    Trump has revived possibility of using atomic weapons tactically

    President Donald Trump has revived the dangerous possibility of using atomic weapons tactically in the new U.S. Nuclear Posture Review (NPR) that may revive the 1950s-type tensions, former Canadian diplomat Patrick Armstrong said.

    The Trump administration announced its new nuclear doctrine on Friday, claiming it would take a tougher stance on Russia.

    The NPR outlined that President Trump, just like his predecessor Barack Obama, would consider using nuclear weapons only in “extreme circumstances.”

    Armstrong told Sputnik that the new doctrine threatened to increase nuclear tensions to the level they were at in the 1950s when under the Eisenhower administration nuclear weapons were even deployed for tactical use by U.S. forces in Europe.

    “It sounds like a return to the 1950s when nuclear weapons were seen as ordinary munitions with a bigger bang.

    A dangerous thought,” Armstrong said.

    However, the new posture could indicate that Trump was relying on senior generals as allies against his enemies in the U.S. Intelligence Community who were still trying to discredit him and drive him from power, Armstrong observed.

    “I believe that this is not the end-state [of US nuclear strategy]. Trump has to clear away the deep state coup…

    “He may have surrounded himself with generals as a protection against the organs of state security. So, he has to please them,” he said.

    The new NPR could also be the product of warmongers from both the neoconservative right and the interventionist neoliberals who had dominated US policy-making under previous presidents George W. Bush, Barack Obama and Bill Clinton, Armstrong noted.

    “The document may just be the effusions of the delusional neoconservative/humanitarian bombers who remain throughout the system,” he said.

    However, in spite of the hawkish tone of the new nuclear review, Armstrong said he believed Trump remained determined to reduce U.S. military deployments and high profile in conflicts around the world.

    “I think he [Trump] is trying to cut the United States free from entanglements…

    “In that case, he would favour a Fortress America defense policy; quite the opposite of believing that ‘vital U.S. interests’ are threatened everywhere,” he said.

    Once Trump’s domestic political position was stronger and he had survived the current wave of attacks to discredit him, he might yet feel free to seek to improve relations with Russia and other countries after all, Armstrong proposed.

    “With the spurious Russia collusion story exploded and the responsible punished, quite different defence policies could emerge,” he said.

    Armstrong said he did not assume that Trump had been captured by the neocon and humanitarian bomber alliance that formed in the Obama years, but that he still wanted to turn US foreign and military policies into more peaceful and responsible directions.

    “Draining the swamp is a long and difficult task that must be accomplished by careful, deliberate steps. It has just begun,” he said.

    Until his retirement, Armstrong was a Canadian diplomat who was a specialist on the Soviet Union and Russia.

    He previously served as political counselor in the Canadian Embassy in Moscow.

    Police investigate alleged killing of man in Enugu

    The Police Command in Enugu State says it has begun investigation into the alleged killing of a middle-aged man after he fought with his neighbour in Amagu Okpanku community in Aninri Local Government Area.

    The Public Relations Officer of the command, SP Ebere Amaraizu, said this in a statement issued on Tuesday in Enugu.

    Amaraizu said the incident occurred on Feb. 1 at about 2 p.m.

    He said that the deceased identified as Ajah Sampson was confirmed dead after he sustained various injuries from a machete allegedly used on him by his neighbour, Chibuzor Ivoke.

    “It was gathered that on Feb.1, both persons had allegedly engaged themselves in a serious violent fight over a yet-to-be established issue/issues which later left both of them with various degrees of matchete cut on their neck, heads and ears.

    “They were consequently rushed to Afikpo Mater Hospital for medical attention by family members where the doctor on duty later confirmed one of the victims, Sampson Ajah, dead,’’ he said.

    According to the police spokesman, the body of the deceased has been deposited at the hospital mortuary pending conclusion of investigation.

    Nepal to ban vehicles older than 20 years to tackle pollution

    Nepal will ban from the roads vehicles older than 20 years across the country in a bid to control worsening air quality and to ease traffic congestion, officials said on Tuesday.

    The government decision, which followed a similar campaign in the capital Kathmandu a year ago, will throw out around 5,000 ageing vehicles, including buses, trucks and pickups.

    “After mid-March, vehicles that are older than 20 years will not be allowed to drive on the roads,” said Birendra Swar, a spokesman of the Department of Transport Management.
    The rule exempts taxis.

    “We will check the vehicles and if they are 20 years old, then they won’t be allowed to drive. We hope this will help reduce pollution and ease traffic across the country,” he said.

    Authorities have also banned cars from core parts of Kathmandu to reduce congestion.

    The global Environmental Performance Index released early in January ranked Nepal’s air quality as one of the worst in the world.

    Watford scored three late goals on Monday to win 4-1 in Javi Gracia’s first home game in charge and increase the pressure on Chelsea counterpart Antonio Conte.

    The Blues played an hour with 10 men after Tiemoue Bakayoko’s red card capped off a dreadful individual 30-minute performance — in which he gifted Watford four chances.

    The Hornets — who had only won one of their previous 12 English Premier League games — led controversially as Gerard Deulofeu went down easily under goalkeeper Thibaut Courtois’ challenge.

    Troy Deeney went on to score the penalty kick.

    Chelsea, who brought on Olivier Giroud for a debut in the second half, scored an undeserved equaliser when Eden Hazard curled home brilliantly from 25 yards.

    Two minutes later, Daryl Janmaat scored a fantastic goal of his own when he played a one-two with Roberto Pereyra.

    He went on to beat another couple of defenders before scoring with his weaker left foot.

    Deulofeu added another when he ran from halfway before his shot was deflected home by Gary Cahill — and then Pereyra scored a fourth from Abdoulaye Doucoure’s through ball.

    It was Chelsea’s second consecutive defeat by three goals in the Premier League, following their 3-0 home reverse by Bournemouth.

    Deulofeu later said “we are happy for these three points. The team fought too much at the beginning and we are worth this win. I’m so happy for my first game at home.’’

    On the penalty kick he won in the first half, he said “Daryl Janmaat gave me a good ball and I think it’s a clear penalty kick. He (Courtois) touched me… I think.”

    On his part, Janmaat said: “I know I can score goals, I did it in the past last year against Chelsea as well. It is really good

    “I am happy for the team and it is a really important win. We pressed them well. We won a lot of second balls.

    “Last week in Stoke we had a good result, a point there, and three points today. We have to build on from here because we want to be safe as soon as possible.”

    Watford boss Javi Gracia could not hide his joy, saying “you always work for nights like today. But today has been an unforgettable night. I am very proud of my players and very happy for our fans.”

    Buhari signs executive order to improve local content in procurement 

    President Muhammadu Buhari on Monday in Abuja signed Executive Order 5 to improve local content in public procurement with science, engineering and technology components.

    The Executive Order, according to a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, is expected to promote the application of science, technology and innovation towards achieving the nation’s development goals across all sectors of the economy.

    The President, pursuant to the authority vested in him by the Constitution, ordered that all ‘‘procuring authorities shall give preference to Nigerian companies and firms in the award of contracts, in line with the Public Procurement Act 2007.’’

    The Executive Order also prohibits the Ministry of Interior from giving visas to foreign workers whose skills are readily available in Nigeria.

    It, however, notes that where expertise is lacking, procuring entities will give preference to foreign companies and firms with a demonstrable and verifiable plan for indigenous development, prior to the award of such contracts.

    In the proclamation entitled ‘‘PRESIDENTIAL EXECUTIVE ORDER 5 FOR PLANNING AND EXECUTION OF PROJECTS, PROMOTION OF NIGERIAN CONTENT IN CONTRACTS AND SCIENCE, ENGINEERING AND TECHNOLOGY,’’ the President also directed Ministries, Departments and Agencies to engage indigenous professionals in the planning, design and execution of national security projects.

    It added that ‘‘consideration shall only be given to a foreign professional, where it is certified by the appropriate authority that such expertise is not available in Nigeria.’’

    Court orders forfeiture £578,080.00 ‘stolen’ from NIMASA

    The Federal High Court in Lagos Monday ordered the forfeiture of £578,080 (about N292 million) allegedly stolen from the Nigerian Maritime Administration and Safety Agency (NIMASA) and hidden in a Diamond Bank Plc account.

    Justice Saliu Saidu made the order based on an application by the Economic and Financial Crimes Commission (EFCC).

    The money was found in an account of a maritime firm, ZAL Marine Limited, EFCC said.

    The forfeiture motion, moved by EFCC’s lawyer Rotimi Oyedepo, was anchored on Section 17 of the Advance Fee Fraud and Other Related Offences Act 2006.

    Oyedepo said the money sought to be forfeited was reasonably suspected to be proceed of unlawful activity.

    “An application of this nature is designed to prevent the dissipation of funds/ property that is suspected to be proceeds of crime found in possession of any person without necessarily convicting the suspect in whose custody the property is found,” the lawyer said.

    An investigating officer Musbahu Abubakar said EFCC received intelligence on monumental fraud in NIMASA and that part of the proceeds of the fraud was transferred to ZAL Marine by NIMASA employees – Irene Macfoy and Chukwuemeka Emmanuel.

    He said Macfoy allegedly used her position as an Assistant Director and Head of Nigerian Seafarers Development Program to facilitate the fraudulent transfer of £1,074,600.00 from NIMASA’s Zenith Bank (UK) account to an offshore account belonging to Swiss Bulk Carriers S.A.

    It was allegedly under the false pretense of training 54 nautical science and marine engineering students on March 16, 2013.

    “Out of the said £1,074,600.00, the respondent (NAL Marine), without any contractual relationship with NIMASA, also fraudulently received and retained the sum of £578,080.00 from Swiss Bulk Carriers S.A.

    “The fund was transferred from NIMASA’s Account without any Parastatal or Ministerial Tender Board approval and/or contract with NIMASA.

    “There was no contractual relationship or agreement that existed between NIMASA, Swiss Bulk Carriers S.A and the respondent to warrant this fraudulent transfer of the funds sought to be forfeited,” the operative said.

    According to him, before effecting the fraudulent transfer to Swiss Bulk Carrier S.A, the mandatory value added tax remittance to the Federal Government was unlawfully evaded.

    “The respondent is a front company to Mrs. Irene Macfoy, an Assistant Director with NIMASA and the Head of the Nigeria Seafarers Development Programme.

    “The respondent is an agent of Swiss Bulk Carriers S.A who fraudulently retained and converted to their use, the total sum of £496,520.00 out of the said £1,074,600.00.

    “The respondent is reasonably suspected to have conspired with others to steal the above fund from the Federal Government of Nigeria,” Abubakar said.

    Abia Obeys NJC Directive as Justice Ogwe is Sworn In as acting CJ

    The government of Abia state has obeyed the directive of the National Judicial Council (NJC) to swear in the most senior judge in the state by swearing in Justice Onuoha Arisa Kalu Ogwe as the state acting Chef Judge (CJ) to replace the suspended Chief Judge, Mrs Theresa Uzokwe.

    It could be recalled that the NJC last week directed the state government to swear in the most senior judge as the acting Chief Judge as the former acting Chief Judge, Justice Obisike Orji was suspended and queried for accepting the appointment from the state government.

    Governor Okezie Ikpeazu had last week inaugurated Justice Oji as replacement to the suspended Chief Judge, Justice Uzokwe following the resolution of the state house of assembly that recommended her suspension.

    However the NJC faulted the action of the state government and directed that the proper procedure be followed by swearing in the next in rank to the suspended Chief Judge pending the conclusion of investigation surrounding her suspension.

    Speaking while swearing in the acting CJ, Ikpeazu said that there was no under current in the decision of the government except to stabilize the judiciary which should not be left without a head.

    Ikpeazu said that last week he received the resolution of the state House of a Assembly on the suspension of the state Chief Judge which did not go down well with the NJC which directed that according to them the right should be done.

    He said, “Last week I received a resolution of Abia State House of Assembly which led to the suspension of the former Chief Judge, within the same period the NJC sat and gave directive as to what they think is the proper thing, that’s why we are here today”.

    The Abia state governor expressed confidence that the new acting Chief Judge, Justice Ogwe would ensure that the objective of stabilizing the judiciary arm of government was achieved.

    Ikpeazu charged the new acting CJ to live up to the standard required of the person in his position and urged him to stabilize the judiciary for the good of the state and the common man to have hope on the system.

    In his acceptance speech, Justice Ogwe appreciated the Governor for the appointment and promised to serve to the best of his ability to ensure that the judicial arm of government is stable.

    Justice Ogwe said that as a judge of the state judiciary that what he has been asked to do is to provide leadership from his colleagues and assured that he will do all in his capacity to do just that mad more.

    Meanwhile Abia State government has appealed to the NJC to temper Justice with mercy in the case of Justice Obisike Oji whose inauguration as acting Chief Judge was nullified by the council as unconstitutional.

    Addressing journalists on the issue the state Attorney General and Commissioner for Justice, Chief Umeh Kalu, SAN, urged the council to consider the circumstances surrounding his appointment saying he was a victim of circumstance.

    Shettima lauds military for crushing Boko Haram

    The Governor of Borno, Alhaji Kashim Shettima, on Monday commended the Nigerian military for the successes recorded so far in the war against Boko Haram.

    The News men reports that the commendation comes amid latest claims by the military authorities that the insurgency has been total crushed.

    Boko Haram, which is seeking the enthronement of a strict Islamic code in Nigeria, launched its deadly insurgency in 2009, killing thousands of people and leaving the economy of Nigeria’s northeast in ruins.

    Shettima, who was speaking in Maiduguri at the inauguration of a special town hall meeting for military and security agencies in the northeast, hailed the military for demonstrating high patriotism and professionalism.

    He said that the military made huge sacrifices to facilitate the restoration of peace and security in the northeast.

    Shettima noted that the military had successfully defeated and over-ran the insurgents in the past few weeks.

    He said that the military had through its counter-insurgency campaign, facilitated a return to normalcy and the resurgence of social and economic development in the northeast.

    “In the past three years, Boko Haram insurgents took over 20 Local Government Areas of Borno State. Maiduguri faced serious threats. We were in a state of siege.

    “Thousands of people were killed, maimed and displaced, due to the insurgency.

    “The ugly situation changed for the better because of the hard work and commitment of our gallant troops,’’ he stated.

    According to him, Boko Haram, having been decimated, resorted to suicide bombing, targeting soft targets, “a clear sign of cowardice and weakness on their part”.

    The governor noted that the successes recorded in the war against the insurgents were made under military commanders of southern Nigeria extraction.

    Shettima called on Nigerians to complement the efforts of the military in the restoration of peace by living harmoniously, irrespective of ethnic or religious differences.

    He also lauded the Federal Government for its efforts in ending the war as well as its initiative in addressing the humanitarian crisis caused by the insurgency.

    The Minister of Information, Alhaji Lai Mohammed, said that the meeting was designed to enable the government to interact with the populace.

    Mohammed said that the Federal Government accorded priority to ending the insurgency and boosting security in the country.

    He commended the troops for their gallantry and for defeating the terrorists.

    The Ministers of Defence and Interior, Mannir Dan-Ali and Abdulrahman Dambazau as well as the Minister of State, Budget and National Planning, Zainab Ahmad, were at the meeting.

    Also in attendance were members of some states houses of assemblies, emirs and developments organizations, drawn from six states.

    Federal High court jails Labourer, 23, for trafficking

    A Federal High Court sitting in Lagos on Monday, sentenced a 23-years-old Labourer, Musa Danjuma, to one year imprisonment, for trafficking in 350g of Cannabis Sativa, also known as `Hemp’.
    The National Drug Law Enforcement Agency (NDLEA), on Jan. 29, arraigned the convict on a one count charge of trafficking Hemp.
    Danjuma pleaded guilty to the charge.
    The prosecution said that Danjuma was arrested on Sept. 13, 2017, at Ajao Estate in Lagos, with 350kg of the narcotics.
    He said the offence contravened the provisions of Section 11 (c) of the NDLEA Act, Cap N30, Laws of the Federation, 2004
    The prosecutor, Mr Jeremiah Aernan, after Danjuma’s plea of guilt, reviewed the facts of the case before the court and led one prosecution witness in evidence.
    He tendered in evidence, a written statement of the accused, a request for scientific aid form, and a bulk of the exhibit.
    Aernan, thereafter, closed the case for the prosecution, and urged the court to sentence the accused in accordance with section 356 (2) of the ACJA 2015, and based on evidences adduced.

    At the resumed hearing, Justice Oluremi Oguntoyinbo, found the accused guilty as charged and accordingly, convicted him.
    The convict, who was not represented by a lawyer, pleaded for mercy and asked the court to give him a second chance to make amend.
    Oguntoyinbo sentenced the convict to one year imprisonment and held that the sentence would commence from the date of his arrest.
    “The convict is hereby, sentenced to one year imprisonment, to be calculated from the date of his arrest.
    “The drug exhibits are to be returned to the NDLEA for destruction,” she held.
