Edo reopens job portal March 1

Edo State Governor, Mr. Godwin Obaseki, has disclosed that the state government is finalising arrangements to reopen the EdoJobs portal on March 1, 2018.

In a statement on Thursday, in Benin City, by the Special Adviser to the Governor on Media and Communication Strategy, Mr Crusoe Osagie, the governor said the reopening of the portal would extend the window of opportunities for more youths to be captured in the state’s jobs database.

The governor reassured youths in the state of his administration’s commitment to fulfil his campaign promise of creating 200,000 jobs for the teeming unemployed youths.

According to Obaseki, “The reopening of the job portal is to capture more youths in the state, who are to undergo employability and capacity building training. After their training, these youths will be matched with employers of labours, who have indicated interest in employing young people.

“It is clear that we have a crisis of youth unemployment and we are making frantic efforts to address it. There are various options the applicants on the jobs portal can choose from.

The EdoJobs initiative trained a batch of 500 youths late last year, and also supplied over 4,000 people trained by the National Directorate of Employment (NDE) this year.

EdoJobs is an employment initiative of Godwin Obaseki-led administration to train and retrain graduates with post-secondary school certificates on business writing, workplace ethics, problem-solving skills, emotional intelligence and managing conflicts, among others. The initiative gives applicants the opportunity for job placements in companies across the state.

The portal provides the state government with data of applicants, which it uses for planning skills training for the job seekers in collaboration with companies requiring skilled labour.

Buhari greets Sen. Durojaiye at 85

President Muhammadu Buhari has joined members of the All Progressives Congress and the National Assembly to congratulate an exemplary leader, Sen. Olabiyi Durojaiye, on his 85th birthday.

Buhari, in a statement by the Special Adviser on Media and publicity, Femi Adesina, felicitated with family members, friends and professional colleagues of Otunba Durojaiye, whose patriotism, unwavering commitment to the strengthening of political institutions and promotion of inclusive governance continues to inspire both old and young leaders on the innate values of democracy.

The President believed Durojaiye’s political philosophy of ensuring that all Nigerians must be given a chance to contribute and participate in the decision making processes that shape their lives, leaves a historical landmark of a responsive, forthright and broadminded leader.

He also commended the senator for his contributions to the financial architecture of the country through working for many years in the Central Bank of Nigeria, and variously serving on the boards of the Federal Mortgage Bank and the Nigerian Industrial Development Bank, contributing to the restructuring and repositioning of the institutions.

The President affirmed that Sen. Durojaiye’s efforts in fighting for the return of democracy in Nigeria from military rule, promotion of good governance, and entrenchment of the unassailable values of good education, discipline and hard work, remain glaring examples of his vision for a greater and united Nigeria.

He prays that the almighty God will grant Otunba Durojaiye longer life, more wisdom and strength to continue serving the nation he loves so much.

  • Civil society group decries IGP’s handling of Benue killings

Civil society group decries IGP’s handling of Benue killings

A civil society organisation, the Sanctity Transparency Peace Initiative (STPI) has called on the Inspector General of Police Mr. Ibrahim Idris to come clean on the alleged complicity of the police and its negligence which has worsened the herdsmen’s killings across the country.

In a communique issued on Tuesday after its emergency meeting in Abuja, the group bemoaned the deteriorating security situation in the country, particularly in Benue State.

The communique, signed by its National Coordinator, Sunday Alakho, the group condemned what it called the less than salutary role of the police chief since the killings by suspected herdsmen started on New Year’s day.

The group said the IGP’s initial description of the mass murder of innocent villagers by herdsmen as a “mere communal clash” is callous and insensitive against people crying out for Justice.

It further accused the IGP of flouting the directive of President Muhammadu Buhari to relocate to Benue State and also rated the intervention of the police as a monumental failure, as according to the group, the killings have continued unabated.

The group also expressed concerns over remarks credited to the IGP that the implementation of the Open Grazing Prohibition Law in Benue was responsible for the killings.

It wondered if the same law was responsible for the herdsmen’s similar killings in Plataeu, Zamfara, Edo, Ogun, Kaduna and Oyo States where such laws do not exist.

The STPI maintained that the complicity of the police was confirmed by the reference to Benue’s Governor Samuel Ortom as a “drowning man” by Force spokesman, Mr. Jimoh Moshood.

It demanded for a full public explanation from the police authorities on what it meant by branding an elected governor “a drowning man”.

The group urged the Nigerian people not to take the characterisation lightly, as it could be interpreted to mean the safety of the Governor is endangered. It demanded a public pronouncement by the police guaranteeing the safety of Governor Ortom.

The STPI joined other Nigerians in calling for the immediate arrest of leaders of the Miyetti Allah Kautal Hore which it accused of masterminding the killings, following an earlier threat issued by the herdsmen.

It charged the IGP to impartially execute his presidential mandate by ensuring the safe return of villagers who have been moving to Internally Displaced Peoples (IDP) camps and to ensure the safety of their communities failing which he should resign.

The STPI warned the police authorities to refrain from dragging the noble force into the murky waters of politics in order to disabuse the minds of citizens who suspect that the role of the police in this crisis is a manifestation of a hidden agenda against particular ethnic groups.

It also recalled with dismay an earlier statement credited to the Minister of Defence, Gen. Dan Ali, citing the Anti Open Grazing law law passed by the state as being responsible for the killings.

Police nab 16 cultists, seven child traffickers in A’Ibom

The Akwa Ibom State Police Command in January recorded a major breakthrough in combating all forms of crime in the state.

Within last month alone, the police in the state arrested 16 suspected cultists, seven child traffickers and 4 armed robbery suspects.

According to a statement issued Wednesday in Uyo by the Police Public Relations Officer (PPRO), Odiko MacDon DSP, the 16 suspected cultists were apprehended on January 21st following a tip-off obtained from a text message from a suspect in police custody.

The text message, the police spokesman said read, “Greetings sir, with due respect the trench town will sit out today @ Hero’s World Hotel, Itu road, by 7pm-sheriff”.

He said upon the receipt of the information police operatives swung into action and cordoned off the premises of the said hotel leading to the arrest of the suspects.

The PPRO disclosed that the suspects who are members of the Klan Kulus Klub (KKK) were been invited for a meeting at the hotel, adding that one locally made revolver pistol was recovered while the suspects have been charged to court.

MacDon also disclosed that seven persons have been arrested by the police in connection with the sale of a one month baby at the cost of N400, 000.

” On 20th January, 2018, through a credible intelligence, one Eno Archibong Emah, ‘f’ of Ikot Eman Itam in Itu local government area who gave birth to a baby boy on 12th November, 2017 conspired with one Emmanuel Akpabio Okon ‘m’ and sold the one-month child to one Kate ‘f’ of Abia state for four hundred thousand naira”.

He mentioned that four other accomplices to the crime have also been nabbed and would be arraigned in court.

The police spokesman also revealed that 4 persons have been arrested by the police for allegedly stealing a Xtera jeep.

Ohonbamu said that the governor charged the Head of Service (HoS), Mrs. Gladys Idahor, to commence the planned capacity development programme for civil servants in the state.

  • Senate rejects report linking Fulani herdsmen, Benue militia to killings

Senate rejects report linking Fulani herdsmen, Benue militia to killings

The Senate Wednesday rejected report of its committee on Police Affairs and National Security and Intelligence which linked the unabating killings in Benue State to Fulani Herdsmen and Benue militia men.

The upper chamber said that the report is incomplete because it quoted the Inspector General of Police, Ibrahim Idris copiously while it did not feature the position of Benue State Governor, Samuel Ortom.

The lawmakers agreed with the Senate President, Abubakar Bukola Saraki that the committee should go back and complete its assignment and report back within one week.

The Senate at its sitting on 31st January, 2018 considered a Personal Explanation by Senator Joshua  Lidani who drew the attention of the Senate to its resolution on the Ad-hoc Committee on Security visit to Benue State which stated “that the Senate do urge the Inspector General of Police to within Fourteen (14) days apprehend and investigate the perpetrators of this act; and the Benue State Attorney General to prosecute the offender(s); and resolved to; “Mandate its Committees on Police Affairs; and National Security and Intelligence to summon the Inspector General of Police (IGP) on 1st February, 2018 and report to the Senate on 6th February, 2018.

The 23 member committee was chaired by Chairman, Senate Committee on Police Affairs, Senator Abu Ibrahim.

Senator Ibrahim noted in his report that the Inspector General of Police appeared before the committee on Friday, 2nd February, 2018 and in his written presentation, IGP briefed the committee as follows:

    1. i) That following the outbreak of violence in some parts of Benue State, he led a team to commence on-the-spot assessment of the situation in the state with visits to flashpoints of the crises such as Logo and Guma LGAs in Benue State and Tunga in Nasarawa State.
    2. ii) That thereafter, a stakeholders meeting was convened on Thursday, the 4th day of January, 2018 at Markurdi, Benue state, where he met with the Governor of Benue State, Religious Leaders, Traditional Leaders, Opinion Leaders and Civil Society Organizations.
    3. ii) That the meeting in Benue State was meant to interact with the State Government and other Stakeholders with the view to finding lasting solution to the lingering crisis in the state.
    4. iv) That on the strength of claims by the Benue State Governor at the stakeholders meeting alleging that there exist armed Militia camped in Tunga, in Awe LGA of Nasarawa State awaiting to unleash Mayhem on Benue people, he further visited Nasarawa State for facts finding and engagement with stakeholders there, where he found that those claims were untrue.

    v) That between the 31st day of December, 2017 and the 31St day of January, 2018 over Twenty-One (21) attacks have been recorded in Benue State, noting that while Eleven (11) were believed to have been carried out by groups suspected to be Fulani Herdsmen, Ten (10) were believed to be carried out by suspected Tiv Militia groups.

    1. vi) That having visited the flashpoints of the crisis and assessed the magnitude of the problem, the Police immediately intensified deployments of personnel, including ten (10) PMF Units, a Unit of Police Special Force, Counter Terrorism Unit, Explosive Ordinance Department to Benue State and Five (5) additional PMF Units to Nasarawa State, while Aerial Surveillance has been intensified around the two States.
    2. vi) That a total of One Hundred and Forty-five (145) suspects have been arrested, out of which One Hundred and Twenty Four (124) have been charged to court, while Twenty One (21) others are still under investigation and awaiting to be charged to court.

viii) That while the Police is doing all that it could to restore normalcy in the State, it is important for the State Government and relevant Stakeholders to engage in continuous dialogue for peaceful coexistence.

In its observation and findings the committee said:

That there is a wide gap and serious defect in the intelligence gathering mechanism of the Nigeria Police and its subsequent counter operations due to inadequate funding.

That Local Government councils have been rendered ineffective thereby unable to deal with security issues before they snowball to crisis.

That inflammatory statements, utterances and actions of some politicians and opinion molders have been found to be promoting hatred and inciting violence.

That there is massive proliferation of arms and ammunition in Benue State and across the country in general.

It recommended that 1) The Nigeria Police Force should strengthen and fully utilize its intelligence gathering capabilities

    2) The Police is grossly underfunded, therefore it is recommended that a percentage of excess crude oil fund of about 2 dollars should be made available through appropriation to the Police in order to beef up its operations.

    3) Politicians and opinion leaders should desist from statements capable of inciting violence.

    4) Deliberate steps should be taken to disarm all armed militia groups in Benue State and in the country in general.

    5) The Inspector-General of Police should speedily prosecute those arrested and intensify efforts to arrest those still at large.

Deputy Senate President, Senator Ike Ekweremadu was the first to fault the report when he said that the committee should have invited the state governor who was mentioned severally by the Inspector General of Police for his comment.

Ekweremadu said, “Let me start by commending Sen. Abu Ibrahim for this report and the effort to bring it back on time. I just have one single observation. I noted that in the statement made by the IGP, he copiously mentioned the governor of Benue in most of the paragraphs but I didn’t see where the committee made an effort to speak with the governor. Because if in the circumstance, they did not interview the governor, and his name has been mentioned in respect to certain statements and actions, it would only be fair to him, to be invited by the committee and hear his own side of the story so that we have a balanced view of what transpired.”

Also Senator George Akume (Benue North West) also faulted the report and descended heavily on the Inspector General of Police for “misleading Nigerians on what happened in Benue State.”

Akume said, “I have gone through this summary, what I want to say is that this report would have been more rounded if the governor who has been so massively accused by the IGP was also invited to make input into it. The committee would have had opportunity to interact with him. I am informed that the mandate of the committee was restricted to the office and person of the IGP. And the IGP said he moved immediately to Benue state.

“He didn’t move to Benue state on his own. Following out cries from the senate, the president directed him to relocate to Benue state for one week. He went to the state and stayed there for one day. He spent two days in Nasarawa and he left. His comment has always been very jaundiced. They are not based on professional soundness and they do not show any detachment and impartiality. As far as this issue is concerned. I want to draw your attention to page 3 subsections 4 that based on claims by the Benue state alleging that there exist armed militia camps in Tunga in Awe local government of Nasarawa state, waiting to unleash mayhem on Benue people. He further visited Nasarawa state, fact finding and engagement with stakeholders there.

“Those claims are untrue. What he is saying is not true. Every security agency has made comments on this. Huge numbers are there, and many of them are from outside the country and they are armed with assorted weaponry system. It is unfair to this country for IG to make this comment on what the governor said which is untrue. What he is saying is untrue. What the governor said is true and it is from there that they moved and we have seen video clips of them moving to Benue and very well armed.

“He said in Benue State, that there are livestock guards and this has been the issue that have been repeatedly made by media but we have thousands who are moving with AK-47 freely and they have not been arrested. As we speak, people are being killed in Benue, Nasarawa, Zamara and Taraba States. It is not that we a talking anything out of the ordinary. We are simply saying that there are armed people who are going round killing our people. For me, it has nothing to do with religion. It has everything to do with mischief and economic deterministic. The IG has not been fair to the Nigerian people whom he has sworn to an oath to serve.”

The submission of the Inspector General of Police to the committee obtained by our reporter said: “On the strength of the various claims at the stakeholders’ meeting, I (IGP) visited Nasarawa State for facts finding/stakeholders engagement.

“However, the meeting at Nasarawa was a complete opposite of what happened at Makurdi. Stakeholders from Nasarawa in a revised narrative of the incidence in Benue State attributed the clashes to the untimely, unnecessary, unfriendly Anti-Grazing Law enacted by the Benue State Government.

“The stakeholders in Nasarawa State submitted that since the law was a prohibition of open grazing and establishment of ranches, the implementation of the law to ban open grazing in isolation of recommended provision of ranches as proposed by the law itself, was simply provocative and insensitive as such, a catalyst for conflict.”

The IGP told the committee that Nasarawa stakeholders also debunked the allegation of existence of militia group any part of Tunga community in the state and cited the Anti-Grazing Law of the Benue State Government as the remote and immediate cause of the conflict.

The Inspector General of Police added: “In view of the foregoing, there is indeed no doubt that the implementation of the Anti-Open Grazing Law by the Benue State Government as expressed by stakeholders in Nasarawa State and Ayim in Benue State, is the root cause of the crisis.

“This is exacerbated by the recruitment and arming of untrained Civilian JTF/ Livestock Guards with prohibited firearms whose composition is lopsided and comprising majorly persons of Tiv Ethnic Nationality.

“Also worthy of mention, is the public display of corpses, coupled with unguarded and inciting speeches by the Benue State Governor before and during the mass burial of the victims of the crisis.

“These utterances renewed tension leading to youths of Tiv ethnic group unleashing violent attacks on the residents of Wadata, Wurukum, Northbank and Angwan Jukun areas of Makurdi on Saturday 13th January, 2018.”

According to the police boss, “The establishment of a vigilante group of youths composing of only Tiv ethnic tribe at this critical occasion is a recipe for crisis. In addition, arming them with prohibited firearms (AK-47) has aggravated intra tribal and inter communal clashes especially the Shittile Militias of Katsina-Ala and Livestock Guards of Ukum LGAs of the state which resulted to loss of lives and destruction of hundreds of houses and properties.”

Idris told the committee that from the beginning of the crisis on 30th December to date, at total of 145 suspects were arrested out of which 124 suspects were charged to court while 21 suspects are under investigation and awaiting to be charged to court.

Among others, the police boss suggested that Benue State Government should revisit the Anti-Open Grazing and Establishment of Ranches Law with the aim of first providing ranches with the aim of a gradual implementation.

Re-establishment or bringing out of known cattle routes that hitherto used to exist.

Disbandment and disarming of the Livestock Guards, Shittile Tiv Militias and any other militias groups in order to forestall prohibited firearms in hands of unauthorized individuals

  • Diezani cash: EFCC re-arrests ex-INEC chief for ‘diverting’ N450m

Diezani cash: EFCC re-arrests ex-INEC chief for ‘diverting’ N450m

The Economic and Financial Crimes Commission (EFCC) Wednesday re-arrested a former Administrative Secretary at the Kwara State office of the Independent National Electoral Commission (INEC) Mr Christian Nwosu.

He was arrested after Wednesday’s proceedings in another criminal case at the Federal High Court in Lagos.

EFCC charged Nwosu and Tijani Inda Bashir with receiving N30million bribe from former Petroleum Minister Mrs Diezani Alison-Madueke to rig the 2015 election result.

They were arraigned along with Yisa Adedoyin, who pleaded guilty to receiving cash payment of N70, 050,000.00 from Mrs. Alison-Madueke.

Mrs Alison-Madueke is also named in the charge, but is said to be “at large”.

Nwosu pleaded guilty when he was first arraigned, but changed his plea to not guilty after claiming EFCC induced him to plead guilty.

Yesterday, EFCC’s investor Usman Zakari tendered Nwosu’s account statements showing details of the N30million.

The witness said Nwosu received N17million in his Diamond Bank Plc account and N13million in his Union Bank Plc account.

Zakari also tendered some title documents of land allegedly acquired by Nwosu with some of the funds.

After the documents were admitted in evidence, the prosecution closed its case.

Defence counsel Victor Opara said his client would file a no-case submission, meaning they do not intend to call any witness to defend the case because they believe the prosecution’s case is weak.

After the proceedings, Nwosu and his co-accused were arrested.

It was learnt that their arrest was in connection to a fresh finding by EFCC that they allegedly diverted N450million to a company called Advaita Nigeria Limited through an INEC cashier.

Bashir is said to be a director in the company.

EFCC said Nwosu is a signatory to an account where the money was hidden, and that his wife benefited N11.8million.

The commission said Bashir got N25million through a company called Heiza Nigeria owned by his relative, Saliu Yakubu.

Nwosu had claimed that the N30 million he collected was for logistics purposes during the election, and that his office knew how the money was spent.

He also said the money was shared to INEC ad-hoc staff for logistics.

Nwosu had earlier claimed that EFCC allegedly forced him to surrender his property worth N30million, and that he was induced to part with N5million in a bid to regain his freedom.

According to him, the statements he made at EFCC were dictated to him while the one he made voluntarily was described as “rubbish”.

Justice Mohammed Idris adjourned till March 7 for hearing of the no-case submission.

  • Fuel crisis: Local refining is the only solution, says Dogara

Fuel crisis: Local refining is the only solution, says Dogara

The Speaker of the House of Representatives, Yakubu Dogara has said the country will continue to experience fuel crisis as long as it cannot refine the products locally.

Dogara said though the leadership of the country is engaging stakeholders on how to surmount the challenge, he nonetheless opined that the country is not likely to overcome the recurring crisis if it continues with stop-gap measures.

Dogara spoke Tuesday in his office while receiving the leadership of the Petroleum and Natural gas Senior Staff Association of Nigeria (PENGASSAN), where he said it would be foolhardy for anyone to think that there will be a permanent solution without capacity to refine petroleum products locally.

He however disclosed that three Petroleum Industry bills would be given expedited action by the two houses of the National Assembly to avoid delay.

He revealed that works on the bills are expected to be have been concluded and sent for Presidential assent before active politicking for 2019 general elections sets in.

He said: “You mention this very embarrassing fuel situation which we have found ourselves and the state of our refineries.

“My take on this is very simple and I’ve said it on a number of occasion that unless we are able to refine our own crude oil locally, we will never be in a position as a nation to say bye bye to fuel scarcity.

“That is the truth; anyone who thinks we can depend on importation and still solve this problem in a permanent basis is deceiving himself.

“When you import you depend on so many variables that are not within your control and anything can happen along the line that may result in this.

“As far as am concerned, I see no reason why, with the quantum of crude we are churning out from Nigeria we cannot refine this product locally and end this shame once and for all.

“It’s something we are looking at levels of  different strata of leadership in the country but whatever solutions we are going to proffer, will only be temporal.

“The permanent solution will come when are able to refine the product locally, put it in the filling stations where it can be dispensed and then we can say bye bye to the scarcity.

“But as far as that is not done, any measure adopted will just be a stop-gap measure  because we will depending on refineries outside and others variables that are not

“This is where we are but to be candid this is a challenge we have to resolve as soon as we can.

“At the level of leadership, engagements are on-going and hopefully we will be able find a solution but the permanent solution is when we are in a position, either through the existing refineries or building new ones but we must possess the capacity to refine the crude locally.”

As part of the permanent solution, Dogara said the process of passing the three remain bills of petroleum industry would be abridged whereby the petroleum resources Committees of the two House would work together rather than separately.

He said a joint public hearing would be conducted by the Committees where all stakeholders, civil society organizations (CSOs) and members of the public would be invited.

He said the aggregate of the outcome of the public hearing is critical to the final report of the bills.

Dogara also stated that to maximise time, there would be no need for Conference Committe once the reports of the bills are considered and adopted by the two chambers since the reports would be basically similar.

Saying that the 8th National Assembly is desirous of creating further history having broken the jinx of passing the Petroleum Industry Governance Bill (PIGB), Dogara said the lawmakers are currently working on the physical aspect of the bills.

“The process of passing the bills will be done in no time, by this time; we are taking a very short route to the passage of these bills in the sense that instead of working separately, the two Houses will work on them jointly.

“At the end of the day what comes back to the plenary of the two houses will be a reflection of the work of the joint Committee and once it is passed, there won’t be any need for conference on the bill to harmonise the position of the two houses, it will be the same position for the two and it will be sent to the President for assent.

“If we succeed in this, this section of the National Assembly would be making history though we have been doing that.”

Earlier in his speech, PENGASAN  National President, Olabode Johnson, who led other members of the delegation asked for the intervention of the House in the lingering fuel crisis while asking for the revamping and rehabilitation of the nation’s refineries with timeline.

The union also implored the government to effect strategies of adequate and sustainable crude supply to the refineries to enhance local refining.

The group also asked government to remove all encumbrances associated with importation of refined products, enhance infrastructural facilities such as construction of additional Single Point Mooring and extension of such into deep waters to enable berthing of large vessels to ease the challenges of importation.
