  • Emenike sets promotion target for Belgian side Westerlo

Super Eagles ace Emmanuel Emenike is determined to help Belgian division two side Westerlo earn promotion.

The former Fenerbahçe striker who joined the moderate side on the 16th of this month expressed optimism that with hard work the promotion pursuit will be a dream come true.   He particularly thanked the club for making him feel at home.

“Delighted to be back. Thank you Westerlo for making me feel at home and welcome. Let’s get some wins and go for the title. Project Promotion” he enthused.

Emenike who scored 19 goals for Fenerbahçe in 69 appearances between 2013 and 2017 is happy to play again after a knee problem initially raised fears that he may be saying goodbye to the game that brought him fame and wealth.

Recall that on the last day of the winter transfer window 2018, Emenike agreed to play on loan from Olympiacos to Las Palmas until the end of the season as he had not much playing time in Olympiacos matches. Few days after his signing the Spanish club have announced that Emenike is now being treated for a knee problem and no date has been fixed for his return to action. “An MRI scan was conducted the same night which indicated the presence of an osteochondral lesion at the level of the internal femoral condyle and swelling of the internal lateral ligament,” Las Palmas explained

Hope began to rise however on 27 August 2019 as Emenike started trials with Belgian 2nd division outfit K.V.C. Westerlo, for a potential contract and the icing on the cake eventually came with official contract signing on September 16, 2019.

Emenike scored nine goals in his 37 appearances for the Super Eagles between 2011 and 2015.

  • Minimum wage: Workers consider strike option as negotiations breaks down again

Workers under the auspices of the Joint Public Sector Negotiating Council are getting set for a possible industrial action as a meeting of the Federal government and the unions again ended in a deadlock on Monday.

The negotiations on the consequential adjustment which was earlier adjourned to September 4 to allow the government team brief President Muhammadu Buhari was again rescheduled for September 16, but suffered another setback as both parties failed to reach an agreement despite minor adjustments in their separate positions.

The Nation gathered that at Monday’s meeting which was chaired by the Head of Service of the federation, Winifred Oyo-ita, both government and the union leaders only made minor adjustment to their earlier positions with the government moving from its earlier position of 9.5 percent to 11 percent for grade levels seven to 14 and 6.5 percent from 5.5 percent for levels 15 to 17.

The workers have insisted that the government adjust salaries of workers on grade levels 07 to 14 by 30 percent and those on levels 15 to 17 by 25 percent.

Chairman of the labour team and National Auditor of the Nigeria Labour Congress (NLC) , Simon Anchaver said, workers stepped down to 29 from 30 percent for grade levels 7 to 14 and 24 from 25 percent for levels 15 to 17.

According to him, the Joint Public Service Negotiating Council have resolved to write to the Nigeria Labour Congress, (NLC) and the Trade Union Congress, (TUC) on their advice on a possible industrial action

He accused the government of foot dragging on the process, saying the action of the government is an open invitation for industrial action, since workers are already engulfed in fear and agitations whether their accumulated arrears will be paid when talks are finally concluded

He however said that the meeting decided that the two positions be presented to the President for further action.

Also, Secretary of the Joint National Public Service Negotiating Council, Slade Lawal said organised labour will decide on a next line of action towards the issue of the minimum wage, saying in due time, Nigerians would be informed.

Lawal said: “the meeting is deadlocked; we found out that the Federal Government officials are not serious about it at all, we are suspecting fowl play or a hidden agenda somewhere. So, we have decided to report the development to our principals, including the Labour unions, Nigerians will be adequately briefed of our next line of action very shortly.”

Minister of Labour and Employment, Senator Chris Ngige had told newsmen recently that the President has directed that the process of negotiations be concluded as soon as possible to enable workers begin to enjoy the new wages.

  • Foundation holds talk on artists’ resale rights

The Ben Enwonwu Foundation in collaboration with the Society of Nigerian Artists (SNA) supported by Alliance Française Lagos and Nigerian Copyright Commission will hold its new monthly series of talk Point of Viewon Tuesday at Alliance Francaise/Mike Adenuga Centre, Osborn Road, Ikoyi, Lagos.

Conceived as a collaborative platform, the series brings together a diverse line-up of artists, curators, writers, thinkers and policymakers, to share their perspectives on the role of the visual arts in shaping society.

Guests speakers at the event,  themed, A Case for the Artist’s Resale Right’ in Nigeria include Neil Coventry, Dr. Simon Ikpakronyi, John Asein, Oliver Enwonwu, Femi Lijadu and Ngozi Aderibigbe.  Drawing from other creative disciplines and experiences to take a broad view of the art scene in Nigeria and Africa, Point of View proffers an innovative format, as well as a three-pronged approach that aims to encourage support and funding for the visual arts through public and private sector partnership while ensuring continuing professional development and empowerment for practitioners.

Unlike novelists and musicians, visuals artists do not benefit from secondary and downstream sales of their works. Indeed, their income pales in comparison to those other creatives, mainly because they do not earn significantly from the reproduction and communications rights provided to other creators under copyright law.

The artist’s resale right seeks to correct this anomaly by ensuring artists receive a small percentage of the resale price of a work. Although this right is recognised in the Berne Convention for the Protection of Literary and Artistic Works (Article 14ter), which sets minimum international copyright standards, it is optional, with only about 80 countries in adherence.

Point of View thus aims to establish an effective system for collecting resale royalties and remunerating artists alike by first providing answers to questions like Is Nigeria a member of the Berne Convention? How in practical terms can we support the development of the institutions, systems and procedures that would ensure the easy, efficient and cost-effective application and management of a resale royalty scheme? How can Nigerian artists receive royalties for their eligible artworks sold in reciprocating countries (which have implemented Article 14 of the Berne Convention)? How can artists from reciprocating countries receive royalties for their eligible artworks sold in Nigeria? Are the same rules to be applied in the case of a derivative work? Who would be responsible for paying the resale royalty rate? What should be the basis for its calculation; the sale or auction price? This event is sponsored by LADOL, Leadway Assurance Company and Zircon Marine.

  • Yes, Ondo council Chairman bought four tyres but did not commission it!

Claim: Media publication says Ondo state local government Chairman inaugurated four tyres of a refurbished hummer bus.

MISLEADING: The Chairman did indeed buy tyres for a vehicle they were refurbishing which was posted on his Facebook page. However, the tyres were never commissioned or inaugurated.

    Full Text:

On Monday, 9th September, a media report said the Chairman of Okitipupa local government council, Omo’ba Abayomi Adesanya inaugurated (commissioned) four tyres. The tyres were said to be used to refurbish a Toyota Hummer Bus.

“The Chairman of Okitipupa LG, Omo’ba Abayomi Adesanya has purchased (4) brand new tyre of maxxix brand for the refurbished Toyota Hummer bus that has been abandoned for 7 years. Omo’ba is working, Okitipupa LG is moving”, he wrote on Facebook.

The influential nature of Abayomi Adesanya is undeniable; he was the pioneer spokesman of the All Progressives Congress (APC) in Ondo state. This is perhaps one of the reasons the statement is facing heavy criticism in the media.

When the news surfaced, the consensus from the majority of public response questioned the relevance of the post, as this would not ordinarily be considered as noteworthy. The people were of the opinion that buying tyres was not an achievement that should be publicized.

It is standard practise for politicians in Nigeria to publicise their achievements, even when it is mediocre. Did you know that ‘VIP’ or ‘ultramodern toilets’ have been commissioned by politicians in the past and even added to the national budget? However, Nigerians are becoming more vocal on the ludicrousness of such projects.

    Verification

The Nation did in fact confirm that the quote above originated from a Facebook page with the name “Omo’ba Adesanya Okitipupa LG”.

The Chairman, Omo’ba Abayomi Adesanya when contacted on phone described it as publicity gone awry; adding, he bought the tyres as part of his activities in the council. He said that he never commissioned any tyres but admitted that he brought the tyres for a vehicle they were refurbishing.

Interestingly, turns out the facebook page is managed by Abayomi Adesanya’s media aide. And according to Omo’ba, the aide in question posted the pictures on Facebook without briefing him; apparently he did so just to keep the people abreast of what he was doing.

Regardless, we checked the post and it did not state anything about him commissioning or inaugurating tyres; nor were there any images to corroborate this claim. It only states that the Chairman purchased tyres.

    Conclusion

This post is misleading because although the event happened (purchase of tyres and a post on Facebook celebrating it), the primary claim (commissioning of tyres) is not entirely true. The Chairman did indeed buy tyres for a vehicle they were refurbishing which was posted on his Facebook page; however, the tyres were never commissioned or inaugurated.

  • 17 die in Benue road accident

No fewer than 17 persons have been killed after an 18-seater bus collided with a truck along Akwanga-Makurdi Road inward Benue State.

This accident occurred barely 24 hours after 13 persons including three children were killed and 11 others injured in a crash involving the same transport company near Unguwan Ciyawa in Eggon Local Government Area of Nasarawa State.

It was gathered that 11 persons were killed and others injured last Monday after an accident occurred around the ‘Many Have Gone’ hill along Akwanga road.

Monday’s accident, it was gathered, involved a Benue Link bus that left Abuja Sunday evening. It was gathered that a truck rammed into the bus at a sharp bend pushing it into a ditch where 17 persons including the driver died.

The Nation learnt that a man Tervershina Jebe lost his wife and three children in the crash.

The only survivor of the accident was said to be a woman whose identity could not be readily identified.

Confirming the accident, the Director General of the Federal Capital Territory (FCT) Emergency Management Agency Idris Abbas said over 50 people have been killed on the road.

Abbas who spoke at the stakeholder meeting on road traffic accidents organised by the Lagos State Emergency Management Agency (LASEMA) said there was need to give road accidents the needed attention, adding that all hands must be on deck.

“Road Traffic Accident (RTA) is one of the main daily disasters we face in this country. Unfortunately we are paying lip service to it. If there is a plane crash and one person died, the whole world will know but when there is a road accident where 100 people died apart from the responders, probably few of the media report it and they will not make a major headline of it.

“This morning, I received a report that one of the buses of Benue State Transport Service had an accident and killed over 50 people and if not because I have the privilege of knowing, we would have been in dark.

“We need to sit up and educate the populace and also sensitise our leaders and government to place priority in this sector. We need to also keep exploring means and ways to improve. We must stop blaming the responders for every disaster and be patient, responsible,” he said.

  • Obasanjo writes Buthelezi, says attacks will cripple investment in South Africa

Former President Olusegun Obasanjo on Monday said it was a “fallacy” for South Africa to believe that xenophobia would make more jobs available to its citizens.

Obasanjo, in a letter to the Leader of South-Africa’s Inkatha Freedom Party, Mangosuthu Buthelezi, said that such attitude would rather cripple investment in the country.

“As it is being touted that xenophobia will give South Africans more jobs, I dare say, it is fallacy.

“Xenophobia will make investment in South Africa more difficult, which will lead to lack of job creation and loss of existing jobs,” Obasanjo said in condemning the recent xenophobic attack against Nigerians in South-Africa.

Obasanjo noted that Nigerians had played great roles in the liberation of different peoples in different parts of Africa, including fighting against the apartheid regime in South Africa.

He said such kind gestures were not motivated by praises or positions but by sense of duty and obligation as Africans towards fellow Africans.

The former president condemned what he described as “incompetence or collusion” on the part of South African Police for standing aloof watching miscreants and criminals committing crimes against fellow human beings in the country.

“This was experienced in South Africa in recent times and it shows either incompetence or collusion on the part of the police.

“We believe that Africans living in any other part of Africa must be treated as brothers and friends.

“If they commit any crime, they should be treated like citizens of that country will be treated when they commit crime which will mean applying judicial process,” he said.

He advised South African government to send emissaries to the countries concerned to explain, apologise and agree on the way forward for mutual understanding, accommodation, reconciliation to promote brotherhood in Africa.

“Repatriation of Nigerians from South- Africa is obviously not a permanent solution. At best, it is palliative because the hurt will still remain for some time and revenge is also not the desirable solution.

“Mutual understanding and acknowledgement of what needs to be done on all sides is imperative and getting down to doing them is the solution that will serve Nigeria and South Africa and indeed Africa, particularly in this era of Africa Continental Free Trade Area opportunities.

“In the final analysis, if South- Africa fails to initiate appropriate and satisfactory steps to deal with the issues to pacify affected victims and work for reconciliation, the countries concerned should come together to table appropriate motions at the African Union level first and consider other measures if the situation is allowed to continue,” he said.

He said that most migrants did not migrate to other countries with total emptiness, adding that some had education, skills, experience, expertise, entrepreneurship which could help economies of host countries.

“What has helped most developed countries in the world is openness and receiving migrants with open hands and open minds.

“In any case, all of us in the world are migrants, no matter where we live, depending only on how far back you want to go,” he said.

Obasanjo urged African countries to develop programmes that would provide livelihood for its
    terming youth population.

He noted that such measure would discourage the youths from embarking on hazardous journeys to places where their lives would be endangered.

  • NECO withholds Niger students’ results

Students in public secondary schools in Niger state are currently unable to access their NECO May/June SSCE results as the examination body has withheld the results of the students due to debts owed by the government.

The NECO May/June SSCE results were released on the 27th of August 2019.

Students or public secondary schools that reached out to The Nation bemoaned their inability to access their results in order to attend post-utme screenings of the universities of their choice.

The Niger state government has admitted that they are owning the examination body N470 million adding that they have paid N150 million.

The Permanent Secretary of the Niger State Ministry of Education, Abubakar Aliyu who spoke to The Nation admitted that they are owning the examination body but appealed for consideration to enable the students to access their results especially those due for port utme screenings.

“The state government has been paying NECO and WAEC for its students from the previous government and the arrangement has always been that when the government has funds, we pay installmentally.

“NECO is owned N400 million this year and the government has commenced the payment. Last week Friday, we remitted N150 million to them and we are still negotiating with them to release the result but they have not. Hopefully, they may release it today (Monday).”

Aliyu declared that the government does not have enough money to give to NECO at once assuring that they will pay whenever there are available funds.

“For us, as a government, we do not have money to release at once but as a responsive government, we have a clear picture of what we want to do. Once we get money, we will make release them. Within the availability of resources, we have given what we have and we will continue to give them what we have until we clear the accumulated debts.”

The Permanent Secretary, however, stated that if the result is not released before the end of Monday, they will look for ways of sourcing for money to pay the debts adding that one of the Directors in the Ministry is still in a meeting with NECO as at the time of interviewing him.

The Information Officer, Mallam Azeez Sani could not be reached to state the stand of NECO as to why the examination body has not released the results of the students in the state.

  • Foundation advises FG to appoint citizen with integrity to head Police Trust Fund

Cleen Foundation, a non-governmental organisation, has advised the Federal Government to appoint a citizen with integrity to head the Police Trust Fund (PTF) as the Executive Secretary.

Mr Benson Olugbuo, Cleen’s Executive Director, who gave the advice on Monday in a statement in Abuja, urged President Muhammadu Buhari to constitute the Board of Trustees of PTF in line with the powers and functions enshrined in the PTF Act.

This, he said, would prevent conflict in the powers of the Executive Secretary, the Minister of Police Affairs, Inspector General of Police and the Chairman of the Police Service Commission.

He urged the Board of Trustees when constituted, to ensure accountability and transparency in the operations of the trust fund.

“The Board of Trustees should ensure that the disbursement of funds is based on needs assessment duly prepared by the Nigeria Police in a transparent and accountable manner.

“They should also tackle the issues of lack of comprehensive needs assessment data by the Nigeria Police to enhance budgeting, planning and the overall development of police personnel,’’ he said.

Olugbuo said that the issues of absence of an oversight body and a mechanism in the PTF’s Act for checks and balances should also be addressed by the board.

He said that addressing the issues would reduce the vulnerability of the trust fund from corruption, embezzlement, fraud, nepotism, mis-allocation and diversion of resources that erode public good, efficiency and legitimacy.

According to him, the government has long underfunded the Nigeria Police and the funds appropriated for it are quite different from actual funds released.

“All relevant Ministries, Departments and Agencies (MDAs) should be directed to release all levies and monies due to the fund and should also comply with the act.

“The budgetary provisions for the management of the fund should commence through the 2019 supplementary budget by the National Assembly,’’ he said.

Olugbuo urged the Ministry of Justice to correct typographical errors in the PTF Act before publishing the law in the official gazette of the Federal Government.

“The PTF Act can be subjected to holistic amendment or reviews in the future to address gaps that have been identified or that may emerge from implementation,’’ he said.
