Ekwueme is alive, responding to treatment – Hospital

Contrary to the rumoured death of former Vice President Alex Ekwueme in the social media, an official of Memfys Neurological Hospital, Enugu, and his younger brother have debunked the report.

An official of the hospital who on condition of anonymity in Enugu on Tuesday said that ”Ekwueme is still in Memfys Hospital.

“Former Vice President, Dr. Alex Ekwueme, is alive, stable and responding to treatment.’’

The official further said that Ekwueme was receiving the best attention from the hospital.

The official maintained that though the hospital would not give out information about its patients, “the rumour that he is dead is false.

“He is recovering and doing well; people should not spread false information.

“The family members are always here,” the official said.

Similarly, Igwe Laz Ekwueme, the traditional ruler of Oko community in Orumba North Local Government of Anambra, corroborated the hospital’s position.

The traditional ruler, who is also the younger brother of the former Vice President, said in a telephone interview in Awka on Tuesday that people had bored the family with phone calls.

“You people should stop disturbing me with all these calls. Ekwueme is alive and recovering, please,” he said.

It would be recalled that barely a week ago, Ekwueme was admitted at the Intensive Care Unit of Memfys Hospital for Neurosurgery, Enugu.

Due to his critical condition, President Muhammadu Buhari gave approval for his treatment abroad.

Meanwhile, the family has described the rumour of his death as “wicked”.

FG saves N24.7bn from TSA, IPPIS/BVN monthly – Buhari

President Muhammadu Buhari says Federal Government’s leveraging on Information and Communication Technology ( ICT ) and the enforcement of Bank Verification Number ( BVN ) has saved the nation of N24.7 billion monthly.

The president disclosed this when he declared open the 2017 eNigeria Conference, organised by National Information Technology Development Agency ( NITDA ) at the International Conference Centre, Abuja, on Tuesday.

The president also revealed that the implementation of the Integrated Payroll and Personnel Information System ( IPPIS ) and Bank Verification Number (BVN) had eliminated ghost workers and reduced waste, thereby saving the nation N20 billion monthly.

He said that the consolidation of 20,000 accounts had saved the nation N4.7 billion.

According to him, the TSA policy has also facilitated transparency, accountability and ease of transactions and payments between government and businesses as well as government and citizens.

“We have done a lot to transform our government, especially in the areas of strategy, policies and digital infrastructure investments.

“You may recall that on assumption of office, we enforced the policy on Treasury Single Account (TSA). Today, we are all witnesses to the impact it has made on our financial management.

“We have so far consolidated over 20,000 accounts, resulting into about N4.7 billion monthly savings.

“In addition, the policy facilitated transparency, accountability and ease of transactions and payments between government and businesses as well as government and citizens.

“Another initiative leveraging on ICT and making huge impact on the economy is the introduction of the Integrated Payroll and Personnel Information System (IPPIS) and Bank Verification Number (BVN).

“Its implementation has helped to eliminate the menace of ghost workers, thereby reducing waste in the system by saving government over N20 billion monthly.

President Buhari described his presence at the event as a demonstration of his commitment and strong belief in using ICT as a major driver of developmental governance and economic reform plans aimed at bringing about the true CHANGE his administration promised Nigerians.

According to him, ICT is strategic in driving productivity and efficiency in all sectors of the economy.

He noted that currently, almost all sectors of the nation’s economy leverage on ICT to increase efficiency, productivity and performance.

President Buhari commended NITDA’s efforts on fostering the patronage of indigenous IT products and services through continuous engagement with indigenous OEMs, relevant stakeholders and other laudable initiatives.

He observed that ICT played a pivotal role with agencies of government such as the Corporate Affairs Commission ( CAC ), Federal Inland Revenue Service ( FIRS ) and the Nigeria Immigration Service ( NIS ).

He stated that the affected agencies had leaned on ICT in improving public service delivery in an efficient and transparent manner.

“So far, 31 reforms have been completed by the council and these reforms are already making noticeable impact on our economic diversification efforts.

“The Agency’s efforts at enforcing Federal Government’s directive on ensuring that all ICT projects in the country are cleared by it before implementation are highly commendable.

“These efforts will ensure that government’s ICT procurement is transparent.

“It is aligned with government’s IT-shared vision and policy, save costs through promotion of shared services, avoid duplication, ensure compatibility of IT systems, thereby improving efficiency across government and enforce the patronage of indigenous companies.’’

The president expressed the hope that the conference would come up with practical, viable solutions and recommendations to further develop local content in ICT as well as how it could best regulate the deployment and use of ICT systems to foster a digital economy in Nigeria.

The president used the opportunity of the conference to express displeasure over refusal of some heads of government’s ministries, agencies and departments to wear the Armed Forces Remembrance Emblem.

He noted that very few of dignitaries at the conference wore the 2018 Armed Forces Remembrance Day emblem, which he inaugurated on Wednesday.

He urged all heads of ministries, departments and agencies to wear the emblem with pride, to encourage the legionnaires as well as families of those who paid the supreme price for the unity of the nation.

Buhari said the emblem launch was a worthy tradition of recognizing and appreciating the sacrifices of the veterans in the First and Second World Wars, Nigerian Civil War and Peace Support Operations around the world.

The three-day conference has as theme: “Fostering Digital Economy through Local Content Development and Effective Regulations.”

NDLEA Destroys 54,244, 639kg of illicit drugs worth N10b in Kano

The National Drug Law Enforcement Agency ( NDLEA ) yesterday in Kano destroyed over 54, 244, 639kg of assorted narcotic drugs worth over N10 billion.
Speaking during a brief ceremony witnessed by Kano state Governor, Dr. Abdullahi Umar Ganduje, the state NDLEA chairman and Chief Executive, Col. Muhammad Mustapha Abdallah (rtd) raised the alarm over the high rate of Nigerian youths and women engaging in drug abuse and trafficking.
According to him, the future of our youths should be paramount and from indication, with the involvement of them in drugs, the Federal Government must take immediate action to redeem their future and also tackle the menace of drug abuse.
He added that, “in as much as the tonnage of the seized drugs for destruction today is a clear indication of a good performance by NDLEA, for 54.244 metric tons of drugs to be intercepted from a particular state in no such a long period of time is of unacceptable magnitude and quiet worrisome. It speaks of the extent and prevalence of these deadly substances in the state.”
Giving details of the seizure, the NDLEA state Commander, Hamza Umar said it was a collective efforts of the state Command and the Malam Aminu Kano International Airport ( MAKIA ), NDLEA Command.
According to him, “to fully appreciate the abnormality and magnitude of the problem, the two Commands within the last three years (2015-2017) made a total seizure of 12, 314, 3211 in 2016 and in 2017,  47, 12, 314, 3211KG from January to date, 14, 99, 424kg seizure was made as you can see the analysis of what we are burning today.”

Umar also hailed the effort of the Joint Task Force that involved all the security agencies would not have worked positively without Ganduje’s moral and financial support, adding that the operational vehicles of the Command were mostly donation from Kano state Government.
The NDLEA boss also used the opportunity to appeal to Governor Ganduje to facilitate the completion of rehabilitation centre which he said when completed will help in discouraging youths against the dangers of drug abuse.
In his address, Governor Ganduje promised continuous support to NDLEA, just as he thanked Kano people, particularly the  Kano Concerned Citizens for their effort in curbing the menace of drug abuse among youths in the state.

He added that apart from donating operational vehicles to NDLEA, his administration has continued to support the agency financially and otherwise, including the creation of a Special Taskforce that is aiding the agency in the fight against drug abuse.
In his speech, the Special Assistant to President Muhammadu Buhari on Youths and Students Affairs, Nasiru Adhama, regretted that crimes committed by youths are mostly caused by drug abuse.
He advocated for more funding to the NDLEA, pointing out that, “how can the NDLEA fight drugs trafficking with meager Capital Budget of N127 million and total overhead of N393 million in 2017?”

Minister updates Buhari on NDDC, ongoing projects, others

The Minister of Niger Delta Affairs, Mr Usani Uguru Usani on Monday in Abuja updated President Muhammadu Buhari on the activities at the Niger Delta Development Commission ( NDDC ).

He made this known while speaking to State House correspondents.

“For a while, he has not been round and their things he needed to know from me.

“So, I had to brief him on issues pertaining to the ministry, the projects that are going and other anthropogenic issues that have to do with the general matters concerning the Niger Delta region especially, at the throw up of some of the concerns bothering on who is right to speak for, who not right to speak for, and then the issues of the Niger Delta Development Commission.

“All these occupied our discussion with the President today.’’

On the recent threat by Niger Delta Avengers to resume attacks on oil installations, the minister stated that the issue was not discussed during his meeting with the president.

He, however, maintained that the Federal Government would continue to dialogue with all aggrieved groups in the Niger Delta region with a view to ensuring peace and stability in the country.

“Well, we haven’t discussed the Avengers per se. But, the President has always shown indication that whatever we need to and can do to sustain peace in the region, we would continue to do it.

“And of course, the benefit of that, you are aware that the Vice President has been chairing the committee that handles the issues they are raising.

“And so, while that goes on operationally, the President just needs to be briefed on our efforts though we know that the Vice President is briefing him from time to time but per se, the Avengers issues was not discussed.

“On a general note, it is understood that we have to be engaged to be able to sustain the peace that prevailed for a while,’’ he added.

The minister described the slow pace of work on the East West road project as unfortunate.

He said: “But we all have to appreciate one thing. Such physical infrastructure don’t decay over night and so the neglect has continually put continues liability on us.

“Yes, it’s true that I met with the contractors, appealed to them to go back to site, we have also been very conscientious in releasing funds.’’

  • Nigeria truly on path to free, fair elections in 2019, says Presidency

Nigeria truly on path to free, fair elections in 2019, says Presidency

*2019 elections will be free, fair, says Presidency

The Presidency on Monday noted that the United Nation’s prediction that 2019 elections in Nigeria will be credible and violent free is another indication of the world’s confidence in Nigeria’s current administration.

Speaking to journalists in Abuja on Monday, a day after a United Nations representative made the prediction in a Channels TV interview, Garba Shehu, Senior Special Assistant to the President on Media and Publicity, expressed pleasure at the world body’s accurate observation of the trends in President Buhari’s government, which could only lead down the path of free and fair elections come 2019.

He said “The Buhari government doesn’t believe in cheap propaganda. It’s not about responding to the attacks, false allegations and insinuations of the PDP or of the still very active media machinery of the previous government.

“We believe in taking active steps to ensure that the future of Nigeria is better than it is today and we are glad to see that the United Nations has acknowledged this.” he added

During the Channels TV interview, Head of UN Office for West Africa, Dr Mohammed Ibn Chambers, had pointed out the credible and peaceful local elections that have so far taken place in different states across Nigeria, and used this as one of the indices to judge what to expect for the presidential elections in 2019.

“Under the government of President Buhari, a number of credible elections have been conducted in states and local governments across Nigeria and, so far, there has been no cause for fear or worry,” the SSA Media said.

He added that the 2015 elections which saw the historic election of President Buhari – the first time in Nigeria and one of the rare occasions in Africa when an incumbent was soundly defeated in an election – were credible simply because of the presence and diligence of Professor Attahiru Jega.

“At one of its meetings, the Council of States last year put on record the appreciation of the nation for the conduct of the 2015 elections and commended the leadership of Professor Attahiru Jega as Chairman of the Commission for bringing that about.

“In addition to the steadfastness of the INEC, the ECOWAS, AU, EU, UN and other international bodies also had to be on guard to ensure that there was no opportunity for the kind of foolishness we saw at the INEC collation center from people in the circle of power to flourish,” Malam Garba said.

“But, in 2019, the international community will have nothing to fear, and I am happy that the UN can already sense that several months in advance.”  he said

  • SGF to Saraki: I’ve come to extend hand of friendship to Senate

SGF to Saraki: I’ve come to extend hand of friendship to Senate

The newly appointed Secretary to the Government of the Federation ( SGF ) Boss Mustapha, on sunday assured Senate President, Abubakar Bukola Saraki, of the full cooperation of the Presidency with the National Assembly.

Mustapha who paid a courtesy visit to Saraki in his office at the National Assembly, told the Senate President that he was in his office to extend hand of friendship and to solicit the support and cooperation of the National Assembly to ensure the smooth running of government.

The SGF noted that the Presidency is not in competition with the National Assembly especially when it was realized that the duties of the two arms of government are specified by the constitution.

He said that the two arms are joint partners in governmental enterprise and should work to complement each other.

Mustapha said, “Let me start by thanking the President of the Senate and the Principal Officers of the Senate for graciously receiving me and the team of Permanent Secretaries that have accompanied me on this trip this very afternoon.

He assured that he would work to ensure that “the National Assembly receives that cooperation because jointly if we work together, whatever has been lost in the past we can quickly redeem and recover and make progress so that by the time the first four-year mandate that we received comes to an end we can show on our scorecard that these were the promises we made.”

“We are here sir, on a courtesy call to truly thank you personally for taking out time to attend my swearing-in ceremony as the Secretary to the Government of the Federation and to also convey the gratitude of the President of the Federal Republic of Nigeria, President Muhammadu Buhari and the entirety of the government on the able leadership that you have given the National Assembly as a whole.

“Let me put it on record that your leadership has helped tremendously in stabilizing the polity and also given the purposeful direction that we require at the Presidency to ensure that we deliver on the promises that we made to the Nigeria people when we sought for their mandate in 2015.

“You ran for the Senate in your constituency in Kwara State, but I remember vividly serving as the Director, Contact and Mobilization of the Campaign, that you were all over the place campaigning to ensure that President Muhammadu Buhari won the election and we did win decisively.

“So, sir, thank you so much for what you have done to ensure the APC’s victory. After your emergence as the Chairman of the National Assembly and also the President of the Senate, you have provided the kind of leadership that is required, as I said, to stabilize the polity.

“Nigeria as a nation has been going through some storms that we inherited but because of your able leadership and your colleagues in the Senate and House of Representatives, we have stabilized this process to a large extent.

“Going forward sir, I bring, like I said, the greetings of the Presidency because as the Secretary to the Government, my responsibility is to coordinate the implementation of government policies and to ensure that these policies are synergized in such a manner that we would be able to deliver to the people of Nigeria the good things of life which they rightly deserve.

“In doing that, I will not be able to succeed in that task if I do not get the cooperation of the National Assembly and that is why I am here today to extend the hand of friendship and to solicit for the cooperation of the National Assembly because our constitution is very explicit when it comes to the principle of Separation of Powers.

“The role of the National Assembly is quite distinct. You (National Assembly) legislate for the good governance of the Federation; you provide oversight and you also ensure that funds that are appropriated are used judiciously for the purposes they are meant and for the benefit of the people of Nigeria.

“So your responsibility is so enormous in this enterprise. I will say this and I will say it quite frankly sir, we are not in competition with the National Assembly. We are not rivals with the National Assembly. We are joint partners in this enterprise.

“If the National Assembly does not cooperate with the Presidency, I am not very sure we will be able to achieve the desired result that we want to see given the mandate that we have freely received from the people of Nigeria.

“So, this is basically to come and assure you that in every area that you are soliciting for the cooperation of the Presidency, being the Secretary to the Government, I would ensure that the National Assembly receives that cooperation because jointly if we work together, whatever has been lost in the past we can quickly redeem and recover and make progress so that by the time the first four-year mandate that we received comes to an end we can show on our scorecard that these were the promises we made.

“Mr. President is passionate about the three-pronged approach that he has brought to government. One, to fight for the security of the country and defeat insurgency in every part of this country. Two, to diversify the economy and thirdly, to fight corruption and ensure, in his very common parlance, if we do not kill corruption, corruption will kill Nigeria.

“ So, it is on these three-pronged approach that he has said that I can tell you that none of these three-pronged approach can be achieved if we do not receive the support of the National Assembly particularly now the Senate.

“We can’t diversify the economy because that would mean that Bills will have to come to the National Assembly which will be debated and eventually returned to him for assent.

    Read:Meet new SGF Boss Mustapha

“We can’t fight corruption if we do not have an institutional framework which is strengthened in every ramification to ensure that corruption is dealt with because it is a big menace that has constituted a source of embarrassment to the people of this country and we can’t fight insurgency unless we put apparatuses on ground that in all ramification requires the support of the National Assembly and for that reason sir, we will continue to solicit for your support.

“We will continue to knock on your door and I believe that with your able leadership, you will be able to convince your colleagues that at every given time, whenever we require to see your hand intervening in certain areas that will assist the government move forward we will receive that. Thank you so much sir, in spite of your very tight schedule, you have received me and the Committee of my Permanent Secretaries that have come. I wish you a successful tenure, like you have always wished me and I believe at the end of the day, we will have every cause to rejoice because Nigerians would have received, like I always say, the good things of life which they rightly deserve.”

Saraki described the visit of the SGF as a new phase of cooperation between the Executive and the Legislature.

He said, “Let me on behalf of my colleagues welcome you to the Senate and let me thank you for your visit..

‘I think your visit is very symbolic. It is truly a new phase of cooperation between the Executive and the Legislature and a good omen for our democracy and for our government.

‘I got the notice rather short but it was important that we meet. Your visit truly shows your intention of ensuring that you use your period as SGF to ensure that we truly work together to make Nigeria great.

‘You are very right and I think people like us are not surprised because we know your antecedents. You know that in the presidential system that we are running in this democracy, it is not possible for us to be able to achieve all our goals if the Executive and Legislature do not have – not just an okay relationship – a fantastic and very close relationship.

“And what you have done this afternoon has really brought that closer and I am sure that all my colleagues are going to appreciate that on the floor tomorrow when I communicate this to them.

“Truly, you have started on a very good note and I congratulate you. Thank you for all your kind words when you talked about some of the work we have done in the past together in bringing the government together and we will continue to work together to ensure that we deliver on our promises.

“As you said, the constitution is very clear on what our responsibilities are. You did not write it and I did not write it, neither did any of us in the National Assembly today but we have all sworn to it and we must continue to ensure that we work with it and we work for the interest of Nigeria..

“Let me assure you that being the first SGF that we have received here, you will definitely get our cooperation and this will definitely be a new page and we will do all our best to ensure that whatever the issues are before you, we will act to see how best we can to resolve them and work together. I thank you for coming.”

Gov Ishaku lauds FG on 3,050mw Mambilla Hydro-Power

Gov. Darius Ishaku of Taraba has lauded President Muhammadu Buhari for ensuring the commencement of work on the 3,050 megawatts Mambilla Hydro Electric Power Plant at Gembu in Taraba.

The governor made the commendation on Monday after a closed door meeting with Buhari in the Presidential Villa, Abuja.

The Federal Executive Council ( FEC ) had on Aug, 30 approved 5.792 billion dollars (about N1.140 trillion) for the construction of the plant 45 years after its conception.

The Minister of Power, Works and Housing, Babatunde Fashola, who disclosed this while addressing State House correspondents, said the idea for the project was conceived since 1972.

“Several efforts had been made to bring it to reality but I’m happy to announce that this government approved the contract today to joint ventures of Chinese Civil and Engineering company for the engineering and turn-key contract, including civil and electro-mechanical works for 5.792 billion dollar.’’

The governor thanked the President for approving the immediate commencement of work on the plant.

“I thank him very much indeed about the award of Mambilla hydro-power project which is one of the biggest hydro-project in Nigeria.

“It has stayed over 30 years on the drawing board until his regime.

“So, that is a very big feat and I thought I should come and thank him and seek his audience. When next I will come with Taraba people to thank him.

“This is a very good project for the country as a whole, 3,050 megawatts, for those of us who know what a megawatt is, it can do a lot in developing Nigeria,’’ he added.

On the proposed Taraba Anti-Grazing Law, the governor revealed that the law would come into effect by January 2018.

He, however, disclosed that the state government had set up two committees to sensitize farmers and herdsmen on the benefits of the anti-grazing bill.

Ishaku described the bill as advantageous to both the farmers and herdsmen; socially and economically.

“Our own anti-grazing law will come into effect next year January.

“Two panels were set up to sensitize the farmers and the herdsmen so that they both understand the benefits of the anti- grazing bill.

“I still believe for the herdsmen, socially and economically, that is the best thing that will ever happen to them if we can consolidate on that.

“The awareness is improving each day and people are beginning to know that these laws are done in good faith and are done to secure lives and property of the people,’’ he said.

The governor expressed the hope that the bill would be implemented without hindrance.

Ishaku called on the Federal Government to review its decision on the withdrawal of military officers from Taraba so as to enhance security situation in the state.

Buhari receives NABRO Bill for assent

President Muhammadu Buhari has received the National Assembly Budget and Research Office ( NABRO ) Bill for assent yesterday, the chairman of the House of Representatives committee on Legislative Budget and Research, Timothy Golu, has said.

Gold while speaking with reporters yesterday said NABRO will help reduce budget-related controversies during the consideration of the 2018 estimates.

The bill which was sponsored in the Green Chamber by Golu  and some members of his committee, gives NABRO the powers to critically examine annual budgets with a view to streamlining the fiscal documents in an incisive and non-partisan manner.

“The bill establishing NABRO has been transmitted to President Muhammadu Buhari for his assent ahead of the 2018 budget presentation before a joint session of the National Assembly.

“When fully established, NABRO will make the budget consideration process less cumbersome and fast,” the lawmaker said.

According to him, the Executive would collaborate with the Legislature to make annual budgets to be considered within short time through NABRO.

Budget related issues would be a thing of the past when eventually NABRO comes into being, Golu said.

The Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) indicates that the Federal Government is proposing N8.6 trillion for 2018, about 15. Percent higher than that of last year, which was N7.4trn.

President Buhari in a letter last week requested the indulgence of both the Senate and the House to present the budget estimates before a joint session.

NANS gives PTI 24 hours ultimatum to reverse tuition fee increase

The National Association of Nigerian Students ( NANS ) has issued a 24-hour ultimatum to the management, Petroleum Training Institute ( PTI ), Effurun, Delta, to reverse the increase in the school’s tuition fee.

NANS’ President, Mr Chinonso Obasi, in a statement on Monday in Abuja, said that new tuition fee as officially released by the school management was adverse; hence it would be resisted by Nigerian students.

PTI recently released its approved schedule of charges for 2017/2018 academic year with tuition fee of old students increased from N26, 000 to N81, 000 and that of new students from N43, 000 to N91, 000.

Obasi said that though the Nigerian economy was not at its best times, students should not be exploited.

“Four years ago when I graduated in the same institute, the tuition fee was N14, 000 and it is so embarrassing to see a new official fee of N81,000 and N91,000 respectively for old and new students.

“We understand that times are hard and the Nigerian economy is not stable, that notwithstanding, Nigerian students must not be used as a means of increasing internal generated revenue (IGR).

“The Act establishing PTI is exceptionally different from other conventional tertiary institutions in Nigeria.

“ PTI is a special institution whose mandate is to train specialised technicians to meet global competition in the oil and gas industry.’’

He said that foreign training which the Petroleum Technology Development Fund ( PTDF ) and Tertiary Education Trust Fund ( TETFund ), sponsor with millions of dollars could be done by PTI.

Obasi said that NANS would partner with PTI’s management to take advantage of the President Muhammadu Buhari’s anti-corruption strides and tackle the problem of abandoned projects in the institution.

He said that the factors that led to infrastructural decay, lack of adequate training of teachers and poor funding of the institute should be exposed instead of exploiting students.

“NANS urges President Muhammadu Buhari, as the Minister of Petroleum, who supervises PTI to advice the institution’s management to unconditionally reverse the tuition fee schedule within 24hrs or face mass action from NANS,’’ Obasi said.
