    Saraki urges FG to strengthen institutions to win anti-corruption fight

    Following Nigeria’s 148th position in Transparency International (TI) anti-corruption index, the Senate President, Dr. Bukola Saraki, on Wednesday advised the Federal Government to strengthen the anti-graft institutions and adopt more holistic approach to winning the fight against corruption.

    Saraki disclosed this at a 2-day roundtable discussion organized by the Savannah Centre for Diplomacy Democracy and Development (SCDDD) in partnership with Arewa Research and Development Project (ARDP) and Centre for Democratic Development, Research and Training (CEDDERT), in Abuja.

    He said the low ranking index accorded the country should be considered as reason to remain determined to strengthen the anti-corruption institutions and processes.

    The senate president, who identified clear difference between fighting corruption and asset recovery, explained that it might be politically difficult to empower the institutions but insisted it was the only way to go to make it almost impossible to steal public funds.

    “The institution needs to be strengthened, until we understand that those are the issues that needs to be strengthened, not individuals, we will continue to run into this problem.

    “For us to fight corruption, we must as I emphasized have a very deep holistic plan. I believe there is a different between fighting corruption fully and what I call asset recovery. In this roundtable, I can see a lot of people who have capacity and can separate real issues from what I call grandstanding. If we continue to go on that path, we will not achieve anything because we are not attacking the major issues,” Saraki said.

    According to him, the system lacks sustainable action plan for anti-graft institutions to strive, stressing that the tenets of anti-corruption should be built on platforms where issues are addressed holistically without bias.

    He said the National Assembly (NASS) has provided much needed supports to the President’s anti-corruption campaign through the whistle blowers bill, mutual assistance on criminal matters bill among others, adding that as lawmakers, corruption should be fully combated.

    “I have spent some time thinking about the root causes and multifaceted manifestation in the polity. One thing that has become clear to me is that the problem of corruption is far from linear. This is why a forum like this is crucial so we can evolve a more cohesive, future forward approach to battle the scourge, as we know; it has a pertinent bearing on the spheres of all developmental challenge.

    “As we approach the milestone of second decade of Nigeria’s fourth republic next year, the time is ripe to work-up an achievable roadmap run by competent officials and instruments unfettered by external political influence or interference,” he added.

    He tasked the lawmakers to ensure fairness, equity and judicious use of resources in the public’s interest, stressing need to build strong relationship with the executive.

    “The time has come for us to develop a non-partisan approach towards rescuing the country from the stronghold of corruption.”

    In his remarks, former Director General, Inter-Governmental Action Group against Money Laundering in West Africa (GIABA), Prof. Abdullahi Shehu, described corruption as a national tragedy that deserves a holistic approach.

    He said there was need to select the right people to drive desired change in the current administration.

    Prof. Shehu in his paper titled: “The Fight against Corruption in Nigeria: Old Wine in a new Bottle” described the TI rating as a statement of fact.

    According to him, a lot of looted funds have been recovered but still fall short of public expectations.

    However, he called for strong political will that will translate into actions and need to implement national anti-corruption strategy for benefit of the masses.

    “The greatest expectation on President Buhari was and still remains in the ability of his government to stem the tide of the monster called corruption. So far, president Buhari has demonstrated through his body language and actions that he is a man of the highest integrity and zero tolerance for corruption,” Shehu added.

    SCDDD Chairman, Prof. Ibrahim Gambari, in his speech said the country is losing the fight against corruption, thus need to seek inclusion in the battle against corrupt practices.

    He recommended holistic approach, certainty of punishment to culprits and sustainability of the fight including strong participation from the judiciary.

    Tambuwal loses Special Adviser

    Alhaji Zayyani Bello-Gandi, the Special Adviser to Gov. Aminu Tambuwal of Sokoto State on Primary Health Development (PHCD) is dead.

    Bello-Gandi, 52, died on Tuesday after a protracted illness, and was buried according Islamic rites on Wednesday in Sokoto.

    The deceased was the former Chairman of Rabah Local Government Area of the state and he left behind three wives and 20 children.

    The Deputy Governor of state, Alhaji Ahmad Aliyu, commissioners, special advisers and other government officials as well as politicians attended the burial ceremony.

    They prayed God to console the family of the deceased.

    20 convicted in Ekiti for violating sanitation laws

    No fewer than 20 people have been sentenced to various prison terms in Ado Ekiti, capital of Ekiti, for failing to participate in the monthly environmental sanitation in the state.

    The Commissioner for Environment, Chief Bisi Kolawole, told our reporter on Wednesday in Ado Ekiti that the prison terms ranged from one to two months.

    Kolawole said the convicts were also given options of fine of N2, 000 to N5,000, depending on the nature of the offence.

    He said that the convicts were arrested by the officials of the state’s environmental sanitation agency on Saturday last week for indiscriminate dumping of refuse.

    The commissioner said that some of the convicts were sentenced for disregard for the order on restriction of movement during the exercise.

    He said that the sentences would not only serve as punishment to the offender, but as a deterrent to others who would want to commit similar offences.

    Kolawole warned that government would continue to prosecute anybody caught flouting environmental and sanitation laws in the state.

    He stressed the need for the residents to keep their environment clean in order to prevent flooding and avoidable outbreak of epidemic.

    He called on the people not to allow anybody to indiscriminately dump refuse in the waterways or do anything that would block canals in the state.

    The commissioner also solicited the continued support for government’s efforts to make life more meaningful for the people.

    He urged the residents to make judicious use of the waste bins provided by government at designated areas in the city to keep it clean.

    Treasurer in Court over alleged theft of N9.5m

    A 50-year-old treasurer at Omole Phase 2 Residential Association, Lekan Somorin, on Wednesday appeared before an Ikeja Chief Magistrates’ Court, Lagos over alleged theft of N9.5 million.

    Somorin, who resides at Omole Phase 2, Olowora, Lagos, is facing a two-count charge of forgery and theft.

    The prosecutor, Insp. Benson Emuerhi, told the court that the accused committed the offence between March 2016 and Nov. 2017 at Omole Phase 2 Residential Association C.D.A office, Lagos.

    Emuerhi said that the accused stole the money and falsified the association’s account records.

    “When he was asked about the N9.5 million, he could not give any satisfactory explanation on how the money got missing.

    “All efforts made by the complainant to get the accused to refund the money proved abortive,” he said.

    The offences contravened Sections 287 and 337 of the Criminal Law of Lagos State, 2015.

    Section 337 provides a 15-year jail term for offenders, if found guilty.

    The accused, however, pleaded not guilty to the charge.

    In her ruling, the Chief Magistrate, Mrs B.O. Osunsanmi, granted the accused bail of N1 million with two sureties in like sum.

    Osunsanmi said that the sureties should be gainfully employed and show evidence of two years tax payment to the Lagos State Government.

    She adjourned the case until May 31 for mention.

    Double registration: Senate probes allegation against Bello

    The Senate on Wednesday resolved to investigate allegation of double registration leveled against Kogi State Governor, Yahaya Bello.

    The resolution to probe the allegation followed observation by Senator Mohammed Hassan (Yobe South) on the need to establish the truth or otherwise of the allegation.

    Hassan told his colleagues that when it was reported that Bello did double registration, the Independent National Electoral Commission (INEC) confirmed it at a press conference the electoral umpire held on the matter.

    He said that it was also reported that the Kogi State Governor could not be prosecuted because of his immunity.

    Hassan noted that it was further reported that Bello had been issued another voter’s card by the same INEC that confirmed double registration allegation against Bello.

    He prayed the Senate to look into the matter with a view to establishing the true situation regarding Bello’s registration to vote or be voted for in any election in the country.

    He noted that it was necessary that the issue of double registration against Bello be cleared so that Nigerians would be more educated on the circumstances surrounding the allegation.

    Hassan said, “There is this situation going round regarding the Governor of Kogi State. It was reported recently in the newspapers that the Governor of Kogi State was involved in double registration in the voter registration exercise.

    “Again, some days or weeks after, INEC held a press conference in which they confirmed it and sacked three members of staff of INEC.

    “Now, we are concerned again. It was reported again by the newspapers that he had been issued another voter card from another ward. We are concerned about this and I think it is very important that the Senate Committee on INEC investigates and get to the root of this matter. It is very important.

    “It was reported everywhere that he cannot be prosecuted because he has immunity but for the purpose of getting this picture very right, I think the Senate Committee on INEC should investigate this and get this matter right.

    Senate President, Abubakar Bukola Saraki, described the allegation as important and directed the Senate Committee on INEC to look into the matter.

    Saraki said, “The issue that you’re talking about is one that is important because the stability of our democracy depends on the credibility of our electoral processes.

    “And as such, we must ensure that the processes are always what we can be proud of, especially now that countries all over are looking up to our electoral processes.

    “I am happy that the Chairman of INEC is seated here. It is something that he could look into and come back to tell us where the issue is.”

    The cold war between the Imo State governor, Rochas Okorocha and former Senator Ifeanyi Araraume, who is nursing governorship ambition under the platform of the All Progressives Congress (APC), has deepened.

    The Imo governor on Tuesday dismissed the former Senator’s ambition as unrealistic, adding that he cannot even win the party primaries, talk less of wining the main governorship election.

    Governor Okorocha in a statement signed by his Chief Press Secretary, Mr. Sam Onwuemeodo, said, “I want to say this for the sake of emphasis. Senator Ifeanyi Araraume cannot win the ticket of APC for the 2019 governorship election in the State and can never govern the State. So people should not allow themselves to be deceived”.

    The statement continued that, “In 2007, Araraume won the ticket of PDP and failed the main election. In 2011, he also had the ticket of ACN and came fourth in the election. In 2015, he also failed the PDP Primary. So what magic would he perform in 2019?

    “Again, if he sees himself as a Political force, let him do what Rochas Okorocha did in 2011 by taking the ticket of APGA that was not on ground and won his election by defeating a sitting governor of PDP extraction and in 2015, when he defiled all the PDP onslaughts with Federal might and joined the Merger that gave birth to APC at the risk of his life and his second term bid and also won his election. Let Senator Araraume pick the ticket of any of the parties, contest and win and we will celebrate him. He should not always be working to undo sitting governors to become governor”.

    It added further that, “some of these people were among those calling Rochas, OkoroHausaAlhaji in Government House and Buhari-Rochas and accusing him of coming to Islamize Igboland and Nigeria in general.

    “Name-dropping has also become old fashioned in Politics. In 2007 and 2011, it was Chief Tony Aninih’s name that was been dropped. Today, they have begun to drop the name of Chief John Oyegun. Powerful Politicians in the real sense of the word do not drop names”.

    The statement which apparently a reaction to the Araraume’s alleged claim that he was not in support of the elongation of the term of office of the APC National Chairman, noted further that, “it is unfortunate that while we have continued to exercise caution and demonstrate apparent decency and discipline in our media outings even as they concern some of the Politicians and governorship aspirants in the State, few of them have always thrown caution to the wind by thinking that the only way they can make impact or make a headway in their Politics and Political pursuits is by embarking on falsehood and sponsoring cheap blackmail against Governor Rochas Okorocha.

    “As a responsible government and as responsible people we do not trade on propaganda, falsehood and blackmail. We do not tell lies. They have sponsored lies against the governor over the outcome of the APC NEC meeting held in Abuja on Tuesday, February 27, 2018 in which the tenure of the National Chairman Chief John Oyegun and others were extended.

    “The governor is the strongest pillar of APC in the South-East and one of the pillars in the Country. And he has remained supportive in all ramifications to the John Oyegun-led National Exco of the Party. And there is no reason anybody should begin to create the impression that Governor Okorocha was against the extension of Chief Oyegun’s tenure.

    “The APC governors who are all members of the APC Governors’ Forum which governor Okorocha heads supported the extension of tenure across the board. And with that, the governors are the greatest beneficiaries of the extension.

    “You may ask where these elements were when the PDP foot soldiers were invading Imo and South-East in general with Soldiers and other Security agents. Rochas made the survival of APC in the South-East possible, having a Senator, three House of Representatives, Majority in the House of Assembly (23 out of 27), and gave President Muhammadu Buhari the highest number of votes in 2015 in the South-East. And APC won that election but the PDP people doctored the whole exercise with the help of Security agencies and INEC then. Time will expose these folks who think that their Political survival lies with blackmail against Okorocha”.

    Meanwhile, the governor has congratulated Oyegun and other members of the APC National Working Committee (NWC) of All Progressives Congress, APC over the extension of their tenure by one year.

    The governor also congratulated States, Local Governments and Ward Executives of the party who also benefitted from the extension.

    He noted that “such lofty action would not have been possible without the able leadership of President Muhammadu Buhari, the state governors and key stakeholders in the party who were at the NEC meeting”.

    The governor reminded Chief Oyegun and his team that “by the extension, they have been challenged to do more for the progress and victory of the party at levels”.

    He wished them a successful tenure, and praying that the” good Lord should grant them all they needed to succeed”.

    Dr Kabiru Muhammad Adamu, Managing Director, Bank of Agriculture (BoA) on Monday said the bank had as at December 2017 disbursed N9.3 billion to 200,000 farmers under its Micro credit finance programme as he expressed concern over the attitude of beneficiaries to repayments.

    He described as corrupt practice the refusal as well diversion of agriculture loans to  uses other than for its primary purpose.

    “Under the Islamic principle and practice, anyone owing money at the time of death, must be repaid if possible before he is buried or immediately after. This to show the burden associated to loans or credit facilities of any kind”, Adamu cited.

    In the same vein, he disclosed that not less than N25bn had been made available to 140, 000 farmers  and N10bn to 10,000 per state for Egg production from 2015 to date under the Anchor Borrower programme, stating that” we are working towards attaining 500,000 farmers target.

    He noted that it was only in Nigeria that people don’t oblige to their responsibilities on loan repayments,  ” as if nothing is wrong or can be done on it.”

    According to him, ” only N5.5bn has so far been repaid. We are intensifying efforts to ensure beneficiaries pay what they are given as loan to enable others access the facility.”

    “We also have an outstanding N7.7bn unpaid.”

    Dr Adamu who spoke to reporters in Sokoto said for Nigeria to attain sufficiency and food security , stakeholders must be sincere and ready to display honesty and supportive role to ensure mass production, stressing that repayment attitude was a critical factor that would drive it to success.

    He stressed that the loans given to farmers ranging from small, medium and large scale categories were a revolving loan that should be taken serious in terms of repayment, stressing that” it is not a social intervention that as being misperceived by most people, thus refusing to repay.

    ” It is the most herculean task before the bank. Debt is a serious burden which should not be taken for granted. We are taking steps and measures to ensure repayments. We are working in collaboration with EFCC, state governments as well law enforcement agencies including legal actions to ensure repayments”, he pointed out.

    Adamu hitherto said he bank was doing  a lot to recover the loans”we are providing incentives to staff to enable them follow up recoveries. We engage recovery agents on commission and state mobile courts. It has paid off in some states where we recovered over N100 million. We will continue the recovery efforts”, he assured.

    He explained that the bank’s operations had been going through technological transformation with the introduction of automated data base to enhance and efficiently upgrade its activities as well capture relevant basic information and details of farmers and other direct and indirect beneficiaries of its intervention schemes and programmes .

    “It will effectively assist our lending procedures and processes because every farmer’s BVN , land as well a national data registry for collateral is now in operation against any default. If any default, no bank will grant you loan of any kind.

    “We have the Anchor Borrower, AADS, RiFAN, National Egg Production scheme among other intervention products”, he mentioned.

    According to the bank’s Boss, ” our focal target is to efficiently and effectively support small holder farmer strata, build the capacity of women, youths, create employment and empowerment windows and ensure value addition.”

    He however, said the capitalisation process by the bank from N10bn to N25bn was almost close to reality, explaining that “the two major players are the CBN with 40% and Ministry of Finance incorporated to raise 60% so that the operations of the bank can efficiently be strengthen  as an institution.

    He explained that the bank was only commercially viable and sustainable to operate not as a profit oriented organ but to be efficient in value addition to the economy and stakeholders through various agriculture programmes

    “We track farmers, input suppliers as well processes through a responsive mechanism otherwise, Programme Monitoring Team drawn  from CBN, BoA, MoA, MoF among other critical stakeholders.

    “I want to say that BoA is alive to its responsibilities and open to all agriculture associations for efficient services. We are set to take to the door steps of farmers. Our dream is to ensure genuine input are supplied, realise and exceed 500,000 targeted farmers for dry season”, he said.

    Meanwhile, in an earlier remark at an interactive session shortly after a brief sensitization workshop for Rice farmers on Input Distribution Biometric Model, Dr Adamu commended CBN for the continued support and show of concern to the need for boosting the country’s drive for self sufficiency and security in food production.

    ” I commend CBN for its dispassionate zeal and commitment through sustainable partnership in support of Mr President’s enviable policy which we hope to get to the promise land”, he said.

    He said BoA was focussing on mechanisation approach to improve on yields and rapid production capacity” will further ensure expansion on land use for accelerated agriculture scale in states of the federation. We have come up with a pilot programme that will guarantee us the window to open and operate an agriculture park through mechanisation.”

    In his presentation, a Senior Manager, Development Finance, Central Bank of Nigeria, Mr Musa Olasofu noted that the Northwest accounted for 80% of the total rice production of the country, thus remain the focal spot of the drive for food sufficiency agenda, while pointing out that input supply and distribution were the greatest challenges of the entire practical process of rice production under the schemes.

    According to him” the biometrics would assist in providing valid information on land size, required input as well encourage distribution sequence through mapped outlets thus improve yields with quality supplies”, he mentioned.

    ‘800,000 die of measles annually’ – UNICEF

    Ondo state government in collaboration with the United Nations Children Fund(UNICEF) have concluded plans to immunise over 700,000 children between nine months and five years.

    The first phase of the exercise will come up between March 8 and 13 in  10 local government areas of the state.

    Children in the other eight local government areas would have their own immunisation between March 15 and 20 as second phase.

    Speaking at the media sensitisation meeting for measles vaccination campaign held in Akure,the state capital,the Secretary, Ondo State Primary Health Care Development Board(OSPHCDB) Dr Francis Akanbiemu said government had released N30m for the exercise.

    Akanbiemu who described measles as one of the deadly diseases, USAID over 800,000 children were being killed annually across the world by the disease.

    He however said it is a Vaccine Preventable Disease (VPD).

    The state commissioner for Health,Dr Wahab Adegbenro said”we need to sensitise our people on how to combat the disease,we are just getting over the lassa fever,which claimed some lives in the state,we are doing our best to confront measles.

    Adegbenro said the state government had reactivated a burial law through which government must be notified on all burials in the state to enable medical experts identify the cause of the death to prevent spread of such virus.

    He said the burial law had been in existence but passive,adding that the state government had reactivated it with mandate to security agencies to prosecute its violators.

    Commissioner for Information and Orientation,Yemi Olowolabi expressed the need for sensitisation of mothers and the public on the campaign.

    He urged the media to give free jingles and write-up to the organisers of the immunisation as part of their social responsibility.

    The commissioner said everything must be done to prevent the re-occurence of last November scare,which forced many parents to hurriedly withdraw their wards from schools as a result of rumours on fake vaccination alleged to be applied on pupils by some soldiers.

    Many medical experts especially on Public Health including UNICEF Consultant,Haizatu Zango spoke on how to prevent measles.

    Nigerian History Professors meet in Ondo

    Seven Nigerian History Professors will on Wednesday meet at Adeyemi College of Education, Ondo.

    They are: Prof Banji Akintoye, Emeritus Professors Jide Osuntokun and  Anthony Asiwaju.

    Others are: Professors Obaro Ikime,  Dahiru Yahya, Olatunji Oloruntimehin and Tajudeen Gbadamosi.

    According to the Provost, Adeyemi College of Education, Ondo, Prof. Olukoya Ogen, “These distinguished and eminent pioneers of post-colonial Nigerian historiography will be in the College to deliberate on the strategies for resuscitating and reinvigorating historical scholarship in Nigeria.

    He said: “The choice of our College for the hosting of this meeting out of  several universities and higher institutions of learning in Nigeria speaks volume  about our commitment to academic excellence.”

    Ogen added that the choice further justifies “our long-awaited and well-deserved university status.”

    During the visit, these notable icons are expected to pay homage to the  Osemawe of Ondo Kingdom, His Royal Majesty, Oba Adesimbo Kiladejo and  hold an interactive session with staff and students from the Department of  History.

    The College will also use the occasion to confer a Lifetime Achievement Platinum Awards on the distinguished visiting professors.

    Lecturer urges govt to invest more in Education Sector

    A lecturer at the Kwara State College of Education, Oro, Mr Musbau Abdulkareem has called on the Government to quickly intervene in the declining standard of education and invest more in the  sector.

    Abdulkareem, who made the call in Ilorin on Wednesday while speaking with our reporter said government at all levels must intervene to rescue the situation.

    The Head of Department (HOD), Political Science said education sector in the country was gradually losing its value.

    “Government at all levels must invest heavily in the sector. This is the time for the leaders to pay special attention to education sector for the sake of the children and their future.

    “Nigeria leaders must rank education project as first on their priority list rather than investing in mundane projects that add no value to the future of Nigerian children.

    “Public schools are nothing to write home about as most buildings are dilapidated. No teachers to teach the students and the available ones are below average.

    “Even the higher institutions are short of facilities and the standard keep falling every day. The teachers and lecturers are not motivated as they are deprived of their entitlements as and when due.

    “Government must start taking education serious and stop handling it with levity, he said.

    According to him, education is the bedrock of any great nation and deserve radical action from the leaders.

    The lecturer, however, advised lawmakers, state governors and other concern citizens to see education as a ‘lifeline’ of the nation.
