  • CBN apologises for cashless policy inconveniences

    The Central Bank of Nigeria (CBN) has apologised to bank customers for the inconveniences the reintroduced cashless policy will cause.

    CBN governor Godwin Emefiele rendered the apology at the end of the Monetary Policy Committee (MPC) meeting in Abuja when he was asked of his reaction to the pushback from Nigerians over the return of charges on deposits and withdrawals beyond certain threshold.

    At the end of the meeting, the MPC retained interest rates at 13.5% as well as other parameters.

    According to him: “I truly sympathise with the banking public and regret the inconvenience that this is causing bank customers.”

    Despite the apology and defending the decision, he insisted that the policy will progress as announced and gave reasons why it will continue by noting that “we expect that after five years: 2014-2019, all the cash that would have been kept in people’s houses, should have been brought back into the banking industry.

    “That’s why we are saying at this time that we need to return back to that. What you are seeing today is not new.”

    Emefiele gave the strategic reason why the decision to reintroduce the charges was taken.

    According to him: “This is a strategic timing of these actions because on Monday, September 23rd, the mutual evaluation by Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) on the country’s anti-money laundry and CFT regime will begin.

    “Passing the mutual evaluation, positions Nigerian as a safe and credible destination for financial transaction across the world.”

    He added that “GIABA will be in Nigeria to assess the rate at which Nigeria has embraced anti-money laundry and CFT regime.

    “It is important that we display and show to them that Nigeria is indeed in conformity with their practices as enshrined in their anti-money laundry and CFA laws.

    “If we do not do what we are doing today, if they pass us negative, even your so-called cards that you carry abroad, you will not be able to use them.

    “It is in our own best interest that we are seen to be working in line with best global practices so that we can have a comfortable and convenient life in future.”

    Since the policy was first launched in 2012, Emefiele stated that “currency management cost have continued to increase year-on-year at an average annual growth rate of 33%. Notwithstanding, electronic transactions have increased within the economy. We have provided alternative channels and people have embraced it.”

    He maintained that “today, SMEs have various options and channels available to them for collecting legitimate payment for goods and services like bank transfers, using the POS or mobile cash, USSD codes and QR codes.

    “Indeed, it is in the public interest to promote an efficient payment system via the cashless policy which helps to reduce the punitive cost of cash processing often passed on to bank customers by our Deposit Money Banks.

    “Fees on excess cash withdrawal are not new. They have been there since 2012. We need to actually embrace best practices by actually saying that we should go cashless in Nigeria.”

    The MPC also endorsed the increase in the Value Added Tax (VAT) rate from 5 to 7.5%.

    According to Emefiele: “The government has the responsibility to fend for everybody. Fending for everybody means that it has to spend money to provide infrastructure – roads, airports, different things that will improve the lives of its people.

    “There are two ways through which government can fund these expenditure. It’s either it raises revenue or goes for debt.

    “You all know that the government has been criticized that the debt stock is too high.

    “You all know that government has been criticized that the debt service ratios are too high. What that means is that your revenue is small because if your revenue is large, then your debt service ratios will be lower.”

    He went on to state that “if we say government should not borrow, then, government must raise revenue.

    “If government must raise revenue and we think this is one way government can raise revenue to meet its obligation, it calls for a rationale that what we are saying is that it is the right decision that government has taken to increase VAT from 5 to 7.5%.”

    “Sometimes, we agree that this may be painful. But it is important that we understand that government also has an obligation that it must meet.

    “And so, it must raise revenue. Compare the VAT rate in Nigeria to VAT rate in    any part of the world. Nigeria’s VAT rate even at 7.5% stands as one-off if not the lowest in the world.”

    He appealed to Nigerians “to please try to show understanding. It may seem painful. But again, it’s important for us to know that when government spends (because you are looking at the adverse consequences it will have on the purchasing power of the person who will spend).

    “You should also look at the positive implication on the fact that government raises revenue, debt services ratio is lower, government can meet its obligation to improve roads or provide money for electricity, it will also have positive implication on the GDP and average growth of the country. So, which will be better then? I would rather choose (as MPC decided) that VAT will be a better option to raise revenue.”

    The MPC noted the Government’s current drive to increase Value Added Tax (VAT) will improve fiscal revenue to support expenditure and reduce the budget deficit as well as Government borrowing when implemented.

    The Committee, however, noted that this was too little to close the gap in Government finances.

    Consequently, the MPC called on the Government to, as a matter of urgency, adopt what it termed a BIG BANG approach towards building fiscal buffers by purposefully freeing-up redundant public assets through an efficient, effective and transparent privatization process.

    This, Emefiele said, would raise significant revenue for Government and resuscitate the redundant assets to generate employment and contribute effectively to national economic growth.

    The MPC noted the unstable oil prices, its implications on accretion to external reserves and its persistent call on the Government to build fiscal buffers.

    Consequently, the Committee called on the National Assembly to exercise restraint from increasing the oil price budget benchmark to avoid budgetary overruns at the implementation stage of the budget.

    Projections from the oil futures market indicate that oil prices will remain tight around the budget oil price benchmark in the medium term.

    Speaking on the controversial judgement debt of $9.6 billion awarded to P&ID, the CBN governor maintained that “by the grace of God there is no threat to the reserves…..and we have received presidential approval that those indicted should be prosecuted.”

    The MPC urged the Management of the Central Bank to sustain its regulatory surveillance to ensure continued financial system stability.

    The Committee noted the growth in the size of industry loans from N15.4 trillion in June to N16.23 trillion in September 2019. On the recent directives to deposit money banks to increase their Loan-to-Deposit Ratio (LDR), the Committee underscored the need to grow consumer, mortgage and corporate credit to drive aggregate demand and ensure a reduction in unemployment and increase in output growth. Consequently, the Committee urged the Management of the Bank to fast-track the development of the credit scoring system.

    In addition, the Committee commended the introduction of the Global Standing Instruction (GSI) initiative aimed at de-risking credit in the industry by committing bank customers to repay their loans to banks. The MPC however, observed that the growth in credit to the private sector remained significantly low, relative to the absorptive capacity of the economy.

    To stem the incidences of unemployment and insecurity, the MPC called on Government at all levels to ratchet up public works programmes aimed at easing the threat of rising unemployment in the country. This, the Committee argued, “would be achieved through efficiency in public spending.

    The Committee decided by a unanimous vote to retain the Monetary Policy Rate (MPR) at 13.5 per cent and to hold all other policy parameters constant. 10 In summary, the MPC voted to: I. Retain the MPR at 13.5 per cent; II. Retain the asymmetric corridor of +200/-500 basis points around the MPR; III. Retain the CRR at 22.5 per cent; and IV. Retain the Liquidity Ratio at 30 per cent.

  • CAN lauds El-Rufai’s decision to save 110-year-old Church from demolition

    The Kaduna State Chapter of the Christian Association of Nigeria (CAN) has commended Governor Nasir El-Rufai’s government’s decision to safe the 110-year-old St. George Anglican Church, Zaria from demolition.

    The CAN Chairman in the State, Rev. Joseph Hayab made the commendation on Saturday following Friday’s clarification by the Director-General of the Kaduna State Urban Planning Development Agency (KASUPDA), Ismail Dikko that the Church won’t be touched because of its historical value.

    The Nation learnt that KASUPDA had served the 110-year-old St. George Anglican Church, Sabon Gari, Zaria, the seven-day quit notice which it claimed was a directive from governor Nasir El-Rufai.

    Following Thursday’s alarm raised by the CAN, the KASUPDA’s boss reversed the eviction order on the Church.

    “The Church will remain base on its historical value…while the market source for expansion elsewhere,” the DG had said.

    The CAN Chairman commended the state government for listening to the yearnings of the people by reversing its earlier decision to halt any demolition plan on the church.

    Hayab noted that democracy could thrive only when government harken to the cry of the people it governs.

    The CAN leader said, “We commend the government for this act. What we are saying is that govt should remain a listening government. Democracy thrives when government listens to the people but when government don’t listen to people, people think negatively about every action it takes.

    “What we are doing is simply to remind government that we are not at war with them. We are just raising alarm; we are just another added eyes for them to see and know what is happening to people.

    “So, if they do good, we will clap for them but if they don’t, we will tell them that something is wrong and that people are crying.”

    The chairman, however, pleaded that the DG’s reversed order be documented for future references.

    He said, “but we want to quickly draw their attention to three things – that our cry about the quit notice and the clarification or response on it shows that the DG knows about it and therefore not made. It was a true quit notice.

    “We want them to document the response by the DG so that their officials when they come in future, we will show them the document by them. So that it won’t just be a mere paper statement. If they do that, we will appreciate them.

    “The last one which we feel strongly about is when they said we don’t have valid document; we are saying probably, they have not checked their records well. But we have already instructed the Church that by Monday or Tuesday, they should go with their valid documents to reconcile so that in the future, we will not be saying someone is wrong when in the real sense, he is right.”

  • I won’t resign, daring Bayelsa Speaker tells Dickson, others

    Bayelsa Speaker, Tonye Isenah, has vowed not to resign his position contrary to the directive of the Peoples Democratic Party (PDP) leaders including Governor Seriake Dickson.

    Isenah came under intense pressure to relinquish his office in the House of Assembly to enable his party balance political equations ahead of the November 16 governorship election.

    The speaker was said to have reached an agreement with Dickson and other PDP leaders to vacate his office in the event that Senator Douye Diri, who hails from his Kolokuma-Opokuma Local Government Area, emerged the candidate of the PDP for the election.

    Following the emergence of Diri, PDP leaders were said to have asked Isenah to surrender his position to another lawmaker from Southern Ijaw to enable the party garner votes from the council.

    But Isenah was said to have insisted that he would not let go of his position before the governorship poll.

    The Speaker in a statement by his Special Adviser on Media, Aotendeike Boloigha, said he had served the PDP faithfully and had yet to see how his resignation would help the party in the forthcoming poll.

    He also denied the insinuations that Dickson was after him because he failed to carry out the governor’s request to initiate an impeachment proceeding against his Deputy, Rear Admiral John Jonah (retd).

    Isenah was compelled to officially react on the matter following a social media post by his Senior Special Assistant in New Media, Mr. Dickson Didi Opuene, that the speaker was undergoing the travail for refusing the governor’s request.

    Opuene in the post that went viral wrote: ““First they asked him to impeach the deputy governor for no just reason and he refused, now they want him to resign just to perfect their aim and plan. No way, he will not resign, they should come and impeach him and lets see.

    “Rt. Hon. Tonye Emmanuel Isenah remains the Speaker of the Bayelsa State House of Assembly and he has not resigned or will ever contemplate of doing so, please disregard any rumour of his resignation”.

    Debunking Opuene’s claims, Isenah described the posts as generated and authored by over ambitious politicians taking advantage of the present situation in the assembly.

    Isenah said the claims were not only untrue but misleading and aimed at heating up the system.

    He said at no time had the governor imagined anything relating to impeachment of his deputy, whom he constantly described as a dependable ally adding that Dickson had never given such directive to the assembly.

    He said: “My stand on the issue of resignation has been that I have served the party PDP and  Govermor Seriake Dickson faithfully and with unflinching loyalty and I will not resign as doing so at this time will not in anyway help the party succeed in the November 16, governorship elections.

    “I call on my teeming supporters to distance  themselves from making unnecessary statements and posts in the social media. When the need arises, I will make official statements on his stand”.

  • We’ll retake Adamawa in 2023, APC vows

    Stakeholders of All Progressives Congress (APC) in Adamawa State have taken stock of how the party lost the state in the 2019 election due to disunity and resolved to put the past behind them and take back the state in 2023.

    The stakeholders came out of a reconciliatory meeting in Yola on Friday night saying they had learnt their lessons and would henceforth work together for the success of the party at all levels.

    A former member of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu, and Hajia Aisha Buhari’s brother, Ahmed Halilu (Mudi) had been bitterly against Sen Mohammed Jibrilla (Bindow) after Bindow as the state governor at the time, won the APC governorship primary which Ribadu and Mudi discredited.

    The two rejected Bindow’s candidacy up to the general election and were believed to have worked against Bindow at the election, a development believed to have contributed greatly to the failure of Bindow and of course the APC at the election.

    Ribadu who attended the Adamawa State APC Steering Committee/State Exco/Stakeholders Reconciliatory Meeting of Friday night, stressed that the intra-party conflict which cost the party the chance of retaining the state at the 2019 governorship election would never occur again.

    “Never again will we let that happen,” he said during a review remark at the end of the meeting.

    The meeting was the first in what may be a series of similar meetings following the constitution of a 39-member Central Steering Committee of the APC to reconcile misgivings and reposition the party for future success.

    Ribadu said, “We are here saying enough is enough. We will work together, we will never allow anything to come between us that will affect our fortunes and the fortunes of our party.

    “APC is a progressive party, our opponents are conservatives. It was so unfortunate that we were not guided in the past as a result of which our political enemies benefitted.”

    Urging a demonstration of the new resolve in the council-level elections scheduled for the state in November, Ribadu said, “It will never happen again in Adamawa. We have an election coming, the local government election. We intend to do it properly and fairly and we will not allow anybody to cheat us again.

    “We have all assembled here, all the leaders of the party from the local government to state levels. We have all resolved to work together for the victory of our party.”

    Earlier in his remark, chairman of the APC Steering Committee and one time Minister of Defence and Internal Affairs respectively, Abdurrahman Adamu, said that disturbed by the lingering precarious relationship among members of the party, elders took the gauntlet to restore sanity and orderliness after the party waded through misunderstanding for a long time.

    Also speaking, Adamawa State APC chairman, Ibrahim Bilal said with the resolve of the elders of the party to address grievances within the party, APC in Adamawa has become well organised, strengthened and ready to take the state by storm.

    The Chairman Sub-Committee on Reconciliation, Dahiru Bobbo, said his committee was delegated to reconcile aggrieved members and put the party on the threshold of prosperity.

  • Encourage private investors in education, FG told

    The Executive Director Grace Schools Lagos, Mrs Tokunbo Iyiola Edun, has challenged the government to appreciate the laudable impact of the private investors in developing the sector in the country.
    Private school owners, she said, should be seen as partners and not competitors.
    Speaking ahead of the 25th anniversary of the school, Edun argued private school owners were facing severe challenges as result of heavy taxation and provision of facilities that can engender growth and development of the education sector.
    On what makes the school thick, she said:  “We make learning fun for our students. We provide education that makes the students fit in anywhere in the world. It is interesting to note that we have included a lot of technology into how students are taught.

    According to her, she just could not understand why a man who could not last long in bed would have the desire to be adulterous.

  • Man drowns attempting to propose to girlfriend underwater

    A man has drowned attempting to propose to his girlfriend underwater during their “once-in-a-lifetime” holiday.

    Steven Weber dived into the ocean to pop the question to Kenesha Antoine through the window of their submerged cabin in Tanzania.

    Video footage shows Mr Weber pressing a piece of paper against the glass with the message: “Will you please be my wife?”

    He then opened a ring box before swimming up out of view towards the surface.

    Ms Antoine, from Baton Rouge, Louisiana, posted the film on Facebook on Friday morning with her response: ”Yes! Yes! Yes!”

    However a few hours later she revealed that he “never emerged from those depths” to hear her answer.

    “We never got to embrace and celebrate the beginning of the rest of our lives together, as the best day of our lives turned into the worst, in the cruellest twist of fate imaginable,” she wrote.

    “I will try to take solace in the fact that we enjoyed the most amazing bucket list experiences these past few days, and that we both were so happy and absolutely giddy with excitement in our final moments together.”

    Ms Antoine, a lawyer, added: “You were a bright light to everyone you encountered.
    You never met a stranger, and you brought so much joy to so many people. You were kind, compassionate, you regularly made me cry with laughter, and you showered me with a love like none I’d ever experienced.”

    She also wrote that a few days earlier he had described the holiday as a “once in a once-in-a-lifetime thing that people want to experience before they die”.

    “I will find you and marry you in the next lifetime, and the next, and the next, and the next,” added Ms Antoine. ”I love you so much, and I always will.”

    The couple were staying at a resort on Pemba Island off the coast of East Africa.
    An official at the US Department of State said they were aware of the death of a US citizen in Tanzania.

    “We offer our sincerest condolences to the family on their loss,” a spokesperson said.

    “We stand ready to provide all appropriate consular assistance.”

  • Osinbajo lauds Emmanuel’s industrialisation agenda

    Vice President Yemi Osinbajo has lauded the efforts of Governor Udom Emmanuel in industrialisation and has declared Akwa Ibom State as his second home.

    During the commencement of commissioning of projects with the Flour Mill Factory in Onna as first, Osinbajo, who was impressed with the pace of growth in the state, congratulated Governor Udom Emmanuel for his strides and described the Flour Mill factory as a product of foresight.

    The Vice President, who is in the State to inaugurate three landmark projects to mark the 32nd anniversary of its creation, said he was satisfied with Emmanuel for sharing in the vision of rapid transformation in the state.

    “I want to commend the Governor for providing world class infrastructure and for attracting investors to this state. Your people are warm and hospitable and that’s why a lot of investors come here. I am from Ogun State, but whenever I think of a second home, I come to Akwa Ibom.

    “I was in this State in the last two years to commission the Syringe factory. That was a very thoughtful and foresighting project and today I am here to commission another even more foresighting projects,” Osinbajo said.

    While welcoming the Vice President to the Flour Mill, Emmanuel thanked Prof. Osinbajo for rising above biases, a message his administration has preached through the Dakkada creed.

  • Man who robs prostitutes nabbed in Edo

    A 30-year old man, Godstime Ogechi, who specialised in robbing prostitutes in Ugbiyoko, Egor local government area, has been arrested by men of the Edo State Police Command.

    Ogechi is a one-man gang that uses a rod-like gun to rob call girls under the pretence of paying them to spend the night with him.

    When he takes them to a dark street, he would bring out the rod and the girls thinking that it is a gun would give him their phones and money including the one he paid them.

    Luck ran out of him when one of his victim ran away when they got to a dark street at Ugbiyoko area and when Ogechi went back to collect the money he paid her for the night, some girls recognised him which led to his arrest.

    Speaking to newsmen when he was paraded at the police headquarters, Ogechi said he has lost count of the number of girls he has robbed.

    According to him, “I don’t have any gang. I operate along Ekenwan road. I pick street girls at night and rob them. I will chat with them and tell them I want to take them for daybreak. When we get to a dark corner, I will bring out this thing like a gun and threaten them.

    “They will give me their phones. I cannot remember the number of girls I have robbed. I was caught when one of the girls ran away after I have paid her. I went back to the spot I picked her from and demanded for my money. She raised alarm.”
