  • BREAKING: P&ID: UK judgment saved Nigeria’s assets from seizure – FG

    The Minister of Information and Culture, Alh. Lai Mohammed has said that the judgment of the United Kingdom’s Commercial Court saved Nigeria’s assets from being seized by an Irish firm, Process and Industrial Developments (P&ID).

    He also said the Federal Government has mandated its lawyers to file an appeal against the court order for a security deposit of $200million to make the stay of execution of the $9.6billion award given to P&ID effective.

    He said contrary to the claims of P&ID, the Federal Government had a good outing in the UK Court.

    The minister made the clarifications at a briefing in Abuja on the outcome of the proceedings in the UK Commercial Court.

    Mohammed said: “Finally, and this is the most important point: For those who may still not understand the gravity of the judgement of the Commercial Court in London last week, let me say this: Had we lost our quest for a stay of execution and application to appeal in London last week, P&ID would by now be attempting to seize our assets all over the world.

    “Remember they boasted, before the judgment, that they have started compiling a list of our assets which they will attach. But now, that’s an empty boast, thanks to the successes recorded in the court of law and the court of public opinion last week.”

    He said Nigeria did not lose out in the UK Commercial Court.

    He added: “Gentlemen, I have gone the extra mile to summarize our week-long activities in London as well as the judgement of the London-based Commercial Court on the arbitration award of 9.6 billion US dollars to P&ID in order to put the record straight and knock the bottom off the argument by P&ID and its cohorts that we did not score a big victory in London last week.
    ” It was indeed a huge victory, and P&ID has every reason to be worried that the 9.6 billion US dollars arbitration award to it has a good chance of being overturned.”

  • Police arrest one-eyed man over serial murder of 15 people in Ogun

    Police have arrested one-eyed man and suspected leader of the dreaded Eiye confraternity in Ikenne, Sunday Paul, in connection with the killing of 15 people in Ikenne and its environ, Ogun State.

    Sunday who is popularly known as Blade and has been on the wanted list of the Ogun State Police Command was arrested on September 21, following surveillance and technical investigation into his activities.

    It was discovered that he had been arrested in the past and charged to court on three different occasions, spent time in prison custody over alleged murder related case before coming out recently.

    The Police Public Relations Officer in Ogun State, Abimbola Oyeyemi who made this known in a release on Wednesday, said there was wild jubilation in Ikenne when news of Blade’s arrest filtered into the town.

    Abimbola, a Deputy Superintendent of Police(DSP) added that upon interrogation, the suspect admitted being the leader of Eiye cult group in Ikenne and its environ.

    He also confessed to have been responsible for the killing of one Kabiru who he claimed to be a member of a rival cult group.

  • Lagos closes Costain bridge, roundabout, issues travel advisory

    The Lagos State government on Wednesday disclosed plans to shut down the Costain roundabout inwards Funso Williams Avenue for three months, beginning from Thursday, October 3.

    The closure, according to the statement, is to facilitate the completion of the ongoing construction of the bridge.

    The federal government had embarked on the construction of a new flyover bridge in replacement of the existing one which headroom had been inadequate for the speed train being proposed to connect Apapa Ports for wet and cargo freight services.

    In the statement, government issued a travel advisory for commuters and motorists on the road.

    According to the advisory, “motorists coming from the Funso Williams Avenueenroute Apapa road/Iganmu to Apapa, can make use of Alaka to Eric Moore to Abebe Village (Nigerian Breweries) and continue the journey, while those heading to Lagos Island from Funso Williams can connect through Eko Bridge from Ijora Olopa or Apongbon.

    “Those heading to Lagos Island from Orile can use Iganmu Road to connect Eko Bridge through Costain.

    “Motorists coming from Lagos Island that have no business in Costain and its environs can make use of Eko Bridge to Funso Williams Avenue.

    “Motorists that want to use Costain Roundabout or head to Alaka or Ebute Meta can make use of Apapa Road to Abule Nla Road to connect Funso Williams Avenue by Leadway Assurance building to continue their journey, or Iddo to Oyingbo, to connect Ebute Meta.

    “From Lagos Island to Iganmu Road, Orile and Apapa, motorists can make use of Costain to connect Iganmu to continue their journey.”

    The statement solicited the cooperation and understanding of motoring public during the construction.

  • Andy Ruiz Jnr. to A Joshua : Beat me this time or step aside!

    Nigeria born British boxer Anthony Joshua has been told to take a break from boxing should he fail to win in the December 7 rematch against Andy Ruiz Jnr.

    The Mexican himself sarcastically gave the advice while boasting about readiness for the showdown billed for Saudi Arabia.

    Joshua’s defeat was a huge surprise to many with the 29year old 2012 Olympic Gold Medalist admitting he had to ‘grieve’ after that shock loss in June at Madison Square Garden.

    The pair are scheduled to have a huge rematch in December after Ruiz Jnr took Joshua’s three world heavyweight title belts in their initial fight in New York.

    Ruiz Jnr believes he can defeat Joshua once again when they come to blows in Saudi Arabia and has advised the British to step away from the ring if he fails to regain his world titles.

    ‘I think he should take a little break if I beat him,’ Ruiz Jr told Sky Sports.

    ‘Let him recuperate, but one or two losses are not going to make a difference.

    ‘He’s still a warrior, he’s still a great fighter, and I’m sure he’ll bounce back,” he submitted

    Joshua nonetheless remains optimistic that he can reclaim his titles in the all-important rematch that has kept the boxing world waiting

    Recall that Joshua dropped Ruiz Jr. in the third round, for the first time in the challenger’s career. Ruiz Jr. beat the count, and scored his own knock down moments later. Joshua was down again towards the end of the round in a massive turn around.

    At the time of stoppage Ruiz Jr. was leading the fight 57–56 on two scorecards and Joshua was leading 57–56 on the other. It is still considered to be one of the biggest upsets in the history of boxing.

    The Police have uncovered another baby factory in the Isolo area of Lagos State.

    The State Public Relations Officer, Bala Elkana, said the factory was uncovered after about seven pregnant ladies escaped from there on Monday night.

  • UPDATED: Senate probes loss of $21bn to non-review of PSC Act

    The Senate has directed its relevant committees to probe the loss of $21bIllion accruable to the Federal Government as a result of failure to amend the Production Sharing Contract (PSC) Act.

    This resolution followed a motion entitled: “Urgent need to review and recover additional revenue accruable to the government of the Federation from the Production Sharing Contracts pursuant to Section 16 of the Deep Offshore and Inland Basin Production Sharing Contract Act CAP D3 LFN 2004 and amend the Extant Act.”

    The motion was sponsored by Senator Ifeanyi Ubah (Anambra South) and co-sponsored by 16 other senators.

    In his lead debate, Ubah urged the Senate to note that “as a result of the non-review and amendment of the PSC Act, the Federal Government has lost about US$21 billion (about N7trillion) over a period of 20 years due to the failure to review and amend the PSC Act as stated by the Honourable Minister of State for Petroleum Resources following the meeting of the Federal Executive Council on the 14th day of December, 2017.”

    Ubah’s prayer which is to: “Mandate the Senate Committee on Petroleum Resources Upstream to investigate the reasons for the failure to review the salient provisions of the PSC Act, identify the best fiscal regime for the PSCs and review the provisions of the PSC Act to ensure that beyond the crude oil price of US$20, the share of the Federal Government of Nigeria (FGN) in the additional revenue is adjusted in accordance with the provisions of the Act,” was unanimously adopted when it was put to voice vote by the President of the Senate, Ahmad Lawan.

    Lawan in his contribution said that the nation’s economy would gain significantly if the Act is amended.

    He said, “The monies can be injected into financing the 2020 Budget. This is one important and patriotic motions we have taken so far in the Ninth Senate.

    “Let me say that tomorrow (Thursday), the bill that needs to be amended is coming up for consideration for second reading, and I believe what we need to do is to give it the most expeditious consideration ever.

    “We also pray the executive arm of government will give it expeditious treatment because this is one bill that if amended and signed, will give us N160 billion proposed for the 2020 budget.

    “So time is of essence here, and therefore, we will do everything possible to pass it, and of course follow it up, so that the effect is seen in money available to finance the 2020 appropriation which will be presented possibly next week.”

    In his lead debate, Senator Ubah, urged the Senate to note with concern that the Federal Government has lost several billions of United States dollars potentially accruable revenue due to the non-review and amendment of the salient provisions of the Deep Offshore and Inland Basin Production Sharing Contract Act (2004).

    He said that Section 16 of the Act which regulates the sharing of additional

    revenue between the Nigerian National Petroleum Corporation (NNPC) and the various Production Sharing Contract oil companies has not been reviewed over the years.

    He noted that “Section 16 of the PSC Act provides that where the price of crude oil exceeds US$20 per barrel, the PSC Act will be reviewed to ensure that the share of the Federal Government of Nigeria (FGN) in the additional revenue is adjusted to the extent that the PSCs shall be economically beneficial to the FGN and that in any event, the PSC Act may be reviewed after 15 years from its commencement in 1993 and every 5 years thereafter.”

    He insisted that the PSC Act recognized and anticipated the necessity for post execution and periodic review of the Act to ensure that government derives maximum and equitable benefits from the PSCs in the following terms:

    Price-induced review of the provisions of the PSC Act – that is, a review to be undertaken whenever the price of crude oil exceeds US$20 per barrel, real terms, in order to increase revenue accruable to the Government of the Federation from the PSCs;

    Review of the entire provisions of the PSC Act (including sharing-formula provisions contained in the Act) 15 years after the commencement of the Act in 1993; and

    Review of the entire provisions of the PSC Act every five years thereafter.

    He lamented that no review of the Act was undertaken when crude oil price exceeded US$20 in 2004 and at the 15th year anniversary of the PSC Contract.

    He said that the country having “lost trillions of naira due to non-review of the PSC Act, stand to gain an additional sum above 30billion naira monthly (360billion annually) if the Act is reviewed and amended which would boost our revenue base significantly.”

    He observed that the PSCs would continue to play a dominant role in terms of contribution to Nigeria oil and gas production because “relative to the production from the Joint Venture Contract arrangement, the PSC’s contribution rose from 0.50% (4,000,348 barrels) to 18.70% (193,143,992 barrels) per annum between 1998 and 2005 and its contribution has grown since the year 2006 from 18.37% (188,479,413 barrels) to over 39% (199,254,000 barrels) per annum in 2018.”

    He said that the Senate is convinced of the need to investigate the reasons for the failure to review the salient provisions of the PSC Act and also identify the best fiscal regime for the PSCs.

    He said that there is urgent need to review the provisions of the PSC Act “to ensure that the Federal Government and by implication the states entitled to derivation recover arrears of revenues which would have accrued to the Federal Government and the states covering the years the provisions of Section 16 of the PSC Act were not reviewed and implemented.”

    Senators in their contribution, supported the motion and called for speedy review of the PSC ACT to prevent further revenue leakages.

  • Wild Jubilation in Kano as Ganduje floors Abba at Tribunal

    There was wild jubilation in the ancient city of Kano on Wednesday as thousands of residents trooped into the streets to celebrate the victory of Governor Abdullahi Umar Ganduje at the Kano state Governorship Election Petition Tribunal sitting at Miller Road, which reaffirmed his reelection.

    The Tribunal declared that the petition of the main opposition the Peoples Democratic Party (PDP) and its candidate, Abba Kabiru Yusuf , challenging the victory of All Progressives Congress(APC) candidate, Ganduje lacked merit.G

    The chairman of the three-member panel, Justice Halima shamaki, in a judgment read for over three hours dismissed the PDP’s petition seeking the nullification of Ganduje’s victory in March 9 and 23 governorship election.

    The Tribunal ruled that the governorship candidate of PDP failed to proof his case against Ganduje and the APC in the March 9 and 23 governorship election, beyond reasonable doubt.

    The Tribunal also upheld Ganduje’s election, adding that the cancellation that followed the Gama Ward election and others which subsequently brought about the March 23 re-run was not only constitutional, but valid.

    Explaining why PDP prayers were struck out, Justice Halima Shamaki, said: “The difference between the outstanding votes at Gama was 128, 000 votes compared to the 26, 000 votes which the PDP governorship candidate, Abba Yusuf was leading on 9 March, 2019.There was need for the election to be concluded through the re-run of 23 March, 2019.”

    Shamaki further averred that INEC complied with all laws, guidelines, regulation and the constitution in declaring the March 9 governorship election in the state inconclusive, by reorganizing a re-run.

    She said the petitioners did not lead credible evidence to prove their case.

    Justice Shamaki insisted that the decision to conduct a supplementary election was not a unilateral decision of INEC, but was brought about by the conducts of the party agents of both parties, including the petitioners.

    Reacting to the judgment, Kano state Government in a statement by the former Commissioner of Information, Malam Muhammad Garba urged PDP to accept defeat and join hands to take the state to the Next Level.

    It reads: “The Kano state Governorship Election Petitions Tribunal on Wednesday validated the election of Governor Abdullahi Umar Ganduje of the All Progressives Congress (APC).

    “The opposition People’s Democratic Party (PDP) should therefore accept defeat with dignity and shelve any temptation to appeal the verdict of the Kano state Governorship Election Petition Tribunal which dismissed its case on Wednesday.”

    Malam Garba added that the PDP should not waste its time and resources in appealing the case they clearly lost.

    He said having been closely observing the tribunal’s proceedings, the PDP couldn’t prove its case and the case was thrown out for lack of merit.

    Garba observed that PDP and its candidate have no case to appeal the judgment but to demonstrate the spirit of sportsmanship and avoid overheating the polity by giving the people false impression that it was rigged out during the election.

    The former Commissioner urged people in the state and particularly members and supporters of the APC to remain calm and avoid being tempted to engage in violence as security agents will not allow break down of law and order in the state.

    PDP chairman, Alhaji Suleiman Rabi’u Bichi said they will study and review the verdict and make public their next line of action, whether to appeal or not.

  • FG to reintroduce toll gates

    The Federal Government is concluding plans to reintroduce toll plazas on roads in the country.

    This was disclosed by the Minister of Works and Housing, Babatunde Fashola.

    He briefed State House correspondents alongside Minister of Information, Lai Mohammed, at the end of Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    Stressing that there is no law against toll plazas in the country, he said that the Federal Government is working on modalities for reintroducing cashless toll plazas.

    Other logistics being worked out before the reintroduction, he said, acquiring more lands that will provide up to 10 lanes plazas.

    He also disclosed that the FEC meeting on Wednesday approved additional N15.765 billion for two roads in the country.

    The two roads are Suleja-Minna-Lambata road and Ibadan-Lagere-Ilesa bypass.

    He said the two roads contracts approved on Wednesday were upward review from initially approved rates.

    On the 101km Suleja-Minna-Lambata road, he said FEC on Wednesday approved additional N12.6 billion.

    N3.165 billion, he said, was additional approved for the Ibadan-Lagere-Ilesa bypass.

  • Association to FG: intervene in UCTH crisis

    The Association of Medical Laboratory Scientists of Nigeria (AMLSN) has called on the Minister of Health, Osagie Emmanuel Ehanire, to intervene in the current crisis in the University of Calabar Teaching Hospital (UCTH) between its members and staff of the department of medicine.

    The Association urged the minister to call to order the Chief Medical Director (CMD) of the UCTH, Prof lkpeme Asanye Ikpeme, on account of continuous victimization of Medical Laboratory Scientists serving in all federal and state tertiary hospitals in Nigeria.

    The association’s National Publicity Secretary, Mr. Casmir Ifeanyi Cajetan, made this call on Monday in Abuja when he alleged that a gang of pathologists of the University of Calabar Teaching Hospital (UCTH) were plotting to disrupt the peace of the hospital.

    According to him, “We state, unequivocally, that the Chief Medical Director of the UCTH, Prof. lkpeme Asanye Ikpeme, and the Chairman, Medical Advisory Committee (CMAC) of UCTH, Prof. Ogbu Ewezu Ngim, were the masterminds of the plot.

    “The management of the UCTH is not only victimizing Medical Laboratory Scientists in the UCTH but has now resorted to molesting them as well.”

    On the account of how it started, Casmir said, “On Thursday, 5th September, 2019, pathologists-staff of the UCTH laid siege on medical laboratory facilities in the UCTH and ordered all the workers, including medical laboratory scientists, to vacate the medical laboratories; they went ahead and locked up every section of the medical Laboratory and deployed armed to man the entrances.

    “Later on, a group of management staff accompanied by security agents approached and addressed the stranded medical laboratory scientists, and issued the order that access to the medical laboratory, from that time forward, was open only to medical laboratory scientists (staff) and interns with Staff Identity Cards.

    “Thus, only staff and interns who had ID cards on them returned to the medical laboratory and resumed work.

    “Those without ID cards (particularly the Medical Laboratory Science students of the University of Calabar (UniCal) who are on Mandatory Medical Laboratory training in the Medical laboratory) were ushered out of the hospital.

    “Fracas ensued when the Medical Laboratory Science students on training, who were restricted entry into the medical laboratory, noticed that their counterparts (Students of Medicine, from same UniCal, also on training in the hospital) who also did not possess the identification cards were granted access into the Medical Laboratory.”

    On the association’s position, Casmir said, “We have over 16 court judgments across teaching hospitals and federal medical centres in Nigeria in our favour. The situation whereby Nigerian physicians who by sheer advantage of their appointment as CMDs, MDs or CMACs, blatantly refuse to respect the status quo and, or, the rule of law is anarchical and unacceptable.”

    The association alleged that the intervention by the CMD of the UCTH in the current crisis in the hospital was make-believe only to subject our members to torture of all sorts. It alleges that all the steps the management of the UCTH is taking to frustrate the Medical and Laboratory Scientists is done without the due approval or due recourse to the UCTH Governing Board.

    So far, one member of the AMLSN is said to have died as a result of the imbroglio.

    “Also, the death of our member, Mr. Patrick Bassey O’neil, in UCTH, on 7th of September 2019 when the crisis in question was in full swing prompts the question: Patrick Bassey O’neil, was murdered via euthanasia (painlessly putting to death), wasn’t he?” Casmir alleged.

    In a phone interview, the CMD of the UCTH, Prof. lkpeme Asanye Ikpeme, said he is reluctant to respond because the case is under investigation by a panel and he wouldn’t want to be seen as interfering with the process.

    He however said, “I have had meetings with these people; if they are honest with you, they will tell you that I have met them more than I have met any professional group in the hospital in trying to address their issues.

    “In order not to be seen as influencing anything, it is only fair that I should not say anything until that panel releases its report.

    “I will not join issues with them because the problem is actually not a Calabar problem but a national problem. Why the ones in Calabar chose to take the law into their hands, it is only they who can explain.”

  • Recruitment: Kaduna shortlists 13,700 applicants

    Kaduna state government has shortlisted 13,700 persons out of 41,971 applicants that applied for recruitment, for the next stage of the exercise.

    In a statement issued by the Special Adviser on Media and Communication to Governor Nasir El-Rufai, Mr. Muyiwa Adekeye, Wednesday, the shortlisted applicants emerged after an initial assessment.

    According to him, the 41,971 applicants had earlier submitted essays online and they were assessed for plagiarism and Use of English.

    The Special Adviser disclosed that, ‘’applications with a high plagiarism score and essay quality falling below the threshold set by the government will not receive further consideration. Email notices are being sent out to inform all applicants of the status of their applications.’’

    He further said that “candidates on the shortlist will receive email notifications of the dates for their computer-based test which is the next stage in the recruitment process.”

    It will be recalled that on 1st August 2019, Kaduna state government had issued a recruitment notice, inviting online applications for jobs in the core civil service and 26 parastatals.

    At the close of submissions on 26th August 2019, 41,971 applications were received all over the country, ‘’for entry level, middle level and management jobs,’’ the statement maintained.

    Giving a breakdown of the distribution of the applicants, Adekeye disclosed that “applications were received from all the 36 states and the FCT. Kaduna State provided 32,143 of the 41,971 applicants, followed by Kogi with 1,265, Benue 733 and FCT 730. There were 516 applications from Lagos State, 147 from Anambra and 18 from Bayelsa.’’

    “At the end of the first stage assessments, persons aged 35 or below constitute 78.48% of the shortlisted applicants, while entry level applicants are in the majority, with, 7,724 candidates. Kaduna State has 10,696 of the 13,700 persons on the shortlist,’’ he added.
