    Oriade constituency health centre lay desolate despite N20m allocation

    In Dagbaja, a predominantly  farming community with a population of over 5000  people in Oriade local government area in Osun state;  a health care facility in need of urgent rehabilitation  has been left in ruins  despite  a N20 million allocation in the 2017 budget for constituency projects.

    BudgIT’s Project Tracking Officer,  Akinyemi Olusina paid a visit to Dagbaja community to intimate the rural dwellers  on the awareness of the rehabilitation of  the clinic   nominated by  Honorable  Oluwole Oke,  a member of the national assembly  representing Obokun/ Oriade Federal Constituency. Olusina  observed that the rehabilitation of the said  health centre  is yet to kick off, forcing community members to make do with antiquated  beds, bad toilets and  obsolete equipments

    A community member, Mrs Sariyu Omilana mentioned  that although Hon. Oluwole Oke visited the community to announce the rehabilitation of the clinic,   the budgeted amount for the project was not made public.

    Lamenting the decaying state of the clinic, she said; “The Federal government stopped equipping the medical health  centre long ago. The clinic does not have anti-malarial drugs neither is there immunization for  children. There is also the absence of medical personnels and this has led to loss of lives in emergency cases”.

    Mrs Omilani further added that  no trace of reconstruction has been seen around the clinic  since the time Hon. Oke visited the community last year to announce the commencement of the rehabilitation. She however promised that the community would reach out to the lawmaker to remind him of his promise.  

    When Tracka visited the community on the 2nd of December for sensitization,  copies of the 2017 printed budgets were distributed to indigenes in order to enlighten them on how democracy ought to  promote  good governance and accountability from representatives at the federal house of assembly.

    Record also shows that the Dagbaja health centre which serves other communities  in Oriade local government as well as some suburbs in Akure ought to cater for  about 6000 patients.  At the moment,  patients do not  have access to  adequate treatment owing to the absence of drugs and modern medical facilities.

    As at the time of the visit, the health centre only distributes  mosquito nets and offer  first aid treatment to patients. The only toilet in the facility has fell into disrepair  even as the roof of the building is almost  falling apart.  The paintings on the  clinic walls  have  worn off  while the springs of the bed are broken, casting the image of a clinic with a sordid case of neglect and abandonment.   No hospital equipment or drugs were found within the dispensary of the clinic.

    There is no gainsaying the fact that non actualization of budgeted government project as  a result of   lackadaisical attitude is becoming a norm for most  federal lawmakers in the country. The attitude is not only jeopardizing the expectations of citizens but also truncating the benefits that should accrue to citizens participating in the local democratic process.

    It is instructive to also mention that during the course of Tracka’s advocacy in the community, indigenes also lamented a seven year absence of electricity, good  roads, and potable water.   The community also desires good schools that will help in the development of analytical skills and educational character in their wards.

    Tracka is a community of active citizens monitoring  the implementation of capital projects   in rural communities in order to ensure service delivery whilst demanding accountability in governance.

    Human trafficking: NAPTIP hands over 17 victims to relatives

    The National Agency for the Prohibition of Trafficking in Persons ( NAPTIP ) says it has handed over 17 victims of the 18 intercepted at a clinic in Maitama, Abuja to their relatives.

    The Head of Press and Public Relations, Mr Josiah Emerole said this in Abuja on Wednesday.

    Emerole explained that out of the 18 persons, 17 of them were victims of human trafficking while the remaining one person held by his agency was a suspected agent.

    We recall that the Abuja Environmental Protection Board ( AEPB ) intercepted 18 suspected victims of human trafficking at a clinic in Maitama on Feb. 22 before it handed them over to NAPTIP.

    Mr Muktar Ibrahim, Head of Information and Outreach of AEPB had explained that 18 women were apprehended at a clinic and diagnostic centre in Maitama around 8 p.m. by a team of AEPB officials on night patrol.

    The women, who were purportedly on their way to Saudi Arabia, were allegedly directed by their traffickers to conduct some medical tests before they embarked on the journey.

    The NAPTIP’s spokesperson said that the agency handed the victims over to their relatives with a condition to provide them whenever they were needed as the case was still under investigation.

    He said that the agent was still being held by NAPTIP while the suspected traffickers were at large.

    According to him, his agency will do everything possible to arrest the suspects and bring them to book.

    Emerole noted that none of the victims had valid documents including international passports.

    He said that nine of the victims were from Kano state, four from Katsina, two from Nasarawa, two from Kwara and one from Jigawa state.

    N1.64bn fraud suit: Nyame to know fate on May 30

    Former Governor of Taraba, Jolly Nyame, charged with N1.64bn fraud suit, will on May 30, know his fate as Justice Adebukola Banjoko of the FCT High Court will deliver judgment.

    Banjoko fixed the date for judgment after counsel to parties had adopted their addresses.

    The EFCC  charged Nyame with criminal breach of trust and misappropriation of government funds on June 22, 2010.

    Earlier, Mr Olalekan Ojo, Counsel to Nyame said the confessional statement the EFCC had relied on was marred by inconsistency and therefore urged the court to discountenance it.

    Ojo argued that his client had promised to return the alleged stolen funds if prosecution witnesses could show evidence to prove that he stole them.

    He said: “My Lord, at it stance, no witness has testified or brought out any evidence linking my client to have stolen any funds from Taraba Government’’.

    He also urged the court to be circumspect of frivolous evidence given by some of the prosecution witnesses with the viewing to dismissing them.

    Ojo specifically mentioned Mrs Asabe Mengua, a prosecution witness whom he claimed took her evidence from the state’s former Commissioner for Finance, Abubakar Tutare, who had testified earlier.

    Ojo therefore, drew the attention of the court to the fact that Mengua had told the court that she heard from Tutare that Nyame directed that certain funds be paid to Salman Global Ventures Ltd.

    The counsel argued that such evidence was not substantive, direct but `unreliable’ and `fraudulent’.

    “Our contention is that the prosecution has been unable to prove that the defendant gave that directive’’, he said.

    He further argued that the evidence given by Tutare was a “self confessed beneficiary of an alleged fraud being fielded as a witness.’’

    He submitted that all the allegations brought against his client had not been proven to secure his conviction, adding that all financial dealings under Nyame as governor were impeccable.

    Ojo went ahead to urge the court dismiss the suit, adding that the state’s financial record indicated that the ex-governor diligently expended the funds on state projects and not on himself.

    Mr Rotimi Jacobs (SAN), the Prosecuting Counsel, had urged the court to discountenance the arguments of the defence as the prosecution had been able to prove its case beyond reasonable doubt.

    Jacobs said he had called fourteen relevant witnesses, adding that the defendant’s statement reproduced as evidence supported the prosecution in the case.

    Jacobs said all financial misdemeanour committed during the defendant’s tenure as governor were aptly heaped on him.

    “My Lord, the simple question to ask is whether the sum of N1.64 was stolen while the defendant was in charge as governor of the state. The answer is a big yes.

    Jacob therefore submitted that the principal culprit was Nyame, adding that the testimonies of the prosecution witnesses exposed how the defendant stole and misused the monies.

    He said the defendant had also supported the case by admitting that he collected money in his statement which he had not retracted.

    “My Lord, we urge the court to dismiss all the issues canvassed by the defendant and go ahead to convict him’’, he said.

    INEC rolls out general elections dates for next 36 years

    The Independent National Electoral Commission ( INEC ) on Wednesday announced dates for general elections in the country for the next 36 years, starting from 2019 to 2055.

    Chairman of the commission, Prof. Mamood Yakubu, made the announcement at a consultative meeting with leaders of political parties in Abuja.

    “In 2019, the dates are Feb. 16 and March 2; in 2023, the dates are Feb. 18 and March 4.

    “In 2027, the dates are Feb. 20 and March 6; in 2031, it is Feb.15 and March 1.

    “In 2035, it is Feb. 17 and March 3; in 2039, it is Feb.19 and March 5 and in 2043, it will hold on Feb. 21 and March 7.

    “In 2047, it is Feb.15 and March 2; in 2051, it is Feb.18 and March 1; in 2055, it is Feb. 20 and March 6,” Yakubu said.

    He pointed out that in other democracies of the world periods of elections were generally known and were not topics for speculation.
    Yakubu explained that the aim was to engender certainty in the election calendar and allow for long-term planning by the commission and all stakeholders.

    He said that certainty in election calendar was necessary to match Nigeria’s democratic system with global best practices.

    The chairman said that in the last one week, INEC received 108 applications from associations seeking to be registered as political parties.

    He said that 66 of the applications did not meet the initial requirements while 33 passed and had proceeded to the next stage.

    He said that nine others were at the final stage of registration.

    The INEC boss commended political parties for the roles they played in the governorship  and National Assembly by-elections in Anambra which ensured that the exercises were crisis-free.

    He urged all existing political parties yet to comply with all relevant sections of the constitutional requirements necessary for their existence, to do so.

    He advised the parties to ensure rancour-free conventions and congresses ahead of 2019 and the Ekiti and Osun governorship elections later in the year.

    “Internal party democracy is critical to the overall success of the elections and it helps to eliminate some protracted litigations.

    “Less than a year to the 2019 general elections, there are still cases in courts, challenging the nomination of candidates in the 2015 elections,’’ he said.

    Yakubu urged the parties to support the commission in its quest to sanitise the voter register by drawing the attention of the umpire to any irregularity.

    In his remarks, the Chairman, Inter Party Advisory Council (IPAC), Alhaji Mohammed Nalado, commended INEC for recognising political parties as partners.

    He said that with little or no financial support, political parties were at the forefront of voter sensitisation to the need to conduct themselves responsibly at polling units.

    Nalado commended the commission for creating an enabling environment for free and fair elections by rolling out election calendar in good time.

    He added that the political parties were happy with the position of INEC on the sequence of elections, saying that the commission acted on the existing law.

    He welcomed the newly-registered political parties to IPAC and urged INEC to support the council’s plan to amend its code of conduct.

    According to Nalado, the amendment will address issues of internal democracy, conflict resolution system among other issues affecting political parties in the country.

    Council approves two courses for Zamfara School of Nursing

    The Zamfara Government says the Nursing and Midwifery Council of Nigeria ( NMCN ) has accredited the state’s School of Nursing and Midwifery, Gusau to run general nursing and basic midwifery courses.

    The state Commissioner for Health, Alhaji Lawal Liman, disclosed this after receiving the accreditation letter from the management of the school on Wednesday in Gusau.

    We recall that the accreditation team from NMCN visited the school in December, 2017.

    The commissioner said that the accreditation was for a period of five years after which the accreditation would be reassessed.

    He said the accreditation was timely and in line with the state government’s aspiration to develop the health sector.

    “This is great achievement because it will assist in increasing the number of qualified health personnel in our health facilities,” he said.

    Earlier, the Director of the school, Alhaji Tukur Shehu, thanked the NMCN for the approval and promised to work in accordance with the guidelines to justify the council’s confidence in the schools.

    He said that the two courses could admit 175 students annually.

    Leave Fayemi alone, group tells Ekiti aspirants

    A political pressure group canvassing support for the Minister of Mines and Steel Development, Dr Kayode Fayemi, JKF movement,  has warned the governorship aspirants in the All Progressives Congress (APC) to stop their campaigns of hate against the ex-governor.

    The group’s warning is in reaction to recent comments by some aspirants and their supporters against Fayemi’s aspiration to contest the July 14, 2018 governorship election.

    The group reacting to the tirades of an APC aspirant, Dr.  Wole Oluyede and Mr.  Segun Dipe, a media aide to another aspirant, Senator Babafemi Ojudu, who both warned Fayemi against running in the 2014 governorship election.

    Fayemi was yet to publicly declare intent to run but speculations were rife that he was interested in taking another shot at the governorship race

    JKF Movement’s Director of Publicity, Kunle Omotayo, in a statement on Wednesday urged the aspirants and their supporters to concentrate on their aspirations to lead the state.

    Omotayo said instead of dissipating  energies on whether Fayemi should contest or not, aspirants should sell their programmes to the people and let others present themselves to the public to make a choice.

    He said: “Programme appeal and public acceptance, and not attacks on Fayemi, will win for them and we use this medium to warn these individuals against acts that are anti-democratic and capable of threatening the party’s unity, including undermining the integrity of APC’s constitution and supremacy of the Constitution of the Federal Republic of Nigeria.

    “Fayemi has constitutional right to contest and so we wonder why some aspirants pre-occupy themselves working day and night to shut Fayemi out of the race as if Fayemi, who they all surmised cannot win election, is the albatross or worst nightmare to their ambitions.

    “We particularly take exception to Dr Oluyede’s ceaseless attacks on Fayemi in the media in spite of the party’s warning to him to stop the act that can threaten the unity of the party.

    “It is particularly baffling that after the party served Oluyede a warning on his attacks on other aspirants, his supporters through a press statement linked to his supporter, one Oyelere Ogunrogba, lapsed into a reckless blackmail binge, using Governor Ayodele Fayose’s vindictive, persecutorial, worthless and unconstitutional White Paper to canvass a reason why Fayemi should not run.”

    Noting that APC was founded on constitutionally for the protection of the rights of members, he said the group was baffled that those who knew little or nothing about the establishment of the party were the ones threatening its disintegration if members exercised their legitimate right to contest election under the party.

    “We wonder why Fayemi’s aspiration is a nightmare to these aspirants. Dr Oluyede that is threatening that APC will collapse if Fayemi and Segun Oni are allowed to contest the election knew nothing about the pains that both Fayemi and Oni went through at the birth of the party.

    “Instead of a reckless display of intolerance and this running down syndrome, we expect a level-headed display of democratic conduct among the contestants, which allows members to enjoy same privileges that political parties offer members in electoral contests.

    “We hereby serve notice that this group will no longer accept any unwarranted attacks on our leader over his legitimate and constitutional right to contest election in the party he laboured to build.

    “Those who want a party that will not allow other members to contest election with them can as well establish their own political parties where they can be sole candidates or be independent candidates that belong to no party if they cannot conduct themselves in competitive democratic norm allowed by political party system,”  Omotayo concluded.

    ‘Why we temporary stopped fertilizer production’

    Management of the Edo Fertilizer Plant and Chemical Company Limited in Auchi, Estako West local government area, has explained why it temporary stopped production of fertilizer.

    It said its production plant stopped because its stores were filled with over 30,000 bags of fertilizers.

    The plant was commissioned in August last year by Vice President Yemi Osibanjo and being the only fertilizer blending plant in the region, it is expected to produce 60,000 metric tons of fertilizer for Edo and other neighboring states

    After 17 years of being moribund, the fertilizer plant was revitalized last year under the Presidential Initiative on Fertilizer (PIF) with a view to selling fertilizers to farmers in the country at N5,500 per bag.

    State Chairman of the People’s Democratic Party, Chief Dan Orbih, had last week challenged the state government to bags of fertilizers produced from the plant.

    However, the fertilizer plant management who took journalists on a fact finding visit tour of the plant said the plant was still operational.

    Factory manager of the plant, Mr. Iyere Okhun, who spoke on behalf of the management said it was wrong for people to say the plant has stopped working when produced products have not been sold.

    According to him, “For the few days, we were able to produce more than 30,000 bags that is about 51 trucks of a 600 bags truck. As at yesterday, we have loaded out six trucks.

    “We are expecting order for 11 trucks so that we can start production again. We stopped production because of space constraint. Our stores are filled.

    “Now that, we are getting orders for supply, we are getting the space back and the plant will start again. What is stopping us is not lack of raw materials but space for storage. We can do 60,000 metric tons per annum.

    “We are getting power 15 hours daily but we want them to give us more. As the farming season has started, we are receiving orders from farmers. We are set to load out 18 truckswithin two weeks. Our plant is running but we reduced the two shifts to one interchanging them because of space.”

    Special Adviser to Governor Godwin Obaseki on Agriculture, Prince Joe Okojie, said there are abundance of fertilizers for farmers in the state.

    His words, “I came to see what they have in stock. We are getting our farmers ready to go to the farms. They have been are producing and storing fertilizers. I came to make sure fertilizers are available for our farmers. You can see that there is abundance of fertilizers. They will be made available as we need them. There is no doubt about the plant’s working ability.”

    The 2017 edition of the festival was attended by 250,000 people and grossed $114.6 million.

    Nigeria’s economy records 0.83% growth in 2017 – NBS

    The National Bureau of Statistics, NBS says the country’s economy recorded a real annual growth rate of 0.83 per cent in 2017.

    The NBS stated this in a “Nigerian Gross Domestic Product Report for Fourth Quarter 2017 and Full Year Report” posted on the bureau’s website.

    The bureau stated that the 2017 growth rate of 0.83 per cent was higher than the -1.58 per cent recorded in 2016, about 2.42 per cent difference.

    Meanwhile, the report stated that the nation’s Gross Domestic Product (GDP) grew by 1.92 per cent (year-on-year) in real terms in the fourth quarter of 2017.

    According to the report, the economy maintained its positive growth since it emerged from recession in the second quarter of 2017.

    It stated that the growth was compared to a contraction of -1.73 per cent recorded in the fourth quarter and a growth of 1.40 per cent recorded in the third quarter of 2017.

    In the quarter under review, aggregate GDP stood at about N31.2 million in nominal terms higher, compared to N29.16 million in the fourth quarter of 2016, resulting in a nominal GDP growth of 6.99 per cent.

    The report stated that the growth was lower relative to what was recorded in the fourth quarter of 2016 which was 12.49 per cent.

    Nominally, the report stated that 2017 recorded an annual growth rate of 12.05 per cent higher by 4.25 per cent compared to 2016 annual growth of 7.80 per cent.

    The report stated that GDP growth in the fourth quarter was driven by growth in crop production, crude production and natural gas, metal ores, construction, transportation and storage, trade, electricity and gas production.

    It stated that crop production grew by 4.58 per cent in the period under review, compared to 3.19 per cent in the third quarter of 2017 and 4.36 per cent in the fourth quarter of 2016.

    The report stated that crude production grew 8.38 per cent in the fourth quarter of 2017, compared to 25.89 per cent in the third quarter of 2017 and a contraction of -17.70 per cent in the fourth quarter of 2016.

    It further stated that metal Ore grew to 31.86 per cent in the fourth quarter of 2017, compared to 10.70 per cent in the third quarter of 2017 and 7.03 per cent in the fourth quarter of 2016.

    In addition, the report stated that construction grew by 4.14 per cent in the fourth quarter of 2017 compared to a contraction of -0.46 per cent in the third quarter of 2017.

    This, it stated, recorded another contraction of -6.03 per cent in the fourth quarter of 2016, representing the strongest growth in construction since the second quarter of 2015.

    It stated that transportation and storage grew by 16.57 per cent in the fourth quarter of 2017, compared to -6.25 per cent in the third quarter of 2017 and -5.32 per cent in the fourth quarter of 2016.

    Foreigners are taking over our jobs, Nigerian Engineers cry out

    The Nigerian Society of Engineers (NSE), Ibadan Branch have raised an alarm that foreigners are fast taking over their jobs vowing to resist this development with all arsenals at their disposal.

    Accusing fingers are being pointed specifically at Chinese, Lebanese and such other foreign nationals who often claim to be expatriates doing the job which many Nigerian engineers have the expertise and skills to do.

    Addressing a press conference in Ibadan, Oyo State capital, the Chairman, Nigerian Society of Engineers, Ibadan Branch, Engr. (Prince) Adedamola Falade-Fatila asserted saying “there is no denying the fact that Nigerian engineers, as at today, have not been properly and fully taking their pride of place in nation building and infrastructure development of the country, and this is quite saddening.

    “This is not where we should be.  Foreigners, notably Chinese, Lebanese, etc. have taken over virtually all these jobs, even the obstinate part of these projects.”

    Engr. Falade-Fatila who was recently inducted as the 25th Ibadan branch chairman, while briefing journalists as part of activities heralding the 2018 Engineering Week of the branch, remarked that “the NSE, Ibadan Branch, known as the Premier Branch or the mother of all branches, would take up this challenge and pursue it.”

    He said: “The Nigerian Society of Engineers, Ibadan Branch, under my leadership, will pursue vigorously everything it will take for Nigerian engineers to own the engineering profession in the country. We will engage government more meaningfully to possibly enact laws that will empower the engineers more and give back to Nigerian engineers what is rightfully due to them. It is not the best that can happen to Nigerian engineers for us to sit back in our homes or at the Secretariat, fold our arms while foreigners – Chinese, Lebanese, etc. take over virtually all these jobs, even the obstinate part of these projects. It is so unfortunate. No nation develops meaningfully this way.

    “And so it is one of my visions, as Chairman of this Branch at this time, to do everything we can to engage government at all levels to take our rights back. It is my belief that if we do this in Ibadan, someone does same in Osogbo, we replicate it in Yenagoa, Kafanchan, Owerri, etc., before you know it, the fire will go round and thing will improve for the engineers.”

    The NSE Chairman however commended the Federal Government on the recently signed Presidential Executive Order 5 which deals with planning and execution of projects and promotion of Nigerian Content in the award of contracts on Science, Engineering and Technology saying it is like a dream come true.

    He however enjoined Government to manifest the will and zeal required to see it to fruition.

    He said: “For us at the Nigerian Society of Engineers, Ibadan Branch, it is long overdue. But it is indeed a laudable achievement for the Federal Government of Nigeria as the NSE has always been canvassing for the Nigerian content. It gives us an assurance or some level of confidence that indeed the government is listening to the engineers. It is only our prayer that the Government will back it up with the will and every zeal that is needed to see it to fruition. The Government should not only say it, but should walk the talk.”
