    FIRS, NIPOST battle over control of stamp duties funds

    *Senate uncovers N18.6bn NIPOST fund

    Federal Inland Revenue Service ( FIRS ) and the Nigeria Postal Services ( NIPOST ) are battling over who controls billions of naira accruing from Stamp Duties payment.

    While FIRS said that collection of stamp duties is part of its statutory function, NIPOST stoutly disagreed.

    NIPOST is spearheading a bill for an Act to amend the Stamp Duties Act, Cap.S8, laws of the Federation of Nigeria 2004, to ensure compliance with current realities and for related matters.

    The controversial bill, which emanated from the House of Representatives, has already been passed by the House and referred to the Senate for concurrence.

    The bill seeks the amendment of Section 2 of the principal Act by changing the definition of “Stamp” and addition of the definition of words “Proceeds” and “Stamping Protocol”

    The bill also seeks the amendment of Section 5 of the principal Act by substituting the word “may” for “shall” in Section 5(2) to read “Where the duty may be denoted by adhesive stamp, Postage Stamps shall be used for the purpose.”

    It further seeks amendment of Section 89 of the principal Act in sub 2 to change “may” to “shall” to read “For the purposes of the Act, all income from denotation of receipt, document or instrument with postage stamp shall be known as Stamp Proceeds.”

    The Post Master General, Bisi Adegbuyi and Ike Odume, Director Legal Services, FIRS who appeared before the Senate Committee on Finance, argued for and against the bill.

    Minister of Finance, Mrs. Kemi Adeosun was also represented at the hearing by Tor Tsavsar, Director Technical Services, Federal Ministry of Finance.

    Chairman of the committee, Senator John Owan Enoh, said that the hearing became necessary to enable the Senate take informed position on the bill.

    Enoh noted that although the House of Representatives has passed the bill, his committee was mandated to consider it for its merit or demerit.

    The committee questioned the submission of the Post Master General, “because it came without letter head and was not signed.”

    Enoh asked Adegbuyi to do the needful before he could be allowed to make his presentation.

    The FIRS representative said that the Service was opposed to the bill in its entirety because NIPOST wanted to usurp its statutory function.

    Odume said that the Act NIPOS sought to amend affects the 36 states of the Federation “and for the amendments to pass 36 states of the Federation must be around to make their input.”

    He noted that the Stamp Duties Act is a tax legislation which has nothing to do with NIPOST.

    The subsisting Stamp Duties Act, he said, gave the Federal Government and states the leeway to generate revenue and has nothing to do with post office.

    Odume noted that the proposed amendment aimed at eroding the statutory powers of the FIRS.

    He said, “FIRS was given a law to administer which includes Stamp Duties Act. Item 96 of FIRS Act is the administration of Stamp Duties Act. What is the mischief of NIPOST in amending the law. Stamp Duty is a form of tax. All NIPOST is seeking is to usurp the power of the FIRS and the 36 states. It should not be allowed.”

    Representative of the Ministry of Finance adopted the position of FIRS on the bill and sought periodic review of the rate of stamp duty.

    The committee chairman remarked that any body could seek amendment of a law “what is important is the content and what the bill seeks to achieve.”

    The Post Master General told the committee that the bill is a private member bill

    Adegbuyi in his presentation said that the amendment of the Stamp Duties Act became necessary because the law has become obsolete and no longer relevant to meet the challenges of modern day.

    He said that NIPOST was only asking to be allowed to sell stamp either manually of electronically.

    Adegbuyi said, “We are seeking the amendment of the Act to include sale of postage stamp. We are not collecting tax. It is in the interest of Nigeria to draw a line between duty and stamp. We want to sell our stamp.”

    He prayed the committee to allow the bill to pass.

    Chairman of the committee asked the Post Master General the whereabouts of N18.6 billion the committee stumbled upon in the account of NIPOST.

    Enoh asked severally “where is this money, where is it. This committee wants to know where the money is. This committee is interested to know where the money is kept.”

    The committee also demanded to know how the huge fund was accumulated.

    The Post Master General told the committee that the money is with the Central Bank of Nigeria (CBN).

    Adegbuyi said that NIPOST do not have access to the fund.

    Sokoto compensates family, victims of fatal school fire

    Sokoto state government has given undisclosed sums of money to the family of the pupil who died as a result of the fatal hostel fire that occurred early Tuesday morning at Sultan Tambari Secondary School in Illela LGA of the state.

    Similarly, the government has taken up the cost of treatment for the one serious victim still in hospital, and has directed that the pupil be transferred to a tertiary health facility in Sokoto, the state capital.

    Governor Aminu Waziri Tambuwal, who spoke after inspecting the burnt Magajin Rafi House hostel at the school, also announced that government will reimburse all those lost valuables as a result of fire incident.

    While sympathising with the victims, the Governor also pledged to immediately reconstruct the hostel and put it back to use as quickly as possible.

    “We have had cases of fire recently in the state. This is an unfortunate development. As a government, we will work closely with all stakeholders, parents, school administrators and others to find lasting solution to the problem.

    “I’ve directed the state fire service and the school authority to carry out sensitisation activities to enlighten members of the community on best possible ways to prevent reoccurence,” Tambuwal added.

    The Governor later took part in a special prayer session organised by the community in honour of the deceased pupil.

    OAU: NASU, Research Institute workers protest non-payment of areas

    The staff of the research institutes, NASU in Ile-Ife, Osun state, on Tuesday went on a peaceful protest over an alleged non-implementation of agreement they entered into with the Federal Government.

    The staff under the aegis of Non-Academic Staff Union ( NASU ), National Centre for Technology Management ( NACETEM ) and Prototype Engineering Development Institute (PEDI), bombarded the Obafemi Awolowo University ( OAU ) Campus to protest the Federal Government’s neglect and paying lip service to research for development.

    They also demanded for the payment of their 12 months arrears and separation of research fund from the capital projects among others.

    The staffs were seen with different placards which carried various inscriptions such as ; “FG pay our 12 Months Arrears”, “FG Increase funding of research institute”, “Implementation of 65 years retirement age and “Withdrawal of non-skipping Circular” among others.

    Speaking with The Nation Correspondent, who was at the NACETEM office where the protesters later converged, the branch Chairman of Prototype Engineering Development Institute (PEDI), Ilesa, Mr Adewale Akinboro said, “the union had embarked on the industrial strike action about 80 days ago so as to press home their demand”.

    Akinboro said the decision of NASU to stage a protest was taken after the Federal Government ignored their demands.

    “We had a warning strike about two years ago that the Federal Government should implement the agreement we signed.” Part of the agreement we signed includes: adequate funding of research institutes, establishment of the Nigerian Research Institute Commission amongst other demands.

    “Our research is not being funded, we have had several meetings with the Government.

    We want the Federal Government to separate our research funds from the capital project. Government up till this time has not responded positively to our demand to pay the 12 months salary arrears on Consolidated Research and Allied Institutions Salary Structure (CONRAISS) and implement other issues as agreed upon in the interim report of the Presidential Committee.”

    The unions also urged the Federal Government to respect the content of the interim report of the Present Committee and pay the 12 months salary arrears to the workers of the Research Institutions. They also asked the Federal Government to stop paying lip service to issues affecting the Research.

    Echoing a similar view, the branch Chairman, of NACETEM, Fadakinte Olumide Akintayo decried the non-challant attitude of the Federal Government towards research efforts and technological development in Nigeria.

    Akintayo who noted that the refusal of the Federal Government to heed their plight was a deliberate attempt to frustrate their efforts said that no nation can develop without research and technology. According to him,  “The Federal Government’s nonchalance towards the agitations of NASU and JORAISU and research institutes in Nigeria can be said to be deliberate.” There is no nation of the world that has developed today outside the level of their technological advancement and the nonchalant attitude of the Nigerian government towards research institutes is not helping the nation as a whole.

    Nigerian Army embarks on road project in Sambisa forest

    The Nigerian Army on Wednesday said it had embarked on a road construction project in Sambisa Forest as part of the ongoing clearance operation to dislodge remnants of Boko Haram insurgents.

    The Director, Army Public Relations, Brig.-Gen. Sani Kukasheka, made this disclosure in a statement issued in Maiduguri.

    Kukasheka said that the army had begun construction of access roads to open up the forest and link adjourning communities.

    He listed the projects as Gwoza-Yamtake-Bita-Tokumbere-Sambisa and Gwoza-Yamtake-Bita roads.

    “In its efforts to make Sambisa forest habitable and also a training ground, the Nigerian Army is following up the ongoing clearance operations with road constructions into the main heartland of the forest and adjoining communities.

    “Already, work has commenced in earnest on Gwoza-Yamteke-Bitta road, as well as the reconstruction of the road from Gwoza-Yamteke-Bitta-Tokumbere, leading into Tokum forest”.

    The military authorities had set up a military training facility in Sambisa Forest after dislodging the insurgents’ tactical ground at Camp Zero.

    Also, the Borno Government on Monday restricted vehicular movement on three major roads in the state, to prevent fleeing insurgents escaping military offensive from infiltrating into the communities.

    FRSC in Ogun takes safety campaign to schools

    The Federal Road Safety Corps ( FRSC ), Ogun Sector Command, on Wednesday said it had taken its campaign to schools in the state to educate the pupils/students on safety issues.

    Mr Clement Oladele, the Ogun Sector Commander of FRSC, said that the measure was part of the command’s programmes to ensure safety on the roads in the future.

    Oladele said that the measure would also help to prepare the pupils/students early enough as the next generation of drivers in the country.

    He said that the FRSC would lay emphasis on youth education and truck safety in 2018 to reduce crashes on the country.

    “The FRSC has commenced preaching of safety across schools and organisimg programmes for truck drivers to ensure sanity and protection of lives and property on the highways,’’ he said.

    The sector commander said that some truck drivers drove recklessly on the highways and in most cases such drivers did not belong to unions.

    He, however, said that the FRSC had been in contact with truck owners to see how the challenge could be addressed.

    “We want to see how we can organise those drivers without a union to form one so that their excesses and tension created by them could be reduced.’’

    Oladele also noted that nobody could function effectively if the person were not properly trained.

    He said that the FRSC had certified members of staff that were competent to train truck drivers.

    2019: INEC seeks NCC, telecom operators collaboration

    The Independent National Commission ( INEC ) has solicited the collaboration of Nigerian Communications Commission ( NCC ) and telecommunications operators for deployment of electronic devices in the conduct of 2019 general elections.

    Chairman of INEC, Prof. Mahmood Yakubu, made the appeal when he led management of the commission on a visit to NCC Executive Vice-Chairman, Prof. Umar Dambatta, on Tuesday in Abuja.

    Yakubu said that INEC was planning full deployment for e-collation and transmission of Ekiti and Osun governorship elections later in the year, and for the 2019 general polls.

    He said that time had come to electronically collate and transmit election results from polling units to collation and declaration centres, explaining that doing so would enable results to be transmitted faster and more accurately.

    Yakubu said that while the commission had the software and hardware to do the transmission, it needed to rely on telecommunications operators for the transmission of figures and scanned images of result sheets.

    Towards these, he appealed to NCC, as the the industry regulator, to facilitate a meeting between INEC and telecommunications operators in the country to finalise preparations for the elections.

    He said that the meeting would provide INEC with the combined network coverage map for all operators nationwide, including network strength that could help the commission to deploy e-collation system successfully.

    “Since we shall also be transmitting scanned copies of result sheets, it is imperative to ascertain areas covered by 3Gand 4G networks and by which operator(s) across the country.

    “The objective is also to discuss data security in the course of transmission of results in order to further safeguard the security of the process.

    “The meeting is also imperative to discuss the provision, registration and exclusive use of SIM Cards with special numbers for use in its Smart Card Readers.

    “These numbers should be registered in the name of INEC instead of the current practices of using cards sourced from the open market registered in the personal names of our officials.

    “This will help in the management of database and dataset of the allocated numbers.

    “Doing so will also enable the encryption of information thereby providing additional security in the course of transmitting both data and images,’’ he said.

    Yakubu also called on NCC to facilitate discussion with the operators on ways to enhance cooperate social responsibility to Nigeria electoral process, especially on voter education and publicity.

    “Towards the 2019 general elections, we would like the operators, in collaboration with INEC, to send bulk SMS on imperative of peaceful elections, the collection of Permanent Voter Cards by registered voters.”

    He also called for synergy on directional information on the location of Polling Units for easy access to voters.

    In his response, Dambatta expressed NCC’s reediness to be at the forefront of driving innovations that would improve the electoral process in the country.

    He said that the commission was committed to ensuring and promoting free, fair and credible elections in the country, especially from 2019.

    Dambatta added with ICT there was no need to be at election venue before election could be monitored, saying that today’s telecommunications had made nonsense of distance.

    He assured that there was availability of telecom infrastructure, including 3G networks that would facilitates e-collation and transmission of election results.

    “We will bring to bear our wealth of Information and Communications Technology ( ICT ) and telecoms expertise in 2019 general elections to meet the yearnings and aspirations of Nigerians.

    “This is what we can achieve in 2019,’’ he said, adding that coming together by INEC, NCC and telecom companies to discuss would help to overcome some of the envisaged challenges.”

    He added that there was no better time than now to commence voter education and publicity ahead of the 2019 elections.

    Sokoto spends N4bn on pension, gratuity in two years

    Alhaji Sa’idu Umar, Sokoto State Commissioner for Finance, said that the state government spent N4 billion for the payment of pension and gratuity of retired civil servants from 2016 to date.

    Umar spoke in an interview with newsmen shortly after defending the Sokoto State 2018 budget proposal before the state House of Assembly Committee on Finance and Appropriation in Sokoto.

    He said that the government had since identified various measures to ensure more revenue generation to collect adequate funds for the implementation of the 2018 budget.

    “We are fully committed to ensure best percentage of budget implementation in our various Ministry’s, Departments and Agencies (MDAs), to enable more development in the state,” he said.

    The commissioner added that the government had spent over N2 billion in 2016 for the payment of the retired civil servants while in 2017, about N2 billion was also paid for same purpose.

    He said, “thus the state 2017 budget implementation was not as expected due to low flow of cash in its revenue generation”.

    Umar said much had been achieved in revenue generation, adding that the state was one of the few which salaries, pension, gratuity and all civil servants’ arrears were promptly paid as when due.

    While assuring the public of a general improvement in the performance of the 2018 budget, Umar said that the government would strengthen the activities of its Board of Internal Revenue to successfully generate appropriate funds for implementation.

    The Committee Chairman, Alhaji Malami Muhammad (APC-Sokoto South II), assured that the assembly would continue to support the government in its bid to develop the state.

    We’ll see end of herdsmen-farmers clashes – Osinbajo

    *Bachama, Batta leaders commend Buhari administration’s efforts in resolving crisis

    The Presidency on Tuesday expressed confidence that the Buhari administration will end the herdsmen-farmers clashes and the violence associated with it, which predate the administration.

    Vice President, Prof. Yemi Osinbajo, gave the assurance while receiving a delegation led by the traditional rulers of Batta and Bachamma communities in Adamawa State: HRM Hama Batta, Homun Alhamdu Teneke (JP); and HRM Hama Bachamma, Homun Honest Irmiya Stephen (JP) at the Presidential Villa, Abuja.

    In a statement by the Senior Special Assistant on Media and publicity, Laolu Akande, Osinbajo said “President Muhammadu Buhari is determined to resolve the herdsmen-farmers clashes in Adamawa State and return peace and order to the affected communities.

    “Much damage has been done, not just security-wise, but to the psyche of the people; due to the series of attacks, people are afraid. We are also looking at repairing the damage that has been done to the infrastructure of the communities and rehabilitate the people.” he said 

    It would be recalled that following his visit to affected communities in Adamawa State on the 5th of December, 2017, the Vice President had commenced a series of national consultations with all relevant groups designed to find a lasting solution to the farmers-herders conflict in parts of the country.

    In the first of the series, Prof. Osinbajo had a meeting on the 11thof December, 2017, with the Emir of Kano, Muhammadu Sanusi II; the Lamido of Adamawa, Muhammadu Barkindo Aliyu Musdafa; elder statesman, Mallam Ahmed Joda; and other leaders of the Fulani communities.

    On the issue of proffering permanent solution to the crisis, Prof. Osinbajo further said the report provided by the National Animal Production Research Institute ( NAPRI ), Zaria, would be considered.

    Speaking further, Prof. Osinbajo admonished the people of the affected communities to embrace peace and not to seek revenge. He emphasized that it was important to disarm anyone caught with arms and weapons as it was, by law, an offence for anyone to carry unlicensed firearms.

    In his remarks, the Hama Batta thanked the Vice President for the invitation and his visit to the affected communities late last year. 

    He said, “We came to thank you for your visit (to Numan communities). You made promises of relief materials when you visited, and the relief materials were brought. Also, the Special Forces that you promised responded on time. There is also now a police command with a Commissioner of Police.”

    Also speaking, the Hama Bachamma echoed the words of the Hama Batta, and thanked the Presidency for its efforts so far in tackling the issue.

    NASS committed to providing adequate funding for security agencies – Wamakko

    Senator Aliyu Magatakarda Wamakko, representing Sokoto North Senatorial District, says the National Assembly is fully committed to providing adequate funding for all the nation’s security agencies.

    This is contained in a statement signed by his Special Assistant on Media and Publicity, Bashir Rabe Mani and issued to newsmen in Sokoto on Monday. 

    The statement said that, Senator Wamakko spoke in Sokoto on Sunday when the Officers and Men of the State Command of the Peace Corps of Nigeria  led by their new Commander, Sani Balarabe, paid him a courtesy call. 

    Senator Wamakko stated that, the gesture will enable the security agencies to be properly staffed and equipped.

    This, he noted,  will bolster the security of lives and property,  as well as motivate their Officers and Men to be well motivated to put in their best in the discharge of their duties. 

    Senator Wamakko further stressed the need for interagency cooperation amongst the security agencies in the country. 

    He also urged the Officers and Men of the Command to shun extortion, intimidation, indiscriminate arrests and detention of innocent residents of the state. 

    ” This is the only way the command can remain relevant,  while the people will have confidence in its officers and men , ” he added. 

    The Commander,  Sani Balarabe had earlier commended Senator Wamakko for his relentless efforts to ensure the sustainable peace, unity and even socioeconomic development of Sokoto State and beyond. 

    Balarabe also described Senator Wamakko as a Father to all the people of the state, pledging to live above board in the discharge of their duty.
