committee, moved swiftly to the scene,” he said.

    “Our response was not only effective but efficient. We moved strategically and systematically. So far, we have evacuated 21 people to various General Hospitals, and they are receiving adequate treatment.

    `In Lagos State, victims of emergencies are treated free of charge and that policy is being implemented right now,” he said.

    He added that five other victims were treated on the spot by the LASEMA Ambulance team and discharged after medical attention.

    He said that one fatality was recorded and the body had been deposited at the mortuary.

    The permanent secretary said that rescue operations were ongoing with precision and coordination to avoid further casualties.

    “We have divided the disaster scene into four quadrants. At the inner quadrants, we are using light-duty equipment to avoid additional harm, while at the outer quadrants, we are deploying our heavy-duty equipment.

    “We are going strategically and steadily to ground zero,” he said.

    Oke-Osanyintolu emphasised that the agency was being deliberate in its approach to avoid technical or accidental mortalities.

    “It is not that any of our equipment broke down or stopped working; it is part of our strategic operation plan.

    “We are working carefully based on information we received from different sources to ensure that no trapped person is endangered by heavy-duty machinery,” he said.

    He assured Lagos residents that the state government remained in full control of the situation.

    “I need to assure the good people of Lagos State that we are in control. We are already on top of all challenges and moving strategically to ground zero,” Oke-Osanyintolu said.

    Meanwhile, Mr Mohammed Olatunde, Head of Operations,   National Emergency Management Agency (NEMA), Lagos, confirmed that federal and state emergency teams were working in synergy to ensure an effective response.

    `We have been on the ground, and resources have been fully deployed.

    “Officers and materials are on site, and rescue operations are ongoing in collaboration with LASEMA and other stakeholders,” Olatunde said.

    He appealed for calm among affected residents and relatives of victims, urging them to cooperate with rescue teams as operations continue.

    “The incident is unfortunate, and we understand the emotions of families who have loved ones trapped inside.

    However, I assure you that every effort is being made to rescue everyone alive, by God’s Grace,” he said.

    Olatunde also disclosed that NEMA would provide relief and support to displaced victims after the rescue phase.

    The News Agency of Nigeria (NAN) reports that search and rescue operations were still ongoing at the site, with combined teams of LASEMA, NEMA as well as the Lagos State Fire and Rescue Service.

    Other members of the team are Lagos State Ambulance Service, police, and other first responders working to clear the debris and ensure public safety.

    Crowd control, hindrance to disaster management – LASEMA boss Oke- Osanyintolu

    Dr Olufemi Damilola Oke-Osanyintolu is the Permanent Secretary of the Lagos State Emergency Management Agency (LASEMA), an agency responsible for disaster management in Lagos State.  In this interview with GBENGA ADERANTI, he explains the efforts being made by the agency to combat disasters, the near-death experiences of the staff, the challenges of managing disaster scenes, and the reasons for rising cases of building collapse, among other topics.

    In the first half of this year, Lagos State lost about 65 people to disasters, and if you look at the trend, its building collapse has often been responsible for a good number of the avoidable deaths. What could have been responsible for this?

    When you are looking at it, you have to look at it holistically.  You have to look at the number we saved, the mortalities. You will discover that mortalities associated with collapsed buildings have greatly reduced. And if you look at the ethology of the collapsed building in Lagos State, you will discover that it is due more to human-made factors. What do I mean by human-made? It is because people do not keep to the rules and regulations. There are clear building codes in Lagos. There are ministries that are responsible for ensuring that our buildings do not collapse, but you will discover that a lot of people flout the order. A lot of people flout building codes, and the most interesting thing to us, which is pathetic, is that they will be constructing buildings at night. They will be constructing buildings at weekends when they know that enforcement personnel are not on the ground, and you will discover that this is what they are doing; they don’t realise that safety and emergency management are everyone’s business.

    I’m an emergency responder. The agency that is responsible for building in Lagos, like LASBCA, will have more to say on this; even the Ministry of Physical Planning will have more to say.

    I have cause to see you twice or more on TV at night at the disaster scenes. How difficult is this?

    Well, we have been doing this for over two decades. Initially, it was difficult, but now, it is part and parcel of us. We work 24 hours, and we ensure the safety of life and property. We are passionate about what we are doing, and our scorecard is in the hands of the people, the hands of the chief incident commander in Lagos State, the governor, Mr Babajide Sanwo-Olu. And when you are privileged to be put in that position, you do everything humanly possible to ensure the safety of lives and property.

    The major challenge of emergency responders like LASEMA is the crowd. Most often, they impede rescuers from managing disasters and emergencies. How are you coping with this?

    It is not an easy thing, I must confess to you, and it boils down to the orientation and the attitudes of our people. Some, during the emergency, are there to loot instead of assisting the victims. Some are there because they are reacting spontaneously to an emergency on the ground. They don’t have the technology, they don’t have the experience, they don’t have what it takes or the knowledge to handle any form of emergency. They just realise that there is a fire, an emergency, or a life-threatening situation, and they move in. Some will be taking pictures, while others will be sending mixed signals on all the social media platforms. It is a pathetic situation, and it boils down to orientation; it boils down to how we value one another, how we value ourselves.

    Crowds always impede emergency and disaster management because they won’t allow us to work properly, they won’t allow us to put our machinery or equipment to work, and they will be impeding our activities, so it is not something we encourage.

    However, there are emergency responders that are responsible for handling the crowd control, that is, the Neighbourhood, the police, and the civil defence; they play an active role in ensuring they handle the crowd during any emergency.

    One thing I have noticed is that during any disaster, most often than not, emotion runs high. Was there a time your life was threatened in the course of doing this job?”

    Yes, people threaten us, but we are the unsung heroes; we know we are serving humanity, and it is not about people praising us. They don’t praise the kind of job we are doing, but you know, you should put your best to ensure the protection of lives and property.

    I can recall that during the 21-story building collapse in Ikoyi, a lot of people were trapped there. While we were being strategic in ensuring that we rescue those who were trapped, people were abusing us, people started saying a lot of things, but we know we must not listen to them; we must be disciplined and focused.

    In all the jobs you have done, which of them would you regard as the most difficult?

    Well, moving to the Northeast, being inside a military helicopter is a very, very challenging situation. Trying as much as possible to help the IDPs, during the insurgency in the Northeast, was very very challenging because the language barrier is there,  because you want to do a lot of things, you want to ensure you put a lot of things in place, and you will be flying from one place to the other, where we have bandits on ground, very very challenging.

    I thought the agency was restricted to Lagos…

    When  I was a special adviser in the Presidency, I encountered all these. I performed that role, I was a Special Adviser on Monitoring and  Evaluation in the Presidency.

    Most agencies often complain that the non-availability of equipment hampers their performance. How equipped is LASEMA to realise its mandate?

    LASEMA is well-equipped, really,  but we can still have more. When you are talking about a situation where you are handling emergencies all over Lagos State, you will still need more equipment, but Mr Babajide Sanwo-Olu is doing the best for us to have equipment.

    Is LASEMA collaborating with the private sector?

    We do. We have an MOU with the private sector. Like Julius Berger, like the private sector that assists in the construction of roads, we have an  MOU with them, and they always assist us.

    Despite the efforts of the government in making compliance with some regulatory codes,  there is a challenge of enforcement in Lagos. There was a building collapse in the  Ikotun area of Lagos where many Nigerians and foreigners died, yet nothing happened, and the building was still constructed….*

    The case is in court. When a case is in court, you don’t do anything until the court process finishes.

    I remember that former Lagos  Governor, Akinwumi Ambode, equipped  LASEMA. How intact is this equipment right now?

    We have been using that equipment.

    How responsive is the agency to disasters?

    The agency normally responds to disasters swiftly, promptly and in a well-coordinated way, and we work hand in hand with all other stakeholders.

    Where are we seeing the agency in 2030?

    You can see the agency yourself. Last week, we had the SEMA conference, where all the 36 states’ SEMA converged on Lagos, and you could see them commending the efforts of Governor Babajide Olusola Sanwo-Olu in Lagos. We are moving a step forward. Right now, we have a command control centre. We are building an institute on disaster management, where we hope to build capacity, and where we are going to start ensuring that we have an emergency and security cadre.

    While disasters such as earthquakes and tremors are not rife in this part of the world, if they happen, does your agency have the capacity to manage such a disaster?

    We have the capacity, we have the personnel, we have the geography, geology and GIS personnel.

    LASEMA flags off 2025 flood-free Lagos campaign, assures residents of statewide preparedness

    The Lagos State Emergency Management Agency (LASEMA) has assured residents of its readiness to tackle potential flood threats as it officially launched the Y2025 Flood-Free Lagos Campaign in Ikeja on Monday.

    Permanent Secretary of LASEMA, Dr. Oluwafemi Oke-Osanyintolu, while speaking at the event, disclosed that the state has conducted extensive risk mapping and resource planning to effectively prevent and manage any flood-related emergencies during the rainy season.

    “We have done the risk mapping, Lagos is prepared. We have trained our primary responders, identified vulnerable areas, and equipped our teams with the right infrastructure, personnel, and machinery to act swiftly and efficiently,” he said.

    The campaign, themed “Y2025 Flood-Free Lagos: Developing Resilience in Flood-Prone Areas”, comes shortly after the federal government listed Lagos among states at high risk of flooding.

    In response, LASEMA, in partnership with the Ministry of Environment and other key agencies, has intensified flood mitigation efforts across all local government areas. This includes the clearance of obstructive structures in drainage systems and heightened public awareness initiatives.

    Dr. Oke-Osanyintolu affirmed the commitment of Governor Babajide Sanwo-Olu’s administration, noting that substantial investments have been made in emergency preparedness across the state.

    “We are not just reacting to disasters, we are working to prevent them. Local emergency committees have been activated, fire service coverage expanded, and pre-hospital care systems strengthened,” he added.

    On recent rainfall incidents, he noted that only minor flash floods were recorded, all of which were promptly managed due to proactive measures already in place.

    Also speaking at the event, Vice Chairman of Ikeja Local Government, Hon. Yomi Mayungbe, expressed full support for the campaign, assuring residents of continuity.

    “The next chairman is one of us, an engineer, and he will continue this good work. Ikeja is ready, and so is Lagos,” he said.

    The Lagos State Emergency Management Agency (LASEMA) has confirmed that two persons died and six others sustained injuries in the gas tanker explosion that occurred under the Otedola Bridge on Tuesday night.

    It also confirmed that 12 vehicles, eight tricycles and a building were destroyed by the incident which happened around 8pm on Tuesday.

    A 30 tonnes DAF truck without registration number, laden with Automated Gas Oil (AGO) fell on its side while negotiating a bend inward Omole.

    As soon as it fell, an explosion followed with fire balls spiralling into a nearby Redeemed Christian Church of God (RCCG), a bungalow and a mechanic village.

    Giving update on the incident Wednesday morning, the Permanent Secretary (PS) LASEMA, Dr. Femi Oke-Osanyintolu said the deceased were both male adults.

    He said three of the six injured persons suffered severe burns and were moved to the hospital while the other three received immediate medical attention.

    Oke-Osanyintolu said: “At 20:14pm, LASEMA’s Tiger Response Team arrived to find a 30 ton DAF gas tanker overturned and engulfed in flames, spreading fire to nearby vehicles and houses.

    “Safety precautions were implemented. Fire containment measures were established to prevent further spread. Search and rescue operations continued.

    “The fire was put out at 10:02pm on Tuesday. The fatality has been handed over to the Lagos State Environmental Health Monitoring Unit (SEHMU), while victims were receiving medical treatment.

    “LASEMA Response Team (LRT), LASEMA Pre-Hospital Care Unit, Lagos State Fire and Rescue Service, Lagos State Traffic Management Authority (LASTMA), Nigeria Police Force and the Lagos State Ambulance Service (LASAMBUS) were agencies that participated in the operation,” he said.

    The Lagos State Emergency Management Agency (LASEMA) has confirmed that some persons were yet to be accounted for following Monday night’s boat accident at Imore Lagoon.

    Two passenger boats carrying 16 persons each were said to have capsized after collusion and all passengers with their goods were thrown into the river.

    The boats – Only God 13 and Deckhand- were said to have collided while trying to navigate the high water tides.

    While Only God 13, a fibre boat, was travelling from Ebute-Ero to Badagry, Deckhand, a wooden boat was en route to Imoren from Alakija.

    Eleven of the victims were rescued Monday night by a combined team of policemen from Ilashe Division, Marine Police Officers, local divers, and other emergency workers who rushed them to the Nigerian Navy Reference Hospital, Ojo.

    Police spokesman, SP Benjamin Hundeyin, who confirmed the incident, said a search and rescue operation was ongoing to get the remaining victims.

    Giving an update on the incident to The Nation, the Permanent Secretary, LASEMA, Dr. Olufemi Oke-Osanyintolu said both boats had 25 persons on board at the time of the accident.

    He said the fibre boat had 15 passengers including the captain, adding that the wooden boat was carrying 10 persons.

    “Fortunately, all passengers on board “Only God 13” were rescued safely. However, five passengers from the wooden boat sustained injuries and are currently hospitalised. “Regrettably, a few individuals remain unaccounted for, and search and rescue efforts are ongoing,” said Oke-Osanyintolu.

    The Lagos State Emergency Management Agency (LASEMA) has confirmed the death of a driver in an accident involving two buses at the Third mainland bridge.

    The agency’s Permanent Secretary, Dr Olufemi Oke-Osanyintolu, confirmed this in a statement in Lagos on Monday.

    He said the accident was as a result of brake failure, saying that following distress calls received at 12.16hrs through the 767 and 112 toll-free lines, LASEMA activated its tiger response team from the command and control centre, Alausa.

    “Upon arrival at the incident scene by 12.36hrs, it was discovered that two Hiace buses with Lagos State registration numbers EKY 804 YH and LND 624 YE were involved in the accident.

    “Further investigation, however, revealed that the immediate cause of the accident was attributed to failed brakes and speeding, which subsequently led to loss of control and the eventual crash of the bus behind into the one in front,” Oke-Osanyintolu said.

    He said that the driver of the bus behind reportedly lost his life to the incident, while seven other victims reportedly sustained injuries of various degrees.

    “The injured victims were administered first aid treatment by LASAMBUS officials and quickly transferred to Trauma Centre in Gbagada.

    “There has been a successful recovery of the accident vehicles off the road and subsequently transferred both to LASTMA office in Oshodi.

    “The road has been reopened for public use and recovery operation concluded,” he said.

    Lagos State Emergency Agency (LASEMA) is partnering Akwa Ibom State in disaster management and response.

    The partnership is to help Akwa Ibom State develop a formidable emergency response team.

    Akwa-Ibom State team is in Lagos on a three-day visit to understand and understudy disaster management and operations from LASEMA.

    Permanent secretary, LASEMA, Olufemi Oke-Osanyintolu, said the team from Akwa Ibom State was on ground for shared knowledge on disaster management.

    He said part of the learning process for the team was to understand what made LASEMA thick.

    He said the agency’s mandate encompassed emergency and disaster prevention, preparedness, mitigation, recovery and relief.

    Oke-Osanyintolu said LASEMA was positioned to provide swift and effective responses to a diverse array of emergencies within the territorial boundaries of Lagos.

     “I take pride in sharing that our legislative framework empowers LASEMA to coordinate the activities of primary, secondary and tertiary responses. “

    This collaborative approach enhances our collective response capabilities and builds resilience in the face of emergencies and disasters.

    “Recognising that the impact of emergencies is most deeply felt at the grassroots, LASEMA has established Local Council Emergency Management Committees and Local Emergency Cadets. These initiatives ensure prompt and effective responses to emergencies across the state,” he said.

    Oke-Osanyintolu said the success story of LASEMA could be attributed to Governor Babajide Sanwo-Olu, who gave the support, political will and passion to ensure that LASEMA continued to save lives and property.

    A representative of the team from Akwa Ibom State, John Isangedighi, said they settled for Lagos because of LASEMA’s giant strides in disaster management.

    Emergency responders prevent gas tankers explosion in Lagos

    Two gas-laden tankers yesterday fell at Ijora and Omole areas in Lagos.
    Emergency responders were quickly alerted and mobilised their officials to the scene.

    They were able to prevent the fallen tankers from catching fire.

    Lagos State Emergency Maintenance Agency (LASEMA) Permanent Secretary Dr. Olufemi Oke-Osanyintolu said the agency received a distress call from Omole at 1:1pm and activated the response team, which arrived the incident scene at 1:20pm.

    He said: “Upon arrival of the Agency’s LRT at the incident scene, it was observed that a gas tanker, registration number unknown, laden to capacity with domestic cooking gas, experienced a broken valve control on motion, thereby resulting in a dangerous discharge of gas into the atmosphere.

    “During the sensitive recovery operation, the entire leaking Gas Tanker was being blanketed by the Lagos State Fire and Rescue Services, when the Engineers commenced swift, but careful repair works on the broken valve control of the leaking Gas Tanker, while LASEMA coordinated the recovery operation.

    “No mortality, nor injuries were recorded during the leaking Gas Truck recovery operation.

    “The damaged valve controls has been safely repaired. The leakage has been sealed completely and the gas tanker has been driven off the incident scene safely.”

    He said the Ijora lone accident involved a 20 Ton Gas Tanker, marked LAR-463-YD, laden to capacity with domestic gas.

    The tanker, he said, lost it’s balance and fell on it’s side in a waterlogged portion of the road.

    Director, Lagos State Fire and Rescue Service, Margaret Adeseye, said the state Fire and Rescue Service salvaged the two gas tanker from exploding.

    Adeseye said: “One incident occurred at Ijora Causeway, Ijora, and the other at Ogunnusi Road, Hotel bus stop, Omole Phase 1, both in Lagos.

    “The Ijora incident is being attended to by the Sari Iganmu Fire Crew. The tanker, with registration number LSR 463 WD and belonging to PetroCam, fell on its side while on its way to Epe from a Depot in Apapa. The situation was managed to prevent further emergencies.

    “At the Omole location, the Alausa Fire Crew mitigated the Optima Gas tanker, which has a mechanical fault to prevent any eventualities.

    “Both tankers conveyed 20 tonnes of LPG to their respective destinations. So far, there was no casualties.

    “he Omole incident was concluded at about 4:05pm while that of Ijora recovered ended around 7:17pm.”

  • Death toll rises to 15 in boat mishap

    The death toll in Saturday’s boat accident at Badore near Lekki, Lagos has risen from two to 15.

    Reports monitored on Television Continental (TVC) quoting Ijede Local Council Development Area chairman Salisu Jimoh that four bodies were recovered on Sunday and 11 yesterday.

    A statement by Lagos State Emergency Agency (LASEMA) confirmed the recovery of four bodies on Sunday.

    The statement signed by its public affairs officer Kehinde Adebayo, however, said five bodies were recovered yesterday.

    It said efforts were ongoing to get others who were on board the 20-seater boat.

    A “sudden mechanical fault” caused the accident, the statement said:

    “Search and rescue are still ongoing for the other missing persons yet to be found by officials of Lagos State Waterways Authority (LASWA) and Marine Police with support from the local divers.

    “Community leaders, as well as local fishermen in the area, have been informed to avail the agency of any information through the emergency toll-free lines 112/767 to enhance total recovery”, the statement said.

    It urged those whose relations are missing to report to the Marine Police or any police station around the scene of the accident.

    LASEMA stressed the importance of the use of life jackets by drivers and passengers to ensure safety.

    Also yesterday, Lagos State House of Assembly Speaker Mudashiru Obasa said the government would continue to fashion out ways to ensure safety on road, waterway and rail.

    “It’s sad to hear of yet another boat mishap on our waterways. May God rest the souls of those departed while we keep working on finding lasting safety precautions for our waterways. It is sad,” Obasa said.
