    2019 election results will be transmitted electronically – INEC

    The Independent National Electoral Commission ( INEC ) said on Tuesday it has developed a technology that would enable it transmit election results electronically direct from polling units to the states’ headquarters.

    The Resident Electoral Commissioner (REC) in Ebonyi, Prof. Godswill Obioma, disclosed this at a meeting with faith-based organizations in Abakaliki.

    According to him, the new technology is part of efforts by the Commission to eliminate rigging, electoral frauds and other irregularities and to ensure the enthronement of credibility and transparency in the electoral process.

    Obioma reassured the electorate that their votes would count in the 2019 general elections and urged them to participate in the ongoing Continuous Voter Registration ( CVR ).

    He said: “INEC is strengthening the process of transmitting election results electronically direct from polling booths to INEC headquarters.

    “We hope that the latest technological innovation would be perfected and deployed in the 2019 general elections.

    “The new strategy would discourage politicians from ballot box snatching, stuffing of ballot boxes and indulgence in other forms of electoral irregularities.

    “The commission would do everything to ensure that votes count in 2019 and that those who would emerge do that through popular votes.

    “We have only one message and the message is that you come out and register and ensure that you collect your PVC to qualify you to exercise your franchise.”

    The REC explained that the meeting was part of conscious efforts by INEC to build strategic partnership and alliance that would be harnessed to mobilize the electorate.

    “This meeting is aimed at jointly charting strategic paths for a credible 2019 elections and to see in what best ways we can partner with the organizations to reach out to their members.

    “It is also to mobilize those who are 18 years and above to come out and register and collect their PVCs,” he added.

    Obioma explained that making the electoral process more inclusive by getting more people involved in civic responsibilities would reduce political tension and those chosen in elections would be better accepted as representatives of the people.

    He said that the commission had embarked on aggressive sensitisation and voter education since he resumed office as REC in Ebonyi on July 12.

    “We have undertaken stakeholders’ town hall meetings in all the 13 local government areas of the state where we met with the people in their localities and sensitise them to the continuous voter registration.

    “We followed the town hall meetings with the stakeholders’ village square meetings in the wards across the local government areas.

    “We listened to their views on how we can do better in our programmes to achieve greater penetration in the society,” he said.

    Reports say no fewer than 50 representatives of faith-based organisations, including Christian Association of Nigeria (CAN), Pentecostal Fellowship of Nigeria and Supreme Council for Islamic Affairs attended the meeting.

    NYSC DG warns corps members against travelling

    Brig.-Gen. Suleiman Kazaure, the Director-General, National Youths Service Corps ( NYSC ), on Tuesday, advised corps members to desist from unnecessary and unauthorised travelling.

    Kazaure gave the advice during facility tour at the Temporary Orientation Camp, Kaiama, Kolokuma/Opokuma Local Government Area of Bayelsa.

    The director-general said the visit and inspection of the camp was part of his 2017 camp tour to assess corps members’ comfort and security.

    Represented by the NYSC Director, Audit, Mr Adeleke Abiodun, the director-generalsaid many corps members had died in auto crash in journeys which they embarked  upon without permit during their service year.

    Kazaure insisted that obtaining proper permission would do the corps members more good before travelling out of their duty post.

    He added that “before embarking on any journey while in camp or places of your primary assignment, NYSC members should obtain permission because there are sanctions for not doing so.

    “Members should only travel when it is necessary and approved; my visit to the camp here in Bayelsa is to see the condition of corps members.

    “I am assuring corps members, not only in Bayelsa but across the country, that the management of the scheme and state governments are fully committed to their welfare.”

    The NYSC boss also urged them to respect the religions and cultures of their host communities, saying “I also believe that you have been taught on the ways of life, custom and values of your host state.

    “I urge you to respect them, be security conscious and don’t just pack your bag and start to travel up and down.

    “Find a way to contribute your quota to building a better Nigeria; always pay attention to the skill acquisition programmes in camp and ensure that your life after service is better.”

    The NYSC Coordinator in the state, Mrs Loto Bolade, commended the director-general for the visit, adding that corps members were dedicated to serve their fatherland.

    Bolade said that the orientation in the state had been hitch-free since the camp formerly opened on November 21.

    She added that “I must say that this Unique Batch of the scheme has been dedicated to camp activities and I am very sure they are going to surpass their colleague’s achievement when they are posted to their host communities.”

    Bolade, however, said that the camp was a temporary facility, noting that “it has limited amenities, facilities and water-logged environment due to the terrain of the state.”

  • Unilag postpones candidates’ screening

    Unilag postpones candidates’ screening

    Strike by non-academic staff of universities  has compelled the University of Lagos ( Unilag ) to postpone screening of Unified Tertiary Matriculation Examination ( UTME ) candidates which was billed to start on Monday.

    The screening, earlier scheduled to end on December 15, is for the 2017/2018 academic session.

    In a statement signed in Lagos by Mrs Taiwo Oloyede, a Senior Assistant Registrar of the institution, Unilag said that the screening was postponed indefinitely.

    It said that the strike disrupted academic and administrative activities in the university.

    JAC began the strike also on Monday.

    “The postponement is indefinite; a new date will be announced. “Candidates are enjoined to check the university’s website regularly for updates,” it said.

    Reports say the strike was embarked on by the three non-academic labour unions in the university.

    The unions are Senior Staff Association of Nigeria Universities ( SSANU ), Non Academic Staff Union of Universities and Associated Institutions (NASU) and National Association of Academic Technologists ( NAAT ).

    The three unions downed tools under the aegis of the Joint Action Committee ( JAC ).

    Meanwhile, the National President of SSANU, Mr Samson Ugwoke, said the strike was comprehensive, total and indefinite.

    According to him, the strike resulted from Federal Government’s failure to take action on the September 20 Memorandum of Understanding (MoU) it signed with the unions.

    “It is not just the issue of allowance that we are talking about but also the issue of implementation of a court judgment on our staff schools as well as the issue of acute shortfall in workers’ salaries.

    “Most of our people were laid off unjustifiably; they are yet to be reinstated in the university’s payroll.

    “We are tired of being tossed around or seen as not important in the running of the university. We are as important as any other union within the system and need to be given that recognition.

    “After several negotiations with the government, we expected that it sees the need to honour whatever agreement reached, but the reverse is the case,” he said,’’ Ugwoke, also the Chairman of the JAC, said.

    According to the union leader, activities in Nigerian public universities would be paralysed until JAC achieves its aim.

    A former Chairman of the Senior Staff Association of Nigerian Universities ( SSANU ), Prince Oriwaye Adefolalu, said JAC would not call of the strike until its demands would were met.

    “This morning, we had to shut the gate of the University of Lagos in compliance with a directive from our national executive committee.

    “We are indeed not happy with what is going in our universities. We should be seen as a very critical component in the administration of the universities.

    “While ASUU is in charge of research and academics, we are in charge of the administration, security, medical and general maintenance of infrastructure in the system.

    “We should be treated fairly as there is no way the university can work perfectly without us.’’

    99 persons die in boat mishaps in Lagos, two others

    No fewer than 99 persons died in six  boat mishaps that occurred in Kebbi, Niger and Lagos States between April and September, according to a survey by the News Agency of Nigeria (NAN).

    The survey was conducted in Kebbi, Niger and Lagos States.

    Two boat mishaps each were recorded on River Niger, Niger and Lagos State, within the period.

    The survey also revealed that 47 people were rescued, while some unspecified number of persons got missing.

    The worst of the mishaps was recorded in Kebbi on Sept. 14 when 53 persons , who were mostly traders ,lost their lives on River Niger.

    It was gathered that the traders were among 100 persons going to Poll market  in Bagudo Local Government Area when the incident occurred.

    However, 47 of the victims were lucky as they were rescued alive by divers.

    The Chairman of the Bagudo Local Government, Alhaji Muhammad Zagga, who confirmed the incident said that about 500 divers were deployed to rescue the victims.

    Also in Kebbi, seven persons had on April 15 died when the overloaded boat in which they were traveling on River Niger hit a tree trunk , forcing it to capsize.

    The passengers believed to be about 150 were  returning from Malali market in Ngaski Local Government Area of the state.

    In Niger, 30 persons died in two boat mishaps recorded in the state within the period.

    The mishaps occurred on River Niger which passes through Borgu Local Government Area and River Kaduna which passes through Shiroro Local Government Area.

    Alhaji Ibrahim Inga, the Director-General, Niger State Emergency Management Agency ( NSEMA) confirmed this to NAN.

    In Lagos State, 9 persons died in two boat mishaps recorded on the lagoon between April and September.

    The Lagos Area Manager of the National Inland Waterways Authority ( NIWA ), Mr Mua’zu Sambo, who confirmed this to NAN, said that one person got missing in one of the incidents.

    Sambo described the figures so far, as an improvement when compared with 2016 when 26 deaths were recorded in five boat mishaps.

    He also said the only way accidents could be reduced on Waterways was for users to comply strictly with safety guidelines from the organisation.

    The Public Affairs Manager,  Mr Tayo Fadile, said users should stop sailing on the Waterways at night, saying that the law only permitted sailing between 6 a.m. and 6 p.m.

    Fadile advised operators not to take in passengers beyond the capacity of the boat.

    According to him, a boat used for more than five years should be overhauled, while operators should refrain from taking drug or alcohol during boat ride.

    He also emphasised the need for passengers to always put on life jacket before entering boat, while urging operators to properly register their boats with NIWA.

    Fadile said NIWA would continue to engage users of Waterways during safety awareness campaigns.

    He called for the support of the states, local governments,  law enforcement and security agencies in ensuring that boat operators adhered strictly to safety guidelines as stipulated by NIWA regulations.

    Speaking in the same vein, Sambo, the NIWA  Lagos Area Manager, blamed boat mishaps on speeding, overloading, wrecks, night journey and disregard for safety rules by operators.

    He expressed the need for a greater collaboration among stakeholders in the sector, saying that current use of life jackets, adherence to safety rules and proper regulation of activities would help.

    On its part, the Lagos State Government said it would continue to clamp down on illegal jetties and unregistered boats to stem the tide of mishaps on waterways in the state.

    The Managing Director of the Lagos State Waterways Authority (LASWA), Mr Oluwadamilola Emmanuel, who stated this, said that strict enforcement  of relevant laws would be enforced across the state.

    “Government would stop at nothing to ensure that operators adhere to the safety standards.

    “Being a developing sector, one of the things LASWA has to do is to be very strict on enforcement. Enforcement is  going to be an ongoing thing because you would constantly have those who are going to default,” he said.

    According to him, the state government has been working round-the-clock to improve the sector for optimal performance and will not relent.

    “The core objective of LASWA is to ensure that safety, being a key feature of water transportation is not compromised,” Emmanuel said.

    Also speaking on the development, Mr Tarzan Balogun, National President, Association of Tourist Boat Operators Water Transporters of Nigeria (ATBOWATON), observed that mishaps on Waterways had reduced drastically in the country.

    He attributed the development to the concerted efforts of the regulators and operators whom he said, had been insisting on proper use of life jackets by passengers.

    The  Coordinator of  the National Emergency Management Agency (NEMA) in charge of Sokoto, Kebbi and Zamfara States, Alhaji Sulaiman Muhammad, said that the rescue of boat mishap victims in the zone had always been through combine efforts of stakeholders.

    He identified the stakeholders to include fishermen, local divers, NIWA and  state governments.

    Muhammadu Audu, a local diver in Birnin Kebbi, called for enforcement of life jacket on boat passengers to make rescue easy.

    “Most of the passengers do not know how to swim, and when an accident happens, even if you know how to swim you get exhausted before getting out of the river.

    Inga, the  Director-General of the NSEMA , told NAN that marine police, local divers and other  volunteers had been assisting in the rescue of boat mishap victims in Niger.

    He blamed the high casualty recorded within the period on private boat operators whom he said had not been encouraging passengers to put on life jackets.

    “Government has concluded arrangements to purchase life jackets that will be sold to people in the riverine areas at subsidised rates as part of measures to avert such mishaps.

    “No operator will be allowed to carry passengers without protective jackets,” he said.

    Inga said that majority of the boats and canoes operating in the state were owned by individuals, while the State Government had only two boats.

    He said that efforts would be intensified to regulate and monitor activities of operators to reduce avoidable accidents on waterways in the state.

    A boat passenger, Mrs Joy Chimezie, told NAN that mishaps would not stop her and others from traveling by boat.

    Chiemeze, a civil servant resident in Lagos, said that traveling by boat was stress-free and cheap, thereby making it attractive to passengers.

    “I pray never to be a victim of any accident but l urge fellow passengers to use their life jackets properly by fastening them well in case of any eventuality,” She said.

    Another passenger,  Mr Cletus Abhareyi , said that the hectic traffic situation in Lagos would continue to make traveling by water inevitable for him and others.

    Lorry drivers want FG to repair bad roads

    The Ajowa Owners and Lorry Drivers Association of Nigeria ( AJOWA ), Agbado Chapter, has appealed to the Federal Government to repair all bad roads across the country to enhance dividends of democracy to the people.

    The Chairman of the Association, Alhaji Abdulwaheed Tomori, made the appeal in an interview on Tuesday in Lagos.

    According to him, deplorable state of roads in the country has been a major challenge confronting the association from carrying out its activities.

    Tomori also attributed rising the rate of auto crashes in the country to the bad roads.

    ”There are sometimes that the drivers will be trying to avoid potholes and in the process cause accident, “he said.

    He said that the deplorable state of the nation’s roads also damaged vehicles; a development he noted made the drivers to spend unnecessary money in repairing their vehicles.

    Tomori also said the bad roads were the major causes of gridlocks in the country, saying there was an urgent need to address the problem before getting out of hand.

    He, however, commended Gov. Akinwunmi Ambode of Lagos State and Gov. Ibikunle Amosun of Ogun toward providing good roads for the people.

    ”But we urge them to do more because that is the only way the people can enjoy the dividends of democracy.”

    Police arrest three over murder of cattle dealers

    The Police Command in Bayelsa says it has arrested three suspects linked to December 2 assassination of a prominent cattle dealer, Alhaji Jibril Abdulkarim and three others.

    The Police Commissioner in the state Mr Asuquo Amba made the disclosure in an interview in Yenogoa on Monday.

    Amba said that the suspects were being profiled while their telephone communication was also being scrutinised.

    “We have so far taken three suspects into custody and we are profiling them and their communication.

    “We are looking at their phone communications and from facts before us, it is an assassination done on close range and the people must have been known to them.

    “We are equally looking at the leadership issues and election of the Fulanis.

    “We are following the clues we have and I am hopeful we shall be able to have a breakthrough,” Amba said.

    It was recalled that the cattle dealer and three of his aides were shot dead at his private abattoir in Yenagoa on Saturday, December 2.

    Abdulkarim was a member of the Bayelsa Committee for the Management and Control of Ranches, and Chairman, Cattle Breeders Association (CBA) in the state.

    The Bayelsa government had on Sunday tasked the Police and security agencies to fish out the culprits.

    The government pledged to collaborate with the security agencies to ensure that those behind the heinous act were arrested and brought to book.

    Amnesty: militants laud Buhari, Akeredolu

    A militant group in Ondo State, the United Sea Wolf Avenger, has commended President Muhammadu Buhari for incorporating militants in the state into the Federal Government Amnesty programme.

    The group, in a statement by its leaders, General Deji Ehinmowo and General Secretary, Akinfemi Raymond, appealed to the Federal Government not to extend its Amnesty programmes.

    The state Gov. Rotimi Akeredolu, had on November 9, during the proclamation of Amnesty armed youths issued a 21-day ultimatum to ex-militants in the state to surrender their arms.

    The group also commended Akeredolu for his commitment to the Amnesty programme and the development of the riverine community of the state.

    It appealed to the governor not to extend the Amnesty programme, claiming that the “21 days window’’ was enough to the militants in the various camps to surrender their arms.

    “Following the 21 days ultimatum for the submission of arms by militants in the riverine area of Ondo State which ended on November 30, the United Sea Wolf Avenger appeal to the governor not to extend the date because people have turned the exercise to trade.

    “It is regrettable that people who cannot handle ordinary cutlass have suddenly become militants through the amnesty window.

    “Twenty-one days is more than enough to move arms from camps to submission centres within the state.

    “The truth is that anybody that is complaining of time should be asked, what had he doing for 21 days. Most camp leaders that are complaining now waste their time looking for arms to purchase to fortify their newly born camp.

    “Further extension will make a mockery of the whole exercise and also belittle the brilliant flag off speech of Mr Governor, that after 21 days; anybody found with arms will be dealt with according to the law.

    “The real militants have already submitted their arms and captured, those left behind are amnesty traders, those that pay N100,000 and above to camp leaders,’’ it said.

    The group equally commended the Amnesty committee headed by the state Deputy Governor, Mr Agboola Ajayi, “for the diligent way it handled the programme.’’

    Oduah asks FG to tackle ‘modern slavery’

    The Chairman, Senate Committee on Cooperation and Integration, Sen. Stella Oduah, has called on the federal government to nip in the bud, the resurgence of slavery in parts of Africa.

    Oduah, who made the call in Abuja on Monday described the resurgence as  a “time bomb,’’ saying the development was a dangerous trend that should be treated with the seriousness it deserved by all African leaders.
    According to her,  if not aggressively tackled, the situation, which was already forcing victims into prostitution and different forms of crime, could lead to more heinous crimes that may be difficult to handle.
    Oduah said that the present trend was more worrisome because the victims, in most cases, willingly embarked on the dangerous journey and ended up being sold into slavery.

     

    “It is something no one contemplates should happen to anyone in the present age. You will think that slave trade having been abolished all these centuries should not start again, clearly not from Africa.
    “You wonder what would have made a young man or woman to commence on such trip that is so suicidal. You do not know what is at the other side but not deterred to take that journey.

     

    “It is a very frightening thing for anybody to think about, but worst part is that the young men and women doing it appear to be bent on doing so. Unfortunately, they do so because they see it as an avenue of survival and a way of getting to a greener pasture,’’ she said.
    The senator called on all African leaders to rise to the occasion by creating enabling environment that would discourage their citizens from embarking on such dangerous journeys.

    She also urged the Federal Government to put adequate measures in place to create employment, particularly for the teeming youth, who form majority of those embarking on the dangerous greener pasture-seeking journeys.
    “Most of them I am sure are graduates and even if they are not, they are healthy people and so, we must think outside the box on how we can provide for them, at least to ensure that they have access to reasonable employment. Unless we do that, it may continue and even get worse.
    “The agency on employment should be innovative on how these youths can be gainfully employed otherwise it is a time bomb waiting to explode.
    “When you have this demography and they constitute more than 40 per cent of the total population and they are hungry and idle, they will find a means of survival,’’ she said.
    On efforts to arrest and prosecute traffickers, Oduah, who is also the Vice Chairman, Senate Committee on Women Affairs, said it was necessary.
    She, however, expressed reservations with the notion that most of the victims were being trafficked.
    “I do not believe that an adult, past 17 years, can be trafficked. I think they must have seen it as a means of getting greener pastures.
    “If they are below 12, I would say yes, they are forced but as an adult, I do not think so.
    “I blame the society for not creating an environment that would have given them the opportunity to work, to survive and to be responsible persons.
    “Another thing is parental factor; there is also the factor of greed when you believe it is greener in another man’s house as opposed to yours.
    “But I think the primary responsibility should go to government and all of us in leadership.
    “We should be held responsible for not doing enough to create jobs for these younger people,” she said.
    On activities of National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Oduah said it was addressing more of the symptoms rather than tackling the cause.
    “Why don’t we stop it before it starts?
    “While it is important to increase funding for NAPTIP, I think the only thing that will help eradicate the menace is to create jobs, real jobs and not on the pages of newspapers.’’
    She however, called for intensified advocacy by all stakeholders to enable victims know the dangers of illegal migration, which now led to slavery.
