    FG plans N1b support to fight HIV/AIDS through NHIS

    The Federal Government said on Monday that it would support the fight against HIV/AIDS programmes through the National Health Insurance Scheme ( NHIS ) in 2018.

    The Minister of Health, Prof. Isaac Adewole, said this at the opening of a two-day Nigeria HIV/AIDS intervention symposium in Abuja.

    Adewole said that the support had become important because of the prevalence of the epidemic in the country and the world at large.

    He explained that in 2016, the United Nations Programme on HIV/AIDS ( UNAIDS ) report had revealed that 36.7 million people live with HIV and AIDS globally, out of which Nigeria contributed 10 percent of this burden.

    According to him, out of every 10 HIV positive persons in the world is a Nigerian.

    “President Muhammadu Buhari’s administration is poised to reverse this ugly trend by making prevention of mother-to-child transmission of HIV infection one of the signatory projects in the health sector.

    “I am making this pledge that the Nigerian leadership is committed to supporting all interventions that will ensure sustainable reduction of new HIV and AIDS infections in Nigeria.

    “Nigerian’s HIV and AIDS response plan has equally benefitted from increased government funding.

    “Furthermore, an additional one billion naira has been approved by the National Assembly through National Health Insurance Scheme ( NHIS ), to support the HIV and AIDS programme in the country,” he said.

    The minister said that an estimated 3.2 million people live with HIV and AIDS in Nigeria, which ranked only behind South Africa.

    He said that although no fewer than one million Nigerians presently had means to anti-retroviral treatment, access to care by those in need remained a challenge.

    The health boss advised the participants to imbibe sustainable HIV and AIDS control programmes as well as increase health care service delivery services to achieve meaningful growth.

    He also called for proper data management on the number of persons with HIV to encourage strategic planning, realization of fights against the epidemic and also reduce gaps in the national health sector response.

    The event which attracted stakeholders across the country featured discussion on challenges and way forward for preventive strategies on HIV and AIDS.

    Support bailout to states, civil servants tell National Assembly

    The Association of Senior Civil Servants of Nigeria (ASCSN) has enjoined the National Assembly to support the Federal Government’s effort to settle arrears of salaries and pensions owed workers and pensioners through the release of bailout funds to states.

    In a release in Lagos, ASCSN President Comrade Bobboi Bala Kaigama, and the Secretary-General, Comrade Alade Bashir Lawal, said information reaching the union secretariat  indicated that the lawmakers were hatching plots to scuttle the Federal Government’s efforts to settle the arrears of salaries and retirement benefits owed millions of workers and pensioners.

    “We wish to emphasise that money being given to state governments by the Federal Government, under the bailout arrangement, is to be repaid.

    “Thus, while we appreciate the oversight functions of the National Assembly in budget spending and other financial transactions of the Federal Government, we believe that in terms of bailout to state governments, members of the National Assembly should use the instrument of their high offices to ensure that state governors deploy these funds to settle arrears of salaries of workers and retirement benefits of pensioners, who in the first instance, are members of their constituencies,” the Union added.

    According to the ASCSN, if the National Assembly continued to harp on hindering the government from giving bailout funds to states to settle arrears of salaries and pensions, the impression would be created that they were opposed to the welfare of members of their constituencies, whose interest they were elected to pursue.

    It, therefore, urged the National Assembly to drop the idea of querying the legality of the bailout funds, and join hands with the government, the Trade Union movement, and other well-meaning Nigerians to ensure that arrears of salaries and pensions were paid to affected workers and pensioners in order to put the embarrassing and ugly situation behind us.

    FG, National Assembly pledge to fix Fire Service

    Minister of Interior, Abdulrahaman Danbazzau, Wednesday pledged the effort of the Federal Government to turn about the Nigeria Fire Service.

    Danbazau who also commended the determination of the National Assembly to assist in the turnaround of the Service, noted that until the coming of the President Muhammadu Buhari administration the Fire Service was in comatose.

    The Minister gave spoke in Abuja at a two day international fire conference and exhibition organized by the Senate and House of Representatives Joint Committee on Interior

    He described the state of affairs of the Fire Service as deplorable before the coming of the present Administration.

    He noted that the quick intervention of the National Assembly in appropriating the needed funds for operations and purchase firefighting equipment contributed in ensuring that fire safety and prevention standards are met to international requirement.

    Danbazau who noted that it is important that certain infrastructure in the country should be protected, noted that Nigeria has in the last 30 years witnessed fire disasters involving critical facilities amounting for colossal loss of lives and valuable property.

    He described the effect of fire outbreaks as retrogressive to infrastructural development capable of causing mass unemployment and insecurity.

    The Minister stressed the need for further intervention by the National Assembly in coming out with legislations that will strengthen the Nigeria Fire Service which “if given the right trainings, resources and equipment can prevent outrageous situations.”

    He said, “The minister hoping that with the trend of support received so far by the present administration the Nigeria Fire Service would be one of the best in five years to come, but observed that it has a long way to go before meeting international standard.”

    Chairman, Senate Committee on Interior, Senator Andy Uba attributed major causes of fire outbreaks to human error.

    Senator Uba said that there is a general consensus that there is the need to mitigate the trend, by stopping the fire outbreak before they start.

    He also stressed the need to reposition the Fire Service delivery to make it more modern and more efficient, to investigate the root causes of fire especially in commercial centers, within the oil and gas sector that recorded the highest number of incidents.

    Uba promised that the National Assembly will create a framework for legislative intervention either through the instrumentality of the national budget, oversight, amendment to existing pieces of legislation or formulation of new laws.

    N8.612tr budget for 2018 will sustain steady economic recovery – Buhari

    President Muhammadu Buhari on Tuesday in Abuja presented about N8.612 trillion as the 2018 Appropriation bill to a joint session of the National Assembly, saying the projected expenditure would drive rapid economic recovery.

    He said at the session that with a benchmark of 45 dollars per barrel at an exchange rate of N305 to a dollar in 2018, the budget would consolidate on the achievements of previous budgets to aggressively steer the economy to the path of steady growth.

    “With the economic recovery made so far, it is clear that we made the right decisions.

    “And I urge you all to support the Federal Government’s policies towards economic recovery,’’ he said.

    Buhari said that the government would continue to develop infrastructure and increase investments in agriculture to attain food security and reduce importation.

    He added that while the Federal Government was committed to identifying alternative means of funding new projects, there was need to continue to pursue public private partnership, to provide more infrastructure in the country.

    According to him, the Federal Government has been able to construct or rehabilitate about 776-kilometer roads in 2017.

    The president said that the construction of Abuja metroline had attained 98 per cent completion, adding that work had commenced on the Ajaouta-Itakpe rail line which was abandoned for 17 years.

    He said that the project would be delivered in September 2018, adding that the country’s power sector would witness a turn around.

    “The power sector reform is still working in progress as we have increased power generation but we still have some challenges in transmission and distribution network,” Buhari said.

    He added that the Federal Government was committed to green alternative energy.

    ‘Nigeria lost N6tr worth of goods to fire disasters in five years’

    The Chairman of the Senate Committee on Interior, Sen. Andy Uba, says Nigeria has lost over N6 trillion worth of goods to fire disasters in the past five years.

    Uba made the disclosure at the International Fire Conference and Exhibition, organised by the Senate and House of Representatives Joint Committee on Interior, held on Tuesday in Abuja.

    According to him, nationally, direct and indirect reported and unreported losses to the economy have been put conservatively at about N6 trillion.

    “Alarming as these numbers are, they could be significantly higher if all the incidents in rural areas were recorded by an efficient operational fire statistics database.

    “There is a general consensus on the need to mitigate this trend to stopping the fire before they start,” he said.

    The lawmaker told the Federal Government to reposition fire service delivery to make it modern and efficient.

    Uba, who noted that less than two per cent of Nigeria’s population were safety literate, called for media partnership on creating awareness on the issue.

    Declaring the two-day event open, the Vice-President, Prof. Yemi Osinbajo, said that outbreaks were preventable given the necessary equipment and manpower.

    The vice-president was represented by the Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazzau.

    He said that with support from the legislature and backing from the presidency, the Federal Fire Service would be one of the best in the world within the next five years.

    “The effort by the National Assembly in the 2016 budget to procure five equipment is encouraging. This did not happen in the last 30 years or more.

    “We are doing our best to ensure that Nigeria remains safe. There is a correlation between climate change and conflict,” he said.

    The President of the Fire Disaster Prevention and Safety Awareness Association of Nigeria, Mr Badanga Lamidi, commended the senate for its effort in ensuring safety of Nigerians.

    The newly appointed Secretary to the Government of the Federation ( SGF ) Boss Mustapha, on sunday assured Senate President, Abubakar Bukola Saraki, of the full cooperation of the Presidency with the National Assembly.

    Mustapha who paid a courtesy visit to Saraki in his office at the National Assembly, told the Senate President that he was in his office to extend hand of friendship and to solicit the support and cooperation of the National Assembly to ensure the smooth running of government.

    The SGF noted that the Presidency is not in competition with the National Assembly especially when it was realized that the duties of the two arms of government are specified by the constitution.

    He said that the two arms are joint partners in governmental enterprise and should work to complement each other.

    Mustapha said, “Let me start by thanking the President of the Senate and the Principal Officers of the Senate for graciously receiving me and the team of Permanent Secretaries that have accompanied me on this trip this very afternoon.

    He assured that he would work to ensure that “the National Assembly receives that cooperation because jointly if we work together, whatever has been lost in the past we can quickly redeem and recover and make progress so that by the time the first four-year mandate that we received comes to an end we can show on our scorecard that these were the promises we made.”

    “We are here sir, on a courtesy call to truly thank you personally for taking out time to attend my swearing-in ceremony as the Secretary to the Government of the Federation and to also convey the gratitude of the President of the Federal Republic of Nigeria, President Muhammadu Buhari and the entirety of the government on the able leadership that you have given the National Assembly as a whole.

    “Let me put it on record that your leadership has helped tremendously in stabilizing the polity and also given the purposeful direction that we require at the Presidency to ensure that we deliver on the promises that we made to the Nigeria people when we sought for their mandate in 2015.

    “You ran for the Senate in your constituency in Kwara State, but I remember vividly serving as the Director, Contact and Mobilization of the Campaign, that you were all over the place campaigning to ensure that President Muhammadu Buhari won the election and we did win decisively.

    “So, sir, thank you so much for what you have done to ensure the APC’s victory. After your emergence as the Chairman of the National Assembly and also the President of the Senate, you have provided the kind of leadership that is required, as I said, to stabilize the polity.

    “Nigeria as a nation has been going through some storms that we inherited but because of your able leadership and your colleagues in the Senate and House of Representatives, we have stabilized this process to a large extent.

    “Going forward sir, I bring, like I said, the greetings of the Presidency because as the Secretary to the Government, my responsibility is to coordinate the implementation of government policies and to ensure that these policies are synergized in such a manner that we would be able to deliver to the people of Nigeria the good things of life which they rightly deserve.

    “In doing that, I will not be able to succeed in that task if I do not get the cooperation of the National Assembly and that is why I am here today to extend the hand of friendship and to solicit for the cooperation of the National Assembly because our constitution is very explicit when it comes to the principle of Separation of Powers.

    “The role of the National Assembly is quite distinct. You (National Assembly) legislate for the good governance of the Federation; you provide oversight and you also ensure that funds that are appropriated are used judiciously for the purposes they are meant and for the benefit of the people of Nigeria.

    “So your responsibility is so enormous in this enterprise. I will say this and I will say it quite frankly sir, we are not in competition with the National Assembly. We are not rivals with the National Assembly. We are joint partners in this enterprise.

    “If the National Assembly does not cooperate with the Presidency, I am not very sure we will be able to achieve the desired result that we want to see given the mandate that we have freely received from the people of Nigeria.

    “So, this is basically to come and assure you that in every area that you are soliciting for the cooperation of the Presidency, being the Secretary to the Government, I would ensure that the National Assembly receives that cooperation because jointly if we work together, whatever has been lost in the past we can quickly redeem and recover and make progress so that by the time the first four-year mandate that we received comes to an end we can show on our scorecard that these were the promises we made.

    “Mr. President is passionate about the three-pronged approach that he has brought to government. One, to fight for the security of the country and defeat insurgency in every part of this country. Two, to diversify the economy and thirdly, to fight corruption and ensure, in his very common parlance, if we do not kill corruption, corruption will kill Nigeria.

    “ So, it is on these three-pronged approach that he has said that I can tell you that none of these three-pronged approach can be achieved if we do not receive the support of the National Assembly particularly now the Senate.

    “We can’t diversify the economy because that would mean that Bills will have to come to the National Assembly which will be debated and eventually returned to him for assent.

    “We can’t fight corruption if we do not have an institutional framework which is strengthened in every ramification to ensure that corruption is dealt with because it is a big menace that has constituted a source of embarrassment to the people of this country and we can’t fight insurgency unless we put apparatuses on ground that in all ramification requires the support of the National Assembly and for that reason sir, we will continue to solicit for your support.

    “We will continue to knock on your door and I believe that with your able leadership, you will be able to convince your colleagues that at every given time, whenever we require to see your hand intervening in certain areas that will assist the government move forward we will receive that. Thank you so much sir, in spite of your very tight schedule, you have received me and the Committee of my Permanent Secretaries that have come. I wish you a successful tenure, like you have always wished me and I believe at the end of the day, we will have every cause to rejoice because Nigerians would have received, like I always say, the good things of life which they rightly deserve.”

    Saraki described the visit of the SGF as a new phase of cooperation between the Executive and the Legislature.

    He said, “Let me on behalf of my colleagues welcome you to the Senate and let me thank you for your visit..

    ‘I think your visit is very symbolic. It is truly a new phase of cooperation between the Executive and the Legislature and a good omen for our democracy and for our government.

    ‘I got the notice rather short but it was important that we meet. Your visit truly shows your intention of ensuring that you use your period as SGF to ensure that we truly work together to make Nigeria great.

    ‘You are very right and I think people like us are not surprised because we know your antecedents. You know that in the presidential system that we are running in this democracy, it is not possible for us to be able to achieve all our goals if the Executive and Legislature do not have – not just an okay relationship – a fantastic and very close relationship.

    “And what you have done this afternoon has really brought that closer and I am sure that all my colleagues are going to appreciate that on the floor tomorrow when I communicate this to them.

    “Truly, you have started on a very good note and I congratulate you. Thank you for all your kind words when you talked about some of the work we have done in the past together in bringing the government together and we will continue to work together to ensure that we deliver on our promises.

    “As you said, the constitution is very clear on what our responsibilities are. You did not write it and I did not write it, neither did any of us in the National Assembly today but we have all sworn to it and we must continue to ensure that we work with it and we work for the interest of Nigeria..

    “Let me assure you that being the first SGF that we have received here, you will definitely get our cooperation and this will definitely be a new page and we will do all our best to ensure that whatever the issues are before you, we will act to see how best we can to resolve them and work together. I thank you for coming.”

  • National Assembly to partner regulators on capital market development

    The National Assembly has reiterated its commitment towards the development of the Nigerian capital market.

    Chairman, Senate Committee on Capital Market, Senator Mustapha Bukar, gave the assurance in Lagos during a visit to the Nigerian Stock Exchange (NSE). Also in the entourage was the clerk of the Committee, Hajia Habeebat Mohammed.

    Bukar said the Committee would work to create a right environment for investment to thrive noting that he and other members of the committee are ready to work hand in hand with capital market stakeholders.

    According to him, the committee would consider revision and amendment of some laws governing capital market activities in order to encourage the growth of the market.

    “I want to achieve two or three things during this tenure, one, I want to see how the capital market can grow during this tenure, support infrastructure development in this country and also to see how it can grow the Nigerian economy and let Nigerians see how it can compete like any other market in the world,” Bukar said.

    He said the committee has adopted a listening strategy because it needs to know and understand the issues affecting the market and the things the National Assembly can do in terms of legislations in order to create an enabling environment for the market to grow.

    “It is important for us to talk to the actors and then we see how we can work together to make the market a better place,” Bukar said.

    He said the need to have more Nigerian players in the market cannot be overemphasized noting that having more Nigerians in the market would deepen domestic investors’ base and attract other people to come into the market.

    He said that a bill has been passed and its provisions are being examined, after which it will be submitted to the Senate very soon.

    “There are so many legislations being discussed and there will be public hearings on them. The next thing is to make sure that it is presented to both the lower and upper chamber so it can be passed into laws by the National Assembly,” Bukar said.

    He lamented that after the 2008 capital market problem which affected all the entire world, the Nigerian market has yet to recover fully from the decline it had in 2008, thus underlining the need to re-engage with the populace and the private sector in order to grow investors’ confidence

    “That confidence has to be rebuilt, so we need to go and do a lot of roadshows and other explanations to attract the private sector back and address those issues that concern them,” Bukar said.

    Legislative, Executive will cooperate for good governance – Saraki

    Senate President Bukola Saraki on Tuesday pledged the cooperation of the National Assembly with the executive to ensure better administration of the country.

    Saraki gave the indication when he fielded questions from State House Correspondents after an interactive dinner hosted by President Muhammadu Buhari in honour of principal officers of the National Assembly in Abuja.

    According to him, the event is not just a meeting but to honour the invitation of the President to the National Assembly officers to interact with him since he returned from medical vacation.

    “As you know, since he got back we have not really had an opportunity to meet with him as part of the stakeholders,’’ he said.

    The Senate President added that this was the first time for such interaction with the leadership of the National Assembly.

    “The meeting was to welcome him to show our gratitude that he has come back healthy and continue to assure him that we will continue to cooperate with the executive and also to acknowledge the role we played while he was away that brought stability.

    “We thank all the members for the patriotic approach they handled the administration’s affairs in his absence,’’ he said.

    On the 2018 appropriation bill, Saraki stated that its presentation lay in the hands of the executive but “we will receive it when they are ready.’’

    He said both the National Assembly and the executive would work together to ensure the passage of the bill in December.(NAN)

    Senate celebrate sack of former SGF

    The Senate says sack of former Secretary to Government of the Federation, Mr Babachir Lawal, has vindicated its position on investigation carried out by its Ad hoc Committee on Mounting Humanitarian Crisis in the North-East.

    It urged other committees charged with the responsibility of investigating other alleged corrupt matters in the country to expedite action and report to the Senate for further action.

    This followed a Point of Order by the Deputy Leader of the Senate, Sen. Bala Na’Allah, at plenary on Tuesday.

    Quoting Order 43 of the Senate Standing Rule, 2015 as amended, Na’ Allah said efforts by some disgruntled Nigerians to drag the name of the Senate in the mud had been defeated.

    He said: “As a leader, I am proud of this Senate and I believe in the integrity of every senator in this assembly.

    “We cannot claim not to know that between yesterday and today there has been official confirmation of a new SGF and termination of appointment of the former SGF.

    “If we religiously keep to the oath of office taken, those who try to bring down the image of the Senate will continue to watch God vindicate us.

    “The issue surrounding the termination of the appointment of the former SGF emanated from this 8th Senate and today we have been vindicated.

    Also, the issue of Maina emanated from this Senate. Can we now not have the authority to shout a sound of vindication,’’ he said.

    The leader of the Senate said the resolve of the red chamber of the National Assembly to complement the efforts of the Federal Government in the fight against corruption and in defence of the constitution would continue no matter the distraction.

    “Section 80 sub-sections 2b, says the powers conferred on the National Assembly under the provisions of this section are exercisable only for the purpose of enabling it to make laws within its legislative competence.

    “The powers conferred on the National Assembly under the provisions of this section are also exercisable to correct any defects in existing laws and expose corruption or inefficiency.

    “When we started this crusade, the same Nigerians we were fighting for, became gullible and were sponsored to close the gate of the National Assembly in the name of ‘Occupy NASS’.

    “Every conceivable thing was done to bring down the name of this assembly, individually and collectively. In fact, some of us were called names in the social media,’’ he said.

    The lawmaker urged his colleagues to bear in mind that the task before them in the protection of constitution and the laws of the federation was a huge one.

    He expressed his unfettered commitment to the Senate.

    He, however, called for expedited action on other investigations pending before committees of the Senate.

    He urged Nigerians not to fall for any form of manipulation by some unpatriotic Nigerians, adding that “it does them no good to embark on degradation of institutions, especially the national assembly.

    “Those who found wisdom in spending money to spread falsehood to demean the national assembly should know that they are doing no good to the over 170 million Nigerians we represent.

    In his remarks, the President of the Senate, Dr Bukola Saraki, commended President Muhammadu Buhari for heeding to the call of the Senate.

    He said though it was difficult for Nigerians to believe the position of the Senate in the investigation, he was elated that its position was vindicated by the sack of the former SGF.

    “It was a very tough journey ensuring that we continued to defend the integrity of this institution.

    “I want to commend the president for doing what is right.

    “When we started it was more of blackmail but the right thing has been done and we will continue to adhere to our commitment to non-selective fight against corruption.

    “I want to say to Nigerians that as part of our constitutional responsibility to expose corruption, cases and evidences should be brought before us and we assure that we will investigate and expose them.

    “We are not afraid of anyone in doing our job and we have made that clear over time,’’ he said.

    Saraki also called on committees whose investigation in alleged corrupt practices by agencies and individuals were pending to complete investigation and submit their reports.

    Besides, he called on Nigerian youths not to fall gullible to the antics of some corrupt Nigerians, who were bent on using them for their selfish interests.

    The Senate had following investigation by its Ad Hoc Committee on Mounting Humanitarian Crisis in the North-East, headed by Sen. Shehu Sani, called for the resignation and prosecution of the dismissed SGF.

    This followed his alleged complicity in diversion of North-East humanitarian funds.

    Babachir was alleged to have contravened the provisions of Public Procurement Act and the Federal Government Financial Rules and Regulations pertaining to award of contracts.

    Budget ready for National Assembly

    President Muhammadu Buhari is set to present the 2018 budget estimates to the National Assembly.

    The Federal Executive Council (FEC) approved the plan yesterday.

    Minister of Budget and National Planning Udoma Udo Udoma told reporters after the meeting:  “We did promise that the budget will be ready in October and it is ready in October. We are liaising with the National Assembly because they have to approve the date for the President to come and address them to submit the budget.”

    He was with the Minister of Information and Culture Lai Mohammed, Minister of Finance Kemi Adeosun and the Minister of Power, Works and Housing Babatunde Fashola.

    Asked to give an insight into the approved 2018 budget proposal, Udoma said it was the prerogative of the President.

    “I will be operating above my brief if I do that, the constitution gives that authority to the President. It is the President’s prerogative to submit the budget, submit the proposals and give the details.”

    On how possible it is for the 2018 budget to be passed in January, he said: “Before now, we used to submit the budget in December but now the budget is ready in October so there is a very big difference.

    The Minister of Finance said the government had so far released N450 billion for capital projects in the 2017 budget.

    Fashola said FEC approved the construction of 14 kilometre 330KVA transmission line to Transmission Company of Nigeria to evacuate Azua power plant in Edo State when it is ready in May 2018.

    “The contract is for the sum of N796.6 million for a period of seven months, just about when Azua should be ready.” he said.
