  • Oshiomhole’s endorsement: Buhari is entitled to his choice – APC

May shift national convention for Ramadan fast

The All Progressives Congress (APC) said on Wednesday that President Muhammadu Buhari was entitled to his choice of candidate for the National Chairmanship position of the party ahead of the elective national convention slated for May 14 in Abuja, but said the President’s choice may not be binding on the party as he has not foreclosed the possibility of others contesting the position.

The party also said there was the possibility that the timetable for congresses and national convention may be adjusted in view of observations made by some of the governors that the timetable was too tight and made no room for errors.

He said the President merely expressed his opinion to about four or five governors who went to seek his opinion on his choice of candidate for the National Chairmanship position, pointing out that if those governors the President confided in decided to make it public, the president should not be held responsible for that.

Abdullahi said: “What we were told at the meeting was that the President had a meeting with some governors and they asked to know who he wanted to support and I think that he told them his preference. But that has nothing to do with the meeting we had today.”

On whether the NWC will stand with the president, he said: “I don’t think that is a fair question to ask me because you will be asking me for my personal opinion and I am not here to give you my personal opinion. What I can tell you is that Chief Oyegun will make his position known within the next couple of days whether he is going to contest the chairmanship or not.

“The President is a party member and has the right to have his preferences and I don’t get the feeling that he told anyone this is the person you must support. He met with some of the governors who went to ask him and they were actually four governors. I don’t think that the governors that met him on Wednesday to say he told them this were up to five or six.

“So, maybe they probably asked him and because of the relationship he has with them, he told them what his preferences are  and they felt that it was important for them to make this available to the public. I don’t get the feeling that President Buhari called the governors and told them that this is the way you must go.

“Don’t forget that it was this same office that we came to the NEC meeting on the 27th of March and the president said NEC has taken this decision regarding the tenure of party executives across the country and that he has been advised that the position was not consistent with the position of the law and asked the party to take a second look at it. He did not say he has taken a position, so there should be no more conversation.

“The opportunity he gave the party has made us better because that is how we arrived at the position we are discussing now. The consultation he had with these governors was a private conversation. He did not address a press conference to say this is person I want.

“So, if those individuals he confided in felt it was necessary for them to make the position public, I don’t think it is fair for us to hold the president responsible for this. I don’t think he has foreclosed anything or that he has said this is the way everyone must go.”

The APC spokesman who insisted that the issue of who will, contest the party positions was not discussed with the governors said in view of observations made by some of the governors on the timetable prepared by the party for congresses and the national convention, there was the possibility of a review of the dates.

He disclosed that in fixing the timetable for congresses and the National convention, the party was conscious of the forthcoming ramadan fast and did not want any political activity to take place within the month

He said: “the meeting was called to emphasize to the state governors the need to ensure that congresses were held in a very transparent manner and that there are free and fair. We are aware that some governors have been making statements which we believe are giving the impression that we don’t intend to hold congresses in particular states.

“So the meeting was to emphasis to go the governors that we want congresses in a very transparent manner and ensure that the processes are free and fair. One of the major concern of the party at the beginning was that we should do everything possible to avoid rancor that could be generated as a result of the congresses. It was agreed that one of the major ways of avoiding that rancour is to ensure that the congresses are transparent to the majority of the people.

“As you know, the governors are interested in the committee’s that will come to their states to conduct the congresses and we made it clear to them that this is a constitutional matter and the constitution of the APC impose the composition of the committees on the NWC only and that by Friday this week, the list of the congress committee members will be ready.

“There was also observation on the side of the governors about the timetable for the congresses and convention and the observation was that the timetable was too closely packed and that it does not leave much room for errors. The observation was that the timetable as currently constituted was determined because of the Ramadan and we want to be sensitive to the feelings of Muslims who will be fasting during ramadan and we wanted to, as much as possible avoid conducting any political activity during the period of Ramadan.

“There were other observations and so, there is the possibility that the timetable may be reviewed. That is not decided yet, but it was agreed that the NWC will take a second look of the timetable and see the possibility for adjustment because there are other issues.

“If you review the timetable, there is the possibility that all the items on the timetable will be affected. But that is not a decision that has been taken. The only decision that has been taken is that the NWC should take another look at the timetable. It may come back to recommend that the timetable be retained as it is or that the dates be shifted. We don’t think that anyone is making calls for the amendment of the timetable for ulterior motives other than the logistics of it.

Collaborating the party position, Kano state governor, Abdullahi Umar Ganduje said apart from from the issue of the timetable for convention and congresses, the meeting agreed that the zoning will be maintained for the party officers “but the only clause is that they should go and discuss with those governors in charge of the zones where the officers should come from.

“For example, the chairman of the party will have to come from the South south, the secretary from the northeast and all other positions like that. We have resolved all issues amicably. The NWC will have to get back to us in a week’s time.”

Reacting to a statement from the Peoples Democratic Party (PDP) that Buhari was imposing former Edo state governor, Comrade Adams Oshiomhole as chairman of the party, Ganduje’s said “There is no imposition at all. Everybody is free to contest just as everybody is free to hold an opinion on who should lead the party. I don’t think that there is any case of imposition because it is not a guideline and not part of the constitution.

“Just like every other person, Mr President has the right to air his opinion but that does jog mean he should stop any person who will like to contest from contesting. Mr President’s opinion is not constitutional and it is not a non-constitutional opinion as well.

“He just voiced out his thought which will serve as a guideline to some and otherwise to some. The issue of being undemocratic does not even arise. There is what we call guided democracy and we regard what Mr President said as such. If that is what will make the party stable and avoid the fallout after the election like we saw in the PDP, it will be better for us.”

Unlike the usual tradition of making opening remarks, the meeting which started about 2.30 pm and presided over by the National Chairman of the party, Chief John Odigie Oyegun began without any opening remark.

Governors Rochas Okorocha (Imo), Rotimi Akeredolu (Ondo), Nasir el-Rufai (Kaduna), Abdullahi Umar Gabduje (Kano), Ibikunle Amosun (Ogun), Raul Aregbesola (Osun), Sani Bello (Niger), Godwin Obaseki (Edo), Badaru Abubakar (Jigawa), Ibrahim Gaidam (Yobe), Tanko Almakura (Nasarawa), Abiola Ajimobi (Oyo) and Abdulaziz Yari (Zamfara). The governors of Kwara and Katsina were represented by their deputies.

Governors of Lagos, Plateau, Benue, Kogi, Adamawa, Borno, Bauchi, Sokoto and Kebbi were absent at the meeting and were not represented.

  • SENATE summons Buhari over incessant herders’ attacks.

The house of representatives has summoned President Muhammadu Buhari over the incessant killings by herdsmen in the country.

The president was summoned during plenary on Wednesday.

The lawmakers asked the president to appear before them and give a briefing on the security situation in the country.

However, they did not state when the president is expected to appear. The lawmakers also passed a vote of no confidence on service chiefs for failing to stop the killings.

They also resolved to “shut down” for three legislative days to protest the killings.

These resolutions followed a motion raised by Mark Gbillah from Benue on the recent reprisal attack on a community in the state by soldiers over the death of their colleague.

In the course of deliberations on the motion, Bashir Baballe from Kano state moved an amendment that Buhari should be summoned over the killings, a prayer that was unanimously adopted by the house.

Most of the lawmakers who spoke said the crises in the country are caused by Buhari’s “failure” to compel the service chiefs to live up to expectations.

Aliyu Magaji from Jigawa state said: “The service chiefs must go. It is enough. I’m from the APC but this has gone beyond sentiments. It is a very terrible thing that is happening. People are being killed on a daily basis.”

Edward Pwajok from Plateau state said Nigeria is gradually becoming a “failed state.”

He said: “We seem to be laying the foundation for Nigeria to be declared a failed state. If we are not able to act to nip this matter in the bud, international agencies have to come in.

“Almost everyday, we move motions relating to killings in this house. Is it that we are just coming to lament for the sake of it or what? The time has come for leaders of the national assembly to sit down with Buhari and summon the security chiefs and interrogate them on these issues.”

“The Buhari we have today is not Buhari of 1984. It is time for the president to go. He promised change when he was elected but nothing has happened,” he added.

It should be recalled that last week, a House of Representatives panel summoned Vice-President Yemi Osinbajo over the suspension of some directors at the National Emergency Management Agency (NEMA).

Osinbajo is the chairman of NEMA board.

  • Dogara expresses reservation over security agencies’ inaction

    …cautions Judiciary over shielding culprits

Speaker of the House of Representatives, Yakubu Dogara has faulted the reaction of security agencies in the stealing of the mace at the Senate.

He said the silence of the security agencies on the issue speaks volume, while adding that the incidence would have led to mass resignation in some other climes.

He also warned the judiciary against restricting the police from performing its duty on the arrest of culprits.

The House has consequently resolved to set-up a committee that will collaborate with a similar committee in the Senate to investigate the immediate and remote causes of the attack.

Saying that the invasion of the National Assembly by the hoodlums has exposed failure of security agencies, he added, “If it had happened in other climes, heads would have rolled. Security chief would have resigned on their own, without any prompting.

“An attack on the National Assembly is an attack on Buhari’s government. It is the failure of security agencies and it is the failure of their commanders.

“That we have not received any communication from the security agencies speaks a volume”.

Dogara did not spare some of his colleagues in the Upper Chamber for the roles they played in the incidence while condemning the formation of support group for President Muhammadu Buhari.

According to him, the parliament is bounded by rules, and there is no group of parliamentarians that should protect anyone in the executive.

He said: “Lawamakers who want to protect the President are going against the constitutional design of the parliament.

“There is need for us to add our voice to this matter so that the public will know where we stand. There is no amount of anger that should lead a member to procure touts to come and carry out a treasonous offence on the”.

To the judiciary, Dogara cautioned it over restricting the police from arresting the alleged culprits, saying such action may strengthen a bad presence in the polity.

“If this precedence is sustained, the thugs may one day attack the courts premises. We don’t have to wait for the courts or the Villa to be attack. The National Assembly is better secured than the courts,” he stated.

Nonetheless, the National Assembly would not allow touts to disrupts its activities or terrorise its members, he noted, saying, “The National Assembly is no a place for anarchy, monsters, terrorists.

“We cannot allow terrorists to terrorize the us. Anyone who call himself a democrats can never be defended by touts, a democrat is defended by the truth”.

  • Reps mull impeachment proceeding against Buhari over $496m military equipment spending

The spending $496m without parliamentary approval has pitched President Muhammadu Buhari against the House of Representatives with most members calling for the impeachment of the President.

Following the reading of President Buhari’s request in a letter by Speaker  Yakubu Dogara at Tuesday’s plenary informing the House that $496m had been spent for the procurement of military aircraft  from the United State of America(USA), lawmakers could not hide their disdain for what they called breach of the constitution by the President.

According to Buhari, the expenditure was made in anticipation that the Green Chamber would approve it, as part of the 2018 Appropriation Bill, currently before the National Assembly.

The letter titled ‘Supplementary input into the 2018 Appropriation Bill: Purchase of Super Tucano Aircraft from the United States Government, dated April 13, 2018 reads in part: “In the expectation that the National Assembly would have no objection to the purchase of this highly specialized aircraft, which is critical to national security, I granted anticipatory approval for the release of US$496,374,470.00. This was paid directly to the Treasury of the United States Government.

“I am therefore writing, seeking approval of this House for the sum of US$496,374,470.00( equivalent to N151,394,421,335.00)to be included in the 2018 Appropriation Bill, which the National Assembly is currently finalizing…”

Kingsley Chinda, (PDP, Rivers) in a a point of order said the President’s action was an infraction against the 1999 Constitution( as amended) that should  not be treated with levity.

Saying that an impeachment proceedings should be initiated against President Buhari, he added, “There is no where in our law that talked about anticipatory approval. We cannot seat down  and allow this to take place.

“You are talking about anticipatory approval, is this House a rubber stamp? It is an impeachable offence. There is no infraction that  is worse than this. Let us not continue to sleep.

“I propose that we commence impeachment on Mr President”.

Sunday Karimi (PDP, Kogi) said the President should be ready to face the consequences of impeachment, “This is the time to tell the President  that we have been elected to serve our people.

“There  is need for this house to reply him and tell him that he has breached  the constitution and should be ready to face the consequence,” he added.

Sergius Ogun (PDP, Edo) said “Chuba Okadigbo was impeached for anticipatory approval. We are not a lame duck House”.

Deputy Minority Leader, Chukwuka Onyeama (PDP, Anambra) said:  “It has been established that there’s a breach of the constitution. What we should be talking about now is to reply the Executive.”

However, the Chairman, House Committee, Emmanuel Orker-Jev  (APC, Benue) said the President’s letter must go through second reading as stipulated by the House rules but he was greeted with disapproving shouts of no.

Also, Aliyu Sani Madakian APC, Kano) said  House rules should not be applied on the matter as Section 1 of the constitution provides that the constitution shall be binding on everybody, and that any other law inconsistent with it is null and void.

Deputy Majority Whip, Pally Iriase (APC, Edo) expressed the view that two wrongs could not make a right while Mohammed Tahir Monguno (APC, Borno) said: “I concur with the submissions of the chairman rules and business. It is the same constitution that gives us the right to come up with our rules.”

However, Speaker Yakubu Dogara ruled that the House would go by its rules and the letter would go to second reading before a decision is taken on it.
