    Revealed: Why Jonathan sacked nine ministers

    President Goodluck Jonathan sacked nine ministers yesterday – in a shocking move that sparked questions on the motive of the action.

    Five factors accounted for the ministers’ sack, The Nation learnt.

    According to highly-placed sources in government, some of the reasons are: non-performance; security reports on alleged corruption; political allegiance and doubtful loyalty to the President; poor management of turn-key projects; and the crisis in the ruling Peoples Democratic Party(PDP).

    A source, who pleaded not to be named because of the “sensitivity” of the matter, said: “You will recall that the President asked the ministers to sign a performance bond. About four of the nine ministers failed to live up to expectations in the assessment of the Presidency.

    “In fact, three of the ministers were yet to understand their mandate after being in office for two and a half years. One of the ministers had more than 20 agencies under him but his performance was poor.

    “We cannot also rule out alleged corruption acts by two to three of the ministers. For instance, there is a particular outgoing minister who forced the parastatals under the ministry to buy a N17million Sports Utility Vehicle SUV for personal use.

    “The money-spinning parastatals were unhappy but they had to do it. It also got to a ridiculous extent that the minister was always asking for remittance of interest accruable from funds kept in some banks by parastatals under the ministry.

    “Another minister had problems with award of contracts, some of which were rated as inferior. The agencies supervised by the minister made a joint demand for change.

    “Ironically, the minister lost a plum cabinet position at a time a platform was created in a state to fight political adversaries of Jonathan. The minister was dazed when the President announced the sack.”

    According to a source, there was also the alleged tardiness in the award of the $1.3billion (N212billion) Zungeru Hydro Project.

    The Federal Government is expected to spend about N303million in generating one megawatt of electricity. The hydro project is said to be one of the most expensive in the world.

    “Although no corruption infraction was found against Hajiya Zainab Kuchi, she was sacrificed for not being vigilant,” the source claimed.

    It was also learnt that the alleged overstaying in the cabinet by the former Minister of National Planning, Dr. Shamsuddeen Usman, may have led to his exit.

    Another source said: “I think Shamsudeen has been in the cabinet since 2007. Though he did well in designing the Performance Benchmark for the Federal Executive Council(FEC), the nation’s planning system has not improved.

    “An egg-head, who is a former Deputy Governor of Central Bank of Nigeria(CBN), he may have lost his post because of difficulty in measuring his achievements which appeared to be long term. And you know, politicians have no patience for long term gains.”

    As at press time, political motives were being read into the sack of some of the ministers but a source in the Presidency disputed these.

    Some ministers were reportedly sent packing because of the rebellion of the G-7 governors in the PDP.

    “People alluded to this factor because some of the Ministers were nominated by their governors. Such Ministers are Prof. Ruqayyatu Rufai(nominated by Governor Sule Lamido); Zainab Kuchi(by Governor Babangida Aliyu of Niger State); Alhaji Bukar Tijjani(from Borno now being controlled by APC without being unable to mobilise PDP to launch counter-attack),” said the source, adding:

    “For Shamsudeen, who was not nominated by Governor Rabiu Kwankwaso, his alleged cold war with the Kano State Governor led to the factionalisation of PDP in his state. He became a political risk for Jonathan to retain him in the cabinet.

    “But, contrary to political permutations, some ministers from the rebellious states, like Adamawa , Rivers and Kwara, are in the cabinet because of performance without anyone touching them.”

    Ms Amal Pepple, who is from Rivers State, is believed to have lost her job for being unable to read the President’s mood on the crisis in the state.

    “Concerned about her state, Pepple recently walked up to the President, knelt down and asked him to forgive Governor Rotimi Amaechi of whatever sin the governor had committed,” the source said, adding:

    “Although Pepple was not nominated by Amaechi, her U-Turn made the Presidency suspicious of her loyalty.

    “Her innocent intervention in Rivers crisis and fact that she was also just waking up to make impact at the Ministry of Housing and Urban Development cost her the job.”

    Ashiru’s removal was said to have shocked his colleagues. “In fact, one of the ministers almost shouted as the President was reeling out the names of those to be dropped,” the source said.

    He said: “There is a strong suspicion that since the Presidency was uncomfortable with ex-President Olusegun Obasanjo, who brought Ashiru into the cabinet, the minister’s days were numbered. In spite of the mediatory role of Obasanjo in PDP crisis, the position of the Presidency was that he had only attempted to clear the mess he created. Ashiru might just be a scape-goat.

    “As for the Minister of Environment, Hadiza Mailafia, the tempo of political situation in Kaduna requires a change of guard.”

    President Jonathan shocked the sacked ministers as he did not betray any emotions at the FEC meeting.

    A Presidency source said: “We all went in with the usual exchange of banters. The President and his deputy and a few others came late but we did not suspect anything.

    “After honouring a star athlete, Blessing Okagbare, we went into the business of the day with most of the nine ministers making contributions, oblivious that they would go.

    “As we were about to say the closing prayers, the President said: ‘I wish to inform you that some ministers will be attending this FEC meeting for the last time there will be some changes; some will be dropped.’

    “A pin-drop silence overwhelmed the Executive Chambers as he was reading the names in a military fashion.

    “After the list was read, the Minister of Interior, Comrade Abba Moro, said the closing prayers.”

    Some members of the Oyo State chapter of the Peoples Democratic Party (PDP), Concerned PDP Youth Forum (C-PDPYF), have urged President Goodluck Jonathan to sack more ministers.

    In a statement yesterday by its President, Ayoola Adeseun, the group said the reshuffling of the Federal Executive Council (FEC) was long over-due.

    The group said: “While we commend Mr. President for the courage in effecting these changes, we make haste to add that we are opposed to the retention of some ministers who have divided the party along their selfish and inordinate ambitions like we have in Oyo State. We need a level-headed, humble and respectful minister who will rise above selfish interest and serve as a rallying point for the young and old; not a disrespectful, caustic and hot-tempered brat.

    “In order to restore sanity to the party and make it stronger. This is the only way to woo people back into the party and free it from the vice-grip of governors and godfathers who singlehandedly nominate appointees in the past. Even if the Presidency has some nominees, they should be presented to the party. Do not let anyone come straight to the Presidency as this will undermine the party and suppress the structure of the party. It should be noted that any party without portfolio is an empty barrel.”

    There was panic among ministers yesterday following the invitation of some of their colleagues by President Goodluck Jonathan.

    It was learnt that some ministers, who were out of Abuja, were recalled for “consultations” on Monday.

    Besides, the Presidency queried yesterday the Chairman of the National Population Commission (NPC), Chief Festus Odimegwu.

    The sacked Minister of Youth Development, Alhaji Inuwa Abdul-Kadir, bade the ministry’s staff an emotional farewell.

    He said he learnt a lot within his short stay in office.

    According to sources, the President has kept all the Ministers on their toes after a mid-term assessment of their performance.

    It was gathered that the President is now paying attention to the performance benchmark set for all the ministers.

    A source said: “There is pressure on Ministers to perform or leave. The President is not ready to grant permission for any local or foreign trip, unless it is necessary.

    “As a matter of fact, there is panic among Ministers because some of their colleagues were summoned on Monday by the President alongside the sacked Minister of Youth Development, Alhaji Inuwa Abdul-Kadir.”

    Some ministers, who were recalled, made it to the Presidential Villa. Abdul-Kadir was held up at the annual conference of the Nigerian Bar Association (NBA) in Calabar, Cross River State capital.

    It was not immediately clear yesterday what the President discussed with the ministers.

    A source said he asked every cabinet member to increase his “project delivery pace without compromising quality”.

    Investigation by our correspondent revealed that the change of administrative style by President Goodluck Jonathan in the last few days has also made the ministers to be jittery.

    It was learnt that instead of announcing changes from the Presidential Villa, the Secretary to the Government of the Federation, Senator Anyim Pius Anyim, is now in charge of such announcements.

    Odimegwu is said to have been queried for comments capable of causing disaffection.

    It was gathered that the government was uncomfortable with the interview he granted some newspapers.

    He had alleged in a report that the census figures during the era of ex-President Olusegun Obasanjo were cooked up.

    A source in the Presidency said: “Odimegwu has been queried. The SGF was mandated to issue him a query to ascertain whether he said what was ascribed to him or not.”

    Abdul-Kadir said he had learnt a lot during his short tenure in office.

    He is believed to have been fired for being close to House Speaker Aminu Tambuwal and Sokoto Governor Aliyu Wamakko.

    According to a statement by the Assistant Director (Press), Olusola Abiola, the ex-minister spoke while handing over to the ministry’s Permanent Secretary, Dr. Tunji Olaopa.

    The statement said: “Abdul-Kadir has expressed his deep appreciation to President Goodluck Jonathan for the opportunity to serve the nation affording him the privilege to contribute his own quota to the development of about 60 million youths across the federation.

    “He disclosed that his short stint in the ministry has enabled him appreciate greatly the numerous challenges facing the Nigerian youth.

    “He said he has learnt a lot from the seasoned administrators and technocrats in the course of the discharge of his duties.

    “He used the opportunity to advise the officials of the ministry to continue to discharge their responsibilities in a manner that will continue to advance the policies of the Federal Government for the sector.

    “He told the gathering, which includes the Directors-General of the National Youth Service Corps and the Citizens & Leadership Training Centre, to always be steadfast as public servants in their service to the nation.

    “However, in separate remarks, the Permanent Secretary, Dr. Tunji Olaopa, the Directors-General of NYSC and C&LTC extolled the virtues of the former Minister and thanked him for his contributions to the development of the Ministry.”

    PRESIDENT Goodluck Jonathan yesterday warned Ministries, Departments and Agencies (MDAs) to ensure that flood control measures were implemented to forestall a recurrence in the country.

    It was during his meeting with ministers and officials at the Presidential Villa to review ongoing flood containment measures.

    Specifically, Jonathan warned that he would not tolerate any excuses for a repeat of last year’s flood disasters which displaced communities and ravaged farmlands.

    He directed relevant agencies to ensure that every necessary action was taken to prevent a recurrence.

    Jonathan said: “We have no excuse to be caught unprepared again.

    “I expect all relevant MDAs to be very proactive in speedily implementing required flood prevention and management measures.”

    The president also directed the Inter-Ministerial Committee on Flood Prevention and Control to establish effective liaison with governors of flood-prone states.

    He ordered the committee to ensure proper coordination between federal agencies and the states in the implementation of flood control measures.

    Members of the committee include the ministers of the Environment, National Planning, Water Resources, Finance, Health, Transport and Aviation.

    He stressed the need for greater public enlightenment and advocacy to ensure compliance with measures that had been evolved to prevent a recurrence of the devastating floods across the country.

    The technical team established by the Inter-Ministerial Committee presented a National Climate and Flood Control Framework to the President.

    The framework detailed short term, mid-term and long term measures recommended to solve the problem of perennial flooding in parts of the country.

    The Nigerian Meteorological Agency (NIMET) also informed the President that it was constantly monitoring soil moisture saturation across the country since the onset of the rainy season.

    The agency added that its real time monitoring of weather conditions would enable the agency to give early warning of floods.

    Indicted ex-governors, ministers now power brokers, says ICPC ex-chief Akanbi

    The pioneer chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Justice Mustapha Akanbi, yesterday said indicted former governors, ministers and party officials have become power brokers in Nigeria.

    He noted that the development was widening the vicious cycle of corruption and making the fight against the social malaise a Herculean task.

    The retired jurist urged “the President of our potentially great country, governors, political leaders, politicians, top brass civil/public servants, Emirs, Obas and Obis to lead by example and be in the vanguard of the struggle to eliminate corruption or reduce it to tolerable level”.

    Akanbi, a retired President of the Court of Appeal, spoke in Ilorin, the Kwara State caporal, at the 46th annual conference of the National Association of Law Teachers.

    He said: “Many well-meaning and responsible Nigerians have been crying foul at the turn of events and the apparent cover-up of purveyors of corruption in recent times and the lethargic manner corruption cases are being handled.

    “Given the situation described above, more often than not, mediocre, incompetent and corrupt officials, rather than resourceful, efficient and competent hands, find their way into positions of power and authority, which they use and manipulate to their own advantage and not to the benefit of society or the public good.

    “The result is that the nation begins to drift and slide dangerously down the slippery road of economic ruination. In the process, there is the general desecration of societal and normative values, low level performance in both socio-economic and technological developments and, ultimately, a putrefying decadence, the stench of which often puts off or prevents other nations with a record of transparency and probity from wanting to interact or do business with a corrupt nation.”

    The President of the Nigerian Bar Association (NBA) Okey Wali (SAN) said the association would de-register any lawyer found to be corrupt.

    He said: “Any lawyer implicated in any act of corruption will lose his membership of the NBA. On the Bench, we are working seriously with National Judicial Council (NJC) and the Chief Justice of Nigeria (CJN). We are very determined to turn our Judiciary into the Judiciary of the Hon. Justice Mustapha Akanbi era.”

    On corruption, Wali said: “The worst problem we have in Nigeria is corruption. The Americans are telling us what we already know. The report that …there is corruption in this country is not news; that there was fuel subsidy scandal is not news; that some people are feeding fat on the savings of other people via pension is not news; the widespread perception of corruption in the Judiciary is not news.

    “The only thing that is news is that the Americans are now telling us that there is corruption in this country. Corruption is the biggest cancer that has eaten up this country. You can trace the lack of funding to corruption. You can trace the lack of infrastructure to corruption. You can trace almost every problem, including insecurity, to corruption. So, it is very important that we address corruption.”

     

  • PDP invites ministers

    The Peoples Democratic Party (PDP) has invited ministers to appear before its National Working Committee (NWC) to give account of their stewardship.

    A statement by the Party’s National Publicity Secretary, Chief Olisa Metuh, yesterday said the ministers would brief the NWC on their policies and projects as well as the activities of parastatals and agencies under their ministries and how they have impacted on the people.

    According to Metuh, the briefings will hold from today to May 30.

    Minister of Works Mr. Mike Onolomemen and his counterpart in Youth Development, Alhaji Inuwa Abdulkadir, are billed to appear before the NWC today.

    The Minister of Water Resources, Mrs. Sarah Ochekpe, and Mines and Steel Development, Mallam Mohammed Musa Sada, are to brief the NWC on April 11.

    “In furtherance to its determination to ensure that all apparatuses of government fully deliver on their mandates, all federal ministers have been invited to appear before the NWC to give comprehensive account of their stewardship to the Nigerian people in pursuance of the mandate given to President Goodluck Jonathan and the manifesto of the PDP”, the statement added.

    Tukur: Ministers must hold PDP cards

    The National Chairman of the Peoples Democratic Party ( PDP), Alhaji Bamanga Tukur has said that henceforth ministerial nominees who are not card-carrying members of the ruling party will be denied ministerial appointments.

    Tukur stated this in Bauchi yesterday during the party’s reconciliation tour of the Northeast geopolitical zone.

    Serving ministers from the zone did not attend the meeting, a development that did not go down well with the chairman.

    Tukur stressed the need for unalloyed loyalty from party members, stating that the party remained supreme and bigger than any individual, irrespective of their status.

    Tukur’s pronouncement was elicited by the observation by the Deputy Senate Minority Leader, Abdul Ningi, who complained that non members of the PDP were being favoured in choice ministerial portfolios, to the detriment of members who toiled for the party’s electoral victory.

    Ningi had observed that the apolitical ministers so favoured do not bear any sense of loyalty to the ruling party while enjoying the privileges and perks of office.

    The party chairman there and then ordered that serving ministers must register as members of the party in their various wards and obtain registration cards for the purpose of clearance for appointments.

    Tukur stated: “No minister will get cleared without the party card. You must be a card carrying member. You pay your dues, we know you, the people know you, the governor knows you and you are registered and known in your ward.”

    Among those present at the meeting were Governor Isa Yuguda of Bauchi State; Governor Ibrahim Dankwambo of Gombe; Acting governor of Taraba State, Garba Umar; and the Deputy Governor of Adamawa State.

    Minister of the Federal Capital Territory (FCT) Bala Mohammed and the Minister of State Chief Olajumoke Akinjide have congratulated Christians on the Christmas celebration.

    Mohammed urged them to pray for the nation’s peace and unity.

    In his Christmas message, the urged Christians to reflect on the life of Jesus Christ and imbibe his teachings, which he said are premised on selflessness, sacrifice, patience, modesty and spirituality.

    Mohammed said the celebration calls for sober reflection and spiritual rejuvenation, adding that Jesus lived his life for the salvation of mankind.

    He said: “As you pray for the nation, I urge you to also pray for its leadership, for God to continue to guide, protect and give President Goodluck Jonathan the strength and wisdom to steer the affairs of the country, so that he will judiciously implement his Transformation Agenda.”

    Mohammed urged residents to be their brothers’ keeper and assured them of security.

    He said security is everybody’s business and urged residents to report any suspicious movement to law enforcement agents.

    Ms Akinjide said: “The Christmas period is a season of peace, goodwill and hope. It offers us a unique opportunity to express and share Christ’s message of love, peace, unity and reconciliation.

    “Residents of the FCT should use the festive period for increased spiritual devotion and live in peace with the adherents of other faiths. By so doing, we will be emulating Jesus Christ in words and deeds and imbibing the core lessons of love, tolerance, sacrifice and generosity, which Christ stood for.”

    She assured residents that the administration would continue to pursue policies and programmes that would impact positively on their lives.

    Ms Akinjide said: “The administration is making considerable progress in the transformation of the FCT. It will continue to create job opportunities for the people to achieve inclusive growth.”

    She wished residents a blissful Christmas and a rewarding New Year.

    Presidency bans ministers from phone calls

    The Presidency has banned ministers and heads of parastatals from using mobile phones during meetings with President Goodluck Jonathan.

    Also, the government has issued an alert on increasing robbers’ attacks on Automated Teller Machines (ATMs) in Lagos.

    The ban on ministers and other top government officials from making calls, was as a result of rampant cases of phone calls and texting at official meetings, including during the Federal Executive Council (FEC).

    It was gathered that the mobile phone indulgence has caused distractions at sensitive meetings.

    Findings revealed that some ministers and top government officials hide under the guise of seeking clarifications on issues or emergency challenges to use mobile phones at meetings.

    The presidency has told the ministers to stop the habit through a circular signed by the Chief of Staff to the President, Chief Mike Oghiadome.

    The circular has been sent to all ministers and chief executives of government agencies.

    The circular reads: “Following the observation of some individuals using their mobile phones whilst Mr. President presides over meetings, it has become necessary to state that the use of mobile phones in meetings being attended by Mr. President is now prohibited.

    “Please ensure phones are either left with security personnel in the relevant meeting room or switched off.

    “Henceforth, responding to calls or texting or having a phone interrupt proceedings at a meeting will not be tolerated.”

    A source in government said: “The ban became necessary because some ministers have been losing focus at meetings because of phone calls and text messaging. This development has affected the quality of outcome of important meetings. It is even a slight to pick calls when the President is presiding over any meeting.

    “In line with our transformation agenda, there is no way we can allow this trend to continue. Some ministers are already under watch over this improper conduct.”

    In another development, the presidency has sent a security alert to Minister of Finance Dr. Ngozi Okonjo-Iweala and Minister of Police Affairs, Mr. Caleb Olubolade, on how armed robbers are targeting ATMs, hotels and drinking spots since the cashless policy was introduced in Lagos .

    The alert was contained in a circular signed for the Secretary to the Government of the Federation by A.G. Ibrahim.

    The directive reads: “I am directed to inform you of a report which reveals that armed robbers in Lagos have resorted to attacking Automated Teller Machines and their users following the implementation of cashless economy.

    “According to the report, armed robbers hover around banks and hotels with ATM and trail customers to unsuspected areas to attack while others attack ATM in less secured environment.

    “The development suggests that criminal elements may be devising a new strategy to perpetrate their nefarious activities following introduction of cashless economy.

    “The need for security managers to evolve measures to protect the ATM and their users is therefore advised. It is also important to collaborate with media managers to sensitise the public on necessary safety measures. The foregoing is forwarded for your information.”

    Aviation minister’s, others’ homes submerged in Anambra

    Floods have submerged the homes of a former Anambra State Deputy Governor, Chinedu Emeka; Aviation Minister, Stella Odua and former Transport Minister John Emeka in Anambra State.

    Governor Peter Obi yesterday shelved the 52nd Independence anniversary at the Dr. Alex Ekwueme Square in Awka, the state capital, and relocated to Ogbaru Local Government Area, to evacuate the victims.

    Most of the victims are camped at the Army Barracks in Onitsha; those from Anambra East and West are camped in Oyi Local Government Area.

    The governor ordered the closure of schools in the affected communities to avoid loss of lives.

    The Nation learnt that two persons, a woman and a child, drowned on Sunday in Ogbaru.

    This, it was learnt, made Obi to begin the evacuation of the victims.

    Officials of the state Emergency Management Agency (SEMA), Federal Road Safety Commission (FRSC), Ministries of Education and Health as well as the National Emergency Management Agency (NEMA) were coordinating the evacuation with their ambulances.

    The governor directed the commencement of Nomadic Education in the state. Tents and camps are being erected for those who do not have any place or relations in other areas to go to.

    Over 1,200 bags of rice and other relief materials have been sent by the state government to the victims in Oyi and Army barracks to alleviate their suffering.

    Other alternative arrangements were on by the FRSC and SEMA to send more operational vehicles to the affected areas .
