    Court Marshal sentences soldier to death over murder

    Nigerian Army Court Marshal on Friday sentenced a soldier, Lance Corporal John Godwin, to death over the murder of five civilians at Yamteke community of Gwoza Local Government Area of Borno.

    The President of the court, Brig.-Gen. Gbemiga Adesina, said at its sitting in Maiduguri that Godwin was charged with murder punishable under Section 106 ( a ) of the Armed Forces Act (Cap A-20), Laws of the Federation of Nigeria ( LFN ), 2004.

    Adesina said the prosecution had proved its case beyond reasonable doubt that the soldier committed the offence and guilty as charged.

    He added that the court in its judgment took into consideration the presentations and submissions of the prosecution to treat Godwin as first time offender.

    He explained that the court found the accused person guilty as charged and sentenced him to death, adding that the ruling was, however, subject to ratification by appropriate authorities.

    The Lead Prosecution Counsel, Lt. Col. NO Nyaro, had earlier told the court that troops of the 122 Task Force Battalion on Nov. 13, 2015, rescued 22 civilians at Yamtake village in Gwoza.

    He explained that the rescued civilians included five males, nine females, five boys and three girls.

    Nyaro argued that the convict fired three shots at each of the rescued men and killed them while they were undergoing investigations by the military personnel in the area.

    The Court Martial also convicted and sentenced one other soldier, Sgt. Innocent Ototo, to life in prison after conviction for manslaughter.

    Ototo was convicted for torture, which resulted to the death of a 13-year-old boy,  Yakubu Isa, at Zabarmari village of Maiduguri Local Government Area.

    The prosecution told the court that the convict had on May 15, 2015, beat up and rubbed pepper on the body of the minor, whom he accused of stealing his cell phone, arguing that the boy died while in detention at the military guard post in the area.

    Corporal Benjamin Osaji, an accomplice in the torture and murder of the minor was also sentenced to 20 years in prison.

    The court also sentenced Private Sunday Onwe to 20 years jail term for illegal possession of firearms and ammunition.

    Two other soldiers, Ayuba Jonathan and Bitrus Yunana were also sentenced to five year imprisonment each.

    The two were convicted for illegal possession of ammunition.

    The president of the Court Martial said the offences contravened the Nigerian Army Rules of Engagement ( ROE ), Nigerian Laws and Geneva Conventions which Nigeria is a signatory.

    Adesina admonished troops to adhere strictly to the ROE and Human Right Laws in the ongoing counter-insurgency campaign in the northeast.

    The court adjourned sitting until to January 11.

    Nigeria second largest HIV epidemic in 2016 – Report

    Nigeria had the second largest HIV epidemic in 2016, with over 196,000 adolescents representing 10 per cent of the global burden said to be living with HIV/AIDS, according to a World Health Report.

    The report was given by Mrs Esther Samuel, The Chief Matron, Lagos State Ministry of Health, at a programme by a Non-governmental Organisation ( NGO ) Lisa Demi Project, in Lagos.

    The Lisa Demi Project, initiated in the U.K., seeks address the sexual health issues through Talks, Counselling and Entertainment among others.

    The programme, held at the Teslim Balogun Stadium Surulere, Lagos on Thursday, and title “ Let’s Talk about Our Sexual Health’’, is targeted at teenagers between the ages 14 to 24.

    Speaking on the dangers of unrestrained sexual activities among the youths, Samuel said the statistics from the health sector remained a concern.

    “Nigeria has the second largest HIV epidemic. About 3.2 million people Nigerians were living with HIV in 2016.

    “In Nigeria, over 196,000 adolescents, representing 10 percent of the global burden, are said to be living with HIV/AIDS.

    “Also. 230,000 babies were born by girls aged 15 to 19 in 2015. This is a frightening report. However, 1 million STIs are acquired every day,’’ she said.

    Relaying the statistics further, Samuel said that the world was groaning under the heavy burden of sexually transmitted diseases.

    “Each year, there are estimated 357 million new infections, while globally more than 2 million 10 to 19-year-olds are living with HIV.

    “About one in seven of all new HIV infections occur during adolescence.

    In the U.S., 21 per cent of the adolescents had drunk alcohol or used drugs before last sexual intercourse.

    “About 85 per cent of these youths live in developing countries, while we also have 32 per cent of Nigerian population as youths which half (48.6 per cent) of adolescents aged 15 to 19 are sexually active.

    “About 1 in 5 of sexually active females and 1 in 12 sexually active males had already engaged in sexual intercourse by the age of 15,’’ she said.

    Samuel said that the alarming statistics should call for urgent action so as not to lose the bulk of the productive population to untreatable diseases such as STDs and STIs.

    “These are real figures which should bring something to our mind and it is no other thing than fear, and a call to action, especially among our youths.

    “Our youths must be cautioned to refrain and advise. They all need to be guided not to waste their lives on what is worth waiting for.

    “The youths should start to avoid something they call a little thing that does not matter but are sexual behaviours such as kissing, keeping secret friendships and others.

    “We should focus on health education and STI prevention through school seminars, clubs, social media, parents, peer groups and proper counseling when STDs are detected early,’’ she said.

    The Lagos State University ( LASU ) says though it has increased acceptance fee for its new intakes, it has no plan to increase tuition.

    The University made the clarification in its official bulletin on Friday, signed by Mr Adekoya Martins, Coordinator, LASU, Centre for Information Press and Public Relations Unit.

    Adekoya said that the university increased its acceptance fee from N10,000 to N20,000.

    He said the N20,000 is payable once by candidates recently offered provisional admission by the institution.

    The institution offered admission to 3,500 candidates for the 2017/2018 academic session.

    “Attention of LASU Management has again been drawn to the erroneous insinuations making the rounds, especially on the social media, regarding a plan to increase or purported increase in the school fee being paid by its students presently.

    “What the university has done is to increase the acceptance fee from N10,000 to N20,000 and this remains the cheapest in Nigeria compared to what other universities charge as their acceptance fee.

    “The university management, however, wishes to reiterate that there is no increment in tuition, neither are there plans to effect any increment,” Adekoya said.

    NCC seeks govs’ assistance on broadband penetration

    The Nigerian Communications Commission ( NCC ) has called on state governors to assist it in achieving the 30 per cent broadband penetration target by 2018.

    The Director of Public Affairs, NCC, Mr Tony Ojobo, made the call during an interview with newsmen in Lagos, on the sideline of the 2017 Dinner and Awards of the Nigerian Institute of Public Relations ( NIPR ).

    Ojobo was awarded the “PR Personality of the year 2017” by NIPR.

    He said that the governors and their various agencies should assist by ensuring easy approval for Right of Way ( RoW ) for the deployment of infrastructure.

    According to him, the industry has challenges of deployment of base stations in the states because of the issue of the Internally Generated Revenue ( IGR ).

    “A lot of approvals are delayed, in terms of siting base stations in the states this year. We have had base stations shut down, we also have had issues with the Rights of Way.

    “There had been reluctance with the various agencies under various levels of government to give approval as quickly as possible for the deployment of infrastructure.

    “The Executive Vice Chairman, Prof. Umar Danbatta, has made a presentation at the Governors Forum on how these challenges are actually contributing to the poor quality of service, and that there is need for us to have pervasive rollout of base stations.

    “Pervasive base stations deployment can narrow the areas that don’t have coverage, so that the issue of access and broadband penetration target can be realised.

    “Unless we do that, we will keep having challenges in being able to meet with the government policy of 30 per cent by 2018,” he said.

    Ojobo said that by 2018, it was expected that the country would have 30 per cent broadband penetration, but some of the challenges were slowing down the process.

    “But we believe that in 2018, some of these challenges will be tackled, especially as governors are beginning to appreciate the importance of these infrastructure in their states.

    “We believe that these challenges will begin to fizzle out,” he said.

    On his award as the PR Personality of the year, Ojobo said it was a call to do more on his responsibilities.

    He said that NCC would continue to put what it was doing on the public space and improve on it.

    “We will make sure that we say it as it is all the time and also ensure that we take back the feedback we get from the people we serve, that is our stakeholders, to our management.

    “This is so that areas that need improvement will be improved upon, so that consumers and the generous stakeholders will be better for it.

    “I want to thank God for this award. It is humbling when you are recognised by your professional group for contributions to the professional practice of public relations in Nigeria.

    “I dedicate this award to God and to the Nigerian Communications Commission that has given me the platform to express, in terms of the ways I carry out my responsibilities,” he said.

    Ojobo said that NCC was regulating an industry that was very difficult, an industry that was serving about 153 million active subscribers.

    He said that the subscribers were utilising the services on a 24/7 basis, hence, there were always issues to talk about.

    According to him, the challenge has been how to talk to the people who are facing challenges because of the services they are receiving.

    “We can’t tell them there are no challenges, we can’t assume we have not seen that they have problems.

    “But what we have continued to do is to identify with the challenges they are going through in this industry.

    “We have also tried to communicate that the industry is a work in progress, we have not gotten to the place we should be.

    “The most challenging part of this job is when we are having issues in the industry and how to address those issues and still speak the truth to the people,” he said.

    Ojobo said that the commission had used all its platforms, both the social media platforms and the mainstream media in trying to communicate, to make the people know what it was doing.

    Kano empowers over 50,000 youths in two years

    The Kano State Government says it has empowered no fewer than 50,000 youths with various skills through training programmes across the 44 local government areas of the state  since 2015.

    The Senior Special Assistant to Gov. Abdullahi Ganduje, Malam Adamu Unguwargini, disclosed this in an interview  on Friday.

    Unguwargini said that the empowerment programmes were under the government’s new Social Intervention Programme tagged: “Madogara Matasa’’.

    According to him, the programme which started at the onset of the Ganduje administration, is to expose youths to various skills such as carpentry, plumbing, panel beating, car repairs and vulcanising.

    The governor’s aide said that the State Government had also concluded arrangements to start a new skill acquisition programme that would empower various sets of 30,000 youths monthly across all the 44 local governments.

    “This measure will go a long way in complementing the efforts of the Federal Government toward addressing unemployment among youths in the country.

    “As you know, white collar jobs are limited, so we want to stimulate the entrepreneurship spirit in our youths in order to liberate them from poverty and enable them to be self-reliant.

    “This is the best way to go and believe me the measure will propel small and medium-scale endeavours that are a crucial component of Gov. Ganduje’s economic agenda.

    “The idea is to make youths gainfully employed, so that they do not become a nuisance to the society,’’ Unguwargini said.

    He further disclosed that in 2016, 72 youths were sponsored by the state government for training in various fields of automobile engineering at the Peugeot Automobile Nigeria Learning Centre in Kaduna.

    He said that the beneficiaries had since completed the training and were now training other youths in the state.

    The governor’s aide said that the government would soon commence training of females in automobile engineering.

    “Recently, under our empowerment programme, we spent N208 million to empower 5,200 tea vendors selected from 484 wards in the 44 local government areas of the state.

    “The Kano State Government gave each of the beneficiaries N40,000 worth of empowerment packages such as beverages, noodles, pasta, margarine, eggs and cooking oil to improve their business.

    “Our government attaches so much importance to empowerment of its residents because the beneficiaries will become self-reliant at the end, thereby boosting the economic status of the state,’’ Unguwargini said.

    These initiatives, he said, would not only take the youths off the street, it would also enhance security of lives and property in the state.

    Police arraign businessman for cheating

    Police has forced a businessman, Daniel Datti, on Friday, to appear before a Wuse Zone 2 Senior Magistrates’ Court, Abuja  for alleged cheating.

    Datti is standing trial on a two-count charge of criminal breach of trust and cheating.

    The Police Prosecutor, Haruna Musa, told the court that one Hannatu Zira of Life camp, Abuja reported the matter at the Wuse Police Station on November 17.

    “Sometimes in February, the complainant entrusted the sum of four million naira to the defendant and one Gloria Musa, who is now at large for purchase of a plot of farmland situated at Kuje, Abuja.

    “While the complainant was waiting for the land documents, she found out that the farmland does not belong to the defendant as claimed,’’ Musa said.

    He said that the complainant confronted the defendant about her findings and asked for the refund her money but the defendant kept on avoiding the complainant.

    “The defendant kept on avoiding the police when he was invited for interrogation; it took the police a while before the defendant was arrested,’’ the prosecutor said.

    He said that the offences contravened Sections 312 and 322 of the Penal Code.

    The defendant, however, pleaded not guilty.

    The Senior Magistrate, Teribo Jim, granted the defendant bail in the sum of N500, 000 with one surety in like sum.

    Jim said that the surety must reside within the court’s jurisdiction as part of the bail conditions.

    He adjourned the case to January 11, 2018 for hearing.

    Electronic building plan process still cumbersome — Town Planners

    Mr Olaide Afolabi, President of the Association of Town Planning Consultants of Nigeria ( ATOPCON ), on Friday called for an improvement on the electronic method of processing building plan approvals in Lagos State.

    Afolabi said the electronic approach has yet make an appreciable impact on the process.

    He said that the electronic pattern was supposed to make the process less cumbersome and faster, but plan approvals  seemed to be more rigorous when processed electronically in the state.

    “Normally, it is not supposed to exceed three working days for an applicant to obtain building plan approvals, especially when it is being processed online.

    “But the process still consumes the same quantity of money and time. Sometimes, the manual method even seems to be preferable,’’ he said.

    Afolabi called on the relevant authorities to do the needful by taking the necessary steps to make the process efficient and reliable.

    The association president said there was also a need for more public awareness on the electronic method, to encourage people to embrace the approach.

    Afolabi suggested a review of the requirements for obtaining the building plan approvals, saying that documents like Certificate of Ownership (C of O) could be excluded.

    According to him, it is usually stated explicitly on the certificate that the approved building plan document does not guarantee ownership of the land.

    “This implies that the title document has no input in the building plan approval process.

    “Exclusion of the C of O from the requirements will help to fasten the process, considering the delays encountered in the process of getting the C of O,” he said.

    Waste major cause of pollution in Lagos Lagoon – NPA

    The Nigerian Ports Authority ( NPA ) on Friday identified municipal waste as major materials causing pollution in Lagos Lagoon.

    Mr Yunusa Ibrahim, the Principal Manager, Environment Department of NPA said this in Lagos during an interview.

    According to him, most municipal waste that ends up in the Lagoon gathers around the harbour areas in the morning and disappears to the other sides in the evening.

    ‘‘The environment department of NPA always creates awareness in the communities around the water areas on proper waste disposal and how poor waste management comes back to affect them negatively.

    ‘‘It is difficult to control the waste habits of the communities and also check the flow of municipal waste from channels into the Lagoon.

    ‘‘The department carries out daily surveillance of the channels emptying water into the Lagoon and also clean- up the waste as it affects ships badly.

    ‘‘Waste causes serious problems when it enters moving vessels,’’ he said.

    Ibrahim said that waste from vessels that berthed at the harbour was not disposed into the lagoon as there were companies outsourced to do it in line with international law.

    Ibrahim said that the NPA’s environment department had equipment to clean up oil spills in the ocean and the Lagoon.

    He said that the department drilled its pollution response squad monthly to effectively carry out clean-up of water areas any where pollution occurred within the nation’s territorial waters.

    Pastor docked for criminal intimidation

    Emeka Okpocha, a 49-year-old pastor  has been arraigned by the police on Friday in a Kubwa Grade 1 Area Court in Abuja over criminal intimidation.
     
    The defendant of Kuje, Abuja, is facing one-count charge of criminal intimidation.
     
    The prosecutor, Babajide Olanipekun, told the court that the matter was reported by Chidimma Okpocha of Arab Road, Kubwa, Abuja, at Kubwa Police Station on December 5.
     
    He said the defendant sent an email to the complainant narrating a story of a man who gunned down his ex-wife and mother-in-law.
     
    Olanipekun said the defendant also told the complainant that whenever he thought of her, something bad would come to his mind.‎
     
    He added that the defendant also threatened the complainant’s life at her place of work ‎and home, which instilled fear in her.

    The prosecutor said the offence contravened sections 397 of the Penal Code.‎
    However, the pastor pleaded not guilty to the charge against him and The Judge, Mohammed Marafa, granted him bail in the sum of N500,000 with one reliable surety in like sum.
    Marafa said the surety must reside within the court’s jurisdiction and must provide means of identification and livelihood as he adjourned the case until February 28 for further hearing.
