    On Lagos’ Fitch ratings

    Global leader in credit ratings and research, Fitch Ratings, recently upgraded Lagos State’s national long-term rating to ‘AA+ (nga)’ from ‘AA (nga)’, thus giving the state a stable outlook . Fitch equally confirmed the state’s long-term foreign and local currency Issuer Default Ratings (IDRs) at ‘BB-‘with stable outlooks and its short-term foreign currency IDR at ‘B’. Its N275 billion MTN programme, together with its N57.5 billion and N80 billion bonds, which mature in 2017 and 2019, respectively, were also affirmed at ‘BB-‘ and upgraded to ‘AA+(nga)’ from ‘AA(nga)’. The rating action reflects the following rating drivers and their relative weights: High: Management and Administration: Fitch believes that Lagos management is becoming progressively more sophisticated. Fitch equally rates the state high on debt management, which has improved with longer bond tenures and more loans from development banks.

    The Fitch’s upgrade is a further testimony to the state’s continued firm operating performance, enhanced transparency and renewed efforts towards an increasingly urbane and transparent administration, which is favorable to increasing private sector investments. With a local GDP accounting for 20%-25% of the national GDP, Lagos is a critical driver of Nigeria’s economy. Domestic production is fuelled by its diversified economy as a commercial hub in the country, with service, construction, transport and industry making up 80% of the local economy. Fitch believes that Lagos’ socio-economic indicators will further improve as local GDP growth is expected to out-perform the estimated national GDP growth of 7%-8% in 2014.

    To keen watchers of events in the country, the Lagos’ Fitch ratings do not come as a surprise. Today, Lagos remains a benchmark for budget implementation and performance in the country. The Fashola administration’s first two budgets were particularly indicative of the government’s plan to address infrastructure deficit in the state. In 2008, for instance, the state government budgeted 60.05 percent for capital expenditures and 39.5 percent recurrent expenses while in 2009 capital outlay was 63 percent while recurrent spending was 37 percent. In the 2010 budget, capital and recurrent expenditures stood at a ratio of 59 and 41percent respectively.

    In terms of commitment to budget performance, the state government has also recorded high successes that reflect not less than 70 percent annual budget performance. For instance, in 2012 and 2013, the state’s budget recorded 89 percent and 85 percent performance respectively. The idea of quarterly budget assessment speaks volume of the pro-activeness of the state government as it affords a scientific basis of measuring   performance in a consistent manner while putting pressure on government departments and agencies to meet budgetary targets.

    Recently, the state government announced an 84 percent third quarter budget performance for the 2014 Budget with an 86 percent cumulative or aggregated performance for the first three quarters of the year covering from January to September. However, against the backdrop of the very high targets it set, the cumulative performance, still falls short of government expectation.  Nevertheless, by many measures, the performance is a tough act to follow in West Africa, if not the whole of Africa. The manifestation is quite visible in the increased number of projects embarked upon by government across the state.

    Infrastructure development is critical to achieving human capital development in any society. The economic impact that infrastructure improvement has on nation building cannot be over-emphasised. Considering the statistics that about 85 percent of the people in the world reside in the developing world and transition economies, and with 67 percent of that population below age 35, the need for infrastructure development to support enduring development remains a matter of major concern for all nations of the world.

    Without doubt, Lagos leads in terms of putting in place a concise and precise infrastructure development vision and programme in the country.  It has demonstrated sincere resolve to tackle the power situation in the state through the delivery of embedded power and energy solutions that has led to the completion of three power plants across the state. Similarly, the state is presently implementing six simultaneous transport solutions namely; Mile 12 – Ikorodu, Lekki-Epe, Lagos – Badagry, Lagos Light Rail, Lagos Ferry and Lagos Cable Car. In terms of housing provision, the state now delivers 200 Housing Units on a monthly basis with a 10-year mortgage and a maximum interest payment of 9.5 %.

    Out of the 10 Mother and Child Centres, planned for the state by the present administration, six have been completed and are fully operational including the Amuwo-Odofin MCC which recently became operational. Others are located in Ajegunle, Gbaja in Surulere, Ifako-Ijaiye, Isolo and Ikorodu. In agriculture, the state has multiplied increments in agricultural outputs in the area of poultry, vegetable, and agro-processing such as rice and cassava milling, transportation.

    It is instructive to state that a large proportion of the state’s infrastructural renewal drive is being financed from Internally Generated Revenue, IGR.  It is common knowledge that, for various reasons, the statutory allocations to states from the federal purse are now dwindling. It is, however, remarkable that the state government has continued to perform its statutory obligations on all fronts, irrespective of declining federal allocations. It is to the state’s credit that the idea and the compelling benefits of paying tax have become a way of life for the people of the state. Through the Lagos experience, it has been proven that, by developing a tax based economy; it is possible for a state to be self-reliant.

    It is in this regards that Lagos is moving along the path of many countries of the world that had recognized that the payment of taxes was the first step to prosperity. It is important to stress that Lagosians are willingly complying with the payment of taxes because government has been able to win their hearts by providing quality public services and spending tax revenues justifiably. This is the best way to build the social contract between citizens and the government. It is, however, important to urge a significant minority of Lagosians in the formal sector who are yet to be persuaded to pay their taxes to come into the tax fold in order to sustain the rising profile of the state, as embedded in the Fitch ratings.

    MTN raises full-year subscriber target as South Africa grows

    MTN Group Ltd. (MTN), Africa’s largest wireless operator, raised its full-year subscriber guidance as growth in its domestic South African market helped offset contraction in its largest market, Nigeria.

    The telco will add 17.5 million net subscribers this year, compared with previous guidance of 17.25 million, its said in a statement yesterday. The carrier’s customer base grew two per cent to 219 million in the three months through September.

    Its Chief Executive Officer Sifiso Dabengwa said: “Performance was impacted by continued aggressive competition and stringent regulatory requirements.  The South African operation delivered an improved performance in the prepaid segment supported by competitive offers while the Nigerian operation faced a challenging regulatory environment resulting in lower-than-expected growth.”

    MTN, which operates in more than 20 countries across the Middle East and Africa including Iran and Syria, is seeking acquisitions. It has overhauled senior management in its fastest-growing markets as it seeks to increase smartphone penetration and boost data revenue outside South Africa, where sales have been under pressure from competitors and regulators.

    In keeping with the brand promise of delivering value to customers, MTN has re-launched its youth-centric offering, iPulse, to meet students’ yearnings for affordable data and voice services.

    Speaking about the re-launched offering, Bayo Adekanmbi, the Chief Marketing Officer of the ICT and telecommunications company, explained, “MTN has now made it easier for students across Nigerian campuses to access data and call services at the most affordable price ever on any network in the country”.

    He specifically mentioned that students in tertiary institutions in all regions can now make calls and surf the internet on their mobile phones at mouth-watering rates with little effect on their wallets.

    According to him, the billing charge per second to any network on any campus in Nigeria is now 11 kobo after the first minute. He added that SMS too is at the lowest rate, besides free megabytes weekly for the group.

    It is also learnt that the offering gives student opportunity to link up with friends on social networking platforms including facebook for free.

    More so, the marketing chief reiterated that these special value added service is possible because the company has adopted campuses in Nigeria as iPulse zones to help the students keep up with global trends and maximise their social connections.     Jumia Nigeria and MTN offer another innovation to connect customers with technology in the Jumia and MTN connectivity week initiative.

    “The connectivity week will bridge the gap between customers offline and the products available on Jumia with uninterrupted gadgets and Internet from MTN in three states beginning from today till Friday,” the Co-CEO, Jumia Nigeria, Nicolas Martin, has said.

    He said customers could look forward to spotting the Jumia and MTN Truck during the connectivity week in Lagos, Oyo and Ogun states.

    MTN said it is offering more value to its subscribers who use the MTN Virtual Top Up (VTU) service, adding that it is giving up to 100 per cent bonus on True Talk and Smooth Talk Plus after every recharge, for as low as N5 up to N200, between 00:30am and 1:59pm daily from Monday to Sunday.

    It explained in a statement that its VTU is a convenient service that enables customers to remotely top up airtime on their mobile phones from any part of the world and enjoy multiple services by dialling *555*PIN# or *888*PIN#.

    The bonus reward is available to customers for the following denominations: N5, N10, N20, N50, N100 and N200. It rewards customers with 100 percent bonus airtime immediately the main account is credited through the use of the MTN VTU 100 percent bonus recharge platform. Subscribers can then enjoy voice calls, SMS and data activities for as low as 40k per second on the bonus airtime while the regular tariff still applies for calls made from the main account.

    Its Sales & Distribution’s Executive, Omatsola Barrow, said: “Giving 100 per cent bonus on every VTU recharge is a way of appreciating our customers for making use of the service, while giving them even more value for money. With the additional bonus airtime, subscribers can make more calls, send SMS and do more data activities at no additional cost to them.”

    Subscribers must however exhaust the airtime in the main account before enjoying the benefits of the bonus account. They will also be unable to perform Share N Sell (Share N Sell is a service that enables a customer dispense airtime credit on his phone to five other beneficiaries of his choice) on both the main and bonus accounts.

    MTN has empowered winners of this year’s MTN Link Forum budding entrepreneurship challenge with N10million.  The presentation took place at the grand finale of its four-city mentorship and career-transforming platform-MTN Link Forum held in Abuja.

    Nwaje Lucky, Akinwole Oludayo, Muhammed Salisu and Ogunlana Olumide emerged the overall winners out of 497 young business professionals that participated in this year’s budding entrepreneurship challenge. Each of the winners received N2.5 million business grants. While 10 participants with the best business ideas were also selected for a fully sponsored trip to the 2014 World Entrepreneurship Forum taking place in Lyon, France.

    MTN LAGOS STREET SOCCER: New street gladiators to emerge in round of 32

    eason seven of the MTN Lagos Street Soccer is set to produce the major contenders for the coveted trophies in the three categories of the soccer tourney as the championship enters its round of 32 this weekend.

    Out of the over one thousand teams across the local government and local council development areas of Lagos State that registered and participated in this year’s edition, 32 teams are set to compete for decisive positions in the knock-out stages of the competition.

    The male categories seem to be most competitive as the trio of defending champions, ABS Street Team, Mosan Okunola LCDA, season 4 winners, Lawal Akapo Street, Apapa and the season 4 runner-up, Ajao Jimoh Street, Igando-Ikotun have all qualified for the round of 32.

    After keenly-contested matches in the round of 64, and impressive show of talents and fierce competition among the participating teams, it is believed that the knock-out stages will be filled with drama, suspense and upsets.

    Speaking about their chances to make it to the finals, Kunle Abioye the chief coach of the defending champions said the team is more prepared than last year when it won the championship.

    “I can say with confidence that we are well-positioned to successfully defend the cup we won last year. Although we understand the challenges, the fact that we also understand the benefits of being a winner has made us to work very hard to ensure that we take the trophy back home,” he declared.

    MTN Lagos Street Soccer is an initiative that provides a veritable platform for youths at the grassroots level to showcase their talents and skills in the game of football and also reward their efforts by empowering them with the necessities to take charge of their future in the game of soccer. The championship is in three categories, male, female and the Under-15.

    MTN World Golfers Nigerian Championship 2014: 23-Year Old student, Ajah wins title

    Sunday Ajah, a 23 year-old secondary school leaver from Aba Golf Course, Abia State has won the major category, 0-5, in this year’ s MTN World Golfers Nigerian Championship which took place at the Ibom Golf Resort, Uyo, Akwa Ibom State over the weekend.

    The former student of Boys Technical College, Aba, who incidentally is one of the youngest players in the tournament, came to the championship as the winner of the Eastern qualifiers. In this edition, Sunday Ajah beat his close rivals in the 0-5 category, Peter Eben-Spiff of Ikoyi Golf Club, Lagos and another young player, Abiodun Oyewoga of Sagamu Golf Club with a net score of 147 to 153 and 162 respectively.

    Also in other categories, Francis Demekaa of Air Assault Club, Port Harcourt, Rivers State, Usenobong Akpabio of Ibom Golf Club, Akwa Ibom State and Angela Uwabor, of Ibori Golf Club, Delta State emerged the winners in the 6-10, 11-15 and 16-20 categories respectively. Babajide Oredugba of Ikeja Golf Club, Lagos State won the 21-25 category. Speaking at the prize presentation, Sunday Ajah said it took the grace of God to emerge the winner in the category. “As you are aware, 0-5 category represents the biggest in the championship, and everybody in this category is equally good and has considerable experience in the game, so it takes God’s grace, consistency and continuous hard work for me to win. I started as a caddy in 2007, I studied through the game and today I am a national champion, I believe it is the grace of God,” he stated.

    Meanwhile, the Chief Executive Officer of MTN, Mike Ikpoki who also played in the 11-15 category, reiterated the company’s commitment  not only to the development of the game in Nigeria, but also as a company that will continue to act as a significant economic enabler, empowering millions of Nigerians and businesses across Nigeria.

    Nokia devises account for 7m smartphones, says MTN

    MTN, Usman Idris of the eight million 3G devices on the network of the  seven million are Nokia devices, its Manager, Data and Device, Usman Idris has said.

    He said:  79 per cent of the devices constitute cash cow for the telco as the fortunes of voice calls diminish paving way for data.

    Speaking during the launch of Lmia 930 in Lagos, Idris said the telco was exploring the option of expanding its channel links to drive revenue for the firm as earnings from voice calls continue to dip.

    He said the partnership the telco had with Microsoft Mobile Devices had worked very well as it has been a win-win situation for both parties, adding that there is more room for partnership.

    According to him, MTN will do more in the open channel space by making its presence felt in Slot, Otigba Market, Ikeja and other such open channels to get closer to the customers.

    Also Managing Director, Microsoft Mobile Devices & Services, Nick Imudia, said the firm partnered with MTN and Mansard Insurance to underscore the premium placed on providing exciting services to customers all the time in the country.

    He said it was not by accident that the three big Ms (Microsoft, MTN and Mansard) were coming together to form a formidable alliance all in the interest of the customers.

    According to him, while MTN will provide data bundle for the new device, Mansard will take care of the insurance aspect which is also covered by Microsoft Devices’ 12 months warranty.

    Project Fame: Another Contestant evicted

    As the competition gets stiffer in the MTN Project Fame Academy, another contestant has been kicked out.

    The evening opened with the contestants’ group performance, a medley of Boyz 2 Men and New Edition hit tracks. To their credit, the evening witnessed a breathtaking blend of vocal prowess and impressive expressions.

    For the week, the contestants with the least number of votes turned out to be Ugo, Flourish, Daniella and Emeka.

    Before the judges, faculty and contestants saved one each among the four, delectable Niniola, the third runner-up in Season 6, lit up the stage with her personal composition, Ibadi.

    Thereafter, the judges gracefully saved Emeka, while the faculty saved Ugo, thereby leaving the contestants with a choice to either save Daniella or Flourish. In the end, they took sides with Daniella, thus bringing to the end Flourish’s sojourn in the competition. Flourish bowed out of the competition, singing Tuface’s Raindrops.

    The past week in the Academy was another eventful one. The contestants, as usual, had tons of lessons to glean from the inestimable members of the faculty.

    However, the highlight of the week was Tuface Idibia’s visit to the Academy.

    It was an absolutely exciting night as Christian opened the floor with his dramatic performance of African Queen; Daniella passionately performed True Love; Shola brought down the house with For Instance and Debbie performed If Love Is a Crime.

    Other performances for the night were Clement with Nfana Ibaga, Ugo rendered Implication and Ruky performed See Me So. Emek also entertained the audience, singing Ihe Neme. And then, Geoffrey wrapped up the individual performance with Only Me.

    Interestingly, Tuface drew the curtains on the night’s show with his amazing renditions.
