    Okowa reshuffles Cabinet, drops two Commissioners

    Delta State Governor, Dr. Ifeanyi Okowa, Thursday, made a minor cabinet reshuffle relieving two commissioners of their portfolios while reassigning four others.

    The two commissioners who were dropped include Dr. Nicholas Azinge [Health], and Dan Okenyi [Culture & Tourism], while those reassigned are Mr. Asupa Forteta, formerly of the Directorate of Youths Development, now heads the Urban Renewal Directorate; while Karo Ilolo, formerly of Directorate of Urban Renewal Directorate now takes charge of the Youths Development Directorate.

    Others are Hon. Bright Edejewhro, formerly of Local Government Affairs Directorate now heads Ministry Of Science and Technology and Hon Joyce Overah, of the Ministry of The Science and Technology now moves to Local Government Affairs Directorate.

    The statement said the decision to reshuffle the cabinet is in line with the state government’s desire to re-energise the machinery of government and bring new impetus into service delivery.

    Governor Okowa in a statement signed by the Secretary to State Government, Hon. Ovie Agas thanked the two commissioners relieved of their portfolios for their commitment and contributions to the SMART Agenda and wishes them success in their future endeavours.

    It will be recalled that the Mr. Dan Okenyi who was dropped as Commissioner of Culture & Tourism was also removed from the Ministry of Lands and Survey last year following minor cabinet reshuffle.

    According to the statement the cabinet reshuffle takes effect from February 8, 2018.

    In a swift reaction, Dr. Ifeanyi Okowa has forwarded a nominee, Dr. Mordi Ononye, for appointment as commissioner and member of the State Executive Council to the Delta State House of Assembly.

    The letter from the Governor conveying the name of the nominee was read at plenary, by the Speaker Rt. Hon. Sheriff Oborevwori.

    The governor in the letter sought for the screening and confirmation of the nominee by the house.

    It is unclear if the name of the nominee forwarded to the State’s legislature would be considered for  any of the vacant portfolios.

    The continued delay by the federal government to remit N140 billion spent by the Akwa Ibom State government on federal roads in the state has affected the number of roads that would been executed in the state.

    State Commissioner for Works, Mr. Ephraim Inyang-Eyen told reporters yesterday in Uyo that the FG owes Akwa Ibom state not less than N140billion being amount expended by the state government on the construction and rehabilitation of federal roads in the state.

    He said the Governor Udom Emmanuel administration is currently handling 44 major road projects across the state despite the huge amount owed by the FG.

    The works commissioner stressed that the non-refund of the whooping sum has negatively affected the pace of work and number of roads that would have been done across the length and breadth of the state.

    His words, “We are currently doing 44 roads in Akwa Ibom. If the federal government had refunded even a kobo to us, we would have done 80.

    “The federal government is owing us in the region of N140billion. And from genuine approvals and verified positions, they came to the conclusion that in the first tranche, they will give us N70 billion as the first payment.

    ” They (FG) also said that at the completion and verification as the other jobs are ongoing they will pay us the balance but as we sit today, the FG has not refunded any money, not even a dime to the Akwa Ibom state government.

    “But we are hopeful. His Excellency the Governor keeps getting promises and assurances from Abuja that he would be paid but as at today, nothing yet”.

    Inyang-eyen said the achievements recorded by the administration in roads infrastructure and other key areas was due to Governor Emmanuel’s prudence in the management of the lean resources which accrues to the state.

    He said the state government has rehabilitated 45 internal roads in Uyo, the state capital, 8 in Oron and Eket adding that such interventions have been extended to other local government areas in the state.

    ITF to Train and Empower 11,000 Youths in 2018

    In the bid to equip the youths with skills for employability and entrepreneurship, the Industrial Training Fund ( ITF ) has disclosed plans to train and empower 11,000 youths in the National Industrial Skills Development Programme (NISDP) across Nigeria.

    The Director General of ITF, Sir Joseph Ari who disclosed this during the closing ceremony of the National Industrial Skills Development Programme in Minna yesterday said that the youths would be trained in various skills to make them successful entrepreneurs and employers of labour.

    He said that 11,000 youths have already been trained for three months in Tailoring and Fashion Design, Welding and Fabrication and Plumping and Pipe-fitting adding that they would be given start-up kits to enable them set up their businesses.

    “The three trades were carefully selected based on their potential value addition to the individual trainees and to the growth and development of the Nigerian economy.

    “The start-up packs that are being distributed should be viewed as our practical example and message to our stakeholders that training without corresponding support will not lead to expected outcomes. ”

    The Director General who was represented by the Director, Research and Curriculum Development,  Mr. Zakari Peruma stated that the current universal currency is skills which a lot of youths should make an effort in getting it.

    He added that the ITF will be implementing Technical Skills Development Projects, Women Skills Empowerment Programme and Agripreneur that will be targeted at job and wealth creation.

    The DG urged the beneficiaries not to sell the start-up packs given to them saying, “the start-up packs to be presented to you are if high standard and therefore cost ITF several millions of naira to procure. Do not contemplate selling any of the items presented to you. Your destiny is in your own hands, do not toy with it. ”

    The Niger State Area Manager, Mrs. Ifeoma  Ihezue said 300 youths were trained in the state, “150 were trained in tailoring, 70 in welding and fabrication and 80 in plumbing and pipe-fitting.”

    The Niger state Governor, Alhani Abubakar Sani Bello who was represented by the Permanent Secretary in the Ministry of Youths, Alhaji Husseni Ahmed urged ITF to step up it’s monitoring and evaluation to ensure that the youths make good use of the training given to them and do not sell the start-up packs.

    He expressed the readiness of the state government to partner with ITF in the aspect of human capacity development, vocational education and training adding that job creation and women and youth empowerment is the top priority of the government.

    Ahmed commended the effort of ITF in making government to have faith in the youths stressing that the synergy between the state government and ITF will be strengthened and sustained.

    The Rivers State chapter of the All Progressives Congress (APC) has accused Governor Nyesom Wike of merely playing politics with his Wednesday’s N200 million donation to the Internally Displaced Persons (IDPs) in Benue State, while Rivers people are wallowing in abject suffering.

    It expressed shock that whereas victims of killings and criminalities in various parts of Rivers state were licking their wounds and wondering where help would come from, but their governor was busy donating money in another state, creating the impression that all was well in Rivers state.

    Rivers APC, through its Publicity Secretary, Chris Finebone, yesterday in Port Harcourt, stated that lofty as Wike’s gesture seemed, what he only succeeded in doing was classical and wanton display of primitive hypocrisy of the worst type.

    The main opposition APC in Rivers said: “Beyond the highly politicised, self-serving and half-hearted visits to Omoku (in Rivers State, where 23 innocent worshippers were massacred on New Year’s Day), Wike has completely ignored the killings in various parts of Rivers State, especially in the local government area of his Peoples Democratic Party (PDP) National Chairman – Andoni (Prince Uche Secondus).

    “The Rivers governor has neither mentioned nor visited Ajakajak and other Andoni villages, where many persons have been gruesomely killed. Why has Wike not gone to visit victims of killings in Rivers State and donate to their welfare, but chose to travel to distant Benue State to display crass duplicity? APC demands an answer from the Rivers governor.

    “Quite disappointing to the APC is that some prominent Rivers indigenes (some of whose people are being killed in Rivers State) joined the Rivers governor to Benue State and even prayed at the graveside of the victims, while their own people are being killed in Rivers State, without any intervention by Wike and his government.

    “We believe that the only purpose for the Rivers governor’s ego trip to Benue State is mainly to score cheap and pedestrian political points that have no value whatsoever to Rivers people. He (Wike) is only working in line with his belief that he is the de facto leader of PDP. Our people consider the current doling out of N200 millions of Rivers money as part of the billions of naira Wike is spending to sustain and exercise control over his political party – the PDP.”

    Rivers APC also called on well-meaning elders and opinion leaders of the state to prevail on Wike to refrain from playing Robinhood with Rivers money, but to use the commonwealth of Rivers people to give the citizens meaningful development and not the superficial projects he had been deceiving the people with.

    Having openly donated money, the main opposition APC equally called on the Federal Government and its security agencies to keep an eye on Rivers governor, in order not to donate “other things” secretly, given that reprisals were already happening in Benue state.

    Kano Council Polls: Police Deploys 12,000 Personnel.

    Police in Kano yesterday announced the deployment of 12,000 Police men and other security personnel for the Saturday local government election in the state.

    According to a statement issued by the command’s spokesman DSP Magaji Musa Majiya said that the election will be manned by the security personnel in order to forestall  any possible break down of law and order.

    Majiya explained there will be restriction of vehicular movement which will commence between 6am and 4pm on the election day, adding that no tricycles  or motorcycles will be allowed to operate within the stipulated time.

    “Eligible voters can go out and cast their votes but will not be allowed on any vehicle, motorcycle or, and tricycle.

    “No state government security agencies, such as hisbah, KAROTA vigilante, boyscout, Man’O’ war will be allowed to dress in uniform to monitor the election.

    Magaji also explained that no person will be allowed to carry any bag,  boxes or suspicious item close to any pulling station and collation center.

    He further hinted that carrying dangerous weapon on the election day adding that a joint operations centers for all security agencies have been put in place to monitor the conduct of the election.

    NNPC to receive 2 Cargoes of petrol daily to eradicate queues

    The Nigerian National Petroleum Corporation ( NNPC ) has said it will take delivery of two cargoes of petrol per day for the rest of February to boost supply and eradicate queues.

    A statement by the NNPC Spokesman, Ndu Ughamadu in Abuja on Thursday stated that two cargoes of 50 million litres each, making a total of 100 million litres, would be brought-in per day in February to replenish strategic reserves.

    “To enhance supply, 45 million litres of petrol was discharged from ships into jetties across the country yesterday.

    “Prior to the fresh 45 million litres discharged, we have 324 million litres of petrol on land and 432 million litres in marine storage making a total of 756 million litres.

    “These are enough to last for 22 days at 35 million daily consumption rate,’’ he said.

    Ughamadu said the jetties that received the 45 million litres shipments include Nacj, Apapa; Bop, Apapa; Techo Jetty, Lagos; Dutchess, Oghara; Vine Jetty, Calabar; Chipet Jetty, Lagos; and ECM Jetty, Calabar.

    “To ensure efficient distribution of the product to depots in the hinterland, the Nigerian Pipeline and Storage Company (NPSC), a midstream subsidiary of the NNPC, has been mandated to fix relevant pipelines to facilitate seamless pumping.

    “This is in addition to massive trucking arrangement that is in place,’’ he said.

    Ughamadu gave the assurance of the Corporation that with the measures in place, the fuel queues being experienced in some cities would soon be a thing of the past.

    AfDB hits highest annual disbursement of $7.67bn in 2017 – Adesina

    The President of African Development Bank (AfDB), Dr Akinwumi Adesina, said that the Bank, 2017, achieved its highest annual disbursement ever of 7.67 billion dollars on supports.

    Adesina said this in a statement made available to our reporter on Thursday in Abuja.

    He said that the Bank would continue to support African countries in ensuring stronger macroeconomic policies.

    “The Bank achieved its highest annual disbursement ever in its history, at 7.67 billion dollars.

    “Our investment in the energy sector in 2017 covered 31 operations in 23 countries and totaled 1.39 billion dollars, representing a 30 per cent increase over 2016.

    ” In 2017, the Bank maintained its AAA rating with stable outlook by all four global rating agencies.

    “The Bank’s AAA stable outlook rating is underpinned by sound financial and risk management policies, excellent liquidity and strong shareholder support,” Adesina said.

    He said that the Bank was working hard to be more efficient and become impact driven organisation; one that accelerated Africa’s development, holding itself to a higher standard of performance.

    The president said that it was only when the Bank became performance driven that it could meet Africa’s expectations.

    Adesina assured that the Bank intended to score a lot more development goals for Africa, adding that there was need for greater alignment, performance and accountability for results.

    He said that the Bank launched its largest bond transaction with 2.5 billion dollars three-year global benchmark followed by its largest ever five-year global benchmark for 2 billion dollars.

    According to him, the Bank continues to grow its income solidly, reversing its declining income when he started two years ago.

    He said that the net operating income of the Bank had declined from 589.3 million dollars in 2014 to 492.7 million dollars in 2015, when he took over, adding that ever since there had been a rapid turnaround.

    “In 2016, the net operating income rose to 556.6 million dollars and shot up to 855 million dollars in 2017, an increase of almost 54 per cent over 2016.

    ” To put things in context, this is also a 73 per cent increase over where we were in 2015.

    “The Bank is mobilising more resources for Africa. In 2017, we mobilised 9.73 billion dollars from the capital markets for African countries including 300 million dollars from the enhanced private sector facility for Africa.

    “I am delighted that in 2017, the Bank helped leverage 6 billion dollars for the landmark Japan-Africa Energy Financing Facility.

    “This will help accelerate efforts to light up and power Africa,” Adesina said.

    He said that the Bank was doing a lot on “Light Up and Power Africa agenda”, adding that in 2017 it invested 1.39 billion dollars.

    He added that the aim was to improve access to electricity to help generate an additional 1,400 MW of power and connect 3.8 million persons to electricity.

    On renewable engergy, the president said that the Bank was leading, adding that when he assumed office, the share of renewable energy in the Bank total power portfolio was just 14 per cent.

    “However, we increased that to 74 per cent in 2016 and in 2017; we achieved a record-breaking 100 per cent of our new lending in renewable energy.

    He said that with access to more funding, “we hope to provide electricity to an unprecedented 29.3 million Africans between 2018-2020”.

    The president said that the Bank was spearheading the development of the desert to power initiative to harness electricity from the sun all across the Sahel.

    He said that “our goal is to support the generation of 10,000 MW of power, connect 250 million persons to electricity, of which 75 million people will be through off-grid systems.

    “Africa needs to promote green growth. We are extremely conscious of our climate and environmental responsibilities and leadership role.

    Adesina said that the Bank would be tripling its climate finance to 40 per cent of its portfolio by 2020.

    On agriculture, he said that the Bank in 2017, invested 1.16 billion dollars in the sector – the highest ever in the Bank’s history.

    It also launched Technologies for African Agricultural Transformation (TAAT), a one-billion dollar initiative to take agriculture technologies to scale for millions of farmers.

    Adesina said that with adequate resources, between 2018-2020, the Bank expected to provide 29.2 million Africans with access to electricity.

    He added that the bank’s Integrate Africa High 5 would provide 50 million Africans with improved access to transport.

    Likewise, the Bank’s High 5 on Industrialising Africa would enable seven million people to benefit from investment projects.

    He added that High 5, on improving the quality of life would also provide 36.8 million persons with improved access to water and sanitation.

    Adesina said that the support of all shareholders was crucial for the general capital increase of the Bank.

    He said that the Bank would do more for Africa and “we are working extremely hard to revamp the Bank and put it in a much stronger position, with more highly capable staff and institutional capacity to deliver more, better and faster support.

    ” Our ability to deliver in the past and now is a good indication that you can depend on us to deliver more in the future.

    Aare Ona Kakanfo of Yorubaland, Dr. Gani Adams, has urged President Muhammadu Buhari to urgently mandate security agents to “arrest the blood-thirsty maniacs on the rampage in the country, masquerading as herdsmen, and bring them to justice, to avoid a total breakdown of law and order”.

    “The first fundamental right of a Nigerian is the right to life. It is when you are alive that you can enjoy other rights. Once this right is taken away from you through killings and murder, you cannot enjoy any other right. Nigerians demand Right to Life. More than a thousand Nigerians have been killed in the last one year. Is Nigeria at war? There is more to all these killings”, Aare Adams said, in a statement on his behalf by his Special Assistant on Media, Mr. Kehinde Aderemi.

    The Yoruba Generalissimo, who described the killing of the Officer-in-Charge of the Special Anti-Robbery Squad (SARS), Saki Unit, Oyo State Police Command, by suspected Fulani herdsmen on Tuesday night as “one killing too many”, declared that the spate of insecurity in the country was worrisome.

    The Assistant Superintendent of Police (ASP) was macheted to death by suspected Fulani herdsmen during an operation in a forest on the Saki-Ogbooro Road in Oke-Ogun area of the state.

    To him, all right-thinking Nigerians must condemn activities of these killers “who are now bold enough to start killing security officers”.

    Aare Adams also vowed that Yorubaland would resist any conspiracy “aimed at killing our people at will”.

    “The diplomacy of the Yoruba on national issues, especially when it borders on security, should not be misconstrued for cowardice. It is part of our nature to accommodate people from other ethnic nationalities but now, our people cannot go to their farms again because of the fear of the unknown. The Federal Government must immediately check activities of these killers to avoid plunging the country into an avoidable war.

    “There is no war in Nigeria, there is no famine, no earthquake, but the number of IDPs in the country is more than what obtains in a country where war is going on. Murder of Nigerians, including pregnant women and children continues everyday. What is really going on?

    “Perception is everything. The Federal Government is not helping its own image with the belief by Nigerians that the presidency is always silent when the issue concerns Fulani herdsmen.

    “Let me remind the government that killing and murder remain serious crimes in our law books. No level of politics can change this. Nigerians are being killed and the government seems helpless. Utterances from government officials such as the Defence Minister, Brig–Gen. Mansur Dan–Ali (rtd), and the Inspector-General of Police, Ibrahim Idris, are not helping matters. One wonders if we are in the same country.

    “Peace and security cannot be guaranteed where there is no justice. To enforce the law, security agents must ensure justice for all and sundry. Nigerians were shocked to wake up on New Year Day and hear the news of killings in Benue State. Now, Nigerians living in Nasarawa, Taraba, Adamawa, Kogi and others don’t feel safe. Senseless killing is like cancer and if not quickly checked, the situation can lead to a complete breakdown of law and order because Nigerians have the right to defend themselves.

    “Historically, the Yoruba are known to have the capacity to defend themselves. These killers are testing waters by burning the farm of Chief Olu Falae and invading the farms of prominent people in the South-West. We will no longer accept activities of this murderous gang in Yorubaland. Enough is enough”.

    Aare Adams also told Buhari that the only solution to the various crises in the polity “is restructuring”.

    “Restructuring is the only system that will bring about a just, fair and egalitarian society. I welcome the report of the Governor Nasir el-Rufai APC Committee which also recommended restructuring but what the committee has done is not different from the position of the 2014 National confab.

    “If Nigeria is going to survive as a nation, this country must be restructured. This is the time to have true federalism, state police, resource ownership and control, and an entirely new constitution deriving its legitimacy from the people”.

    Troops arrest two Fulani herdsmen in Benue

     

    Troops of 707 Special Forces Brigade, Nigerian Army, on  a routine patrol along Gbajimba – Iyiodeh road in Guma LGA of Benue State have  arrested two Fulani militias.

    According to a statement signed by the Assitant Diector Army Public Relations,707 Special Forces Brigade Nigeria Arny makurd,Major Olabisi Ayeni, stated that suspects  were  planning a dangerous mission.

    The troops sighted the militias while on their daily patrol.

    According to Major Ayeni the  militia who were suspected to be converging, possibly for an attack on Governor Ortom’s fish farm and other innocent citizens were about to be approached for questioning when they opened fire on the troops who later engaged them.

    He said violent herdsmen who also fought back was at the same time trying to withdraw.

    The Special Forces Operators intensified their pursuit and succeeded in arresting two of them while others fled in disarray. The herdsmen had since been handed over to the police.

    Salary Crisis: Labour unions threaten strike action in Kano

    The Nigeria Labour Congress (NLC), Trade Union Congress (TUC ) and Joint Public Service Negotiation Council (JNC)  have threatened to embark on a 3-day warning strike if the state government fail to resolve the lingering salary crisis that affects workers in Kano  State.

    Speaking to reporters at the NUJ Press Centre, on behalf of the unions, the NLC chairman, Kano chapter,  Kabiru Ado Minjibir, said the decision was imperative in view of the protracted inconsistencies in the payment of monthly salaries to workers,  as well as deducting their hard-earned income without justification.

    The communique also decried the non-payment of outstanding 8 months salary arrears of the Primary Healthcare Management Board (PHCMB), regularised staff recruited in 2015, amounting to N532.4 million.

    The communique also bemoaned the non-payment of outstanding 8 and 4 months salary arrears of Kano State Senior Secondary Management Board (KSSSSMB)  staff regularised in 2015,  amounting to over N220 million.

    The communique also called on the government to stop engaging consultants on salary issues by May, 2018, advising the government handover to qualified and suitable civil servants.

    Saying “N80 million was saved in 2017 when workers were allowed to handle the salary payment, inline with the jurisdictional scope as obtainable at the federal Civil Servants, as well as neighboring states like Jigawa, ”

    They challenged the state government to clarify the basis upon which the sum of N367. 50 and N168. 00 is being deducted from the monthly salaries of workers and pensioners, respectively.

    “In the event that the government failed to respond positively to the aforementioned issues of serious concern to the workers between now and 5th March, 2018, the two labour centres, NLC  and TUC  as well as the JNC, would be left with no option than to embark on a 3-day warning strike, ” the communique said
