    Henry Okah loses bid to overturn South Africa conviction

    South Africa’ s Constitutional Court on Friday set aside the judgment of the Supreme Court of Appeal which had reduced  the 24 year jail term for Nigeria’s Henry Okah, leader of the Movement for the Emancipation of the Niger Delta (MEND).

    Okah had last November, challenged his conviction in South Africa for the March 2010 car bombs in Warri, Delta State, and the 2010  Independence Day explosion in Abuja in which 12 people were killed and 36 injured.

    He was resident in South Africa at the time of the explosions.

    A  Johannesburg High Court convicted him in 2013 for the two bombings under the Protection of Constitutional Democracy Against Terrorist and Related Activities Act.

    It based its decision on the fact that he was a leader of MEND The High Court found he was a leader of the Movement for the Emancipation of the Niger Delta (MEND)‚ an umbrella organisation of militant resistance groups in the south-eastern states of Nigeria.

    Okah however approach the Supreme Court of Appeal (SCA) which  declared that although   the applicant  orchestrated the Abuja bombings from within South Africa, the country had no  jurisdiction to try him  for the crimes the  bombings took place  outside the borders of South Africa.

    It said the Act under which Okah was tried confers extra-territorial jurisdiction only in relation to crimes of financing terrorism.

    His conviction was thus reduced to 20 years in prison.

    The SCA’s ruling did not go down well with the state which headed to the Constitutional Court.

    In a unanimous judgment on Friday‚ the Constitutional Court said  South Africa has extra-territorial jurisdiction to try terrorist offences occurring  outside the country.

    Okah was convicted and sentenced to 24 years in 2013 on 13 counts of terrorism, including engaging in terrorist activities, conspiracy to engage in terrorist activities, and delivering, placing, and detonating an explosive device in 2010.

    NBA Chairman calls for more training for young lawyers

     

    The Chairman, Nigeria Bar Association (NBA), Oyo State branch, Mr Akeem Agbaje, has called for the extension of pupillage to encourage adequate training and field practice for young lawyers as a way of enhancing their capabilities in the practice.

    He made the call at a public lecture organised by the Law Students’ Association, Lead City University, Ibadan. The title of the lecture was, ‘Be the lawyer of your dream.’

    He said, “The educational system and society is not conducive enough for smooth operation but aspiring professionals must strive hard with the courage to transform their vision into reality. Lawyers should be courageous, hardworking and determined in their bid to be successful. They must ensure strict adherence to professional ethics in their chosen career. So, creating more time for pupillage is a good step in the right direction.”

    He charged lawyers to be more informed and develop their mental ability, saying such was the only way they could be relevant and successful.

    Agbaje, who recently declared his intention to contest the Oyo state governorship seat come 2019,  while being probed on his intention to join politics said, his mission in government was to take the state to the next level.

    “The incumbent governor had done his bit. All I need to do is to advance the progress made so far. Government is a continuum and the society would be better for it,” he said.

    Earlier, the President of the student association, Wale Ojo-Lanre, said the lecture was organised to enlighten the student lawyers and prepare them on how to be successful in their chosen careers.

    IGP inaugurates 16-man board of Nigeria Police Broadcasting Service

     

    The Inspector General of Police, IGP Ibrahim Idris has inaugurated a 16-man board of the Nigeria Police Boradcasting Services, (NPBS).

    The board members are expected to tackle the growing security challenges in the country via the police radio and television outfit.

    Speaking during the inauguration on the essence of the radio and television outfit, the IG said: “We will tackle security challenges such as terrorism, oil bunkering, ethnic tension, herders/farmers clashes through the use of our radio and television network.

    “It will enable the police to tell it’s story and set the record straight by telling positive stories and correcting distorted information about the police.

    “It will be used to build community relations and enhance positive relations with members of the public and also advance the community policing course of the Nigeria Police Force.

    “The Police chief also noted that the outfits were not established for money making but for the advancement of the function of the Nigeria Police Force as stipulated in Section 4 of the Police Act. Also

    Speaking, the Managing Director of Skytick International Limited, Engr. Edirin Wesley said the absence of an information outfit l contributes to the low successes recorded by the Police in tackling crime.

    He said: “It is an established fact that that no nation can confront crimes headlong without credible means of factual and valid information dissemination and the absence of this over the years has been one basic defect in the fight against crime by the Nigeria Police Force.

    “One of the basic truths about the inadequacies of the Nigeria Police Force is its inability to tell it’s own story and I think with the establishment of its mass media outfit,  the tendency to deny them right of showing and telling the road of its performance will be eliminated”.

    NPBS is expected to be managed by Skytick limited and handed over to the Nigeria Police Force after 20 years.

    Buhari assures Niger Delta of rapid development

     

    President Muhammadu Buhari on Friday in Abuja assured the people of Niger Delta that his administration would continue to support rapid development in the region by consolidating on all ongoing projects and initiating new ones to create more economic opportunities and jobs for the people.

    He made the remark while receiving the Olu of Warri, His Royal Majesty Ogiame Ikenwoli at the Presidential Villa, Abuja.

    In a statement by the Special Adviser on Media and publicity, Femi Adesina, President Buhari reiterated the Federal government’s commitment to maintaining peace and security in the Niger Delta for economic and social activities to thrive.

    He told the delegation led by the Olu of Warri that developing the region remained a priority for his administration, adding that under his watch every region in the country would witness increased investments in critical infrastructure.

    The President appealed to the people of Niger Delta to complement ongoing efforts by the Federal government to bring more development in the region by maintaining peace, security and harmony.

    He promised to look into some of the concerns raised by the delegation including the dredging of Escravos bar for Warri and Koko ports, the gas revolution industrial park and EPZ project in Ogidigben, the ecological challenges in Ode-Itsekiri, Ugborodo, Orere/Yanagho and Ogheye-Eghoroke, among others.

    The President also used the occasion of the visit by the Royal Majesty to commend Itsekiri people for producing men of strong convictions like Prof Itse Sagay, the Chairman of the Presidential Advisory Committee on Anti-corruption (PACAC).

    He said ‘‘Thanks for producing a man like Prof. Itse Sagay, who is defending us robustly and stepping on many toes in the process. If he’s not a man of conviction, he couldn’t have done that.

    ‘‘What he is doing is exceptional. Despite coming from a minority area, he’s showing overwhelming influence at the centre.

    ‘‘Prof, I never had the opportunity to thank you personally for all you’re doing. Thank you very much,’’ the President said.

    The Olu of Warri, who commiserated with the President over the loss of his two extended family members, also commended him for achieving his campaign promises on the fight against insurgency and corruption, as well as the successes recorded in reducing criminal acts of vandalism of oil and gas facilities in the Niger Delta.

    Later at a separate audience with Dr Ado Ibrahim Atta 111, the Ohinoyi of Ebira land, President Buhari thanked the royal father for his continued support of his administration.

    In his remarks, the Ohinoyi of Ebira land commended the President for his renewed interest in reviving the Ajaokuta Steel and expressed the hope that the project will come back to life and be inaugurated under Buhari’s administration.

    ‘‘You are a man of hope, courage and action. May all the good things you want for Nigeria come to pass,’’ the Ohinoyi said.

    Speaking with State House journalists at the end of the meeting, the Olu of Warri, His Majesty Ogiame Ikenwole called on the Federal Government to activate the utilization of Warri and Koko Ports, stressing that it will reduce the restiveness in the area and also create jobs for the youths.

    He also called for the actualization of the planned gas industrial park (gas city) that is valued at $20 billion, through a Public-Private Partnership model.

    The Olu of Warri who led a delegation including the immediate past governor of Delta State, Emmanuel Uduaghan, decried the fact that while other ports in the country were active and contributing to the economic activities in their states, that of Warri and Koko have remained not utilized.

    He said their area of concerns presented to the President was the rising insecurity, challenges in the Niger Delta area, ecological problems, infrastructure development, as well as lack of access to ports in the state.

    He said “We presented some issues that affects our area most especially our ports. Our ports are not working, Warri Port and Koko Port are very good and solid ports that are not working. While other ports in other areas are working, ours are just left unutilised. So we want the ports to be activated so that there can start working, and that will mop up a lot of youths from the streets. When the ports were working there were no restiveness in the area.

    “Apart from that there is also the gas city, it is a fantastic project. The last president did the ground breaking before he left but since then nothing has been happening. We want the federal government to hasten action on it because that will mop up over 300,000 unemployed youths from the streets. So when all of our youths are engaged the restiveness will be minimized.”

    “We have the Koko road that needs to be fixed. That road will open up the area, allow economic activities to expand. We have the escravos road that also needs to be fixed. We also want the railway that is going on now, we want it to come to the area by that the economic activities will thrive better and Nigerians will be happy for it.”

    On the President’s response was, the monarch said, “He assured us that they will do their best. His hands are tied because everybody demands his attention but that he will follow through our requests to ensure that the things are done.”

    Also speaking with State House journalists, Uduaghan expressed satisfaction with President Buhari’s response to the request presented to him.

    He said, “I’m here on the delegation of the Olu of Warri who is here to visit Mr. President.

    “We are really encouraged with his response especially in the area we had a lot of challenges. Mr. President listened to the Olu of Warri.

    “We presented the challenges of security, you know we are in an area in the Niger Delta where there has been a lot of insecurity challenges. We also have challenges of ecological problems; we also have the problem of infrastructure development, problem of access to ports which is very critical.

    “Delta has six ports and to be able to get to the ports there is a place called escravos bar which has been very shallow. Even the water channel is highly stilted and so the Olu of Warri was appealing to the federal government to dredge the escravos channels so that the bigger ships will be able to come into the ports of delta especially the Warri Ports.” he said

    Benue: Three herders jailed one year each for open grazing

    A Makurdi Magistrates’ Court in Benue sentenced three herders, Iliya Garba, Hassan Abdullahi, and Lanshak Lonfalk, to a year imprison each, for violating Benue Anti-Open Grazing Law, 2017.

    The convicts were charged with criminal conspiracy and open nomadic livestock rearing and grazing.

    The offences are punishable under Sections 97 of the Penal Code and 19 (2) of the Open Grazing Prohibition Ranches Establishment Law of Benue, 2017.

    The prosecutor, Insp. Michael Iorundu, told the court that the joint patrol team of ‘Operation Zenda’, led by Sgt. Edward Shinyi, arrested the herders on Feb. 18.

    He said that they were brought to the State Criminal and Investigation Department, Makurdi.

    “The team reported that the three herders, and others now at large, were openly grazing    their cattle along Yeluwata Road in Guma Local Government Area of Benue.

    “When the case came up for mention, the herders pleaded guilty to the charge against them, saying that they were not aware that open grazing had been prohibited in Benue,’’ he said.

    The Magistrate, Mrs Lillian Tsumba said that the herders were first offenders who were also illiterates and not even aware that open grazing has been prohibited in Benue.

    Tsumba said that a law such as open grazing prohibition required massive exposure and education of persons at the grassroots.

    She, however, said law is law and must be obeyed in spite ignorance.

    The magistrate sentenced the herders to a year imprison each, with N500,000 option of fine each.

    One student killed, two injured in Plateau college protest

    One student was killed while two others sustained injuries as students of College of Education, Gindiri in Plateau, protested against non-issuance of new identity cards.

    The protest took place on Thursday evening and later turned violent when security men were drafted to intervene.

    However, Mr Cornelius Ka’ankuka, Acting Provost of the College, told Gov. Simon Lalong of Plateau and his deputy on Friday that the management had promised to address the students’ demands within two weeks.

    Ka’ankuka said that the corpse of the deceased student, Manji Philemon, has been deposited at the state hospital mortuary and would be released to the family for burial.

    The provost said that the students burned down the school clinic after the injured students were treated and discharged.

    He said that 33 vehicles were damaged with seven of them, including the school ambulance, completely burnt.

    “The students shattered the windows of the administrative block, the school library and vandalised COASU Corporative Society Shop and looted all goods in the shop including bags of rice and vegetable oil.

    “The students also went to the rented residence of the former provost and destroyed some properties and burnt down two cars that were parked in the premises,’’ he said.

    Lalong expressed disappointment with the incident in spite of his administration’s efforts to improve facilities in schools in the state.

    The governor, who was on the spot assessment visit to the college, vowed to deal decisively with those involved in the ugly incident.

    He said that a committee would be set up to investigate the cause of the unrest.

    “After we receive the report we will show an example with those found wanting,’’ the governor said.

    The school has been closed down indefinitely as students were seen parking out of their hostels.

    Court remands three men in prison over alleged armed robbery

    An FCT High Court, Apo, on Friday ordered the remand of three men in Kuje Prison, accused of alleged armed robbery, unlawful possession of firearms and criminal conspiracy.

    The defendants: Lord Lugard Kaura, 32, Kenneth Numbe, 23, and Friday Osun, 35, all pleaded not guilty to the charges.

    Justice Sylvester Oriji, ordered the defendants to be remanded in prison and adjourned the case until March 23, for hearing.

    The defendants were docked on charges bordering on criminal conspiracy, armed robbery and unlawful possession of dangerous weapons.

    The prosecutor, Noel Omeji, told the court that the offences were committed on Aug.28, 2017.

    He said that the defendants at gun point   attacked and robbed one Mr Emmanuel Braino at Plot 509 Mabuchi, Abuja.

    Omeji said that the defendants stole a Toyota Highlander Jeep with reg. no. WWR 709 SR, cell phone and N75, 000.

    He said that during police operation, local revolver pistol was recovered from the defendants.

    According to the prosecutor, the defendants were apprehended with the help of one Mr John Mathew, who tracked the car.

    The offences contravened Section 6 (a) and 27 (1) of the Robbery and Firearms Act 2004.

    Ugwuanyi inaugurates 1.6-kms road

    Gov. Ifeanyi Ugwuanyi of Enugu State on Friday inaugurated a 1.6km road constructed by Mr Samuel Onyishi, the Chief Executive officer, Peace Mass Transit ( PMT ), in his village Amaukwa, Nsukka.

    Ugwuanyi commended Onyishi for keying into the state government’s agenda of ensuring that every village in the state had access roads all-year-round.

    “I am happy with Onyishi for keying into my administration’s initiative to ensure that every community in the state has access roads both during rainy and dry seasons.

    “This 1.6-kms road that started in Amaukwa and terminated at the University of Nigeria Nsukka ( UNN ) Odim gate, this will strengthen the cordial relationship between Amaukwa and the university community.

    “My administration will continue to put premium on the development of the state as well as ensure adequate security of lives and property in the state.

    “Enugu State will continue to grow from strength to strength.

    “I thank Enugu State residents for their maximum support and cooperation and urge them to keep it up,” Ugwuanyi said.

    In his remarks, the Vice-Chancellor of UNN, Prof. Benjamin Ozumba, said the road would ease movement of university staff and students living in the area.

    “On behalf of staff and students of UNN, I commend Onyishi for the kind gesture.

    “I also commend Gov. Ugwuanyi in a special way because it was his good administration that touched the PMT boss to construct this road.

    “When a good person is on the throne, people will be happy and will like to emulate his good work,’’ Ozumba said.

    Earlier in his remarks, Onyishi said he constructed the road to ensure that people, the university staff and students, had access road to his village as well as a smooth road into the university from Odim gate.

    “I love my people and I will continue to do anything within my capacity to make them happy.

    “I am also happy with the administration of Gov. Ugwuanyi for his commitment in moving the state to the next level,’’ he said.

    Court docks man for bathing neighbour with hot water

    A 35-year-old man, Benjamin Osueke, was on Friday charged before an Ikorodu Magistrates’ Court for allegedly pouring hot water on a female neighbour.

    Osueke, who lives at 24, James Olaogun St., Ikorodu, is facing a charge of assault.

    The Prosecutor, Sgt. John Iberedem, told the court that the accused on Feb. 18, poured hot water on his neighbour, Mrs Benedicta Orji,  in the kitchen.

    “There was an argument over electricity bill between the accused and the complainant; after the argument,  the accused warned her not to cook on his table because they share kitchen.

    “Suddenly, he poured hot water on the complainant which burnt her body badly,” the prosecutor said.

    He said that the offence contravened Section 230 of the Lagos State  Criminal Laws, 2015.

    The accused, however, pleaded not guilty to the charge.

    The Chief Magistrate, Mrs. A. Azeez, granted the accused N100,000 bail with two sureties in like sum.

    Azeez said that the sureties must reside within the court jurisdiction, be gainfully employed and should show evidence of tax payment to the Lagos State Government.

    She adjourned the case until March 29, for hearing.

    NGO expresses concern over kidnappings, killings of health workers

    An International Non-Governmental Organisation ( NGO ), Ethics Resource Centre Nigeria, on Friday expressed concern over the spate of alleged kidnappings and killings of medical and health workers in Nigeria.

    Mr Ike Onyechere, the Chairman of the organisation, who expressed this view in an interview with the News men in Abuja, described the trend as an impediment to quality healthcare delivery.

    Onyechere also identified insecurity as contributing factors to the nation’s poor health indices.

    The chairman said that the organisation in collaboration with the Nursing and Midwifery Council, medical doctors, nurses and midwives, Pharmacists Council of Nigeria (PCN), Radiographers, Nigeria Defence Academy, among others would hold national conference in March.

    According to him, the conference is aim at addressing security challenges confronting health workers and patients.

    The chairman specifically gave instances of health workers and patients being kidnapped and killed in recent past.

    The most recent ones, according to him, is the kidnapping of Dr Emem Udoh, Senior Registrar, Department of Paediatrics University of Calabar Teaching Hospital on Jan. 9 and a-day-old baby that was stolen on Jan. 10, in Tudun Wada, Kaduna.

    He, however, described the situation as unhealthy for the nation’s health system.

    Onyechere said addressing security challenges was the surest way to achieve Sustainable Development Goal 3 (SDG3) on ensuring healthy lives for all by 2030 in the country.

    He said: “Unless the security challenge is successful addressed and resolved in the spirit of collective responsibility of all critical stakeholders, the UN SDG 3 of ensuring healthy lives for all by 2030 will be difficult to achieve in Nigeria”.

    The chairman noted that the conference slated for March 7 would feature the Nurses and Midwifery Council, Nurses and Midwives, Pharmacists Council of Nigeria (PCN) Medical doctors, dental consultants, pharmacists, Nigerian Defense Academy, among others.

    Onyechere identified activities lined for the programme to include publication and circulation of Medical and Health Workers Security Manual and security awareness capacity building in all states of the federation.

    According to him, highlight of the conference will include inauguration of Medics Security Joint Action Group, which will serve as the inter-agency coordinating forum for central rapid reporting and recording of incidents involving health workers.

    “The group will also serve as integrated and coordinated liaison with Federal, state and local governments and security agencies for better response, integrated alert systems on actual and potential security threats in particular environment.

    “The group will as well give technical assistance in terms of risk assessment and emergency preparedness among others,” he said.

    Similarly, Dr Friday Omolei, the Chairman, National Committee on Security of Medical Doctors, said the conference was geared toward addressing complex issues of terrorism, kidnapping ravaging the health system.

    Omolei said the menace was one of the factors responsible for the rate of maternal, newborn and under-five mortality.

    Omolei, who described the issue of insecurity in health sector as trending, noted that it had impacted negatively on health care delivery specifically maternal, neonatal and under-five mortality.

    “As a result of this issue of insecurity immunisation efforts are disrupted, healthcare workers and families relocate from these unsafe areas to areas of safety.

    “Government rather than focusing on providing healthcare services spend such efforts on how to resolve these kidnapping issues and kidnapped victims.

    “This inter-agency collaborative approach will yield better results in terms of stopping the increasing tide of medical professionals relocating from insurgency and kidnap prone environments, which is making public access to healthcare deliver harder.

    “Due to the challenge as well maternal, neonatal, under five and other mortality ratios and indices worse,” he said.
