  • 10 vehicles razed in Lagos fire

    At least 10 vehicles were on Tuesday morning burnt after spilled Premium Motor Spirit (PMS) ignited fire along Badagry Expressway, Lagos.

    The incident occurred around 5am at Barrack Bus Stop, Ojo.

    It was gathered that a tanker which collided with a white van around 10:30pm on Monday got punctured.

    The punctured tanker, said to have spilled its content on the road, was recovered by emergency workers the same night.

    But hours after the recovery, it was gathered that a fire broke out miles away from the accident point, gutting three buses, a saloon car and six trucks.

    Although initial reports alleged that persons were killed in the inferno, a source at the Lagos State Emergency Management Agency (LASEMA) said there was no casualty.

    “No life was lost in the fire. The tanker that spilled its content was not affected. The spillage happened on Monday night. It was stopped and the tanker drove away from the place. Fire service also blanket the affected area.

    “Then hours later, fire broke out and affected some vehicles. No one sustained injury and no house was burnt. The fire was ignited by unruly drivers who disobeyed safety instructions and that led to a spark,” said a source.

    Confirming the incident, General Manager LASEMA Adesina Tiamiyu said the agency received a distress call concerning a tanker accident around 9:48pm on Monday at Barrack inward Iyana Iba Bus Stop.

    “This prompted the immediate activation of the agency’s response team to the scene of the incident. Upon arrival at the scene, it was observed that the tanker with unknown registration number laden 33,000 litres of PMS collided with a white mini truck carrying electrical appliances.

    “The tanker’s rear compartment got punctured resulting to spilling of the PMS contents into the environs. Consequently, a combined team of Lasema Response Unit (LRU), Lagos State Fire Service, Police and other responders successfully curtailed and stopped further spillage of the PMS into the environs of the incident scene.

    “The articulated tanker and trucks were thereafter recovered from the incident scene. However, during the recovery process, the PMS which hitherto spilled into the distant environment ignited fire and went aflame.

    “The fire travelled back to the proximity of the scene resulting to three buses, a car and six trucks getting burnt. The circumstances resulting to this fatal secondary incident could have been attributed to unsafe practices by inhabitants in the distant environs where the PMS spilled into. It is pertinent to note that no person was injured neither was any dead recorded.

    “The Lagos State Fire Service, officials of the LASEMA Response Team, 81 Division Nigerian Army Fire Service, Nigeria Police and Lagos State Traffic Management Authority (LASTMA) were the responders at the scene of incident.

    “Motorists are advised to listen to instruction of emergency workers on incident scene to avoid such unfortunate incident in the future,” said Tiamiyu.

    Police spokesman Chike Oti, a Chief Superintendent (CSP) however said nine vehicles were affected and not 10.

    Oti said: “There was a fire incident today, October 2, at about 5am along Lagos-Badagry expressway, inward Iyana-Iba, opposite Ojo Military Barracks.

    “When the fire which began just before the break of the dawn was eventually put out by men of the Fire Service, nine vehicles, comprising four articulated vehicles, one truck and four mini buses were razed.

    “No life was lost and there was no report that anyone was injured during the incident. It is worthy of note that no fuel tanker was in sight nor burnt as a result.”

    Continuing, Oti said Police Commissioner Imohimi Edgal had directed the disaster management unit of the command to investigate the cause of the inferno.

  • LASEMA treats 100,000 emergency calls daily, says GM

    The lagos State Emergency Management Agency (LASEMA) receives at least 100,000 calls daily via the emergency response numbers 767 and 112, its General Manager (GM), Mr Adesina Tiamiyu, said yesterday.

    Briefing reporters at Alausa, Ikeja, he said LASEMA would continue to upgrade its technical and manpower capacity to respond to emergencies.

    According to him, since the upgrade of the command and control centre in Alausa, the number of calls via the 767 and 112 emergency toll free lines rose from 15,000 to about 100,000 daily.

    “The Governor Akinwunmi Ambode administration has invested in increasing the capacity of our agency to respond to emergency situations anywhere in the state. It is a huge task, but I can assure you that we are capable of rising to the challenge and ensuring that we respond to such disasters promptly.

    “We are guided by the principle that prompt response to an emergency situation can save lives and property. So, for us, we treat all calls as an emergency and dispatch our men to the spot immediately to access and mitigate the situation and facilitate more assistance,” he said.

    He said the response centres were decentralised from one unit in Alausa to three at Cappa in Oshodi, Lekki Ikoyi Link Bridge and Onipanu on Ikorodu Road to bring the service closer to the people.

    Plans, he added, were on to establish three upgraded dispatch centres in Ijanikin by Adeniran Ogunsanya College of Education, Temu junction, Epe and Lagos State Polytechnic LASPOTECH in Ikorodu.

    There will be a fourth conventional LASEMA Response Unit (LRU) at Costain, to cover Apapa axis and its environs.

    The Lekki Response Unit Tiamiyu said, would facilitate quick response to emergencies on the waterways, while there is a new ultra-modern LRU, strategically located on Ikorodu Road, a central location within Lagos Mainland.

    “The new unit situated at Onipanu, Ikorodu Road was centrally located to facilitate access to most mainland areas. This will complement equipment already acquired to boost the sea, air and land capabilities of our emergency responders.

    “Besides the already established relief camps in Agbowa and Igando, work has also begun on the building of a third Relief/Rehabilitation Camp in Ibeju Lekki, which was approved by Governor Ambode last year to cater for people in the senatorial district,” Tiamiyu said.

    LASEMA, he said, acquired in February light rescue equipment, which included hydraulic rescue equipment with power unit attached with spreader, rescue ram, cutters combi tools and concrete cutters for the rescue of trapped victims.

    Tiamiyu said BMW power bikes had been deployed in strategic locations across the state, especially on the Third Mainland Bridge.

    “LASEMA, in the last one year, has responded to fire incidents, road accidents, flooding, illegally-parked trucks, gas explosion/emission, among other emergencies in record time, thereby saving lives and property worth millions of naira.

    “Lagosians can recall the unfortunate incident of June 29 when a fuel-laden tanker exploded on Otedola bridge. It was a litmus test, but through coordination of the agencies concerned, we minimised the impact,” the LASEMA boss said.

    He said the agency had extended its response to emergencies beyond Lagos, even up to Redemption Camp, adding that in most cases, accidents on the Lagos-Ibadan Expressway stretched to Lagos, thereby affecting residents who worked in Lagos but lived in boundary towns, including Magboro, Arepo, Kara, among others.

  • LASEMA gets helicopter for emergency response

    Governor Akinwunmi Ambode has given Lagos State Emergency Management Agency (LASEMA) and related safety outfits an helicopter to boost their work in the hinterlands.

    LASEMA’s General Manager (GM) Adesina Tiamiyu made this known yesterday at the quarterly stakeholders meeting of emergency and safety agencies.

    The government had also acquired other multi-billion naira equipment for saving lives and properties during any emergency.

    According to him, the agency has taken delivery of the chopper; the other equipment would be delivered in batches.

    He said: “There are many rescue equipment acquired.  As we speak, we have taken delivery of the two new excavators which will help in demolishing shanties and clearing canals and drainages.

    “Also, there is a particular canal on Lagos Island that has been blocked. We are already clearing it with our equipment to ensure safety of the residents.

    “The chopper has been acquired but there are other things that have to be done such as branding, training of personnel, the route plan among others before we launch it. “These are already ongoing. I have seen the chopper myself; it was flown into Government House last week. By the time we begin to operate it, we would reach the innermost part of Lagos and bring people out to safety.”

    Tiamiyu said more LASEMA Response Units (LRUs) would be inaugurated in different parts of the state, adding that the agency would soon establish a communication network to improve its response time.

    He said: “We will be launching our telecommunication services hopefully by October.  At our centres today, we have already started hoisting mast and we will be able to communicate with the use of walkie-talkie while our vehicles anywhere in the state will be connected to enable them direct incident scene better.

    “Fire service will also get that benefit very soon. The ambulance service will also have the opportunity. When all of us can reach one another anytime, it means we all can communicate effectively and help Lagosians better.”

    He urged residents to be their neighbour’s keepers so as to stem the rising cases of suicide.

    Lagos State Sector Commander of Federal Road Safety Commission (FRSC), Hygeinus Omeje lamented the crowding of incident scenes by the public, citing the Otedola Bridge tanker fire.

    He noted that FRSC would not have done much but for the equipment deployed in the scene by the state.

    Omeje said: “LASEMA has been covering my nakedness. Imagine you are called to the scene of incident such as the Otedola fire and people are looking at you to move mountains but we do not have the kind of equipment LASEMA has. I must thank God for the LASEMA General Manager for having the right attitude. He is always ready to respond and rise to the occasion when called upon.

    “There is no need for unhealthy rivalry between responders. The public should be sensitised because the responders find it difficult to access the scenes because of onlookers.

    “Everybody wants to snap. You are wasting your data, nothing is coming in and you give incorrect figures.”

  • Tanker Fire: Father seeks govt. assistance to fly child abroad for treatment

    It was a pathetic story on Tuesday as a father whose wife and seven years old daughter got severely burnt at the Otedola bridge tanker explosion appealed to the government to assist him renew the international passport of her little daughter to enable him fly her and her mother abroad for adequate treatment so as not to jeopardise the future of the girl.

    The father who said he has spent over N4million so far for their treatment refused to disclose his name or have his photograph taken because he does not want the matter to go public.

    He said he initially took his daughter and wife to a private hospital after the accident after which he relocated them to Lagos State University Teaching Hospital, LASUTH, but now needed to fly them out for proper treatment because he is not satisfied with the plight of his only daughter and wife.

    He wants the government to arrange for the only mobile capturing machine which is at Abuja to be brought down to LASUTH to do her capturing to enable her renew her passport since she can not be moved for the same purpose to the passport office here in Lagos.

    The commissioner for transport, Mr. Ladi Lawanson assured him that the government will look into it but asked the sorrowful father to see him immediately after the meeting.

    This was one of the sad tales related yesterday at a meeting to present the report of the investigation into the June 28, 2018 accident by the Lagos State Ministry of Transport.

    The meeting was also for the Nigerian Insurance Association, NIA, to access the damaged vehicles in order to take necessary steps in ensuring prompt and proper payment of conpensation to the victims and their families.

    Giving report of the investigation earlier, the commissioner for Transport, Mr. Ladi Lawanson said 55 vehicles were involved in the accident comprising of 32 SUVs, 7 buses, 3 trucks and 1 tricycle and that the fuel tanker with registration number NSR 888 YQ was registered in Kano and belongs to one Hassan Yusuf Maiwaka who would be brought to Lagos to face prosecution.

    He also disclosed that of the 55 vehicles, using forensic equipment and with the automated vehicle registration system in Lagos it was discovered that 39 were registered in Lagos and their owners have been traced and contacted.

    Some items recovered in some of the vehicles which includes £50, some euros, ATM cards and some documents were returned to the owners or their representatives after duly identifying themselves.

    The commissioner commended all the officials of emergency response teams like LASEMA, Ambulance service, fire service, FRSC, police, LASTMA etc for their quick response which “mitigated what should have been a worst disaster”.

    Also speaking, the Director-General of Nigerian Insurance Association, NIA, commended the state government for the speed with which the investigation was conducted and is coming out.

    She assured that NIA will support all genuine cases of insurance claims involved in the accident and ensure that claims are paid by the concerned insurance companies both for the burnt vehicles and lives lost.

    Managing Director of LASEMA assured families concerned that the Ministry of Health was still working on the DNA test and immediately it is through with the exercise it will call for a meeting of all those concerned and arrangements would be made to release the corpses to the right families for burial.

    Sector Commander of FRSC, Mr. Hyginus Omeje who was also present at the meeting gave some safety tips at accident scenes or while driving.

    He said in cases like what happened at Otedola bridge on the sad day, motorist should just switch off the engine of their cars and run for their lives and that when you are behind articulated vehicles in traffic you must keep a reasonable distance, he also advised that people must not gather at accident sites for the purpose of taking photographs or video recording as they would be hindering recue efforts or could become victims of further accident.

  • Standstill as LASEMA simulates multiple accidents

    There was standstill yesterday morning on the Third Mainland Bridge as motorists watched in amazement the rescue and evacuation of victims in stage-managed multiple accident scenes.

    First callers had rushed out of the vehicles in a bid to join in the rescue injured victims, mostly covered in blood, but soon realised that the Lagos State Emergency Management Agency (LASEMA) and other partners were carrying out a mock exercise to boost their efficiencies during a real life situation.

    Six vehicles participated in the simulation including a 15-seater commercial bus that plunged into the lagoon by the University of Lagos (UNILAG) waterfront as well as a saloon car that exploded.

    The simulated accidents were caused by the over-speeding bus, which colluded with a coaster before plunging into the lagoon.

    Although the bridge was shut down for traffic between 7am and 8am, the gridlock that built-up lingered till about 10am.

    Codenamed Operation Oko Jasosa, the simulation, according to LASEMA, was aimed at testing the capacity of rescuers and fostering synergy between emergency responders.

    It said the bridge was chosen because such accidents usually occur there and there was need for emergency preparedness.

    LASEMA’s General Manager, Adesina Tiamiyu who led the operation, said it was also to reassure residents and investors that emergency responders were prepared and committed to ensure safety of lives and properties.

    He said: “The exercise was intended to sharpen synergy, foster collaboration, improve level of preparedness and increase the response capability of relevant stakeholders in the management of multiple casualty incidents especially along Third Mainland Bridge, where such cases usually occur.

    “There is nothing to panic about, this simulation is deliberately planned to prepare all emergency responders for a situation like this.

    With the operation, Tiamiyu said the equipment and professional skills of the rescuers had been put to test, adding that they could successfully handle real life situations with little or no hitch.

    He described the exercise as successful, noting that the synergy between participating agencies was perfect.

    Tiamiyu said: “After this exercise now, LASEMA and other stakeholders involved would go back to the drawing board to reappraise our performance, evaluate the entire rescue operation and design a better way to handle this type of scenario whenever it happens.

    “It is part of the proactive measures we decided to carry out so that we would not start learning how to combat real accident scenes when very precious lives would be involved.”

    Speaking to newsmen, Special Duties Commissioner Seye Oladejo, who was represented by the Permanent Secretary, Dr. Jemilade Longe, said that the exercise was a demonstration of Governor Akinwunmi Ambode commitment to saving lives, properties.

    He said the governor had deployed a sizeable amount of the state resources in emergency and disaster management, applauding the capacity and capacity exhibited by the responders.

    He said: “Disasters and accidents are things that you cannot predict. But for our investors, what the state government is saying is that if for whatever reason there is an accident, they should be rest assured that we have skilled officials, the needed synergy and equipment to combat such situations. The implication of this is that our people can now go to sleep without any fear because there is a government that cares for them.”

    Among the participating agencies were LASEMA Response Unit (LRU), Lagos State Fire Service, Lagos State Ambulance Service (LASAMBUS) State Environmental Health and Monitoring Unit (SEHMU), Lagos State Traffic Management Authority (LASTMA), Lagos State Neighbourhood Safety Corps, Lagos State Waterway Authority (LASWA), Rapid Response Squad (RRS), Marine Police, National Emergency Management Agency (NEMA) Nigerian Security & Civil Defence Corp and Federal Road Safety Corps (FRSC).

  • LASEMA gets equipment to tow, lift articulated vehicles

    To prevent hazards caused by fallen or trapped articulated vehicles, the Lagos State Emergency Management Agency  (LASEMA) yesterday inaugurated a Super Metro Elephant equipment into its fleet.

    The latest equipment, which has both towing and lifting capacities, has brought to 58 the number of gadgets the agency has received under Governor Akinwunmi Ambode.

    According to the agency’s General Manager, Adesina Tiamiyu, the Super Metro can work in 270 degrees simultaneously.

    He said the heavy duty equipment can do the job of a crane and goliath, adding that it would be deployed whenever a vehicle above 30 tons fell or got trapped.

    Tiamiyu said: “We have technical members whose primary duty is to ensure these equipment are in good shape at all times. There is a workshop inside this premises where repairs are done. That is why we have not had a shutdown of our system for two years.

    “There is a backup system to ensure parts are available when needed and regular checkups are done. I need to bring to the attention of Lagosians that this is the 58th equipment the administration of Governor Akinwunmi Ambode has purchased for emergency response.

    “This will add power to what we are doing on the streets of Lagos. The essence of showcasing this is to tell Lagosians that we are ready for the new level.

    “We have had cases of fallen tankers and vehicles at positions that become very difficult for our equipment to work. So, this vehicle has come to feel that space. Wherever any vehicle falls, this equipment can go in either to the left or right. It can stand on a spot and work from three different angles- back, left and right.

    “The vehicle has towing and lifting capacities. It would work everywhere in the state. Where vehicles of above 30 tons are to be towed or lifted, we will deploy it.

    “The tonnage capacity is heavier than all the others we have had. We assure Lagosians that the safety of lives and property is still paramount in the mind of the Governor. We appreciate the governor for his continued support to LASEMA. Very soon, we will launch more equipment into our fleet. We are also going to open more centres.”

    The Lagos State Emergency Management Agency (LASEMA) yesterday took delivery of several combi tools, concrete cutters, spreaders and rams.

    It also got nine power bikes, which would be deployed in emergency scenes for on-the-spot assessment to  rescuers determine the kind of equipment to use.

    The equipment will   improve search-and-rescue for persons trapped in cars and collapsed buildings.

    Commissioner for Special Duties Oluseye Oladejo  handed over the equipment  to LASEMA at the agency’s office in Oshodi, Lagos.

    Oladejo,  represented by his Permanent Secretary, Dr. Jemilade Longe, said the equipment would ensure speedy and proper extrication of those trapped.

    Oladejo said Governor Akinwunmi Ambode’s  investments in emergency management had boosted investors’ confidence in the state.

    He said: “We have noticed that when people get trapped in vehicles during accidents and emergency, responders are on ground at the emergency scene, the absence of the equipment that would enable them to break into the affected vehicles to rescue the victims usually render the whole operation meaningless.”

    LASEMA General Manager Adesina Tiamiyu said: “The procurement of the equipment will aid proper extrication and timely rescue to trapped victims in any form of life threatening incidents.

    “The power bikes would also be deployed for monitoring and surveillance towards mitigating some unexpected events which may  lead to loss of lives and properties,” he said.

    LASEMA General Manager Adesina Tiamiyu said the meeting was to avoid discordant tunes among emergency responders.

    He said the gathering would afford stakeholders the opportunity of in-depth review of their roles in disaster prevention, response and recovery.

    According to Tiamiyu, LASEMA as the coordinating agency was committed to ensuring that all emergency responders were up-to-date with international best practices and are provided tools required to do their jobs.

    “This is because of the compelling necessity of effective disaster management. It is more so, since all over the world, surmounting emergencies take the collaborative efforts of the stakeholders on one hand, and the collaboration of the populace,” he said.

    Tiamiyu decried the continued stay of tankers and containers on bridges, saying they pose dangers to residents and motorists.

    Director, Lagos State Fire Service, Rasaq Fadipe said the department recorded 484 fire incidents in January.

    Rapid Response Squad (RRS) Commander Olatunji Disu spoke on the need for residents to give way to his men on rescue mission.

    Oladejo said the dispatch centres would be located in Temu, Ikorodu, Costain and Badagry, adding that all the centres would be delivered this year.

    To prevent a repeat of the inferno that gutted a tank farm at Satellite Town, Oladejo said the governor has approved the establishment of a fire station in Ijegun Ibasa.

    He said: “This year, we want to significantly reduce delay in responding to emergency situations and in achieving this, we recognise the role of all relevant stakeholders.

    “With these concerted efforts being made to save lives and property within the ‘Golden Hour’, the establishment of more LRUs will definitely complement these efforts and this will automatically result in the procurement and deployment of more equipment and training of our personnel to effectively manage these emergency occurrences.”

    Lagos donates 30 power bikes to security agencies

    The Lagos State Government on Tuesday donated 30 power bikes to some security agencies operating in the state.

    Gov. Akinwunmi Ambode said at the handing-over of the bikes at the Lagos House, Ikeja, that the gesture was in line with the government’s commitment to boost security and enhance safety of lives and property.

    He said the donation of the bikes was in fulfilment of his promise to prioritise the security of residents and ensure that no stone was left unturned to protect the people of the state.

    Ambode, who was represented by the Secretary to the State Government, Mr Tunji Bello, said security, being one of the tripods upon which his administration was built, would continue to be accorded its pride of place.

    The power bikes were funded by the Lagos State Lotteries Board and donated to the Police Command in the State.

    The Lagos State Traffic Management Authority ( LASTMA ) and the Lagos State Emergency Management Agency ( LASEMA ) were also beneficiaries.

    Ambode said the power bikes would enhance the job of the security agencies of securing lives and property of residents.

    Earlier, the Chairman, Lagos State Security Trust Fund, Mr Oye Hassan-Odukale, commended Gov. Ambode for the donation, saying it came barely two months after he promised to procure more bikes for security agencies.

    Hassan-Odukale said that the bikes would go a long way in preventing crimes, enhancing security and ensuring residents’ safety.

    He expressed optimism that the equipment would be put into good use.

    Hassan-Odukale called on corporate bodies and public-spirited individuals to team up with the government to procure more equipment for security agencies in the overall interest of the people.

    Receiving the power bikes on behalf of security agencies, Lagos State Commissioner of Police, Imohimi Edgal, commended the State Government for the gesture.

    Edgal said the bikes would greatly help security personnel to pursue criminals, especially those operating in traffic.

    “Power bikes are essential for hot pursuits of criminals. Power bikes in line with the visibility clause in community policing also establishes police and other agencies’ visibilities on our streets and highways.

    “That is how important these power bikes are in fighting crime in Lagos and I want to assure the governor and the good people of Lagos that we will put the bikes to good use,’’ the police chief said.

    In their separate remarks, the General Manager, LASTMA, Mr Olawale Musa; General Manager, LASEMA, Mr Adeshina Tiamiyu and the Commander, Rapid Response Squad (RRS) of the State Police Command, ACP Olatunji Disu commended the state government’s initiative.

    They also expressed optimism that the bikes would help to prevent and to fight crime in emergency situations.
