    Police has no right to seal any organization, says PCN boss

    The National Commandant, Peace Corps of Nigeria ( PCN ), Amb. Dickson Akoh has said only the court of law has the power to seal any organization and not the police force.

    Akoh described the sealing of the national headquarters of the PCN by the police as injustice.

    He spoke in Abuja while delivering a lecture on creating the new Nigeria through strategic empowerment, at the first anniversary of Shagmus Nigeria Integrated Service limited.

    Akoh lamented that the police sealed the PCN office out of mere allegations adding that the organization is waiting for the court to give judgment soon.

    He said since Nigeria got independence in 1960, the quality of leadership appears to be deteriorating in virtually all spheres of our national life.

    The PCN boss said corruption remains the major problem of Nigeria.

    His words: “As law abiding citizens you know we do not have weapon to fight and we cannot act like thugs and go to the street for protest. We will always seek justice from the judiciary. We have approached the court argument has been made and I do know that adoption has also been made.

    “We are waiting the court to give us a date for judgment to be delivered. We believe that justice will be done and it is our own office we never stole that property. We rented it with our hard earn resources. And I never imagine that on a mere allegation an organization office could be sealed up. The same people that sealed our office are today are making efforts to defend themselves over allegations.

    “It amount to injustice to just seal an office of an organization, it is the court that has the power to seal an office and not an individual initiative. We believe that one day sooner than later justice will be done and we will have the power to return to our office.

    “In creating a New Nigeria through strategic empowerment, we must spare a thought for leadership challenge. If Nigeria of our collective dream is to be realized, then leadership has crucial role to play. Leadership, it must be stressed, is the capacity of someone to lead a group, organization etc. It also means responsibility- having passion for the purpose and the mission of the organization or society one leads.

    Since Nigerian got independence in 1960, the quality of leadership appears to be deteriorating in virtually all spheres of our national life. Several reform programs had been undertaken before the introduction of NEEDS, but the sad aspect of the saga is that society lacks political leadership committed to implementing them.

    It has been established beyond all reasonable doubt that before the advent of the incumbent President Muhammadu Buhari administration, virtually all other Nigerian leaders have been long on preachments, but miserably short in implementation. They are all good in prescribing solutions to the nation’s numerous economic problems, but deficient in providing institutional framework to make it grow.

    “The point must be stressed and even orchestrated that no matter the potency of our desire to achieve this common goal, without the concerted efforts by all stakeholders, especially the Government in the provision of basic infrastructure, including water, electricity, education, transportation and health facilities, our collective dreams cannot be achieved. You will all agree with me that, in spite of the increased economic fortune as a result of crude oil prices in the international market before the sudden drop in oil price, Nigeria is still grouped among the poorest countries in Sub-Sahara Africa, with a very high poverty level with collapsed infrastructures (UNDP, 2009).

    “Though, the neo-liberal oriented reforms represent the government’s robust and bold attempt to reposition the Nigerian economy. The reforms can only be functional when the State fulfills its stakeholder role within the premise of a free market economy. The major obstacles to improving opportunities and capabilities of the poor and reducing their vulnerabilities contained in the reforms remain at the level of Nigeria’s leadership where the political will and ethical considerations seem to be lacking. Going by the reform critique, the reforms substantially benefited only the political class, big business enterprises, rent seekers and a few local small and medium scale entrepreneurs.

    “Nigeria must have focused leadership and stronger State institutions for reforms to significantly reduce poverty and stimulate economic progress. Corruption, poor state of basic infrastructure and weak institutions remains the major deterrents to investment, sustainable growth and improved social welfare.”

    Boko Haram: Gujba returnees record bumper harvests

    The Chairman, Gujba Local Government Council in Yobe, Alhaji Kyari Batarama, said displaced persons who returned to their communities in the area had recorded bumper harvest this cropping season.

    They had earlier fled the area in the wake of the Boko Haram insurgency.

    Batarama disclosed this on Friday in an interview with the News Agency of  Nigeria (NAN) in Buni Yadi.

    “The communities had after their return re-engaged in agricultural production, and the harvests are very good.

    ”They cultivated sorghum, groundnuts, sesame seeds and millet, among other crops,” he said.

    He commended President Muhammadu Buhari for signing into law the North-East Development Commission bill.

    “This will facilitate the resettlement, reconstruction and rehabilitation of people and communities affected by the insurgency,” the chairman said.

    Secession: Channel your grievances through Ohaneze, Igbo leader advises IPOB

    A leader of the Igbo community in Ibadan, Chief Aloy Obi, has advised members of the Independent People of Biafra ( IPOB ) seeking secession of Southeast Nigeria to channel their grievances through the umbrella body of the Igbo people, the Ohaneze Ndigbo.

    Obi, who is the Onyedu Ndigbo of Ibadan land, gave the advice in a statement yesterday.

    The Igbo leader said though it is obvious that Igbo people are not well represented in the administration of President Muhammadu Buhari, IPOB should channel its grievances through Ohaneze which is made up of elders and experienced people who can manage agitation successfully.

    He, however, criticized the Federal Government for classifying the group as a terrorist organization, saying agitation is acceptable in democracy.

    Obi also joined his voice to the call for restructuring of Nigeria. He said the need to restructure the country is sacrosanct, pointing out that the report of the 2014 national conference could serve as a guide for implementing restructuring.

    He, however, insisted that the unity of the country must not be compromised in attempts to restructure the country.

    He explained that a weak centre will be far better than the current strong centre, adding that the success of regionalism in the First Republic is a confirmation of the need to restructure.

    According to him, regionalism allowed the late Chief Obafemi Awolowo to achieve several feats for the development of Western Nigeria.

    Obi also called on the Federal Government to pay more attention to the economy. He said indices of recession are still with Nigerians. He p, therefore, urged the government to embark on projects and policies that will erase the indices of recession.

    Angry Oyo-Ita confronts Kyari in FEC over leaked memo 

    The Head of Service of the Federation, Winifred Oyo-Ita, showed her anger on Wednesday when she reacted in a very unusual manner at the Council Chambers apparently over her leaked memo to President Muhammadu Buhari.

    This happened before the commencement of the weekly Federal Executive Council ( FEC ) meeting at the Presidential Villa, Abuja.

    Her angry reaction was witnessed by all those who were in the Council Chambers for the swearing-in of the new Secretary to the Government or the Federation, Boss Mustapha, and the launch of the 2018 armed forces emblem.

     Many Council members were also in the hall for the Federal Executive Council meeting.

    Vice President Yemi Osinbajo and Chief of Staff to the President Abba Kyari were seen questioning Oyo-Ita, shortly before the commencement of the event which started at 10:55am.

    Oyo-Ita, who has never lost her cool in the public, was seen angrily gesticulating while trying to make her point in what was obviously a heated argument with Kyari.

    The Head of Service went back to her seat and then rose again and headed straight to Osinbajo, who also engaged her in a tête-a-tete over the issue.

    The National Security Adviser, Babagana Monguno, later joined the conversation after which the new Secretary to the Government of the Federation was seen calming the Head of Service.

    She was later asked to return to her seat by the Deputy Chief of Staff Femi Ipaye, when it was now obvious all eyes were fixed on them.

    The drama, which lasted about 10 minutes, was witnessed by Senate President Bukola Saraki, House of Representatives Speaker Yakubu Dogara, Chief of justice of the federation, Walter Onnoghen, the Governor of Adamawa, Jibrila Bindu, All Progressives Congress National Chairman John Odigie-Oyegun, chief of defence staff, service chiefs, Inspector General of Police and other heads of paramilitary service among others.

    A national daily had quoted Oyo-Ita, in the leaked memo, as saying that Buhari was aware of the reinstatement of the former chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

    Oyo-Ita was also quoted to have stated that she had warned the president against the controversial recall of the embattled former pension boss.

    President Buhari had ordered last week the immediate disengagement of former chairman of the Presidential Task Force on Pension Reforms, Abdullahi Abdulrasheed Maina.

    Maina was in 2013 recommended for dismissal by the Federal Civil Service Commission following a recommendation by the Office of the Head of Service.

    In 2012, Maina was accused of leading a massive pension fraud scheme amounting to more than N100 billion.

    He was drafted by the Goodluck Jonathan administration in 2010 to sanitize a corrupt pension system.

    Some Governors of the All Progressives Congress (APC) have thrown their weights behind President Muhammadu Buhari to seek re-election for a second term in office, saying there is no candidate better than the President to fly the party flag in the 2019 Presidential election.

    Speaking in separate interviews with reporters before the commencement of the National Executive Committee meeting of the part in Abuja, the governors said that the belief that President Buhari’s integrity, couple with his performance since 2015 remain unbeatable.

    Plateau state governor, Simon Lalong said that all the governors have agreed to work for the President’s re-election.

    “Concerning the issue of a sole ticket for Mr President, I want to say that if Mr President is performing, well respected and carrying everybody along, all of us have resolved that we will work for him.

    “Do we have any other person that will challenge the President again? Whatever you call it, as far as we are concerned, we have one President and that is the ticket we will fly.

    “I want to assure you that you won’t see a wrangling party after the meeting. From now onwards, it will be a focused governance from Mr President and all the governors from the states. We have all resolved to support Mr President.”

    Also speaking, Nasarawa state governor, Tanko Al-Makura, “For anybody to preempt the consensus opinion of the people is to say the least, not fair to the vision of our party. I can tell you that if there is anything that is clandestine, the President will not honour it, so let wait and see as we embark on these meetings.

    “I believe the consensus and the preponderance of opinion of all party members will be what is good for this country, and we have already known the will of this country, the future of this country as we are now as a country is associated with one person, who is impeccable, who has the greatest amount of integrity that you can find in any human being around, so your guest is as good as mine.”

    Also speaking, Kebbi state governor, Atiku Bagudu said: “the performance of the President in the last two and half years suggest that if he wants to contest, l will certainly support him and l know that our party members feel the same about him.”

    Imo state governor and Chairman of the Progressives Governors Forum said he will only sacrifice his presidential ambition to support the President if he is interested in seeking a second term in office.

    He said: “If Mr president wants to run for election, he will follow all the processes and if he is the person, we will all support him. In APC, there is no imposition of a candidate. If Buhari is running, I will allow that man to continue but if he is not running, I won’t sacrifice my Presidential ambition.

    “Mr President is showing the right leadership and taking the very right steps and there is reconciliation going on even with nobody talking about it. There is the spirit of reconciliation and people understand their role.

    “Our role is to make this party great and we are all trying to do that input own form but importantly the governor have remained the pivot upon which this wheels of change has rotated so far, we have kept this party working and after this meeting our congresses and convention will commence in the early part of next year and all party organs will be strengthened. We are in good mood and high spirits.”

    Senate celebrate sack of former SGF

    The Senate says sack of former Secretary to Government of the Federation, Mr Babachir Lawal, has vindicated its position on investigation carried out by its Ad hoc Committee on Mounting Humanitarian Crisis in the North-East.

    It urged other committees charged with the responsibility of investigating other alleged corrupt matters in the country to expedite action and report to the Senate for further action.

    This followed a Point of Order by the Deputy Leader of the Senate, Sen. Bala Na’Allah, at plenary on Tuesday.

    Quoting Order 43 of the Senate Standing Rule, 2015 as amended, Na’ Allah said efforts by some disgruntled Nigerians to drag the name of the Senate in the mud had been defeated.

    He said: “As a leader, I am proud of this Senate and I believe in the integrity of every senator in this assembly.

    “We cannot claim not to know that between yesterday and today there has been official confirmation of a new SGF and termination of appointment of the former SGF.

    “If we religiously keep to the oath of office taken, those who try to bring down the image of the Senate will continue to watch God vindicate us.

    “The issue surrounding the termination of the appointment of the former SGF emanated from this 8th Senate and today we have been vindicated.

    Also, the issue of Maina emanated from this Senate. Can we now not have the authority to shout a sound of vindication,’’ he said.

    The leader of the Senate said the resolve of the red chamber of the National Assembly to complement the efforts of the Federal Government in the fight against corruption and in defence of the constitution would continue no matter the distraction.

    “Section 80 sub-sections 2b, says the powers conferred on the National Assembly under the provisions of this section are exercisable only for the purpose of enabling it to make laws within its legislative competence.

    “The powers conferred on the National Assembly under the provisions of this section are also exercisable to correct any defects in existing laws and expose corruption or inefficiency.

    “When we started this crusade, the same Nigerians we were fighting for, became gullible and were sponsored to close the gate of the National Assembly in the name of ‘Occupy NASS’.

    “Every conceivable thing was done to bring down the name of this assembly, individually and collectively. In fact, some of us were called names in the social media,’’ he said.

    The lawmaker urged his colleagues to bear in mind that the task before them in the protection of constitution and the laws of the federation was a huge one.

    He expressed his unfettered commitment to the Senate.

    He, however, called for expedited action on other investigations pending before committees of the Senate.

    He urged Nigerians not to fall for any form of manipulation by some unpatriotic Nigerians, adding that “it does them no good to embark on degradation of institutions, especially the national assembly.

    “Those who found wisdom in spending money to spread falsehood to demean the national assembly should know that they are doing no good to the over 170 million Nigerians we represent.

    In his remarks, the President of the Senate, Dr Bukola Saraki, commended President Muhammadu Buhari for heeding to the call of the Senate.

    He said though it was difficult for Nigerians to believe the position of the Senate in the investigation, he was elated that its position was vindicated by the sack of the former SGF.

    “It was a very tough journey ensuring that we continued to defend the integrity of this institution.

    “I want to commend the president for doing what is right.

    “When we started it was more of blackmail but the right thing has been done and we will continue to adhere to our commitment to non-selective fight against corruption.

    “I want to say to Nigerians that as part of our constitutional responsibility to expose corruption, cases and evidences should be brought before us and we assure that we will investigate and expose them.

    “We are not afraid of anyone in doing our job and we have made that clear over time,’’ he said.

    Saraki also called on committees whose investigation in alleged corrupt practices by agencies and individuals were pending to complete investigation and submit their reports.

    Besides, he called on Nigerian youths not to fall gullible to the antics of some corrupt Nigerians, who were bent on using them for their selfish interests.

    The Senate had following investigation by its Ad Hoc Committee on Mounting Humanitarian Crisis in the North-East, headed by Sen. Shehu Sani, called for the resignation and prosecution of the dismissed SGF.

    This followed his alleged complicity in diversion of North-East humanitarian funds.

    Babachir was alleged to have contravened the provisions of Public Procurement Act and the Federal Government Financial Rules and Regulations pertaining to award of contracts.

    President Muhammadu Buhari on Monday met behind closed doors with the Cote d’Ivoire President Alassane Ouattara at the Presidential Villa, Abuja.

    The leaders discussed issues bordering on the situation in Togo, Liberia, among other issues.

    The meeting also deliberated on issues of mutual benefit to the countries.

    Speaking with reporters in the State House, Ouattara said “It is a great honour and privilege to be in Abuja to see my brother and exchange views with him on the bilateral relations between Nigeria and Cote D’Ivore and to see how our sovereign nation is doing and also of course we had the opportunity to exchange views on major issues on the continent and the world.

    “I will like to thank President Buhari for his invitation. I had expressed the wish to come and see him, we had been in touch and I came to tell him that we are very happy that he is back in good health. This is important not only for Nigeria but for the whole of West Africa and our continent. We pray God that his health continues to be strengthened and be better for him to lead our sub region.

    “The leadership of Nigeria is quite important to all of us which is something that is obvious but I think it needs to be said.

    “President Buhari has shown a great leadership with the fight against Boko Haram, insecurity in the sub region and also on economic matters.

    “I expressed to him the fact as an economist and having worked in Nigeria many years ago, I am impressed by the measures which have been implemented to lift Nigeria out of recession.

    He said that Nigeria and his country have similar experiences resulting from crash in the prices of the two countries’ main export commodities at the international market.

    He specifically commended the President for the measures engaged to bring Nigeria out of recession.

    “Nigeria has seen sharp drop in the price of oil and Cote D’Ivore has also experienced an important decrease in the price of cocoa. As you are all aware, Cote D’Ivore produces 40 percent of world cocoa, two million tons and the price dropped early this year by 40 percent.

    “So this has had negative effect on our economy. I know what Nigeria went through with the sharp drop in the price of oil.  So I expressed to him my admiration for all the measures which have been taken to lift Nigeria out of recession and to wish all the Nigeria people well because our sub region has made a lot of progress over the past few years and we need to strengthen the bilateral relationship between Cote D’Ivore and Nigeria. This is what we discussed and we have committed ourselves to do so.

    “We also discussed the situation in Togo and situation in Liberia on those we have complete consensus on how we should go about to strengthen democracy in our sub region.” he said

    According to him, President Buhari has promised to attend the AU/European meeting in Abidjan at the end of November.

    Buhari hails Balarabe Musa’s honesty

    President Muhammadu Buhari has urged politicians and other citizens to emulate Alhaji Balarabe Musa’s virtuous life of honesty, integrity, selflessness and patriotism in order to make Nigeria achieve progress.

    Malam Garba Shehu, the President’s Senior Special Assistant on Media and Publicity, in a statement issued in Abuja on Sunday, said Buhari made the call in a tribute to Balarabe Musa on the occasion of his recently celebrated 81st birthday anniversary.

    Buhari described the former civilian governor of old Kaduna State as a “man of unassailable integrity and untainted record of public service”.

    According to the president, even Musa’s worst enemies and critics cannot dispute his remarkable reputation for integrity and selfless service to the people.

    He said: “Balarabe Musa is one of Nigeria’s brightest stars of integrity and sterling principles.

    “The octogenarian has lived to his reputation by avoiding any conduct associated with corruption and dishonour.’’

    He recalled that his close association with Musa in the Conference of Nigerian Political Parties ( CNPP ) had enabled him “to appreciate the radical politician’s patriotism and his commitment to build strong opposition in the country in order to deepen democracy’’.

    The president also praised Musa’s independent-mindedness, stressing that the principled politician can criticise even his friends, associates and allies when it comes to politics.

    According to him, politics is public service and not an opportunity to amass wealth overnight at the expense of the ordinary people or the voters.

    He prayed that God would continue to bless the elder statesman with better health, more wisdom and longer life in the service of the country.

    Musa, a left-wing Nigerian politician, who was elected Governor of Kaduna State during the Second Republic, said his wish and desire for Nigeria had yet to be fulfilled, 57 years after the nation’s independence.

    He held office between Oct. 1, 1979, and June 23, 1981, when he was impeached.

    Musa said: “Though, I felt great on the attainment of a new age and achievements in life, I would have been more fulfilled, if the country has overcome most of its development challenges.

    “At 81, I will say I feel great and I thank God for everything. But, I am not completely fulfilled because we are yet to have the country of our dreams.

    “We are yet to have a country where there is equity and respect for rights and dignity of all citizens.

    “We are yet to have a country where the governed are good followers and leaders think first think about the people and not the other way round.

    “I desire a better Nigeria where everyone will feel the impact of governance that is my birthday wish for the country.

    Maina: NANS wants suspected accomplices suspended

    The National Association of Nigerian Students ( NANS ) has called for immediate suspension of those suspected of complicity in reinstating Mr Abdulrasheed Maina, former Chairman of Pension Task Team, into civil service.

    NANS’s President, Chinonso Obasi, in a statement on Sunday in Abuja, said that suspending suspected accomplices in the case would ensure credible probe of the scandal.

    Maina was in 2012 accused of misappropriating N100 billion pension funds while he headed the Presidential Task Force on Pension Reforms, an assignment given to him by former President Goodluck Jonathan.

    While investigation was being conducted on the allegation, he deserted his job as a Deputy Director in the Ministry of Interior, and disappeared from the country.

    He was declared wanted by the Economic and Financial Crimes Commission ( EFCC ) and the Police, and was dismissed from service.

    But Maina resurfaced in the country few months ago and was reinstated in service and deployed back to Ministry of Interior as acting Director.

    This development drew the flak of President Muhammadu Buhari, who ordered immediate disengagement of the officer from public service, and demanded report on the issue from the Head of Service of the Federation.

    However, Maina is believed to have escaped from the country again.

    Obasi said that revelations emanating from government circles, particularly in respect to breaches of service rules, insubordination, allegations and counter-allegations on act bordering, were embarrassing.

    He said that Buhari was elected to clear Nigeria of corruption and impunity, hence a case of such magnitude should not be trivialised.

    He said, “Just recently, a mind-boggling revelation was made of how Maina was smuggled back to the civil service after almost five years of absconding.

    “The elevation of Maina from Deputy Director to Director with evidence of official exchange of correspondence amongst government officials is nothing but attempt to ridicule the public image and psyche of Nigerians and the civil service system.

    “As advocates of sane and corrupt-free Nigeria, we make bold to ask President Muhammadu Buhari to swiftly suspend all heads of commission, extra-ministerial departments and ministries involved in this sour saga.

    “The Head of Service of the Federation, and the Chairman of Federal Civil Service Commission deserve nothing but immediate suspension from office and probe for allowing themselves to be caught in this web of professional misconduct.’’

    The NANS president said that it had become imperative for Buhari to rid his administration of those who were making mockery of his commitment to fight corruption.

    He said that the police and ant-graft agencies should do all they could to bring Maina to answer to the allegations against him and shed light on how and why he returned to the civil service after absconding for over four years.

    “We insist that same measures taken by the presidency in the cases involving the suspended Secretary to the Government of the Federation and the Director-General of the National Intelligence Agency be meted out to everyone involved in `Mainagate’.

    “This case should be diligently probed and prosecuted and the report should not be swept under the carpet.

    “To this end, we hereby issue a seven-day ultimatum to the Federal Government to act and do so with the highest sense of sincerity regardless of those involved and their closeness to the corridors of power,’’ he said.

    Obasi said that if no action was taken at the expiration of the ultimatum, Nigerian students would be left with no option than to organise a nationwide mass action.
