    NEMA trains emergency volunteers

    The National Emergency Management Agency (NEMA) has organised a training programme on mitigating flood disasters.

    About 40 volunteers drawn from Gwagwalada and Bwari area councils participated in the one-day training and awareness campaign held at Kubwa in Bwari Area Council.

    Speaking at the event, the coordinator, Abuja Operations Office of the agency, Mr. Ishaya Isah Chonoko, noted that the disaster management implication of the NIMET’s prediction requires concerted and proactive efforts in curbing the menace.

    According to him, volunteerism is an integral part of disaster management globally, even as he said that frequent training/capacity building is a sure way of equipping the volunteers in carrying out the enormous task of saving lives.

    “This forum cannot come at a time better than now when all efforts are geared towards ensuring that the scale of destruction is reduced to barest minimum so that the energy and resources saved can be channelled towards other areas of human endeavours,’’ Chonoko said.

    According to Chonoko, the volunteers are being exposed to general overview on disaster management, search and rescue/evaluation of flooded communities, camp management and coordination and first aid for drowning victims.

    Representative of the Director-General, FCT Emergency Management Agency, Mrs. Nnena Sam Ochea, said the agency has been doing a lot of grassroots campaign on the need to checkmate factors that aid flood disaster.

    Eben Kolawole from FCT National Orientation Agency commended NEMA for its efforts towards disaster management. He promised that his office is ready to partner with the agency.

    Officials of the Red Cross Organisation, Nigeria Security and Civil Defence Corps (NSCDC), the police and officials from other related government agencies were present at the event.

    Nigeria lost N2.6tr to 2012 floods, says NEMA

    The National Emergency Management Agency (NEMA) has said Nigeria lost over N2.6 trillion to last year’s floods in 23 states.

    The agency also said 5,970 houses were submerged in 256 local government areas, adding that the floods displaced 2.1 million people and caused the death of 363 people. Seven million people were reportedly affected across the country.

    NEMA’s Southwest Coordinator Iyiola Akande spoke at the Southwest Zonal Awareness Flood Campaign, titled: Towards Early Warning and Early Action for MDAs, NGOs, CBOs and FBOs Level of Preparedness of States in the Southwest. The event was held in Ibadan, the Oyo State capital.

    Stakeholders at the event brainstormed on how to prevent flooding, using the predictions of the Nigerian Meteorological Agency (NIMET).

    Akande, who was represented by his deputy, Mr Adebiyi Babatunde, said the workshop was coming on the heels of a public announcement of NIMET’S Seasonal Rainfall Prediction (SRP) held early in the year.

    He said: “The prediction painted a more serious picture of what the nation is to expect this year, when compared to the devastating effect of the 2012 floods, which ravaged about 23 states of the federation.”

    Declaring the workshop open, Oyo State Commissioner for Environment and Habitat, Lowo Obisesan, hailed NEMA for being proactive through the workshop.

    He said following the efforts by stakeholders, flooding would not only be controlled but prevented.

    Obisesan, who was represented by the Permanent Secretary in the ministry, Modupe Omonigbehin, added:

    “If we are all ready to give what it takes, if rivers and streams are allowed to go through their channels without obstruction, we can rest assured that flooding would be prevented.”

    The commissioner explained that flooding could not be compared with earthquakes, hurricane or volcanic eruptions in scope, time and impact.

    He noted that because flooding can be predicted, unlike the other natural disasters, the people should always prepare ahead.

    Five people,  including a 13-year old girl  on Sunday  died in Lagos following the collapse of a two-storey building.
    The building located at 30/32 Ishaga Road, Ikate, Surulere, was said to have collapsed around 10am while it was raining.
    Eyewitnesses told The Nation that no fewer than 10 people sustained various degrees of injuries, with about four rushed to the hospital for emergency or surgical attention.
    It was learnt that the  victims of the mishap included  passersby who  stopped at the uncompleted building for shelter from the rain.
    Among them, The Nation learnt was the teenager, who was said to be a bread seller and  a tailor, whose machine was brought out but his body not yet seen.
    Although eyewitnesses believed some people were still trapped under the collapsed building, Lagos State Government officials had a different view.
    One Prince Tony Anslem, a Rotarian, said he was in church when they heard the building collapsed. He insisted that some people may still be trapped in the debris, noting that while they were trying to rescue the victims, they heard cries of helpless people saying “we are still here o! We are still here o!
    He said: “Although I am not wearing a wristwatch, this building collapsed in the morning when it was raining. We were in church, when we heard the sound. Because my church is not far from here, we quickly rushed down and were the first to start evacuating the victims before the emergency response agencies were contacted.
    “As a Rotary member and a volunteer for things like this, I moved in here and saw what was happening. Immediately, we mobilized the youths in the area and the moved into action. We were able to act swiftly because the dredging company working around here employed the youths.
    “So, we told them to drive their truck and other equipment. They were initially afraid that their boss would not be happy but when they realized it was an emergency, they co-operated with us. So, we were evacuating the victims before National Emergency Management Agency, NEMA, got here immediately after. Lagos State Emergency Management Agency, LASEMA, got here early too.
    “Before the emergency agencies got here, the youths in the area have rescued five people alive. At that time, it was only half of the house that was down. I was telling the people there to rush out because the other half will certainly fall.
    “They refused to listen to me and even called me a wizard for saying that. They said instead of helping them bring out their things, I am telling them the other half will collapse as well. A lot of people got injured. I cannot quantify the number but I saw more than 10 people.
    “You know it was raining and people ran under the shed. I still believe there are people trapped under the debris. The issue now is that the bread seller we were expecting to meet was a lady carrying a baby but the one we eventually met dead, was the teenage girl with no baby.
    “So, it means either that bread seller with the baby is still under there or the baby is trapped there. Secondly, while we were standing here, one of the rescued victims told us that someone gave them a call that they were still trapped in there.
    “When we moved in, we were hearing their voice “we are still here o! We are still here o! But as we moved half way towards them, we did not hear the voice again and that was when two people were rushed out dead and we did not get to where those people are.
    “So far, five corpses have been removed. Lagos State Government has taken four corpses, while mallams took their own immediately.  People are under here, even a tailor, obioma, they brought his things out but where is he?”
    Confirming the incident , both NEMA’s information officer, Ibrahim Farinloye and LASEMA’s General Manager, Osayintolu said five corpses have been recovered.
    Farinloye told The Nation that one of the injured victims was rushed to Lagos State University Teaching Hospital, LASUTH, for surgery, while two others were taken to emergency wards.
    Osayintolu said: “it occurred around 10am and immediately we activated our emergency team. We have build our local networks so much that members of our local emergency management committee were on ground and acted swiftly in response of the crisis.
    “We were able to safe five people. Two have been discharged while three are being treated in our emergency care unit. One is undergoing operation at the General Hospital but it is sympathetic to note that we recovered five bodies.
    “However, the operation was swift, prompt efficient and effective.”
     Meanwhile, The Nation met NEMA officials at about 3:30pm leaving the site of the mishap and they alleged they were chased out by the State Commissioner for Special Duties, Wale Ahmed.
    NEMA alleged that state officials were angry that Farinloye was granting media interview, hence, they were molested out of the site since it was a state government affair.
    However, Ahmed denied chasing NEMA out of the site and told The Nation he was not aware if anyone molested them.
    He said: “I did not chase them out and I am not even aware if anyone did.
    “But to put the facts straight, NEMA is a secondary responder. In any state where you have state emergency management committee, it is that committee that is primary responder. It is the state that will call NEMA if we need their assistance or if the situation is beyond our control.”
    On whether building collapse has become a norm in the state, Ahmed disagreed and said that for every one building that collapses, several others that would have caused hazards have been demolished.
    “It is not a norm. For every single building that collapses, there are so many that we have been able to avert by either testing or doing a controlled demolition. Sometimes we go to the extent of evacuating the occupants.
    “We have prevented so many buildings from collapsing. Of course, you will not get to hear of those ones that we have saved or prevented, it is only the unfortunate ones you will know about.
    “This particular building is under construction. We were called that the building has collapsed and we came here. Honestly, at the moment, I cannot tell you what let to its collapse. We will get more facts on paper works and official document for you later because at the moment, we are trying to see how many more people we can save. We have been able to safe five people who are in good condition. “
    Also Speaking, General Manager, Lagos State Building Control Agency, LASBCA, Dr. Abimbola Animashaun-Odunayo, said the collapsed building was sealed about three weeks ago. She decried the rate at which occupants of such buildings violate the state’s regulation.
    She said: “We have sealed this structure about three weeks ago. It was discovered during one of our routine road shows and we sealed about four buildings around this environment. Whenever we seal buildings, we expect the owners to come with their various document but this particular building never turned up.
    “This construction started even before the establishment of our agency and they were not certified. We told them they have to stop work. We do monitor but unfortunately, they decided to work on a Sunday when our offices are closed. That is why this building collapsed.
    “For this to have happened, it means they broke our seal. The building is substandard and there was no approval.”

    The bodies of a couple, a baby and three others, have been pulled out a three-storey building that collapsed in Lagos on Thursday morning.

    Reports say seven people died in the incident, with three others critically injured.

    However, seven people had been rescued from the building on 29b Oloto Street, off Cemetery Road, Ebute Metta, which collapsed at exactly 2:00am on Thursday.

    The Spokesperson of the National Emergency Management Agency (NEMA), South-West, Mr. Ibrahim Farinloye, said that the agency got information that the building started cracking at about 1:30am and finally gave way at about 2:00am.

    He confirmed that the rescued victims had been taken to hospitals for treatment.

    Emergency workers were still combing the debris for whoever might be trapped.

    Report says officials of the Nigerian Police, Nigeria Security and Civil Defence Corps, Red Cross, NEMA, Lagos State Emergency Management Agency (LASEMA), the state Fire Service, as well as youths in the area, were helping out,

    A rescued resident of the building, Miss Dalikis Abdulamid, 23, told NAN that she was at the balcony of the second floor when the incident happened.

    She said that her mother and her four siblings were also rescued, but had been taken to hospital.

    According to her, they had been noticing cracks in the walls of their rooms, but their father used to patch these up with cement.

    “We did not know that the building will collapse. By about 2:00am when the building came down, some of our co-tenants were trapped, while some were dead,’’ she said.

     

  • Fuel ship explodes in Lagos

    The National Emergency Management Agency (NEMA) said in Lagos that vessel carrying petrol exploded at the Atlas Cove at about 7a.m on Wednesday.

    The Public Relations Officer of NEMA in the South West, Mr. Ibrahim Farinloye, confirmed the explosion to the News Agency of Nigeria (NAN) on telephone.

    Farinloye said rescue operations were ongoing and that the Nigerian National Petroleum Corporation and other specialised agencies were also being mobilised to the high sea.

     

  • No plane crash in Lagos, says NEMA

    The National Emergency Management Agency ( NEMA), has denied reports of an  plane crash or crash landing of any aircraft in Igando/ Isolo area of Lagos.

    In telephone interview with The Nation, the information officer, South West office of NEMA, Mr Ibrahim Farinloye explained that no aircraft either crashed or crash landed in any area of Lagos.

    He said :” NEMA confirms that there is no air crash in Lagos. No aircraft crash landed into either Igando or Mangoro area of Lagos.

    “What we learnt is that on Wednesday night, about 11.20 pm, some persons were transporting scraps of disused aircraft in a truck from the airport vicinity. This triggered anxiety among resident that saw it, people took the photographs and circulated it on social media, thinking it was wreckage of an aircraft that had a crash.  This is the cause of the anxiety. There is no crash in Lagos.”

    Meanwhile, aviation authorities at the Nigeria Civil Aviation Authority ( NCAA), Nigeria Airspace Management Agency ( NAMA), and Federal Airports Authority of Nigeria ( FAAN), have clarified that there is no air crash in Lagos.

  • NEMA hails NACCIMA

    The National Emergency Management Agency (NEMA) has hailed the Nigeria Association of Chamber of Commerce, Industry, Mines and Agriculture (NACCIMA) for its N250million emergency relief project aimed at supporting disaster victims.

    Speaking at the launch of the project in Abuja, NEMA’s Director-General, Alhaji Muhammad Sani Sidi, said the project was timely, because many communities are confronted with various challenges of natural and human induced disasters.

    According to him, the reason NACCIMA is suporting the fund is borne out of the strong desire to reduce the impact of disasters, ensure the speedy recovery of affected persons and their means of livelihoods and partner with government in the development of the country.

    The NEMA helmsman advocated a synergy between the government and the private sector to restore normalcy and ensure the achievement of the set targets of development.

    He observed that members of the private sector through NACCIMA are looking beyond the profitability of their shareholders and are investing their resources in the service of humanity as part of their corporate social responsibility.

    “This commendable initiative of NACCIMA, which is in line with global best practices presents a win-win scenario for both the private and public sectors of the economy,” he said.

  • One dies in Lagos collapsed building

    A three -storey building under construction at No. 24, Bashiru Street, Ojodu Berger, Lagos, collapsed on Tuesday and killed a worker on the site.

    Four others were also trapped under the rubbles.

    The Information Officer of National Emergency Management Agency (NEMA), Mr. Ibrahim Farinloye, confirmed the incident by telephone to the News Agency of Nigeria.

    Farinloye said: “A three-story building has collapsed and we have confirmed that one person is dead while four other people are still trapped in there.

    “Our search taps located and recovered one body and four people were also located at different locations under the rubbles.

    “We are working towards rescuing the trapped workers.”

    Farinloye said that an apprentice to the workers escaped because he was sent on an errand.

    He also said the lucky apprentice confirmed to NEMA the number of people who were trapped inside the rubbles.

    Farinloye said that while the rescue operation was on, a voice was heard calling for help.

    “We just heard a voice speaking in Hausa language from under the rubbles and we are working to rescue him and others who have been trapped,” he said.

     

  • Baga: Some displaced persons still in the bush, says NEMA

    The National Emergency Management Agency (NEMA) yesterday said some displaced persons in the recent Baga crisis in Borno State are still hiding in the bush.

    A statement by Mr Abdulkadir Ibrahim, the NEMA Information Officer for the Northeast in Yola, the Adamawa State capital, noted that despite the return of normalcy in Baga town, most of the displaced persons are still scattered in the bush.

    “Other people are taking refuge in the homes of their relations in the neighbouring communities,” it said.

    The statement explained that humanitarian workers, led by the agency, have begun the distribution of relief items to displaced persons.

    It added: “This is in line with President Goodluck Jonathan’s directive to the agency that immediate relief materials should be given to the people.

    “The Director-General of NEMA, Muhammad Sani Sidi, had despatched a team of officers with the relief and medical items to affected persons in the area.”

    NEMA’s Director, Search and Rescue, Air Commodore Charles Otebagde, expressed concerns about the people still hiding in the bush.

    Jonathan orders investigation of killing of 185 in Borno

    Having received preliminary briefings from the Military High Command on the incident, President Goodluck Jonathan has ordered a full-scale investigation into reports of high civilian casualties in the confrontation between Nigerian soldiers and insurgents at Baga in Borno State at the weekend.

    About 185 persons including women and children were over the weekend  reportedly killed during a shoot out between mend of the Joint Task Force and Boko Harm insurgents. The victims died of gun shots during the face-off  and fire which  burnt major parts of the town.

    Presidential spokesman, Reuben Abati, in a statement noted that  the preliminary briefings indicate that the casualty figures being reported by the foreign media may be grossly exaggerated but said  President Jonathan has  assured Nigerians and the global community that the Federal Government  places the highest possible value on the lives of all citizens of the country.

    He said the  administration will continue to do everything possible to avoid the killing or injuring of innocent bystanders in security operations against terrorists and insurgents.

    “Rules of engagement for the military and security agencies are already in place for this purpose and the investigation ordered by President Jonathan into the incident in Baga is to amongst other things, determine whether or not these rules were fully complied with.

    “The President has also ordered the National Emergency Management Authority (NEMA) and Federal health agencies to liaise with the Borno State Government and take urgent steps to provide immediate relief and medical support for all who suffered losses and injury in the fighting at Baga.
    He commiserates with all those who have regrettably lost their lives in the fighting, including the soldiers who gallantly made the supreme sacrifice in the operation against terrorism, insurgency and insecurity in Nigeria.

    “The President is deeply pained by the continuance of these needless deaths and will continue to do all within his powers to achieve lasting peace, security and stability in all parts of the country.

    “It is his hope and expectation that the National Committee which he will inaugurate on Wednesday for dialogue and the peaceful resolution of security challenges in the North will contribute significantly to ending the continuous  loss of lives to wasteful violence. ” Abati stated.
