  • Miyetti Allah: Presidency replies Ohanaeze

    The Presidency yesterday described as  ‘absolute falsehood’ the allegation that the Federal Government gave N100billion to Miyetti Allah, an association of Fulani herders, for ‘dubious reasons’.

    Malam Garba Shehu, the President’s Senior Special Assistant on Media and Publicity who was responding to comments credited to Ohanaeze Ndigbo and Afenifere said: “We are pleased that Afenifere and Ohanaeze Ndigbo found our insights worthy of attention even when they disagreed with our view that they, as socio-cultural associations, represent same interests as Miyetti Allah, an association of Fulani herders.

    “Miyetti Allah, like any other trade, community, ethnic organization or interest group is a legal stakeholder in our nation and should be respected.

    “We maintain that the government needs to engage all stakeholders and seek partnership in building our country.

    “The activities of Miyetti Allah do not benefit selected ethnicities or Muslims only, but everyone.

    “Long before petroleum became the core of Nigerian economy, agriculture was the main source of Nigerian wealth. Cattle, hides and skin were a major part of Nigerian export.

    “It is right to state that there are criminals among every group in Nigeria and in every country. There are criminals among the northern population as there are in the southern part of the country.

    “It is not good to generalise blame. The government will engage each stakeholder and create dialogue between, and among, different groups.”

    Shehu, therefore, maintained that both socio-cultural groups should not have insisted that government should not talk to Miyetti Allah.

    He added that the meeting was necessitated by “the need to address and engage Nigeria’s ethnic, religious, cultural and economic plurality that was evident when General Yakubu Gowon introduced National Youth Service Corps (NYSC).

    “The need to engage all groups of Nigeria is as much relevant today as it was then.”

  • Garba Shehu on Afenifere, Ohanaeze and Miyetti Allah

    ON Tuesday, Presidential spokesman, Garba Shehu, needlessly courted controversy when he likened the Yoruba socio-cultural group, Afenifere, and the Igbo socio-cultural group, Ohanaeze N’digbo, to the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN). Mallam Shehu was a guest on a Channels Television programme, Sunrise Daily, where he made the controversial comparison. He had tried to justify the group’s legitimacy, suggesting that their raison d’être was neither criminal nor unusual.  According to him, “It is a mistake to say the Nigerian government is talking to bandits. The Miyetti Allah group is like Ohanaeze and Afenifere. It is a socio-cultural group. There are criminals within the Yoruba race and you cannot say because of that, Afenifere is a group of criminals. The Nigerian government is speaking with the leadership of the Fulani herders association, Miyetti Allah.”

    But instantly, both Afenifere and Ohanaeze spokesmen deplored the comparison and insisted that, unlike Miyetti Allah which harbours and defends killer herdsmen, the southern organisations were dedicated to the promotion of regional and cultural unity of their people. In their opinion, the only socio-cultural group in the North that bears resemblance to the two southern cultural associations was the Arewa Consultative Forum (ACF). On the TV show, Mallam Shehu had been taken to task over the meeting held between the Inspector-General of Police (IGP), Mohammed Adamu, and Miyetti Allah. Observers had wondered why the police should be holding what seemed to be a placatory meeting with a group whose members were rated to be among the world’s leading terrorist organisations. It was in response to this puzzle that Mallam Shehu made the comparison with other socio-cultural groups, and also insisted that it was wrong to criminalise Miyetti Allah.

    The presidential spokesman was defensive, so too were the police who characterised their meeting with Miyetti Allah as exploratory of peace and disarmament. Mallam Shehu did not say why neither Afenifere nor Ohanaeze had ever been accused of bearing arms, and di not point at any time when they prevailed upon them to help disarm anybody, militants or otherwise. As the two southern groups argued, they harboured no militants, nor excused violence on the grounds of propagating social, economic or cultural agenda. The mere thought of some herdsmen carrying weapons around the country, and sometimes using them boldly, should have reworked the logic of the presidential spokesman to become wary of defending them, let alone comparing them with other socio-cultural groupings that do not condone the use of arms or excuse violence.

    Mallam Shehu may never successfully defend the police meeting with Miyetti Allah leaders, and is even more unlikely to win the argument of whether it makes sense to compare the cattle breeders’ association with other socio-cultural groups. Both Afenifere and Ohanaeze, not to say a significant number of Nigerians, suspect that the entire security organisation of the country as well as the presidency itself seem defensive of Miyetti Allah. They have not openly endorsed the violence the herdsmen inflict on the country, but they have not, in the view of many, treated the consequent bloodletting with the severity their crimes deserve. They recall how in the past few years top government officials waffled over the violence perpetrated by herdsmen, and how at some incredible and unguarded moments they even blamed the victims who are mostly farming communities. They also recall that nothing has been said or done to reclaim farming communities sacked and occupied by herdsmen, particularly in the Middle Belt.

    It is in those contexts that critics assailed the decision of the law enforcement agencies to hold placatory meetings with leaders of Miyetti Allah, ostensibly to enjoin them to prevail on their members to surrender their arms and allow peace reign. Few Nigerians are fooled. They recognise that the underlying problems engendering herdsmen-farmers conflict are yet to be resolved. In what context, therefore, would armed herdsmen surrender their weapons? By meeting leaders of Miyetti Allah, the police logically acknowledge that armed herdsmen are members of the group. More, the police also seem to acknowledge their impotence in the face of a group described as vicious and terroristic. Yet, neither the police nor Mallam Shehu, nor anyone in government, has come out to explain why the law enforcement agency was conducting exploratory and placatory meetings with leaders of Miyetti Allah. The government has also so far refused to endorse the global categorisation of the group as terroristic, but contradistinctively hastily categorised the Indigenous People of Biafra (IPOB) as terroristic.

    Critics were not just flailing at the police and Mallam Shehu for merely seeming to be defensive of Miyetti Allah; they were in fact quarrelling with what they suspected to be a discriminatory approach to law enforcement in Nigeria, a discrimination they consider ethnically, rather than issues, inspired. They are shocked that the federal government hastily labelled IPOB as a terrorist organisation, though the group carried no arms and murdered no one, while resisting the world labelling Nigerian herdsmen as the fourth most vicious terrorist organisation. Nigerians also recall that years ago, Kaduna State governor, Nasir el-Rufai, acknowledged that some herdsmen, whom he had located and interviewed, were involved in killings in Nigeria. But rather than seek their prosecution, he confessed that he used taxpayers’ funds to compensate and placate them. Why is Mallam Shehu therefore surprised that he is being pilloried for his unsavoury comparisons, and the police for their timidity, effrontery and tactlessness?

    Mallam Shehu’s defence of Miyetti Allah and the police is futile. Of course, he had no choice but to respond to interviewers’ questions the best and safest way he could. But though his answers lacked logic and believability, they were sadly consistent with the federal governments’ dithering over the issue of violent herdsmen. It is now very unlikely any reporter can get any member of the current government to resolve the herdsmen puzzle in a way that inspires justice and fairness. The officials will all waffle considerably and stubbornly continue to defend the indefensible. More of the kind of embarrassing questions posed to Mallam Shehu will be posed to many more government officials and spokesmen in the foreseeable future, especially as the controversy over armed herdsmen and sacking of farming communities continue. Government officials will expect such hard questions, but the public will hardly be able to make sense of the answers they will get because those answers will remain, for reasons not to hard to understand, fundamentally flawed and skewed.

    For the umpteenth time, it is necessary to draw the attention of the government and its spokesmen to the point that it has become more urgent than ever to find a lasting and just solution to the herdsmen-farmers conflict. Gradually, the country is being sucked into the vortex of bloody skirmishes that spare no one. If the flow of blood is not halted, if sacked communities are not restored to their rightful owners, if a few prominent government officials unwisely continue to take sides, then they will be naive to expect the restoration of peace and development. There are many factors — social, economic, political or climatic — predisposing many groups to violence. Whatever the factors are, it is the responsibility of a thinking government to find permanent solutions rather than justifying violence and raking up exculpatory reasons that favour only one side.

    For as long as the crisis of confidence between farmers and herdsmen persists, and the schism between Nigeria’s main ethnic and religious groups ossifies, it will be impossible to free the government of poor judgement and bias or lessen the foul rumours of monetary compensation associated with the meeting between the police and leaders of Miyetti Allah.

  • Presidency dismisses allegation of N100bn gift to Miyetti Allah

    The Presidency has described as an ‘absolute falsehood’ the allegation that the Federal Government gave N100billion to Miyetti Allah, an association of Fulani herders, for ‘dubious reasons’.

    The presidential aide was reacting to comments credited to Ohaneze Ndigbo and Afenifere, who expressed concern about the meeting between the government and Miyetti Allah.

    He said: ” We are pleased that Afenifere and Ohaneze Ndigbo found our insights worthy of attention even when they disagreed with our view that they, as socio-cultural associations, represent same interests as Miyetti Allah, an association of Fulani herders.

  • IGP denies FG offered Miyetti Allah N100bn to stop kidnapping nationwide

    Acting Inspector General (I-G) of Police, Mohammed Adamu, has denied the allegation that the Federal Government offered to pay Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) N100 billion to shun kidnapping in the country.

    Adamu denied the allegation on Tuesday in Abuja while speaking with newsmen shortly after a closed-door session that lasted more than 2 hours at the Senate.

    Following report on social media, the Human Rights Writers Association of Nigeria (HURIWA) had frowned at an alleged plan by the Federal Government to appease MACBAN with N100 billion to set up cattle ranches for their livestock, describing the action as a constitutional crime.

    The I-G said the need for such agreement between the Federal Government and MACBAN did not arise if kidnapping in the country was to be tackled.

    He said that the social media report was the figment of somebody’s imagination framed up to distract attention.

    “There was nothing like that. That information you got was social media information.

    “It has nothing to do… there was no any discussion to that effect.

    “The source of the information, nobody knows; and certainly it is not from government.

    “It is somebody’s imagination that just came up to distract attention,’’ Adamu said.

    On the alleged rape of women suspected to be prostitutes by some police officers in Abuja, the I-G reaffirmed that a panel had already been set up to look into the case.

    He gave an assurance that any of his officers found to be culpable of the offence would not be spared.

    “A panel has been set up to investigate this and any officer caught and proven to have done that will face the law,’’ he stated. (NAN)

  • Miyetti Allah tasks security agencies against killing of members

    Miyetti Allah Cattle Breeders Association (MACBAN)  Bauchi state chapter has called on Security Agencies and Government to tackled the activities of an outlawed group that randomly kills it’s members across the State.

    Alhaji Sadiq Ahmed MACBAN secretary in the state made the call at the funeral of two of the latest victims of the extra-judicial killing in Bauchi on Sunday, urged the security agencies and the government to act fast and protect the people in the state.

    He warned that, if the activities of the group is not tackled, it will get out of hand and will pose a great security threat in the state.

    “If they are attacking people in the rural areas and they are not stopped, they may start attacking people in urban areas,”he warned.

    He raised an alarm over continued killing of Fulanis allegedly by a group carrying out extra-judicial killings in the state.

    He said the group are popularly known as Yan Ba Beli which are being accused of allegedly apprehending and killing of persons across the state.

    He said that, about 10 members of their association gave been killed at various locations within the last two weeks‎.

    Ahmed disclosed that, the latest victims were the former chairman, Miyetti Allah Bauchi local government, Jafaru Shanka‎ and Musa Mokawu both residents of Yolan Bayara, a community few kilometres from Bauchi metropolis.

    The MACBAN Secretary informed that, the two people were allegedly abducted at the Palace of Yakubu Yola, the village Head after they were invited for a meeting.

    He, however, said that their corpses were later recovered in the bush with gunshot ‎and Machete wounds.

    According to him, the killings had been going on unabated in the state as two people were recently killed in Toro, two others in Ganjuwa‎ while another was also abducted at Durum Market and later killed elsewhere and two other persons were also allegedly killed in Ningi local government area of the state.

    He lamented that, despite the reports of atrocities being perpetrated by members of the group, no concrete action is being taken to bring their activities to an end.

    According to him, members of the group operate as if there is no law as they came on Motorcycles to Markets and apprehend their victims which they later kill.

    He said that, they ride in twos or threes on about 100 or 200 Motorcycles invade communities, abduct and kill people in broad daylight without any hindrance.

    Ahmed expressed the desire of the Miyyeti Allah to cooperate with government and security agencies to maintain peace.

    “We are not in support of the call that communities should take laws into their hands, in the name of defending themselves.

    “Those behind recent killings are only out to provoke other sections so they can destabilise the state,” he said.

    ”Our members have been killed across the state, but as leaders, we cannot allow them to avenge.

    DSP Kamal Datti who is the state Police command spokesman said that he is not aware of the incidence.

    Datti said there are reported cases of the activities of the Yan Ba Beli group and the police had been making ‎arrests and many have been taken to Court for prosecution.

  • Group accuses Benue APC of plans to cause mayhem

    The Benue Liberation Front has accused a leader of the All Progressives Congress (APC) in Benue state of plans to cause mayhem.

    Coordinator of the group, Mr Yunum Tyosor, made the allegation in a statement on Wednesday.

    Tyosor, who did not disclose the APC leader, also accused the Inspector General of Police of being part of the plan to cause trouble in the state.

    The statement reads: “There is a thick plot hatched by the leader of All Progressives Congress, APC in Benue State and the Inspector General of Police to cause mayhem in the state.

    “According to our sources, the said APC leader has been holding clandestine meetings with the Police IG to trigger crisis in Benue that can lead to the dissolution of the current democratic structures in the state. This is a desperate last gasp by enemies of the state who have failed in all their previous attempts to remove Governor Samuel Ortom from office.

    “We understand that the APC leader and his group have been heavily mobilized by the Abuja cabal with huge sums of money to prosecute the plot.

    “Part of the evil agenda is to eliminate key members of Peoples Democratic Party, PDP in Benue State before next year’s elections. Our sources further confirmed that the group has already drawn a list of those targeted for elimination.”

    The group called on security agencies to move urgently and decisively to curtail any act capable of breaching the peace in Benue State.

    “We urge President Muhammadu Buhari to immediately sack the Inspector General of Police and replace him with a non-partisan professional who has the capacity to handle the nation’s security. We believe that the Nigerian Police Force has several capable hands to redeem its reputation from the hands of the present failure of IGP who is clearly acting the script of his twin sponsors – Miyetti Allah and APC.

    “We urge security operatives to place the leader of APC in Benue State on close watch and not hesitate to arrest him for questioning.

    “We call on security personnel to urgently dislodge the heavily armed thugs the APC leader has camped near his house at Judges Quarters, Makurdi. Those are the thugs he plans to use to unleash terror on Benue people during next year’s elections.

    “We once again caution political actors who have ulterior motives to shelve such intentions and work for the development of the state.

    “We will resist any attempt to throw Benue into avoidable crisis by any individual or group. Our people have known no peace since the beginning of the year owing to the invasion and killing of innocent persons by armed herdsmen. They will therefore not want to go through the trauma of political unrest,” the statement added.

     

  • Herdsmen plan to kill me – Ortom

    Benue State Governor Samuel said he has received information that there were plans to attack his convoy on his way to Abuja.

    The governor revealed that the attackers plan is to kill his security personnel, kidnap and torture him before subjecting him to the most cruel death .

    He stated that reason behind the plan to kill him is for daring to speak out on the invasion of communities in Benue State and the massive killings.

    Governor Ortom said following the information, he sometimes took chartered flights to Abuja but that such flights have been stopped from landing at the Makurdi airport

    He spoke at an interactive session between the Church, traditional institution and other stakeholders on peaceful elections in 2019, organized by the Makurdi Catholic Diocese.

    The event was held at Pope John Paull II Pastoral Centre in Makurdi.

    Governor Ortom said so far those who are involved in violence such as Miyetti Allah Kautal Hore are not being punished even when they have sponsored large scale violence involving destruction of property arson and killing of about 20,000 people in 19 States of the Federation.

    “If those that perpetuate violence like armed herdsmen, are arrested, prosecuted, jailed or appropriate sanctions applied on them, it will serve as deterrence for those contemplating violence in the future,” he stressed.

    “Nigerians should use the 2019 elections to demand an end to the Fulani herdsmen’s aggravated violence.

    The Federal Government must stem the violence and address the root causes threatening elections from holding in some States, he stated.

    Actors including INEC, the Police, Judges and other State security personnel, neglect or fail in their duties during and after elections, giving room for violence.

    He stated that actors like Non-Governmental Organizations, NGOs, Community Based Organizations, CBOs, labour unions, religious and traditional leaders, social and mass media must not relent in promoting and advocating for peace and community values that will strengthen our national unity.

    According to the Governor, the main threat to peaceful election in 2019 is the incessant and devastating attacks by herdsmen in 14 States.

    The Governor quoted media reports that between January and March 2018, at least 1,351 people were killed by herdsmen, Boko Haram and other forms of insurgencies.

     

  • PDP urges Miyetti Allah leader’s arrest

    The Peoples Democratic Party (PDP) has urged President Muhammadu Buhari to order the arrest of the National Coordinator of Miyetti Allah Cattle Breeders Association in Benue State, Alhaji Garus Gololo.

    Gololo had in an interview published in a national newspaper yesterday, called on Senate President Bukola Saraki to resign or be forced to do so.

    He, however, did not say how the association intended to force Saraki out of office.

    PDP spokesman Kola Ologbondiyan described the outburst of the Miyetti Allah leader as being in tandem with the threats by the leadership of the All Progressives Congress (APC) and “agents of the Buhari presidency” to force Saraki out of office.

    Saying Gololo’s outburst was “ominous and revealing,” he noted that his statement exposed the synergy between the APC and some “troublesome elements”, who were being used to stoke division and create crisis that had resulted in daily bloodletting in parts of the country.

    The statement said: “It is now clear to Nigerians that those fomenting crisis, including bloody clashes in Benue, Taraba, Zamfara, Nassarawa, Plateau, Kaduna, Edo, Borno, Yobe, Enugu, Kogi, Adamawa and other states, have political backers, who want to use them to achieve their unpatriotic quest to subvert our constitution and forcefully take over the National Assembly.

    “Before now, to the majority of Nigerians, the Miyetti Allah has always represented the military wing of the APC and the Buhari presidency. It is incontrovertible that they have now become the fourth arm of the government, which can determine when and how to forcefully remove the number three citizen, the Senate president.

    “It is common knowledge that Mr. President has come under public criticisms on how his body language has condoned the unguarded utterances and actions of these characters.

    “However, in the light of these treasonable and inciting utterances by Miyetti Allah, we demand that President Buhari should within the next 24 hours, order the arrest and begin trial of the leadership of this group; otherwise Nigerians will hold him responsible for the utterances and actions of the Miyetti Allah.

    “PDP is aware that Miyetti Allah does not represent the views and interests of the majority of cattle breeders or even any ethnic group.

    “We, therefore, urge Nigerians to condemn the actions and utterances of these misguided elements, who are being used to attempt a constitutional breach that portends danger to national cohesion and our hard-earned democracy.”

    The leadership of the Peoples Democratic Party ( PDP ) has called on President Muhammadu Buhari to immediately order the arrest of the National Coordinator of Miyetti Allah Cattle Breeders Association in Benue State, Alhaji Garus Gololo.

    “We therefore urge all good spirited Nigerians to rise in condemnation of the actions and utterances of these misguided elements, who are being used to attempt a constitutional breach that portends grave danger to national cohesion and our hard earned democracy”.

  • Ohanaeze berates IPOB over conditions for peace

    The apex Igbo cultural organization, Ohanaeze Ndigbo, has described as spurious, mendacious and the height of blackmail for the Indigenous Peoples of Biafra (IPOB), to outline what it called the preconditions for peace between it and Ohanaeze Ndigbo.

    In a press release, the Special Adviser to the President General of Ohanaeze Ndigbo on Media and Publicity, Chief Emeka Attamah, regretted that after all Ohanaeze was doing to advance the interest of Ndigbo, IPOB was still recalcitrant and refused to allow peace which is a sine qua non for progress and the achievement of self-determination for Ndigbo.

    The release said that the press hype IPOB was engaging in as preconditions for reaching a peaceful coexistence with Ohanaeze Ndigbo was most unfortunate, especially after the efforts done by the President General to challenge the Federal Government on all wrongs done to IPOB.

    Attamah recalled that at his inauguration on the 11th of January 2017, Chief Nwodo had, in defiance of the obvious hatred and animosity of the federal government towards IPOB, stated that both IPOB and MASSOB were his children and that he would not abandon them because their cause was his cause.

    The President General was explicit then that there are two approaches to any struggle: violence or dialogue and that he preferred dialogue.

    The release further said that at all the peace meetings Ohanaeze had held with IPOB, Chief Nwodo had always explained that the apex body had nothing to do with the proscription of IPOB by the federal government.

    “On the contrary, Chief Nwodo had confronted the GOC of 82 Division of the Nigerian Army, Enugu to carry out investigation and trial of soldiers who went outside the rules of engagement in the killing of members of IPOB during the Operation Python Dance.”

    The release said that when IPOB was proscribed, Ohanaeze again challenged the Attorney General of the federation to show cause why IPOB, a harmless and an unarmed pressure group, could be proscribed while Miyetti Allah, the umbrella body of the killer Fulani herdsmen was being romanced by the same federal government.

    Attamah stated that Ohanaeze Ndigbo had restrained itself from engaging in a press war with IPOB because as Chief Nwodo always says,  a father should not quarrel with his children in the public, but that the truth is palpably in the public domain.

    He said that this is why all the vituperation being poured on Chief Nwodo by IPOB both on the pages of newspapers and through text messages to his phones had not elicited any challenge from Ohanaeze Ndigbo.

    The release advised IPOB to see the two demands by IPOB for a referendum or State of Biafra and that of restructuring by Ohanaeze as efforts towards achieving the same objective of self-determination, but that under the present situation, restructuring was preferable as it precludes bloodshed.

    Attamah regretted that now that Chief Nwodo has been able to galvanize Ndigbo and, indeed, the South-South, South-West, Middle-Belt and some parts of the North to embrace restructuring to ensure equity and fairness for all the federating units in the country, IPOB is rather distracting Ohanaeze from giving Ndigbo a better place of pride.

    Ohanaeze, therefore, enjoined all well-meaning Igbo sons and daughters to call on IPOB to embrace peace and form a synergy with Ohanaeze to enable Ndigbo achieve a better political and economic space for themselves in the country.
