  • Good news for Gbaramatu kingdom from London

A London court has accepted a N99.9 billion judgment obtained against the Presidency, the Attorney General of the Federation (AGF) and the Commander of the Delta Joint Task Force, Major General Sarkin Yarkin Bello (now retired) by the people of Gbaramatu communities of Delta State.

Mr. Justice of Holroyde of the Queen’s Bench Division of the Royal High Court of Justice England and Wales, in a judgment last Monday, ordered that the judgment delivered in December 2013 by Justice Ibrahim Buba of the Federal High Court, Asaba, in which N99.9 was awarded as damages against the defendants, be registered in England solely against Maj. Gen. Bello.

The London court declined to register the judgment against the President and the AGF, citing the principle of state’s sovereignty.

By the London court’s decision, the judgment creditors – people of Gbaramatu communities of Delta State – are now at liberty to apply for an order freezing Maj. Gen. Bello’s accounts wherever they could be traced globally.

The judgment creditors had on June 22, 2009 sued the President, the AGF and Maj. Gen. Bello before the Federal High Court, Asaba, alleging that the Task Force led by Bello descended on the communities on May 5, 2009 killing, maiming innocent residents while properties worth billions of naira were equally destroyed.

In his judgment, Justice Buba upheld the plaintiffs’ claims and held that “the bombardment of the plaintiffs’ communities in the Gbaramatu Kingdom of Warri South West Local Government Area? of Delta by the Defendants resulting in the demolition/destruction of houses, household furniture/wares, boats, canoes, domestic animals and displacement of members of the communities is in violation of section 217 (2)(c) of the 1999 constitution and is therefore unconstitutional.

“That the sum of N49 billion is awarded in favour of the plaintiffs as special damages against the defendants jointly severally.

“That the sum of N50 billion is also awarded as aggravated and punitive damages against the defendants jointly and severally for the unlawful bombardment and sacking of the plaintiffs’ communities which resulted in wanton destruction of their houses, household furniture and other wares, their domestic animals, canoes, boats, sacred places, artefacts, etc and which resulted in total displacement of members of the communities for minimum of three months from 15th May 2009, the effect of which was that members of the communities were living in the swampy mangrove forests in subhuman conditions while others were in a concentration camp and suffered loss of income, disease, and mental torture and the education of their children of school age was disrupted.”

Before applying to the Queen Bench Division  High Court of Justice in London to register the judgment, the communities wrote twice to the then Attorney General of the Federation, Mohammed Adoke (SAN), asking the Federal Government to comply with the judgment.

Two years after the judgment was delivered, the government neither complied with it nor challenged it on appeal.

The people of the kingdom are eagerly awaiting what will happen next after this judgment has been registered by the London court.

Will it lead to the money that will be frozen in the ex-JTF chief’s accounts being transferred to them? Time will certainly tell.

  • Eagles, Ghana tango in London

    Eagles, Ghana tango in London

Nigeria’s Super Eagles have proposed a friendly against perennial rivals Ghana in London next month, AfricanFootball.com has specially gathered.

The Nigeria Football Federation (NFF) wish to make the most of next month’s FIFA friendly window which will allow them to play another match outside the 2017 Africa Cup of Nations (AFCON) qualifier in Tanzania between September 4 and 6.

World football governing body FIFA cancelled a similar proposal earlier this year because it contravened a new rule which said a team could not play international friendlies within three days in two confederations.

A top source informed AfricanFootball.com: “There is a proposal for Nigeria to play against arch-rivals Ghana in London after they would have played the AFCON qualifier in Tanzania. Discussions are on-going and we will just have to wait and see if this comes through.”

Both West African rivals have clashed several times in London with their last such clash being in October 2011, when they played out a goalless draw,

Earlier this year, a home-based Super Eagles team pipped Ghana Olympic team courtesy of an Emem Eduok goal to open the Akwa Ibom International Stadium in Uyo.

  • Nigeria’s Statistician General to speak at Chatham House London

The Statistician General of the National Bureau of Statistics (NBS) Mr. Yemi Kale will speak at the Chatham House in London today.

Kale will speak  on the relevance of data for development and how Nigeria’s National Bureau of Statistics has  led the continent with innovation, methodology in the areas of data processing and dissemination.

His topic is: “Right Data, Right Policy, Innovations in Data Collection and Dissemination in Nigeria.”

Chatham House said: “Dr Yemi Kale, the statistician general of Nigeria’s National Bureau of Statistics, will discuss the country’s efforts to gather and disseminate improved data in the face of logistical challenges and a domestic lack of trust in institutions. He will discuss the significance of improved data to better policy-making.

“The availability and accuracy of data is central to resolving multifaceted governance challenges in Africa and has a critical role to play in improving transparency and decision-making.

“The 2014 rebasing of Nigeria’s GDP saw Nigeria become the largest economy in Africa and also shone a light on the potential extent of gaps in data and understanding of policy contexts resulting from informal activity and challenges to data collection.”

The volume of data requests both online and from walk-in visitors testify to the increased attention on Nigeria’s statistics. For instance, in the first one month following the release of the rebased national accounts/GDP series last year, the Bureau averaged 3 downloads per minute for the main reports.

Experts believe that “these broad factors have combined to increase the demand for Nigeria’s economic statistics in the last few years.” Last year, the Bureau had almost 6 million hits on its website and users downloaded reports over 2 million times compared to less than 100,000 hits and less than 50,000 downloads four years ago. Last year NBS had by far the highest freedom of information requests and responses of any agency in Nigeria.

Data dissemination has seen a number of innovations, driven largely by efforts to save costs and maximise the use of technology. The Bureau is also in the process of developing an APP that brings data to the user on the move.

Kale had earlier lamented that the Bureau still faces huge challenges including “finding innovative means of sustainably financing statistical activities both at the federal and state levels is urgently needed. There is also need to better coordinate with the development partners and ensure a more effective alignment of mutual interests with respect to an enduring national statistical system.”

It would be recalled that President Mohammadu Buhari was invited for talks there just immediately before the 2015 general elections.

The discussions to be coordinated by the Africa Programme at the Chatham House, headed by Alex Vines, aims to develop foreign policy-oriented research on issues affecting individual states of Africa, the African continent as a whole and relations with the outside world.

The Programme has hosted the former President of Nigeria, Umaru Musa Yar’Adua, former Chair of the Economic and Financial Crimes Commission, Nuhu Ribadu, and Sanusi Lamido Sanusi, former Governor of the Central Bank of Nigeria.
